This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. In contrast, my presentation paper is a fast-food service, extracts from the printed paper only-you have no choice-you "get what you get" and in small quantity. There are a number a stages in a project at which an audit must, or should, be undertaken. An independent audit may be necessary for the comfort of directors and/or financiers before the major finance is committed, but an internal pre-development audit is the opportunity for the management team to take stock of the project and reaffirm their confidence and commitment. Maxims for project success are given and a check list for pre-development audits is presented. The need of mid-development audits may arise and their brief will depend on the circumstances arising. A game theory approach to decision-making is demonstrated in which the alternative of fast-tracking a development is considered. At the conclusion of the project, before the team is disbanded, a post-development audit should be made. Valuable learning can come from this process which could give important guidelines for future projects and a check list is presented.

Roger A. Markle was sworn in as director of the US Bureau of Mines on September 27, 1978, ending a 20-month period during which the Bureau was without a leader. Some Bureau observers wondered out loud if this delay was a signal that Interior was slowly pulling the rug out from under the agency. When Markle was finally tapped for the director's position-coal industry executive to lead an agency that had been stripped of its fossil fuel R&D functions as well as its safety and health enforcement role--the speculation was fast and furious: One camp had it that Markle was brought in to phase out the Bureau; others said that Markle's directive was to revitalize the organization by charting a new Bureau course. In March, with the proposed Department of Natural Resources making headlines, ME went to Washington to interview Markle about his first six months as director and the goals he has set for the Bureau's future.

