World trade has increased significantly during the last quarter century. However, a new rational for protectionism is emerging which argues for the restriction of trade as a means of preserving and protecting the environment. Fearing lower environmental standards in the Third World, environmentalists are calling for new trade barriers between the developed countries and the developing countries to combat what they see as "eco-dumping." The "greening" of protectionism and the merging of environmental standards into international trade agreements could fundamentally change the world trading system as well as seriously impact the availability of raw materials to provide for the needs of the peoples in both the developing and the developed worlds. This discussion will deal with the agreements and regulations that promise to influence the trans boundary shipment and recycling of scrap metals and wastes containing metals and their projected impact on world trade and metal prices. Emphasis will be placed on the Base1 Convention, whose restrictions concerning trans boundary shipment of scrap metal and metal-containing wastes for recycling took effect on December 31, 1997.

Boron raw materials are amongst the most important natural sources for many industrial branches and their values become increasingly raised with the discovery of boron usage in many new technological fields. All the countries in the world are unfortunately not as lucky as Turkiye and USA where major boron deposits are mainly located. It is widely known fact that on one side, boron is very precious component with its technological importance, on the other; only its limited sources are available. Therefore, even its wastes have to be evaluated and regained. In the present work wastes of Etibor Kirka Borax Company of Turkiye were used in the production of opaque frits which was suitable for floor tile glazes. Standard and newly produced frit based glazes were applied on the pre-engobed floor tile bodies and single firing was employed. Final products were examined according to the certain standard tests and their microstructures were also investigated. All the results confirmed the evaluation of boron wastes in opaque floor tile glazes.

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. The Garford bulb anchor is a modified cable geometry developed and patented by Garford Ply Ltd. of Australia, and which has recently become widely available in Canada. It is produced by deforming the seven wires (including the central kingwire) of a standard cable into a bulb" (Fig. 1). Laboratory cable pull tests indicate that the bond capacity of the 25 mm Garford bulb anchor is comparable to the nutcase cable, in excess of the birdcage cable, and significantly higher than standard 7-wire strand. Its comparative advantage over the latter is most significant for tests at low radial confinement and high water:cement ratio grout, which corresponds to operational conditions of low quality rock (i.e. weak, highly fractured rock masses, foliated hanging walls, failed ground, etc.) and poor installation quality control (perhaps the most common explanation for cable bolt failures). It is under such conditions that cable bolting is often ineffective. The most impressive result is that for a reduction of the effective rock mass modulus by a factor of five, the Garford bulb cable capacity remains virtually unchanged.

Mr. Brown : .That part of the Standard Company's plant which has been added since the publication of Mr. Leggett's paper, and is described in mine, renders the single-phase, alternating system, which Mr. Hale has called " unelastic," much more elastic than it had been. The original plant at Bodie was substantially the same as the Telluride plant mentioned in his paper. The machines came from the same shops, and were practically the same; but while the Telluride Company has changed completely to a polyphase system, the Standard Company has retained its original plant, but has belted on a directcurrent generator at the receiving end, thereby converting the water-power into electricity, electricity into power, the power into electricity, and finally again electricity into power for use in the mines. This is a roundabout course, to be sure, but it shows that there are possibilities even in the out-of-date single-phase system. The Pajingo ore bodies consist mainly of auriferous quartz veins hosted by a suite of hydrothermally altered andesitic pyroclastics, volcanics and epiclastic sediments. Scott lode, the main economic deposit in the area, lies in a zone of major structural disruption and contortion. High grade gold and silver mineralisation is selectively mined by open pit methods. Standard grade control techniques and extraction methods were adapted to minimise mining dilution and to maximise metal recovery. Basic blending of grade ranges at the crusher has produced an average 10 gram/tonne gold head grade. The estimation of ore reserves calculated by both standard polygonal and geostatistical methods proved acceptable. Mineable reserves when compared to in pit reserves defined by blast hole drilling, indicate a decrease in tonnes and an increase in the grade resulting in an acceptable comparison of the total ounces of contained gold. The ore reconciliation of mined against milled ounces indicates that both ore reserve and grade control models underestimate the metal content in the orebody. Sampling techniques are being examined in an attempt to reduce this discrepancy.

IN a previous article preliminary experiments were described, indicating the possibilities of a quantitative spectroscopic method for the determination of small amounts of lead in copper, which would be accurate and rapid, and could be carried out in the refining plant by one not skilled in chemical analysis. "Documented underground fill failures have resulted because of the lack of adequate knowledge concerning fill strength and other physical parameters, as well as to a lack of consistent quality of fill materials being used by operators. On the basis of literature review and correspondence with backfill operators at 18 mines throughout the province of Ontario, non-systematic quality control procedures have been shown to exist, both within different levels of single operations and between separate mining operations, which act to provide inferior engineered fill materials and erratic application response in situ.Assessment of existing procedures set by mine operators for determining backfill physical parameters, and recommendation of optimum fill material testing and manufacturing guidelines are presented in this paper.A series of standard fill characterization test procedures are recommended to provide substantial, though not comprehensive, fill behaviour review. The purpose of these recommendations is to propose industry standards for backfill quality review. Data acquired could be utilized for fill design functions and as a means of comparing fill quality parameters between sites in a regular and more systematic fashion than is presently done."

