The Colorado Fuel and Iron Company has divided their coal mines into groups or divisions: Las Animas, Huerfano, Fremont and Gunnison counties. Each division is represented by a safety committee composed of three men appointed by the management and three men selected by the employes? representatives. The three men appointed by the management are usually from a group engaged in routine work that is primarily of a safety nature. Mr. Robert McAllister, chief mine inspector; Mr. George B. Parker, superintendent of first aid and mine rescue training; Mr. F. C. Miller, chief chemist, fuel department; and Mr. 0. C. Irwin, assistant chief electrician. The three men appointed by the management act in each of the four divisions. It is the duty of the safety commit- tee to visit each mine three times per year and make a thorough investigation of conditions underground and on top. Their report is in the form of recommendations to the management for their consideration. They are also called to investigate all fatal accidents and learn, if possible, the cause leading up to the accident and recommend precautionary measures that will prevent the recurrence. This committee inspects the haulage roads, air courses, manways, electrical equipment, ventilation, timbering, working places and humidity. In addition, each mine has a local safety committee with the superintendent acting as chairman. It is the duty of this committee to keep in daily touch with conditions underground and on top. They hold weekly meetings and discuss problems related to safety. These men work on local conditions that govern their affairs. As an example: One of the mines has a checking out board at the man-trip parting in addition to the regular checking in and out system as required by law, and this board is checked before the man-trip leaves for the outside, giving the officials a chance to take prompt action in looking up a man who may have become ill or injured. Should a man walk out and forget to check off, there is a penalty imposed. The ventilation of a coal mine is most important and the method of conducting the air to the working face is one of the greatest precautionary measures linked with safety. A quantity of air must be maintained at every working face to insure rapid diffusion of explosive or noxious gases and in a manner without interruption. With this intent in, view, the Colorado Fuel and Iron Company is installing fan equipments with capacities of 200,000 cubic feet per minute with dual drives, twin fans in some instances, for insured circulation. German manufacturer DBT signed a contract to supply a sixth automated-plow long-wall system to Shenyang Coal in Liaoning province in northeastern China. This most recent order occurred just weeks after DBT signed a contract to deliver a fifth automated-plow longwall system to Datong Coal in Shanxi province. The plow will go into service at Shenyang Coal’s Hongyang Mine. Mining conditions at the mine, coupled with DBT’s advanced automated-plow technology, means that the system has the potential to become one of the world’s most productive thin-seam longwalls.

A partial shaft pillar extraction project was embarked on at a mine in the West Wits mining region in South Africa. Prior to the extraction, a rock engineering assessment was conducted with the main objective being to establish which areas of the shaft pillar could be extracted without unduly affecting the stability of major infrastructure within the shaft pillar. Standard numerical modelling methods were used to conduct this assessment and several areas were identified for extraction. However, during the extraction process, it was found that the infrastructure was affected more than was originally predicted by linear elastic modelling. In addition to this, several large events resulted in far more large aftershocks than would normally be predicted. In order to gain an understanding of this phenomenon, seismic data was integrated with numerical modelling as follows: > The seismic data in the form of displacements was integrated in 3D space within the model to assess the effect of static stress changes associated with seismic activity > Data from large events was integrated onto specific structures, where displacements associated with large events were integrated onto the plane of structure in question. This paper describes the methodology and results obtained from each of the above processes and include insights into the mining process that were previously unfathomable using standard linear elastic numerical modelling. The way forward for this rock engineering assessment of partial shaft pillar extraction is also discussed.

Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects. PT Indo Muro Kencana (PT IMK) is a surface gold and silver mine located in Mt. Muro area, Central Kalimantan province, Indonesia. The mining operations of multiple open pits using combination of excavator and haul truck is operated. This operation is performed in two shifts in a day. The articulated dump truck (ADT) with capacity of 40 t and 60 t deliver ore to the mineral processing plant and discard waste material to the waste dump area. Overall, PT IMK’s mining operation department is consisting of two sections, namely mining operation section and drill and blast section. Firstly, mine operation section is responsible to manage loading, hauling, pit service (mine dewatering, earthwork, road maintenance) and mine operation engineering. Secondly, drill and blast section is in charge to manage drilling and blasting (blast engineering, blasting operation, explosive permit and magazine or explosive storage). Additionally, conventional blasting method (ore-waste blasting) with non-electric initiation system is used and sleep blasting is undertaken as bulk explosive is buried for maximum two days. The first purpose of this paper is to elucidate about role of mining engineer in mining operation department (mining operation engineer and D&B engineer). At this point, mining operation engineering practice (fleet management system, production control and mining manpower management) and also blasting daily practice will be elucidated. Daily blasting practice is consisting of surface blast design, explosive engineering, sleep blast practice and the concept of scaled depth of burial to ensure a safe work environment in blasting activity. Next, the second purpose of this paper is to explore workforce evolution and future skills for mining engineer in surface mining operation. Furthermore, strategy to advance future skills such as mining continuous improvement program, training and skills development for mining engineer (mining operation engineer and D&B engineer) in order to develop their skills is also discussed. It is expected that in the future, these future mining leaders will become new mining leader, for instance mining superintendents, D&B superintendents and mining managers. In conclusion, it is clear that awareness about workforce evolution, professional development, training, skills development, mining economics awareness and mining continuous improvement program are essentially required as professional development for mining engineer (mining operation engineer and D&B engineer), in order to be commercially competitive in their future career and in order to be adapted with future workforce evolution in mining.

In the fall of 1946 and spring of 1947 the Bureau of Mines put down five inclined diamond-drill holes totaling about 3,100 feet of bore to test for the possible eastward extension of the Royal Princess ore deposit in Jo Daviess County, Ill. Attention of the .Bureau was first directed to this property by the Illinois State Geological Survey. The history of production of the Royal. Princess mine and reports as to the size and nature of the deposit were considered justification for investigating the trend of the mineralization. This report describes the work done by the Bureau of Mines and presents the data obtained.

Retreat mining, using yielding steel friction props, over a 7-year period has been successful at a uranium mine operated by Hecla Mining Co. in southeast Utah. The support system allows good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered. Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths. The Radon mine was one of the first American metal mines to use yielding steel props for supporting the relaxed core of the pressure arch which is induced by retreating longwall mining. Full caving was induced. After more than 7 years of stoping experience, the method has proved very satisfactory for the conditions encountered. The mine and method have been described in references listed in the bibliography. U.S. Bureau of Mines Information Circular 8004 by Wilbert Dare and Philip Lindstrom gives the most information. Stoping experience at this mine indicates that there are many advantages to be gained by using yielding supports; such as in safety, timber cost, roof control, ventilation, ore dilution, and low cost per pound of metal produced. Subsidence measurements show that the surface will rise rather than slump in some areas over the mine. This appears to be an unusual observation and is presented as a new development in subsidence studies. The Radon mine is located 35 miles southeast of Moab, Utah in the north end of the Big Indian mining district in San Juan County. Hecla Mining Co. operated the mine from early 1955 to early 1964 through an operating agreement with Federal Resources, Inc. Development consisted of a 3-compartment, 690-ft shaft, 4 main levels driven on the ore horizon and a haulage level below the ore. Evaluation of physical and economic factors showed that this flat-dipping ore occurrence could be mined by a low-cost coal mining method. The value of the deposit was high and unusual premiums were possible by clean mining. "An economical, pollution-free process has been developed for the hydrometallurgical extraction of copper from sulphide ores. The extracted copper, in the form of cuprous chloride (CuC/), is converted by reduction to copper metal. The metal is melted and fire -refined into wire bars which meet the standards of electrolytic tough pitch (ETP) copper wirebars. IntroductionThe successful development of the Cyprus Copper Process has been an evolutionary series of events covering a time span of some nine years. The original process, based on an electrolytic membrane cell principle , was abandoned in 1975 because of technical, economic and pollution problems. During the past four years, the pilot plant has been reconstructed based on a new flowsheet and operated successfully in several campaigns, some for as long as four months. The pilot-plant hydro section operates at a 225-lblhr copper rate. In October 1977, a feasibility study was completed by Jacobs Engineering, Pasadena, California. The study showed favourable economic and technical feasibility. Jacob's studies in 1978-79 revealed favourable comparative economics with other known pyrohydro processes and favourable economies of scale.The Cyprus Copper Process converts copper concentrates of varying composition into copper metal, which has been proven to be equivalent in every way to electrolytic tough pitch copper, suitable for electrical applications. This is accomplished at capital and operating costs which are estimated to be lower than those associated with any other known currently applicable technology. Also, the total energy requirement is equal to or less than any other known process and the process is essentially pollution free."

