The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

This study examined the group differences in accident susceptibility among underground coal mine workers accounting for their personal and workplace characteristics. A logistic regression model was used for this purpose. Data were collected from five underground coal mines for a period of four years. The case study results revealed that different age and experience groups of workers bear no significant differences in their accident susceptibility; however, the workplace location and occupation groups show significant differences in their risk of injuries. It is inferred based on the logistic model results that among the three occupation groups, the face workers are more susceptible towards accidents/injuries compared to the haulage and other workers. Disequilibrium ratios (U3O8/eU3O8), which assess the degree to which gamma activity represents the uranium content of a sample, have been measured on a representative set of samples from the ore zone of a carnotite ranium deposit located at Yeelirrie, Western Australia. A statistical analysis has been performed to investigate the dependence of the ratios on lithology and on the location of the sample in the orebody. The analysis indicates that dependence on lithology and on position across the orebody is negligible. Samples from the western end of the orebody and those from below the water table level tend to have slightly lower ratios than samples from other positions, although these trends are small compared with a large random variation in the data. The large random variation could result from some redistribution of the daughter isotopes of uranium within the orebody. On the basis of the results from all the samples, the estimated deficiency of uranium relative to radium in the ore zone of the deposit is 11 per cent.

Standard free energy and standard enthalpy changes as a function of temperature have been calculated for the chlorination reactions of different oxides constituting columbite and tantalite. The tallies of standard lee-energy change (F) indicate the possibility of pvefeential chlorination of different oxides but the ease 0.f chlorination of columbium pentoxide at about 250°C and the chlorinating tendency of columbium pentachloride in promoting the chlorination of tantalum and other metal oxides, p7-evetzt the separation of columbiu?n and tantalum from other oxides and pom each othel.. It is likely that low temperatuves of chlorination and continuous 1err2oval of columbium pentachloride from the ..eaction zone may help partial separation of columbium from tantalum as well as from titanium. COLUMBIUM (niobium) and tantalum metals, their alloys and interstitial compounds are finding extensive uses in nuclear reactors and high-temperature equipment.la-3 These metals also find uses in chemical process plants, electrical rectifiers and capacitors and as "getters" in electronic tubes.la With the development of Kroll process of reduction of volatilized titanium tetrachloride by magnesium for the production of titanium metal, chlorine metallurgy is receiving greater attention. Chlorine metallurgy has several advantages, the foremost amongst them are: the ease of chloride formation, separation of the different constituents of minerals by selective chlorination, and the reduction of the chlorides in vapor phase to the respective metals. Recently, Si-bert, Kolk, and Steinberg4 have considered a number of methods for the preparation of columbium metal and the most promising is found to be the halide reduction. Since the minerals columbite and tantalite are comparatively abundant in nature, the future of the metallurgical processes depends on the utilization of these minerals for the production of columbium and tantalum chlorides by chlorination. In this paper, an attempt has been made to interpret thermodynamically the chlorination of individual oxides constituting columbite and tantalite, with the help of the recent thermodynamic data.5-8 For this purpose, standard free energy and standard enthalpy changes of the chlorination reactions of the oxides with chlorine, both in absence and presence of carbon as the reductant, have been calculated as a function of temperature and represented graphically. Similar calculations for the reactions employing carbon tetrachloride and carbonyl chloride as chlorinating agents have also been incorporated in this paper. REPORTED WORK ON CHLORINATION Cuvelliezg has patented a process for the separation of columbium and tantalum from their concentrate, wherein 75 pct Cb05 is claimed to be chlorinated at 1050°C in the course of 7 hr using chlorine or chlorine containing nonreducing gases, the products of reaction being CbC1, or CbOC1,. At this temperature, Ta,05 is claimed to remain unaffected. It is further claimed1° that at higher temperatures, the proportion of Ta205 chlorinated increases while that of Cb205 diminishes. During the studies on the action of chlorine on individual metal oxides, Kangro and Jahn" have observed that Ta,05 is not chlorinated even at 1200" in the stream of chlorine, while 75 pct of Cb,05 is converted into CbOC1, around 900 to 1100°C. HISTORICAL DEVELOPMENT At the beginning of the 1970 more than 90% of pro¬duction drilling in open-pit mining was obtained with the use of rotary drills. At the same time, the use of rotary drills underground was virtually nonexistent. Several progressive mines began questioning whether efficient rotary drilling could not be adapted to under¬ground