"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

BIOX® has been successfully demonstrated over the past 2 decades for the recovery of gold from refractory sulphide concentrates. To date 12 successful BIOX® plants have been installed in 8 countries spanning 4 continents with the 13th installation currently nearing completion in the Philippines. In 2010 BIOMIN introduced the ASTER™ process for improved water balances in commercial BIOX® applications by supporting tightening environmental legislation on water usage and availability in both arid and tropical regions. Previously, a common challenge for BIOX® plants was the inability to recycle thiocyanate containing water due to the low tolerance of the organisms. ASTER™, a biological thiocyanate and cyanide destruction process, renders a non-toxic solution for re-use in BIOX®. Two commercial ASTER™ plants are in operation with the 3rd ASTER™ plant under construction in the Philippines. A 3rd BIOMIN technology, specifically developed for double refractory ores is available for implementation. The HiTeCC process has shown considerable success on ores where competition from disseminated carbon has rendered ineffective gold recoveries. Through HiTeCC, gold is desorbed from the carbonaceous matter by manipulating the ionic strength and temperature of conventionally treated CIL product. One Australian commercial plant utilises HiTeCC while a 2nd installation is set for commissioning 4th Quarter 2014. BIOMIN’s premier solutions for refractory gold processing are described herein.

Introduction The Flin Flon deposit was discovered by Tom Creighton, an experienced prospector and trapper, who in 1914 made his headquarters at The Pas, Manitoba, and still lives there. The discovery was made in the fall of 1914, and Creighton and his associates spent the next summer in investigating the find. In August of 1915 the first claims were located. The property was optioned to Hayden Stone & Company, and in the spring of 1916 they started a diamond-drill campaign. Hayden Stone spent $50,000 on the property and, among other things, completed over 7,500 feet of diamond drilling. The ore not being as high grade as expected, and also being complex in character, Hayden Stone then abandoned their option. In the spring of 1917, Messrs. Earle, Faskin and associates took an option on the property and started an extensive drilling campaign. This campaign accomplished approximately 18,000 feet of drilling and secured for the Faskin interests a 32 per cent interest in the property. In 1920, W. B. Thompson and The Mining Corporation of Canada secured an option, and, while this option was in force, sunk two shafts in the ore-zone and did a considerable amount of drifting and cross-cutting in the ore to study the manner in which it occurred in place, and, by actual channel sampling, to check the grade indicated by the previously accomplished diamond drilling. All of this work had indicated that an ore-body existed on the property containing at least 18,000,000 tons of ore, assaying as follows: gold, 0.074 oz./ton; silver, 1.06 oz./ton; copper, 1.71 per cent; and zinc, ). 45 per cent (1). Complete analyses of composites from the drill holes showed that the ore was very complex in character. It contained the above values in gold, silver, copper, and zinc, as well as large amounts of sulphur and iron, and traces of lead, arsenic, antimony, cobalt, and various other metals. Although the ore was obviously pyritic in character, pyritic smelting, the usual method of treating this class of ore, could not be used to beneficiate the ore with any reasonable expectation of making such a venture a financial success, since coke and coal landed at Flin Flon would be expensive, and siliceous flux was known to be scarce locally and low in grade. The property therefore lay idle until 1925.

In June 1942 , ' the Bureau of Mines selected the Zonia copper mine , near Kirkland , Yavapai County , Arizona , as a property meriting investigation in connection with its search for supplies of strategic minerals for use in the war . The following month , representatives of the War Production . Board conferred with Bureau officials and requested that the property be explored with the object of determining the tonnage and grade of ore that could be brought into production quickly and mined cheaply by open-pit methods . The work wa's designed to verify information submitted by the owners in support of an application for a Government loan. It was essential that the investigations be completed promptly , so that operations might be planned and copper produced for war needs . The investigations called for surface trenching , diamond drilling , and check sampling of underground workings . Unable to purchase equipment for trenching without considerable delay , the Bureau saved time by borrowing most of the necessary items from the Golden Queen mine of the Gold Fields Development Co. at Mohave , Calif. This company , whose engineers had sampled some of the old trenches , had a tentative agreement with the owners to operate and manage the Zonia mine in event the loan was granted . Additional equipment was borrowed from two Governmental agencies . The exploratory work , completed in 16 weeks , was carried on 7 days a week .

