Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

Abstract: A series of numerical tests of hydraulic fracturing in heterogeneous rocks were performed to investigate the influence of pore pressure magnitude and gradient on initiation and propagation of tensile fractures. The numerical tests were run with a Rock Failure Process Analysis code, F-RFPA2D, incorporated with a Flow-Stress-Damage coupling model (FSD). To investigate the influence of pore pressure magnitude on fracture behaviour, “pinch-off” breaking tests, originally employed by Bridgeman to investigate the effective stress law for tensile fracture in a uniform pore pressure field, were numerically modelled. In another numerical test, a double-notched sample, with fluid pressure in one notch while keeping the other one open to the atmosphere, is numerically extended to investigate how the fluid flow direction or the pore pressure gradient will influence the fracture behaviour. The simulation results show that fracture is strongly influenced by both pore pressure magnitude and pore pressure gradient. Diese Pruefungen wurden mittels der Analyse- Software F-RFPA2D und Flow-stress-Damage Coupling model ( FSD) durchgefuehrt. Um den Einfluess der Wasserdruckgroesse der Oeffnung auf den Bruch zu beurteilen, wurden auch Bruchpruefung und nummerische Analogexperimenten gemacht, und dadurch wurde die ganze Phase der Bruchentstanden und Verbreiten wiedergezeigt, und die Ergebnissen ergeben sich, dass die Wasserdruckgroesse der Oeffnung und der Porisitaet sehr viel auf den Bruchentstanden und Verbreiten der Tension von Gebirgen beeinfluessen. Les résultats des simultations montrent tout le processus de la naissance et de la propagation des fractures sous la pression de pore. Ces résultats nous ont permis de constater que la grandeur de la pression de pore et le gradient exercent une influence importante sur la naissance des fractures dans les rochers et sur leur mode de propagation . By understanding the ore breakage characteristics and utilising comminution circuit modelling, the benefits of SAG mill feed size manipulation can be readily assessed. This paper looks at the benefits and problems of total secondary crushing of mill feed and advocates partial secondary crushing as a means of improving grinding efficiency for certain hard ores. Case studies are reviewed for new and existing SAG mill circuits.

The traditional measure of Lost Time Injury Frequency Rate (LTIFR) as a measure of improvement in safety performance is recognised as inadequate and misleading, lulling managers into believing that safety is improving. It is a reactive measure, and steadily declining LTIFRs around the world have failed to be accompanied by a similar reduction in the fatality rate. This paper confronts the industry with the attitudes of some mining managers, such as one that allowed fatalities to occur in the case of a gold mining company at a rate of one death per 150 000 ounces of gold produced while claiming their safety record has improved, as shown by a falling LTIFR, and viewing fatality reductions as a long-term goal instead of an immediate priority. A quantum shift in management attitudes is required to focus on proactive measurements to detect the indicators of an impending disaster, and to predict conditions conducive to fatalities. Corporate CEOs are challenged to attend the funerals of all workers killed in the workplace. CEOs who fail to attend such funerals send a message to employees that the CEOÆs priorities lie elsewhere, and that profits take priority over workersÆ lives. The dichotomy of whether mining companies are run for the benefit of shareholders or whether companies owe social responsibility to the community is examined. The role of individual responsibility for personal safety is examined, together with the psychology of employees in the mining industry. A number of proactive measurable indicators are suggested to stimulate discussion on developing robust measuring tools to predict and therefore prevent fatalities.

An economic evaluation was made of the Bureau of Mines incinerator residue separation process to update the one published in 1971 to a mid-1.974 cost basis. This evaluation includes a modification of the glass-recovery operation used In the original plant design as well as a unit to bale the ferrous scrap product before shipment. "Effect of mill speed on grinding kinetics has been investigated with a view to using mill speed as a manipulated variable for control and optimization of the grinding circuit performance under variable ore hardness conditions. Dry and wet batch grinding tests were carried out for quartz, limestone and cement clinker in a 29 cm x 18 cm laboratory ball mill. Mill speed values selected were 55 and 70% critical. In the case of dry grinding operation, with an exception of quartz, for all materials studied the effect of mill speed on grinding rate was found to be insignificant for sizes finer than about 35 mesh. In the case of wet operation, grinding rates were found to be approximately proportional to the mill speed. The implications of these results are discussed.INTRODUCTIONIt is well known that mill speed has a considerable effect on the grinding rate of the ore particles l-3 For particles of a given size there is an optimum speed at which mill grinding efficiency is maximum (i.e. specific energy consumption is minimum) 3•4. Mill speed can, therefore, be effectively used as a manipulated variable to deal with the disturbances arising from changes in the size and hardness (grinding rate) of the ore being fed to the grinding circuit. Though, it has not been the case so far, with recent developments of ring motors2 and frequency inverters5 a continuous variation of mill speed has now become feasible, and it is expected that mill speed control will soon be a regular feature of plant operation2,6."

