The outstanding developments of the year in southwestern Pennsylvania were the establishment of the Summit Fayette County gas pool and the gas pool in Nicholson township, Fayette County, and Monongahela township, Greene County, as major producing areas, and the indication of four new shallow gas pools. Curtailment of drilling for shallow gas is expected to follow order M68 of the Office of Production Management. Gas completions were approximately 70 per cent higher, oil completions nearly 25 per cent lower, dry holes were unchanged and drilling wells as of Dec. 31, 1941, nearly loo per cent higher than last year. Shallow Development Oil.—Outside Butler County, only 11 producers were drilled, with a total initial of 221 bbl. The best of these was in a portion of Gilmore township, Greene County, which ordinarily produces gas. This well flowed 77 bbl. in 11 hr., along with about one million cubic feet of gas from the Fourth (U.Dev.) sand. Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.

Pardon my audacity, but I feel that this is the solution, not just a solution. Further, I will be so bold as to maintain that this is the last-ditch, eleventh-hour chance for the mineral industry to solve its critical technical manpower shortage. I am not being facetious. I am convinced that there is only one solution--just as there is but one real cause of the problem. My conclusion 'is reinforced by countless talks of endless hours with people both in and out of the industry, with employers and employees, and with educators and students. While I claim no originality for the idea and have no pride of authorship, I am concerned that the industry hear and heed in time. It is quite unlikely that the mineral industry and the mineral engineering profession will willingly subscribe to my thesis or gladly buy my proposal. I am convinced, however, that it is the only course of action open to us, and the only course of action which will succeed.

Gas management practices across the Australian underground coal industry have evolved significantly since the early nineties with the introduction of hazard management plans, directional drilling techniques, surface gas predrainage methods, and the widespread use of ventilation and gas reservoir simulation software.The improvements are evidenced by a substantial reduction in the occurrence of outbursts and gas related delays during a period where coal production rates have increased three to four fold. The development of effective gas predrainage strategies have been afforded by the use of reservoir simulators and a significant increase in the availability of measured gas reservoir data, in particular gas content and composition, adsorption isotherms and permeability. That said significant opportunities remain to optimise gas drainage designs and increase certainty in the gas predrainage design process through an enhanced understanding of coal seam permeability and how it is applied in the gas drainage design process.This paper describes the discrepancies between measured and actual seam permeability found during the recent assessment of two pilot predrainage programs executed in the coal measures of Queensland’s Bowen Basin. The results of those programs illustrate the need to better understand the validity of measured permeability data. The history match method employed in the pilot well assessments is proposed as an integral step in the routine gas drainage design processes that will ultimately lead to increased certainty and flexibility in gas predrainage practices.CITATION:Blanch, M, 2017. "Recent batch experiments by the authors in a pilot scale ball mill (Ø = 0.6m) have demonstrated that a partial replacement of the ball charge by pebbles (25 % pebbles; 75 % steel balls) optimally reduces the ball and power consumption without altering the rate of production of fine material (passing 75 microns). At higher pebble volumes, the production rate of fines was reduced progressively. With the 25/75 composite charge a saving of 13 % in power consumption was achieved, and a saving of 25 % in steel ball consumption is implied. A partial replacement of steel balls by pebbles reduces the overall density of the grinding media in the charge. Taking into consideration that the production rate of fines is usually proportional to the bulk density of the charge in the mill, it would be expected that a composite charge (e.g. 25/75) would coarsen the grind and consequently reduce the rate of production of fines. Pebble wear contributes a small proportion of fines and it doesn’t provide a full explanation of why the 25/75 composite charge has no (or minimal) adverse effects on the rate of production of fines. Clearly, the production of fines across the mill is directly related to the shear and compressive power dissipation density. Accordingly, we hypothesise that the spatial power dissipation distribution meeting the minimum requirements for fines production— at the so-called active regions—are equivalent, or minimally comparable, for both the 25/75 composite and 100 % ball charge operating conditions. To test the hypothesis, we performed DEM simulations to analyse power dissipation in the active regions. 1. INTRODUCTION Comminution remains to be the most expensive process in mining operations, particularly because the energy consumed in this process accounts for 30-70 % of the total cost of a mining operation (Nadolski et al, 2014). Optimization of comminution circuits has been focussed on reducing capital and operating costs and maximising throughput capacity. For existing operations, it is often a challenge if the optimization process recommends retrofitting new ‘major’ equipment. The challenge arises from new capital cost and the difficulty of retrofitting in an existing circuit, while maintaining production (Major et al, 2001). Thus, for existing mining operations, optimization of comminution (cost and throughput) is often limited to operating conditions and/or addition of auxiliary equipment (such as pebble crushers, additional screens and high pressure grinding rolls (HPGR)) (McIvor and Greenwood, 1996; Hart et al, 2001; Powell et al, 2015b)."

