In a previous paper1 in which one of the authors collaborated, it was postulated that All dissolved reagents which, in flotation pulps, either by action on the to-be-floated or on the not-to-be-floated particles affect their floatability, junction by reason of chemical reactions of well recognized types between the reagent and the particle affected. This generalization, apparently, like many pioneer structures, had for certain observers a flimsy appearance, and these, judging its stability rather by the number than by the character of its foundation posts, have attempted variously to overthrow it, either by the frontal attack of general denial, or by the flanking movement involved in assuming that those cases in which the facts were unknown or unproved were, therefore, discordant. But as time has passed and further evidence on the question has accumulated, it has become apparent that the results of verifiable experiments add stone by stone to the substructure of the hypothesis, and that the super-tructure has lost nothing in weathering. The present paper constitutes an examination of the opposing positions in the light of the more recent evidence developed. It will clarify the discussion if, at this point, we state more fully the implications of the disputed hypothesis. In the first place, it is explicitly limited to reagents that are dissolved in the water of the flotation pulp. Next, it refers only to such of these dissolved reagents as act on the solid particles in the pulp to affect their floatability. This includes the collectors, activators, and certain depressors and gangue-control reagrnts, but not the pure frothers, and not, necessarily, conditioners whose function seems to be merely that of pH control, although in certain cases it has been demonstrated that such control has the effect of regulating the primary reaction of the collector, depressor, or the like. Finally, there is no limitation as to the nature of the chemical reaction postulated.

The preparation of low-grade iron-ores by concentration, whether or not followed by an agglomeration of the concentrate, has in the United States only recently been recognized as a metallurgical process of vast economical importance for its iron indust.ry. This importance of the process lies not only in the fact that it makes possible the use of ores heretofore discarded on account of their low iron-content or their too high percentage of elements deleterious in the iron industry, but also in its produetion of a raw material for the blast-furnace that is more uniform in its physical character and chemically purer, with a higher iron-content, than the general run of natural ores. When mixed in the burden of the furnace, it lowers the amount of coke and fluxing-stone required per ton of pig-iron produced. The furnace-operations become more regular and more easily controlled. The pig-iron is of higher quality and more uniform in character. In brief, it is becoming recognized that the beneficiating of the natural iron-ore, even if it makes the furnace-ore higher in cost per unit of iron entering into the burden, may mean a lowering of the production-cost of the pig-iron and an improved product. At the present time, the Lake Superior district furnishes about 80 per cent. of all the iron-ore yearly produced in the United States. If the Southern States arc exempted the percentage runs as high as 93 per cent. These ores are showing a steady decrease in grade from year to year. For the past 10 or 15 years this falling off in the average grade has been about 0.5 per cent. a year. The lowered grade of ore means an in-

HAND picking was the earliest form of coal preparation, first practiced to improve the outward appearance of the coal being loaded and to remove any pieces that might appear objection- able to the buyer. It is still extensively practiced on the plus 1-in. sizes and particularly on the plus 4-in. and larger sizes. The percentage of ash reduction that can be obtained by hand picking depends entirely upon the amount of free impurity occurring in the coal. In a particularly dirty seam, where a considerable quantity of rock occurs with the coal as mined, hand picking produces sizable reductions in ash. If the coal is prepared clean at the working face hand picking is a final check; in some cases, on the smaller sizes, it is practiced only to show that an effort is being made to prepare a clean product. Because of the variety and different methods of handling coal, the early plants were not always adapted for efficient hand picking. At most mines an attempt is made to remove the visual impurities at one or more of the following places in the surface plant? (1) in the tipple during screening; (a) on picking band, belt, or shaking conveyors;*(3) during the loading of the coal as it goes into the railroad car. Whatever the physical arrangements of the plant may be, the usual practice is to run the coal over the screen, picking table or boom at such a rate that each piece of impurity is exposed to the view of the picker. Coal should be uniformly sized and spread out on the table so as not to exceed one particle in depth. The flow should be even in tonnage and the speed of travel should be from 30 to 60 ft. per minute and not exceed 80 ft. per minute. The dirtier the coal, the slower the speed required for a fixed number of pickers. Actually, picking capacity depends on the number of particles per minute that can be picked out and rejected. The percentage of impurity removed is determined by this and the average weight of piece rejected. Handling a mixture of sizes from nut to the largest lump over the same picking table or conveyor is not conducive to efficient separation by hand picking because the lump hides the smaller