"The major losses of PGM and base metals in the beneficiation of platinum group deposits occur during the separation of gangue from the value minerals by selective flotation. A number of studies have shown that this negative impact on flotation is due to surface passivation, caused by various ions that may originate from the external water supply or, as is likely in the majority of cases, from the oxidation of the mineral surfaces and the grinding media. The objective of the study was to investigate the effect surface passivation and inadvertent activation have on flotation and how this can be managed so as to increase the separation of pentlandite and pyroxene. The aim was to minimise the percentage pyroxene reporting to the concentrate and simultaneously maximise the pentlandite recovery. The testwork incorporates the addition of an activator (copper sulphate), a complexing agent, such as DETA (diethylenetriamine) and a dispersant (polyphosphate) at pH 6 and pH 9 in an attempt to alleviate the surface passivation of pentlandite and inadvertent activation of pyroxene. Both synthetic minerals and plant ores were studied in order to determine the effect surface passivation and inadvertent activation have on mineral surface alteration and floatability. Zeta potential determinations, microflotation, ToF-SIMS (Time of Flight Secondary Ion Mass Spectrometry) analyses, laboratory batch flotation tests and continuous flotation testwork were used as tools to study the surface alteration and/or floatability.Zeta potential determinations and ToF-SIMS analyses showed that copper adsorption is non-selective. Both pentlandite and pyroxene become copper (II)-activated in the presence of copper sulphate and subsequently, in the presence of xanthate, adsorption of the collector will occur onto copper activated mineral surfaces. Zeta potential determinations also showed an alteration of the surface charge in the presence of polyphosphate, thereby inhibiting surface passivation of sulphides by slime coatings due to surface repulsion."

"For about 20 years, the use of bacteria to control the flotation process for the production of raw material concentrates has been the subject of worldwide scientific and engineering efforts. The objective is to reduce the consumption of biologically non-degradable toxic reagents. The principle idea is to use the activity of bacteria in natural leaching processes – known since the middle of the last century – for controlling flotation processes.It was discovered that the selective activity of bacteria during the extraction of raw material concentrates by means of flotation could also be achieved with extracellular polymeric substances (EPS), excreted by bacteria. EPS, which is extracted by means of centrifuging bacterial cultures, can help to significantly reduce the use of cyanides, approximately 200,000 t/a are used for ore dressing today.The bacterium used was Acidithiobacillus ferrooxidans. In order to identify the bandwidth of the oxidation activity, 21 bacterial strains of the strain collection of the University of Hamburg were attracted to iron(II) sulfate and pyrite under defined conditions. All strains oxidized iron(II) sulfate ten times faster than pyrite.EPS has so far been derived from four strains. In general, EPS extracts are divided into a hydrophilic and a hydrophobic fraction. The hydrophilic fraction is composed of e.g. fucose, rhamnose and glucose; fatty acids such as dodecanoic acid, hexadecanoic acid, octadecanoic acid and nonadecanoic acid were found in the hydrophobic fraction. Pure mineral phases and mineral mixtures were used for the flotation tests. The outcome was reproducible results with technical flotation machines. The research results known so far are mainly based on investigations with micro flotation devices, which are usually used for the characterization of reagents and which do not allow a direct translation to the technical scale."

At present, discounted cash flow analysis is generally accepted as the preferred method of valuation of mine projects in surface coal mining. One of the major reasons for that is its ability to take into account the time effect of money over the life-of-mine. As a looking-forward method, it requires forecasts be made with regard to economic, technological, technical, geological, and environmental conditions that will prevail in the future. All forecasts are inherently uncertain as they are a function of the uncertainty of all variables of the discounted cash flows analysis. This indicates that the only alternative for modeling the uncertainty in the project evaluation is the development of adequate risk models to serve the decision-making process. The paper offers a model of project cash flows at risk in strip coal mining, which is an integrated corporate risk management solution. The model is based on a stochastic approach that provides the answer to the question about how large is the deviation between stochastic cash flows and the planned value (or that used in the budget) at each time step of the discounted cash flows analysis, that is due to the uncertainty in the model variables. A solution is worked out for the allowable range of the stochastic cash flows variation that determines the probability of achieving the planned value of a mine project. The Monte Carlo simulation technique is used to model the stochastic behavior of the project variables. A case study of an opencast coal mine project is provided to illustrate the applicability of the risk model. The results obtained provide a new understanding of the mine project risk as a component of the project discount rate.

