IN THE early evening of October 15, 1954, a large specially designed truck, convoyed by a second smaller one, arrived at Silver Bell, Arizona, completing a ten-hour 110-mile journey from Phoenix. The big truck was driven through gaps left in a previously prepared concrete foundation, the load was jacked up, the large girders that constituted the bed of the truck were pulled away, and the load was then lowered into place on the foundation. A crew of two men, the two truck drivers, finished the job in a little more than an hour. When they were through, a complete and attractive three-bedroom house, prefabricated in Phoenix, was almost ready for occupancy. About all that remained to do was to connect the utilities-water, electricity, plumbing, and gas. The kitchen and bathroom equipment and appointments were superior in every respect, and there was a built-in car port for the automobile of the prospective residents. This family domicile was one of more than one hundred, each averaging about $8,000 in cost, that the American Smelting and Refining Company has provided for its employees engaged in mining and milling 7,500 tons per day of low-grade Porphyry copper ore. Aside from the fact that it is more economical-partly because of the variety of union craftsmen needed to build and equip a house-to do the work in a city 110 miles away, the significant point is the high quality of housing that is provided for what may be called in nostalgic vein the "mining camp" of 1955. For a period of several years, and in a large number of oases, the Metallurgical Laboratories of the New Mexico School of Mines were employed in umpire work. During this time many important local problems mere solved. Against the results of careful chemical analyses of ores, assay-returns mere often checked. In many cases the assay-methods of mine and custom-smelter were compared, and both often found faulty for the ore concerned. A wide range of ores was covered. Many of the chemical analyses and assays were made by Dr. F. C. Lincoln, Professor of Metallurgy, now of the Montana State School of Mines. A varied series of instructive assays was prepared by Prof. R. B. Brinsmade, now of the West Virginia State University. Single assays and given series of tests were undertaken by H. T. Goodjohn, now chief chemist to the Cia. Metalurgica de Torreon, Coahuila, Mexico; by H. J. Hub-bard, now superintendent of the Butters Divisadero Mines, Jocoro, San Salvador, C. A.; by E. D. Morton, now superintendent of the Arizona & Nevada Copper Mining Co., at Lunning, Nev.; and by A. W. Edelen, now superintendent of the Angangueo Unit of the American Smelting & Refining Co., in Michoacan, Mexico. A critical comparison of assay-methods that were found to be followed in the case of certain gouge-ores mined in the Mimbres range in New Mexico, and about which there had been much controversy, was made by D. F. Riddell, then Acting Professor of Assaying, and now superintendent of the Providentia Mines Co. of Parral, in Chihuahua, Mexico. To him is due the credit of much that is contained in the following notes, which he has generously permitted to be used in advance of the publication of the complete results.

(San Francisco Meeting, September, 1915) MOST of. the recent discussion of the mineral land law published in the Transactions is in the abstract-an exception being Mr. Goodale's paper, The Apex Law in the Drumlummon Controversy,1 which illustrates in concrete instances many of the practical disadvantages of what Dr. Raymond has. called "The Law of the Apex." The present paper, it is hoped, may serve a similar purpose, emphasizing the necessity for a change in our mining laws, and bringing home to mining engineers some of the defects and dangers of our present code. There are many storm centers of "apex litigation" in the Rocky Mountains; and not the least of them is the Wardner camp, where such litigation has been almost continuous since 1892, and the end is not yet. In their decisions, the courts have accepted the claims of the litigants that the " Wardner vein" is a broad zone varying from 250 to 500 ft. in width at the surface. This is the simplest theory which could have been advanced, and probably decreased, rather than augmented, the number of contests; in fact, every one of the claim owners seemed to feel that the greatest advantage would accrue to him if this theory were adhered to. The dominant structural feature of the Wardner vein is a persistent fault, striking N. 40° W., clipping about 40° to the southwest and called the "Wardner foot wall." Fig. 1 is a composite of two adjacent cross-sections of the vein and is a fair representation of the relative size and shape of the orebodies and their relation to the "Wardner foot wall." The country rock is a comparatively thin-bedded sericitic quartzite which has an average strike of N. 80° W. and clips at high angles to the north and south.

