"Setting of concrete material is defined as the transitional period between states of true fluidity and true rigidity. Initial and final setting times are measured in the laboratory on the mortar sieved from the mix in a controlled environment where temperature and moisture values are constant. On the other hand, field applications are held in outdoor environments where environmental variations have direct impact on setting time values. In this study, initial setting time of class K concrete, usually used for bridge decks and concrete pavements, are investigated highlighting discrepancies between laboratory and field measurements. 72 mixes have been cast in variable environments and collected data from concrete mixes and the ambient conditions are reported. In light of the collected data, the effects of variable setting times on early age cracking of concrete material are studied and means to minimize such cracks are presented.BackgroundSetting of concrete material is defined as the transitional period between states of true fluidity and true rigidity [1]. Continuous hydration of the cement within the matrix transfers the mix from a state of setting to hardening. Initial and final Setting times are measured in a laboratory setting following ASTM C 403 specifications. Initial setting approximates the time at which the cement paste can no longer be plastic under compaction (or can be handled in a proper fashion), while the final setting approximates the time at which hardening occurs. The standard test described in ASTM C 403 is conducted on the mortar sieved from the mix (paste passing from 4.75 mm sieve opening). Initial and final settings are described as the elapsed time after the initial contact of water and cement till the mortar reaches a penetration resistances of 3.5 MPa (500 psi), and 27.6 MPa (4000 psi) respectively."

Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

Although descriptions of the methods of analysis of explosives are to be found in many books on explosives, and in works on engineer- ing chemistry or chemical analysis, most of these descriptions are incomplete and lacking in details. The methods of analysis employed in the laboratories of most explosives factories are frequently treated as trade secrets, and very little information is published from such laboratories. This bulletin outlines the methods of analysis that are used by the Bureau of Mines in the examination of certain classes of explo- sives. The present form of most of these methods has been worked out in the bureau's explosives laboratory. The methods employed by Prof. C. E. Munroe were taken as a basis, and were elaborated to meet the demands incident to the treatment of complicated mix- tures and to the development of the explosives art. A subsequent bulletin will discuss the methods of analysis of "permissible" explosives, many of the latter being of decidedly complicated char- acter and requiring special treatment. This bulletin presents the methods of analysis of "ordinary" dynamite, and the ammonia, gelatin, low-freezing, and granular dynamites, and the common grades of black gunpowder and black blasting powder. The bulletin is published by the bureau for the information of all persons inter- ested in explosives and their safe and efficient use in mining work. As the term "ordinary" dynamite, though much used, has no conventional meaning, and may be used to cover a wide variety of compositions of matter, it may be noted that the standard dynamite used at the Pittsburgh testing station is a good example of the "ordinary" dynamite known in this country. IBC Advanced Technologies, Inc. has developed ligands, ?amed SuperLig®, which have specific applications in the gold mdustry. These ligands use molecular recognition technology (MRT). One ligand has been developed to selectively recover gold and silver from tailings solutions and from pregnant Merrill-Crowe solutions. Another ligand removes free cyanide, _ th10cyanate, other cyanide species, as well as copper and other base metal cyanide complexes from leached gold-ore solutions. The development of these "species selective'' SuperLig® prod­ucts allows for the more efficient operation of gold recovery processes and opens up the possibility of the economic devel­opment of high-copper gold ores. The resulting gold eluate is a high grade and a high purity stream which will simplify the need for further refming. Engineered systems based on MRT consist of a few unit operations utilizing standard equipment and mate­rials of construction. The process is simple to operate, thereby lending itself to automated modular design, which is both eco­nomic to manufacture and to operate. Test results for the gold and cyanide-copper systems are presented in order to demonstrate the high selectivity and effi­ciency of MRT technology in recovering these species from solution. . The physical properties of an ore body require determination for virtually all mining projects, new and existing. The extent and regularity of such determinations being subject to the size and homogeneity of the orebody. Such properties have an impact at the design stage of new plants, with respect to equipment specification, and thus effects capital costs; and also impacts on the operating costs of new and existing plants, with respect to power consumption, production levels and part replacements. All of these can severely alter the bottom line and can be the determining factor in the economic viability of many projects. This paper examines some of the most common properties that are measured, the procedures utilised in determining these properties, and their variability under conditions of reproducibil­ity, and to a lesser extent repeatability. The properties looked at were Impact Crushing Work Index, Abrasion Index, Bond Rod Mill Work Index and Bond Ball Mill Work Index. A number of testing laboratories throughout Australia and the US were utilised in the survey. The results showed up some interesting and important features of the procedures used, all of which have become accepted industry standards, and which had varying effects on the final result. Tests such as the rod and ball mill indices would appear to have reasonably robust procedures which allowed for the determinations of the respective index without the introduction of significant variations, although there were indications that variations could occur. The other tests gave a sufficiently different picture to be able to suggest that an argument could be made for a more intensive investigation to be undertaken, with the possible outcome that a modified test procedure or an alternative test is required.