Of primary importance in mine-installations is the hoist, which has a very direct bearing on the successful operation of a mine. Conditions vary greatly with different mines, and especially in different localities. Such factors as depth, incline, the number of levels, permissible or desirable speeds, conditions of ore, etc., are always more or less special in each case. Veins of ore are never exactly duplicated, and the nature of the ground through which shafts are sunk may considerably modify permissible values. As mining-laws are made by the different States, they necessarily vary somewhat, and, even when not fully observed, they introduce factors which qualify the conditions of hoisting men and ore. The amount of timbering required is often of importance as relating to hoisting-conditions. Methods of loading ore affect the time required, as also does the question of the use of cars or skips. Safety-precautions must be very carefully considered, and the number of men in each mine, the number of compartments, and often the method of removing water from the mine, must have careful consideration. While a general discussion of the subject of hoisting is possible, most cases are entirely special, and can be considered only in connection with the peculiar conditions pertaining to that particular installation. The cost of installation of the hoisting-plant may be an appreciable amount, while the cost of raising the ore may be but a small part of the total operating-charge. In many cases, however, the output of the mine is limited by the capacity or the hoist, and the latter thus becomes of the first importance.

A barrier pillar in the anthracite region of Pennsylvania is a portion of the bed that is left unmined along the property line or lines of adjoining mining properties, or between mines, or between parts of mines. Barrier pillars perform important functions in anthracite-mining operations. Their principal function is to act as dams to prevent water that accumulates in a mine from suddenly breaking into an adjacent mine or into adjacent mine workings and causing loss of life, property, or both. More than 83 billion gal of water is impounded in II; underground water pools in anthracite mines.1,2 These pools are confined by a system of barrier pillars which separate adjacent mines. The principal factor that threatens to cut short the life of the anthracite industry, to curtail production, and to affect the economic structure of the people and business dependent on anthracite for their livelihood is the inundation of anthracite mines.l,2,4,13,29 To obtain a clear picture of the anthracite mine-water problem, it is necessary to understand the part played by the barrier pillars that separate adjoining mines. Purpose of Report The purpose of this report is to show the methods of determining the size of barrier pillars in the anthracite region, to present the hazards that exist because of the lack of sound engineering being applied to the size of many existent barrier pillars, and to suggest a method whereby barrier pillars can perform the function for which they are intended. The Barrier-pillar Problem Article 111, section '10, of the Anthracite Mining Laws of Pennsylvania reads thus: It shall be obligatory on the owners of adjoining coal properties to leave, or cause to be left, a pillar of coal in each seam or vein of coal worked by them, along the line of adjoining property, of such width that, taken in connection with the pillar to be left by the adjoining property owner, will be a sufficient barrier for the safety of the employees of either mine in case the other should be abandoned and allowed to fill with water; such width of pillar to be determined by the engineers of the adjoining property owners together with the inspector of the district in which the mine is situated, and the surveys of the face of the workings along such pillar shall be made in duplicate and must practically agree. A copy of such duplicate surveys, certified to, must be filed with the owners of the adjoining properties and with the inspector of the district in which the mine or property is situated. A part of the field-seasons of 1900, 1901 and 1902 mas devoted by the writer to a study of the manganese ore-deposits of Georgia. A report embodying the results of this study is rapidly nearing completion, and when finished it will be published as a bulletin of the Geological Survey of Georgia. I believe, however, the importance of these deposits warrants a separate and earlier publication than that made possible by the Survey, in which the more important results of the study are briefly set forth. It is principally for this reason that the present paper has been prepared. Previous Work.—Some of the more important deposits of manganese occurring in the Paleozoic area of Georgia were studied to some extent previous to 1890 by Dr. Penrose;t and again in the early nineties by former State Geologist, J. W. Spencer. In a recent paper published in the Transactions, on the " Geological Relations of the Iron-Ores in the Cartersville District, Georgia," Dr. Hayes briefly mentions the manganeseores of the same district. The objective of this Bureau of Mines study was a laboratory-scale evaluation of the sodium sulfate refining process for removing copper from molten ferrous scrap. Maximum copper removal is achieved in carbon-saturated melts at 1,300° C. Low carbon concentrations and higher temperatures result in a less efficient copper removal and an increased sulfur concentration in the iron. Sodium sulfate refining significantly lowers the concentration of aluminum, manganese, and silicon; however, the copper removal efficiency is adversely affected by the presence of manganese and silicon. Compared with other reagents tested, sodium sulfide-forming slags were found to be the most suitable for both copper removal and sulfur control. The sulfur content of the refined iron was higher in tests conducted in acid-type refractory crucibles. Earlier studies showed that tin, a significant metallurgical impurity, is not removed by the sulfate process. During the present investigation, results showed that chlorination, using organic solid sources of chlorine, reduced the tin concentration to acceptable levels in molten iron.