(San Francisco Meeting, September, 1915) THE theory of elasticity, the science of the strength of materials, and all our calculations regarding engineering structures are based on Hooke's law, that in loaded bodies the deformations are, proportional to the load producing them. Without this law it would be impossible to design intelligently engineering structures such as bridges, frames, axles, etc. This being the case, the proportional limit,1 that is, the point at which deformation ceases to be proportional to load, is the most important factor in engineering design. Further, the working fiber stress should be fixed in reference to the proportional limit instead of, as is usual, in reference to the ultimate strength. The incorrect use of the ultimate strength instead of the proportional limit in setting the working fiber stress is probably clue to two reasons: (1) it is a more delicate operation to measure the proportional limit; (2) it is usually -assumed, though incorrectly, that the proportional limit is determined by the ultimate -strength. In Germany the point at which permanent set first appears is often taken instead of the proportional limit. The two points will coincide if Gerstner's law, that elastic deformations are proportional to the loads producing them both before and after permanent set, is true; and the limit of proportionality and the elastic limit or point of permanent set will both 'be represented on a stress-strain diagram, by the point at which the line ceases to be a straight line and becomes curved-or changes its inclination. It is to be further noted that the difference in definition between proportional limit and elastic limit introduces a difference in methods of determination in the testing laboratory. INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

There are new applications growing at a very strong pace (such as battery alloy), applications that are now penetrating their target markets with significantly increased growth rates (such as bonded NdFeB), and some applications that became more complex requiring much more sophisticated products (such as catalysis). Rare Earth producers have to spend significant ressources in order to monitor the market trends in order to predict the demand and then adjust their raw material mix. Even though there is a greater diversity of raw material available, there is still some Rare Earth elements that are in excess, while other are just in balance. As a consequence rare earth producers invest heavily in R&D in order to develop new applications for these excess elements.

BENJAMIN L. MILLER, So. Bethlehem, Pa.-In discussing the question personally with Mr. Matteson I have found that he simply proposed this as a suggestion and he recognizes, as well as a great many other oil geologists and oil operators, that to put into practice such a suggestion would mean the overcoming of many difficulties. Yet perhaps it may be possible to overcome the various objections that may be offered. Undoubtedly one of the most serious objections is that of incomplete and inaccurate well records. Faulty records are worse than no records at all. Perhaps, however, definite instructions and insistence on their observation may remedy this defect after a time. THE CHAIRMAN (M. L. REQUA, San Francisco, Cal.).-This subject is a. very important one, but just how far the National Government can go in .taking action is a question: It involves, of course, the question of State rights. California, I .think, has done very well up to date and probably will do better in the future. The law that was passed at the session of the Legislature 2 years ago is working as satisfactorily as anything of that kind can work with so little experience to guide the framers of the statute. We recognize in California the vital necessity of conserving the oil of the State. We have come to the conclusion that there is not as much oil ,in California as we thought there was. In the month of December the State drew on its oil stocks to- the extent of 1,800,000 bbl. and I think that the January statistics will show probably as much more. There is more or less of a.: panic at the present time among the large marketing concerns regarding the question as to where they are going to get their oil for future requirements

Curlisle: We're sitting in Don McLaughlin's office overlooking Sun Francisco Bay, and he's going to be good enough to talk about early days in California, maybe about his college years in Berkeley, maybe about his first jobs in mining. Now, Don, would you be good enough to start it off by saying something about George Hearst. I know he died before you were born, but you know a lot about the family, and you no doubt know a lot about him. Certainly, nobody in those days matched his record in getting hold of good mines. McLaughlin: George Hearst died, actually, in the very year that I was born, but as I more or less grew up in the home of Mrs. Phoebe Hearst, who was his widow, I heard a great deal about the mines and the people that made the great fortune she inherited and used so wisely. But I don't think I really had an appreciation of George Hearst until 1 became active in the mining world and realized how many major mines he had picked in the early days and how much he had to do with their development into successful properties. He started in the California gold fields, but it was on the Comstock that he made his first big stake out of his substantial share in the Ophir mine. I believe at that time he was on his own. Then, later, he became associated with Ben Ali Haggin and Lloyd Tevis in San Francisco, and scoured the West for them. They made a little money in Eureka, Nevada, and other places, but the first important property that he obtained for them was the famous Ontario Mine in Park City, which became one of the great silver lead producers of the Continent. Then later he acquired the Homestake.

Large diameter steel tubular piles installed vertically or on a slight rake, offer many advantages as the foundations of major overwater bridge in regions of high seismicity. By proper selection of diameter and wall thickness, an optimum balance between stiffness and strength can be achieved. Under strong seismic motion, the piles will deflect and bend so as to reduce the acceleration forces transmitted to the superstructure, while still limiting drift. A major advantage of this concept is that the mass of the footing block is significantly reduced from that of the conventional pier. The design of the footing block requires great care in order to transfer the high shears and moments. Where the soils consist of significant depths of sediments, the kinematic interaction of soils, piles and structures must be considered. Moments will be a maximum just under the footing block. Filling the top portion of the pile with concrete will prevent local buckling and assure ductile behavior even under overload. Typically the piles will be long, with most or all of their support furnished by friction and will require the use of very large pile hammers to achieve the required capacities. Where the piles are founded on rock or in hardpan, sockets will be drilled and filled with reinforced concrete. For these piles, high moments can occur both at the head and just below the rock surface, so the concrete infill should extend the full length. This paper describes the use of tubular piles driven through the deep silty sands of the Jamuna River, Bangladesh, and also where socketed into the near-surface rock for the mail pylon pier of the new San Francisco-Oakland East Bay Bridge in California.

