To a greater or lesser extent, the economies of the smaller Caribbean Island countries continued to have common problems. These included unemployment, inflation, foreign exchange shortages, trade deficits, and unstable world prices for their exports. Declining prices for petroleum provided some relief from scarce foreign exchange. Overall, the mineral sector remained stable. The Amerada Hess Corp. crude oil transshipment terminal on St. Lucia was completed during 1981. However, there were no shipments during the year. No official reason was offered for the delay in opening the terminal, but it may have been related to the world surplus of crude oil that occurred in 1981. There has been no further action on the refinery, which was to complete the island's petroleum complex. During the first half of 1981, an announcement was made that a second oil transshipment terminal would be built on St. Lucia. The report indicated that the terminal was to be financed by Saudi Arabia and include underground storage. After the original announcement, no further information was made available. This terminal, like the Hess petroleum complex, may have been temporarily postponed because of the crude oil surplus.

AS a result of recent studies, the constitution of the zirconium-uranium system has been fairly well defined. A diagram for the system is shown in Fig. 1. However, both oxygen and nitrogen are known1-3 to have a pronounced effect on the limits of both ß- and e -phase regions. It has been shown that small amounts of oxygen severely constrict the compositional limits of these phase regions in the ternary zirconium-uranium-oxygen system. A previously published tentative diagram shown in Fig. 2 illustrates the ß-phase constriction resulting from oxygen additions. Generally, iodide zirconium has been used in constitutional studies of zirconium-uranium alloys. While this is the highest purity material available, cast iodide zirconium-uranium alloys will generally average from 200 to 300 ppm 0 and from 50 to 60 ppm N. Thus, while the constitution of the zirconium-uranium system is fairly well defined, it must be realized that this definition applies to alloys containing in the vicinity of 250 ppm 0 and 50 ppm N. A significant number of injuries resulting from fa118 of roof and rib may be avoided by modifying the reactive behavior of miners as they encounter potentially hazardous ground conditions. In 1984-85, the Bureau investigated barriers which prevent miners from recognizing and correcting groundfall hazards. One basic problem from which these barriers originate is the inability of miners to recognize dangerous roof and rib conditions. This study is a report of experimental research on the use of stereo scopic (3-D slides for presenting visual cues associated with hazardous roof and rib conditions. Findings reveal that, in comparison to conventional slides, 3-D provides for significantly greater hazard recognition among both experienced and inexperienced miners. Details such as the presence of t cracks and gaps in the surrounding rock are more accurately and realistically perceived. Acceptance by the mine training community has been affirmative and is additionally encouraged by the fact that 3-D slides stimulate trainees' overall interest.

This document presents estimates of future "total cash cost per ounce" and "minesite cost per tonne" that are not recognized measures under United States generally accepted accounting principles ("US GAAP"). This data may not be comparable to data presented by other gold producers. These future estimates are based upon the total cash costs per ounce and minesite costs per tonne that the Company expects to incur to mine gold at the applicable projects and do not include production costs attributableto accretion expense and other asset retirement costs, which will vary over time as each project is developed and mined. It is therefore not practicable to reconcile these forward-looking non-GAAP financial measures to the most comparable GAAP measure. A reconciliation of the Company's total cash cost per ounce and minesite cost per tonne to the most comparable financial measures calculated and presented in accordance with US GAAP for the Company's historical results of operations is set forth in the notesto the financial statements included in the Company's Annual Information Form and Annual Report on Form 20-F, for the year ended December 31, 2009, as well as the Company's other filings with the Canadian Securities Administrators and the SEC.