The Bureau of Mines is studying possible modifications in conventional uranium ore-processing steps to confine and permit controlled disposal of radioactive wastes. Surveys of Ra226 contamination of liquid wastes from uranium mills indicated that the Vanadium Corporation of America plant at Durango, Colo., had one of the more urgent problems. A possible procedure for minimizing the waste disposal problem was to reuse the waste solution in the mill--in effect, erasing the need for disposal of liquid waste. In examining this possibility, interlocked bench-scale leaching and solvent extraction tests simulating the Durango flowsheet were made. The simulated reuse of barren raffinate for leaching and washing was carried through three separate campaigns of 9, 12, and 35 cycles each.

In Taiwan, around 8,000 tons of batteries are consumed per year but only 17% of which were collected and transported to oversea for recovery. The dumping used batteries have become a potential environment problem. How to increase the collection efficiency of used batteries is an important issue for EPA in Taiwan. Besides, some treatment plants are on process to get permission for recovering used batteries. The objective of this study is to estimate the recycling cost of spent consumer battery and explore the feasibility of recovering used consumer batteries in Taiwan based upon the principle of cost-efficiency. The recycling cost including collection cost and recovery is estimated based on a survey. Results would provide some suggestions to Taiwan EPA regarding feasibility of recovering used batteries in Taiwan.

This study compares the cementation performance of metallic iron, metallic aluminum, and metallic tin in terms of the reaction conditions and parameters in synthetic antimony chloride solutions. The effects on the antimony recovery (%) caused by the cementators’ types, stirring speed, reaction time, and temperatures were explored thoroughly. The cementation kinetics of antimony were also explored for each cementator. The activation energies were determined to be 10.99, 9.09, and 13.58 kJ mol– 1 for Al, Fe, and Sn, respectively. The results reveal that the reaction is diffusion controlled, and comparable results were obtained for each cementator. At 25 °C, 40 mg of iron powder was found to reduce all antimony ions (i.e., approx. 99% recovery), but even when 100 mg of Al and Sn cementators were used, the antimony recovery did not reach 100%. This result shows that iron is the best candidate to cement antimony out of the solution.

The effect of the cooling conditions on the microstructure and hardness of a Dual Phase hot-rolled steel 800 MPa strength was investigated. Simulations of the cooling conditions using a dilatometer were carried out from samples of a hot rolled coil with variations of the intermediary temperature from 620 to 740°C, isothermal holding time between 1 and 10 s and coiling temperature between 50 and 400°C. In addition, two CCT (Continuous Cooling Transformation) diagrams were developed to evaluate the effect of the isothermal holding time on the phase transformations of the remaining austenite. It was observed that the intermediary temperature has a strong influence on the kinetics of the phase transformation, as well as the isothermal holding time influences the amount of ferrite formed and, consequently, the final microstructure and hardness of the material. The coiling temperature did not cause significant changes in the amount and morphology of the ferrite, but a gradual replacement of martensite with bainite was observed, which, in addition to the self-tempering effect, contributed to the hardness reduction.

Quantitative hydrogeologic characterization of fractured rock is challenging because fracture systems are convoluted and difficult to characterize discretely. For large-scale water resource impact analyses, it may be more appropriate to use a watershed water balance approach and analyze fractured systems in terms of “bulk” hydraulic parameters over a large enough scale (hundreds of meters), so that the fractured media may be evaluated as “equivalent” porous media [1]. This is a common investigative methodology for mountain watersheds in fractured bedrock terrain because it does not rely on discrete flow paths but instead evaluates inputs to (recharge) and outputs from (discharge) the ground-water system [2,3]. This paper describes the use of this methodology to perform a practical and cost-effective hydrogeologic characterization and mining impact analysis for a proposed granite quarry in a mountain watershed. The key conclusions of the study guided the mine planning that was designed to minimize impacts to the fractured granite hydrogeologic system and preserve recharge to downgradient sedimentary aquifers.