The United States Bureau of Reclamation is constructing the $200 million Navajo Indian Irrigation Project to irrigate 110,000 acres of land on the Navajo Indian Reservation in northwestern New Mexico. Water from the San Juan River is impounded by Navajo Dam and will be conducted for 26 miles along a series of tunnels and canals to the area to be irrigated. Tunnel No. 3 is the third in a series of six tunnels along the route. Bids for construction of Tunnel No. 3 were received by the Bureau of Reclamation in September, 1970. Fluor Utah was low bidder at $8.7 million. Ten of the 12 bids were based on excavation by tunnel boring machine. The consulting firm of A. A. Mathews, Inc., was retained by the contractor to advise on geologic and rock mechanics conditions after support problems developed in the tunnel. Tunnel No. 3 is 15,264 feet long, has an 18 foot lined diameter, rises approximately one-half inch per 100 feet in the direction being excavated, and is 6,000 feet above sea level. There is one short curve in the alignment. Minimum concrete thickness is 12 inches with eight inches from 'A' to 'B' line making a pay diameter of 21 feet, 4 inches. The tunnel is supported with rock bolts and steel pans. Mole excavation began on May 13, 1971 from a blasted starting chamber. After 46 feet were excavated the mole was shut down and the trailing muck handling equipment was pulled into place. After advancing 1,700 feet in 34 days, unanticipated ground water conditions and ground support problems were encountered slowing moling so that the next 1,000 feet of advance consumed 97 days until December

The small agricultural village of Santa Barbara, in the State of Guanajuato, has been the center of spasmodic tin-mining operations during recent years. The deposits, so far as I know, are unique, and a few brief notes may be of interest. Santa Barbara, about 12 miles west of San Felipe station on the Mexican National Railway, and at an elevation of 2,400 m. above sea-level, is situated in a flat valley extending east and west, and bounded north and south by broken rugged hills rising about 330 m. above the general level of the valley. Tin-mining operations have been conducted at the Queensland mine, near this village. A small concentrating-mill was erected and attempts were made to smelt the ore in reverbera-tory furnaces. The country-rock of the district for many miles is rhyolite of great thickness. There are some local variations due to differences in cooling, or subsequent alteration or impregnation; but throughout the whole district the principal constituents of the rocks remain the same, viz., free silica, orthoclase-feldspar and sanidine. The latter is especially marked. The crevices and joints of the rock are frequently filled with calcedonic and opalescent quartz. The ore-formation at the Queensland mine is of an unusual nature, consisting of cracks in the rhyolite which have been filled with clay. This phenomenon is largely developed over a width of from 80 to 100 m., in which the principal fissuring follows an approximate direction of north and south. The average dip ranges between 70 and 80 degrees. Some of the fissures hold sufficiently true for a time to afford the impression that they are due to dynamic causes, or earth-movement. The purpose of this paper is to record the results obtained in the use of the Russell process at Aspen, Colo., covering a period of fourteen months, from November, 1891, to December, 1892, during which time over 30,000 tons of ore, purchased outright, on sample and assay, were treated. No explanation of results will be attempted, nor will the chemistry of the process be discussed. The plant was designed by C. A. Stetefeldt, of San Francisco, and built by the owners by day-labor. The entire plant is run by water-power, supplied by a flume 3600 feet long, and a pipe-line 2200 feet long, with a head of 170 feet. A Pelton water-wheel, 8 feet in diameter, is used, from which power is transmitted by wire-rope to the main counter-shaft in the mill, a distance of about 250 feet. From the mill to the samplingworks, about 150 feet, power is also transmitted by a wirerope. A Pelton water-wheel, 3 feet in diameter, supplies power to the dynamo for lighting the plant. The works are located adjoining the Santa Fe railroad tracks, and all ore and supplies are unloaded directly from the cars to the works. The sampling-works are provided with crushers and rolls, the latter being used only on samples, and not on the entire ore. The Cornish hand-quartering method is used in sampling ore for purchase. After crushing and sampling, the ore goes to the bedding-floor, where it is made up into mixtures suitable for the mill. The drying-plant consists of four Stetefeldt double shelfdryers, six shelves high, and is provided with dust-chambers and a stack 65 feet high for draft. These dryers are fired with gas