THERE are few natural monopolies comparable with the nitrate industry. Perhaps the only other one is, curiously enough, also an essential fertilizer material, viz., potash, of which the Germans have heretofore held practically a-monopoly due to the existence in their territory of the most important known deposits of potash salts. And although nitrates in minute amounts are found in many desert regions, the only deposits callable of being worked commercially exist in Chile. Combined nitrogen in the oxidized form is an essential for plant life. Nature provides it mainly through the agency of nitrogen-fixing bacteria. But where lands are cropped artificially this supply is too small; and gradually the nitrogen supply becomes exhausted. In order to continue farming, it is necessary to furnish a supply of nitrogenous plant food, and this is clone by putting on various substances containing combined nitrogen. These consist of various animal wastes, ammonium sulphate, the ammonia of which is obtained in the destructive distillation of coal, and Chile saltpeter. The latter is immediately available as a plant food, the nitrogen being in the required form. The other substances must oxidize before they are available. Besides its use as a fertilizer, Chile saltpeter is the source from which the bulk of the nitric acid of commerce is derived. The use of nitric acid in the manufacture of almost, all modern explosives is, of course, well known.

INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. The Y-Al- C ternary phase diagram for the com -position range from 55 to 100 at. pct Y and for a temperature of 950°C has been constructed from metallographic and X-ray diffraction data. The significant features of the isothermal section which is presented are the small solubility of aluminum in the binary Y3C phase and the presence of a ternary carbide phase with a small homogeneity range around the composition Y3AlC. The similarity in structure and composition between these two carbide phases is discussed in the light of the misci-bility gap which exists between room temperature and 1300°C, which was the temperature range studied. THE occurrence and stability criteria of ternary T3BC, carbide phases having the L'12 structure and the general formula T3BCx have been discussed in detail by stadelmaier1 and more recently by the present authors., Stadelmaier found many representatives of these phases formed between the T metals Mn, Fe, Co, and Ni and the B metals Mg, Al, Zn, Ca, Ge, Cd, In, Sn, Hg, T1, and Pb. The present authors reported on a new series of iso-structural carbide phases formed between the T metals of the Sc group and the B metal, aluminum. These new phases are unique in that many of the Sc group elements form stable binary carbide phases which occur about the composition T3C and which crystallize with a structure similar to that of the T9BCx ternary carbide phases. Furthermore, these binary and ternary phases are found to coexist in equilibrium with each other. The similarity in structure and composition between, for example, Y3C and Y3AlC in the light of the mis-cibility gap which had been found to exist between these two phases indicated a need for a more thorough knowledge of the phase relations which occur in alloys based upon these compositions. Consequently, an investigation of the phase equilibria in the yttrium-rich portion of the Y-A1-C phase diagram was undertaken. The limiting Y-A1 binary diagram determined by Lundin and Klodt3 and the results of Spedding et al.4 governing the Y3C phase were used as guides in , constructing the diagram. EXPERIMENTAL Alloys weighing about 10 g were prepared by arc-melting powder compacts made from the various components on a water-cooled copper hearth using a tungsten electrode in a gettered argon atmosphere. Good homogeneity was obtained by melting the alloys three times. The purity of the yttrium used was 99.9 pct (0.07 pct rare earths). The purity of the aluminum and the carbon was 99.99 pct. The results of chemical analysis on five representative alloys showed that losses during the alloying process were predominantly carbon losses and that in no instance did the measured concentration of this component differ by more than 3 at. pct from the intended composition. For this reason the alloy compositions which are reported are those of the charges prepared for melting. Three alloys which were analyzed for copper, tungsten, nitrogen, and oxygen compositions showed that no contamination had occurred either during casting or during the subsequent annealing treatments. In India, pillar mining is contributing more than 90% of underground production which involves extraction of a part of coal from bords with pillars around as natural support in the development stage. #Liquidation of these pillars with splitting and stooking, broken nature of face during mining under complex geomining factors like massive roof, varying treatment of goaf and over or underlying workings result in high stresses and deformation in and around the neighbouring piilars, causing operational problem and hazards to mine safety. This paper suminarises the results of three case studies of depillaring under shallow depth with or without stowing. Assessment of nature and amount of mining induced stresses and deformation was done under these conditions, by insitu instrumentation and observation at three depillaring panels of Girmint. Samla and Lachhipur collieries of ECC at 54, 90 and 110 m depth cover respectively. The value of induced stresses and associated deformations was comparatively low in well caved and stowed waves, whereas for massive roof the roof fall followed overriding of pillars and stooks, with very high value of induced stresses and deformaton in absence of stowing. The stress in the centre and outer edges of the pillars changed with respect to depillaring face advance or splitting of pillars. The caving panel of Girmint colliery under weak coal measure formation, showed maximum induced stress in the pillar at 4 m distance from the face which was 1.2 times (16.6 kg/sq.cm) the preminlng stress of the area. The main roof fall over partially stowed goaf of Lachhipur colliery under massive roof strata caused overriding of pillar after crushing 39 stooks of 7.5 x 7.5 sq.m in rythmic sequence with development of 133lsq.cm maximum induced stress. Well stowed Waf of the same panel reduced this value of abutment stress to 2.3 times (65 kg/sq.cm.) body stress after 40 m further advance of the face from the crushed zone. The depillaring at Samla colliery even under massive roof strata induced low stress, equal to 0.8 times field stress only under the same condition with stowed goaf. The studies revealed the effectiveness of stowing in the goaf over loading of pillars and stooks.

