The 1980 Mine Dewatering Act was enacted to protect water rights and to allow mine dewatering to proceed where impairment of a water right might have otherwise created a bar to mine development. In New Mexico, new appropriations for beneficial use are subject to the State Engineer's jurisdiction and are granted only upon a showing of non-impairment. Before 1980, mine dewatering was not considered a beneficial use, nor was it considered waste. The Act brings mine dewatering under the jurisdiction of the State Engineer, makes it subject to the same requirements as an application for appropriation for beneficial use, grants the right to replace the water of users whose rights would be impaired by mine dewatering without a plan of replacement, and extends the right of replacement to non-mining appropriations of water for beneficial use, Application of the Act requires determination of the definition of impairment (the threshold of significant impact on existing water rights), hydrologic evaluations to determine the impact of the proposed dewatering, and preparation and execution of a plan of replacement to avoid impairment of existing rights.

This Final Report summarizes the results of work accomplished under Contract No. J0215039. It is in an executive overview or executive summary format. The number and description of the various technical reports prepared and submitted is outlined. The essential changes and reasons for the revised program schedule/contract modifications actually enacted in May 1982 are discussed in detail. The evolving mines/deposits list and the accompanying criteria classifications are explained along with the verifications/justifications for adding or deleting specific mines/deposits to the list. Difficulties and problems experienced during the different phases of the project in conjunction with the ensuing remedies are highlighted. The final section of they report is devoted to presenting Davy McKee's suggestions for improvements to future MAS commodity studies. Appendix I is comprised of three of the evolving mines/deposits lists starting with the original RFP list and ending with the final completed list. Appendices II and Ill are tabulated summaries of property data including reserves/resources, assays, production, and operating costs. The figures for the specific mines/deposits are given in "range of values" so as to protect the confidentiality of the individual owners/ operators.

At the termination of mining, the quality of ground water in the ore-zone aquifer must be returned to a condition predetermined by the permitting agency. To immobilize the redox-sensitive elements (e.g., uranium, arsenic, selenium, molybdenum), it has been suggested that a reducing agent be circulated through the leached ore zone. We have conducted laboratory experiments to test the ability of sodium sulfide as such a reducing agent. Sodium sulfide lowered the redox potential of the effluent such that insoluble minerals containing the redox-sensitive elements should be stable. The uranium concentration of the solution decreased by more than three orders of magnitude. In column experiments, by the time ten pore volumes of the sulfide solution had flowed through, sulfide minerals were forming. The experimental results indicate that the addition of sodium sulfide should cause the chemical reduction of the leached sediments, thereby producing long-term stability of the ground-water/sediment system.

During the last few years the New Lead Belt of South- eastern Missouri has become the main source of lead in the United States. It also produces significant amounts of zinc, copper, and silver. The mines are located on a narrow, mineralized trend extending southward from Viburnum, Missouri for about thirty-five miles. The area is part of the Ozark uplift and consists of steep-sided, heavily wooded hills with narrow valleys. Surface streams are very erratic, normally having low flows but becoming rushing torrents during the violent thunderstorms that occasionally occur. Because of the pristine nature of the country and the newness of the mining developments, the environmental impact of all phases has been closely watched.

During the past decade, the miner-al industries have been faced with an increasing shortage of engineers. The point has now been reached where the shortage may be termed critical. This shortage may be attributed directly to declining enrollment in the mineral science programs offered by the universities on this continent. Although the reasons for declining enrollment are undoubtedly many, two major hypotheses may be postulated. The first is that high-school graduates are either unaware of the mineral industries and the opportunities in them or that they are aware of them but have somehow obtained a false image of their true nature. The second is that they are aware of the true nature of these industries and the opportunities they offer but find them exceedingly unattractive. The problem of dwindling enrollments has, in recent years, been subjected to a concerted attack by the industries and professions concerned. However, their efforts to date have been based essentially on the first hypothesis. Sufficient results are now available to suggest that either the methods of attack are inappropriate

1977 was the modern day low point for productivity in the coal industry. At that time, no one could have predicted that the industry was about to enter a productivity rise that would continue unabated through the 1980s. Thirteen years later, the cause of this phenomenon is still not well understood. While many government studies focused on the fall in productivity from 1969 to 1977, none have been undertaken to explain the rise. Some of the likely causes of the gain in productivity during this period will be discussed here. An attempt will also be made to quantify the value of some of the technical innovations that have taken place. The remainder of the gain is assumed to come from non-technical sources. The nature of these sources, although largely non-quantifiable, is also discussed. Since the number of mines that have adopted the technical innovations noted here is largely unknown, the actual contribu¬tion of technological changes to the overall productivity gain can only be estimated.

