Ore agglomeration has been used as part of the heap leaching process for the last 40 years. However, industrial experience shows that the lack of a universal agglomeration standard has limited the benefits of this otherwise valuable unit process. The more complex the ore in terms of the nature and relative abundance of fines (particle size smaller than 74 μm), the more important that the agglomeration product satisfies some minimal requirements. This paper presents an agglomeration scale that identifies the quality standards for agglomerates and documents the resulting mechanical, physical and hydraulic (hydrodynamic) behavior associated with each level on the agglomeration scale. The hydrodynamic properties of an agglomeration product are critical for the proper design of a leaching operation and, as shown in this paper, can be used to select the optimal pretreatment method for a given ore sample. Agglomeration as a unit process not only allows better conditioning of the hydrodynamic behavior of the ore but also creates an opportunity for optimized delivery of reagents to kickstart the leaching process, which may ultimately improve the economic performance of leaching. Industrial case data are used to demonstrate the shortfalls associated with low-quality agglomeration and the benefits of improved agglomeration, which range from enhanced porous structure (better percolation and drainage characteristics) to better metallurgical response (faster kinetics and higher metal recovery). Proper agglomeration has been used to render otherwise untreatable ores into valuable leaching resources.

"Below grade foundation design has construction issues that above grade foundations do not. These cost factors are dependent on soil conditions and vary by region, but for the most part, the process remains standard.An innovative design concept using steel sheet piles as the permanent wall element changes the traditional cost and schedule for below grade foundations. The sheet pile application reduces dewatering requirements, does not require waterproofing on the vertical walls and eliminates the cast in place concrete wall structure.Foremost, this versatile application affords both Contractor and Designer the choice of two methods of construction; conventional bottom up or top down. The top down method not only provides the savings of bottom up, but also eliminates the cost of anchors while taking the foundation out of the critical path in the early stages of construction. CONVENTIONAL FOUNDATIONSINTRODUCTIONUS construction for a conventional below grade (BG) foundation is fairly standard. Design and install the shoring system, followed by dewatering (if groundwater is present), then excavate in stages with installation of anchorage as work proceeds to final elevation. The site is graded for a waterproofing system to be placed at the base. Once the base slab is cast; forms are set for the vertical reinforced walls. After curing , waterproofing is applied to the back side. The remaining levels are constructed until ground elevation is reached. The site is backfilled and the ground floor is cast. The foundation is now complete and work on the superstructure can now begin."

This paper examines and compares the role that chemical speciation plays in the environmental aquatic toxicity of two metals - copper and arsenic. Copper is shown to have well-understood chemical speciation equilibria, but poorly known species toxicities. Arsenic presents the opposite case, with unpredictable speciation in aquatic systems, but is relatively easy to evaluate toxicologically. Speciation is not currently incorporated into Water Quality Standards. This can have a major impact on the cost of environmental containment and cleanup.

Mathematical economic models for assess ment of technological progress in the mining industry in the USSR are discussed. The models are based on a simple index, TT which approxi- mates the rate of growth of the people's living standards. However, for application in the mining industry it is necessary to incorporate various parameters to account for the dynamic charges in the geological, mining and other technological conditions. Derivations of the models are shown and examples of results are Included.

The ?Poisson effect? is defined and characterized. It takes place even when the material to sample is not liberated. Gy, Pitard, Ingamells, and others, including the author, recommend that a minimum average number of particles of mineral of interest characterize the recommended sample size. How many? Recommended numbers range from 6 to 40 particles depending on authors, corresponding to standard deviations of 41% to 16%. Some guidelines are proposed, and the often alleged ?double-Poisson? effect is examined.

Dense medium processes are used to clean over 50% of the coal that is fed into preparation plant facilities worldwide. The dense medium is formed using ultrafine magnetite which is recovered after the cleaning step using drain-and-rinse screens and magnetic separators. Despite the high efficiency of the recovery system, magnetite losses of around 0.5 to 1.0 kg/ton are common. Considering the recent escalation of magnetite to around $300/ton, an alternative source of magnetic material from coal combustion bottom ash has been investigated. A relatively low cost recovery system has been developed. Dense-medium tests using the bottom ash magnetics revealed a high level of efficiency as indicated by probable error values around 0.03 over the range of medium densities investigated. The results from both the recovery and coal cleaning efforts will be discussed in detail.

