Cokriging uses a sparsely sampled, but accurate and precise primary dataset, together with a more abundant secondary data-set, for example grades in a polymetallic orebody, containing both error and bias, to provide improved results compared to estimation with the primary data alone, as well as filtering the error and mitigating the effects of conditional bias. The method described here may also be applied in polymetallic orebodies and in other cases where the primary and secondary data could be collocated, and one of the data-sets need not be biased, unreliable, etc. An artificially created reference data-set of 512 lognormally distributed precious metal grades sampled at 25×25 m intervals constitutes the primary data-set. A secondary data-set on a 10×10 m grid comprising 3200 samples drawn from the reference data-set includes 30 per cent error and 1.5 multiplicative bias on each measurement. The primary and secondary non-collocated data-sets are statistically described and compared to the reference data-set. Variograms based on the primary data-set are modelled and used in the kriging of 10×10 m blocks using the 25×25 m and 50×50 m data grids for comparison against the results of the cokriged estimation. A linear model of coregionalization (LMC) is established using the primary and secondary data-sets and cokriging using both data-sets is shown to be a significant improvement over kriging with the primary data-set alone. The effects of the error and bias are filtered and removed during the cokriging estimation procedure. Thus cokriging using the more abundant secondary data, even though it contains error and bias, significantly improves the estimation of recoverable reserves.

The progress made to date in the mineral dressing of complex Arkansas titanium ores is reported in this paper. Concentrates of rutile, a dioxide of titanium, were produced by treating a submarginal ore from the Magnet Cove Rutile Co., Inc., Magnet, Ark. The rutile recovery at present is 45 to 50 pct of the total TiO2, with the possibility of increased recovery with additional research. The work reported herein is part of a general study which will later include results of investigation of other titanium ore bodies in the Magnet, Ark., area. The fragile character of the rutile minerals, the softness of the gangue, the occurrence of pyrite and leucoxene, and the considerable proportion of extremely small size rutile in the presence of montmorillonite- and illite-type clays in the Magnet Cove open-pit mine are the important factors in the mineral dressing of this submarginal rutile ore. History The occurrence of titanium minerals in the Magnet Cove area of Arkansas was recognized as early as 1890, but it was not until about 1912 that any appreciable prospecting for the minerals was undertaken. At that time drilling was begun, a shaft was sunk, and several drifts were driven, but beneficiation to recover the titanium minerals was not attempted. The only successful mining and milling operation of the Magnet Cove rutile deposit was begun in 1932 by the Titanium Corp. of America and continued until 1942. The ore was washed by means of a rotary scrubber and then deslimed in a drag classifier. The discharge was ground in a rod mill, classified, and tabled to recover a rougher rutile concentrate, which was screen-sized and retabled on cleaner tables. The cleaner concentrates were given a reducing roast, screen-sized, and magnetically separated to produce a finished rutile concentrate. Most of the rutile produced during this period was sold abroad. In 1942, the Titanium Alloy Corp. of Arkansas (a subsidiary of the Titanium Alloy Manufacturing Co. of New York) purchased the property and rebuilt the mill. Subsequently, the plant and property were acquired by the Magnet Cove Rutile Co., Inc., of Little Rock, Ark., the present owners. Very little titanium has been produced since 1942. Although the Titanium Corp. activities yielded enough returns to allow continued operation for approximately 10 years, certain factors must be recognized. These are: (1) production of rutile in that period was during a low in the economic cycle which permitted low-cost operation on a small scale, and (2) a considerable portion of the production was above the water level and no drainage problems existed. Prior to this paper there has been no published report of any mineral-dressing investigation of the lower levels of the ore body. Reference is made in another paper1 to an earlier investigation of Magnet Cove rutile by the Rolla laboratory, in which it is stated that recoveries of 12 to 17 pct of the rutile were obtained. The present investigation was undertaken to improve the known milling processes and to provide adequate metallurgical information about the ore treatment. Titanium Technology The titanium mineral of primary interest in the present investigation was the titanium dioxide, rutile. Rutile is one of the industrial minerals whose annual consumption