The South Island Line (East) will be a medium-capacity railway covering approximately 7 km from Admiralty Station to South Horizons Station on the south side of Aberdeen Harbour in Hong Kong, with intermediate stations at Ocean Park, Wong Chuk Hang and Lei Tung.South Island Line (East) Contract 904 project is located on the island of Ap Lei Chau at the southern side of Hong Kong island and requires extensive construction works to be completed in close proximity to the existing residential estates of South Horizons and Lei Tung. The project also has areas of significant cultural heritage, including 18th and 19th century temples and historical gravesites. Owing to the site access constraints and location for the project, detailed planning and methodology innovations have been required to ensure the most effective and responsible means of delivering the project works. To excavate the tunnels using drill-and-blast techniques in these restricted locations, the maximum instantaneous charge weight that could be fired while blasting was severely limited. To overcome these restrictions, the project team developed and pioneered the use of ‘deck loading’ in Hong Kong to minimise the impact of blasting operations and has successfully implemented double- and triple-deck blasting operations during the completion of tunnel excavation works.Upon completion of the drill-and-blast excavation, the tunnel lining works were completed using both in situ concrete lining with travelling forms and permanent shotcrete works.CITATION:Curlewis, W, Cuthbert, Z and Hake, D, 2014. A NUMBER of factors, of varying importance, should be considered in assessing mineral land-here specifically coal land -for tax purposes. (1) Is the coal developed or un- developed'! (2) If undeveloped, is it surrounded by active development in adjoining properties? (3) Accessibility of railroad facilities to the property. Sometimes the railroad itself is of importance. (4) Cost of development of the seam under consideration, whether it can be developed by a drift from the outcrop or whether it will require deep and costly shafts or slopes. (5) Is it definitely known that the coal seam being assessed is of minable thickness and quality on the property? (6) Thickness of recoverable coal from the seam. (7) Quality of the coal. (8) Is the seam being assessed likely to be more costly to mine than other seams in the same district? (9) Is there an active market demand for coal from the seam being assessed? (10) Is the coal held only as protection to surface structures and in such location that it can never be mined? (11) Is the coal in a solid piece or is it in pillars that have been standing for some years as a result of incomplete mining in an old operation? (12) Expected percentage of recovery from the seam being assessed as determined by present mining practice in similar properties. (13) Value of the seam as indicated by sales of similar mineral rights in the immediate district. (14) Current royalty rates of leases for coal in the seam under consideration.

"A framework for ventilation planning, with a focus on planning to the end-of-mine life, was developed for the Diavik Diamond Mine, Northwest Territories. This framework was successfully used by Diavik’s mine engineers to select a cost-effective ventilation plan that met the life-of-mine requirements. The framework achieved this result by reconciling the production plan with the ventilation plan. A set of design acceptability criteria was created and a PICK (possible, implement, challenge, kill) chart was used to quickly narrow down the generated ideas for detailed assessment and economic analysis. RÉSUMÉ Un cadre de planification de l’aérage, qui met notamment l’accent sur la planification jusqu’à la fin de vie de la mine, a été développé pour la mine de diamants Diavik. Les ingénieurs miniers de Diavik ont su mettre à profit ce cadre pour sélectionner un plan d’aérage rentable qui répondait aux exigences propres à la durée de vie de la mine. C’est en conciliant le plan de production et le plan d’aérage que cet objectif a pu être atteint. Un ensemble de critères d’acceptabilité de la conception a été créé et un tableau PICK (de l’anglais possible, implement, challenge, kill, une méthode donnant la priorité à certaines actions proposées ou à des idées visant à résoudre des problèmes) a été utilisé pour rapidement limiter les idées générées et les soumettre à une évaluation et une analyse économique détaillées.INTRODUCTION The Diavik Diamond Mine, Northwest Territories, has been an underground-only operation since 2012 and has a remaining mine life of 8 years. In the first year of underground-only operations, the production rate increased from 60 kt of ore per month to more than 160 kt of ore per month. In subsequent years, this rate was continuously increased (Table 1) because the operation went through various improvement initiatives. By the end of 2016, Diavik’s total production was 0.41 Mt (+22.8%) ahead of the 2012 budget for 2016 production."