The U.S. Department of the Interior, Bureau of Mines, is conducting laboratory-scale research to determine the leaching conditions required with sulfuric acid for extracting base metal from a matte with a copper-to-nicke1 ratio of 6 to 1. The matte (61.2 pct Cu, 9.7 pct Ni, 3.3 pct Fe, 21 pct S, and about 5 oz of precious metals per ton) was prepared from Duluth Complex (Minnesota) ore by smelting a bulk sulfide flotation concentrate. The matte was pre leached at atmospheric pressure to selectively extract 20 pct of the nickel, and the undissolved solids were referred to as the matte residue. Autoclave leaching of the matte residue extracted over 95 pct of the nickel, copper, and iron. The remaining leach residue in the autoclave contained over 100 oz of precious metals per ton. The leaching conditions required were matte grind of greater than 98 pct minus 325 mesh, pulp concentration of 50 g/1, total pressure of 100 psig with oxygen at 150° C or 400 psig with air at 180° C, 50 g/1 H2S04, 700 rpm agitator speed, and 6 hours of leaching time. The leaching time was decreased to 2 hours by increasing the agitator speed to 1,300 rpm. Sulfuric acid concentration greater than 50 g/1 did not appreciably enhance the base metal extraction, but with less acid, residues with higher iron concentrations were obtained. Supersaturation of the liquor was prevented at 150° C by using a 1ixiviant that contained 30 g/l Ni and 20 g/1 Cu.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

It is now widely accepted that the metal-rich waters found in the oil wells are possible present-day analogues of the mineralising solutions that formed the Mississippi Valley-type (MVT) deposits throughout mid-continental USA and elsewhere. A study characterising the trace-metal content provides additional circumstantial evidence for a genetic link between sediment-hosted mineral deposits and basin brines: Ag, Co, Ni, As and Mo, detected in the scale, are locally present in accessory minerals in MVT deposits and the levels of Ag found in the wells support the conclusion that sedimentary sources for silver should be considered in evaluating the origin of Pb-Zn-Ag deposits in sedimentary terrains

THE Iron and Steel and Institute of Metals Divisions will meet jointly at the Statler Hotel, Detroit, Oct. 4 and 5, during the Metal Congress, Oct. 2-6. The Wire Association, the American Welding Society and the American Society for Steel Treating, together with the two Divisions of the Institute, constitute the Congress this year, and each body offers an interesting technical program. The National Metal Exposition will, as usual, be held concurrently. Visiting metallurgists will find themselves engaged in a bit of research not listed in the program-a time study of how best to exploit in a few days both the Congress and all that the place of meeting has to offer. For Detroit, the beautiful "City of the Straits," is third in rank industrially in the United States, and its great manufacturing plants offer much of metallurgical interest. This is especially true of the automobile plants which will be open to members of the various societies during the week of the Congress.

This study is concerned with the behavior of bubble clusters in a well-controlled turbulent flow. We used a specially designed cell where the bubble aggregates could be formed and exposed to breakage by a rotating impeller. The effects of impeller speed and the concentration of collector on cluster behavior were studied. It was found that the size of the clusters increases with the concentration of collector used. We also found that although the clusters could easily be destroyed under the action of impeller, they could reform, especially at lower impeller speeds. It was observed that the size of the bubbles arriving into the impeller region in the absence of particles before breakage was considerably higher than the size of the clusters formed at the same impeller speed. It appears that both cluster breakage and re-formation take place simultaneously, and the extent of formation and regrowth is mainly determined by the hydrophobicity of the particles and the impeller speed.

New elements have been inserted in NiTi lately, resulting in ternary alloys with specific characteristics beyond Shape Memory Effect and Superelasticity. Among all others alloying elements, the Ag additions itself gives potential antibacterial activity to that smart material. So on, the elaboration procedures of ternary NiTiAg alloys was studied in order to obtain a melting procedure to ensure further studies on this alloy. Microstructural and thermal analyses were used to evaluate the VAR-remelting production of NiTiAg with 4.0% wt silver content. The microstructure is composed by a NiTi matrix, pure Ag precipitates, and, scarcely, TiC inclusions. Heat treatments at high temperature could not dilute those Ag particles, but could lead to the precipitation of new ones. The silver element reduces the temperature of the martensitic transformation, yielding a material with superelastic behavior, beyond induces the R-phase on cooling stage of this alloy.

When we look out on our business landscape today, the words higher, faster, fdwther come to mind. Compliance issues, business integration, increasing production and profitability demands are converging in an age old industry and giving it a new twist. Not that the rock changes, rather that as the variables of our business change, the resulting “cut-off grade in business” turns ore into rock or rock into ore. The trick is to emphasize the latter. As with the miners of yore, what was recovered from the business enterprise had a lot to do with tools and skill. So it is today. When the casual observer looks at drilling and blasting operations today, many see the same basic offering in terms of equipment types and process. Looks, however, can be deceiving. As with the aviation sector, a given machine might took similar to previous generations of equipment, but in fact is radically different in terms of power, efficiency, accuracy, and range. So it is with hydraulic top-hammer drills today.