is relatively small but strategically important. The domestic production of rutile was 7100 tons in 1948. The imports of rutile in the same year were approximately 8000 tons.2 A major use of rutile is in the production of welding-rod coatings, for which a product containing a minimum of 92 pct titanic oxide is desired. Other constituents, such as lime, silica, and sulphur, must be held to a minimum, but hard-and-fast specifications for these elements cannot be drawn. It is necessary to incorporate the rutile in a welding-rod coating, make a sufficient number of test welds, and then determine the tensile strength of the weld metal in the as-welded and stress-relieved conditions. THE. Owyhee Tunnels in eastern Oregon were started in the early part of 1930, and were completed early in 1932, with the excep-tion of the Magoffin contract. One tunnel is a large water tun-nel, and the other is a small water tunnel; each is approximately tour miles long. Modern equipment was used to full advantage, and remarkably fast time was made during the driving period. The ,J. F. Shea Co., con-tractors, of Portland, Oregon, have broken established records in the smaller tunnel. Their methods are described in detail. The time of a complete round has been reduced by intelligent handling of mechanical shoveling, and this article records some of the useful facts developed. Charles A. Shea (president of the J. F. Shea Co., and secretary of The Six Companies, Inc.) not only granted permission to publish this article, but placed the company's complete daily reports at the writer's disposal. These reports were made out to conform with previous records upon important tunnel work, and enable a comparison to be made of actual averages, rather than ideal cycles, or representative cycles. Gilbert Shea, present superintendent, has been helpful with time, criticisms, and corrections of the information presented. Morton S. Boss, superintendent during the first 15 months of the tunnel work, gave many hours of his time during two visits lasting over two weeks. The whole staff of the J. F. All of Canada's older uranium mining areas have been intensively prospected and known outcrops have been repeatedly examined. The only ground in these areas which has not been explored is that which is covered by water or other overburden. The discovery of new mines in these areas will, in the author's opinion, depend on the development of new geophysical or geochemical tools capable of locating uranium deposits which are-buried beneath tens to hundred of feet of overburden. Such tools would be extremely useful in Saskatchewan's Cluff Lake and Wollaston Lake areas. Uranium has recently been discovered in significant quantities in these regions but exploration is made extremely difficult and expensive by an almost uniform overburden cover. The author's experience has been confined to Canada but apparently a subsurface uranium prospecting method could be widely exployed in the western United States and Australia as well. Radon-222 measurements have been used for more than a decade on practically a worldwide basis in an attempt to obtain a useful method for subsurface uranium prospecting. It is well known that ha-222 produced by buried uranium deposits can diffuse through an overburden cover so that it can sometimes be detected at surface. An advantage of this method of prospecting is that Rn-222 can be detected with a simple scintillation, ionization or semiconductor detector. One of the essential weaknesses of the method is that the mean diffusion path length of Rn-222 is limited by its very short (3.8 days) half life. For a deeply buried deposit, vitually all of the Rn-222 atoms will decay before reaching surface and, therefore, such deposits cannot be expected to produce a detectable radon anomaly. Thus, except in unusual cases where groundwater or ground air flow assists the movement of radon towards surface, the depth of exploration is probably limited to ten or twenty feet of overburden cover. The high solubility of Rn-222 in water is also a source of difficulty. In an area where overburden covers bedrock with water saturation of the lower overburden levels, the radon will simply dissolve in the groundwater, and soil gas readings at surface will indicate falsely low