The Committee on Technical Nomenclature, of which John T. Faig, Professor of Mechanical Engineering at the University of Cincinnati, is Chairman, appointed by the Society for the Promotion of Engineering Education, has recently issued a report advocating uniformity in the use of symbols to designate engineering and mathematical terms: The selection of the symbols was based upon a canvas of a considerable number of engineers, editors of engineering papers, and professors of engineering throughout the United States. "In the case of treating phosphatizing wastewater containing zinc, zinc had an impact on the solution chemistry, especially on pH. Fe2(SO4)3 and CaCl2 were used as precipitators to remove phosphate from zincic phosphatizing wastewater and the optimum pH was investigated. Zinc ion had a significant effect on the optimum pH. The optimum pH ranges were 12.10(inlet concentration of 15.67mg/L, outlet concentration of 9.53mg/L), 3.04-5.50(inlet concentration of 11.97mg/L, outlet concentration of 0.44-0.26mg/L), and more than 10.72(inlet concentration of 12.24mg/L, outlet concentration of less than 0.47mg/L) under the conditions without precipitator, with Fe2(SO4)3 and with CaCl2 respectively.Introduction Phosphate coating is commonly used for protective coating of machine elements. Including oil removal by caustic washing, rust removal by acid washing, phosphatization and inactivation, the phosphatization process produces wastewater containing inorganic salt of high concentration, especially the phosphate, beyond the environmental standards and polluting environment seriously. What’s more, the wastewater from zincic phosphatizing technology also contains another pollutant, zinc. At present, Chemical Precipitation (CP) and Biological Nutrient Removal (BNR) are two of most common technologies of phosphate removal. BNR, such as A/O, A2/O and UCT technology, is suited for wastewater containing organ phosphorus of low concentration and CP for wastewater with phosphate of high concentration [1]. Researches on CP treating wastewater containing phosphate of high concentration, mainly focus on adding quantity of precipitators[2-5] and coagulants[2-4] and the choice of technologies[3-9]."

Professor H.R. Philips was born in South Wales. After graduating with a B.Sc. degree in electrical engineering from the University of Bristol, he joined the National Coal Board's management training programme. Mr B. Moore was born in Coventry, England. He matriculated at Bablake School and then atended Birmingham University, obtaining a B.Sc. Mining Engineering degree in 1953. Professor J .S.J. (J annie) van Deventer matriculated at Swelendam High School. He studied chemical engineering at the University of Stelenbosch, and obtained the degrees of Hons. B. Ing. in 1978 and Ph.D. (Ing.) in 1985. Professor M.D. Brayshaw received most of his education in England but obtained his Ph.D. (Eng.) at the University of Natal. "In this paper, the chemical composition, the content and the leachability of heavy metals in dredged sludge are tested and analyzed. It is shown that the leachability of Pb and Cr exceeds the leaching toxicity standard, and so the dredged sludge is considered as hazardous waste and must be solidified. The effect of solidifying the dredged sludge by the hydraulic ash-slag cementitious composites is studied, and it indicates that the heavy metals can be well immobilized if the mass fraction of the dredged sludge is appropriate. The heavy metals are immobilized within the hydraulic ash-slag cementitious composites hydration products through either physical fixation, substitution, deposition or adsorption mechanisms.IntroductionDredged sludge is classified as a hazardous waste because it usually contains concentrated heavy metals and chlorinated organic compounds, as well as soluble salts, and is also composed of very fine particles. Moreover, inorganic pollutants are typically associated with soluble compounds, which are, therefore, highly leachable from dredged sludge when dredged sludge is contacted by a liquid medium[l1. Thus, dredged sludge must be stabilized in order to reduce its environmental impact on the final disposal site. The frequent means of dredged sludge disposal used include(!) Chemical stabilization (2) acidic extractionChemical stabilization is translating mobile heavy metals into low dissolution and low toxicity form through chemical reaction. The commonly chemical medicaments are sodium hydroxide, soldium sulfide, thiourea, EDTA. But Zhao et al [ZJ found sodium hydroxide is not fit for Pb stabilization, the other three are effective, but the chemical properties of sodium sulfide are not stable, thiourea and EDTA are very expensive, and so it is very difficult to apply them. Moreover, because of the complexity of heavy metal conformation and dredged sludge composition, it is very difficult to find a cheap and prevalent stabilization medicament in point[31 ."