applications. In the late 60s and early 70s at¬tempts to use rotary drilling were made by Inco, Ltd. and Meramac Mining, utilizing drill units designed as a combination of small diameter raise drills and rotary drills. These initial attempts were unsuccessful primarily due to the immobility of the equipment and low degree of dependability. At the same time, experiments con¬ducted by Inco and Meramac using large diameter in¬the-hole percussion drills produced immediate encourag¬ing results. The first serious attempt at utilizing rotary drilling underground was made by Texasgulf in 1971 at Kidd Creek mine in Canada. An experimental stope 15 m wide, 36 m long, and 30 m deep was drilled using 200-mm diam rotary drilled holes. The machine used was a Robbins' Model 11 D. The Model 11D is a rotary drill designed to drill drain and utility holes under¬ground. The results of this test revealed that large diameter blasthole stoping was feasible. The indications were that the major areas of concern-fragmentation and pillar damage-could be controlled and a new low-cost stoping method resulted. At this point Texasgulf and Robbins entered into a cost-sharing agreement to develop a rotary drilling unit specifically for this stoping method. Drilling of the trial stope required pouring a concrete pad at each drill hole plus anchoring the derrick to the pad by means of rock¬bolts. Utilization expressed in terms of drilling time to available time was less than 20%. It was obvious that the required unit had to be mobile, setup time had to be minimized, and rod handling had to be improved. The first attempt at an underground production-type rotary drill consisted of mounting the basic 11D on an air-powered Eimco 600 Series crawler. The crawler was equipped with four screw-type leveling jacks operated by an impact wrench; rod rack facilities for 60 m of 1.2-m long, 170-mm diam rods; a rod handling facility consisting of an air-lift swing boom and a pipe loader which automatically positioned the rod under the float¬ing drive box; a turnbuckle anchor system requiring in¬stallation of four rockbolts in the drill drift floor and placing turnbuckles from the rockbolts to the corners of the drill; and trailing power units containing the electrics and hydraulics required to operate the drilling unit. Operation of this unit revealed a vast improvement in drilling time but some problem areas remained. The anchoring system required secondary drilling and proved difficult to adapt to the localized irregular floor surface and the trailing power unit was difficult to maneuver and was causing unnecessary maintenance costs. Addi¬tional improvements resulted in the standard 11MD rotary blasthole drill. DESCRIPTION OF UNIT This standard model consists of the drill and the power unit integrally mounted on an air-powered crawler chassis (Fig. 1). The rod-handling and leveling¬jack systems are similar to those used on the prototype Texasgulf unit and remained relatively the same. The anchoring system has been replaced by the roof jack, initially screw type but now hydraulically actuated. The anchoring system is necessary as the drill exerts more thrust than the weight of the unit. During operation it is found that the two front jacks adequately anchor the machine. The complete unit's operational dimensions are: height, 3.2 m; width, 2.1 m; and length, 4.2 m requiring a 3.5- x 3-m drill drift. The derrick is pivot mounted and raised and lowered by a hydraulic cylinder reducing the transport height to 2.5 m. The derrick is also turnbuckle mounted to allow dip angle drilling from vertical to 0.52 rad (30°) off vertical. The drill derrick can be mounted to allow dip axis to be parallel or perpendicu¬lar to the long axis of the unit. The standard rods are 1.2 m in length and are contained in racks of 10 which can be removed for transportation. Drilling torque is produced by a 56-kW (75-hp) electric motor driving a double vane pump which in turn drives a Robbins high torque gear-type hydraulic mo¬tor. In addition to the hydraulic motor, the machine drive system has a 3.9:1 planetary gear reducer. This results in six speeds with the following minimum and maximum range: Maximum rpm 112 Torque 3725.5 J (380 kg m) Minimum rpm 10 Torque 14 706.0 J (1500 kg m) Drilling thrust is provided by two bootstrap cylin¬ders pressurized by a variable volume pump. This sys¬tem can produce from 0 to 267 231.2 N thrust in either direction. Bailing air (approximately 17 m3/min at 382.2 to 490.3 kPa) is introduced through a rotary swivel pass¬ing directly through the center of the drive system to keep efficiency and losses to a minimum. Hole annulus is also kept to a minimum by using 170-mm rod when drilling a 200-mm hole. A small amount of water is added to the air for dust suppression. The machine has to be supplied with air, water, and electrical power. It does not appear feasible to provide an integral air power supply with the rotary drill such as is done with open-pit rotary drills. Air is required and installed during the primary development of the drill drift. The machine can be adapted to drill hole diameters from 170 to 228 mm for blasthole operations. The drill string consists of the rotary bit, crossover stabilizer, roller stabilizers, and standard rods. The operator controls speed and thrust pressure from an operating console which can be mounted in a conve¬nient position. Mount Isa has made an adaption to the operating console to permit remote collaring of drill holes in an uncleared floor.