INTRODUCTION To prepare the reader adequately, reference should be made to the paper 'The Pioneering of Fully Mechanized Longwall Coal Mining in South Africa' by R. T. Naude and M. J. Deats, published in the February, 1967, edition of the Journal. At the time mechanized longwalling had been proved operationally feasible with encouraging results since its inception in South Africa in mid 1965. Subsequently, further top seam panels were successfully extracted with improved productivity and with some modification to equipment. In 1968, after an overseas visit by mine officials, equipment specific to suit local conditions was acquired and lower seam trials commenced. Despite initial obstacles and difficulties the first panel was successfully mined. Modification and improvements to equipment and techniques resulted in the second lower seam panel being extracted economically during 1969-1970 and with productivity exceeding even that of top seam faces. During extraction of the second lower seam panel, gradual and complete surface subsidence occurred over the panel without affecting face operations. Rock mechanics investigations had originally indicated some uncertainty regarding adverse dolerite sill behaviour which could have caused longwall mining to be hazardous. All such doubts have now been removed. RESUMÉ AS AT FEBRUARY, 1967 Mechanized longwalling was introduced in 1965 on an experimental basis in an effort to improve productivity in the newer area of the mine and to increase the quality of the comparatively dirty run of mine feed to the washing plant. In addition advantages could be predicted in the long term by better utilizing reserves of straight coking coal and increasing the life of the mine. The top seam unit was obtained on a rental basis and by the beginning of 1967, two panels, the first having a face length of 215 m, a panel length of 345 m, seam section of 1 219 mm, and the second the same face length, a panel length of 453 m and a seam section of 1 067 mm had been successfully longwalled. At this stage a best month of 24 602 metric tons with an average of 17 364 metric tons per full working month could be reported. Results were sufficiently encouraging for the company to exercise its right to acquire the equipment as its own asset and from 1967 onward, the unit has operated on this basis. From the point of view of rock mechanics, the dolerite sill over the first two panels was known to have 'bridged', only the material below the base of the sill having truly 'goafed'. No adverse pressure effects had significantly affected face operations except for two 'bumps' towards the end of operations in each panel. Gate road maintenance presented no problem. The strong inflows of water experienced on the first face were now known to be associated with an isolated water bearing fault plane and were not experienced on the second face. TOP SEAM EXPERIENCE - MAY, 1966, TO DATE Panel 2 (February, 1966, to November, 1966) The operations in panel 2 (see Fig. 1 for location of panels) continued uneventfully until the final month in this panel. At this stage, the chocks behaved most inconsistently often lowering under the weight of the canopies alone. Roof trouble became so severe that the unit was unable to produce adequately and blasting of chocks became a daily occurrence. Finally 24 m short of the planned limit it was decided that a complete overhaul was the only solution and the extraction operations commenced. At this time, the only fatal accident associated with longwalling occurred when a Non-White inadvertently fell into the panzer conveyor transfer point at the main gate. Some gate road difficulties in this panel were overcome by bolting tapes to the roof as decking and allowing them to pass over the gate chocks and collapse into the goaf. Two cribbed roof falls were also negotiated by the gate chocks at the face ends without undue difficulties. It was decided in the light of maintenance problems encountered on this face that the best solution would be to appoint a foreman solely in charge of face maintenance crews. This step has to a large extent contributed to success achieved subsequently. Panel 2-face length 213 m panel length 456 m cutting height 1 092 mm average monthly output 16 443 t best month 19 130 t Panel 3 (December, 1966, to June, 1967) By the end of 1966 results were sufficiently encouraging for the company to exercise its right to acquire the equipment. This was negotiated and the unit has operated as such to the present date. Prior to installation in panel 3, all face equipment was thoroughly overhauled underground and the chocks boost-tested to yield-load. The costs of overhauling, including almost complete hose replacement, were much higher than anticipated. Advice had been received that complete hose replacement was common practice after +/- 18 months' operation. Shortly after commencement of operations in panel 3 the chocks again failed as they had towards the end of panel 2. At this stage, the suppliers advised that the valve gear should have been repaired during the overhaul as the needle and seat seals could no longer be relied upon. This operation was impossible to carry out on the face and would have been e1ttremely time consuming. Fortunately a new type of valve gear was then available from the suppliers, termed the capsule-type valve, and a complete change over could be made on the face. ONE of the more pressing problems faced by the coal industry today is the development of adequate means for meeting conservation laws, particularly those involving stream pollution, in various parts of the country. Discharge of dirty coal washery water into streams and rivers is almost universally frowned upon. Many states have enacted laws carrying heavy fines to curb the practice. The Prins stream-cleaner is one of the latest machines to enter the market. It is closely related to the cyclone thickener in principle. Eleven stream-cleaners are currently operating, ranging in size from 4 to 16 in. diam. In more recent installations the water enters directly in line and on a tangent with the impeller. The impeller consists of a vertical shaft up through a packing gland and bearings, and a V-belt pulley. The lower part is a tubing fastened to the shaft above, extending through the water intake compartment and provided with six vertical flat bars welded to the tubing. Portholes are situated in the upper end of the tubing, immediately below the point where shaft and tubing join together. The portholes are placed so that they are in open communication with the upper compartment of the stream-cleaner from which the processed water is discharged. The impeller is motor driven with a wide range vari-pitch drive employed between motor and impeller. The motor is mounted vertically, and the mounting provided with a vertical hinge allowing for needed adjustment of the wide range vari-pitch drive. The dirty coal washery water entering the machine under 20 lb psi pressure, flows from the compartment above the impeller, between the impeller blades, and is whirled around in the vertical section of the impeller enclosure. The speed of the impeller supplies centrifugal force and velocity required for separating suspended solids from water. The lower part of the machine consists of a cone, whose action is similar to other machines of the same type. The underflow discharge orifice is a cold rolled steel block machined to correspond with the cone angle and allows insertion of steel tubes of different diam. On 16 in. machines a 1 ¾ in. ID vertical discharge pipe is used. Provision is made for attaching a curved section of the same diam to the vertical pipe, to which, in turn, different lengths of horizontal pipe can be connected. Curved Pipe Advantageous It has been found that a curved pipe offers resistance to discharged material flow. In addition, the rotary motion of the underflow can be easily arrested in a curved pipe. Impeller speed of the 16 in. diam machine is provided from 400 to 800 rpm. A speed of about 474 rpm is suitable for maintenance of a constant underflow in coal slurry. In one installation 5x ¼ in. coal is cleaned in a Jeffrey Baum type washer at a 225 tons per hr rate. Washer installation is of the conventional type and a drag type sludge tank is used for water clarification purposes. Capacity of the water system, including the Baum washer, is about 40,000 gal. Before placing the stream-cleaner in operation, it was necessary to flush out the entire system every five days of two shift operations. The only time the system is drained now is for repair work on the sludge conveyor or the rig. The suction line of the stream-cleaner pump terminates in a number of small branch lines located at a depth of about 4 ft above the sludge conveyor. Each branch line extends the full width of the tank and is provided with four intake ports, each one with a funnel shaped inlet projecting downward. The arrangement provides an extensive pick-up area, for dirty water, and the inlets are arranged for a low rim velocity, preventing the taking in of coarse particles. The funnels are also arranged to extend up or down in the tank. They are set to pick up -60 mesh material exclusively.' The material is a high ash and high sulphur product and thus has to be disposed in the refuse conveyor. The underflow of the stream-cleaner is discharged on top of the washery refuse which is carried in a drag type horizontal conveyor, discharging into another refuse conveyor inclined at 30º with a short horizontal loading section. Some Disadvantages The impeller inherits certain disadvantages because of the nature of its construction. Additional moving parts make it subject to wear and maintenance costs. The advantage of being able to maintain a constant speed, however, to produce desired water velocity in the machine outweighs the drawbacks. Better separation between water and solids can be obtained by regulating time of residence of water through adjustment of valves in the intake and discharge lines. The amount of fines encountered during plant operation will vary because of higher or lower moisture in coal passing over fine coal vibrating screens. Even the amount of fines picked up by underground loading machines will be inconstant. Consequently, the percentage of solids will vary in water to be processed. The velocity in the feedlines to the slurry thickeners will fluctuate, with the required water velocity lacking. Another advantage advanced for the machine is its ability to operate on 15 to 25 lb line pressures at the water intake, reducing pump power required and pump maintenance.

