PART 1The quantity of dust present and the methods used for suppression of dust in metalliferous mines has, in recent years, received considerable attention from mining engmeers in various parts of the world. Shortly after the publication of the General Report of the Miners' Phthisis Prevention Committee, South Africa, in 1916, the officers of the Broken Hill South Limited started investigations into the conditions of the dustiness of the air in the underground workings. As the methods used are not generally known in Australia, the writers are of the opinion that the present is an opportune time to place them before members of the Institute. A large amount of the subject matter of this paper has been drawn from the 1916 and 1919 reports of the Miners' Phthisis Prevention Committee, South Africa, the paper of Mr. Innes published in "The Chemical, Metallurgical and Mining Society of South Mrica"; also various articles appearing in the Journal of Industrial Hygiene, and the American Journal of Public Health. A great deal of research work into the cause, prevention and estimation of mine dust has been made by the Miners' Phthisis Prevention Committee of South Africa, and officials of the United States Bureau of Mines. The writers considered it advisable to begin the investigation at the South Mine with apparatus and methods developed by the South African Committee.Through the Australian agent of the Cape Explosives Company, inquiries were made preliminary to procuring the necessary apparatus for the determination of dust, from South Africa. The writers then learned that the older gravimetric method used by the Phthisis Prevention Committee was likely to be superseded by the konimeter...

ESSENTIAL requirements for ensuring safe working atmospheres in underground metal mines are planned systems of ventilation and provision for effective distribution of sufficient volumes of air by auxiliary equipment. Investigators1 in the past have suggested that quantities of air supply ranging from 300 to 800 cu. ft. of air per minute per man underground are necessary, to establish adequate general ventilation. These fundamentals are just as important as the use of water in dust suppression, control of blasting, the use of personal protective equipment, frequent inspection of working areas and education of employees in good dust-prevention practice. During the past two years the necessity for direct control of the underground working environment has become particularly urgent. The increase in production rate, with two-shift and three-shift operation replacing the single shift, has complicated the problem of dealing with excessive concentrations of blasting fumes and gases, carbon dioxide and monoxide, heat and oxygen deficiency. Although previous industrial hygiene programs had given consideration to these factors, they were generally regarded by mine operators as secondary to the control of dust hazards. Today, blasting smoke in a mining area means delayed production because the miner cannot return to his work place after a short interval. Smoke on the haulage level means a safety hazard and exposure of the underground employees to excessive concentrations of atmospheric contaminants. Exposure to the moderately excessive concentrations of carbon dioxide and monoxide found in metal mines has caused physiological disturbances and a decreased capacity for work; deficiency of oxygen, in some cases to as low as 3 per cent, has resulted in fatalities. During the past 10 years the Saranac Laboratory2 has been associated with the iron mines in the Upper Peninsula of Michigan and Wisconsin in developing and maintaining an industrial hygiene and silicosis-prevention program. At present, about 35 underground iron-ore mines are operated full time in this area. With two exceptions, all of them are ventilated by main fan installations installed either on surface or underground. ,The types of mining used in these mines may be classified either as sublevel cave, radial top slice or sublevel stope, and the procedures commonly employed in the ventilation of these three types are described in Figs. 1 and 2. A number of different methods of mine ventilation had been in use in this area when the study was started. Natural ventilation had proved unsatisfactory. The wide variation between low air volumes during the summer months and higher volumes during winter led to unpredictable conditions that were difficult to control. The Sacramento Regional County Sanitation District has implemented a billion-dollar interceptor system master plan, including the 31 km (19 mile) long Lower Northwest Interceptor (LNWI). For the two LNWI Sacramento River crossings, pipe-jack/micro tunnel drives in excess of 300 meters (1,000 ft) from 30 meter (100 ft) deep shafts in mixed soil conditions below the water table were considered, as were600 meter (2,000 ft) tunnel drives utilizing pressurized-face tunnel boring machines. Operation and maintenance concerns, predicted flood scour, and levee concerns are discussed. A risk assessment process was used to select both profile and construction method. Construction will begin in mid 2004.

