A quarter of a century of service of steel rails on our oldest railroads, many of which have changed their standard sections three or four times, has furnished, and is furnishing, excellent opportunities to study their wear and behavior in the track. Such experience is valuable for the design of new sections, now required to meet the constantly increasing severity of railroad service. Before presenting the new sections for consideration, I will briefly call attention to some features of past experience. For convenience of study, rails may be separated according to their weight and height into four groups, viz.: 1. Hails weighing per yard from 52 to 60 pounds, and 34 to 4 inches high. 2. " " " " " 60 " 72 " " 46 to 44 " " 3. " " " " " 72 " 90 ' 41/8 to 5 4. " " " " " 85 or more " " over 5 " I Experience in this country is confined mainly to sections in groups Nos. 1, 2 and 3. • During the past few years I have had the opportunity to run my car over many thousands of miles of railway laid with the principal sections in use, and to obtain diagrams showing their deflections, permanent set, and, in a great measure, their manner of wear. The First Group.—The first steel rails imported, and those manufactured here, were light sections—included in the first group—and many of them, being rolled in rolls used for rolling iron sections, have pear-shaped heads, 2 3/8 to 2 1/2 inches wide, the base being heavy and from 1/4 to 1/2 inch narrower than the height. These rails were laid upon ties of solid timber, at least 8 inches face, spaced 2 feet from center to center. The moments of inertia of these rails were low, only ranging from 8 for the lightest sections to 12 for the heaviest. Fluoride ions in zinc electrolyte cause corrosion to aluminum cathode plates at zinc electrowinning process, so we have developed an iron compound as a fluoride ion adsorbent used in zinc sulfate solution. The iron compound is synthesized from FeC13 solution with a small amount of sulfate ion by neutralizing reaction with Na2CO3 solution. The fluoride ions adsorbed on the surface of the iron compound are desorbed in alkaline solution and the iron compound can be reuse as a fluoride ion adsorbent. Moreover, if adsorption capacity of the iron compound decreases, it can be dissolved in HCl solution and re-synthesized.

"An adequate level of R & 0 is crucial to achieve gains in productivity and to strengthen Canada' s position in an increasingly competitive world ." So stated Finance Minister Jean Chretien in his April 10, 1978 budget speech, on announcing a new measure designed to increase the productivity of Canadian industry and to assist in the creation of new technology. The effect of the new measure, which permits an income tax deduction of 150% of certain research and development (R & D ) expenditures , can reduce the after-tax cost of a marginal dollar 's worth of such expenditures to as little as 20 cents . This article discusses the income tax treatment of R& D expenditures in general, and describes in particular the income tax incentives which relate to R& D.

The Sigma-Lamaque Complex is considered a lode-gold deposit characterized by narrow vein structures, which have been mined historically by underground methods. In addition to the narrow vertical structures, mining also took place on horizontal veins, ?North Dipper? veins and dykes mineralized with sub-horizontal veins and stringers. Over the 60 + years of production, mining took place to a depth of 1.8 km. The upper portion of the deposit was considered all but exhausted, when viewed from an underground mining perspective. The year 1998 is considered a turning point for the Complex when a small open pit was mined at Sigma. The resource evaluation methods used underground were applied to surface mining, which allowed small pits to be mined. The resource evaluation method considered only the narrow vertical structures and was not well adapted to open pit mining. As a consequence, resources were consistently under evaluated. It became clear that a new geological approach was necessary to more accurately define resources (i.e., what was being mined). In order to integrate all characteristics (geometry, mechanics and chronology) of this complex lode-gold deposit, a new geological model was proposed. Due to this new approach, dating to February 2000 and updated in December 2000, the reserves evaluated in the first 180 meters now stand at 15 million tonnes @ 2.61 g/t Au (1,265,350 oz). Those reserves cover an east-west corridor extending 1,500 m by 750 m.