The adsorption behavior of gold in ammoniacal solutions on activated carbon was studied. The gold adsorption capacity of the activated carbon and the recovery efficiency were examined. The parameters affecting the adsorption of gold on the activated carbon included temperature, agitation speed, the concentration of cation and anion and the concentration of ammonia. It was found that the maximum gold adsorption was about 10 kg/t of carbon. The recovery of gold by the adsorption, from ammoniacal solutions was found to be dependent upon the initial gold concentration. Under experimental conditions, a gold recovery of 98% was obtained after 120 hrs of adsorption. It was also found that the initial adsorption rate was relatively fast, when compared to the entire adsorption period. The apparent activation energy for the adsorption was determined to be 15.8 kJ/mol. It was believed that the kinetics of gold adsorption on the activated carbon was controlled by pore diffusion.

In the precious metal industry, activated carbon is used extensively for the recovery of gold and silver from cyanide solutions, particularly from slimy pulps and unclarified solutions. However, carbon can easily become fouled by inert particles in the pulp, thus decreasing the activity or gold loading of the carbon. This paper attempts to quantify the distribution of fine inert particles in activated carbon. Furthermore, a possible mechanism for the intrusion of fines will be postulated. Precipitated silica and ground silica sand were used to simulate pulp conditions and their loadings on activated carbon were determined by ashing. The kinetics of intrusion of fines into the pores of carbon were relatively fast, and were dependent on the concentration in the pulp. Results indicated that particle size of the solids and zeta potential of the fines influenced the loading of inert species on carbon. Scanning electron microscopy and secondary ion mass spectrometry showed a decrease in solids concentration to the centre of the carbon particle.

Foster-Miller has recently developed a new concept for a highly specialized shaft lining system. This innovative shaft lining system uses a continuous slip forming placement technique, lining the shaft from the bottom up such as in a raised bored shaft. Although this part is not unique, the concept is designed to use polyurethane foam instead of concrete for the liner material. Furthermore, the concept is designed to attain rates of advance of 30 m/h (98 fph). The polyurethane foam liner is designed to be thinner (100 mm or 4 in.) than a conventional concrete liner (300 mm or 12 in.). It will eliminate the high cost associated with the erection and operation of an on-site concrete batch plant. The system will be designed to operate remotely, requiring few personnel for its operation. This system (or parts of it) may be appropriate where fast construction speed is required or where a jointless liner is needed.