Luossavaara-Kiirunavaara AB (LKAB) operates one iron ore mine, three concentration plants and three pelletising plants in Kiruna, Sweden. The current methods of separation at the beneficiation plants are low intensity magnetic separation (LIMS) and reverse apatite flotation, where the wet LIMS stage is regarded as the crucial part of silica separation from the ore. Because future silica levels are expected to increase in the incoming material to the beneficiation plants, geometallurgy has become an important area of development and research.A laboratory-scale methodology was developed for the systematic characterisation of the ore for mineral processing, with the focus on the high silica ore type B2 and newly discovered subtypes. This methodology combines mineralogical, geochemical and process mineralogical characteristics. Automated mineralogy (QEMSCAN®) is used to study the modal mineralogy, the distribution of silicate minerals in different particle size classes after comminution, the deportment of silicon (Si) between various silicates and the degree of liberation and intergrowth of magnetite and silicates. An essential stage in the systematic characterisation of the ore deposit for mineral processing is the estimation and simulation of different parameters from the laboratory scale to the full scale at the concentration plants. This is achieved by using empirical models based on the data collected at the mineral processing plants. As the first step to implement the geometallurgical information, the current geological model is reconstructed with the mineralogy and the two, newly defined subtypes of high silica ore type B2 are separated into different domains.To study the reduction of the SiO2 content in the magnetite concentrate, a large-scale reverse cationic silicate flotation laboratory test program was initiated in early spring 2016. This program investigated potential silicate flotation in the beneficiation plants at the Kiirunavaara site. The second target is to implant mineral processing parameters into the block model based on the new geological model. This information provides a good basis for making a prognosis for mine planning and a quality prognosis regarding the crude ore for mineral processing.CITATION:Niiranen, K, 2017. Heavy metals and sulphates in acid mine drainage (AMD) can beadsorbed onto bentonite clay, leaving clean water and a heavy metal loaded clay precipitate as products. Due to the toxicity of heavy metals, the clay could not be disposed of safely in the past. A method was thus required to remove the heavy metal content from the clay. Acid leaching was proposed to liberate the heavy metals from the loaded clay. Sulphuric, nitric and hydrochloric acid were considered as lixiviants. Loaded clay samples were leached over a range of pH values from 1 to 3.5 to identify an optimum leaching condition. From the results it was found that metals can berecovered from loaded bentonite clay by means of acid leaching and the optimum pH for heavy metal liberation was found to be 2.5, with uranium as an exception, being optimally leached at a pH of 3. This allows for the possibility of selective leaching. Furthermore, X-ray diffraction analyses indicated that the clay structure did not deteriorate significantly during acid leaching, suggesting that the bentonite could be reused. The treatment of AMD with bentonite clay, and subsequent acid leaching of the clay, is a sustainable solution, and current outcomes could possibly lead to industrial implementation of the process during water purifying and metal recovery from waste streams. Since the advent of the first airborne electromagnetic system, it has been evident that such systems were inherently limited to shallow depths of exploration of the orderof 100 to 200 feet. Hence in 1948 the author and his associates commenced a study of the feasibility of applying natural audio frequency magnetic fields to investigation of the electrical properties of the subsurface in order to provide a system capable of overcoming this limitation. This research culminated, in the summer of 1958, in the development of a new airborne prospecting device — AFMAG. This device has detected surface massive sulphide bodies while flown at heights as great as 3000 feet. Hence, by inference, it is deduced that it could find similar sulphide bodies if they were buried 2500 feet below surface and the aircraft flown at 500 feet. Thus a considerable improvement over conventional airborne electro-magnetic systems is obtainable with AFMAG. Airborne exploration in mountainous terrain involving deep valley fill now becomes possible. Examples are presented of the results of actual airborne AFMAG test surveys over known deposits of massive sulphide mineralization. Interpretation of the data is discussed with particular reference to the knowledge of size, dip, depth, depth extent, and conductivity of causative bodies as deduced from the flight records. The possibility of mapping major geologic structures, for both mining and oil exploration purposes, is discussed with the aid of examples of airborne AFMAG data. INTRODUCTION Electrical prospecting with natural audio frequency electromagnetic waves as a source has, within the last three years, become a practical reality. Both airborne and ground survey instruments under the trademark "AFMAG" (for audio frequency magnetics) have been used successfully in the search for conductive mineral deposits. It is the object of this paper to discuss the principles of airborne AFMAG and to illustrate its application by means of examples obtained over known geological situations. WHY AFMAG? In view of the large number of good airborne electromagnetic systems available for purchase or contract surveying, one may well ask, "Why another new system?". Primarily the answer lies in the fact that AFMAG does not suffer from the very limited depth of exploration available with, and inherent in, any conventional airborne electromagnetic system. AFMAG is not conventional insofar as an artificial transmitter is not required. Only a receiving and detecting device is employed. The electromagnetic fields measured are those from millions of electrical discharges in the atmosphere (e.g;..- lightning strokes). Their random distribution in time and space make these fields difficult to employ and it is only with recent advances in the electronics of geophysical instrumentation that this has become possible. Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