This paper presents the outcome of the contest on the prediction of the static axial load capacity of diameter 1.20m bored pile founded at 46m below existing ground. The test pile was constructed by wet-processed method and instrumented with vibrating wire strain gauges. Different methods used by the contestants in prediction of load-settlement characteristics are described and compared with actual load test results. Load-displacement behavior of test pile is found to be better than expected. Major difference between prediction and actual test is the higher frictional resistance of Second Sand Layer achieved in the actual load test. The hyperbolic load transfer method used by one of the contestants was applied to back-analyze the load-displacement characteristics of the test pile at different conditions.

Coal dust explosions still remain the main hazard in the coal mining sector, notwithstanding their relatively wide recognition compared to other hazards and the development of effective methods of prevention. Coal dust explosions are still the cause of numerous catastrophes, often leading to fatalities. Fortunately, they rarely occur, and it is for this reason that their hazardous impact is often underestimated. This problem in Poland is being exclusively solved by the Central Mining Institute, Experimental Mine Barbara. Here, basic research on the phenomenon of coal dust explosions and prevention methods is carried out, as well as investigations into the causes and circumstances of past accidents. After 15 years of no coal dust explosion accidents in Poland (1987?2002), a few coal dust explosions have recently occurred, with tragic consequences. These events have taken place not only in hard coal mines, where the presence of dangerous coal dust is the result of common production cycle, and safety measures against coal dust explosions are subject to specific regulations, but also in coal-fired power plants. This is of special concern because prior to 1987, such accidents had been been reported only for coal mines and not for coal-fired power plants. In recent years, two dust explosions occurred in Polish power facilities: the Dolna Odra and Turow power plants. In both cases, coal dust explosions occurred in the fuel supply system, but biomass dust was also involved. The explosions caused significant damage to the systems and buildings. This paper gives description and schematics of the regions of catastrophic coal dust explosions that have occurred in recent years in Poland, as well as the results of post-accident investigations, presenting the coal dust explosion hazard at the accident scene The results specify in detail the state of safety measures against coal dust explosions in light of the relevant regulations in force, including amount of deposited coal dust, content of incombustible matter in coal dust, free moisture content in coal dust, state of coal dust explosion safety zones, and state of explosion barriers. The conclusions from the site inspection and post-accident investigations presented enable us to determine locations of explosion initiation, probable ignition sources, range of explosion flames, and explosion barrier performance. A complete elimination of coal dust explosion hazard at the site of dust deposition is practically impossible to achieve. Similarly, a total elimination of ignition source, which may be related to the occurrence of other natural hazards, equipment malfunction or human errors, is impossible. The examples of tragic events that took place in Polish coal mines and coal-fired power plants highlight shortcomings and mistakes made in terms of assessment and prevention measures taken against the coal dust explosion hazard.

The origin of the watery vapors of vulcanism has always been an object of interest and speculation to the seismologist, and as theories of the genetic origin of ore-deposits have of late years been pretty well narrowed down to the expiring forces of plutonic action, the same question has attracted mining engineers and geologists, as is well shown by the discussions of the subject in our Transactions. The important part taken by volcanic emanations in the origin of pegmatites and quartz-veins, described in my paper, Origin of Pegmatite,' and their latent power to concentrate into useful deposits such scattered gold as occurs in the Hartsel granite, make a discussion of their derivation but a natural third and final step. It is coilceded that enormous amounts of vapor accompany vulcanism, though perhaps we are apt to forget that steam has 1,700 times the volume of water, besides which the column seen over Vesuvius and other volcanoes is greatly mixed with air; the immensity of such volumes compared with solids and liquids is shown by the experiment of Gautier, who, by heating dessicated granite to 100' C., evolved from it gases 20 times, and steam 90 times, its own volume. Dana appraised the average amount of water left in ordinary rocks as 2.5 per cent. T. M. Read estimated that the Mississippi river carries to the sea annually 150,000,000 tons of rock material. If these Mississippi sediments, as deposited, contained 20 per cent. of water, it would be 600,000,000 cu. ft., or 4,500,000,000 American gallons, annually. Allowing the vapor suspended over a volcanic cone to be mixed with 80 per cent. of air, this amount of water converted into steam would replenish anew, every 9 min., a column 15,000 ft. high, 2,000 ft. in diameter at the base, and • 10,000 ft. at the top. Read's estimate is only half of the amount given in a more recent and probably correct one.2