More than 20 years have passed since the publication of Lindgren and Ransome's report on the Cripple Creek District,1 which was made when the district was much more active and prosperous than in recent years. They concluded that the output of the district, which had reached its maximum of about $18,200,000 in 1900, would gradually decline, and their conclusion has been confirmed by records of subsequent production. Between 1905 and 1915 annual declines were partly compensated by encouraging increases, especially in 1908, 1914, and 1915; but a rapid continuous decline followed, due largely to the war and its after-effect's, until in 1922 the value of output was only slightly more than $4,000,000. It rose to nearly $5,000,000 in 1924, but declined again in 1925 and in 1926, when it was about $4,400,000, and represented ores mainly from deep levels in the Cresson and Portland mines. The profitable operations of these two mines were the principal factors leading to a study of ore at deep levels in the district by the U.S. Geological Survey in cooperation with the Colorado Metal Mining Fund. The principal reasons for Lindgren and Ransome's conclusion were three: (I) the greater cost and difficulty of deep exploration; (2) the decrease in the number of veins with increasing depth, and (3) the probability that the telluride ore, believed to have formed at comparatively low temperature, would not persist indefinitely in depth. Operations since they made these statements have verified the first two, but call for some modification of the third. Rich telluride ore is being mined at a profit in the Portland mine 3000 ft. below the present surface, 07. 5000 ft. below the original surface of the Cripple Creek volcano, as interpreted by Lindgren and Ransome. The question arises, therefore, as to the number and extent of such deep deposits, and the answer, so far as it can now be given, must be based mainly on structural data, supplemented by data on the processes of ore deposition. In a previous paper' the authors have investigated the structure of the oxide films formed on most of the metals that make up the alloys of this study. The metals were studied in order to provide basic information on the structures, both physical and chemical, of the oxide films and to determine how these structures are effected by the temperature, time of oxidation, and surface preparation. It was felt that an understanding of the physical and chemical structure as well as the stability of the oxide film might furnish clues as to the nature of the reaction process and the protective quality of the film. The oxidation of the metals was studied over the temperature range 300' to 7o0°C. except for copper, wherc the range selected was 100' to 500°C. The results of these studies were presented in graphical form as existence diagrams of the oxides on a time-temperature scale. For some of the metals the existence diagrams were simple and showed few chemical transitions, but there were numerous cases where the physical state of the oxide surface was a function of time and temperature. In general the physical state of the oxide surface changed with increasing temperature so as to increase the sharpness of the diffraction patterns and to cause orientation effects to be more pronounced. Deviatiois in lattice Darameters from X-ray values were noted. In general these deviations were of positive nature and may be due to solid solution of the metal in the oxide lattice. This effect might be expected in thin oxide films. In a study of the oxidation of alloys containing two or more metals, there may arise the complicating factor of identification of the oxides formed. A thorough understanding of the oxides formed on the pure metals, therefore, was, essential before investigation of the oxidation of alloys. In this paper it is our purpose to present a study of the following problems: 1. The existence diagrams of various alloys. 2. The effect of the structure of the alloying metal on the existence diagram of iron. 3. The effect of the percentage of chromium on the oxides formed on Fe-Cr alloys. 4. The relationships, if any, between the oxides formed and the protective quality of the oxides. The following alloys are included in this study: alloys of iron with body-centered cubic, face-centered cubic and other metals, 13 Cr-Fe, 18-8 stainless steel, K4²B, Nichrome V, Hipernik, Inconel, Stellite "²I," Refractaloy, Kovar, mild steel, a series of Cr-Fe alloys and a series of Co-Fe alloys. Since many of the commercial alloys in this list contain more than two metals, various complicating factors in the identification of the oxides formed may arise.

