Since approximately 2003 we have witnessed the unprecedented escalation in commodity prices. Coupled with economic chaos following the 2008 economic downturn this has caused difficulties in controlling schedule, capital costs and operating costs for mining projects. Once again escalation has returned to commodity prices fuelled by growth in the BRIC countries especially China and Brazil. This is further exasperated by the missing generation of skilled technical personnel not graduating from universities in the 1980s and 1990s owing to depressed commodity prices. This paper examines the six tenets for successful project implementation.

INTRODUCTION This work is a continuation of the preparatory study by Rustan and Stöckel 1979 (3) and (4) of the possibilities to introduce automatic mine ventilation in Swedish mines and construction works. The preparatory study has been financed by the Swedish Board of Technical Development. In the study it was recommended that an automatic step by step control of the fans near the working place due to diesel exhaust emission would be the best solution. A more advanced alternative would be to regulate the fresh air continuously in proportion to the contamination. The latter alternative has been studied by Boliden Mineral Co in the Udden mine. In this study it was found that the air supply could be regulated continuously but it was very important where the sensors feeling the contamination were placed. An intense study of the environment underground is now being planned by our division together with specialists from the National Board of Health and Safety, The Swedish Work Environment Fund, LKAB and the local Governmental Inspection of the Workers Safety. Different gases, radon, dust, airspeed, moisture temperature and pressure is planned to be measured continuously and correlation between the parameters is going to be established to decide the best measurement parameters for regulating the system. The best situation of sensors is also going to be studied. Despite this work hasn't been done yet this paper covers some of the problems which could be encounted with continuous regulation. In this report the environment has been studied during the test with step by step regulation of fans by radio. Diesel vehicles are the largest polluters under ground in Swedish mines and we have therefore suggested that the large diesel vehicles should regulate the fans. The goal of this study has therefore been to find how active diesel vehicles should be able to start and stop gallery fans at both intake and return air. In this paper different methods for activating fans are discussed. Then the best methods are chosen and tested in the mine. In this study we have found that changes of temperature is a cheap and effective method to start and stop cross cut fans in sublevel caving and radio signals seem to be an attractive system for start and stop of gallery fans. This work has been done in close collaboration between LKAB in Kiruna and the University of Luleå - Division of Electronics and Division of Mining and Rock Excavation. A reference group for the project has been established with ventilation experts from the mines, representatives for the local mine worker's unions and authorities from the local Governmental Inspection of the Workers Safety. VENTILATION SYSTEM STUDIED In the project the ventilation system at LKAB in Kiruna has been studied. The mining method used is sublevel caving with 9-13 m slice height. The air is heated winter time over ground by hot water heat exchanger. The main fans are pushing air down to a main distribution level along the 4000 m long and about 100 m wide orebody. From the distribution level, air is taken through shafts down to the sublevels, where it is pushed through the levels by local gallery fans on both intake and return side, see fig 1. The air ( ~ 8 m3/s) is moving freely through the gallery head. The cross cuts are ventilated with smaller fans, diameter 500 mm, and flexible duct, see fig 2. The aim of this study has been to study how to start and stop gallery- and cross fans and examine the environment when the fans are stopped . In Sweden there are no regulations telling that a minimum of air amount must be supplied. Instead the hygienic limits must be fullfilled.

This paper includes a comprehensive report about the metallurgical utilisation of reusable products from electronic scrap recycling, car shredding industry, used glasses an various waste products, such as slimes and flue dusts, generated in a secondary copper smelter. Depending on the copper content, the type of copper compounds and the characteristics of accompanying substances, the materials are treated by smelting in furnaces, operating under reducing or oxidizing conditions. HKs pyro- and hydrometallurgical processes, blast furnaces, converters anode furnaces, tin lead alloy plant and tankhouse will be outlined. The reusable products are categorized according to the origin of the materials and then presented in the form of quantity and quality balances. Processing methods, process able quantities and quality requirements of inputs are described. The utilization degree of the most important metals (copper, tin, lead and zinc) is described with graphics. The report is rounded by information on operating licence according to the environmental regulations of the Federal Republic of Germany and data concerning supply and contracts