The two mining districts of Pachuca and Real del Monte, well known for their antiquity and the extraordinary richness of their veins, are situated, 3 miles apart, only 62 miles north of the City of Mexico—the first being on the western, and the second on the eastern slope of the Pachuca range of mountains which bounds the great valley of Mexico. Close to the celebrated mining region of Pachuca is located the city of the same name, capital of the State of Hidalgo, at 2460 meters above sea-level and 20° 07' 35" North latitude, with 35,000 inhabitants, the majority of whom work in the mines; the remainder being Government employees, merchants, and a small number engaged in less important industries. The city extends along both sides of the canada which carries the waters of the river called "Avenidas de Pachuca," the banks of which are united by four bridges at regular intervals. The attention of the traveler approaching the city is first attracted by the appearance of the mountains, barren of vegetation, bounding the city with rocky cliffs and steep declivities, the grades of which serve as foundations to the irregular and varied groups of houses. Above these are the dumps, and, close by them, the mouths of the shafts, covered with conical tile roofs. The smoke of the chimneys, the noise of the mills and the appearance of some of the constructions reveal at first glance the industrial character of the place. At the left of the entrance to the canada, the mountain of San Cristobal, celebrated for the famous vein of Xacal, one of the richest and earliest exploited in the district, rises 450 meters above the city.

The Wild Dog gold-silver-copper deposit represents a new ore-deposit type in Papua New Guinea. The telluride vein mineralisation is associated with a Tertiary caldera and has similarities with that from the Baguio district, Philippines, Vatakoula, Fiji, and the San Juan Mountains, southwestern Colorado. The deposit, discovered in July 1983, has negligible stream silt and concentrate anomaly, and a float-train limited to within 300m of the prospect. The comparatively recent exposure of the vein system may explain the limited stream expression of the deposit. At least three major veins occur in the deposit; the vein system strikes north- northeasterly, dips 78¦W, and has a maximum strike length of 1350m. Veins are enveloped by a wallrock dominated by an assemblage of quartz-illite-pyrite. Four types of silicification related to multiple vein filling events have been defined on the basis of field relationships, drill-core intersections, petrology and fluid inclusion study. To December 1986 a total of 22 diamond drill holes (2304m) and 40 reverse circulation drill holes (1833m) have been completed on the deposit, defining a 750m zone of interest. The upper 30m of the deposit is oxidised. Much of the high-grade mineralisation in both the sulphide and oxide portions of the deposit is restricted to ore- shoots which strike parallel to the overall vein structure and are vertical to steeply westward dipping. They are defined geochemically by the lg/t Au cutoff and geologically by the relative increase in the vein density of auriferous grey-black sulphidic silica, the final vein filling event. Metallurgical studies and the results of close-spaced drilling have demonstrated the very good repeatibility on duplicate assays, and the extremes of grade variability of mineralisation over very short distances. The good assay agreement on duplicate samples .s indicative of fine, dispersed gold.

(San Francisco Meeting, September, 1915) OWING to a unique labor situation and other unusual circumstances, the mining methods of the Rand are hardly comparable with practice elsewhere. They are' of considerable interest, however, and their impor-tance is increased by the magnitude of the industry with which they are identified, gold of $166,186,000 value, say 40 per cent. of the world's production, having been recovered from 25,701,954 tons of ore milled in 1914. In the sketchy remarks to follow, attention will first be drawn to some influential factors of general bearing, after which certain features at two mines of the writer's group will be referred to. It is hoped that engineers associated with similar or different conditions and practice will contribute to broaden the discussion. Before proceeding, recognition is due the generous assistance of C. E. Knecht and F. A. Unger. GENERAL OBSERVATIONS The principal mines are situated along the northern limit of an irregularly shaped geological basin, and extend in almost unbroken continuity over a distance of about 60 miles. As the boundaries are defined by vertical planes there are both "outcrop" and "deep-level" properties, all differing in size and in technical features. So much has been written in regard to the geology of the Rand that only a few pertinent features need here be recalled. Briefly, the ore deposits are profitably enriched portions of certain conglomerate beds or "reefs," rarely more than three, which are interposed between quartzite, or quartzite and slate, and lie so closely together that where more than one are mined they are dealt with as a work-ing unit, although they may lie stoped separately. Their collective extension is locally referred to as "the Reef."

