With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

Recent papers by S. T. Yuster have called attention to the largely ignored concept that there will be a transfer of viscous forces across fluid-fluid interfaces during the flow of immiscible fluid phases through porous media. This leads to the implication that the relative permeability us saturation function, as applied to each of the fluid phases of the system, will in some way be dependent on the viscosities of all the other fluid phases which are contiguous to the flowing fluid of interest. In fact, Yuster has selected and analyzed the properties of a capillary-tube model of the reservoir-prototype flow systems and concludes from his studies that relative permeability values will be very markedly influenced by the viscosity ratio in two-phase systems. On the other hand, relative permeability data have been reported in the literature for more than 20 years; and where these data are consistent at all, they consistently how no dependence on viscosity ratio (cf. chapter 7 of Muskat3 for a resume of past experiniental work). This paradoxical situation has prompted us to re-evaluate Yuster's work. The major flaw we find has to do with the properties of the model Yuster employed to give qualitative support to his predictions. This model is defective in that important surface area parameters characteristic of the prototype-reservoir flow system have not been propertly scaled. Fig. 1 shows how we believe Yuster's model should be modified to circumvent this difficulty. It depicts the capillary tube of radius R and length L, comprised of two elements in series. Many mines combine open pit with underground mining, and on many occasions the underground mine is an extension of the open-pit. In these circumstances the decision about where the open-pit stops and the underground starts is crucial and driven by many factors. This paper looks at some of the ways that this cut-over can be calculated and specifically examines the calculation of it using modern mine optimization software. The paper provides a case study which will review various outcomes using these techniques, and demonstrates the influence of various factors on the optimal transition cut-over point. Biographies Mr Finch is a Divisional Manager and a Principal consultant at Snowden Mining Industry Consultants in Vancouver, Canada. At Snowden Mr Finch leads a team of engineers that perform mining engineering studies for projects around the world. Prior to joining Snowden Mr Finch was the Mining Manager at Barrick?s Henty mine in Tasmania Australia. Prior to that Mr Finch has held a variety of roles in both consulting and operations working for various organisations at various levels in the Asia Pacific region. Mr Finch gained a bachelor?s degree in Mining Engineering from the University of Queensland in 1986, and a bachelor?s degree in Economics from the University of Queensland in 1993. His expertise is in mine planning, mine optimisation and mine management. Dr Elkington is a Consultant at Snowden Mining Industry Consultants in Perth, Australia. He is responsible for the design and implementation of Snowden?s proprietary optimization software products. Prior to joining Snowden Dr Elkington completed his PhD in Mine Optimisation at The University of Western Australia, and bachelor?s degrees in Engineering (Hons) and Commerce from The University of Western Australia. He specialises in optimization and trade-off studies, and has consulted on projects across all major commodities and regions.

(communication to the Secretary*):—The Laramie tunnel, though a small one, compares very favorably in the speed of driving with the great Alpine tunnels which have the record so far. I think it safe to say that, taking all things into consideration, the record made at Laramie is the best American record, though it still falls short of the long-tunnel records abroad. In discussing tunnel-records it must always be borne in mind that there are conditions peculiar to each individual tunnel job, so that no comparisons are complete, fair and conclusive. At Laramie there is one point which stands out prominently, and which distinguishes this from any of the recently-built Alpine tunnels, and that is that here we have great progress in an American driven tunnel without the use of a carriage for mounting the drills. At the Arlberg and Loetschberg tunnels, the carriage was an essential condition for progress. All the heading-drills were mounted upon a bar which rested upon a small carriage. This carriage was withdrawn after the drilling and run into the heading after the blast without much disturbance of the drills, and with very little adjustment except that required in jacking the horizontal bar across the tunnel. The carriage was so small in its track-area that it required little mucking to run it in to the face; and as the rock-drills used were heavy machines 38 in. in diameter, progress in setting up and drilling was very much accelerated by the use of the carriage. The United States is faced with increasing demands for electricity, coupled with continuing demands for crude oil and gas. Superimposed on these' national requirements are our national requirements for clean air and elimination of thermal pollution of our rivers. From the coal viewpoint, this situation is complicated still more by the rapid advances in nuclear power. In this paper, I hope to show a way to use our Western coals as a solution to this involved national problem by producing: 1. High quality crude 2. Low cost power 3. Economic byproducts We could expect these products to be made at one site in an integrated plant that would mine (extract) coal, process it, and convert it to electricity. Perhaps the most important attribute of the plant is its reduced water requirement and the elimination of air pollution from the power cycle. Quite logically, such a plant would probably recover valuable byproducts, such as pipeline gas, sulphur, cement, aluminum, and the like. Although the plant projected in this paper is a conceptual one, it is based on work now underway by Government and industry. Prediction of the future is a most hazardous occupation, but plants such as the one projected are based on current knowledge and can be expected to reach commercial operation in the near term future.