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

[Selenium and tellurium are rare elements in the earth's crust. Their scarcity and primary dependence of supply on copper and lead output are in consonance with the relatively small quantities consumed at 1964 level. Production depending on output of copper and lead creates a supply situation- which would appear to militate against development of large-scale usage of these elements. The process of desilverising by fractional crystallisation with reflux was investigated through laboratory batch tests and continuous laboratory bench scale tests at CSIRO Clayton, to a 300 kg/hr pilot plant at Port Pine. The pilot plant built at BHAS comprised a vertical cylindrical refining column with internal diameter 250 mm and height 3.2 m, attached at the top to an off-set cylindrical stirred crystalliser tank. Crystals were made in the crystalliser by intermittent immersion of steel cold fingers, which were water cooled between immersions. Gas heat was used for melting the crystals at the base of the column and for side compensation heating. A computerised in strumentation system was employed for data logging and for controlling some critical plant operations. A mechanical device was first employed to promote counter-current plug flow of crystals down the column against the rising stream of reflux liquid, but this was found to be unsatisfactory owing to excess noise, frequent mechanical failure, and excessive accumulation of dross. Plug flow was finally promoted by pulsing the column. Low silver levels, less than 1 gitonne, were achieved with both methods of crystal transport under total reflux conditions. The pulsed column gave results for silver and bismuth which agreed with the theoretical predictions of a computer model, but there was some selective drossing of antimony. In the mechanically agitated column, excessive drossing promoted selective removal of most of the antimony and some of the bismuth, and the results after extended operation were well removed from the theoretical predictions. Plant failures and operating problems prevented the achievement of satisfactory product quality with the necessary reliability under production conditions. Other priorities necessitated the termination of the project before the process could be optimised.

"Data from samples taken during rotary air blast and reverse circulation drilling are crucial to properly assessing economics of mineral deposits in the case of exploratory work, and are equally critical in accurately delineating ore and waste in execution of mine operation plans. Past studies of sampling procedures, comparing results of conventional splitting to more precise extraction of representative samples, illustrate the significant degree of error frequently encountered. Economic impact of error in mine blast hole sampling work can be shown to result in theoretical losses valued at millions of dollars annually in operating large scale mining projects. Results of past drill sampling studies are reviewed.Drill sampling technique can be improved by collecting coarse and fine particles together and extracting samples for assay from the complete flow of rock and dust simultaneously. This can be accomplished with a collection unit attached to the drill stem through which all except a small proportion of extreme fines are retained. The bulk mass can be static sampled as flow takes place through the collector when size reduction is not required. Alternately, collected mass with fines and coarse intermingled can be processed for increased accuracy through size reduction to obtain proportional samples."

"INTRODUCTION Mines are filled with a mixture of gases, some of which are toxic, flammable, explosive. Others can be early reporters of potential problems. It has previously been shown that analysis by gas chromatograph can the most accurate conventional analytical tool for common mine gas mixtures when used correctly. There are some other detection methods (e.g hand held sensors), but they do not detect many situations which are immediately dangerous to life or health (IDLH). Examples include explosive hydrogen mixtures, toxic carbon dioxide levels, and some explosive mixtures of methane with oxygen. (Reference our previous paper). There are several reasons for mines to consider onsite GC analysis. (1) Timeliness of results. Samples can be taken and analyzed immediately. Samples do not have to be shipped to a lab and wait for results. (2) Ability to run greater number of samples a lower for the same cost. This allows mine to increase the number of samples taken to be more informed about the gases/conditions of the mine without the worry of financial constraints. (3) Fewer sample media needed, and there is no wear and tear or cost from shipping them offsite. When samples are shipped offsite, those sample media cannot be used to take until the lab returns them when the analysis is done onsite, the sample media can be used again almost immediately. However there are several challenges associated with using GC to analyze mine gas samples onsite. To date there has been a clash of the requirements for a successful analysis, the capabilities of the technology, and the practicalities of implementation. The purpose of this paper is to discuss some of the difficulties in getting accurate reliable data and doing so in an economic way. This whole measurement activity is a cost center for a mine, so there are economic concerns for the mine to address. These concerns are mainly staffing costs, capital costs, maintenance, and consumables costs. A properly staffed and equipped analysis lab, including burdened overhead, costs about $500K per year. At a sampling rate of 10 per day, this is about $140 per measurement for a proper onsite lab."