Topsoil for revegetation projects is in demand in many urban areas. In this case history, a large aggregate producer manufactured a topsoil from three waste materials. The topsoil was produced in a 200,000 m2 (50-acre) abandoned gravel pit that still had additional gravel under 10 m (30 ft) of overburden uneconomic to strip directly. The topsoil was produced by rotary mixing of sludge, overburden, and a lime admixture; solar drying; and stripping and stockpiling of the product. A major problem was an increase of topsoil drying times for stripping from 40 to over 100 hours when it was rewet by storms. The problem was solved by a research project that evaluated over 50 formulations and over 20 waste materials. . The final formula dried in 15 hours and contained 3-parts sandy mine spoil, 1-part sewage sludge, and 2 % spent-bed, a granular quick-lime produced during power-plant flue-gas desulfurization.

I AM glad to join with my fellow-members in this celebration of the fiftieth anniversary of the founding of the American Society of Mechanical Engineers. It would be a difficult task to measure the blessings brought by this association through the stimulation to invention, the improvement of methods, the adequate training of engineers and the advancement of knowledge in a large sense. During its span of life it has contributed a great part in the development of an art into a mighty profession upon whose capacity and fidelity rest so much of human progress. "I feel especially honored that the association should, through the beneficence of Mr. Lauer, have established a new distinction among engineers, and should have designated me as its first recipient. The purpose of this medal is to mark the public service of men who have gone outside their strictly professional work to interest themselves in civic and humanitarian affairs. And the engineers have something to contribute to public service. . "With the development of our great national tools -our engines, our railways, our automobiles, our airplanes, our steamships, our electric power and a score of other great implements, together with the supplies of material upon which they depend-the engineer has added vastly to the problems of government, for government must see that the control of these tools and these materials is not misused to limit liberty and freedom, that they advance and do not retard equality of opportunity among all our citizens.

Dissolved air flotation (DAF) in wastewater treatment as a separation process of submillimetre biological flocs is based on the generation of bubble/floc aggregates. DAF is a complex process but has got advantages, such as allowing a high hydraulic load, compared to sedimentation. A thorough knowledge of the physics of the DAF process is, however, still lacking. This paper will present results of experimental studies on three aspects of significance to the separation process û the flow structure in the flotation tank, rise velocities of aggregates, influence of floc size on the separation efficiency. Flow structure. Measurements were performed in a pilot plant mapping and visualising the velocity field. The dispersion water (bubbles) had a decisive influence on the flow structure due to the effect of the bubbles on the bulk water density. Stratified conditions with a less dense, bubble-containing upper layer and a clear water, denser bottom layer were important for a good separation. A simple model of the stratified flow structure was elaborated making it possible to interpret the function of the aggregate rise velocities. Bubble/floc aggregates. The dynamics of single flocs, bubbles, aggregates were visualised using a borescope + CCD video camera + digital recorder + image analysis. Sequences of video frames made it possible to determine the rise velocities of the single aggregates. These velocities were found to be in the range 1 - 9 mm/s with a tendency for large flocs to have higher rise velocities. Separation versus floc size. The floc size distribution was measured in the DAF process. Data from three different DAF cases showed, that large flocs (> about 100 ¦m) were entirely separated, whereas small flocs experienced a less good separation. It was, moreover, found, that a very significant separation of flocs took place in the very upstream end of the separation zone in a pilot plant case.

The augered cast-in-place piling technique was used to install deep foundations 20 feet into weathered sandstone. The project involved the upgrading of the Air Quality Control System (AQCS) for a 560 megawatt coal fired power plant located in Stillwater, Minnesota. The site subsurface consisted of 20 feet of overburden overlying weak sandstone. The overburden consisted of sands and gravels with cobbles and boulders, and variable thicknesses of peat. Ground-water at the site was approximately 8 feet deep. Two foot diameter piers were selected to facilitate installation through the cobbles and boulders in the over-burden and to penetrate the sandstone 22 feet. During installation of the first pier, the weak sandstone broke down to sand-sized material that could not be cleaned from the pier hole without the use of slurry to hold the material in suspension. However, the use of slurry would significantly impact both schedule and cost. Since the sandstone could be easily drilled with the pier equipment, it was believed that 2 foot diameter deep foundations could be installed as designed using augered cast-in-place piling techniques. A brief test drilling pro-gram was conducted to evaluate the viability of 2 foot diameter continuous flight augers penetrating 22 feet into the weak sandstone. The test drilling indicated that augered cast-in-place installation techniques should be successful. Following a short delay to mobilize the additional required equipment, construction commenced. Installation of the 2 foot diameter augered cast-in-place piling to a depth of 22 feet into the weak sandstone was successfully performed.