An evaluation of internal stress distribution based on photoelastic studies and destructive testing of simulation models shows that pillar failure is a function of the internal stress distribution, and that stability can be changed by altering the internal stress pattern. Induced stresses in three-dimensional epoxy disks subjected to uniaxial forces were evaluated by photoelastic studies. Stress profiles across different sections perpendicular to the loading direction revealed two maxima for each profile. Based on the stress distribution for the entire column, an attempt was made to explain pillar spalling and the hour glass pattern of failure in a mine pillar. For maximum stability and optimum design of mine pillars, it is necessary to consider the external forces, the nature and distribution of induced stresses and the characteristics of the pillar material as determined in the laboratory. This paper summarizes the research done by N. K. Bohidarl and Ben L. seegrniller2 as partial fulfilment of the requirement for Master of Science degree in Mining Engineering, University of Utah. It is an evaluation of a study to determine the stress distribution in short columns in order that regions of high stress concentration in mine pillars may be found and their effect on pillar failure be ascertained. The ratios of the dimensions of the columns studied are representative of those found in mines located in flat-bedded deposits. The weight of the overburden generally constitutes the major external force. This force is calculated by taking into account specific weight and thickness of the cover. In order for fiber composite materials to find extensive use in structures, it is necessary to develop techniques for joining these materials. Riveting and adhesive bonding are two possible techniques which have been investigated although the former is less desirable because the low shear strength of most matrices makes this type of joint subject to bearing failure. Welding is an effective means of joining, especially for high-temperature applications where ad-hesives are weak; however, there are significant limitations placed on welding composite materials. The commonly used fusion welding techniques will find less use for joining composites because the two phases are often unable to stand exposure to such a stringent environment. In the case of eutectic composites, fusion welding will completely destroy the controlled microstructure. Solid-state techniques such as diffusion bonding offer potential success with certain design requirements placed on such joints. Since the primary mechanism of load transfer from matrix to fiber is shear parallel to the fibers, little load can be transferred across a butt-welded interface perpendicular to the aligned fibers. Successful joint designs must have a component parallel to the fibers to allow a shear area for load transfer. Configurations such as lap and scarf welds are likely to be successful. This note describes some results of experiments with diffusion-bonded joints in A13Ni whisker-reinforced aluminum. In surface mining operations, the ease with which a muckpile may be dug is a dominant factor in mining efficiency. Within broad limits this is largely independent of the fragment size dis- tribution, since the equipment used to move the broken rock is generally larger than in underground mines. In such cases, muck- pile shape and voids ratio within a muckpile heavily influence mine productivity. In a particular operation, the muckpile shape after blasting should be tailored to the digging equipment being used. A front- end loader is best suited to a low, flat-lying, loose muckpile, because of its fairly good mobility and small break-out force with its bucket. In contrast, a rope shovel lacks mobility, generates a much larger break-out force with its bucket, and fills its bucket in a vertical filling motion. Therefore, it is ideally suited to well fragmented, steep faces. In situations where a dragline is used, the requirement for a suitable muckpile depends on the operat- ing scheme of the dragline. For a conventional highwall key method the preferred work- ing level of the dragline is the same as the highwall, so that the dragline may sit over its key. In this situation, the ideal muck- pile shape involves relatively little displacement of the fragmented rock, with a minimal "power trough" at the back of the blast. In throw blasting, on the other hand, it is desirable to cast as much of the spoil as possible across the pit. It is then necessary to optimize the blast design by maximizing the throw percentage under any necessary constraints (e.g. damage, vibration, flyrock, explosive cost).