The current talk of risk management as a separate discipline and management function is like earlier imposition of Quality Control (QC) as an overlay on shoddy production management. Risk management is vital, but is integral in the way we marshal our staff, make decisions, then monitor and review and make crucial secondary decisions. New leaders must not assume that hiring experts ensures good decisions. It is only the essential step one. The worst company I worked for had more expertise than the best. The difference was in culture and decision-making processes. Failed feasibility studies, persistent technical factions in a company that cancel each other, heaps of expert consultant reports piled up like a dump of bricks, even great but half-managers in large and small companies cancelling expertise at their disposal, are the worst manifestations. Just daily foul-ups are common even amongst smart people. We miners have made a great industry but are content to drift far below excellence, even where that word is bandied around. All the management literature and management courses will not right the situation û we have been sending budding managers to this good stuff for two generations and the effects are worthwhile but marginal. A few key ideals, ideas and slogans are not the way. These make inspiring books that work about as long as the Christmas spirit does in the real world. What we need is a coachesÆ manual and a standard of the essential package of culture and work processes that make excellence possible and show how to maintain it long term. It has not been written until now because most managers want to remain dilettante amateur managers without the discipline that creates excellence. First, believe excellence is possible and worth any effort; then commit to it.

Many proposals have recently been made regarding the broadening of engineering education, often with little consideration of the problems their application involves. The chief purpose of this paper is to point out how many and how complex are the questions that absolutely must be answered, in any conscientious effort to solve the problem of liberalizing engineering curricula. Among proposed additions, more training than is now given has been urged in public speaking, report writing, business law and contra s, general finance, money and banking, scientific management, gene ' economics, economic and financial history, social problems, labor pre lems, public ownership, psychology and similar related subjects. T urge in this direction is widespread and persistent. In discussing the blem, the following questions must be given careful consideration, an he absolutely definite conclusion reached: 1. The Present Curriculum Load.—Is this load actually too heavy? In the face of this load, is there room to add broadening subjects to our curricula? Can elimination of present subject matter make room for such additions? Can an elective system accomplish the desired end? 2. Problem of Early Specialization.—Is early specialization a weak ness? Is industry forcing early specialization? Do our varied degrees demand early specialization? Can broadening be harmonized with the present degree of specialization? 3. Graduate Work to Solve the Broadening Problem.—Can we add the desired work in the graduate school? Are the proposed additions of graduate caliber? Is it desired to reduce graduate standards? Can present undergraduate work be removed to the graduate school, to make room for desired broadening courses? Is graduate work normally broadening, or is it specialization ? 4. Importance of Proposed Additions.—Will they increase entrance salaries? Will they increase the engineer's efficiency? Will they raise

