Anticipating the increasing importance of establishing working conditions on a scientific basis, the Department of Labor created the Working Conditions Service. This service is distinct from that performed by the Mediation and Conciliation branch, which deals with working conditions and industrial relations as controversial issues between employers and employees. The work of the Service is conducted through three coordinated divisions; Division of Industrial Hygiene and Medicine, Division of Labor Administration, and Division of Safety Engineering. The Division of Industrial Hygiene and Medicine will develop standards of sanitation and medical practice in industries. The personnel of this Division is detailed from the United States Public Health Service. The Division of Labor Administration will advise employers as to employment systems and labor management policies, and assist in putting into operation standard policies.

Employing manganese carbonate ore and zinc oxide dust as material, Mn-Zn compound oxide powder for soft magnetic ferrite was prepared by a serial methods, as follows: leaching by using sulfuric acid, removing aluminium and silicon by neutralization and flocculation method, using ammonium bicarbonate to co-precipitating Mn and Zn, calcinations and washing to removing impurity content. The optimal technical condition was obtained by experiments. The difficulty of removing impurity such as Si, Al, Ca, Mg, from leaching solution was solved. The impurity content in the production meets with the preparation standard of high quality soft magnetic ferrite. The compound oxide powder obtained in the experiment was made into lower power loss magnetic ferrite, the quality of magnetic ferrite meet the standard of PC40 which was established by TDK corporation.

A simple gravimetric procedure was developed for the rapid determination of carbon dioxide in coal mine roadway dust samples and the result is used for the subsequent calculation of incombustible matter contentaccording to the requirements of the Queensland Coal Mining Act. The carbon dioxide is determined through loss of mass by a semi-enclosed apparatus, following room-temper.ature hydrochloric acid attack on the sample.With a sample containing 36 per cent carbon dioxide, the achieved standard deviation (ls) of 0·3 per cent CO. is adequate for coal mine roadway dust analysis.This simple procedure enables relatively unskilled labour in mine laboratories, to analyze coal mine roadway dust samples in accordance with the Act. Some 50 analyses can be achieved per day compared with 8 by the Australian Standard Method for coal.

"At Bulga Coal, the objectives of drilling and blasting are to maximise safety and to minimise the totalcost of mining. A recent audit of two overburden blasts established that the standard of drilling and blasting is excellent. No apparent hazards were identified. Laser profiling showed that highwall free faces are reasonably planar with some exceptions, thereby promoting uniform burden distances along front-row charges. However, in three isolated areas along one face, small burden distances existed. The mean and the standard deviation of errors in the collar positions of front-row blastholes was found to be 0.3 + 0.03 m. A borehole video camera was used to show that blastholes did not feature open bedding plane partings, cavities or damage produced by the blast in front of them."

This paper describes the design and performance of an apparatus for making continuous nondestructive resistance measurements throughout a spool of fine wire. Highly reproducible results on clean and graphite coated tungsten and rnolybdenum wires from 1 to 9.5 mil are presented. A linear relation between resistance and wire weight (per standard length) was obtained on clean wires, but only on those coated wires with very uniform coatings. Results indicating a correlation between tensile strength, hardness, and resistivity are reported. Comparatively recent Tasmanian legisla tion established a series of rigid control standards for environmental protection just as ma spectacular expansion of the mining industry was nearing completion. Upgrading existing protection to obtain the necessary licence to operate under these new regulations required further major works and involved a considerable outlay of non- productive capital at a time when escalating costs and falling metal prices were straining economic efficiencies to the limit. Late in 1974 a major environmental protection scheme was commissioned by the Electrolytic Zinc Company of Australasia Limited at Rosebery on the West Coast of Tasmania. This 4 million dollar project was specifically developed by the Company ahead of and to meet the new standards for control of total effluents discharged from its zinc-lead -copper-pyrites mine and concentrator.