The Tata Steel mill at Skinningrove in the North East of England produces top hat sections for mineshaft guides in sizes 102 and 150 mm. The top hat section is the technically preferred shaft guide choice for modern deep mine shafts. This paper explores the relative service performance of top hat and square hollow section guides in service. Comparative corrosion performance is reviewed and the paper describes work commissioned by Tata Steel (as Corus) undertaken by Aker Kvaerner Engineering to evaluate relative winding speeds, relative loads and fatigue life in service. The experience of supply to UK Potash mining is discussed and the future view of high capacity hoisting and larger section size market need and availability is assessed.

The project implementation phase, FEL4, is generally a complex undertaking. The project has been approved for construction and the capital has been allocated. At this point the project team comes under significant pressure to meet the safety, schedule, cost, and start-up committments. For the design team the principal tasks are to finalize detailed design, complete procurement, and issue construction contracts. Design activities must be closely coordinated with equipment and material procurement. A clear engineering plan should be based on well-defined work packages to meet construction, commissioning, and startup requirements. A range of review processes by discipline, area, and third parties assure quality. Constructability, safety, and hazard reviews are performed throughout the design process. Three-dimensional models that incorporate extensive databases help to maximize efficiency and minimize errors. Well-managed projects have a clearly accountable design team, rigorous change control processes, and well-defined workflows. Key individuals from the design team participate in commissioning, operator training, and startup.

San Diego’s Stadium Conglomerate consists of poorly cemented cobbles, gravel, sand, silt and clay. Conventional laboratory and in-situ testing is not suitable for characterizing its engineering properties. Although the formation is often considered a “rock” its behavior is more readily modeled using soil mechanics. Static and seismic design of a tunnel for the Mission Valley East light rail extension required that the stress-strain characteristics of the ground be identified over a broad strain range. Geophysical methods and field plate load testing were used to develop a full non-linear stress-strain model of the expected ground behavior. Quantification of the coarse material distribution was also required for selection of tunneling methods and construction considerations.

The results of a Feasibility and Design Study of Surface Impregnation Equipment to be used for Chemical Stabilization of Coal Mine Structures are described in this report. The study was sponsored by the United States Department of the Interior, Bureau of Mines, under Contract H0210055. This program was undertaken as an essential part of the Bureau of Mines Chemical Ground Stabilization Program. The responsible prime contractor was The Eimco Tunneling and Mining Machinery Division of the Envirotech Corporation. The Rocketdyne Division of the North American Rockwell Corporation performed part of the feasibility study and design and testing of the metering and feed system as a subcontractor to Eimco.

Driven by the necessity to improve blast performance regarding fragment size distribution in limestone mines, this paper introduces the prediction and measurement of blast fragmentation distribution through the modified Kuz-Ram (MKR) and Kuznetsov-Cunningham-Ouchterlony (KCO) models. Precise prediction and measurement of rock fragmentation resulting from blasting play a critical role in hard rock ore extraction. This is due to the substantial influence of post-blast ore size distribution on the efficiency of all subsequent downstream rock handling and processing operations. Additionally, employing secondary breakage of boulders, when necessary, leads to an unjustified rise in production costs. In this paper, the MKR and KCO models were utilised to identify the most appropriate model for application in Bisil and Simba quarries situated in Kajiado County, Kenya. Split-Desktop was used for blast fragment measurement by processing digital images obtained after blasting and computing the fragment size distribution of the blasted rock. As per the investigation, the recorded percentages of boulders generated at the sites ranged from 7% to 12.3% for the Simba quarry and from 11.2% to 23.9% for the Bisil quarry, respectively. Regression, correlation, and root mean square error (RMSE) were employed as the primary performance indicators. The study concluded that KCO outperformed MKR in accurately predicting blast fragment sizes in the examined quarries.

The Rawah Ditch is a mountainous water supply diversion which supplies Larimer County, Colorado with water since 1903. The ditch includes two historic tunnels excavated by drill and blast through a gneissic rock buttress. Both rock tunnels were failing with annual convergence. After a snowshoe-accessed eld investigation, nite element modeling, and an alternatives analysis, a diameter DE pipe was inserted within each tunnel and the annulus lled. The proect was implemented in an Alternative Delivery contract lasting ve months from eld investigation through procurement and construction.