Goldfields (Tasmania) Limited operates a small, high-grade underground gold mine on the West Coast of Tasmania, 30 kilometres north of Queenstown. The main orebody, Zone 96, was discovered in 1989, with major development work commencing in 1993. The mine was officially opened in July, 1996. Initial production came from a shallow orebody known as the Sill Zone, some 50 - 150 m below surface, which was accessed by a 1 in 8 decline. Zone 96 lies between 350 m and 550 m below the surface and is accessed by a 402 m deep, 3.2 m diameter internal shaft from the collar level located 100 m below surface. The main ore extraction system in Zone 96 is mechanised cut and fill, using high density paste fill. Run of mine ore and waste are hoisted in a single 5.5 tonne overturning skip, then trucked from the underground collar to the gold plant ROM pad or waste dump, respectively. Ground conditions in the mine vary with orientation and proximity to major faults. The gold is contained in a sequence of strongly altered volcanic rocks adjacent to the Henty Fault. Most of the gold is contained in massive quartz, ranging in width from 0.5 m to 7 m, which has been subjected to substantial faulting. Average mineable grade is about 27 grams gold per tonne. Ore reserves in 1996 proved an initial mine life of approximately 4.5 years at 90 000 ounces gold per annum, with significant potential for additional resources from extensions to Zone 96 and adjacent zones. The lease is located in an environmentally sensitive area and a very high standard of environmental management is an essential part of the operation. This paper describes the relevant aspects of mining at Henty including grade control, ground support, backfill placement and environmental management.

"Rare earth intermetallic compounds are utilized commercially as magnetic and battery materials, electron gun electrodes, etc. Several of these intermetallics will be briefly discussed. There are many other rare earth intermetallic compounds which are not utilized industrially but have unusual properties which are of fundamental interest and may have future technological applications. Several of these materials are discussed as well.INTRODUCTIONTens of thousands of rare earth intermetallic compounds exist, but physical properties (primarily their magnetic behaviors), other than their crystal structures have been measured for only a small percentage of these materials. Among these are the commercially important compounds: Nd2Fe14B, and the SmCo5 – Sm2Co17 family – well known high strength permanent magnets; (Tb0.3Dy0.7)Fe2, Terfenol-D, a giant magnetostrictive material; LaNi5Hx a critical component of the rechargeable Ni metal hydride batteries; and LaB6 an electron emitter. There are, however, many other intermetallic compounds which are not utilized industrially, but none-the-less, exhibit interesting, and sometimes, exotic physical properties which are of fundamental interest and may have some future technological significance. These include: the giant magnetocaloric effect compounds Gd5Si2Ge2 and La(Fe13-xSix)Hy; the RCu and RAg families of ductile intermetallics; the mixed intra-lanthanide (R,R')Al2 compounds in which magnetic transitions disappear and reappear as one R is substituted for by R'; and GdNi which exhibits large dilations along two crystallographic directions and a larger contraction in the third direction at the Curie temperature resulting in zero volume change as GdNi orders magnetically via a second order phase transition.COMMERCIALLY IMPORTANT INTERMETALLICSNdFeB Permanent MagnetsThe Nd2Fe14B permanent magnets were discovered in 1984 independently in the USA and Japan. It is a ferromagnet and with proper heat treatment and processing Nd2Fe14B is the strongest near room temperature permanent magnetic material known today. This intermetallic compound is utilized as a permanent magnet in many applications, such as electric motors (e.g. the modern automobile contains up to 35 electric motors), spindles for computer hard disc drives, microphones and speaker magnets for cell phones and other audio equipment, direct drive wind turbines, actuators, and Magnetic Resonance Imaging (MRI) units. There are two kinds of NdFeB permanent magnets – bonded and sintered. The bonded magnets have a lower magnetic strength than the sintered magnet. The highest strength magnets are obtained by small substitutions of Dy (up to a maximum of 10%) for Nd, because Dy can significantly increase the coercivity and thus the energy product (a measure of the magnetic strength or hardness). The bonded magnets account for about 12% of the NdFeB market (~82 metric kt per year, containing ~20 kt/a of Nd). The NdFeB permanent magnet market is growing at a rate of about 15% per year. (Burzo & Kirchmayr, 1989; Kobayashi & Hirosawa, 2001; Coey, 2011)."

