"The words “dynamite,” “TNT,” “explosives,” and “blasting” typically cause the general public, andjurors, apprehension and fear. Although blasting operations conducted by well-trained, skilled, andexperienced blasters rarely cause damage or injury, the public’s perception of blasting is that it isdangerous, disruptive, and results in damage to nearby properties. As a result, blasting operations have always resulted in complaints, claims, and lawsuits. However, in recent years, the public perception combined with an increase in public opposition, social media, more stringent regulations, predatory plaintiffs’ attorneys, and the application of strict liability to blasting claims has resulted in an increased threat of litigation to blasting companies and individual blasters. Consequently, many blasting companies find themselves receiving more complaints, involved in more litigation, and facing an alarming number of frivolous claims, which can result in increased insurance costs and other financial tolls. Accordingly, today’s blasting companies must be prepared for litigation and take steps to eliminate accidents and claims before the first shot is detonated on a job. The best way to accomplish this is standard operating procedures that incorporate best management practices, industry standards, and regulations in daily operations. This paper outlines some of the considerations that a blasting company should incorporate into its standard operating procedures before, during, and after the shot."

The Building Research Establishment installed a base load cell in a driven cast-in-place pile prior to it being tested under vertical load. The monitored base loads were found to be significantly less than could have been predicted by current design methods. The less than expected capacity was attributed to the drilling out procedure. An electro-level system installed in a second similarly formed pile, provided detailed information on the performance of the pile under lateral load. The information obtained was used to check several current design methods for laterally loaded piles. The findings show the potential dangers of attempting to improve design parameters from only limited performance data.

This is one of a series of paper's being published by the Bureau of Mines on placer mining; it is written as a supplement to Information Circular 6788, "Placer Mining in the Western United States, Part III", by E. D. Gardner and C. H. Johnson which was published in February 1935. Since Information Circular 6788 was written (1933), considerable advance has been made in the technique of mining placer gravels with power shovels and draglines. Although new washing plants continue to be built in accordance with untried designs the trend of new installations is toward proved equipment. A substantial number of plants are now being operated successfully (1937).

The aim of this study was to investigate the possibility of leaching zinc from the tailing (-2 mm) of Angouran flotation plant using sulphuric acid. The tails were first calcined at 800¦C for one hour. The effect of factors such as stirring rate, temperature, initial acid concentration and solid/liquid ratio, on zinc extraction were studied. The results obtained show that at the best conditions, about 91 per cent of zinc were leached using a stirring rate of 800 rpm, a reaction temperature of 50¦C, a 30 minute reaction time, a 100 g/L initial sulphuric acid concentration and solid:liquid ratio 1:6 g/ml. The P85 of the feed material was about 150 ¦m and acid consumption was 600 kg/t.

Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

The application of titanium alloys is limited to 550°C due to their poor oxidation resistance. It is known that the addition of niobium decelerates the oxidation of titanium alloys whereas elements like vanadium do not improve titanium’s oxidation resistance. The underlying mechanisms are not yet well understood. In the present study, different binary titanium-niobium and titanium-vanadium alloys as well as commercially pure titanium were investigated. Oxidation experiments were carried out at 800°C up to 288 hours followed by metallographic analyses to study the oxide layer morphology as well as the microstructure at the interface. Energy-dispersive X-ray spectroscopy mappings were used to identify possible changes in the distribution of the alloying elements. In addition, micro-focused hard X-ray experiments were performed to layer-wise analyse the phase composition in selected samples. As expected, the niobium containing alloys show a better oxidation performance compared to commercially pure titanium and the titanium-vanadium alloys. The oxide layer consisted of TiO2 and Ti2O3. Depending of the niobium content, a niobium-rich layer developed below the metal-oxide-interface minimising oxygen diffusion into the titanium matrix. Based on these results, the minimal niobium content needed for improved oxidation resistance was identified so that alloys of technical relevance can now be developed.

The Brunswick Mine Diesel Particulate Filter Study was one of several research projects initiated by the Diesel Emissions Evaluation Program (DEEP). The study was carried out at Noranda?s Brunswick Mine in Bathurst, New Brunswick by Noranda Technology Centre and Brunswick Mine personnel with the collaboration of Natural Resources Canada - Canada Centre for Minerals and Energy Technology (CANMET), National Institute of Occupational Safety and Health (NIOSH), Andreas Mayer of VERT, and diesel particulate filter (DPF) system suppliers. The study began in early 2000. Field evaluations continued for 20 months. The final report?authored by Sean McGinn?was submitted to DEEP in the Autumn of 2003.

Introduction The science of geometallurgy requires that ore characterization be performed holistically, that is, with consideration of ore quality on plant performance and product quality. Geometallurgy, by definition, requires knowledge of geology, mineralogy, extractive metallurgy and pyrometallurgy. Examples of the ore characterization challenges for the geometallurgist in the production of iron ore pellets from low-grade Proterozoic iron formation are presented here. Ore Characterization Ore characterization, the quantifying of mineralogy, grain size and the texture of ores, is an often overlooked tool in improving process efficiency. Some mineral related problems are not unique to the production of iron ore pellets; e.g. the problems caused by expanding clays in flotation. The negative impact of carbonate minerals in the ore on pellet productivity and pellet quality are unique. The long and complex geologic history of Precambrian iron formations contribute to modifications of grain size and the introduction of complex textures.