This study analyzes the safety, technology, and economic impact of eliminating safety fuse from metal/nonmetal mines, based on operation and manufacturer experience over the past five to ten years. If safety fuse is eliminated, blasting accidents will decrease with no technical impact except for some limited, specific applications. The economic impact will be minor for large operations, but will be significant enough for small operations that some small operations will likely close rather than change. The majority of the mines would probably change over, with the extra cost absorbed by the market. Elimination of safety fuse would have obvious impact on the two manufacturers of safety fuse; one manufacturer already produces an alternative system, and will remain unaffected; the other will be affected if they do not change their production strategy. There will be a very minor effect on the mining industry as a whole due to abolishment of safety fuse from the standpoint of employment or production.

IN rock- or ore-crushing tests all data, in order to be valuable for study and comparison, should be obtained and tabulated under conditions as uniform as possible. The results of many such tests have no value for comparison, because of incomplete data and the lack of uniform conditions, screens and scale of sizing, etc. The purpose of this paper is to suggest a form of standard specifications which may be developed by the Milling Committee and approved by the A. I. M. E. for rock-crushing tests. It is not intended to discuss any theories of rock crushing. Reports of rock-crushing tests should include the following details: 1. Description of the machine employed (jaw or gyratory crushers, rolls, stamps, tube mills, Chilean mills, etc.). 2. Method and material (timber, concrete, etc.) of foundation. Much power is dissipated in the vibration of poor foundations. 3. Locality from which the rock or ore was obtained, and geological, mineralogical, and physical characters of the material. 4. The power consumption of the machine running with no load and with full load, the unit of power being 1 hp, per 24 hr. 5. The capacity of the machine in tons (of 2000 lb.) per 24 hr. 6. The duty in tons per horsepower-day. 7. The screen analysis of feed and product by the proposed A. I. M. E. standard screen scale. On the foregoing statement, the following remarks are offered.

Application of Proposed Revised Standards 57.11-50 to Mines Surveyed 3.1 Subparagraph (a) 1 "Each mine shall have at least two separate and properly maintained escapeways from each working place to the surface which are so positioned that physical or environmental damage to one will not lessen the effective¬ness of the other, and which meet the requirements of travelways and man hoisting standards These escape¬ways shall reach to within 1000 feet horizontally or 300 feet vertically of each working place " 3. 1. 1 Discussion This section will deal with the 1000 and 300 feet distance requirements, Section 3. 5 will deal with the "environmental damage" provisions. During the course of the mine surveys, it became obvious that one mine's 1000 foot distance was nowhere near equal to another' s --not in the actual distance but in the time required to traverse that distance. This -Ls true for the 300-foot requirement as well. The most obvious example is that one could traverse down a 300-foot raise much faster than climbing up the same distance. The temptation is strong to recommend that the distance requirement be changed to travel times instead. However, this approach would unfortunately lead to a lot of subjective evaluations. Having a time requirement for an entire mine evacuation (Subparagraph 6) is one thing, time requirements and the requisite inspection proce¬dures for each working place are quite another.

Discussion of the paper of JAMES F. KEMP, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 105, September, 1915, pp. 1801 to 1836. WALLACE E. PRATT, Manila, P. I.-I am glad that Professor hemp has referred to the Philippine ores in his paper, inasmuch as I have had the privilege of examining, in a preliminary way, the ores there. I must say, from the resume given us, that the Daiquiri ores seem to be similar in origin and character to the magnetite-hematite ores in Bulacan Province, Philippines. Professor Kemp has also referred to C. M. Weld's description of the magnetite-hematite ores at Hongkong and to the similarity of these ores to the ores at Daiquiri and to those in Bulacan. There is a minor feature of apparent difference in origin in the Hongkong and Bulacan ores. Mr. Weld believes the iron ores at Hongkong to have resulted from the intrusion of the Hongkong granite, a distinctive rock of wide distribution in the Orient, into sedimentaries which are probably of much greater age than those which have been replaced in part by the ores in Bulacan. Associated with some of the ores in Bulacan and elsewhere in the Philippines there is a granite which may be the equivalent of the Hongkong granite; but the Bulacan ores are not related in origin to the intrusion of this granite, which is clearly older than the ores, but to the later intrusion of dikes and small bodies of basic rocks into the granite and into associated tuffs, breccias, and sedimentaries, including limestone. I gather that the intrusives to which the mineralization is related at Daiquiri are also small in volume and later than larger bodies of associated igneous rocks, from which it would appear that the Bulacan ores are even more closely related to the Daiquiri type than are the Hongkong ores. The deposits in Bulacan are inaccessible and are not large, the largest one containing about 1,000,000 tons, according to an estimate based solely on its outcrop dimensions. Ores of similar character, however, occur in Camarines Province in apparently larger quantity and in a situation on the coast adjacent to deep water.