Among the technical problems in AEC's Project Plowshare is the necessity of determining the precise effects of nuclear blasts in all kinds of ground formations. This calls for extensive in-situ sampling with full core recovery. In the exploration drilling that often precedes a new test detonation, the AEC and its contractors have applied both novel and established sampling techniques in many new ways, giving improved core recovery and reduced costs in all subsurface sampling and testing. Unique among these new techniques is one that achieved full recovery and virtually undisturbed samples from near-surface layers of unconsolidated boulder-strewn alluvium. This approach involves a combination of oilfield and mining core drilling equipment. Oilfield heavy drill collars, rotary stabilizers and thick, vibration-reducing oil emulsion drilling mud were used in combination with the precise hydraulic feed control, fast (over 300 rpm) bit rotation, light drilling weight, hard rock core barrels and multi-step diamond bits that are common in mining industry diamond drilling.

In the above mechanism; the surface re- actions appear to be fast and not rate controll- ing. In a carbon surface deficient bed the diff- usion of oxychloride intermediate through the boundary layer to the carbon surface becomes the rate controlling step. In a zircon surface deficient bed the diffusion of oxychloride away from the zircon surface controls the reaction. This postulated mechanism can be used to ex-, plain the observed experimental effects.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

The Kelian Gold mine project won two excellence awards from the Victorian Division of the Institution of Engineers, Australia. It was a challenging project, fast tracked in a remote and inhospitable tropical environment. The creation of a profitable and efficient mine was a significant engineering and project management achievement. The difficulties encountered and the way they were managed provide valuable lessons. These include the importance of sufficiently detailed engineering in all aspects of the job to enable the best estimates possible to be prepared during feasibility studies, the need to prepare the project scope and execution plan with disciplined and rigorous attention to detail by a highly experienced team and the value of identifying, assessing and mitigating risk and uncertainty during execution. The practical benefits of applying these lessons were demonstrated in the successful management of technical uncertainty on the recent diversion of the Kelian River to allow the expansion of the Kelian mine.

Comprehensive numerical modelling of the subsidence associated with longwall mining in UK Coal Measures strata has been conducted and validated against UK data. The Rock Mass Classification System (RMR) was used as the main basis to derive representative in-situ rock mass properties for stiffness and strength parameters for the numerical modelling input. A Finite Difference Method, Fast Lagrangian Analysis of Continua (FLAC) has been used to design a suitable non¬linear model and simulate the behaviour of the caved zone with a unique modification of the post failure properties within the zone of influence. The established model was validated for different configurations, varying depth, panel width and extraction thickness, in a sensible and realistic range. The Subsidence Engineers Handbook (SEH) and a stress abutment model were used as a validation tool in this respect. The approach developed will be modified for application to a number of different International Coalfields with different geological environments.

RokLok binder is a two-component polyurethane system consisting of a polymeric isocyanate (Component A) and a polyol resin (Component B). The two chemicals are mixed and injected into the mine rock under pressure. The initial low viscosity enables the RokLok material to permeate many of the smallest fractures. About 3-5 minutes after injection, the reacting material begins to expand in the fractures; the reaction is completed after 1-2 hours, and the material sets to a mechanically strong binder which adheres tightly to the rock. The consolidated rack provides resistance to any further f movement w thin the strata. The RokLok binder injection system is fast becoming an important engineering tool for coping with adverse underground geological conditions. Two case histories discussed in this paper, a longwall mining problem and an entry-roof problem, demonstrate the effectiveness of using the RokLok binder system to help solve complex ground-control problems in a cost-effective manner.