"During construction of a 9.5-ft. diameter sanitary sewer tunnel, the City of Edmonton encountered a large pocket of flowing sand that flooded their TBM and caused significant surface subsidence, stopping further tunneling by the TBM through this zone. A unique collaborative effort ensued between the authors representing the city, consulting engineers and academic researchers to develop the optimal strategy for grouting the problematic soils. The site has a layer of very find sand between 20 and 30 ft. in depth with fines contents ranging from 5% to more than 40%. The collaboration extended from requesting additional site investigation efforts to shipping samples to the UT-Austin laboratories for grout testing plus ground and grouting characterization tests resulting in field recommendations for a full scale ground improvement program. New research information on the grouting of fine sands along with a collaborative framework for the design of in-situ grouting projects are the key topics presented. INTRODUCTION Encountering a large unexpected pocket of flowing sand with an open-faced TBM while excavating a tunnel below the groundwater table is never a good thing. This was certainly true for the City of Edmonton when one of their Lovat TBM’s became inundated by flowing sand while excavating the 9.5-ft. diameter Millwoods Double Barrel Replacement Tunnel in September 2013. However, since the City of Edmonton self-performed this work, a rare situation existed where the site could be investigated objectively, without the prejudice of contending parties selectively influencing how information was gathered and presented, to accurately examine site conditions with a goal of identifying the best remediation measures."

Extraction of valuable metals from sulfide ores continues to be a very important, process and so the strict control of discharge of harmful metals in effluents from refineries becomes more important in the future. The recovery methods for heavy metals have been developed. Some metals such as Se and As are still difficult to be removed to very low concentration, although the techniques for recovery and removal for many kinds of heavy metals have already been developed. Especially, in case of Se the recovery system from water with low concentration has not be developed yet, although the WHO decided Se to be harmful for human beings and then the discharge control is under obligation now. In general Se exists as selenite ion and/or selenate ion in aqueous phase and selenite ion is able to be recovered by coprecipitation with ferric hydroxide or by reduction to solid selenium by general reductants. Selenate ion, however, has a strong resistance to conventional treatments. Therefore the new technique for the recovery of Se from water including selenate ion has to be developed. In this presentation the new approach for removal of selenate ion using the reaction in which ferrous ion is oxidized to ferric ion is presented. Selenate ion is reduced to selenite ion during the reaction and then to solid selenium, while ferrous ion is oxidized to ferric ion. The coexistence of activated carbon is very useful to increase the reaction rate. The use of iron powder is also effective and very useful for reducing gel-like precipitates mainly consisted of ferric hydroxide. The concentration of the residual selenate ion is probably under 0.1 ppm after recovering Se by the mentioned-above approach. In addition to the mechanisms of these reactions, the effects of pH, coexistent positive and negative ions, and reaction temperature are also presented. Furthermore the investigation of the behavior of selenosulfate is presented.

Many underground instabilities, such as excessive shield loading and roof falls, occur at longwall faces causing safety problems and production losses. Such instability problems are directly related to roof conditions which can be categorized using geological information. . However, most geologic information describing anomalies and variations of immediate and main roofs are not available before mining resulting in unexpected problems in a longwall face. It is apparent that the evaluation of these geologic anomalies provides a great benefit for longwall stability. The purpose of this study is to evaluate roof categories associated with geological anomalies employing fuzzy set theory. The evaluation is based on real-time monitoring information, such as shield leg pressure, developing load on shields, intervals of periodic weighting, and the ratio of developing loads during periodic to normal times. This paper introduces the application of fuzzy set theory for characterizing roof conditions and evaluating of roof similarities.