The movphology of the Mg-32 wt pct Al eutectic has been studied as a function of freezing- rate and temperature gradient. At slow freezing rates a lamellar eutectic was formed; whereas, a rod-like eutectic was generated at fast rates. The inter-lamellar spacing increased as the freezing rate decreased in aggreement with theoretical predictions. Lamellar faults, morphologically similar to edge dislocation models in crystals, were responsible for the subgrain structures in the eutectic mixture. A linear increase in fault density with freezing rate was observed. Fault concentl-ations of the order of 10 per sq cm for a range of freezing rates from 0.6 to -3.0 x 10 cm per sec were estimated. The transformation from lamella?, to rod-like morphologies was determined experimentally to be dependent on the freezing rate and independent of the temperature gradient. Moreover, the number of rods formed per- unit cross-sectional area increased exponentiallv with increasing freezing rote. BRADY' and portevin2 classified eutectic structures into lamellar, rod-like, and globular according to the morphology of the solid phases present. Although this classification is quite descriptive, very little has been reported on the details of the mechanism by which the eutectic structures are formed. Recent work by Winegard, Majka, Thall, and chalmers3 and by chalmers4 on lamellar eutectic solidification suggest that the maximum thickness of the lamellae decreases with increasing rate of solidification due to inadequate time for lateral diffusion. scheilS and Tiller' have shown theoretically that the lamellar widths indeed depend on the solidification rate. However, there has been no experimental evidence to support the theory. Chilten and winegard7 have studied the interface morphology of a eutectic alloy of zone-refined lead and tin. They found that the lamellar width decreased as the freezing rate increased in agreement with the theoretical predictions of scheils and Tiller.' More recently, Kraft and Albright' have investigated the microstructures of the A1-CuA12 eutectic as a function of growth variables. They observed lamellar faults present in the lamellar eutectic, similar to edge dislocation models in crystals. Furthermore, Kraft and Albright reported that they could not designate which extra lamellar was responsible for the formation of a lamellar fault even under electron microscopic magnification. In this paper, the morphology of the Mg-A1 eutectic structure is described. The effects of freez- ing rate on the interlamellar spacing and on the lamellar fault density are presented in detail. The transformation from lamellar to rod-like eutectics is discussed in terms of the freezing rate and the temperature gradient. EXPERIMENTAL PROCEDURE The experimental details of alloy preparation, the decanting mechanism and the determinations of the freezing rate and the temperature gradient have been reported elsewhere. Measurements of plate-edge angles were made with a microscope. The true angles used to determine the interlamellar spacings were determined by a two surface analysis technique.'' Since the decanted interface structure does not represent the true eutectic morphology on the solid,g all measurements were made from an area in the solidified bar behind the interface. Measurements of the apparent interlamellar spacings between the two phases of the eutectic were made on a photographic negative by means of a calibrated magnifier. Each value listed in Table I represents the average of thirty measurements on one negative. In general, these measurements are approximately equal with an error of less than pct. The average rod diameter for each specimen was also measured on a magnified photomicrograph. Each value of the diameter represents the average of fifty measurements. RESULTS AND DISCUSSION The experimental observations and their discussion to be presented here are restricted to the morphology of the eutectic structure and to the effects of the freezing rate and the temperature gradient on the solidification of eutectics. INTERLAMELLAR SPACING It has been shown previouslyg that the micro-structure of the decanted interface and the longitudinal section of the Mg-A1 eutectic is characterized by the presence of both lamellar and rod-like morphologies. The lamellae become more regular as the freezing rate is decreased. A three-dimensional photomicrograph representing a perfect lamellar morphology is illustrated in Fig. 1. The lamellae of the top and longitudinal sections of the specimen are regularly spaced while those in the transverse section are not quite straight and parallel. Adequate ventilation of coal mine working faces is the single most important technique for controlling respirable dust and methane. Choosing the right technique presents some tough questions. Bureau research has shown that to control respirable dust you must contain the dust near the face, keeping rollback (turbulence) to a minimum. For methane the most effective approach has been to use a blowing brattice or tubing and to create turbulence and disperse the face methane, allowing it to pass over the machine and into the return. It is immediately apparent that the two approaches may counteract one another, thus complicating the decision as to which system may be best for a given situation. At present, Bureau research has developed two successful machine-mounted face ventilation systems to meet these different needs and allow deeper cutting. The fan-powered dust scrubber is designed to control dust primarily associated with blowing face ventilation systems. The spray fan controls methane on exhaust-ventilated sections.