Seepages of oil in Ecuador have been known for many years. The locality first to receive attention, and still worked in a modest way, lies on the north shore of the Santa Elena peninsula, between La Puntilla and Salinas. Operations mere first conducted largely by local cdpital. Later, foreign companies acquired large blocks of land, where they have done considerable drilling. For details concerning present drilling activities in Ecuador, we are indebted to Leon Price, an Ame~ican resident engineer of Ecuador. The information solicited came to the author through the office of the American Consulatell with permission to use it. The coastal plain bordering the Province of Tumbes, Peru, continues to the northeast, but narrow on passing the Zarumilla River. From this point northward it widens toward Santa Rosa. In fact, the pampas, as shown on the official Wolf map, correspond fairly well to the areal extent of tbe coastal plain as far as Guayaquil. This is shown in a general way on the accompanying map. The author understands that the Guayaquil enlbayment is bordered on all sides by the coastal plain, as recognized at Tumbes and farther southwest, and that it can be followed without a break as far north as Palmar. This view is supported by the mapped area regarded by Mr. Price as favorable or possible oil territory. Moreover the islands in the Gulf of Guayaquil are the same geologically as the coastal edge, being composed of Tertiary sediments. The author understands also that Tertiary formations occur north of Palmar. According to a report by Mr. Cardon, of Guayaquil, Tertiary sediments are exposed in the region of San Francisco and extend to and beyond Pta. Calera. There is also reason to believe that at least the lower part of the valley of the Santiago River is occupied by Tertiary sediments, ~~hich probably border the const line and extend into the River Mini l)nsin, and into Colombia. On the south coast there are many seepages, most of them near the inner edge of the coastal plain, between Zarumilla and Santa Rosa and also between Santa Rosa and Machala. I11 the latter region are

Homestake's Bulldog Mountain Operation near Creede, Colorado, in the San Juan Mountains at an elevation of nearly 2,750 m (9,000 ft), is subjected to short summers and long cold winters. Creede’s history dates back to 1889 when silver ore was discovered; and by 1892 production of over a million dollars per month was being shipped from mines located along the Amethyst Fault. The Bulldog Mountain Fault remained relatively untouched by the early prospectors. The United States Geological Survey recognized the potential of this fault in 1960, which led to the staking of many claims over the structure. Homestake leased properties in 1963 and in mid- 1964 a tunnel was started at the 2,956 m (9,700 ft) level with encouraging mineralization being encountered. In 1968 a decision was reached to build a flotation mill of 318 mtpd (350 stpd) capacity. The erection of the mill was completed in early 1969, six years after the first exploration was begun. Since initial start-up, extensive drifting has been done on several separate levels. Two underground hoist installations serve the various levels and many thousand feet of vertical mining operations. Due to the unconsolidated nature of the vein, a new unique underhand cut-and- fill mining method was developed. This procedure is the reverse of the normal cut-and-fill and proceeds from the top down under cemented sand fill, which, while expensive, has greatly reduced s toping hazards. Prior to 1977, a considerable quantity of silver was lost in the slime fraction of the ores processed because of oxidation and other inherent characteristics of individual minerals. Due to Homestakefs favorable experience in treating the slime fraction of the Lead, South Dakota gold ores, experiments with leach methods to recover silver from the slimes by Carbon -In -Pulp offered' the potential for additional silver recovery. Work was begun on the Carbon-In-Pulp plant in April 1976 and completed in December of that year at a cost slightly exceeding $2 million. The C. I. P. plant was designed for 136 mtpd (150 stpd) of current plant slimes plus 227 mtpd (250 stpd) of slimes dredged from the old tailings during the summer season. The sand fraction of the flotation