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). IT is now well known that the structure of aluminum-silicon alloys can be refined in a rather remarkable manner, with consequent improvement of physical properties, by certain treatments applied to the molten metal shortly before casting. The differences between the treated and the untreated alloys are so marked that special terms are used to distinguish them, the untreated alloys being referred to as "normal" and the treated alloys as "modified." The first practical method of accomplishing this result was that of A. Pacz,1 which consists in treating the molten metal with a, salt flux of which the, active ingredient is sodium fluoride. The result can also be brought about, and in a more economical manner, by the addition of small quantities of metallic sodium (or potassium) to the molten alloy shortly before casting.2 The action of the Pacz flux evidently consists essentially in the production of free sodium by the reaction of sodium fluoride with aluminum. The changing of a normal alloy to a modified alloy is referred to as "modification' and any process for accomplishing this result is a "modifying" process. Modified aluminum-silicon alloys were introduced several years ago, and it has been demonstrated both in the laboratory and in commercial practice that it is no simple matter to produce castings having the maximum or nearly the maximum properties which under favorable circumstances can be obtained. The alloys are rather sensitive to small changes in chemical composition, and the modifying process must be carried out in a very particular manner to obtain the best results. Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. Since the discovery of uranium in the Ambrosia Lake Area in 1955, a new mining district has developed which promises to be the greatest uranium producing area in the United States. Exploration and development work is proceeding rapidly in mines operated by Kermac Nuclear Fuels Corporation, Phillips Petroleum Company, Rio De Oro Uranium Mines, Inc., Calumet & Hecla, Inc., Rare. Metals Corporation, Homestake-Sapin Partners, Homestake-New Mexico Partners, and Centennial Development Company. Individual mining operations vary in size from 200 tons to more than 1200 tons per day with production from wet and dry ore bodies ranging in depth from 300 to 1500 feet. Many problems have been encountered during the development period in the district mines. Within this paper the author will review some of these problems and mining practices being used. In order to understand better the developments to date, a brief description of the area and its geologic setting will be presented.

One of the seemingly eternal problems with which we are frequently faced is that of providing adequate and economical warehousing facilities to store large quantities of bulk product. Seasonal consumption, transportation, marketing, and other factors very often dictate extensive product warehousing requirements for an operation geared for steady, year-around production of a material requiring weather protection during storage. Fertilizers such as potash and urea are examples of such products; the consumption of these materials is extremely heavy in the early spring at which time the materials must be placed in the soil, whereas, for obvious operating efficiencies, production is more or less constant for a given operation throughout the year.

Among the many newer disclosures that have accompanied the petroleum industry's progressively deeper exploratory drilling is the increased frequency with which the operators are encountering reservoirs of which the products at the time of discovery exist wholly or predominantly in the gas phase. The popular term "distillate pool" is most often used within the industry when referring to this type of reservoir, and in this paper the term is used in that sense. These pools have been observed in many different surroundings. In some places the entire reservoir is filled with the wet gas containing its water-white condensible products in the gas phase but apparently with no dark oil or other hydrocarbon liquids in the reservoir. The 8200-ft. horizon in the Big Lake field in West Texas is a good example of this type. At other places the wet, or distillate-bearing, gas may form a large gas cap directly overlying and in contact with an extensive reserve of dark oil. Oklahoma City, Kettleman Hills, the 8500-ft. horizon in the Big Lake field, and many others are examples of this type. There are also many places in which the wet distillate-bearing gas fills nearly the entire reservoir space, while the dark oil occupies only a narrow, bandlike zone, which marks the boundary of the reservoir along its lowest productive contour. The heavier components of these deep pool gases are generally water white in color, a large portion of which are condensible in a conventional oil and gas separator, when operated under pressures of the order of 400 to 800 Ib. per sq. in. Although the water-white products recovered in the separator sometimes have end points of 650" F. and higher on standard Engler distillation, they occur only in the gas phase in the reservoir. It is entirely possible that even some small amounts of dark colored reservoir components may occur in the gas phase when the temperature is 300" F. and pressures exceed 6000 Ib. per sq. in. Close approaches to these conditions have been encountered in the deepest producing wells. The condensible content of the deep reservoir gases of the many pools that have been tested or produced to date shows a wide variation in both condensible content, per 1000 cu. ft. of gas, and physical character.