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

Zinc concentrates received in La Oroya zinc refinery are marmatitic in nature, contain about 11% iron and traces of other metal values, Figure 1 shows the zinc circuit. The calcine from the roasted concentrates is leached in spent zinc electrolyte. Major part of the impurities is iron which has been oxidized to its trivalent form, This is the origin of the zinc leach residue for which the ZILERET process was developed and so named. The impure liquor from the leach is sent for purification and thence to electrolysis- zinc deposits on aluminum cathodes from which: it is stripped, melted and cast into slabs Typical assays of zinc calcine and leach residue are given in Table 1. Metal values contained in the leach residue, without counting any value of iron, amount to roughly $130 per short ton.

? THE man is always greater than his work.? The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. THE PECULIAR NATURE OF MINERAL WEALTH. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while raining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. PRODUCING operations abroad during 1940 were shrouded in the fog of war. Little, if any, concrete information is available, and the data that issue from the belligerent countries are too frequently distorted for military purposes, for the volume of supply of gasoline and fuel oil has become an important strategic secret. Despite this lack of information signs indicate the spread of a slow paralysis which is gripping producing operations in foreign countries. Only in the Caribbean area are developments proceeding normally and even there the destruction of the Western European market is being seriously felt. This creeping paralysis is being brought about partly by the serious shortage of materials so necessary for drilling and other producing operations such as steel, machinery, and the like-together with a scarcity of that prime munition of war-money. Markets too have been curtailed by the operation of exchange control as all exchange is needed to support war efforts. As a result, gasoline is tightly rationed in all belligerent countries. The growing casualties in shipping are fast restricting the water-borne trade in petroleum, but have had a local stimulating effect in some areas where the risk is less or where water-borne transport can be efficiently used as for instance Trinidad and Egypt. The type of product needed for war effort, particularly the great demand for aviation gasoline, has changed the schedules of .refinery operations. As a result of all these influences the world oil picture outside the United States- has vastly changed during the year.

Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant. THE Australian States and New Zealand have for many years provided instruction in mining, metallurgy, geology, and their allied subjects through their Universities and Schools of Mines. Though such education has been provided at considerable expenditure, there is no legal recognition whatever given to the holders of degrees, diplomas, or certificates granted by the authorities controlling these educational institutions. Certain of the, Australian States and New Zealand require, however, that mine managers and other officials employed by the mining industry shall 'hold' certificates granted by their respective Mines Departments.The position at present is that each educational institution is practically a law unto itself, and therefore in many ways there is a want of uniformity amongst institutions all aiming at the same result the training of mining men. The object of this paper is, in the first place, to point out certain aspects of this want of uniformity, and thereby how disabilities accrue. Conventional static tests of fluid-loss agents do not realistically simulate conditions in a fracturing treatment. The dynamic tests reported here show that fluid-loss volume is better represented as proportional to time, rather than as the square root of time. This leads to a different equation for fracture area. The leak-off rate increases with increasing shear rate at the fracture wall, but appears to approach a limiting value. Pressure effects are minor. Spurt loss ordinarily is not affected by the flow velocity in the fracture and is inversely proportional to concentration of agent. The filter cake, once it is well established, is resistant to damage by the flow of plain fracturing liquid (without fluid-loss agent). The latter two findings indicate that a treatment employing a high-concentration spearhead followed by plain fluid can offer a more economical treatment under suitable conditions. INTRODUCTION The successful design of hydraulic fracturing treatments depends on accurate knowledge of the