The Holocene Minninup shoreline is a coastal barrier system stretching from Bunbury to Busselton, in southwestern Australia. It has developed in a microtidal swell wave environment, under the influence of the post- glacial marine transgression and Holocene sea level variation. Barrier sediments thin rapidly across a shallow shelf, and consist of quartzo-felds- pathic sands with a minor skeletal carbonate component. Holocene shelf deposits are laterally extensive sheets overlying Pleisto- cene limestone. Modern carbonate production is small. Development of the Minninup barrier system has been controlled largely by low rates of sediment input from terrigenous and carbonate sources, late Holocene sea level fluctuati,.,s, and pre-existent coastal landforms composed of Pleistocene limestone. Modern controls on sedimentation are the refracted, shoaling swell wave regime, and onshore winds, which combine to promote nett northward longshore drift. Holocene barrier systems of the southern Swan Coastal Plain are of several different types. These include prograded sequences of beach ridges overlying shoreface sediments, such as is found at Rockingham and parts of Geographe Bay, and complex polygenetic systems typified by the Leschenault Peninsula. Pre- liminary investigations of the barrier stratigraphy of the Minninup shoreline indicate that both progradational and polygenetic sequences are present. The processes involved in shoreline development and heavy mineral accumulation are being studied using aerial photograph inter- pretation, beach profile monitoring, sampling, and granulometric analysis. This will lead to an enhanced understanding of the mechanisms of heavy mineral accumulation, and assist in the development of genetic models as aids for Exploration.

Exploration by Anaconda Minerals Co. in the Rico area from 1978 through 1983 resulted in dis¬covery of the Silver Creek molybdenum deposit. The drill-indicated resource is 40 Mt (44 million st) of 0.31% Mo, and projections suggest that the deposit may exceed 182 Mt (200 million st). No source intrusion has been intersected by drilling, but its presence is sugested by intramineral silicic alkali-alaskite porphyry dikes observed at the surface and in drill holes. Age dates and fluid inclusion studies indicate that the deposit was formed 5.2 ± 0.2 m.y. ago and that more than 1200 (3937 ft) of cover has since been removed by erosion. The deposit is hosted by Precambrian quartzite and greenstone, and Paleozoic sediments. Three prominent faults intersect in the vicinity of the molybdenum deposit, and one of these, the Last Chance fault, strongly influenced the shape and location of the deposit. The juxtaposition of host rocks across the Last Chance fault reflects significant offset spanning at least three different periods. Wallrock alteration associated with the deposit includes potassic, phyllic, and propylitic zones in noncalcareous rocks and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Premineral faults that intersect the deposit contain the only surface molybdenum, tungsten, and fluorine anomalies. Dispersion halos of the indicator elements were defined by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

Lead-based alloys are used as the primary anodes for electrowinning from sulphate-based aqueous systems. Lead anode technology has evolved over the years, migrating from pure lead and lead-antimonial alloys to the present-day lead-calcium-tin alloys for copper electrowinning and leadsilver alloys for zinc electrowinning. Anode technology has also migrated from cast to rolled microstructures in search of improved mechanical properties and higher corrosion resistance. Although great strides have been made in the development of new alloys and production processes, the industry still has unresolved issues related to untimely corrosion, which limits anode life and may lead to higher contaminant levels in the metal being produced. Lead anodes corrode because of the difference in the chemical/electrochemical potential across the microstructural features of an anode. Given a very high purity material, we find that the grain boundary areas corrode significantly faster than the rest of the grain. A balance of alloying element selection and microstructural design allows the grain boundary area to be engineered, thus minimizing grain boundary corrosion. However, operational issues can lead to unexpected corrosion behaviours that we will discuss moving forward. The comments in this work, although directed toward copper electrowinning, can be extended to similar phenomena in other metals electrowon from sulphate media (i.e., zinc, nickel, cobalt, manganese). The life cycle of electrowinning anodes depends on tankhouse operating conditions and maintenance of the anodes, including cleaning and straightening. This paper will focus on the operational aspects of maximizing the utilization of lead anodes for base metals electrowinning.

