The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

Annual fish monitoring of the Red River, NM from the town of Red River to downstream of Questa, NM has been conducted since 1997. This long-term dataset, sponsored by the Chevron Mining Inc. Questa Mine provides an opportunity to evaluate the fish community response to natural phenomena, such as landslides and drought. Hydrothermal scars are present on drainages to the Red River, which can contribute large quantities of sediment to the Red River during localized storm events. Sediment inputs from the hydrothermal scars result in decreased habitat and water quality conditions within the Red River. Landslides from the hydrothermal scars contributed large amounts of sediment to the Red River in the summers of 2002 and 2007. Resident trout populations in the Red River after summer 2002 were depressed at sites adjacent to and downstream of the hydrothermal scars. Resident trout populations had begun to recover by 2005 and 2006; however, after the summer 2007 landslide, the resident trout population was again drastically reduced. In fall 2007, 13 resident trout were collected from 11 sites in the approximately 23 km reach of the river, compared to 691 from the same 11 sites in fall 2006. Resident trout density and biomass has gradually increased since fall 2007, and flows have removed sediment from the study reach. A combination of increased sedimentation and decreased water quality were likely responsible for the decreased resident trout populations in the Red River. Drought and the lack of flushing flows appeared to exacerbate the problem of high sedimentation levels from 2001 to 2004. Climate models predict prolonged periods of drought and increased intensity of storm events, potentially resulting in less favorable conditions for the resident trout population of the Red River in this area.

The use of carbon for the recovery of the gold dissolved in cyanide leaching began with a pilot unit at Barberton in 1977. This was quickly followed by larger scale plants at Modderfontein (1978), President Brand (calcine 1980), Western Areas (filter tails 1980) and Beisa (primary ore 1981) and has grown to become the preferred process. There are currently 34 operations that use the carbon in pulp/leach process which accounts for 35 percent of South Africa's gold production. The size of individual plant varies over a wide range.

The study of gas emitted from face coal samples at the coal face is part of an investigation of instantaneous outbursts of coal and gas. Normally, seam gas essentially comprises methane of which the origin in the metamorphism of coal is undoubted. The origin of other gases sometimes occurring in high proportion in seam gas, particularly carbon dioxide, is more controversial. A simple meter for rapidly assessing gas in coal was developed. Tests with the meter enabled comparisons of seam gas in face coal at some outbursting and nonoutbursting mines, and under various working conditions. The varying results of widespread testing suggest certain trends, including some prospect of recognising outbursting potential at the coal face.INTRODUCTIONThe aim of this work is identification of differences in gas condition between coals subject to instantaneous outbursts and coals which have not outburst, and between faces of coals which will and which will not subsequently outburst. Any comparative test should be conducted right at the coal face on coal about to be worked and the results of testing should be available after a short period. Moreover, the method and the comparison of results should require no special skill, and be well within the capacity of junior mine officials. Any consistent relation between gas condition and subsequent mining conditions - outbursting or not might be valuable in prediction of outbursts.INSTANTANEOUS OUTBURSTSInstantaneous outbursts (Hargraves, 1958) , are largely unpredictable and unaccountable ejections of coal (up to 5,000 tons) and gas (up to 5,000,000 cu.ft.) from a standing coal face. The seams of black coal occurring in Victoria are so disturbed by faulting, wash-outs, thinning, etc., that it is necessary, for the prevention of costly errors in development, that close boring be undertaken so that the correct positions of the shafts, tunnels, main and auxiliary roadways can be set out in order that the area can be economically worked. The State Coal Mine has two boring plants continuously at work, which have given good service for the last twenty-five years.The information supplied herein is merely our experience in boring at the State Coal Mine over an extended period. The type of plant in use is that known as the Victoria Drilling Plant, equipped with an 11 h.p. portable oil engine, using power kerosene as fuel. It was purchased in 1914, complete with mechanism for cable drilling, capable of boring to a depth of 1500 ft. with a guarantee of 1000 ft., with Calyx cutters, boring rods and all necessary equipment for the sum of £1473. The chief mechanical features of the plant are as follows:-The derrick is in the shape of a tripod (see Fig. 1), two of the legs being of steel channel built together to form a frame which, when lowered on to two sets of road wheels, forms a carriage for the transport of a portion of the boring equipment. The third leg is made of oregon in the form of a double bow, with bolts and distance pieces between the wooden sides. The top of this is hinged on to the steel frame, and the bottom is fitted into a cast iron block, having two small wheels to facilitate erection. In 1959, The Australasian Institute of Mining and Metallurgy (Aus. I.M.M.) was asked by the Federal Government of Australia and the State Government of South Australia to join in the formation and management of a new contract research organization which was subsequently named The Australian Mineral Development Laboratories (Arndel) ? This body was formerly the Research and Development Branch of the South Australian Department of Mines which had been set up to develop the Radium Hill uranium deposit. It had then gone into contract R&D and the State felt that it would be more appropriate for the Branch to become a separate national organization. The Aus. I.M.M. decided that a professional institute could not participate directly in Arndel and, as there was no other suitable industry group to do so, it formed the. Australian Mineral Industries Research Association Limited (AMIRA). AMIRA held its first Annual General Meeting in September 1959 when the first Council was elected and the Memorandum and Articles of Association were adopted. The initial task of AMIRA was to raise guarantees of work or cash from its members to underwrite Arndel for the first five years of operation. The Federal and State Governments also provided guarantees and Arndel commenced operations in January 1960.