fluid-loss properties of the fracturing fluid. Howard and Fast,' in giving the basic equation relating fracture area to fluid and treating parameters, described three mechanisms which might control the rate of fluid leak-off from the fracture. One mechanism usually is dominant in a given well treatment. For each mechanism, the leak-off velocity is inversely proportional to the square root of time, and the proportionality constant is designated as the fracturing-fluid coefficient. For the wall-building type of fluid-loss agent, the coefficient is determined by a filtration test in a pressure cell, usually with a rock wafer or core as the filter medium. In these static tests, the cumulative volume generally is proportional to the square root of time, after an initial spurt volume. The static-fluid-loss test is not representative of the con,-&tions under which a fluid-loss agent performs in a fratturing treatment. The marked difference between the dynamic- and static-fluid-loss behavior of drilling fluids reported in the literature2,3 implies that dynamic testing is also needed with fracturing fluids. We have therefore undertaken a study of the dynamic-fluid-loss behavior of fracturing fluids. The testing apparatus has also afforded opportunity to evaluate the resistance of the filter cake to removal or damage by flowing fluid containing no fluid-loss agent, with and without sand. The results of these studies offer a means for more accurate evaluation of fluid-loss agent performance, and point the way to a "spearhead" fracturing technique which may offer more economical treatment for some wells. EXPERIMENTAL METHODS The dynamic-fluid-loss testing method is applicable to any type of wall-building fracturing fluid. The present study aimed first at finding what phenomena are involved, and therefore has been limited in the number of materials tested. All of the results specifically reported herein are for kerosene containing a commercial solid fluid-loss agent, which is commonly used at 50 lb/1,000 gal of oil. Another agent in liquid form, used usually at 20 ga1/1,000 gal oil, has shown all the same phenomena in dynamic tests, and generally the same level of fluid-loss control as the solid agent. The dynamic-fluid-loss core cell used in all tests is shown in Fig. 1. The fracture was simulated by the an-nulus between a 2.03 in. OD sandstone core and the surrounding pipe. Annulus widths of 0.234 and 0.117 in. were used, and the core was 3.5 in. long. The annular geometry provides a uniform fluid velocity and a well-defined shear rate over the entire filtering surface, and permits a large filter area (144 sq cm) in a reasonably compact cell. The leak-off fluid passed into a 0.5 in. diameter axial hole in the core. A hollow steel rod through this hole was threaded into a rounded "streamliner" upstream of the core, and into a mounting stud downstream. The streamliner and the stud had the same outside diameter as the core. In all tests except those where sand was circulated, the mounting stud had protruding rings which constricted the annulus, to minimize any tendency for channeling of the fluid to the side exit port. The ends of the core were sealed by Neoprene, steel and Teflon washers. The leak-off fluid was conducted from the hollow rod to an exit tube, through a metering valve (a fine-pitched needle valve) and a quick-opening toggle valve in series, and into graduated cylinders for volume measurement; Two separate circulating systems were used in the experimental program. The extensive initial testing was done at 50 to 150 Psi. The fluid was circulated by a variable speed Moyno pump, and the flow rate was read by a rota-meter flow meter. The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation's land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan's charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don't share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn't agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government's largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That's nearly two bits a ton for every ton of coal leased in 1981. You wouldn't stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America's wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world's security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren't we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress' mandate to provide for environmentally responsible development of America's energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