The Diavik Diamond Mine is producing diamonds from two orebodies, the A154 South and A154 North kimberlite pipes, discovered beneath the waters of Lac de Gras. Innovative dike technology with appropriate water collection and treatment systems allowed Diavik to start open pit mining of the ore bodies in 2002. To allow planning, engineering, and implementation of sufficient water handling infrastructure, reasonably accurate estimates of groundwater inflow quality and quantity over the life of mine are required. Prior to mining, a numerical model using the continuum approach was developed for regional and site wide water management. After approximately two years of mining, groundwater inflows to the pit were found to exceed those predicted by the base case hydrogeologic model. The most likely explanation was flow through Dewey?s Fault zone. As this fault was not explicitly accounted for in the model, a detailed hydrogeologic investigation was conducted to evaluate its geometry and hydraulic properties. A multi-disciplined approach was used and involved core logging, fluid logging, geophysical logging, packer testing, a pumping test, and water quality sample collection. The results of the field investigation were used to update the conceptual and numerical models and to develop a Discrete Fracture Network (DFN) model to address small scale problems such as flow into future underground drifts. The updated numerical hydrogeologic models predict that up to 70 per cent of the groundwater inflow to the A154 N/S open pit is through the relatively narrow fractured rock zone associated with Dewey?s Fault. Consistent with the continuum model, the DFN model predicts that inflow to a drift excavated in Dewey?s Fault will be approximately 10 times the inflow to a drift excavated in competent rock. The DFN model provides a better understanding of the distribution of these inflows on a local scale over the length of the drift.

Research methods to develop an economic model for the determination of regional mineral advantage are discussed. An industrial complex conceptual framework is used to study potential mineral resource outputs of Kansas. A procedure for making a comparative cost analysis of potential outputs for a Kansas-based industrial complex is outlined and illustrated. Methods for estimating aggregate demand and for developing an input-output matrix for a hypothetical limestone complex are explained. The input-output matrix is expressed in physical units. A computer algorithm for converting physical production data and input cost data into total cost per unit of output information is briefly explained and flowcharted. Limitations and usefulness of this procedure in determining regional advantages are surveyed.

This appendix documents the mathematical approach to deriving the components of change presented in this report. The formulation closely follows that contained in Chapter IV of the documentation for the BEA 1977 Input-Output Tables.' The basic elements for the calculations include the "use" matrix (U), the "make" matrix (M), and any of the ten columns of final demand (generically represented by the symbol y). The use matrix contains information about changes in the technological processes of production, while the make matrix describes the nature of secondary product production in each industry. We adhere to BEA conventions in maintaining careful distinctions between commodity output (c) and industry output (x). The industry-by-industry 1-0 tables supplied by NYU for use in this analysis are square matrices, with the number of commodities and the number of industries both equal to 85. The BLS table for 1982 (commodity by industry) was aggregated and adjusted to be consistent with the earlier tables. The three basic steps for estimating components of change proceed as follows for each column of final demand. 1) Calculate the actual change in output of each commodity for each of the four time periods: 1963-72, 1972-77, 1977-82, and 1963-82.

Detailed knowledge of velocity-depth trends is essential for constructing well-to seismic ties, determining background velocity and generating synthetic seismic traces for interpreting seismic amplitudes in terms of porosity, lithology and pore fluid type. The acoustic properties of shales are of particular importance in the exploration setting as shales constitute more than 80% of sediments and rocks in siliclastic environments. Seismic and sonic log data may be used for estimating overpressure in shales in order to maintain borehole stability during drilling. In addition, velocities in shales can be used for predicting its mechanical properties and hence, borehole collapse. Despite of the apparent importance of understanding shale acoustics, sonic logs in shales are frequently unavailable or unreliable especially for older wells. Hence, it is essential to compute pseudo-velocity logs from other available information. This can be accomplished by using empirical relationships or rock physics transforms. In this study we have compared the predictive power of resistivity (Faust 1951, Hubert 2008) and porosity based models (Wyllie 1956, Holt & Fjær 2003) for computing synthetic P-wave velocity logs using wireline log data from mudstone intervals at three North Sea wells. The wells 6507/2-1, 6507/2-2 and 6507/2-1 are located at the Haltenbanken area at the Norwegian Sea. The wells targeted hydrocarbon potential at the upper Cretaceous and lower Tertiary sandstone sequences. The sandstone beds are overlain by thick Tertiary and Cretaceous sequences of mudstones. Since our primary goal is to model acoustic velocities in shale, we used wireline data from the Nordland (NL), Rogaland (RL) and Hordaland (HL) groups that are mainly composed of mudstone. The mudstone beds were identified from the well log data by using natural gamma log, sonic and resistivity data as well as information from the Norwegian Petroleum Directorate website. The volume of shale was estimated from the natural gamma log and the data points with values higher than 0.65 were discarded. Similarly, the data points with shale volume less than 40 % were discarded. Furthermore, exceptionally high resistivity values amounting to more than 6 Ohm m were not included in the analysis. Porosities were determined from the density log assuming 2.7 and 1.05 g/cm3 for matrix and fluid densities, respectively. The depth that was used for calculating Vp from Faust (1953) was the depth below mudline in order to the compare of well data from wells that have been drilled at different depths (Hubert 2008).