Mesothermal quartz lodes in Paleozoic Greenland Group metasediments of the Reefton area have produced 67 t of gold up to 1951, and recent exploration has identified new gold resources in several deposits, including the largest past producers, Blackwater and Globe Progress. The metasediments consist of alternating sandstone and argillite, metamorphosed to lower greenschist facies and hydrothermally altered near the quartz lodes. We examined and sampled drill core from four prospects, Globe Progress, General Gordon, Merrijigs and Blackwater, to determine the mineralogical and geochemical characteristics of hydrothermal alteration in the sandstone units. The sandstones are feldspathic litharenites averaging Q65, FlO and R25, with detrital grains of quartz, feldspar, rock fragments, muscovite, biotite (mostly altered to chlorite), and trace quantities of graphite, apatite, zircon, tourmaline and titanite. Hydrothermal alteration has developed a secondary mineral assemblage of K-mica (muscovite, sericite and illite), carbonate, chlorite, pyrite, arsenopyrite and limonite. The abundance of secondary chlorite is greater at Blackwater than at the other locations studied. Features in the sediments associated with increasing hydrothermal alteration towards quartz lodes include, the development and increasing intensity of colour bleaching and carbonate spotting, increasing quantities of disseminated pyrite and arsenopyrite, and the appearance and increasing quantity and size of thin carbonate, quartz and sulphide veins. This is accompanied by increasing concentrations of sulphur, arsenic and antimony as shown in assays, and of volatiles (loss on ignition) and iron as seen in XRF analyses. We were unable to identify consistent trends in the behaviour of potassium, sodium, and calcium that are exhibited by similar mesothermal quartz lode deposits inVictoria, Australia.

Experiments performed with distilled water, unconsolidated sand and dead oil for the purpose of determining the influence of oil flow on the water content of sands were described. While results found are not necessarily, therefore, identical with those that would be obtained under natural petroleum reservoir conditions, the following conclusions were drawn. 1. When oil under constant head is flowed through an unconsolidated sand, the amount of water retained in the core is inversely proportional to the specific permeability of the core. This corroborates the view that the degree to which oil displaces water out of the pore space is limited by the size of the pores. 2. For the range investigated, the displacing action of a more viscous oil of higher specific gravity was found to be the same as a less viscous oil, or lower specific gravity. 3. The amount of interstitial water retained in the sand bears an inverse relationship to the pressure head of the displacing liquid. 4. The degree of retained water saturation of the sand appears to approach 100 per cent as the specific permeability approaches zero. 5. For the higher values of specific permeability and for the pressure range investigated the remaining amount of water in the sand occupies approximately 10 per cent of the pore space. This, together with the fact that the limiting oil velocity curve approaches approximately 10 per cent water saturation as an asymptote, indicates that beyond this point removal of water is achieved only by a stripping of the grains requiring considerable pressure drops across the sands; or by a balancing of the molecular forces. 6. As the water saturation of the sand exceeds approximately 15 per cent of the pore volume, the permeability of the sand to oil decreases rapidly. 7. Sands with water saturations as high as 40 per cent were found to produce 100 per cent oil.