Front Range, Colorado: The majority of the rocks comprising the Front Range of Colorado are pre- Cambrian schists, gneisses, and intrusives which have been elevated to form part of the Southern Rocky Mountain physiographic province. The region is noted mainly for its production of gold and silver, but ores of tungsten, fluorspar, uranium, copper, and iron have been worked. Geological literature describes pitchblende and other radioactive minerals occurring at Jamestown, Boulder County; Central City, Gilpin County; and Lawson, Clear Creek County (fig. 1). These three adjoining counties cover most of the highly mineralized section of the Front Range which extends from James- town to Breckenridge. As far as the writer is aware, uranium has been found only in the portion north-east of Lawson.

IT has been established that titanium alloys con- taining sufficient amounts of ß-stabilizing elements, such as iron, chromium, or manganese, can be age hardened.' Adenstedt, Pequignot, and Raymer2 showed that age hardening occurred in a Ti-15 pct V alloy at room temperature after it was quenched from a temperature in the ß-phase region. During a recent investigation of the heat-treating characteristics of binary Ti-Mn and Ti-Cr alloys at Battelle, further evidence of low temperature aging was found. Appreciable hardening occurred in some of these alloys at aging temperatures as low as 212 OF (100oC). Indeed, the brief heating period employed for mounting metallographic specimens in bakelite resulted in hardening. It was felt that further information on this low temperature aging phenomenon would be of general interest in view of the large amount of work currently being done on titanium alloys. The alloys examined in this investigation were arc-melted in a water-cooled copper crucible as 3/4-lb ingots. Du Pont Process A sponge was used as a base material. The arc-melted ingots were forged at 1700" to 1800°F (927" to 982°C) and hot rolled at 1450°F (788°C) to 14 gage (0.064 in.) sheet. Small specimens were heated in argon at 1742°F (950°C) for 30 min and quenched in various liquid media or air cooled. The thermal draught within ventilation networks of underground mines depends to a great extent on the shafts depths and degree of change of ventilating air density. When the topology and space orientation of a ventilation network are constant, the dynamics of thermal draught is determined mainly by the variations of the heat- and mass-transfer processes in the openings. This conclusion follows from the well known basic theoretical notions about the thermal draught-aerostatics and thermodynamics [1]. Quantitative evaluation about the influence of heat- and mass-transfer processes on dynamics of thermal draught could be made through: direct mine measurements, special experiments and with the aid of mathematical models. The first two methods produce sufficiently accurative results, however it is very difficult to perform such studies, particularly when these processes are evaluated within a large scope and multifactor aspects. Mathematical models of thermal draught allow to overcome easily these difficulties. The degree of accuracy of results, obtained by this method, depends to a great extent on the degree of approximation achieved by the model to the real heat- and mass-transfer processes. In this paper, with the aid of Bulgarian developed method, algorithm and computer program V WT-4 - for complex evaluation of ventilation parameters in active mine ventilation networks [2], the authors investigate some changes in the thermal draught. The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