(San Francisco Meeting, September, 1915) THROUGH the courtesy of Dr. James Douglas I am permitted to give, a summary of some of the results obtained in leaching slimes tailings in a series of experiments conducted under my direction at Douglas, Ariz.. during the past year. While the test run for which the data are given deals with a particular case, much of the work is general in its application and may therefore be of interest. This work was done upon the ores of the Burro Mountain Copper Co. A description of the geology of the district will be-found in the paper by R. E. Somers published in the May, 1915, Bulletin of the Institute. The mineral is pyrite and chalcocite very finely disseminated throughout the gangue and a characteristic of all the ores is the large amount of alumina present. A representative analysis of the particular ore under consideration would be about as follows: Cu, per cent 2.35 S, percent 3.0 Ag, ounces per ton 0.05 CaO, per cent 0.5 Au None K202, per cent 4.0 Fe, per cent 1.5 SiO2, per cent 70.0 A120,, per cent 13.0 The leaching of the ore direct was early dismissed from consideration for the following reasons: 1. The ore would have to be quite finely crushed to liberate the mineral for leaching; concentrating after crushing would cost but a few cents a ton; and a higher total recovery would result from leaching tailings rather than ore. 2. Rough concentration would yield a suitable material for roasting to make sulphur dioxide or sulphuric acid in connection with the leaching scheme. 3. Such a program put the question of cost vs. recovery on a basis where flotation and discarding of tailings were directly comparable.

FoR a number of years the senior author has been interested in the various geologic and engineering problems involved in the development of the petroliferous districts of northeastern Mexico, having in a previous paper* endeavored to present a summarized statement of the information relating to the geology and soil resources of this region. Of the many interesting geologic phenomena, perhaps those which have been the object of most speculation relate to the igneous intrusions which, in places, have a controlling influence on the accumulation of oil in commercial quantibies, a relationship which has been tentatively explained by various observers with as many interestingly different views. The authors of the present paper aim to record, in the course of a general discussion of the various viewpoints, some additional data, and present further tentative conclusions with a view to rounding out an up-to-date summary of the subject. The greater part of the area in question lies in the State of Vera Cruz, only a northwest fraction being in the State of San Luis Potosi. Vera Cruz is bounded on the north by the State of Tamaulipas, the northernmost of the Mexican States along the Gulf. The topography of the States of Tamaulipas and Vera Cruz and of Texas and Louisiana to the north, is controlled by the Gulf coastal plain which in northern Vera Cruz has an average width of about, 60 miles, the transitional topography between that of the rugged Banks of the Sierra and the lowlands of the coast being made up of a series of terraces and irregular hills and valleys. THE RICH and varied occurrences of metallic ores in Australia, extensive nickel deposits on New Caledonia and phosphate rock on several widely scattered small islands were important aspects of the economy of the South Pacific area. Relatively small quantities of gold and nonmetallic minerals produced in New Zealand, Fiji, and the Territory of Papua-New Guinea remained important to the domestic economies of these islands, but had little importance to overall world mineral supplies. The value of mineral commodities produced in this area in 1964 was estimated at $658 million,3 compared with $585 million in 1963. The year's greatest commodity gains were in bauxite and aluminum, beryl concentrate, manganese ore, nickel smelter products, tin, and coal. Annual increases were recorded in virtually all countries and possessions in the area except Papua-New Guinea, where the drop in output of alluvial gold accounted for a decline of about $160,000. Mineral industry activities in Australia overshadowed those in all other parts of the South Pacific in 1964. Outstanding developments were the sales contract negotiations and physical preparation for exploiting the rich iron ore discoveries in Western Australia, the initiation of domestic crude oil production, the commissioning of two new steal mills and an alumina refinery and a start on the new alumina-aluminum project based on Cape fork bauxite deposits. The principal mineral development in 1864 in New Zealand was the progress on plans of the Newzealand Steel Co. to use indigenous iron sans as the resource base for a local steel industry. In New Caledonia, additions and expansion of the nickel mining and smelting facilities continued throughout the year. Plans for extensive geophysical studies were announced by the Government Geological Departments of British Solomon Islands and Fiji.

The recycling of metal resources in mining influenced water (MIW) requires a paradigm shift from within the mine water treatment industry. The potential to recover zinc for beneficial use in the micronutrient fertilizer industry was investigated through a survey of zinc micronutrient fertilizer representatives. An application of the findings to a case study of the Argo Tunnel influent MIW was then implemented. It was concluded that the potential to beneficially reuse MIW residuals in fertilizers exists; the current process sequences of treatment will need to be modified if metal recycling is to be prioritized.