ALTHOUGH the retiring Chairman of the Industrial Minerals Division, Charles Henry Behre, Jr., does not say "you all" he is a product of the deep South, since he was born at Atlanta, on March 16, 1896. At the Boy Scout age he moved to New Orleans, where his father owned an ice plant, which seems an intelligent business for that climate. Intelligence evidently runs in the family, for Charlie, as his friends call him, has one sister who is a professor of zoology and another who is a concert pianist. Charlie has no explanation of why, when he reached college age, he decided to go to the University of Wisconsin, other than something more than an ordinary boyish interest in science, and the reputation which Wisconsin then enjoyed. At Madison he fell under the influence of Eliot Blackwelder, chose paleontology as his objective, and transferred, at the end of his sophomore year, to the University of Chicago, where the paleontological panorama seemed more extensive. He took his B.S. there in 1918, and graduated into the U. S. Army, where he eventually became a Sergeant in the Medical Corps.

WET-PROCESS coal-washing tables as we know them today have been in use in this country for approximately 25 years. The literature records only a few table installations worthy of note prior to adoption of the present-day differential-motion table. According to Phillips,' six Campbell bumping tables were being operated by the St. Bernard Coal Co., Earlington, Ky., in 1893. As late as 1923, according to Richardson, 72 such tables were in operation in the Rosedale washery of the Cambria Steel Co., at Johnstown, Pa. Bumping tables probably were not used to any considerable extent except in the plant at Earlington, and at two or three plants in Pennsylvania, but they may be considered as forerunners of the present-day coal-washing table. The transition from bumping tables to the type of tables now in use signalized a revolutionary change iii table design. The advantages of the new design over the old were so outstanding as to make its adoption inevitable. BUMPING TABLES Bumping tables, as the name implies, utilized a bumping action for conveying the refuse and discharging it over the refuse end. The tables were hung from rods attached to overhead supporting beams. A shaft and cam arrangement at one end of the table served as ,the actuating mechanism and imparted to the table an endwise, back-and-forth, swinging motion. A bumping block was fixed in the proper position at the shaft end, so that the table would strike against it at the end of each backward swing. The hanger rods or stirrups were so adjusted as to give the table a slight uphill slope toward the refuse end; that is, the end next to the driving mechanism. The feed box was near the upper end of the table and designed to spread the mixture of coal and water over the width of the table. Wash water was added a short distance below the feed box. With the table in motion and coal mixed with water being fed to it through the feed box, a certain amount of stratification took place, depositing heavy refuse at the bottom of the bed in contact with the surface of the table. In my experience, nothing helps me better to get off to a good start in preparing a paper or a talk than a copious consultation with a comprehensive dictionary. I also feel defining the perimeters of a particular subject is helpful to the listener and reader. Sometimes thus precisely defining even the most common of words is helpful. Our general topic this morning as all of you know is "Transportation of Industrial Minerals." The definition of transportation given by the dictionary which I think is appropriate here is: "Systems and modes of conveyance of persons or goods from place to place." Our preceding panelists have outlined for you the state of the art inso¬far as systems and modes of conveyance from place to place are concerned today via rail, water and motor. My assignment is somewhat different as indicated by my topic, "The Traffic Manager in an Industrial Minerals Operation."