John L. Miles (Arthur D. Little, 1nc.)—Pollack and orris" have reported measurements on electron tunneling through A1-A12O3-A1 sandwiches in which the oxide was formed by gaseous oxidation in a glow discharge. From these measurements they deduced the asymmetry of the barrier and, since this is small, conclude that the mechanism suggested by Mott19 for the growth of oxide in thin A12O3 films is inapplicable. In earlier papers20 Pollack and Morris report similar work for oxide films grown thermally. In this case they find a greater asymmetry and conclude that the Mott mechanism is valid. I would like to point out that both these conclusions are quite unjustified. Mott suggests that the growth of the oxide film on aluminum results from the passage of ions through the already present film of oxide under the action of an electric field. This field results from a constant voltage which is in effect a contact potential between metal on one side of the barrier and adsorbed oxygen ions on the other side of the barrier. The theory does not require that the oxide grown is nonuniform either in stoichiometry or structure. It does however specifically assume that the partial layer of ionized oxygen on the surface remains adsorbed on the surface of the growing oxide. In other words, the so-called "built-in field" remains in the oxide only as long as the ionized oxygen is present. When a counter electrode of aluminum is deposited on the oxide, it will react with the adsorbed oxygen on the surface of the oxide, thus forming a small additional amount of oxide. It is clear, then, that there is no requirement in the Mott theory of oxide growth which would necessitate tunneling currents through an Al-A1203-A1 sample to be different when the polarity is reversed. Neither does the theory eliminate the possibility that some additional mechanism could cause the tunneling barrier to be asymmetric and hence tunneling currents to be a function of polarity in such a sandwich. Thus these tunneling-currents measurements are not germane to the question of whether the Mott mechanism is the true method of growth of aluminum oxide films. In fact, it is not surprising that there should be a difference between the oxide properties at the two interfaces (with resulting asymmetry in the tunneling barrier) since the growth conditions and growth rates must have been quite different at these two positions. S. R. Pollack and C. E. Morris (authors' reply)— The point raised by Miles above is one has caused some confusion in the past. The following is an attempt to clarify this point. The built-in field which is responsible for the growth of the thermal oxide at low temperatures arises, according to Mott, because of the passage of electrons from the Fermi surface of the oxidizing metal to surface states introduced by the adsorbed oxygen. It is assumed that the energy of these surface states lies below the Fermi energy of the metal. Electrons therefore continue to flow from the metal to the surface until the built-in electric field raises the potential energy of the surface states to the value of the Fermi energy in the metal, at which time equilibrium is obtained between the surface states and the metal. That is in equilibrium as many excess electrons pass from the metal to the surface per unit time as vice versa. The surface of the oxide prior to deposition of a metallic counterelectrode can then be pictured as follows. The Fermi energy lies in the energy gap of the oxide and is essentially pinned at the energy of the oxygen surface states. The vacuum work function of the oxide is then given by the sum of the electron affinity of the oxide (i.e., the difference in energy between the vacuum and the conduction-band minimum) plus the energy difference between the conduction-band minimum and the Fermi energy. The deposition of a metal onto the surface of the oxide can result in a transfer of electrons across the extremely thin oxide only if there is a contact potential difference between the deposited metal and the parent metal or oxide. That is if the vacuum work function of the deposited metal differs from that of the parent metal, then charge can be redistributed across the oxide in order to equilibriate the Fermi energy across the structure. "A heptapeptide library displayed on M13 bacteriophages (phages) was screened to identify peptide sequences able to selectively bind to gold, chalcopyrite, sphalerite, pyrite, and silica ores, and to evaluate phage potential as bioflotation reagents. Many peptide sequences were isolated through biopanning and differed from known sequences. Adsorption isotherms were determined and a receptor/ligand interaction model was identified and used to compare affinity of peptide sequences toward ores. Some phage sequences have slightly lower affinity to sphalerite than other sulphides. Adsorption was higher on sulphides than on silica. Induction time measurements suggested filamentous M13 phages lower hydrophobicity of the ore surface.RÉSUMÉ Une librairie d’heptapeptides présentés sur des bactériophages M13 (phages) a été criblée afin d’identifier les séquences peptidiques affinitaires à des minerais d’or, de chalcopyrite, de sphalérite, de pyrite et de silice et d’évaluer le potentiel de ces phages en tant que de bio-réactifs de flottation. De nombreuses séquences peptidiques ont été isolées par bio-criblage et différenciées d’autres séquences connues. Three phases of Bi2O3 were first synthesized by extraction-stripping precipitation and post decomposition from BiCl3 leaching solution. The as-prepared Bi2O3 were characterized by X-ray powder diffraction (XRD), Fourier transform infrared spectra (FT-IR), scanning and transmission electron microscopy (SEM, TEM), UV-vis diffuse reflectance spectroscopy (UV-vis DRS), Brunauer-Emmett-Teller (BET) and X-ray photoelectron spectroscopy (XPS). The photocatalytic performances of the oxides were investigated by decomposing rhodamine B (RB) under visible irradiation. It shows that the Bi2O3 with different crystal structures and morphology were obtained under different decomposition temperature. The band gaps of as-prepared samples were 2.36, 2.41, and 2.78 eV for b-Bi2O3, a-Bi2O3, and d-Bi2O3, respectively, and the photocatalytic activities followed the order: b-Bi2O3 > a-Bi2O3 > d-Bi2O3, which was in good accordance with the photoluminescence spectra measurement results. The b-Bi2O3 exhibited the best photocatalytic performance which can effectively degrade 99.23% RB within 240 min.