MILLER, Canada. The nomination for President has attracted the attention of a large number of members, as is evidenced by the receipt of many hundreds of letters and postcards. Most of these favored either Sidney J. Jennings or Philip N. Moore, each of whom received many cordial endorsements. Such a wide interest on the part of the members is a very wholesome sign, but where there is so much activity it is natural to expect a certain amount of criticism. Some of the letters indicate that the authors feel that the nomination of President should be left entirely to the Committee on Nominations without any effort by the members at large to influence them. Others feel that the nominations are largely controlled by a small group and that the members at large can have little influence. As the result; of the experience of the last few months; a majority of the Committee on Nominations begs leave to suggest that the method of making nominations be changed so that two candidates, at least, for the various offices to be nominated, and suggests that the Directors appoint a committee to investigate this question thoroughly with. a view to making definite recommendations. In accordance with its opinion that the best interests of the Institute would be served by a change in the Constitution, allowing the nomination of two candidates, and in view of the fact that this Committee has no authority to make more than a single nomination for each office, considering the high standing of both Mr. Jennings and Mr. Moore and the large number of members favoring each of these gentlemen, this Committee respectfully suggests the desirability of ,the immediate nomination of Philip N. The production of petroleum in Mexico during 1930 was approximately 39,600,000 bbl., or 5,188,000 bbl. less than in 1929. The decline which has continued for the last eight years, will place Mexico in fifth or sixth rank as an oil-producing country. The production of the northern and southern fields near Tampico declined over 5,250,000 bbl., while that of the fields in the Isthmus of Tehuantepec moderately increased. The wildcat operations which have been conducted for some years near the international border along a 290-mile belt, extending roughly 170 miles northwest and 120 miles southeast from Laredo, Texas, have so far met with little encouragement, although the oil possibilities of the region warrant the belief that commercially productive fields will be discovered eventually. An interesting development during the year was the starting of construction of the oil pipe line from Palma Sola in the South Fields near sea level—over Sierra Madre at 8660 ft.—to Atzcapotzalco, a suburb of Mexico City at an elevation of 7350 ft. This line, about 146 miles long, has a diameter of 10 in. and an estimated daily capacity of 10,000 bbl., and with its terminal refinery at Mexico City will form a transporting and refining unit which should materially affect the distribution and marketing of refined products in the Republic. Development During the past year 148 wells were drilled, as compared with 214 in 1929 and 371 in 1928, the percentage of producers being 49 as against 47 in 1929. With the exception of one well in San Isidro, at the extreme southern end of the Golden Lane, the Jardln Paso Real area was the only sector of the old fields where new development could be considered as successful, all other producers brought in during the year being drilled in nearly exhausted pools to be operated as ('strippers." THE district of Catorce, San Luis Potosi, ranks among the first half-dozen silver-producing camps f Mexico. Mining has been more or less continuous there for 150 years. The large producing mines, Mapum, Mazapil, Palomas, Musquiz, Minas Virjas, now for the most part idle or abandoned, are grouped around the head of two valleys: one, which drains to the west, falls 2000 ft. (609.6 m.) in 4 1/2 mi. (7.2 km.) between the main Catorce and the western foot of the range and is characterized by steep canon walls; the other, east of the main town of Catorce from which it is separated by a high divide, heads in a number of steep tributaries above the basin in which lies the town of Potrero and flows nearly north for 10 mi. (16 km.) to the northern base of the range; below Potrero, it has for the most part gently sloping valley walls and a broad valley floor. The Sierra Catorce is the highest range of the region, the summits reaching altitudes of over 11,000 ft. With the exception of a few cliffs of the erosion escarpment of the lower limestone and the canon walls below the main town of Catorce, which is the highest town in Mexico, the gently rounded slopes are characteristic of a maturely eroded mountain range composed of folded sedimentary rocks. As is usual in desert regions, the heavy-bedded limestones are the most resistant to erosive forces. Folded into anticlines, they form the mountain ranges; and the intermontane valleys and basins, originally carved out of less resistant shales, clays, marls and sandstones, are covered by debris forming a mantle with surface gradually rising upwards toward the hills. In time, the debris buries, in deposits formed from their own ruins, all but the highest summits of the original mountains; some f this region has already nearly reached this stage. Most of the debris is firmly cemented by calcium carbonate (caliche). Solution f the limestone by meteoric waters afforded the supply of lime carbonate, which has been redeposited upon evaporation of the waters as a cement binding the boulders, pebbles, and finer detritus.