Diffusion of carbon from gases into iron has been the object of much research, because of its long recognized importance in carburizing processes, but the direct diffusion of carbon from steel into iron has received relatively little attention. Because of the increasing use of clad metals in industry, direct diffusion from steel into iron is becoming of practical importance. Therefore, the object of this investigation was to study the diffusion of carbon from several different kinds of steel directly into relatively pure iron, realizing that elements in the steels other than carbon might influence the rate of carbon diffusion. The previous work on diffusion of carbon into iron has been considerable, and includes many reports in foreign languages. This work has recently been well reviewed by Mehll and Krynitsky12 and the reader is referred to their excellent bibliographies. Methods of Study There are two main methods by which the direct diffusion of carbon from steel into iron may be studied. In one method, steel is first decar-burized in part, and diffusion of carbon then allowed to take place from the steel into the decarburized steel. This method is open to two serious objections: (1) the decarburized steel is not iron, but contains elements such as manganese, silicon, chromium or tungsten, which may be an essential part of the steel under study, and which may seriously influence the diffusion of carbon into the decarburized area; (2) there is from the start of diffusion an unknown carbon-concentration gradient between the steel and the decarburized area. Another method, which possesses neither of these disadvantages, is to study diffusion from steel into a thick plating of electrolytic iron. Herc the chief difficulty is to secure an electrolytic deposit of iron upon steel without introducing an oxide film at the interface that will interfere with diffusion. The author is able to deposit iron upon any kind of steel without introducing an oxide film at the interface, so that diffusion of elements from the steel into the iron is free to proceed unhindered.

THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metalliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land of which the surface is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar" method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years ago has become valuable agricultural land dotted here and there with growing towns. Frequent references will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are applicable to all coal-mining states. Briefly stated, the question is "Does the owner of the substrata or underlying mineral owe any duty of surface support to the owner of the superjacent strata or surface?" There is -no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

Neighboring mines, like men who live in the same environment, often assume similar characteristics. In the Bridge River area of the Lillooet district in central British Columbia there is a remarkable exception to this rule. The Pioneer mine has a simple fissure over 3000 ft. long, with no faults of more than a few feet and with only minor variations in width; the Bralorne mine, 2½ miles away at the other end of the same intrusion, has developed one of the most intricate vein and fault systems in the West. Hinged faults displace the main vein for hundreds of feet, and sometimes become valuable veins themselves. The width of ore varies in a few yards from 2 to 60 ft. Changes in grade of ore are just as abrupt. The rocks that follow the veins or are cut by them often grade into one another or into the ore with no definite contacts. Although the complexity of the structure has left many problems unsolved, the development has indicated a fascinating geological pattern. The Bralorne is in the eastern portion of the Coast Range, 55 miles by spectacular mountain road from the Pacific Great Eastern Railway station of Bridge River. The adit tunnel runs easterly from Cadwallader Creek, a tributary of Bridge River that flows into the Fraser River. Steep mountains rise from 3300 ft. elevation above sea level at the creek to peaks and ridges at 8000 to 9000 ft. altitude. The lower slopes are heavily wooded while above 5000 ft. bare rocks, glaciers and snow-fields extend far above timber line. See Fig. 1. Story of the Bralorne The Lorne claim, staked in 1897, was one of the earliest lode locations in the Bridge River district. At that time it was 70 miles by steep and treacherous trail from the railway. For the next 15 years Arthur Noel, Will Haylmore and other local prospectors mined the small, irregular, oxidized quartz veins to a maximum depth of 200 ft., and treated the ore in arrastres and later a five-stamp mill. The total production to 1912 was only $55,000. Noel and associates later formed the Lorne Amalgamated Mines Co., which they worked in a desultory way until 1925.