The Bureau of Mines has recently conducted a study of results obtained in analyzing similar samples of coal and coke by 25 laboratories throughout then country, in comparison with results obtained in the Bureau's coal laboratory at Pittsburgh. The purpose of this work was primarily to obtain a comparison of the methods of coal analysis used by the laboratories of the American Gas Association. Therefore, four standard samples of coal end one of coke ware prepared in the Bureau of Mines coal laboratory at Pittsburgh, and portions sent to each laboratory. At the same time, a like number of standard samples were submitted to 12 commercial laboratories rot affiliated with the Association, for the purpose of comparing their analyses with the results is obtained by the U. S. Bureau of Mines and the American Gas Association. Tire comparison is based on the average of 24 analyses by the Bureau of Mines on each kind of coal, and the accompanying curves show the deviation from this average analysis, together with deviations from the check limits of the American Society for Testing Materials.

This paper is a collection of thoughts and frameworks. It addresses a simple question: æIf we are to believe the large number of people and institutions indicating that humans are destroying the Earth and that the end is nigh, why do we bother trying to be sustainable?Æ The paper lays out evidence for the existence of multiple hazards to global society. The existence of a hazard alone is insufficient to make an assessment of risk. Risk estimates are required to support decision-making. An approach to assessing risk is provided and some limited data are presented. A new ædefinitionÆ or statement of what sustainability (in a broad sense) might have become is then given. A decision framework for guiding decision- making about the risks is developed. This framework includes a definition of leadership with inherent implications for what determines whether a leadership position by title is actually leading. The paper concludes by offering a view of minerals industry sustainability and considerations around maturity in the current economic situation. It is hoped that by placing this collection of frameworks around sustainability, a supporting structure emerges that will facilitate action. It is proposed that action taken in this way will be more effective than reaction to regulation or even social license to operate imperatives because it is driven by a more holistic view of the challenges and the potential roles of individuals û all of whom are potential leaders at some scale of action.

"The objective of an industrial flotation circuit is to separate valuable minerals from non-valuable minerals utilising differences in their flotation recovery rate. Regrinding and reagent addition are particle modification processes which are employed within these circuits to maximise the flotation selectivity of one mineral with respect to the others present in the ore feeding the process.Batch test nodal analysis, or the ability to compare floatability through mathematical combination of laboratory batch flotation test results, is a powerful technique for assessing the effectiveness of particle modification processes on ore floatability in industrial flotation circuits.In this paper, the use of nodal analysis is demonstrated within an industrial flotation circuit. It is used to show that regrinding and staged reagent addition within Teck Cominco’s Red Dog zinc retreatment circuit is beneficial to pulp flotation selectivity. Optimisation of these processes could potentially improve the zinc recovery within the circuit. Lime addition, which is periodically employed to depress pyrite in the circuit, was found to depress sphalerite in preference to pyrite and to result in poorer metallurgical performance in the circuit.INTRODUCTIONThe objective of an industrial flotation circuit is to separate valuable minerals from non-valuable minerals utilising differences in their flotation recovery rate.Different minerals can only be effectively separated using flotation if they are sufficiently liberated from each other (i.e. do not co-exist within the same particles) and have a sufficient difference in surface hydrophobicity. Size reduction processes and chemical addition are utilised before and within a flotation circuit to achieve sufficient particle liberation and to maximise differences in mineral hydrophobicity. In effect, the objective of these processes is to maximise the flotation selectivity of one mineral with respect to the others present in the ore feeding the process."

This study Identifies and evaluates deposits of noncoal minerals in the U.S. which are most amenable to be mined underground hydraulically and transported hydraulically. A method was developed to screen and compare mineral deposits including economic comparisons. The most applicable minerals for hydraulic mining by borehole monitor jets from underground entries are soft uranium sandstones In Wyoming in locations where water is available. This method with hydrotransport could improve the safety, health and economy of underground uranium mining. Soft oil-bearing sandstones in California and Texas could be mined and transported by this method more safely than by other underground mining methods. Other weak sandstones may be hydraulically mined economically. Man, minerals are too hard to be mined by monitor jet but are amenable to hydraulic transport and hoisting. Uranium sandstone in New Mexico is of interest because of potentially improved health and safety in transport and lower transport cost, Increases in mine output for potash, in New Mexico and trona in Wyoming can be achieved most economically by adding hydraulic hoisting when existing skip capacity is at its limit. Research is recommended to obtain site-specific data on the feasibility of mining uranium ores by monitor jets.

A drill monitoring system has been developed which measures performance characteristics of a rotary drill and relates this to the material strength and rotary specific energy. The drill monitor is computer based and is used to produce a profile of the relative in-situ material strength as a function of depth. This information has been used in determining the placement of explosive in selective loading of blastholes and estimating the amount of lump product in a particular section of an ore body.

Eight interburden handling concepts are developed for multiple seam area mine stripping operations in central and western United States. They are based on data gathered and analyzed during field surveys, literature reviews and visits to state requlatory agencies in five states. It is concluded that improvement of reclamation practices through selective interburden handling techniques is possible at lower operating costs than currently incurred. Specific multiple seam mining systems are discussed in this report.

