DISCUSSIONS of trade and commerce are generally more comprehensive today than in the past; the problems are approached with a vision unrestricted by national boundaries, and broad enough to comprise the entire world. The extent to which the limited viewpoint that has characterized past ages is yielding to an economy of world-wide scope is exemplified by the Atlantic Charter which blazes a trail in the direction of trade principles that aim to preserve the interest of each individual country in the commonwealth of nations. Its fourth article promulgated the principle that all nations should have access on equal terms to the trade and to the raw materials of the world which may be needed for their economic prosperity. Future developments in reciprocal international trade may have some effect upon the flow of nonmetallic minerals but such effects are not likely to be great because tariffs and trade policies have not affected that flow profoundly in the past. Nevertheless conditions may change and new problems may arise demanding important decisions. Sudden changes are not to be expected, but rather an orderly evolution in which national interests will merit due consideration in establishing broader policies.

Determining the environmental consequences of green field projects is becoming an increasingly important component of new projects. Feasibility studies are regarded by potential investors as incomplete if a comprehensive Environmental Impact Assessment (EIA) has not been completed. These EIAÆs need to meet various local and international requirements in order to achieve bankability. Heavy mineral mining projects are often located in ecological sensitive coastal zones, and bring with them a suite of social impacts in the mainly developing countries within which they are usually located. This paper draws on experience gained in undertaking EIAÆs for heavy mineral mining projects in Kenya, Mozambique and South Africa, and uses these case studies to identify potential pitfalls. Important lessons include the need to initiate the EIA process as early as possible in the project, in order to develop management systems to mitigate the environmental impacts of exploration. Close and on-going consultation with affected communities is also seen to be critical to the success of the EIA. Proactive participation on the part of the environmental consultants with the project team and all interested and affected parties (IAPs) is important. An EIA commissioned later in project planning makes it difficult for the EIA to contribute in a positive manner to the project. Early engagement with environmental consultants allows the environmental assessment to develop from a report to an actual process, and to become fully integrated with project planning. The proviso is that an initial æfatal flawÆ assessment is required to identify any potential æshow stoppersÆ, in order to meet one of the important objectives of EIA, namely an assessment of whether or not the proposed project is the preferred development intervention in the study area. For more controversial proposals this may require the commissioning of a Strategic Environmental Assessment (SEA), which circumvents some of the limitations of the project level EIA. Whilst confidentiality is a constraint to full disclosure, an open participatory approach to public consultation is essential to add credibility to the EIA process and to gain, at least, the acceptance of the process from the majority of IAPs. Full disclosure is encouraged by organisations such as the International Finance Corporation, who acknowledge that good public consultation costs a lot of money, but bad public consultation costs a lot more! An open approach to disclosure presents understandable difficulties for proponents, as they are required to give up some of their control over the project, and to trust the social scientists engaged in the process. However, independence in the EIA process is critical to its success. This paper will highlight these and other issues by drawing on five case studies to identify lessons learnt, and explore the above themes in more detail.

"The Key Lake mill was commissioned in 1983 to process the two Key Lake ore deposits. With the depletion of these ore bodies in 1999, the plant was converted to mill the exceptionally rich McArthur River deposit located seventy eight kilometers northeast of the Key Lake mine site. This paper describes in detail the Key Lake milling process. The mill consists of a grinding circuit, a leachkounter current decantation circuit, a solvent extraction circuit, a yellowcake precipitatiodcalciner circuit, an ammonium sulphate crystallization circuit, and a waste treatment circuit. Access to the mine is by an all weather road and by a private airstrip.HISTORYAND DESCRIPTION OF OPERATIONThe Key Lake mill was commissioned in October 1983 to process ore from the Gaertner and Deilmann ore bodies. The mill was designed to produce twelve million pounds of uranium oxide (U308) a year from a feed grade of 2.4% U3O8.Following grinding, the uranium is leached in a two stage leach circuit using oxygen and sulphuric acid. An eight-thickener counter current decantation (CCD) circuit is used to separate the uranium bearing solution from the solid waste residue. The uranium is further purified in a solvent extraction circuit and then precipitated using ammonia. It is then calcined at 840' Celsius, and packaged into drums for shipping to refineries. There is a crystallization circuit to recover ammonium sulphate produced in the process and a waste treatment circuit."