Sustainability will become a more stringent issue in mine planning over the next 40 years. The evidence of this is apparent in State and Commonwealth government policies now emerging in respect to water, green house gases, waste and other process emissions. The mining industry has developed policies such as æEnduring ValueÆ, which go some way towards establishing a framework within which mining can continue to be an underpinning strength within the Australian economy. However, the demands of new policies are directed at extending sustainability in ways that will change the way in which projects are implemented. This paper examines the nature of new policies aimed at water, energy and emissions, considering examples of where mining practices have or may change in order to meet new objectives in resource efficiency. Important issues will, as always, be the international price competitiveness of the mineral resources being produced but, where this is now devolved around mining and processing costs, these costs may in the future be strongly correlated to the nature and cost of local energy resources compared with those in Australia, the ability to mitigate and minimise water resource use and environmental impacts deriving from emissions and the veracity of competitor nations in meeting the same standards of performance in resource efficiency usage and in emissions control. As these systems bed down internationally mining in Australia will need to concentrate, amongst other things, on finding higher grade orebodies and on better technologies to release the value of lower grade ores. For our mining industry to remain strong, greater expenditure will need to be focused on these objectives. Finally, it will be important for the industry to remain vigilant and proactive in directing government policy development to ensure that practical objectives in mining are not curtailed unnecessarily through ignorance of mining market precepts developed over the centuries of mining operations.

The product obtained by roasting stibnite is likely to contain some unoxidized antimony trisulphide and a mixture of antimony trioxide and antimony tetroxide. It was desired to determine, as accurately as possible, the condition of the antimony as well as the total quantity present. Attempts were made to separate the trisulphide and the two oxides by methods based upon their varying solubilities in different solvents, but no satisfactory results were obtained in this way. It was found, however, that by determining the total antimony content, the antimony present as trioxide, and the antimony present as trisulphide, a good idea of the chemical composition of the roasted product could be obtained. The total antimony was determined by dissolving the sample in concentrated hydrochloric acid, reducing the antimony entirely to the trivalent condition by means of hydriodic acid and eventually titrating the antimony back to the pentavalent condition by means of iodine in the presence of sodium bicarbonate1* The details of the procedure are as follows: Weigh out 0.25 gram of the roasted product into a trapped flask (Fig. I), add 4 grams of powdered tartaric acid, 2 grams of potassium iodide and 40 c.c. of concentrated hydrochloric acid. Boil the solution gently f;r 5 min. and then cool to room temperature by shaking the flask while holding it under running water. Then, very carefully discharge the iodine color by the cautious addition of 0.05-normal sodium thiosulphate solution, adding a little starch toward the last. Nearly neutralize the acid with ammonia solution, but leave the solution distinctly acid. Pour the slightly acid solution into 200 c. c. of water containing an excess of sodium bicarbonate and titrate to a permanent blue color with standard 0.1-normal iodine solution.

"The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

The subject article appears in the February, 1978, edition of Mining Engineering, and on page 190 carries the statement, "As most operators know, in a Water-Only cyclone, ability to adjust the vortex finder is quite important due to the sensitivity of this type of operations to variance in feed conditions and having to take them apart to make this adjustment is always a nuisance." Our experience as a manufacturer and supplier of Water Only cyclones does not agree with the above statement, and we offer the following brief discussion. Our company finds that the sensitivity of the Water-Only cyclone is a function of the fineness of the coal being washed, with the sensitivity to vortex finder length being greatest for coals coarser than 3/4-in. and virtually insensitive to raw coal finer than 1 mm. For coals finer than 1 mm, we find that we can use the shortest standard vortex finder in either our 10- or 15- in. Water Only cyclone without exception. For coals 5/8-in. x 1 mm ceramic vortex finders of fixed length have been satisfactory in all cases following an initial testing period in which the length was determined. Coals coarser that 5/8-in. are more sensitive to the vortex finder length, and two installations handling coals coarser than 1-in. continued to experiment with vortex finders of various lengths long after the initial startup period. For coals of all sizes, final adjustment of product quality has been achieved by determining the optimum size of apex orifice, which is accessible and readily changed, if necessary. Comments above assume no unusual change in the coal being washed or the required quality of clean coal.