Charcoal is an interesting reducing agent because it is produced from growing wood which is renewable and does not contribute to global warming, provided that there is a balance between the felling of timber and growth of trees. In the biocarbon project the possibilities for using charcoal is investigated as well as other biological based and renewable reductants for ferroalloy production. The background for the project is that the Norwegian ferroalloy producers wish to contribute to reduction of CO2- emissions. This paper focuses on the use of charcoal instead of coke for the production of manganese alloys, and the consequences of doing so. Results from practical SiMn smelting experiments on a pilot scale have previously been reported, where only 12-14 % Si in the metal was obtained when charcoal was used. Recently we have attained satisfactory 18 %Si also for charcoal, but good results are indeed dependant on good furnace performance. There is no tradition for using charcoal for manganese production in Norway. A change from using mainly coke to the use of some charcoal will demand new routines for furnace operation, raw material and off-gas handling. Hence, characteristic properties of charcoal, which may cause change of furnace operation, have been measured and are compared to coke. The following results are presented: ?Thermal abrasion strength together with CO2- reactivity; important parameters for the performance of the upper part of the furnace. ?Coke-bed resistance; it will increase with the use of charcoal (a review of new results). ?Slag reactivity; a relevant method for testing slag reactivity of industrial reductants is of interest. The suggested method can serve for comparing slag reactivities towards graphite.

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

Refractory ores with gold entrapped in a sulfide matrix, must be processed in a first stage with chemical or physical treatment in order to liberate the gold for a subsequent step with cyanide. The goal of this research was to compare the refractory behavior of a gold concentrate treated using two pretreatment methods: pressure oxidation and fine grinding. Gold concentrate from Viacha Mining in Bolivia, assaying 50.11 gpt, with a P80 of 131 ?m was used. The concentrate contains arsenopyrite and pyrite as main sulphides in the matrix. A preliminary test with cyanide resulted only 13.5% of gold extraction with 4 hours of stirred leaching. Using an autoclave oxidation with sulphuric acid and 12 bar oxygen pressure at 220°C pretreatment, the cyanide gold extraction increased to 69.0% in 4 hours. When material was ground in a pulverizer, producing a P80 of 20 ?m and the product directly cyanided, stirred leaching gave a gold extraction of 65% in 4 hours. For both techniques, the effect of temperature, sulfur produced in autoclave oxidation, optimization of the cyanide and the nature of residues were also studied.

High-pressure grinding rolls (HPGR) are an accepted, but continuously expanding, comminution technology. The copper industry has a growing need to process harder ores with progressively lower grades, more challenging metallurgy and increasing demand for efficient bacterial leaching applications. This has resulted in a major focus on HPGR use in a crushing circuit. If the industry is to increase leach extraction while lowering energy costs in high-throughput hydrometallurgical operations, HPGR will be of inherent significance. The following paper summarizes test work on copper leach ores utilizing the benefits of HPGR comminution, while increasing several critical metallurgical parameters. Based on the current work and previous investigations, it was found that HPGR comminution within a crushing circuit, in specific instances, can result in 2 - >10% increases in cop-per extraction. The tested variables are crush size, rock type and copper mineralogy dependence. Various other process parameters may also be optimized.