A wide range of drill holes and process streams are sampled for resource estimation, grade control, and contractual purposes in the minerals industry. However, despite the availability of training courses, conferences and both national and international standards on correct sampling practices, it is still surprising how often little attention is given to ensuring that representative samples are collected for analysis. The reason for this is that the responsibility for sampling is often entrusted to personnel who do not appreciate the significance and importance of sampling, with cost being the main driving force rather than whether the sample is representative of the material from which it was extracted. This seriously undermines the precision and accuracy of the analyses subsequently generated and can render the analysis process a total waste of time and money and expose mining companies to serious, potential, financial losses. Company management needs to reverse this situation and ensure that sampling is given the attention it deserves to generate representative samples for analysis.

Platinum-group metal (PGM) converter matte from the Stillwater Complex, MT, was subjected to chemical and biological leaching in an effort to upgrade the matte by decreasing the Cu and Ni content. Copper and NL extractions were optimized in a two-stage chemical leach. Atmospheric pressure sulfuric acid leaching removed over 90 pct of the Ni and Fe in the first stage, while 95 to 98 pct of the Cu was removed is the second stage using an acidified cupric chloride leach. This two-stage leach, followed by an elemental sulfur removal step, decreased the weight of the matte by 90 pct. The combined Cu and Ni content was reduced from 65 pct to less than 20 pct, while the PGM content was increased from less than 2 pct to 26 pct. Biological oxidation using Thiobacillus ferrooxidans also proved to be an effective method for removing Cu and Ni. Over 90 pct of the sulfide was oxidized and 99 pct of the Cu and Ni were solubilized, leading to a 60 pct reduction of sample mass during the 17 week bio-oxidation of the Stillwater converter matte. The final residue, after removal of jarosite that accumulated during bio-oxidation, contained less than 3 pct combined Cu and Ni and 6 pct MM.