One manifestation of anelastic properties in solids is the mechanical elastic aftereffect, which may be described briefly as follows: If a stress is applied to a solid body, a deformation or strain is produced. On removal of the stress, this deformation disappears, at least in part. As a first approximation, this appearance or disappearance of deformation usually has been considered instantaneous. Actually, however, for a very wide variety of substances, on application of stress the instantaneous deformation is followed by a further slow yielding, which continues, although at a rapidly diminishing rate, for as long as the stress is applied. Similarly, on removal of the stress, the instantaneous recovery from deformation is followed by a further slow recovery, which continues, although at a rapidly diminishing rate, often for a long time. This latter phenomenon has been called the "elastic after-effect." Experiments upon the elastic after-effect in metals, when properly designed and when properly interpreted, are capable of giving quite precise information regarding the relation between stress and strain in the various constituent parts of the metal. For example, if certain parts of the metal, such as grain boundaries or slip bands, behave in a viscous manner—that is, if therein—the relaxation spectrum will contain lines or bands associated with the relaxation of shear stress within these parts. No attempts have heretofore been made to utilize elastic after-effects for obtaining such detailed information. The purpose of the present paper is to explore the possibilities of properly designed and interpreted experiments on the elastic aftereffect in metals. Since new procedures and principles are employed in this study, an attempt has been made to record each step taken. Elastic after-effect observations are susceptible of simple interpretation only when the stress level employed is so low that all effects are linear with the stress. Just how low the stress level must be can he determined only by experiment. An advnntage, other than simple interpretation, is associated with low stress levels. When all effects are linear, derived quantities, such as the relaxation spectrum, are independent of the stress distribution. It is, furthermore, possible to employ the type of deformation that is most convenient from the experimental standpoint; for example torsion. It appears that in experiments involving both loading and unloading the following would be observed: I. Instantaneous deformation, recoverable instantaneously in whole, or in part. 2. Delayed deformation, recoverable slowly in whole, in part, or not at all. 3. Permanent deformation, the difference between total deformation and total recovery. The recent application of lineal analysislt2 to the austenite-martensite reaction has made possible a quantitative study of the kinetics of this transformation during rapid cooling. Martensite range curves can thus be constructed to portray the onset of the reaction at Ma and its subsequent progress as a function of temperature down to and below the ambient. It now seems in order to investigate other aspects of the martensite transformation, using this quantitative method of approach. One of the least understood characteristics of the austenite-martensite reaction is that of stabilization which has been defined by Troiano and Greninger3 as 'la lowering of Ma, resulting from aging, without change in chemical composition of the parent solid solution." In other words, if the hardening quench is arrested at a predetermined subcritical temperature (TA) for a sufficient period of time, more austenite may be retained at a given lower Or reference temperature (Tr) than if the steel had been cooled directly and rapidly to Tr in the first place. For the purposes of the work at hand, the extent of stabilization produced by the isothermal treatment at Th is measured explicitly in terms of the excess austenite (6) that exists in the steel at T,, over and above the amount that is normally present after direct quenching to T,. T, is conveniently taken to be room temperature, but this choice is not essential and is sometimes undesirable. The holding temperature (TA) may be above or below M,, and still cause stabilization depending upon the themistry of the austenite. stabilization has been found to occur in the presence of bainite4 and of martensite6,6,7,8 as well as in the absence of either,g The phe-nomenon of stabilization is not concerned with (and may even be obscured by) ferrite formation or any other type of phase change occurring at T~ that alters the chemistry of the remaining austenite. Such a structural change would obviously influence the martensite transformation during subscquent cooling. Stabilization, however, is more subtle; it appears to manifest itself without detectable variation of the austenite composition, whether in the presence or absence of transformation products. There are relatively few direct references to stabilization in the literature. The kinetics of formation of intermediate sili-cide compounds from MoSi2/Mo and WSi2/W couples were studied using a cylindrical sample configuration. Concentration profiles of the constituent metals were deter mined from electron-microprobe analysis of cross-sectioned samples after isotlzernzal diffusion annealing. These data also yielded hand widths of phases. Growth of intermediate phases depends on diffusionin them and obeys a parabolic rate law. The rates of formation of the intermediate phases decrease in the order Mo5Si3 > W5Si3 > Mo3Si. Crowth rates. for the isomorphous phases Mo5Si3 and W5Si3 had the same activation energy. 43 kcal per mole. SILICIDE coatings employed to protect refractory metals from high-temperature oxidation are usually formed by a diffusion process requiring concurrent transfer of silicon to the refractory metal surface. For a simple binary system and a coating thickness of one or two mils, the coatings on molybdenum and tungsten are primarily the disilicides WSi2 and MoSi2, respectively. During use of the coated re- fractory-metal system at high temperatures, in the absence of the silicon source, further diffusion causes growth of lower silicide compounds and depletion of the disilicides. Recent investigations have shown that the lower silicides are less effective than the disilicides in forming a glassy oxide film which impedes oxidation.' Consequently, failure of coatings at high temperatures may coincide with complete conversion of the disilicide phase. The purpose of this part of the study is to investigate the growth kinetics of the intermediate compounds in the W-Si and Mo-Si systems. INTRODUCTION NOBODY will dispute the fact that the conservation in every legitimate manner of our valuable high-grade phosphate-rock deposits is a present-day problem of importance. The table and curve, given herewith, show. that during the past 10 years the exportation of high-grade rock has averaged very close to half the total output of the entire country. The bulk of this exportation is from Florida, for obvious reasons. It is plain that the deposits in this State, more particularly, are being wastefully depleted under a system of selecting the cream of the product for exportation to Europe, leaving the comparatively low-grade rock, running from 65 to 70 per cent., and under, in bone phosphate of lime, for our own n fertilizer manufacturers to work up when all the best rock is gone. In this paper the writer has endeavored to make a point of describing in some detail the important methods of production and conservation in Tennessee. These ought to prove of educational value to our American agriculturists and fertilizer manufacturers, and should result in a demand for the highest-grade rock, both for direct application to the soil and for use in making acid phosphate. Those who have followed the rapid progress in rock-dusting bituminous-coal mines must admit that opinion crystallized during the year just closed in support of this preventive of coal-dust explosions. Up to 1924 only one mining company in America practiced rock-dusting on a large scale, but during 1924 forty-two companies had adopted this safety measure, and the "boom" is expected to extend over the next two or three years. Alabama is represented by 1 company, Colorado by 3, Illinois by 4, Kentucky by 1, New Mexico by 4, Pennsylvania by 20, Utah by 8, and Wyoming by 1. A total of about 500 miles of entry has been dusted. Illinois leads with 275 miles of dusted entries and Pennsylvania holds second place with about 175 miles. In each case there is a sense of great security, not only on the part of the operator but by the miner as well. It is also interesting to note that during 1924 the compensation rating or inspection bureaus in twelve of our coal-producing states revised their rating schedules so that a credit would be given for rock-dusting. This credit ranges from 10 to 20 cents per $100 payroll. Recent drastic federal and state regulations approved by mine operators made rock-dusting compulsory in bituminous coal mines in Utah, beginning July 1, 1924. Legislative action favorable to rock-dusting may be expected in other states. Colorado has already proposed a change in its laws, and Pennsylvania, Maryland, Washington, and West Virginia are giving the matter consideration. If the rock-dusting problem is handled properly and proves to be entirely successful, no mining man of any standing will delay applying it in his mine. State legislation regarding this matter may or may not solve the problem. At present, the mining companies that are rock-dusting of their own choice are doing it carefully and thoroughly. In Utah, some are doing it conscientiously, trying to get what benefits can be obtained while others are reported to be doing it only to keep within state regulations. In any event, if we are to have new legislation, it is essential that the various states know what they are about and then, if possible, work for uniform regulations.