Africa has a long history of mining and has been one’of the world’s greatest sources of gold and other mineral resources since the days of the Egyptian pharaohs. Mining in Africa has been dominated by South Africa since World War II. However, in the past 10 to 15 years, other African countries are beginning to slowly catch up with South Africa. Ghana, formerly called the “Gold Coast” is located on the West Coast of Africa. Ghana has been involved in mining activities for well over 100 years. Most of the mining activities centered on the mining of gold and were to a large extent limited to underground mining methods. With a more liberal economic policy regarding the exploration and exploitation of Ghana’s mineral resources, mining activities are beginning to evolve to a much larger scale. Drilling and blasting which is an important aspect of this evolution is also changing due to the involvement of foreign-based mining and explosives companies.

DURING the summer of 1953, test work commenced at the Sullivan Concentrator with a view to the modification of filtration practice by the inclusion of wet cyclone classification of the lead concentrates, with separate filtration of the underflow and overflow products. Formerly, practice was conventional and the equipment employed comprised one 50-foot diameter thickener ?with the underflow routed via a 20-foot stock tank to two 8-foot by 12-foot Oliver filters. Heating of the filter feeds to 40° C. and the use of mechanical slappers on the filter drums ?have both been standard features of Sullivan practice for years. Both of these have been retained. Currently (February, 1956), lead concentrates are being classified into sands and slimes by 12-inch cyclones with the underflow, at 75 per cent solids, being fed to No. 1 Oliver filter. The overflow is thickened to 75 per cent solids and filtered separately by a No. 2 Oliver filter . The tonnage split is approximately two of underflow to one of overflow. The overflow contains 75 to 80 per cent of the total minus I 500 mesh slimes in the feed.

Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

As part of an Australian Research Council project with Newmont and Newcrest mining companies studying the influence of clay minerals on rheology, hydrodynamics and flotation response, the cryo-SEM technique has been used to capture and image the clay (low crystallinity kaolinite Q38) aggregate structures in the flotation pulp immediately after collector and before frother addition. Samples were also collected from the earliest froth phase and the froth overflow corresponding to early and later concentrates. In this technique, a copper tube is filled with the sample during operation of the cell. The tube is immediately plunged into liquid nitrogen vitrifying the water phase before it can crystallise as ice thereby retaining the structures without volume or other physical change. After sublimation of the vitrified water surface, the aggregate structures are revealed and can be compared between pulp and froth phases from clays in different feeds and flotation conditions. The images from both low-clay ore and ore with clay content reveal various levels of aggregation as predominantly edge-edge connected aggregates similar to those found in our previous studies of high-clay tailings. For the samples from the ore with clay content, more extensive edge-edge clay strings are found in the early froth phase as compared to exiting froth overflow and the pulp phase with short edge-edge connected strings. It is suggested that the strings of clay particles result from edge-edge aggregation in the Plateau borders of the bubbles before breakage during sampling and the more extensive edge-edge aggregation in early froth phase is induced by crowding in the bubble borders. The clay strings collected into the overflow concentrate are almost all broken up compared with the Froth before drop-back. The implications for entrainment and entrapment mechanisms of gangue capture in froth will be discussed.