"Since 2010, the Minnesota Department of Transportation (MnDOT) has performed eight full-scale compressive load tests on large-diameter pipe piles at four different project locations across the state. All of the piles were 42-in diameter, open-ended pipes driven to practical refusal on sedimentary bedrock with D125-32 diesel hammers from three separate manufacturers. The rapid load test method in general accordance with ASTM D7383-10 (Statnamic method) was used along with high-strain dynamic testing and subsequent signal matching. Results of these tests indicate that the axial nominal resistance of these piles in compression is not controlled by geotechnical considerations when driven with an appropriately sized hammer and installation criterion. Rather, the predominantly elastic load-deflection behavior of the piles under compressive load suggests the axial nominal compressive resistance is controlled by the structural capacity of the pile. In all instances, the rapid load tests indicated a nominal resistance exceeding that produced by high-strain dynamic tests due to insufficient hammer energy to fully mobilize resistance. In all cases, the hammers used were able to easily install the piles through the soil overburden. Mobilizing a larger hammer simply to demonstrate high-strain dynamic resistance is not economical or practical. This paper presents the subsurface conditions at each location, the ensuing test results, and the ramifications for future projects in Minnesota utilizing large-diameter open-ended pipe piles.INTRODUCTIONThe Minnesota Department of Transportation (MnDOT) has recently performed eight full-scale compressive load tests on large-diameter pipe piles at four different project locations across the state. The third project is the I-90 Mississippi River crossing in Dresbach, MN where three load tests were conducted. These companies obtained the samples and analyzed them for their own information and supplied data from their laboratory reports to the Bureau of Mines for compilation and publication. Steady state heat transfer and fluid flow rates are predicted for the counter-current contacting of gas and solid streams. For a .fixed pressure drop across the bed the convective heat transfer rate is affected by the gas flow rate, which in turn is affected by the temperature distribution in the system. Variations in bed voidage and in particle size were found to change the predicted temperature profiles quite markedly, in particular when the thermal capacities of the gas and solid streams were equal. IN Part I we examined the effect of step and pulse changes in the inlet gas temperature on transients in the flow of gases through fixed packed beds. Here we shall discuss heat flow and fluid flow interactions in the counter-current heat exchange between packed solids and a gas stream. Counter-current heat exchange in packed beds has been extensively studied. In his now classical paper, Furnas' assumed constant property values and developed a simple analytical. expression for the temperature profiles in the gas and in the solid stream. A highly sophisticated analysis of counterflow systems, allowing for transients and interparticle conduction was developed by Amundsen. In preparing a very readable review of this topic Elliott' also presented a number of elegant solutions, including the case involving heat generation. A great deal of work has been done on the application of these concepts to the modelling of the blast furnace. However, in all this previous work the mass flow of the gas was regarded as a quantity independent of the gas-solid heat exchange process. In the following we shall consider counter-current heat exchange between a gas stream and a packed bed of solids, under conditions where the pressure drop across the bed is specified, rather than the mass flow of the gas. FORMULATION Consider a packed bed, extending from y' = 0 to y' = L, in which moving solids and a moving gas are contacted in a counterflow arrangement. Let cold solids, with an initial temperature Tsi and mass flow GA, enter at y' = L, and hot gas with an initial temperature of Tgi and mass flow Gg enter at y' = 0. In contrast to the problems considered in Part I this system has a nontrivial steady state and we shall restrict our attention to the study of the pressure drop flow relationships and the resultant temperature distributions for steady state conditions. Under these conditions the formulation of the problem requires the statement of the following: 1) heat balance on the gas 2) heat balance on the solids 3) the mechanical energy balance equation and in addition the knowledge of the equation of state, and a functional relationship between viscosity and temperature and an expression for the heat transfer coefficient in terms of the other parameters. On neglecting temperature gradients within the solids and for a constant mass flow of the gas, the solution to this problem is well known.'" Studies were carried out to examine the effect of introducing varying levels of a pisolitic limonite (Yandi) into an Australian iron ore blend. Compared with other ores in the blend Yandi is more porous. This structure is found to have a considerable effect on the sintering behaviour of the blends. Pilot-scale sintering studies and plant trials showed that sinter plant productivity, sinter reducibility and the low-temperature reduction degradation index altered significantly when the level of Yandi in the ore blend exceeded 15 wt%. The improvement in the reducibility is thought to be a direct result of increased porosity in the sinter and the presence of highly reducible pseudo-relict haematite. Plant trials have also shown that operational changes could be made to the sinter plant to avoid potential deterioration of productivity

"The komatnte-associated Fe-Ni-Cu sulphide mineralization at Kanihalda, Western Australia, is generally believed to be magmatic in origin, but a number of postmagmatic processes significantly modified the original distribution, structure, texture, mineralogy and chemistry of the ores. Two important types of mobilized magmatic sulphides are interpillow/interbreccia sulphides and hydrothermal vein-type sulphides. Interpillow and interbreccia sulphides occur interstitial to pillowed or volcaniclastic footwall metabasalts beneath or adjacent to the stratiform contact ore horizons. They are mineralogically and compositionally similar to massive ores (and are similarly depleted in PGE relative to the compositions of bulk samples of mined ores), but normally do not contain the distinctive chalco-phile ferrochromites characteristic of contact ores. They are interpreted as magmatic sulphides that have been mobilized from the overlying or adjacent massive sulphide layer during peak tectono-nietamorphism.Hydrothermal sulphide-quartz + albite veins also occur in the footwall metabasalt and contain unannealed deformation fabrics indicative of emplacement during retrograde metamorphism. The high Ni and Pd contents of these sulphides (7-13% Ni, up to 70 ppm Pd) indicate that the metals have been derived from the spatially associated komatiites and/or contact ores, consistent with the Pd depletion previously inferred for massive ores. Very low Ir contents and high Pd/Ir ratios of the vein-type sulphides confirm an aqueous transportation-deposition mechanism; hydrothermal transfer of PGE results in strong decoupling of Pd from Ir.There appears to be a complete continuum of sulphide mobilization at Kambalda ranging from whole-scale phy sical dislocation (fault offset ores) and selective mobilization (stringer sulphides) through nietamorphie replacement (interpillow/interbrec- cia sulphides) to jiydrothermal dissolution and redeposition (vein-type sulphides)."