Manganese imparts numerous beneficial mechanical properties. Hence it finds extensive application in iron, steel and non-ferrous sector. Prevalently, it is incorporated in the form of master alloys i.e. 'ferromanganese'. In India, ferromanganese is mainly the inexpensive and paramount source of availability of manganese. Various conventional and non-conventional techniques of ferromanganese production have been adopted in past and present. However, these techniques have demerits viz. high refractory, energy consumption, losses of valuables in slag and fumes. Also geographical co-ordinates of the plant restricted the manufacturer to prefer an appropriate process. Accordingly, the industrially implemented methods had reliance on availability of infrastructure, energy, mineral resources, grade of raw material, outlay of labor, environmental compatibility of technique etc. In view of the liberalized economy and the gap scenario in the supply and demand of ferromanganese, the authors felt it indispensable to explicitly bridge up this vacuum by initially designing a simple energy conserving, eco-friendly, low capital investment technique for decarburization of ferromanganese. Measurement of the data involved studying the impact of rate governing parameters on the process kinetics. INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

Salient information on reserves, production, and consumption of fuels and energy by State is summarized in this Bureau of Mines publication. Reserve and production data are shown for each of the fossil fuels (coal, crude oil, natural gas liquids, and natural gas) and for uranium. The consumption data of each of the major consuming sectors (household-commercial, industrial, transportation, electric power, and miscellaneous) are broken down by energy source (coal, petroleum, natural gas, hydropower, and nuclear). In addition, total energy consumption in the Nation in 1973 is compared with consumption in 1972 and 1974 (preliminary data).

The movement for Federal endowment of engineering and industrial research was revived early in the present Congress by the introduction of two bills into the Senate. The first bill, introduced by Senator Smith of Georgia, provides for the establishment of an engineering experiment station in each state under the direction of and in connection with some university, engineering school, or land-grant college. The state legislature of each state is authorized to designate the institution best equipped to conduct the work but wherever the land-grant college has facilities approximately equal to those of the other institutions of the state, it shall be designated. All designations of institutions are made subject to the approval of the Secretary of Commerce. The Secretary of Commerce is authorized to secure practical uniformity of methods, and efficiency and economical expenditure of funds by indicating such lines of work as shall seem to him important from a military; naval, industrial or national standpoint, but the responsibility for the initiation and conduct of research shall rest with the individual engineering experiment stations. Uniform standards of research are further provided for by making each experiment station a depository of the Department of Commerce and the Bureau of Standards, and the work of each station shall conform to the standards established by the U. S. Government through said bureau, which may whenever practicable utilize the facilities of the station for the prosecution of research.

A way must be found to retreat without anarchy at home as well as abroad. Everything is relative and all things change, and change is the essence of civilization. It is now clear that man has not kept pace with changes of all kinds, some of them overnight, during the past 50 years. Conventionality has led to stagnation; man now seeks learning of all kinds at an accelerated pace, but men should not be educated beyond their native intelligence for they must be able to apply their education. The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration's Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration's request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. Laboratory tests have indicated that, with modification, the sensor can meet the humidity and vibration requirements for underground coal mine use. Currently, the bureau is developing