PT Freeport Indonesia operates a large copper and gold mining operation near Tembagapura, Papua (formerly, Irian Jaya), Indonesia. This is a remote location with its own set of unique operational characteristics. The mining and concentrating operations typically produce a concentrate containing 2500 tpd of copper and 6000 oz of gold per day from the combined mining of a 45 000 tpd (ore) block cave operation (DOZ Mine) and a 190 000 tpd (ore) open pit mining operation (Grasberg Open Pit). The Grasberg Open Pit mine will be exhausted in 2015 at which time FreeportÆs operations will entirely underground mining methods. The Common Infrastructure Project (CIP) incorporates the elements required for the shift to underground mining at a production rate approaching 200 000 tpd. The AB Adit portion of the CIP will provide deep level access to the Grasberg Block Cave (below the Open Pit), Kucing Liar, Big Gossan, and the Mill Level Zone orebodies. Commencement of the project was September 2003. The Grasberg Block Cave is planned to start production in 2014. This paper provides details on the project scope, innovative contractual framework, advancement of mining methods throughout the life of the operation, equipment selection, manpower selection, training, geological, and socio-political conditions related to the project.

The purpose and current practice of cable trusses in underground coal mines is briefly outlined and details of various cable truss designs are presented. The main part of the paper describes the in-situ performance of cable trusses installed as secondary supports in gateroads and recovery roads of longwall coalfaces. The performance analysis is based on the results of in-situ monitoring carried out at a number of sites at two underground coal mines within Australia. Truss performance has been assessed as load developed in relation to roof convergence, face position and time. Additionally, the influence of strata conditions, installation pattern/density, roadway layout and geometry have been taken into account. An analytical model has been developed to predict truss loads. The principal variables are listed and the basis of the model is described. Based upon behaviour observed in the field the model has been progressively upgraded and validated against measured performance. Guidelines on truss performance and factors which influence it are presented and the implications of these to the use of cable trusses is discussed. Possible methods for improving truss performance in certain strata conditions are outlined and some comments are made on the value of cable trussing compared to cable bolting in these situations,