Researchers at NIOSH’s Pittsburgh Mining Research Division (PMRD) performed comparative testing of six different water sprays at pressures ranging from 689 kPa (100 psi) to 6,895 kPa (1,000 psi) in a 14.5-m3 (512-ft3) confined dust chamber. Testing was conducted to determine the effect of various pressures on each spray’s respirable coal dust knockdown ability. It is known that higher water pressures are typically preferred for lowering airborne dust concentrations, but it was important to determine at what pressure range the dust knockdown ability of each spray plateaus or reaches its minimum dust concentration. Results from this testing showed that several sprays saw up to 100% decrease in dust concentrations during the five-minute water spray testing period, with some occurring well below the maximum 6,895 kPa (1,000 psi) spray pressure.

No satisfactory theory has yet been advanced to explain what takes place when an explosive is fired in a mixture of firedamp and air. The only means of measuring the danger is to fire the explosive into the gas mixture and note the effect, but the conditions of firing must be chosen carefully. This report is presented in the hope that it will assist in determining what method to use. The experiments have been designed to show the effect of the principal factors involved in the conditions of firing, and the results give information that seems to have some value.

The resurgence of Silicosis and Coal Worker’s Pneumoconiosis (CWP) in coalmines has placed the spotlight back on the management of worker exposure to particulate matter across all mining sectors (Coal Workers Pneumoconiosis Select Committee, 2017). There already exists a substantial body of knowledge on particulate matter and its impacts upon human health (National Academies of Sciences, Engineering, and Medicine, 2018). The contribution of silica to respiratory disease is well known and there is a growing concern for exposure to diesel particulate matter. However, it is also clear that there are major gaps in our understanding. In part, those gaps relate to the contribution to adverse health effects of mineralogical constituents in the dust (LaBranche et al, 2021a). It is also becoming evident that the size and shape of the particulate matter can affect its potential impact on human health.The University of Queensland has developed a methodology for characterising respirable and inhalable dust samples using scanning electron microscopy. Multiple samples from numerous mining operations have already been analysed using the UQ methodology. The process has been successful in showing the variety of mineralogica lcomponents and particle size distributions presentin various areas of the mines.

"Australia’s largest rail freight network operator, the Australian Rail Track Corporation (ARTC), has selected GE Transportation’s Movement Planner solution as the key technology enabler for its Hunter Valley-focused network control optimization program.ARTC’s Newcastle-based network control, is the nerve center of Hunter Valley rail operations, where locally based train control professionals make thousands of decisions every day to safely support the annual movement of more than 24 kt/h (26,400 stph) of freight, and tens of thousands of coal, freight, grain and passenger trains each year.ARTC plans to transform its train control function by integrating and then building on Movement Planner, an advanced software solution by GE Transportation that provides real-time rail traffic planning and optimization to enable freight to move more efficiently. “The Hunter Valley rail network is one of the busiest and most complex in the country, supporting the largest coal export port in the world,” ARTC managing director and chief executive officer John Fullerton said.“As bulk freight demands grow, rail operators like ARTC and supply chains like the Hunter Valley coal network need to be creative in the way they respond so the Australian economy doesn’t miss out. That’s why we have conducted a worldwide search to find globally proven solutions that will improve our network productivity and efficiency,” Fullerton said.The Movement Planner solution considers multiple factors including train schedules, trafficcontrol systems and train movements relative to each other and then develops an optimized traffic plan for the trains throughout the network. Hydrometallurgical zinc winning processes ?are frequently based on iron containing concentrates which yield a goethite, jarosite or hematite residue. Jarosite or goethite are mostly stored in waste ponds which ,are lined with foil. Water percolating through the pond is withdrawn from the deposit ,and decontaminated before discharge. Despite these measures, more and more pressure is put upon zinc companies to treat their (historical) residues and to produce environmentally acceptable residues. The criterion which determines this acceptability is the potentiality of leaching out hazardous elements by natural processes. This paper provides the comparison of five different process designs for integrated jarosite treatment in a hydrometallurgical zinc winning plant leading to environmentally acceptable residues. The processes are esigned for producing 200 ktons/yr zinc and for treating 80 ktonslyr historical jarosite. Mass and energy balances are used to determme parameters such as: the energy use per ton waste treated and the amount and composition of final residues. The conclusion of the work is that. pyrometallurgical jarosite treatment integrated in hydrometallurgical zinc winning is preferable to hydrometallurgical jarosite treatment. Integrated pyrometallurgical processes lead to a ?smaller quantity of remaining hazardous residues and require less energy.