At the joint session of Blast Furnace and Open Hearth Committees, April 7, 1937, at Birmingham, the subject of the quality of basic open-hearth pig iron was so well presented and discussed from so many different viewpoints that it was the general opinion that progress had been made and that such meetings were conducive to the advancement of the art of making pig iron of the right quality for the open-hearth man to produce the most satisfactory quality of steel. It was agreed that there is a decided differentiation between the chemical analysis of pig iron and the "quality" of pig iron. Paul J. McKim said that open-hearth furnace operators frequently make reference to certain types of iron as "bad iron," "dirty iron," "cold metal," etc., claiming that when using these irons, although they are within specified chemical analysis, it is impossible to produce quality steel. Mr. McKim gave a list of the suggested causes of those "certain types" of bad irons that have a thoroughly respectable analysis but a thoroughly disreputable character. Another open-hearth man, P. A. MacIsaac, of Nova Scotia, said that: The effects of iron that is below standard in analysis or in that mysterious property called quality, are well known to all open-hearth operators. It has been shown that iron of this type results in the production of steels on which the rcjections of finished product run high. What is to be done about it? I would say that the burden of producing high-quality iron should be placed squarely on the shoulders of the blastfurnace man, even as that of making good steel is shouldered by the open-hearth man. It is the purpose of this paper to bring out into the open this "mysterious property called quality"; that is, in those "certain types" of basic pig iron that make it impossible to produce quality steels; and at the same time to point the way for the blast-furnace man to be able to shoulder the burden that Mr. MacIsaac and all other open-hearth men and foundry-men have placed upon him. WITH the movement of American capital into foreign investment, a new field of specialization for the American mining engineer is gradually opening a field hitherto entered almost wholly by chance and without full appreciation of its possibilities. Our age has been fitly called the "Age of Specialization." The special application of one's knowledge and ability to a definite and restricted branch of .his profession is purely a modern condition. Any profession, or branch of a profession or, industry, in which the problems may be segregated into definite types, calls for specializa-tion. Modern industry demands efficiency and that, reduction and ultimate annihilation of waste. Effort and time wasted by workers' on a problem with which they are not familiar is as flagrant a waste of money -the final standard-as any waste of materials. One of the subdivisions of mining engineering which is beginning to be recognized is of engineers who are clearly conversant with the particular and peculiar problems obtaining under foreign operating conditions. The need is as yet obscured, however, by the domestic prosperity of our American mining industry. The opportunity here lies more with the American engineer than with other nationals. The foreign en-gineer now in that service is not there through a realiza-tion of the special opportunities that exist, but through necessity, whereas, with the American engineer, more especially ,the recent graduate or those who will soon graduate, this is a new field to be entered wholly by choice. As a matter of fact, many engineering students will find it necessary to seek foreign service if they wish to remain in mining. Although the scope of the domes-tic industry is tremendous and there are many positions open to the junior engineer, there are not enough for the great number of graduates turned out yearly from our, mining schools. Educators tell us that less than 40 per cent. of the students in engineering schools gradu-ate; and of these but a minority continue in engineering. Even this minority is too great for our domestic. In-dustry, and although the young engineer realizes that condition after a few years he rarely seeks foreign work. A. perusal of the directory of the American Institute of Mining Engineers indicates that, but about one-half of one per cent of the Junior Associates are in positions outside of North America. Granting that most of them are still in school, the figure is surpris-ingly small.

"At the May 15, 2006 and the May 1, 2007 Canadian Securities Administrators (CSA) Canadian Institute of Mining, Metallurgy and Petroleum (CIM) meetings in Vancouver and Montreal, CSA requested CIM consider certain issues arising out of the CSA review of Technical Reports and public disclosure, in general, regarding the practice of estimation and reporting of Mineral Resources and Mineral Reserves. The following is a summary of the issues raised by the CSA and the responses of the CIM.Preamble: At the May 15, 2006 and the May 1, 2007 Canadian Securities Administrators (CSA)-Canadian Institute of Mining, Metallurgy and Petroleum (CIM) meetings in Vancouver and Montreal, CSA requested CIM consider certain issues arising out of the CSA review of Technical Reports and public disclosure, in general, regarding the practice of estimation and reporting of Mineral Resources and Mineral Reserves. The following is a summary of the issues raised by the CSA and the responses of the CIM Reserve Definition and the CIM Estimation Best Practices Committees (the Committees). This information is intended to provide the Qualified Person (QP) with further guidance when estimating Mineral Resources and Mineral Reserves and in preparing a technical report written under National Instrument 43-101 (NI 43-101). Several members of the CIM Reserve Definition Committee, the CIM Estimation Best Practices Committee and some members of the Committee for Mineral Resources International Reporting Standards have reviewed these issues and provide the following commentary.Issue 1. - CSA requested CIM review and comment on the selection of an appropriate commodity price to be used in Mineral Resources and Mineral Reserves estimates.Commodity prices are used in the estimation of Mineral Resources and Mineral Reserves and in the economic analysis of a property. In times of rapidly changing commodity prices, or when prices are at the extreme ends of a commodity price cycle, the QP has a difficult job in selecting an appropriate commodity price.• The selection of appropriate technical variables, including commodity price, is clearly the responsibility of the Qualified Person (QP). The QP must describe the reasons for selecting these variables, including price, in the technical report.• The definition of a ""Mineral Resource"" contains the wording ""reasonable prospects for economic extraction,"" therefore, a QP must select economic parameters, including commodity price, that will result in an estimate of Mineral Resources and Mineral Reserves that have ""reasonable prospects for economic extraction""."