It is hypothesized that the Hotelling Valuation Principle (HVP) can determine the value of developed gold reserves using simple methods and easily obtained data. This paper reports the results of an empirical test of this hypothesis. Using publicly available data from North American gold companies, we obtained data for V, R, p, and c and ran a simple linear regression using equation (1.1) as the definition of the dependent and explanatory variables. By examining the value of the coefficients of the resulting regression equation, we can draw conclusion as to whether or not the HVP can be confident1y used as an estimator of the value of developed gold reserves.

SOME 20 years ago, upon finishing second year at the University of Manitoba, I was faced with the choice of whether I wanted to be a geologist or a chemist. Accordingly, I sought out Professor Brownell, Head of the Department of Geology, to ask him what a geologist did. His reply contained the statement that following graduation one went out into the field in northern Canada for 5 to 15 years to reduce to practice what had been learned at university. To a young man, very socially conscious, even one year, let alone 5 to 10, in a small mining community sounded like being banished to a monastery in the Himalayas and thus I turned to chemistry. Moving to the present, last month I asked a geologist, and then a mining engineer, what does the fresh graduate in their field do these days? The reply was: usually serve an apprenticeship for an indeterminate period either underground or in the field learning the job.

Sustainable closure of coal mines in Australia to a safe, stable, non-polluting condition remains one of the industry’s biggest environmental and social challenges. A significant proportion of mines in the Bowen Basin of Queensland have dispersive spoil. Based on an estimated area of 20,000ha and a rehabilitation cost of AUD$100,000 to AUD$150,000/ha, the instantaneous rehabilitation liability for the Bowen Basin alone is estimated at AUD$2 to $3 billion.Dispersive spoils present problems in post-mining rehabilitated landforms due to increased potential for surface and tunnel erosion, compromising the ability to achieve fundamental mine closure objectives of a safe, stable, non-polluting and self-sustaining post-mining landform (Minserve, 2004). Dispersion results in clay particles being mobilised and transported in water, even at low flow velocities (So et al., 1998; Minserve, 2004), and blocking of soil pores, resulting in surface sealing, crusting and reduced permeability (DNR, 1997; Vacher et al., 2004) which, in turn, further increases runoff (Dang et al., 2018).CITATION:Dale, G, Reardon-Smith, K, Thomas, E, Bennett, J, McCallum, L and Raine, S, 2018. THE John Fritz Gold Medal for 1929 was presented to Herbert Hoover at the Executive Mansion on April 25, at a luncheon given by Mr. Hoover to present and past members of the Board of Award, preceding medalists, and presidents and secretaries of the American societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers. The presentation party of forty engineers which gathered at the White House, from all parts of the United States, was made up of past presidents of the four senior national engineering societies that established the John Fritz Medal and included five men who had received the medal in previous years. These former medalists were Edward Dean Adams, J. J. Carty, J. Waldo Smith, Elmer A. Sperry and Ambrose Swasey. This medal is the highest honor bestowed by these four national engineering societies, having a membership of 60,000. It is awarded not oftener than annually for "notable scientific or industrial achievement, without restriction on account of nationality or sex." In accordance with custom, the award to Mr. Hoover was made tentatively and without announcement in October, 1927, and was formally con- firmed and announced one year later.

AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. Rare earth elements (REEs) are considered critical minerals for the industrial and defense sectors. In 2018, the U.S. Department of the Interior presented the final list of critical minerals that are vital to the U.S. economy and defense [1], which included REEs among other mineral commodities. REEs are not rare, despite their name, but economically viable deposits of REEs can be found only in certain geographical areas, and the political and social conditions characterizing these areas may not always be in favor of mining operations. Mining operations may be placed in great operational and financial risk if operations are planned in such areas. Erroneous decisions by decision makers may lead to a chain of events that can completely shut down a mining project.

Consumer preference for ever-higher laptop performance coupled with laptops’ declining lifespans make them a significant contributor to electronic waste. An in-depth evaluation of elemental composition and distribution is important for determining metal recovery potential and sustainable recovery processes. In this work, the characterization of individual components of laptops is studied for the systematic identification of important elements and for streamlined and structured recycling, to reduce processing steps and improve economics. A process flowsheet highlighting various recycling routes by targeting metals and various components is also proposed.