At 500°C (932°F) the range of y' iron nitride is from 5. 77 + 0.03 wt pct N (in coexistence with a iron) to 5.88 * 0.03 wt pct N (in coexistence with E iron nitride). Stoichiometric "Fe,N" (5.900 wt pct N) is near the upper extreme of possible compositiom. The depe-dence of nitrogen activity (expressed as pnh,/Ph,) on nitrogen content is described satisfactorily by a "Langmuir" isotherm: At even the highest nitrogen concentrations, less than 0.18 pct of' the nitrogen atoms present are impositions of disorder. Past investigations1-4 of the Fe-N system have left only details of the thermodynamic behavior of the y' nitride, "Fe,N9', to be studied. The present investigation was made to establish more precisely than hitherto the limits of composition and the relation between composition and nitrogen activity at 500°C. EXPERIMENTAL TECHNIQUE The compositions of nitrides in equilibrium with various NH, + Hz mixtures at 500°C were determined from the weights gained by 0.02-in.-thick (4.0 to 4.5 g) strips of purified iron* when the nitrides were formed A description of the gas generation and furnace system has been published.5 Cracking and blistering during conversion of the original solid iron at 550°C injected considerable porosity into the strips without causing their disintegration. The time for complete conversion was significantly lowered by periodically reducing partly nitrided specimens in hydrogen and then reexposing them to the nitriding gas. Gas mixtures producing single-phase were used in the equilibrations at 500°C. Equilibrium was regarded as existing when the specimen weight was not detect-ably affected by further exposure to the same conditions. The gas compositions and nitrogen activities at which y' transformed to a iron (lower activity limit) and to E iron nitride (upper activity limit) were redetermined during the investigation. A specimen was equilibrated in an NH, + Hz mixture at 500°C and then exposed to a s1ightly different gas. When equi- librium had been reestablished the gas was again changed slightly. At each stage of this repeated process, while the specimen was reacting with the gas, the variation of its weight with time was observed. The onset of phase transition was marked by an abrupt change in the amount and rate of weight gain or loss. The specimens were weighed outside the furnace, in air and at room temperature, on a balance with 0.05 mg precision. When it was found that the specimens were oxidizing at a significant rate during the weighing, a series of timed weighings was made with each specimen, starting 1 min after its exposure to air. RESULTS AND ANALYSIS The gain in specimen weight from oxidation during weighing was linear in the logarithm of time between 1 min and about 2 hr, Fig. 1, later becoming linear in the cube root of time. The use of electronic detonators in civil tunnelling applications, to reduce vibration in small firings has been successfully utilised for a number of years. As part of the mining industry’s commitment to reducing blast damage during the development cycle in underground mining applications, a series of development blasts using e-Dev™ electronic detonators in a typical mining application was conducted at Resolute’s Mt Wright operations in North Queensland in 2010. Results were based on direct comparisons to the current industry standard of non-electric firings as a baseline, with as many parameters as possible being captured during the trial. Development costs are typically high in most underground mines, especially in capital development headings, which are in waste and therefore of no direct economic value, so by being able to accurately fire to design, costs relating to both ground support requirements and volume of material removed, (and therefore haulage required) can be minimised. A direct comparison of overbreak (ground blasted outside of design) and cast (distance rock thrown from blast) was also made during the trial, as well as close monitoring of the drilling accuracy.

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel were all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance. Some treated their steel with considerable refinement while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations ? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. In April, 1918, this Association presented a set of specifications described as "British Standard Specifications for Aircraft Steels for Government Purchases in the United States of America." This study details a mineralogical and textural characterisation of West African iron ores with an emphasis on their behaviour during mineral processing. By means of both qualitative and quantitative characterisation, a simulation of the beneficiation process applied to these iron ores is performed. A series of different analytical tools are used, including:X-Ray Diffraction (XRD) for qualitative mineralogical analysis;• qualitative optical microscopy (phase identifi cation, description of micro-textures) and (semi)• quantitative optical microscopy (counting of particles, phases and textural types); and• chemical analysis.All the information provided by these analytical methods are combined into a quantitative mineralogical and textural analysis, here called ‘modal analysis’, which enables us to simulate the capability of West African iron ores to be benefi ciated by magnetic and gravimetric separation techniques.On one hand, both qualitative XRD and optical microscopy have revealed the presence of the following mineralogical phases: magnetite, haematite, goethite and quartz. On the other hand, the chemical analyses provide us with quantitative inputs expressed as oxides. We have converted the oxides into mineralogical contents expressed as magnetite, haematite, goethite and quartz. In this way, we build a simple quantitative mineralogical analysis.Beside this, the semi-quantitative approach of the characterisation by optical microscopy also provides us with a liberation study, enabling us to split the gangue-bearing content between two types of particles:1. liberated gangue-bearing particles, and2. composite particles composed by both iron (oxhydr) oxides and gangue-bearing minerals.We have assumed that we could anticipate the behaviour of these two kinds of particles through a mineral process, by simulating the removal of at least the liberated particles of gangue. Optical microscopy also revealed a trend in the weathering profi le of the Tokadeh ore horizon with a decrease from bottom to top of magnetite and an increase of both goethite and martite showing a higher level of oxidation and hydration in the upper ore horizon.We have applied this removal extent upon the quartz content of the mineralogical quantitative analysis and we have re-calculated the quantitative mineralogical analysis considering the expected decrease in the quartz content. Finally, by converting the re-calculated (oxhydr) oxides contents into iron grades and summing them, we do obtain a fi nal simulated iron grade for the upgraded products.