The requirements of the standard specifications under which Portland cement is sold have materially increased within the past 10 years, but practically all companies are now furnishing cement better than these requirements; in some cases exceeding them by nearly 100 per cent. From a sales standpoint, it is desirable to have a product that is uniform to a high degree and free from occasional quality troubles. A failure in quality, even if it affects only a few hundred barrels out of a yearly output of a million or more, is apt to be talked about in the trade and to affect the salability of the entire output. For these reasons, there has recently been great activity along the lines of quality control and improvement; and some of the most interesting problems of the industry are in this field. From the manufacturing standpoint, the quality of cement is chiefly a matter of uniform and proper chemical composition of the raw mix fed to the kilns plus proper burning in the kilns; the fineness to which the cement is ground, the proportions of gypsum, the method of seasoning, and the like are contributory factors. Uniform chemical composition of the raw mix has been one of the most difficult problems to solve. Most plants will use from 1000 to 3000 tons of rock per day and in but few cases is this material as it lies in the quarry even approximately uniform in composition. The problem, then, is to quarry and mix this raw material in such a manner that every handful passing through the kilns will have practically the same analysis as every other handful. To accomplish this purpose there are two methods of preparation: the wet and the dry. In each process, a stone storage is the first requisite of a successful plant. This storage place may handle the stone before or after crushing; its capacity may vary from two to three days' up to several months' supply, but it should be so designed that it can be filled as desired by the chemist and drawn at such points as will give a mixture of the various kinds of stone coming from the quarry and a reasonably uniform material going to the mill. The size of the storage place and the method of handling should be varied according to the nature of the material.

R.G.K. Morrison (Chairman, Dept. of Mining Engineering and Applied Geophysics, McGill University, Montreal, Que. Canada) - The authors have introduced a subject, the intensive study of which has awaited scientific developments. These are now such as to justify a thorough review of our thinking on the causes and control of rockbursts. The formulae developed in the paper, the comparison between rockbursts and earthquakes in figure 1 and the energy data relating to explosives serve as an effective foundation. In the paper this writer is quoted as suggesting that energy of the order of 10 x 10 11 ft. lb. may have been released in some of the heaviest rockbursts in the Kolar Gold Field. He now hastens to add that such an estimate has no scientific validity. It arises only from a casual comparison of surface and underground effects of the medium heavy bursts, referred to in the paper and estimated by Jones at 3.0 x 1010 ft.lbs., with those of obviously greater magnitude. In any case, we have the estimate by Jones above, that by a team of seismologists 1 on the Witwatersrand of 10 x 1010 ft.lbs., that by Coates of 3.8 x 10" ft.lbs., also referred to in the paper, that by Blan-chard2 for the catastrophic rockburst at Springhill, N.S., of only 7.4 X 107 ft. lbs., and finally the range covered by Cook, referred to in the paper. It is probable also that data for the heavy rockburst at Merkers3 in the WERRA potash area of Germany are available as it was recorded on seismographs from Moscow to Spain. It is the writer's impression that some standardization is present in the estimates above for 10 x 10 10, 3.8 x 1010 and 7.4 x 107 ft.lbs., respectively. The latter, for Springhill, represents a relatively low order of magnitude. It is obvious that any energy estimate must be related to the local geometry of openings at the time of the event. It is also obvious that any explanation of the causes of rockburst must be capable of providing a wide range of energy. However, we must remember that the energy release is an effect indicating magnitude. The cause lies with the mechanism initiating the primary failure, generating the seismic activity, to which much of the damage is probably due.