East West Minerals, an Australian public company, purchased the mine in 1986 and operated for only seven months producing a single bulk lead-zinc concentrate. In 1995, Breakwater acquired the Restigouche Open pit and Caribou underground deposits. Breakwater began milling operations in July 1997 but Caribou Mine failed to commercialize production, and the company decided to shut it down in August 1998, because of declining metal prices. The mill was plagued by mechanical and design problems, but deficiencies in metal recoveries prevented the operation from reaching desired levels."

Complex combinations of technical, economical, safety and environmental factors are causing mining engineers everywhere to review their operations. Naturally, some of the traditional methods still have a large role to play because they are, in certain circumstances still adequate and are well understood. But, as circumstances change, a new approach is required. The combination of technical and economical reasons for introducing Long- wall mining in some seams in the United States is associated with strata control. Other reasons include simplifications and improvement of ventilation, reduced coal dust, more output from each unit and crew, increased percentage of recovery from each area of the coal deposit, and reduction of rock dusting. The innovations which transformed Longwall mining from a cyclic to a continuous mining system were the armored conveyor and power loading machines, but the crucial breakthrough for application to high production was the development of the powered roof support, which at once gave the system the advantages of mastery of strata control, increased rate of advance, significant reduction of manpower, and increased safety.

The paper describes a new method of grouting bolts developed at the Central Mining Research Station at Dhanbad in India. This method makes use of wire-mesh sleeve instead of the expensive metal tube to insert the cement mortar into the drill hole. The field trials confirmed that the method is cheap and an effective system of support.

The Pine Creek Inlier produced 12 440 kg of gold in the period from the first gold discovery in the 1860s to the early-1900s. During the 1930s renewed large-scale prospecting took place and gave a foothold for today's gold mining operations. The rise of the gold price and improved mining methods in the 1970s and 1980s made possible low cost, bulk low grade mining operations. Various gold deposits including vein, network and stratiform types occur in the Pine Creek Inlier (Nicholson and Eupene, 1990). The Tom's Gully deposit is located 100 km south-east of Darwin in the Northern Territory. It is hosted in the early Proterozoic Wildman Siltstone and lies north-east of 1800 my old Mt Bundey Pluton (Figure 1). Around the Mt Bundey Pluton, there are several prospective base and precious metal deposits such as Quest 29. The Tom's Gully gold deposit was discovered in 1986 and yielded a total of 3070 kg of gold from ore averaging 9.35 g/t gold between 1987 and 1990 when the mining operation was terminated.

"An expansion plan for Washington Dulles International Airport is currently underway to prepare for growth at this northern Virginia facility in the future. While Dulles currently serves more than 20 million passengers a year, when the Master Plan for the Airport is fulfilled, it will be capable of handling approximately 55 million passengers a year. The current Capital Construction Program underway at Dulles will take the Airport one step closer to its full potential.As planned, work includes a new Airport Traffic Control Tower, expansion to existing concourses, a fourth runway, additional parking, and other improvements. One of the most interesting features of this project is the construction of a two-track passenger train system (Automated People Mover, or APM) linking the main terminal and concourses, which will largely replace the Mobile Lounge transportation system, thus greatly reducing surface traffic. Construction of the APM system involves deep excavations along the tunnels and at the transfer stations. This poses special challenges because the settlement-sensitive terminal, original Airport Traffic Control Tower, and concourse buildings, as well as other facilities, exist near the proposed below-ground stations. The site is also underlain by a tight grid of underground utilities that include jet fuel, gas and central communication lines, in addition to more mundane electric, sewer and water mains.One of the most interesting features of this project was the extensive and skillful utilization of micropiles for support of existing structures adjacent to the excavations. Without the use of micropiles, the cost and difficulty of the excavations would likely have been much more. Several important lessons were learned about the use of micropiles, which advance that technology.Throughout the project site, bedrock was generally encountered at 25-ft depths or more. The rock consists of micaceous and highly calcareous siltstone rock. This rock is typical of the sedimentary component of the Culpeper Basin, a Triassic Age geologic feature extending from south central Virginia to western Maryland. The siltstone beds dip gently to the west at about 10 to 20 degrees. Joint planes typically dip 60 degrees to vertical. The rock underlies a sequence of fill materials and residual soils of varying thickness."