AS the pioneer operation treating the mixed lead- zinc-iron ores from the district tributary to the Salt Lake Valley, the International Smelting Co.'s plant has offered an extremely interesting and instructive opportunity to study some phases of this problem. Basically, there were two main reason for our attempting to work out a successful operation for the separation and concentration of the values contained in the rather widespread deposits of these so- called lead-zinc ores. In the first place, the time was ripe and demanded some method of curtailing the economic waste resulting from the costs of past and present practice of smelting ores of this character, or rather, those ores which could stand the charges inherent with smelting them. Secondly, but rather primarily with us, we believe that such a solution would greatly in- crease in general the production of lead in the district tributary to the Salt Lake Valley. It is generally known that there were and are three relatively large lead smelting plants in the Salt Lake Valley and the decreasing production of correspondingly clean lead ores was not efficient to justify the existence of all three. We could not hope for better lead smelting metallurgy nor more efficient business management than was being practised, so the only prospect was to at- tempt to work out some way to increase the primary production and thus widen the scope of operations.

This paper describes work conducted as part of an overall research project that aims to identify current and emerging trends in the development of automation and remote mining technologies, and to provide an operator-centred perspective to the design and deployment of such systems. More specifically, this paper outlines a research and development process being constructed to examine the issues of the human skills and capabilities required to operate or maintain automated/remote controlled mobile mining equipment. A human factors approach presented here, where the focus is upon designing equipment interfaces to fit operators, rather than purely designing and deploying the equipment based on a technology-centred approach. However, the importance of training to help develop the required skills and capabilities is also emphasised.The work built on a full review of the literature about the effects of automation in mining and elsewhere, extensive interviews with different stakeholders in mining automation and recognised best practice regarding designing for the human element in automated systems. The human element research and development process proposed is in four stages, ranging from understanding the tasks involved in both manual and automated equipment operation through to user trials to ensure that the automated systems are acceptable to operators and are fit for purpose.It is outside the scope of the current paper to present the full data collection described by this four stage process, but an overview of what will be collected is presented. As such, this paper focuses on the broad methods being developed, rather than the specific results to be obtained. The ultimate objective is to apply a broad ‘technology assessment’ approach to the design, deployment and evaluation of automated mining technologies, in particular by considering the user-centred design implications of these technologies.

"The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Projects were set up on only the most promising properties.A preliminary examination of the Mount Hope mine was made in January 1943 by the Bureau's engineers, who recommended exploration by diamond drilling.The mine is in the unsurveyed portion of T. 22 N., R. 1 E., Mount Diablo base and meridian, south-central Eureka County, Nevada, 25 miles by road north of the village of Eureka. A partly graded and Graveled secondary road connects the mine and Eureka on U. S. Highway 50.Extensive sampling was done by the Bureau in February. 1943. Core drilling from the surface was started on March 15, 1944, and completed on April 2, 1545. The 16 holes drilled totaled 7,215 feet. The mining company also did extensive underground core drilling from April 21, 1944, to January 4, 1945. This report gives the results of core drilling supervised by the Bureau of Mines.The drilling program was designed to explore for extensions of the mineralization exposed in the mine workings. As a result of drilling, additional ore was found, and it is believed that this project has fulfilled the purpose for which it was planned.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization, of our mineral resources to the end that they make the greatest possible contribution to na¬tional security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation test. Both these branches are under the supervision of Dr. R. S. Dean, assists director.With respect to this report special acknowledgment is due to Charles W. Merriam of the United States Geological Survey for his interpretation of the Mount Hope mine Geology and his cooperation throughout the project; Col. Leverett Davis, former lessee of the property; K. However, it is less well recognised that the resources absorbed in the production of energy represent a real cost to the* community, and that just as we strive for industrial efficiency or farm productivity we should strive for economy in the use of energy fuels.Australians spend annually an estimated ú500 million.on all forms of energy, a sum which represents about seven per cent of the Gross National Product. In all, energy production and distribution absorb the employment of more than 100,000 persons. In addition, the annual capital investment by.the oil industry amounts to some E55 millions, by the coal industry about ú12 millions, and by electrical and gas authorities some E108 millions, in total representing more than ten per cent of annual investment in other than private motor cars and housing,