THE Northwest Territories covers a very large area-more than one-third of all Canada-and its most northern point, Cape Columbia in Ellesmere island, is distant only 500 miles from the Pole. Our first knowledge of the Arctic Archipelago, of which Ellesmere island forms a part, resulted from a gold-mining venture in Queen Elizabeth's reign. The English navigators of that time were eager to find a north-westerly and shorter and Jess hazardous route to the riches of China and Japan than that which Magellan had discovered, but they were unaware that the continent then known to bar a direct route extended in great width far to the north. Frobisher was one of these navigators. He reached in 1576 the bay in Baffin island now named after him, convinced that he had found a passage connecting the Atlantic with Asiatic seas. Forced to re-turn after ordeals in which ice, wind, and Eskimos flayed formidable parts, he brought back, among other novelties, a piece o black stone which had been picked up casually by one of his officers, and gave a little of it to the wife of one of the venturers, or financial backers of the enterprise. To quote now from Hakluyt: ? 'She by chance threw and burned it in the fire so long that , at length being taken forth and quenched in a little vinegar, it glistered with a bright marquesset of gold. Whereupon the matter being called in sorne question, it was brought to certain goldminers in London to make assay thereof, who indeed found it to hold gold and that very richly for the quantity." On the strength of this, the venturers, anticipating much profit, launched a second expedition to secure more of this stone, and 143 persons, including 14 miners and finers, set forth in 1577 and returned the same year, with, however, 200 tons of another mineral. Influenced by glowing accounts of veritable mountains of this mineral and by assays made after "additaments"-that is how "salting" in those days was described-the venturers, including Elizabeth, supplied funds for erecting a smelter and refinery at Dartford and outfitting a stilllarger expedition. And so, in 1578, fifteen ships departed with the Queen's blessing, for the same remote shores. After many mishaps, they returned with over 1,000 tons of the mineral, but when it yielded very little of value at the works in Dartford, the? Company of Venturers was forced into liquidation. Though our first prospector and miner was rather inconsiderate of the investors, he proved the existence of an archipelago, hitherto unknown, and secured much information about the new land and its dwellers.

Seawater can be considered as a particular process water with a high concentration of NaCl (about 0.5- 0.6 mole/L) and high concentration of hydrolyzing metal cations (mainly, Mg2+ and Ca2+ ions). Micro-flotation tests, induction time measurements, and zeta potential measurements have been used to investigate the effect of these ions on the natural floatability of molybdenite. The results demonstrate that molybdenite is strongly depressed in the alkaline pH range over which hydrolysis products of Mg2+ and Ca2+ ions are formed. At pH 10, colloidal magnesium hydroxide seems to be responsible for molybdenite depression in seawater and in Mg2+ solutions. This is also supported by the measurements of the effect of Mg2+ ions on the zeta potential of molybdenite. The mechanism of depression of molybdenite with Ca2+ ions is different, and depression takes place in the pH range were Ca(OH)+ complexes are formed, below the pH of precipitation of calcium hydroxide. Adsorption of the cationic hydroxy species and/or hetero-coagulation of the positive charged colloidal hydroxide on the negative charged molybdenite particles seem to be the main mechanisms involved.

In studying the destructive distillation or pyrolysis of oil shales, the primary consideration is to determine the effects of heat on the organic components of the shale. The impracticability of separating these organic components, collectively known as "kerogen", from the mineral matter with which they are associated renders the problem extremely complex. The behavior of the kerogan in the shale while undergoing the heating process is probably different from that of the same kerogen if it could be isolated and treated under similar temperature conditions, and in fact the results of actual distillations have shown that the physical properties of the mineral matter in the shale may be the cause of much variation in the products of retorting. It must be remembered that the inorganic .material of the shale is a heterogeneous mixture of minerals solidified into a very close-grained compact mass. This mineral mass has a thermal conductivity different from that of the kerogen, thus complicating the problem of even distribution of heat. Furthermore, the temperatures of dehydration of gypsum end some; hydrous silicates are included within the temperature range of the shale distillation, These minerals are frequently present in the shales; and the evolution of water vapors from them will affect the partial pressures of the hydrocarbon vapors evolved from the kerogen, probably tending toward, the improvement of the quality of the oil distillates. Carbonates and sulphides which are also frequently present begin to decompose within this range of temperature, and the gases produced from them may alter the chemical constitution of the oils produced from the kerogen.