The Mount Isa mine in North West Queens- land produces a total of nearly 10 million t/yr from separate copper and silver lead zinc orebodies. Sampling information is mainly obtained from diamond drilling on 30 to 40 metre centers in both types of orebodies. For the copper orebodies the majority of the core is analysed for copper content using a non-destructive bulk analyser developed by the Australian Atomic Energy Commission. The diamond drill core in the silver lead zinc orebodies is usually sam- pled as sawn half core and assayed in the com- pany laboratory using a variety of methods dependent upon the level of metal content and/or the elements required. Underground development is sampled where additional information is required to improve the ore reserve estimate. The copper areas are sampled using a standard 2.0 m by 2.0 m chip sample of the wall. The chips are taken on a 250 mm spacing. Lead areas are sampled using a 100 mm wide by 4 mm deep channel over intervals determined by the area geologists. The massive, irregularly shaped copper ore bodies are mined as large sublevel open stopes and pillars. Ore reserve estimation on both a production unit and global scale is routinely carried out using a geostatistical system developed in-house and running on a Sperry 1100 mainframe computer. Copper grade, tonnes and the Kriging var- iance are estimated at points on a user defined grid. The Kriging program uses 10 m assay composites from diamond drill core and underground chip samples. One average (rela- tive) variogram is used throughout the main copper orebodies. The validity of using an average variogram was verified by the original geostatistical study undertaken in the late 1970's.

The meeting of the Board of Directors, on November 22, was attended by eight directors, the Secretary of the Institute, and eight guests. The proposed James Douglas Prize and Tablet was referred to a committee of eleven. Robert H. Richards was appointed representative of this Institute to attend the meeting of the Society for the Promotion of Engineering Education. J. V. N. Dorr was made chairman of the Finance Committee in place of George D. Barron, resigned. The sum of $200 was appropriated for the 1918 expense of the American Engineering Standards Committee; the question of an appropriation for 1919 was referred to the Executive Committee for study and report. The sum of $50 was appropriated to the Treasurer's clerk. The following representatives of the Institute were elected: W. L. Saunders to succeed himself as United Engineering Society Trustee; R. M. Raymond to succeed himself as member of Engineering Foundation Board; S. J. Jennings to succeed himself as member of Engineering Council; George F. Kunz to succeed himself as member of Engineering Council; C. F. Rand to succeed himself as member of John Fritz Medal Board of Award; E. Gybbon Spilsbury to succeed himself as member of the Library Board. To members of the Canadian Mining Institute residing in Canada or Newfoundland, the privilege was extended to subscribe to the Bulletin at the price of $5. An invitation was extended to the Mining and Metallurgical Society of America to consolidate with the American Institute of Mining Engineers. The appointment of Engineering Societies' Employment Bureau was reported. Thirty-nine members and ten associates were elected. Two members were reinstated. Extension of time for the payment of clues was granted to four members. Seventeen members on active duty at the front had their dues remitted.

The authors give a definition of the various types of corrosion that may affect a metallic conductor buried in the ground, namely: 1. The metallic conductor may be attacked by the surrounding soil. This phenomenon is purely local and is called by them soil corrosiveness. 2. The metallic conductor may connect two regions of the ground when the electrolytes have a different composition. An electrical current will then be generated and certain zones of the conductor will be oxidized. This is autogalvanic corrosion. 3. Stray current may flow in the ground and enter the conductor in certain sections and leave it in others, thus causing oxidization in certain zones; this is electrolytic corrosion. The soil corrosiveness has been studied extensively by the United States Bureau of Standards and the authors give a summary of the work carried out and results obtained along this line. In autogalvanic corrosion it has been shown, by the investigation of buried pipes, that the zones of corrosion are associated with the zones of egress of the electric current (anodic zones). The location of these zones can be determined by measuring at the surface of the ground the difference of potential that exists along the path of the pipe. This work is performed easily and quickly with the apparatus invented by the authors for the exploration of conductive orebodies. The problem of electrolytic corrosion is a difficult one because it is a question of stray current which may vary in direction and intemsity at every instant. Therefore the components of the electrical field must be known at a given station and compared with the components of the clectrical field at another station, at the same moment. This is achieved by a rccording apparatus that will register the variations of the intensity of the electrlc current along two rectangular directions, during several minutes