Copper feed materials processing is becoming more challenging, due to an incremental increase in the mineralogical and compositional complexity of these feeds. These complex and polymetallic feeds are now becoming more common and many sites have been forced to re-evaluate their operating strategies to process these materials at cost competitive rates, whilst meeting ever more stringent environmental regulations. Most operations must first evaluate the merits of pyrometallurgical and hydrometallurgical treatment routes. Although there are multiple copper smelting technologies available, only top-submerged lance (TSL) technology, supplied by Glencore Technology as ISASMELT™, has been applied in the real world to consistently and successfully smelt complex materials in integrated metallurgical facilities such as Glencore’s Kazzinc Ltd. operation in Kazakhstan, Umicore Precious Metals Refining in Belgium and Aurubis AG in Germany. Glencore Technology also offers hydrometallurgical processing, through the Albion Process™ technology, opening up viable flowsheet options previously not possible for these complex feeds. This paper describes a number of real world process flowsheets at global operations and Glencore’s own operations at Mount Isa and Kazzinc Ltd., which process complex feeds. These flowsheets integrate the ISASMELT™, Albion Process™, ISACONVERT™, ISAKIDD™ Tank house, and bottom blown oxygen cupel (BBOC™) technologies to provide an effective process solution for the treatment of complex polymetallic feeds to produce metallic copper and associated by-products. INTRODUCTION Traditional smelters and those built in recent times within the bulk smelting hubs of the world have been designed to treat standard/clean concentrates. In recent years the processing of complex polymetallic sulfide concentrates and the recycling of secondary copper and derivatives of waste electrical and electronic equipment, such as e-scrap, have become a focus for numerous companies (Alvear & Nikolic, 2013). Processing of these complex feeds, characterized by relatively high levels of minor elements (over 5% of elements such as arsenic, antimony, bismuth, lead and zinc) is more challenging. Facilities not designed for these types of materials may require significant modifications or a change in smelting technology to treat them. This Bureau of Mines report describes floor heave ground control problems that have been encountered in a new underground coal mine in West Virginia. Previous experience in the coal seam, the results of physical property investigations, and in situ rock stress determinations are discussed. The apparent cause of the ground control problems is the existence of a high, biaxial, horizontal stress field coupled with a floor member that has time-dependent deformation characteristics, A theoretical analysis of the failure process is developed. The analysis is assisted by finite element techniques. Mine design recommendations based on this analysis are presented.

A variety of modeling techniques can be utilized to forecast metal production at heap leaching operations. These approaches reflect a wide range of complexity, flexibility, time to implement, cost, and accuracy. For many operators, a spreadsheet-based modeling technique is attractive since the calculations are directly accessible, models can often be developed by site staff, and the results are generally easy to extract and interpret. The authors have developed a spreadsheet-based modeling technique that provides a high degree of flexibility, while still considering detailed operating information for ore properties, leach kinetics, scaleup factors, lift height, and in-heap metal inventories. The technique involves establishing kinetic leach curves for each ore type to characterize metal extractions, followed by application of separate metal recovery curves to define the rate at which leached metals exit the heap in pregnant solution, taking into account delays due to the in-heap solution inventory. At any point in time, the difference between total metal extracted and total metal recovered is equal to the in-heap inventory of the leached metal. This modeling technique is particularly useful for larger multi-lift heaps where delays in metal recovery are appreciable due to in-heap solution holdup. The technique is also applicable to sites with multiple heaps, leach cycles, and/or metal recovery plants (e.g., carbon columns for gold; solvent extraction for copper). This paper describes the modeling technique, including input data required and methods for defining kinetic leach curves and metal recovery curves. The technique is compared against an alternative spreadsheet technique using a simplified in-heap solution inventory calculation to forecast metal production, which has proven to be effective at a number of sites.

El presente texto describe las mejoras implementadas en el proceso Gold Mill de Minera Yanacocha luego de 3 años de operación desde marzo 2008 hasta la fecha. El desarrollo de diferentes diseños en los revestimientos del molino y parrillas de descarga, el incremento del porcentaje de bolas, las mejoras en la voladura, la reducción del set de chancadora primaria y las pequeñas ampliaciones en la planta incremetaron la capacidad de diseño de planta desde 5 Mtpa a 6 Mtpa. El incremento de tonelaje no afectó significativamente al producto de molienda y recuperación, pero traslada el cuello de botella a los espesadores donde ahora se los esfuerzos de incremento de capacidad.