Soil air samples taken from the top one metre of the soil profile, were measured for C02 and 02 using portable field analysers at a number of sites of known sulphide mineralisation in South Australia. Carbon dioxide anomalies were detected over actively oxidising sulphides during autumn and winter following recent rainfall. In its industrial days, Hong Kong’s mining industry was thriving, benefitting from the mineral occurrences that are related to the regional Mesozoic igneous and hydrothermal activities.Hong Kong was unique in the mining sector as it was so small in landmass but with such a rich variety of commodities discovered. There are records of commercial exploitation of tungsten, iron, lead, silver, beryl, graphite, quartz, feldspar and kaolin in Hong Kong before 1981. Of these, most of them are located in the New Territories.The Lin Ma Hang lead mine was operated in the 19th century by the Portuguese and was abandoned in 1958. The Needle Hill tungsten deposit was discovered in 1935 during construction of the Jubilee Reservoir. The Ma On Shan iron mine, which operated for 70 years between 1906 and 1976, was the largest mine in the history of Hong Kong. The Mui Wo lead-silver mine on Lantau Island can be traced back to the Ming Dynasty 400 years ago. West Brother Island, which extracted graphite from 1952 to 1973, was levelled in the 1990s to make way for the development of the airport at Chek Lap Kok.Nowadays, these mines are disused and abandoned, but this extended abstract reviews the legacy of the mining industry in Hong Kong to understand the impact that it had on techniques, the economy and culture.CITATION:Chu, J C T and Chan, J S-L, 2015. Improved liberation and flotation of kerogen from eastern oil shale were accomplished with high-temperature grinding and a1 so with the addition of fuel oil during the grinding stage. Liberation measurements indicated that possible coalescence and aggregation phenomenon of kerogen particles during grinding may reflect this behavior. Additionally, ultrasonic treatment of the rougher concentrate prior to cleaning improved the quality of separation.

A mineral resource survey of the 236-mil (611-km2) Hyalite-Porcupine-Buffalo Horn wilderness study area (RARE 11 Areas No. 1-155 G, Gallatin Divide; and H, Hyalite) between the Gallatin and Yellowstone rivers in Montana, indicates there are phosphate rock and petrified wood resources (fig. 1). The area also has some potential for oil, gas, and geothermal resources. Stone and alluvium are abundant but appear to have little potential for development because other sources are available nearer to markets.

The advantages of producing a fine mill feed have been recognized for many years. The extent to which fine crushing can be carried out will vary and depends on the ore characteristics, plant and crusher design. Unfortunately, the ore characteristics are generally beyond our control, so the concentration of effort lies primarily on the plant arrangement, equipment design and operation Where fine crushing should stop and grinding begin is controversial and is influenced greatly by personal opinions and experiences. Often, this break point will be different if consideration is being given to a new plant in comparison to a modest expansion. Most new plant designs employ the largest and most efficient equipment. The modification of existing plants becomes more complex because of the space requirements and the related equipment already in operation. Fine crushing is, of course, a relative term. Obtaining a final crusher product of minus 3/4" is commonplace today and can occasionally be obtained in an open circuit final crushing stage.

The University of Maryland (UMD) has conducted a series of small-scale tests using explosive charges buried in saturated sand. Twelve different combinations of depth of burial of the charge and height of the target plate above the soil were tested. The target plates did not deform plastically. High-speed video was used to track the motion of the plate. The video data are analyzed to determine the position and velocity of the plate as a function of time. The results of this analysis are compared with computations performed at NRL using the BUB2D computer code. This code treats the saturated sand as an incompressible visco-plastic fluid which yields according to a Drucker-Prager (frictional-cohesive) yield surface. Comparisons of simulations with experiments are presented. In the cases examined so far, the velocity grows very quickly to a peak and then slows, first with a deceleration greater than one “g,” which then transitions to an approximately one “g” deceleration. An analysis of air drag on the plates has shown that its effect is negligible in the time span of interest. In all cases in which the BUB2D code can be applied, the computations compare favorably with the results of the data analysis. This suggests that the code and model used in the computation are properly capturing the physics of the interaction between the soil and a non-deforming plate.