In this paper a quantitative deterministic risk modelling approach (Quadrim) is introduced. The mathematical framework and equations for quantifying uncertainty within and aggregating across value chain nodes from error propagation techniques is proposed and discussed. A case study and worked examples, based on a hypothetical mine are then presented. This illustrates how uncertainty from the mining and economic value chains can be handled in a typical net cash flow calculation, and how this can be translated to a risk model. It is then illustrated that current valuation techniques do not just result in an information gap for decision makers. Traditional approaches such as discounted cash flow (DCF) analysis and truck and shovel productivity analysis, which do not take into account uncertainty in input values, can result in potential bias in estimates such as net present value (NPV) or equipment hours

The New York City Housing Authority (NYCHA) Red Hook Houses was subjected to damage during Superstorm Sandy. As a result, the NYCHA has an ongoing project known as Restoration Associated with Sandy Recovery Program to improve the resistance against future storms. The specific project included 28 residential buildings and several service buildings within the Red Hook Development. The subsurface conditions within the eastern portion of the site included existing fill material underlain by varying stratums of very loose, loose and medium dense silty sands followed by very soft to medium stiff clay or dense silty sands. The western portion of the site included existing fill material, very loose to medium dense silty sands and organic clayey silts underlain by very soft to medium stiff sandy silts. Based on the geotechnical report, a conventional driven steel pile system was specified containing two pile depths. As part of the project bidding, an alternative pile type was recommended and analyzed to provide quicker installation, reduce vibrations, reduce noise, and provide relatively large cost savings. Due to relatively high lateral loading, an innovative double steel casing drilled displacement piles was proposed as the alternative pile option. Field testing proved the piles capable of the required project capacities and the use of drilled displacement piles as the best alternative for the project and accepted by the NYCHA.

Strip mining of coal, and to a lesser extent limestone, gravel and other mineral deposits in the Appalachian region of the eastern United States has left many large and small areas of devastated land where mining predated reclamation requirements. In Pennsylvania alone, there are between 250,000 and 370,000 acres of strip-mined land 1,2/. A higher percentage, and a greater total acreage of land in Pennsylvania is in need of some form of reclamation than any other state, with the neighboring states of Ohio and Nest Virginia also having nearly the same magnitude of mining.2/ Recent legislation governing strip mining of coal proposed royalties to cover reclamation of such presently unusable land. However, in Pennsylvania and other states some progress has already been realized by utilizing abandoned strip mines and gravel pits for waste disposal sites. Given acceptable hydrogeologic settings, such use of these mined areas for landfilling has provided the incentive for ultimately restoring unreclaimed land to beneficial use, at no cost to the general public.

"We have reported previously that crushing or grinding crystalline silica results in the generation of silica-based radicals on the particulate surface and that these radicals can generate hydroxyl radicals in aqueous solution. Data in the present study indicate that freshly ground silica is more cytotoxic and is a more potent activator of alveolar macrophages than comparably sized aged silica. That is, compared to aged silica, fresh silica is 4.2-fold more potent in decreasing the membrane integrity of macro· phages; is 50% more potent in activating hydrogen peroxide secretion by macro· phages; and is 4.frfold more potent in stimulating cellular chemiluminescence. Prosil 28, an organosilane material, is an effective coating agent for fresh silica. It decreases the cytotoxicity of fresh silica by as much as 78% and decreases the ability of fresh silica to induce chemiluminescence from alveolar macrophages by 58%. The data suggest that surface radicals associated with freshly cleaved dust may be an important factor in the induction of pulmonary disease. Furthermore, treating dust with coating agents may substantially decrease toxicity. INTRODUCTIONThe U.S. Department of Labor estimates that over 1.25 million American workers may be exposed to crystalline silica and that nearly 60,000 may be at risk of developing some degree of occupational lung disease (Parkes, 1982; Peters, 1986). Occupations of concern include miners, stone quarry workers, sand and gravel workers, sandblasters, foundry workers, and glass workers. Acute silicosis is characterized by inflammation, alveolar lipoproteinosis, and the rapid development of respiratory disability (Banks, 1986). In contrast, chronic silicosis develops 20-40 yr after initial exposure and is characterized by the appearance of concentric hyalinized nodular lesions and the progressive development of dyspnea (Parkes, 1982; Ziskind et al., 1976)."