"The construction of the new Scissors Creek shaft at the Rocanville mine, the first potash shaft successfully completed in Saskatchewan Canada since 1979, is summarized here. Located 15km from the existing Rocanville surface plant, this new 6 m inside-diameter, 1121 m deep service shaft was built for fresh-air ventilation and access. Shaft construction in the Saskatchewan sedimentary basin involves sinking through five different rock-types: glacial tills, shales, sandstones, carbonates and salts. The first four rock- types are all water-bearing, and the salts will dissolve in water. This results in five different sinking challenges and requires five different shaft lining designs. The upper 580 m of rock (the till – shale – sands sequence) was frozen before sinking, and grouting methods were used for water control through deeper carbonate levels. Challenges that were faced and overcome during shaft sinking are reviewed, and ideas that future operators working in sedimentary basin environments might consider in order to avoid these difficulties are discussed.INTRODUCTIONThe Nutrien Inc. (formerly Potash Corporation of Saskatchewan Inc. / PotashCorp) Rocanville potash mine in southeast Saskatchewan, Canada has been in continuous production since 1971. Devonian potash, formed approximately 380 Mybp, is mined in a sedimentary basin environment at approximately 1000 m depth below surface in this area of Saskatchewan. The predominant use for finished potash products is fertilizer: potash fertilizer is concentrated and nearly pure KCl (i.e. greater than 95% pure KCl). Currently 10 potash mines are in operation in Canada, all in Saskatchewan. In 2018 Saskatchewan mines produced ˜ 23 million tonnes of finished potash products, which is approximately 35% of World demand of ˜ 66 million tonnes for the year (e.g. Nutrien Inc., 2019).In November, 2007 it was announced that the Rocanville potash mine would be expanded to increase production from 3.0 Million tonnes per year (Mtpy) to approximately 6.0 Mtpy of finished potash products, requiring an increase in hoisting capability from approximately 9.0 Mtpy to over 18.0 Mtpy. The Rocanville potash mine has historically been accessed through two shafts: a production and ventilation exhaust shaft, and a service and ventilation fresh-air shaft located approximately 200 m from each other. THUM,* Salt Lake City, Utah (written discussion?).-While the present paper is confined exclusively to the microstructure of fusion welds, it may be of interest to draw attention to certain appearances existing in resistance welds such as spot or butt-welded joints produced by the Thomson process. For instance, a butt weld between two pieces of carbon tool steel (carbon about 0.90 per cent.) will show concentric ellipsoids of the various materials from pearlite to martensite. The surfaces of demarcation are quite well defined, the center of the ellipsoid being at the intersection of the axis of the piece and the plane of the weld. Often these unannealed welds show a troostitic center; evidently this core was not quenched as rapidly as the surrounding shell. Such specimens are beautiful samples for instruction purposes. An annealed butt weld of this kind will show a very well defined central ellipsoid of decarburized, materials. It is interesting to consider the reason why this change takes place. It must be understood that the heat is on the metal for a very short time, possibly 30 sec. It is therefore evident that the decarburization, or migration, of the carbon takes place with extreme rapidity. Since no blowholes are evident in a well-made butt weld, the deoxidizing air and the products of combustion must migrate with the highest speed; second, the carbon might migrate back into the stock; or, last, a large proportion of the pearlite may be extruded with the hot metal, which forms a fin at the plane of weld. Examining these possibilities in detail, it is not probable that such deep-seated decarburization, extending with maximum effect to the very center of a 2-in. round bar, is done by reaction with the oxygen of the air. LESS than a decade ago the consumption of coal in Alaska was practically limited to the salmon canneries and the few lode-mines and settlements along the Pacific coast of the Ter¬ritory. The sparse population of the interior depended on the forests, that of the shores of Bering Sea and the Arctic Ocean on driftwood for fuel. All this has changed. The thousands who have sought and mined gold on the Seward peninsula since 1898 have much impoverished the long-accumulated supply of driftwood, and at the same time the constantly increasing demand for fuel, on the part of the placer-camps and steamers, has resulted in heavy inroads being made on the accessible timber of the Yukon and its tributaries. While on the one hand the immediately available store of wood has decreased, on the other the consumption of fuel because of the rapid expansion of the mining and fishery industries and the attendant growth of population has much increased. Alaska, therefore, offers a constantly growing market for coal and other fuels. As the local coal-production has been insignificant, the demand has been met by importations from Washington, British Columbia, and even from Pennsylvania and Australia. Fuel-Consumption Mr. D. H. Jarvis, Collector for Alaska, has kept systematic records of the trade of the Territory since 1903. The statistics of the coal-importations of the past two years are shown in Table I. If data were available for a longer period of years, the increase of coal-importations would be much more striking.

The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.