A method is described for incorporating coal petrography into mining and preparation plant quality control based on conventional analyses. Complete analyses are made of each of the uniform and relatively distinct petrographic bands in a coal face. With this information it is possible to develop petrographic standardization curves. These curves permit diverse coal characteristics to be rapidly monitored by application of a few standard coal tests. Single seam quality control is discussed in this paper. Inquiries continue to be made about coal petrography, and specifically, about whether coal petrography should be applied more extensively in the coal industry. Coal petrography is the study of the distinct physical, optical, and chemical increments which make up the organic rock mixture which we know as coal. Petrography can be applied by any coal company or at any coal mine where conventional coal analytical facilities are available and where additional resources can be allocated for an increased number of determinations. This first paper of a two part series includes (1) a proposed conventional approach to single seam petrography based on the development of petrographic standardization graphs and (2) some informative and supplemental interrelationships involving coal characteristics developed as a result of this research. In the second part of this series, to be published at a later date, those petrographic characteristics of bands taken from many different coal seams located over wide geographic areas which can be closely related to each other will be considered. These findings will be examined looking toward the development of a comprehensive, conventional approach to coal petrography which can be used as a common basis for multi-rank petrographic standardization graphs. Implicit to the understanding of coal petrography is the well established fact1,2 that the individual analyses of distinct petrographic bands often differ widely from the average analysis which is used to characterize a whole coal seam. In fact, a distinct and minor banded increment of coal in a high volatile seam may actually be a medium or low volatile coal with an analysis similar to the average analyses of seams located in distant coal fields. During the mining of coal, much degradation is caused which tends to randomly scatter coal bands. The degraded, scattered, and physically separated constituents of distinct petrographic bands are processed side by side in the coal preparation plant as distinct petrographic fractions with particles grouped according to a narrow size range (which derives in part from common hardness), specific gravity, and-or surface chemistry. Tile data obtained from numerous analyses made on each of the bands of any given coal seam, although diverse, can be readily interrelated. Indeed, these interrelationships can be developed into a series of nomographs or petrographic standardization graphs to serve as a basis for developing a conventional petrographic* program. Thus, by analyzing one property (for example, ash) of a selected petrographic fraction collected or separated from the flow of coal in a preparation plant, it should be possible to estimate the other physical, chemical, and thermal properties of this fraction by referring to the petrographic standardization graphs. It follows that any or all petrographic fractions in the total coal flow originating from a single coal seam can be rapidly monitored for many properties on the basis of a single analysis run on each fraction. In recent years coal petrographic research has concentrated heavily on that phase of this work which involves microscopic reflectance measurements made at many minute and selected points on a coal briquette surface.3,4 Thus, the percentage of the total number of reflectance measurements that fall into each of a consecutive series of arbitrarily chosen reflectance classes are used to characterize coal. This procedure is analagous to using the face of a coal briquette to represent the reflectance characteristics present at the face of a coal seam. Moreover, by analyzing petrographic fractions of known and uniform optical properties it is possible to closely relate reflectance to other coal characteristics. "During solidification of alloys, many inter-related physical processes, such as melt convection, mass diffusion, heat transport, macrosegregation and melt-undercooling occur. Several research workers have studied one or more of these effects separately. To answer important questions on solidification behavior, an overall approach interrelating the processes is necessaryAs a first step toward accomplishing the overall modeling, the freezing of a binary liquid metal is examined. The various stages during freezing of the alloy are critically described to build a continuum model for the entire process. Diffusive mixture theory is used to write the conservation equations for the liquid and the mushy zones. The concept of local thermodynamic equilibrium in the presence of curvature effects is used to restrict the number of degrees of freedom within the mushy zone. Constitutive equations relating flux quantities and affinities, the governing differential equations and boundary conditions are discussed briefly for the freezing process.IntroductionA solidification study encompasses such facets as solifidication time, microstructure, macrosegregation of the solute, shrinkage effects and soundness of the casting. Influence of one or more of the coupled heat and mass transfer phenomena such as local solute redistribution, thermosolutal convection, melt undercooling at dendrite tips and heat dissipation to the ambient have all been previously examined [1-3J. Several studies have examined the individual facets of alloy solidification as isolated processses. In fact, the transport processes occur simultaneously and a comprehensive model should include their inter-relationships. In particular, some of the existing studies of the mushy zone [4-6J do not emphasize thermodynamic completeness. This work represents an attempt to develop a thermodynamically consistent model of the entire solidification process on physical grounds."

This paper summarizes ground control studies of longwall panel entry systems in two Western U.S. coal mines. Presented are comparisons of in situ pressure change measurements and assessments of chain pillar and entry behavior under a wide range of cover. Results indicate that no one entry system design is universally applicable, and that site-specific factors need to be considered for panel entry design. Relationships between overburden depth, face advance, and magnitude and location of the forward abutment are discussed for western operations. In addition, analysis indicates that use of yield pillars may reduce or eliminate some stress-related problems that plague longwall panel entry design.