How many times have you heard "You can't drive piles because of the vibration."? You hear these words come out of the mouths of owners, engineers, and contractors. When a piling contractor hears this, he can almost always do a psychological profile of the individual uttering these words of wisdom. If the owner makes the statement, we know the odds are about 95% that the owner owns the building next door or he wouldn't care what happens to it; or the guy next door has threatened to sue the owner if he even so much as walks across the site of the proposed new building. If the owner owns the building next door to the new construction you can also be just as certain the old structure has undergone settlement. If the statement comes from the mouth of the contractor, it is usually just a case of him being inexperienced.

A crown pillar cave occurred at the Ropes Mine in December, 1987, that resulted in closure of the mine. Production was resumed soon afterwards with the formulation of a rock mechanics plan designed to address several issues of safety and stability. The plan proved to be successful and shows what can be accomplished in the realm of applied rock mechanics where a cooperative atmosphere exists.

The study refers to an area of about 70 km2, extended in the Italian Central Alps along the the San Giacomo Valley where different civil and mining works are present The regional geological setting is related to the Pennidic Nappe arrangement, characterized by the emplacement of sub-horizontal gneissic bodies resulting from the Mesoalpine isoclinalic folding of crystalline basements, emplaced throw East, and separated by matasedimentary cover units. The investigated geological rocks, belong to the ?Tambò?Unit, overlapped by its meta-sedimentary cover and by the ?Suretta? Unit. The tectonic contact gently dips to the E?NE. The valley, furrowed by the Liro Torrent, follows a N?S striking tectonic lineament, almost parallel to the nappe contact. A number of more then 70 sites, distributed in the studied area, were chosen and detailed structural and geomechanical field surveys were performed to characterize the rock masses, its intact rock and discontinuities. The procedure identifies the number of joint sets, their representative orientation, the set spacing, the type of movement, the amount of dilatation, the degree of alteration, the roughness coefficient, the presence and nature of infill. Rock mass quality indexes, such as the Rock Mass Rating (Bieniawski, 1989) or the Geological Strength Index (Hoek et al. 2002) have been evaluated in each surveyed site. The work is a contribute in assessing how the geometrical and geomechanical properties of the rock masses can be regarded as regionalized variables. The spatial distribution of these properties is a function of the geological and structural phenomena at which the rock masses have been subjected. The presented geostatistical analysis regards the spatial variation of the orientation of the most representative joint set.

Vibrations from Dade County (Miami area) quarry blasting and structure responses were measured at 11 locations between February and April, 2000, and 10 homes were inspected to analyze the characteristics of their cracking and other damages. These results were combined with information collected by the County and other studies done in south Florida for a blasting impact assessment specific to this area. In addition over 40 quarry blasts in the nine-week monitoring period, about 800 measurements were available from previous monitoring in Dade and neighboring Broward counties. An overall worst-case analyses based on the highest individual amplitudes suggested that vibrations in some areas could have been as high as 0.35 in/s. While amplitudes in the study period were below this value, they were found to be relatively high for the distances and charge sizes. Attenuation with distance is less in Dade County than found elsewhere with quarries having to use scaled distances several times higher than similar sites in the north. Consequently, the vibrations are perceptible at very large distances.