Although several recent papers have shown that equilibrium contact angle in dodecylamine solution-quartz systems can often be directly correlated with flotation behavior, it appears that under conditions of relatively high amine strength and pH such a correlation can't be made. Under these conditions, when there are precipitated amine dipoles present, it appears that a dynamic contact angle formed immediately after introduction of fresh gas bubbles into the system is also of importance. The dynamic angle decreases in magnitude as a function of time. Apparently the decrease is the result of changes in interfacial tensions (liquid-gas and solid-gas) as a function of time. Dynamic angles of the type described can't be observed in trimethyldodecylammonium chloride solution-quartz systems. Several recent papers1-3 have shown quite conclusively that contact angle data can often be correlated directly with flotation behavior in cationic surfactant solution-quartz systems. At the same time, Iwasaki, Cooke, and Colombo4 have shown data for a dodecylammonium chloride solution-goethite system where, in the vicinity of pH 12 and a collector concentration of 10" M, 100% flotation occurs when equilibrium contact angle appears to be zero. A clue to this discrepancy can be found in the work by smith2 who reported the occurrence of dynamic, time dependent, contact angles in a quartz-dodecyl-amine solution system at relatively high pH values and at surfactant concentrations greater than or equal to 10-4 M. It was found that under these conditions, if a fresh bubble was brought into contact with a properly conditioned and polished quartz surface, a large angle was obtained. The large angle, however, instantly started to diminish in magnitude, sometimes to a smaller stable angle and sometimes to its complete disappearance. Also, if the bubble was preconditioned for some minutes (or sometimes even seconds) in the same amine solution, the smaller or sometimes zero stable angle was obtained when the bubble was brought in contact with the quartz surface. One is immediately led to the thought that perhaps it is these dynamic angles when they exist, not stable angles, that are of primary importance in flotation. "Cement deep mixing (CDM) method successfully applied to a marine construction project in northern Vietnam is reported. The method is classified as wet method, in which cement slurry is injected into the ground. Thickness of clayey deposit subjected to improvement is from 20 m to 28 m, and the total volume of CDM improvement exceeds 460,000 m3. This is the first massive application of CDM method in the region. Three CDM barges, each equipped with four mixing shafts, were brought to the site in order to finish CDM work within a period of seven months. Cement content used in the work was 180 kg/m3 and water-cement ratio of slurry was 100%. Unconfined compression strength of stabilized soil was 1,200 kPa to 1,600 kPa in average with coefficient of variation from 0.3 to 0.4. Statistics analysis of the strength with these values gave percentage of lower strength less than 10%. Trial use of needle penetration test performed to study strength profile of a CDM column is also reported.INTRODUCTIONThe site of Lack Huyen Port Infrastructure Construction Project is located in the sea adjacent to Cat Hai Island, offshore Hai Phong city which is around 100 km east of Hanoi, the capital of Vietnam. Left side of Fig. 1 shows the location of the site. The project contains development of container terminal, dredging of waterway, construction of sand protection dyke to prevent waterway from being buried, and bridge construction to connect the island to the mainland.Joint venture of Penta Ocean Construction and Toa Corporation was awarded Package 6 of the project, in which reclamation of container terminal area, retaining wall construction and terminal road construction were included. Plan of the site is presented in right side of Fig. 1. The site work has been started in June 2013 and is scheduled to finish within 4 years."

Poor ground conditions associated with historical workings have presented significant challenges to the drilling of production downholes at the Sons of Gwalia Mine. The combination of foam and polymer drilling, the use of Aquacrete to drill through voids and the practice of lining completed holes has allowed downholes to be effectively drilled and blasted in delaminated ground.

Estimation of the axial side shear resistance of drilled shaft rock sockets is directly related to the unconfined compressive strength of the bedrock. Commonly, the mean unconfined compressive strength value is calculated from a range of laboratory test results and is used to estimate the side shear of the bedrock. This paper presents the results from a full scale axial load test performed on an 8.5-feet-diameter drilled shaft rock socket, and compares measured side shear values to estimated values for two different rock strata. Measured side shear values correlated well with the design value calculated for the ?strong? rock stratum, but did not correlate well with the design value calculated for the ?weak? rock stratum. The mean unconfined compressive strength was used to calculate the side shear in both strata, but review of the laboratory data indicates that this value may not have been appropriate for the weak stratum due to a large variation in the laboratory test results. Also included in this paper is a discussion of the subsurface conditions, the laboratory test results, and the methodology used to design the drilled shaft rock sockets for axial and lateral resistance.

Conducting mining operations under a body of Water can create hazardous conditions for miners. The potential for a sudden inrush must be considered and abnormal ground control conditions can be encountered. This paper synopsizes the factors which mine operators should take into account when evaluating whether an inrush may occur. It addresses the applicable Federal regulations and discusses some items which coal operators should consider in applying for a permit, Through collecting and analyzing the pertinent information, the likelihood of encountering problems can be judged. Through proper mine planning, the potential for creating hazardous conditions can be mitigated.