Trail blasters for the National Park Service (NPS) live and work in remote mountain terrain throughout the western states, where any support or resupply may be sporadic and ditlicult and mountain weather affects every activity. Mechanical “aids” are the pick, shovel, rock-bar, wheelbarrow, and a Pionjar or Cobra dritl. The blaster is usually faced with an extraordinary range of work, t?om delay blasts in weathered rock using driiole depths of 18” (46cm) to as little as 4” (1 Ocm), through reducing boulders and talus fields to useable tread, blasting stumps, snags and log-jams, to the explosive disintegration and casting of animal czcasses. One day he/she might provide a 500cf (14 cu meter) anchor excavation for a suspension bridge, the next day directionally fall 60” (1.5m) diameter snags in a camp area, and the following day blast a 3-foot-wide (1 meter) tread bench across a steep bedrock slope. To be effective, the blaster must design each and every blast around desired end result, crew and public safety, maximizing effective use of limited quantities of explosive, and the minimnation of environmental effects. Since almost all drillhole blasting occurs in the weathered zone of the rock, blasting is more the art than the science of judging rock density, hardness, cohesion and prefracturing, and selecting explosives, drill and delay patterns, and loading techniques responsive to those conditions. For these reasons the NPS issues its own Blaster’s License, with a basic requirement of at least 40 hours of NPS blaster training and 3 years of supervised Blaster in-Training experience. The focus of this pre-license requirement is on safety and using explosives as a precision tool, versus just “blowing things up”.

Unnamed early prospectors panned gold from creeks drain- ing the Great Dividing Range in the early part of 1851. The first publicised discovery was credited to Edward Hargraves near Bathurst in New South Wales later in 1851 and during the ensu- ing gold rush, prospectors rapidly made discoveries elsewhere in New South Wales and later across the border in Victoria. Reference to the attached graphs of gold production indicates that for much of the first 100 years, gold production came from the easily worked and readily discovered shallow alluvial deposits, many of which were located in the creeks draining mountainous regions of Victoria, New South Wales and Queensland (Fig. 1 and 2). As these deposits were exhausted, prospectors turned their attention to outcrop lode deposits which led to the development of underground mining techniques and a significant boost in over- all gold production. With the discovery of the rich Golden Mile lodes in Kalgoorlie in 1893, gold production increased signifi- cantly and peaked around the turn of the century. At that time, the enormous potential of the great Witwatersrand deposits in South Africa had only just been appreciated and for a few years, Australia led the world in gold production (1855-1863 and again in 1903). Underground mining continued in the Eastern Goldfields area of Western Australia, the Bendigo-Ballarat region of Victoria and in northeast Queensland. Very few of these operations continued beyond the Second World War, except the larger producers in the Kalgoorlie region where recovered grade had dropped to about 6 g/t Au. By the early 1970s with the gold price fixed at US$35 per ounce, most of the operations were shut down as labour costs escalated, with only the low cost bulk mining operation at Mt. Charlotte and the high grade reefs at Norseman continuing in Production.

Sample sizing in the iron ore industry requires significant manual effort to collect, transport, and sieve the samples as well as record, process and report the data. Efforts have been made to automate this process, which essentially emulate the manual process, except that a person is replaced by a robot. Even in these cells, the sieving and sizing operation consumes a significant proportion of robot time. The proposed doubling of production from AustraliaÆs iron ore mines over the next five years will place increasing pressure on sample sizing and interest is increasing in alternative automated methods. One such method is the adaptation of computer vision technology which has been successfully introduced into the mining industry in a range of applications including feed size distribution to SAG mills and oversize detection from screening stations. The limitation of this technology is that only the top surface is visible and this is used as an indicator of total size distribution. Obviously in a sample plant, where 100 per cent of the sample must be measured for acceptable quality assurance, this approach is unacceptable. In order to capture 100 per cent of the sample using computer vision technology a monolayer must be formed either by spreading the sample across a moving surface, such as a conveyor or vibrating platform, and passing this under a camera. This will become a æsurgingÆ load which presents specific problems for some types of computer vision systems, namely those relying on a 2D approach. In this paper a 3D computer vision technology will be described which overcomes the problems associated with measuring particle size in a monolayer and experimental results will be presented which demonstrate its effectiveness for lump and fine iron ore sample size measurement.