"Since the autumn of 1973, the world's attention was captured by the startling revelation that conventional energy supplies were not inexhaustible but were in fact quickly dwindling with future shortages imminent until lagging exploration and technology yielded additional energy sources to catch up with the spiralling increase in demand. This situation was precipitated by the Arab Oil Embargo and the resulting soaring cost of world crude oil.During the past few years there has been tremendous activity in the energy field which has had a direct impact on the Inca Metals Company Ontario Division operations. The company's reaction has been to establish an energy management program which will be described later in the paper. First, a brief description of the Inca Metals Company and the primary energy resources which are utilized will assist in putting the program into perspective.The Inca Metals Company, a unit of Inca Limited, is responsible for the production and sale of primary metals products worldwide. The company's operations in the Sudbury District include mines, ore concentrating plants, a Smelter, Nickel and Copper Refineries and an Iron Ore Recovery Plant. The Ontario Division also has a mine and concentrating plant in Shebandowan near Thunder Bay, and a metals refinery at Port Colborne. Inca is the largest producer of nickel in the non-communist world and is also a major producer of copper and platnium group metals."

In 1999, Eramet bought the ferromanganese plants in Porsgrunn and Sauda (Norway) and Marietta (USA). With an ownership in the Comilog mine, the plants will operate with a high amount of Comilog ore. The properties of Comilog ore are reviewed and compared to a number of industrial operations. Important ore properties are chemical and mineralogical analyses, CO reactivity and mechanical strength. The advantage of Comilog ore is its contribution to lower energy and coke consumption. However, special precautions must be taken regarding the amount of fines and water introduced in the furnace, as Comilog ore is more porous compared to other Mn ores.

The Empire mine began operations on 1963. Low grade Magnetite ore is processed to produce iron pellets for blast furnace feed. Three expansions were added to the original plant and several equipment upgrades have been completed to improve the plant performance as the ore characteristics have been changing through the life of the mine. Size reduction is carried out by two grinding stages, the first one using autogenous grinding and the second one using pebble mills. Pebble crushing is also used to break the critical size fraction and increases primary grinding capacity. This paper describes changes in the configuration of the grinding circuits that have helped increase plant throughput and reduce power consumption by more efficiently utilizing assets available. Understanding the different components of the size reduction circuits and plant sections has allowed shifting part of the load from one section of the plant to another without affecting plant throughput.

This report focuses on the U.S. Bureau of Mines research regarding desensitization and malfunction of delay detonators and cap-sensitive explosives. Delay blasting in underground coal generates tremendous shock waves and rifting forces that fracture and heave coal. The shock waves from charge explosions radiate outward in all directions through the coal, impacting neighboring charges with later delays. The impact phenomena have debilitating effects, causing degrees of reduced charge performance ranging from misfires or weak detonations to out-of-sequence detonations. Impaired charges react poorly, fracture less coal, and produce fumes with higher toxicity. Coal-mine, underwater, and simulator tests were conducted to more thoroughly understand the shock damage mechanism. Recently the U.S. Bureau of Mines partially resolved the malfunction problem by demonstrating the feasibility of formulating a rugged explosive. This rugged cap-sensitive candidate passed the requisite tests for certifying an underground coal-mine explosive. With natural aging the formulation rapidly lost initiation sensitivity. The charge formulation had to be rebatched to finish the testing and therefore could not be certified.

"At Teck-Corona Operating Corporation's David Bell Mine, a water quality management strategy is employed to produce both a chemically and biologically clean effluent prior to discharge to the environment.The strategy includes operating methods to minimize contaminants leaving the concentrator and an effluent treatment plant for cyanide, antimony, and heavy metal removal of concentrator, mine and site waste streams.Concentrator practices, the effluent treatment plant, process chemistry and the present day performance of the water quality management strategy are reviewed.INTRODUCTIONThe David Bell Mine is located in the Hernia gold camp 35 km east of Marathon, Ontario. The concentrator has a design throughput of 1,000 tonnes per day. ROM ore (-6"") is ground in a semi-autogenous mill followed by a ball mill, thickener, leaching, and carbon-in-pulp gold recovery unit operations. The concentrator flow sheet is shown in Figure 1."

The limitation of fossil fuel resources and the necessity of reducing CO2emission require an increase of the efficiency of power plants by using combined cycle power systems. Pressurized Pulverized Coal Combustion (PPCC) is a potential concept to realise these objectives. The direct use of hot flue gas for driving a gas turbine requires a hot gas cleanup to achieve corrosion prevention of the turbine blading. One of the main problems is the alkali release during the coal combustion process. Molten coal ash slag has a high potential for alkali retention which depend son the alkali oxide activity in the slag. Knudsen Effusion Mass Spectrometry (KEMS) was used to determine thermodynamic data of alkali gas species over molten coal ash slags and of alkali oxides in molten coal ash slags. The main interest of the investigations focused on the structural dependence of the thermodynamic properties of the alkalis. It was found that there is a strong correlation between the thermodynamic properties and the ratio of nonbridging oxygen to tetrahedral oxygen (NBO/T). An increase of the polymerization of the slag results in a decrease of the alkali oxide activity in the slag and thus a decrease of the alkali partial pressure over the slag.