"Sepiolite is a magnesium-rich, porous, and fibrous clay mineral with broad applications. These applications take advantage of sepiolite’s high specific surface area and unique nano-sized channel structure. Over the past years, numerous materials and techniques based on the structure and property of sepiolite have been developed. This article reviewed the recent achievements in developments and applications of sepiolite in environmental protection, catalysis area, and nanocomposites. The prospectives of sepiolite applications is also discussed. INTRODUCTION Sepiolite is a magnesium-rich, porous, and fibrous clay mineral. The typical chemical formula of sepiolite is Si12Mg8O30[OH]4[OH2]4·8H2O [1]. Sepiolite has a high specific surface area and nano-sized channels because of its special structure [2]. This unusual crystal structure projected onto the [001] plane is shown in Fig.1 [3]. As it can be seen, silicon and oxygen atoms make up for the tetrahedral structure and magnesium and oxygen atoms form octahedral structure, respectively. Those tetrahedral-octahedral-tetrahedral ribbons expand boundlessly in one direction, leading to the special fibrous structure of the sepiolite. Every tetrahedral-octahedral-tetrahedral ribbon is combined to the next by an inverted Si–O–Si bond, which causes an interlaced layer with a continuous tetrahedral sheet and a discontinuous octahedral sheet. Terminal MgO at the edges of the ribbons is coordinated with two structural water molecules, which can form hydrogen bonds with zeolitic water molecules that are located in the channels running parallel to the fiber axis [3,4]. The Mg2+ ions inside the channels can be exchanged with other cations in solution. Therefore, sepiolite can be used to remove metal cations from aqueous solutions [5,6].It can be seen from Figure. 1 and Table 1 [7], the unique structure endows sepiolite with a substantial surface area and nanoscale channels. Its specific surface area reaches 320 m2/g and channel dimensions up to 3.7×10.6 Å. There are three active adsorption sites on the surface of sepiolite: one is oxygen atoms of the Si-O tetrahedron. The second is the structural water molecules paired with magnesium ions at the edges of the ribbons, which can form hydrogen bond with adsorbent. The last one is the Si-OH groups due to the breaks of the Si-O-Si bonds on the surface of Si-O tetrahedron. Thus, sepiolite has strong adsorption ability which has been widely used in environmental protection. Moreover, sepiolite has many significant features such as good mechanical and thermal stability, rheological property, porous, and easily modification, making it be a hotspot in chemical and biological researches. However, with the development of technology, broader and more advanced applications of sepiolite have been carried out in recent years. In this study, the recent achievement in sepiolite applications is summarized, the further tendency is also discussed."

"Today technical electro-refining processes for copper exclusively use sulfuric acid, for silver refining nitric acid electrolytes are used. Sulfuric acid is characterized by very good chemical and electrochemical stability, good conductivity and low cost. The disadvantages of sulfuric acid are the precipitation of fine-grained cathodes with smooth surfaces only by using additives like glue, thiourea and chloride. In case of silver the electrolyte is electrochemical unstable and bears the risk of the formation of toxic NOx when pH is too low. A second disadvantage is the form of electrodeposition of silver as dendrites with their removal from the bottom of the Möbius cells.This paper reports the results concerning the application of an alternative electrolyte in copper and silver electro-refining. At first the electrolyte was characterized by the determination of current density potential curves. Electrolysis experiments were performed in laboratory scale using technical anodes for copper and synthetic anodes for silver. During the copper tests the solubility of contaminations from the anodes and the amount and chemical composition of the anode slimes were determined. Moreover the influence of current density, electrolyte temperature and the effect of several additives on the precipitation and chemical purity of the cathodes were investigated. In all experiments cell voltage as well as anodic and cathodic polarization was measured and current efficiency and specific energy consumption were calculated. A comparison with the results with those of tests using conventional sulfuric acid electrolyte shows the advantages and disadvantages of both systems, additionally the technical application chances and limitations for the new electrolyte. This electrolyte enables the precipitation of smooth copper cathodes with low silver and sulfur concentrations even at lower temperatures without any additive. For silver refining the electrodeposition of compact silver sheets is possible, that can be stripped comparable to those in copper electro-refining."