"The aim of this study was to develop an approach for the selectively removal of Zn(II) from heavy metal-bearing-wastewaters produced by gold chemical industry using magnetic chitosan based adsorbents. Chitosan beads were prepared by cross-linked modification of Fe3O4-chitosan bead using epichlorohydrin as the cross-linker. Both Zn(II) inprinted magnetic chitosan hydrogel bead (Zn-MCHB) and unprinted magnetic chitosan hydrogel bead (MCHB) were prepared and batch adsorption experiments were used to evaluate their adsorption capacities and selectivities. Single adsorption of Cu2+, Pb2+, Zn2+ and Ni2+ showed that both MCHB and Zn-MCHB adsorbs all the four metals and had an affinity in the order of Cu2+ > Pb2+ > Zn2+ > Ni2+. The binary adsorption revealed that the two adsorbents preferentially adsorb Cu2+/Pb2+ from Zn2+-Cu2+/ Zn2+-Pb2+ binary systems. However, MCHB does not show any selectivity in Zn2+-Ni2+ system. In contrast, Zn- MCHB preferentially adsorbs Zn2+ from Zn2+-Ni2+ binary system. Furthermore, the adsorption selectivity is predictable from stability constants of the metals with the amino group of chitosan. The information revealed in this work can be used for further applications in the treatment of wastewater containing a range of heavy metals from the gold chemical industry."

The area covered by the present paper consists of about fifty square miles in the immediate vicinity of the settlement of St. Lawrence, which is on the Southern extremity of the Burin peninsula on the south coast of Newfoundland. Physiography Physiographically, the area is part of the Atlantic upland, equivalent to the New England province of the United States. Evidences of two erosion surfaces are to be seen truncating the intrusives and the folded volcanics and sedimentary rocks. The older erosion surface is represented by small monadnocks from 650 to 750 feet in height with the younger surface covering most of the area and characterized by rounded subdued topography with maximum relief of two to three hundred feet and numerous ponds and bogs. These surfaces have been correlated with the High Valley and the Lawrence peneplains of Newfoundland. On the Avalon peninsula, these peneplains have elevations of, respectively, from 1,300 to 1,700 feet and from 500 to 1,000 feet. Glaciation The entire peninsula has been glaciated, with lee-and-stoss slopes showing on the highest hills in the immediate vicinity, many of which have striae and erratics on their summits. The lee-and-stoss slopes, the glacial striae, and the distribution of certain rocks found in the drift and whose source outcrops are known, indicate a southward direction of ice movement.

The beneficiation of phosphate ores by froth flotation is the most efficient process used to separate apatite from gangue minerals like calcite, dolomite and quartz. However, the similarity of surface properties between apatite and calcite generally lead to non-selective adsorption of reagents, rendering the selective separation of these minerals a worldwide problem. The phosphate deposit of Itataia, State of Ceará, Brazil, studied in the present work, presents a complex mineralogical composition having uranium associated with the apatite mineral. The main gangue minerals are calcite and quartz. The bulk flotation of apatite and calcite with anionic collectors in an alkaline medium followed by the selective flotation of calcite at pH 5.5 using phosphoric acid as well as citric acid as depressant have been suggested for this ore. This paper presents the results of contact angle measurements obtained using jojoba oil, a natural reagent composed mainly of gadoleic acid (C20:1) and long-chain fatty alcohols (eicosenol and docosenol), as an alternative collector for the selective separation of apatite and calcite minerals. The hydrophobicity studies were carried out using a computer controlled contact angle goniometer. Additionally, the collector adsorption was evaluated via electrophoretic mobility and FTIR measurements. The results indicated that a high selectivity can be obtained by using jojoba oil as collector in a slightly acid pH range, without the use of depressant. The best results were achieved with a jojoba oil concentration of 200 mg.L-1 at pH 6.5, where the apatite was fully hydrophilic and calcite showed a high hydrophobicity (? > 60 º).