The University of New South Wales (UNSW Australia) has been a world leader in the development of innovative virtual reality technologies over the last 15 years. AVIE (Advanced Visualisation and Interactive Environment) was developed by iCinema as a collaborative venture between UNSW?s Faculties of Engineering and the College of Fine Arts. This is the world?s first 360°-surround, virtual reality (VR) stereo projection theatre system. The School of Mining Engineering at UNSW Australia has developed 18 different virtual reality modules aimed at mine safety training and mining engineering education. These modules are being regularly used in both the mining industry and the university. The School of Mining Engineering is continuously involved in the development of different modules. Research is also currently being conducted on the implementation of other technologies into this environment. Artificial intelligence (AI) and fuzzy logic are tools that the authors would like to consider implementing in future module development. This paper will review current research in both these areas and consider options for applying these technologies.

Kleinkopje Colliery has five Wemco drums that were installed and commissioned in 1978. Over the years, there have been remarkable changes in mining and geological conditions at the colliery. First, an increase in the percentage of fines was recorded, which resulted in an uneven split or an imbalance in silo levels between material feeding the cyclone (-12 mm) and Wemco drum (+12 mm) sections respectively. This problem was solved by doing modifications around the banana screens to allow finer material to the drums. The imbalance challenge was then followed by spontaneous combustion that takes place in situ and results in low product yield. The results obtained from efficiency tests indicate that although there is a limit in the percentage of -6 mm material in the feed, Wemco drums are still very efficient and applicable to the current mining conditions. These results also suggest that it is essential to lower the throughput when the drums are treating low yielding coal.

IT seems proper to present in the Transactions of the Institute, from time to time, formal record of the advances made in the arts and sciences to which our organization is devoted-milestones in the highway of progress-from which our successors may measure what they in their turn have gained. The admirable address of the Hon. Abram S. Hewitt, then president elect of the Institute, on "A Century of Mining and Metallurgy in the United States," read at the opening of the meeting held in this hall in June, 1876, forms a point of departure, and the conclusion of the eighth decade of the nineteenth century and the end of the first five years of our country's second century seem to offer a fitting time for again making up our record. The period since 1875 has been marked by a degree of activity in mining and metallurgical industry never before equalled in our history, while the progress made in the science and art has been, if possible, still more noticeable. Whether we consider the mining of iron, ore, and coal, or of the precious metals,-the advances made in smelting the former and in reducing the latter, the extraordinary increase in the production of Bessemer steel, or the science of Thomas and. Gilchrist, which makes the hitherto rejected phosphorus the corner-stone of success,-the past five years are alike memorable for the progress they have shown and to some of the most marked features of this progress I will now oriefly call your attention. It may be of interest in this connection to note the following figures, showing the growth of the population of the United-States during the last three decades :

The purpose of this investigation was to develop methods on a laboratory scale for recovering tin from metallurgical slime, Tin chlorides were volatilized using mixtures of hydrogen chloride and reducing gases, such as hydrogen, carbon monoxide, hydrogen sulfide, ethane, propane, and butane. Optimum conditions were found to be n mixture of 3:1 of hydrogen and hydrogen chloride at 475° C. Over 95 percent of the tin was volatilized as chlorides. Low temperatures and relatively rapid rates of reaction are distinct advantages of the chloride volatilization process. Research is being continued with various slimes and will be extended to tin ores, where the method offers interesting economic possibilities in comparison with current tin-smelting practice.

"In this study, the appropriate sintering process parameters for low-grade ferromanganese ores were investigated. The results showed that, under the condition of natural basicity (R=0.03), the optimal parameters were obtained as follows: moisture of mixture 9 .1 %, coke powder 9 .9% and sintering negative pressure 7 KPa. And the corresponding yield, ISO tumbling index and utilization coefficient reached at 80.18%, 61.27% and 1.515t·m-2·h-1, respectively. Under the optimal parameters, the emission of harmful gases, such as S02 and NOx, were reduced evidently with 30% of coke powder replaced by biomass charcoal. Moreover, it was found that the basicity had obvious effects on the quality of the sinters when it changed between 0.03 and 2.4. The ISO tumbling index gradually decreased from 61.27% to 55.47% with the basicity increasing from 0.03 to 1.2, then, it began to increase after the basicity further increased to 2.4.IntroductionManganese is mainly consumed by steel and battery industries, particularly in the steel plants and ferroalloy units. The consumption of metal manganese in the ferroalloy industry accounts for 85%-90% of the total Mn [1-2]. Therefore, ensuring sufficient manganese alloys is essential to meet the rapid development of steel industry. Recently, rich-manganese slag containing high grade Mn (>40%), low Fe (1%) and P (<0.03%) is considered as superior raw materials for manganese alloys. While the sinters made from manganese ores are major raw materials for producing rich-manganese slag with the increasing exhaustion of natural rich manganese lump ores [3-5]."

The Onsan Copper Smelter of LG-Nikko Copper Inc. is a unique plant, which has been operating two smelting processes since 1998. The operation of the first one was started in 1979 with a capacity of 80,000tpy of copper in concentrates utilizing Outokumpu flash-smelting technology. The other one was started in 1998 based on Mitsubishi continuous process with a capacity of 160,000 tpy of copper in concentrates. Through several expansion projects, the total smelting capacity of both processes is expected to reach 430,00Otpy of copper in concentrates towards the end of 2002. This article describes operation advantages of having two different processes at one plant and comparative operation results in terms of productivity, impurity distribution, energy consumption and environment issues and etc.