The growing popularity of platinum and platinum group metals (or PGMs, including palladium, rhodium and others) for a wide range of applications leads to some interesting issues for mining and sustainability. The uses for PGMs includes catalytic converters for air pollution control in vehicles, growing jewellery use, catalysts for various purposes (especially petroleum and chemicals processing), hydrogen fuel cells and many others. Given the growing importance of most of these PGM uses in more sustainable technologies or in making industrial processes more efficient, it is critical to understand the complex sustainability issues which surround platinum and PGMs. At present, South Africa is the dominant PGMs producer and holds about 88 per cent of estimated global resources, with important but relatively minor production and resources in Zimbabwe, Russia, Canada and the United States. Given the concentrated location of PGM resources, what are the likely trends in PGM mining with respect to environmental sustainability? That is, what are the costs in terms of energy, pollution, greenhouse gas emissions, water, land use impacts, social impacts, economic aspects associated with this globally important industry? This paper compiles and analyses a range of data on platinum-PGM mining, focusing primarily on South Africa. It synthesises a unique combination of data which relates typical production aspects such as ore grade and scale with sustainability aspects such as greenhouse, energy and water costs. The findings are critical in understanding the debate about the increasing environmental and social costs of some materials and technologies which are considered crucial for sustainable industries based on PGMs. Overall, the paper represents a valuable insight into the platinum-PGM sector, providing a range of useful data for understanding the environmental sustainability of this particular group of precious metals.

With increased coal production and mechanization of coal mines many transportation problems arise. The main objective is to bring the coal to the tipple or dump it as quickly as possible. Larger and faster haulage locomotives or two locomotives connected in tandem have been adopted to solve the problem. Motor equipment, gears and control systems of locomotives to be placed on these hauls are carefully studied to meet these requirements, by an analysis of motor characteristic curves with the corresponding tractive effort curves, in order to determine the correct load for maximum efficiency and to determine the approximate schedule. Control equipment is usually considered to be the controller and resistance. Sometimes accelerating curves are calculated in order to obtain smooth starting in the least possible time without slipping the wheels. Train control is very important, but why limit this to acceleration ? Deceleratien-or-retardation of the locomotive is a part of the train control and should be given as much consideration as the control for acceleration. Types or Braking Common braking systems for mine locomotives utilize screw-type mechanical brakes, dynamic braking and the air brake. For gathering and haulage locomotives, the srrew-type mechanical brake is regarded as standard. A brake of this kind cannot be applied without much effort and lapse of time. Motormen, like other people, follow the path of least resistance, and therefore have their brakes ready for instant application—which means that the shoes are virtually dragging. Even then, a motorman bucks and plugs the motors to gain time and avoid as much physical effort as possible. "Bucking of motors" consists in turning the reverse cylinder of the controller to parallel position corresponding to the opposite direction of travel while the locomotive is in motion, without applying power from an external source. When this occurs, both motors tend to act as series generators, because the armatures are revolving and there is residual magnetism in the field circuit. Owing to slight differences in motor manufacture, one of these will generate a slightly higher potential and will overcome the generated voltage of the second and tend to drive it as a motor in the reverse Direction.-This action retards the locomotive but is very severe on the segments of the reverse cylinder and on the motor commutators. "Plugging motors" is the application of power to the motors corresponding to the opposite direction of travel. In order to "plug" the motors it is necessary first to "buck,, them (which reverses the connections to the motors) and then to apply power. Theoretically, this should be done only in an emergency, but locomotives in mine service are frequently thus treated., Dynamic braking is retardation of the locomotive by the motors acting as generators, which take no power from the line.

McArthur River Mine, in the Gulf Country of the Northern Territory, exploits one of worldÆs largest deposits of zinc, lead and silver. It was officially opened in September 1995, 40 years after its discovery in 1955. This paper describes the geological, engineering and metallurgical assessments which made up the feasibility study. It then relates how these study components compare with the first two years of operation. The challenges that had to be overcome before the McArthur River Mine became economically viable included the metallurgical problems associated with extremely fine grained ore and the development of an effective mining process.