Canada's gypsum industry began over two hundred years ago in the Maritime Provinces when farmers attempted to supplement their incomes by selling "land plaster" to traders bound for the United States. Rising from such humble beginnings, gypsum now contributes significantly to the economies of nine of Canada's ten provinces. Thirteen open-pit and three underground mines produced a total of 8.38 million tonnes of crude gypsum and seventeen processing plants manufactured 2.49 million tonnes of finished products in 1985. Recent economic growth in North America has resulted in steady increases in gypsum production, however, competition from foreign producers and by-product gypsum poses a growing threat to Canada's gypsum mining industry.

The iron ores of southeastern Cuba present a subject of exceptional geological interest. Their relations to the inclosing rocks are varied and in some cases unusual. The problem of their geological origin is not a simple one and for this reason has occasioned some divergence of views among previous observers. Profiting, however, by these earlier studies and by more detailed field and laboratory observations as well as by the experience of added years of mining, much more satisfactory descriptions and interpretations can now be prepared. Previous Work In 1884, interest in the southeastern coast of Cuba became active among the consumers of iron ore along the Atlantic seaboard of the United States. Active development was undertaken by the Juragua Iron Co., Ltd., a corporation affiliated with the Bethlehem Steel Co., and the Pennsylvania Steel Co. The property of the Juragua company, which is situated about 15 miles east of Santiago, was studied in June and July, 1884, by Dr. James P. Kimball, at the time Professor of Economic Geology in Lehigh University and one of the best known of American mining geologists. Dr. Kimball published on his return two papers, the first important descriptions which we have of the local geology.1 It is

The lining, together with the electrodes, forms the heart of the operation of a submerged arc furnace. Subsequent to a lining failure on M12 furnace during the early 1980s, Metalloys was active in investigating the concept of thermally efficient ?freeze? linings for its furnaces. The theory revolved around that, not only would, thermally efficient linings result in significant cost savings, but they would also last longer as a result of being subjected to less harsh operational conditions. After having proved the concept on the .smaller. furnaces, Metalloys decided to implement the concept on its largest submerged arc furnace, M12 Subsequent to having recovered from an impending failure of a lining installed in 1981 in M12 in the mid 1980s, Metalloys managed, through rigid lining management, to extend the life of this lining to 1999. At the end of 1999 the decision to replace the lining in the furnace with a ?freeze? lining was made and planning and design proceeded in earnest. This paper discusses the options considered in making the final decision. The features of the design of the lining are also discussed. Consideration is given to the furnace shell cooling system as a result of its importance in maintaining the thermal equilibrium in the lining. Note is made of the fact that the purchase of a .freeze. lining is an expensive exercise but that the time savings in the installation of the lining and the efficiency improvements during operation far outweigh the additional capital cost. The experience on M12 has been that the payback period of the marginal capital expenditure is less than three years. As a result of the opportunity to reline a furnace the size of M12 not presenting itself very often, the learning points from the installation of the lining and the operational advantages and disadvantages are significant. Finally, the point is made that the project had its pros and cons but overall the success of the project has been evident and, as such, the ?freeze? lining is likely to become the norm at Metalloys.