"Artificially-layered structures, consisting of (Sr,Ba,Ca)CuO2 layers in the tetragonal, ""infinite layer"" crystal structure, have been grown by pulsed-laser deposition. Superlattice chemical modulation is observed for structures with SrCuO2 and (Sr,Ca)CuO2 layers as thin as a single unit cell (~3.4 Å). In addition, novel thin film superconductors were formed by using the constraint of epitaxy to stabilize SrCuO2/BaCuO2 superlattices in the infinite layer structure. Using this approach, two new structural families, Ba2Srn-1CUn+l O2n+2+ d) and Ba4Srn-1CUn+3O2n+6+ d, have been synthesized which superconduct at temperatures as high as 70 K. These results represent not only the synthesis of new structural families of superconductors, but also demonstrate that pulsed-laser deposition and epitaxial stabilization can be effectively used to engineer artificially-layered thin-film materials.Advances in the understanding of epitaxial thin-film growth of the cuprates have heightened interest in creating artificially layered superconductors.(1-3) The layered structure of the copper oxide superconductors opens the possibility of forming novel materials by carefully controlling the epitaxial growth of sub-units of the crystal structures. Thin-film growth methods offer unique opportunities for the atomic engineering of new high-temperature superconducting (HTSc) materials through the ability to form artificially layered crystal structures.(4,S) Moreover, the surfaces of single-crystal substrates provide an ""atomic template"" that can be used to stabilize epitaxial films in metastable crystal structures.An important development in forming new HTSc compounds by artificially-layered epitaxy has been the epitaxial growth of (Sr,Ca)CuO2 films in the so-called infinite layer structure.(6-17) This material, which can be considered the parent compound of all of the copper oxide superconductors, has a relatively simple, layered structure consisting of CUO2 planes separated by planes of alkaline earth elements.(18) Bulk synthesis of (Sr,Ca)CuO2 with the tetragonal, infinite layer structure generally requires the use of high pressure and high temperature bulk processing techniques.(19-24) However, recent experiments show that this metastable compound can be epitaxially stabilized at less than atmospheric pressure, resulting in the growth of tetragonal (Sr,Ca)CuO2 single crystal thin films of the infinite layer defect perovskite structure by pulsed-laser deposition (PLD) over a wide range of growth conditions.(6-17)"

As soon as the likelihood of American participation in the war was established, and in spite of the fact that we can produce almost as much as all other countries combined, the demand for prompt deliveries of iron and steel products from American factories began to exceed their utmost capacity, and, after fifteen months of practically full operation, has continued to do so. Therefore, it would seem worth while to review some of the aspects of the supply and demand for steel as well as the efforts that are being made to bring them into balance. It is still being debated as to whether the situation should be defined as a real shortage that will persist through the emergency period or as a temporary one than can be relieved by less drastic measures than a Government-sponsored program of expanding existing plants and building new ones.

A preservação do refratário do cadinho é fator determinante para o prolongamento da vida útil de altos-fornos. Assim, o presente estudo teve por objetivo avaliar o efeito da variação da composição química do gusa (silício, manganês e enxofre) sobre o bloco de carbono do cadinho, com foco na obtenção de informações que permitiram inferir sobre a viscosidade e a tensão superficial do gusa. Isto foi realizado por meio de análises via microscopia de aquecimento e ensaios para determinar a penetração de gusa em bloco de carbono a altas temperaturas. Os resultados indicaram a tendência de elevação do ângulo de contato entre o gusa e o bloco de carbono a partir do aumento do silício e do enxofre no gusa. Por outro lado, verificou-se que o ângulo de contato reduz com o aumento do manganês no gusa. Dessa forma, o gusa contendo maiores teores de silício e enxofre penetrou de forma menos significativa no bloco de carbono, enquanto que o gusa com altos teores de manganês penetrou de forma mais intensa no bloco de carbono. Esses resultados permitem estabelecer faixas de controle da composição química do gusa, em consonância com as necessidades de preservação dos altos-fornos e de sua estabilidade operacional.

O presente trabalho teve como principal objetivo estudar a evolução da recristalização em chapa de zinco, e para tal objetivo, chapas finas de zinco laminadas a quente foram sobrepostas e processadas pela técnica de deformação plástica severa conhecida como NECAE (Non Equal Channel Angular Extrusion). Em seguida, as amostras foram submetidas a um tratamento térmico de recozimento para recristalização com diferentes temperaturas e tempos de encharque. Para tal objetivo, foram utilizadas análises de microscopia óptica e dureza Vickers. De acordo com os resultados obtidos, observou-se que após o processamento via NECAE houve uma pequena fração recristalizada, e esta aumentou de acordo com o aumento do tempo e da temperatura de tratamento térmico.