In south-eastern King Island, sediments and lavas of possible Upper Proterozoic to Lower Cambrian age have been intruded by Lower Carboniferous granitic rocks.Within the contact aureole of the Bold Head adamellite north of Grassy the sediments and lavas have been metamorphosed to hornblende hornfels facies grade. The thermal gradient within the contact aureole was small, as the hornfelses exhibit no mineral zoning over a distance of 700 ft from the adamellite.Skarns occur both within the adamellite near its contact with the country rocks, and within the country rocks as partial replacements of three dolomitic limestone horizons. The latter type, the exoskarns, commonly have an andradite-salite mineralogy and carry economic concentrations of scheelite. These resulted from the replacement of carbonate beds due to both diffusion and infiltration metasomatism. Silica, tungsten, minor sulphides, and water were introduced from the adamellite, while aluminium and iron diffused from the enclosing pelitic sediments. Calcium released during marble replacement countered the loss of iron and aluminium in the pelitic hornfelses transforming them to diopside-rich rocks.Endoskarns within the adamellite are the result of two way diffusion across the contact; calcium, aluminium, and iron diffused from sediment to adamellite as silica, potassium, sodium, and water diffused from adamellite to the sediments. From estimates of the lithostatic pressure and mole fraction of CO2, the mineral assemblages of the hornfelses imply that the temperature of metamorphism lay between 530° and 710°C. This temperature range is in good agreement with minimum temperatures, between 610° and 710°C, for the recrystallization of the marbles of the contact aureole, calculated from the determinations of the solid solution of the magnesite molecule in calcite.

Highland Valley Copper is a large, open-pit copper mine in the southern interior of British Columbia. Reclamation has been in progress on the site since 1987. Some 6,300 hectares will have been disturbed at the end of the mine?s life, the majority of which will eventually be reclaimed. The establishment of vegetation and the development of a self-sustaining vegetative cover are the central components of the mine?s reclamation plan. The present vegetation-monitoring program for the reclaimed area represents a significant commitment of resources and only addresses a small portion of the site each year. In an effort to expand the area surveyed while improving the efficiency of the monitoring, the use of remote sensing is being investigated. Airborne multispectral imagery was acquired in the summer of 2001, and the results of the multispectral classification were compared to ground observations made during the routine 2000 and 2001 monitoring program. A thematic map with 17 vegetation classes was produced. Within the vegetation classes, there was a strong spectral separation between ? dry grasses? and ?legumes? with further separation according to their density. Green biomass could also be quantified remotely across a wide variety of vegetation types. During summer 2002, further aerial imagery was acquired in combination with a targeted ground-truthing program to determine characteristic vegetation types associated with recognized spectral signatures, which can be used in a supervised classification. It is anticipated that after some fine-tuning, it will be possible to shift the ground-sampling effort from areas where the aerial classification confidence is high to more complex areas.

E1 Teniente made blockcaving look easy. Ore rolling out the Teniente 5 level has the appearance of nicely screened riprap ready for road dressing. Actually it has been mostly size-reduced by nature abetted along the way by the occasional nudge of a double jack wielded by a buitrero (grizzly-man). It is the famous upside-down mine at Sewell, where the ore flow is down and the people flow is up. Sewell (rhymes with jewel) is the impossible cluster of dwellings clinging to a high Andean spur where 13,000 inhabitants find that staircases must substitute for sidewalks. There is no mining man who is not familiar with the picture of Sewell-by day a pyramid of barracks huddled on the high ground out of harm's way and by night a surprising Christmas tree against the mountain top. Until April 1967, Kennecott's Braden Copper Co. rocked along producing a not inconsequential amount of copper, 180,000 tpy (all tonnages cited here are short tons), attributable to its not unspectacular mountaineering and engineering achievements. These latter included expertness in building avalanche-control fencing; operation of a 35,000-tpd concentrator on the Sewell mountain spur; a spectacular aerial tramway to move 1600 tpd of concentrates to the smelter at Caletones, and occasionally to provision Sewell when snow blocks the road; a cliff hanger of a railroad 43 miles down to the rich bottom land at Rancagua; and last but not least, a 40-mile tailing launder that sweeps across deep valleys on trestles that rival those of the Romans.