TRINIDAD, British West Indies, is an island near the north coast of South America, situated between latitudes 10° and 11° N:, and. opposite the numerous outlets of the Orinoco River Delta. It is separated from Venezuela by the Gulf of Paria (salt, water) and straits over 5 mi. (8 km.) wide. The area of the island is approximately 1750 sq. mi. (453,- . 250 hectares) and the population is approximately 400,000. The climate is tropical with an annual rainfall of from 45 to 60 in. (114 to 152 cm.). The oil fields consist of several units, or fields, located in the southern half of the island. Approximately 90 per cent. of the total production has been yielded by fields situated within 7 mi: (11.3 km.) of the famous asphalt lake and on the southwest peninsula. The most important producing fields, or units, are the following, which are shown on the accompanying map: Brighton, or Pitch Lake Field, operated by the Trinidad Lake Petroleum Co., Ltd., is situated beside the famous Pitch Lake; it, even encroaches on the lake. Vessigny Field, operated by the Trinidad Lake Petroleum Co., Ltd., is situated 2 mi. (3.2 km.) south of Pitch Lake. Lot One Field, operated by the Petroleum Development Co., Ltd., the United British Oilfields of Trinidad, Ltd., and Stollmeyer, Ltd., is situated 3 mi. south of Pitch Lake upon Lot One of Morne 1'Enfer Forest Reserve and adjoining properties. Parry Lands Field, operated by the United British Oilfields of Trinidad, Ltd., and the Petroleum Development Co., Ltd., is situated 3;2 mi. south of Pitch Lake on Lot Three of Morne l'Enfer Forest Reserve and adjoining properties. Point Fortin Field, operated by the United British Oilfields of Trinidad, Ltd., is situated at Point Fortin, 6 mi. southwest of Pitch Lake. Fyzabad Field, operated by Trinidad Leaseholds, Ltd., is situated several miles southwest of Fyzabad Village and 6 mi. south-southeast of Pitch Lake. Barracpore Field, operated by Trinidad Leaseholds, Ltd., is situated several miles south of. San Fernando and 15 mi. (24.14 km.) east of Pitch Lake.

Drilling activity in California during 1939 decreased approximately 15 per cent from that of the previous year. New reserve discoveries were the lowest in many years, but extensions, development of deeper sands, and reappraisals, indicated enough new potential to more than equal 1939 withdrawals of about 223,644,000 barrels. On June 1 a new uniform method of allocation was adopted, which had the immediate effect of reducing production, so that approximately 6,000,000 bbl. of crude were withdrawn from storage during the year. Market demand averaged 628,845 bbl. per day as compared with a daily production of 612,945 barrels. The rate of drilling was slow during the first five months because of the unfavorable storage situation. Subsequent to the adoption of the new uniform method of allocation on June 1, drilling was speeded up and continued at a rapid rate throughout the remainder of the year. As a result of prospecting, four new fields were discovered and seven fields were measurably extended. All of the new discoveries were made in the San Joaquin Valley. Statistics of production and development arc given in Fig. 1 and Tables 1 to 3. New Discoveries Coalinga-Northeast.—The Amerada Petroleum Corporation discovered a second Eocene shore-line field north of the Coalinga Nose when it brought in well S.P.L. 7-17 in sec. 17-19-16, flowing 4230 bbl. of 32.4" gravity oil and 14,200,000 cu. ft. of gas at a depth of 8237 ft., from the "Gatchell" sand of Eocene age. This field, 2 miles north of the Coalinga Nose field, is considered to be a separate structure because it has a gas cap and a lower water table. The structure is a broad, gentle anticlinal nose probably separated from the southerly Coalinga Nose field by a shallow syncline. Production is sealed updip by the pinching out of oil sands. The average sand thickness is approximately 200 ft., the top 75 ft. containing mainly gas. The sand has an average permeability of 1000 millidarcys and an average porosity of 25 per cent. The productivc area of the field is estimated to be between 1200 and 1500 acres.