The danger to personnel, equipment, and pillar structure created by the spalling of a coal rib can be minimized by installing rib bolts. To assure that a configured support system will maintain a coal rib, the U.S. Bureau of Mines developed a rib bolt system based on a nonpreventable failure concept. A statistical equation quantitatively relates the amount of rib retained to the bolt spacing and the width of the spalled material. Laboratory test results show that the equation accurately predicts the amount of material retained and confirm the validity of the support concept. The examination of rib bolting at a coal mine experiencing rib sloughage provides evidence that the effectiveness of the support can be related to the failure pattern of the spalled material. An analysis of roof and roof support reaction to rib sloughage at the mine indicated that the rib sloughage had little effect on roof stability. Although supporting ribs might not affect roof stability, laboratory test results indicate that the material retained by the support can sustain a load up to 20 pct of the intact compressive strength of the material.

PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.

In the paper a numerical modeling method is used for evaluation of a roof support system, which is commonly used in the US coal industry. The effectiveness of mechanical roof bolting with or without, header boards and steel straps are compared. This analysis takes into account the response of a shaly roof to changing environmental conditions in mines related to the seasonal changes in temperature and humidity of the intake air. Discussed are principles of roof support in coal mines and based on them a critical evaluation of header boards interaction with bolts and roof itself is carried out. Header boards create a soft inclusion within a much more stiffer system comprising bolt-rock. As an alternative to header boards, steel straps are analysed and corresponding results are presented. It is demonstrated that application of steel strap is beneficial from the stand point of stress distribution and maintaining tension on roof bolts. The laboratory investigations and modeling work previously undertaken by the authors, clearly indicate the detrimental effect of header boards on effectiveness of roof bolting. There are significant practical implications of the research considering that header boards are commonly used in mines. This practice has been probably originated from the wooden support used by mining in "pre-bolting era?, and it has stayed with coal mining based on tradition more than principles of engineering design. It is demonstrated that header board$ are detrimental and actually contribute to development of roof problems.

A number of improvements in the techniques of budgetary control have been developed in the 1970's. The most significant of these is zero-base budgeting. This procedure is a marked improvement, because it overcomes some of the key weaknesses inherent in most traditional approaches to budgeting. It incorporates techniques and disciplines which improve the quality of both the budgeting effort itself and the documents that most senior managers will need to evaluate. The end result is a budget that establishes and improves cost effectiveness. This budget is based on resource allocations using cost-benefit criteria and on a system of prioritization for making funding choices. Zero-base budgeting is applied only to costs and expenses that are not conducive to control using industrial engineered standards. Therefore, the benefits attributed to zero-base budgeting will only hold true for administrative, selling, exploration, safety, fire protection and overhead, and other indirect types of costs and expenses. It is in this context that the question of its attractiveness for the mining industry is dealt with.

IN the Journal of the Franklin Institute for May, 1870, there is published a description of a Colorimeter, together with a modification of the method proposed by Professor Eggertz, for determining combined carbon in iron and steel. An instrument of the kind there described, but of a little higher range, though in other respects not differing materially from the one originally made and used in the Iron-Masters' Laboratory, I now submit to your inspection ; and I propose, also, to make some determinations with it for the purpose of showing how quickly they may be made, and enabling you to form some judgment of what reliance can be placed in the results. Professor Eggertz proposed only a single standard, and the solution to be tested should be diluted to exactly correspond in color with that of the standard, and the per cent. of carbon calculated after carefully noting and making allowance for the measures of water used in diluting. In practice, difficulty was found in bringing the color of the normal solution down to the exact shade of the standard ; also other difficulties were met with in conducting the process, causing delay and interfering with the accuracy of the results. To materially overcome these, and after numerous attempts, an instrument such as is now before you suggested itself to me; and also I concluded to use a larger quantity of metal than directed by Eggertz, and, in addition, to filter the solution from its insoluble matter before making the comparison ; and, more recently, to use an acid of just such strength as would completely dissolve the metal without the application of heat. Experimenting with these changes from the original method I obtained reasonably good results. The instrument, you will observe, consists of a series of tubes, sixteen in number, two and a half inches long, and about half an inch in diameter, standing upright, and securely fastened in a light, portable, walnut-wood frame, but separated one from the other so as to allow just sufficient space between to place for comparison the tube containing the solution to be tested. The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.
