The Bureau of Mines, following passage of the Solid Waste Disposal Act of 1965, was authorized to conduct research on methods for utilizing, stabilizing, or reclaiming mineral wastes. This report summarizes laboratory research conducted by the Bureau and cooperative field studies made with the mineral industry to reduce the environmental impacts of air and water pollution deriving from mineral wastes. Utilization research showed that both dry-press and steam-cured building bricks and ceramic tile could be made from copper mill tailings and other discarded mineral wastes. Sponge iron was produced from steel mill and amination industry wastes, and valuable mineral products were extracted from such diverse sources as flue dusts and uranium tailings. Mineral wastes were combined with agricultural and/or sewage wastes to make artificial soils that have the potential of resolving several disposal problems by production of a useful commodity. Physical, chemical, and vegetative stabilization methods were evaluated, singly and in combination, for reclamation potential on copper, uranium, lead-zinc, and asbestos tailings. Suitable methods were developed in the laboratory for overcoming major adverse conditions of these wastes such as salinity, heavy metal toxicity, acidity, basicity, lack of nutrients and organics, and unstable surfaces. Field testing of these methods was performed on a variety of mineral wastes. Costs for the various stabilization and utilization-procedures developed were also determined.

A number autonomous operations is in place in several, mainly in fenced areas, where safety is assured by locking off the entire area for other traffic. However autonomy can be brought much further if functional safety is assured and a real mixed traffic of autonomous and manually operated vehicles is possible. MobileTronics has created a modular software and control framework for autonomous machines. The paper covers application examples in which the deterministic object recognition in combination with probabilistic algorithms and sensors is used as a basis for functional safe certification of mixed traffic autonomy.

The design, specification, and performance evaluation of the Communications and Location portions of a Coal Mine Rescue and Survival System are described. The work was performed as part of a nine month effort to develop a mine rescue and survival system using existing technology and state -of-the -art hardware as recommended by the National Academy of Engineering. Three basic subsystems were developed, one for survival, one for communications/location and one for rescue. This report and related equipment manuals describe only the Communications/ Location Subsystem which was designed, fabricated, and tested by the Westinghouse Georesearch Laboratory in Boulder, Colorado. Two basic technologies were used. Electromagnetic signals propagating through-the-earth provide voice downlink and coded beacon up-link communications. Seismic methods were developed to provide means for locating trapped miners. Seismic signalling also provides a backup means for communications. Parallel development programs for the electromagnetic and seismic portions of the system were conducted. The resulting hardware and software have been partially tested in coal mines and under simulated emergency conditions in order to evaluate system performance. The results of these tests are discussed. Further testing is recommended in order to establish quantitative performance limitations tinder a variety of environmental conditions and to develop methods for improving system performance.

This paper comprises a general outline of all of the developments, including the history, geology, mining, milling, power and transportation installations, at the gold mining operation of La Luz Mines Limited and the copper mining operation of its wholly-owned subsidiary, Rosita Mines Limited, both located in north-central Nicaragua. The low-grade, gold-bearing ore-bodies of La Luz Mines, contained in highly fractured and folded Lower Cretaceous sedimentary rocks, were from 1909 to 1928, mined and treated by primitive methods by the La Luz and Los Angeles Mining Company. The abandoned property was acquired by La Luz Mines Limited in 1936, and was equipped with modern machinery and put into production in 1939. Between 1939 and 1948, the daily rate of production was in-creased from 300 tons per day to 2,-000 ton per day. The ore reserves available for open-pit mining were depleted in 1954. Since then, the entire production has come from under-ground operations.

The environmental profiles of prodi.lcts containing recycled metal will be presented based on rules established by the International Organization for Standardization (ISO).Significant to the life cycle profile of metal products is recent confirmation. that recycling has the potential to reduce materials production energy consumption by 95% for aluminum, 80""/o for magnesium and lead, 75% for zinc, and 70% for copper. Furthermore, . ""metals are eminently and repeatedly recyclable, while maintaining all their properties (1 ). "" Their durability relative to many hydrocarbon based materials enhance .their life cycle performance. However, the persistence of metals when dispersed into our natural environmental makes recovery and recycling particularly important Overall, when considering life cycle effects, recycling is critical to a sustainable future for metal products.Finally, regional and international regulations will be highlighted which will effect the efficient recovery and recycle of metals and their overall contribution to environinental protection, economic development and the enhancement of society."

"INTRODUCTION Much of the recent progress in increasing the efficiency of oil-well performance can be attributed to advancements in the art of cleaning wells. Through research and development by operators and service companies during the past decade, significant improvements in the application of engineering and chemical principles to well-cleaning technology have widened greatly the scope of ""clean-out"" methods to the end that greater ultimate recovery of oil will be attained.This report reviews recent improvements and developments on this important problem in California; it describes also the use of various methods and tools for cleaning wells to stimulate or revive their productivity. Developments in preventing and removing mud sheaths in well-completion operations also are described. The report is based on a field survey, supplemented by data from the technical and patent literature and from manufacturers' catalogs, which contain much valuable information.In preparing the material for publication as a Bureau of Mines report, the author has been fully aware of certain limiting conditions that attend the discussion of a subject such as that treated in this report. The following are examples:1. To a considerable extent, well cleaning in California is done with tools rented from service companies, and their representatives and employees are specialists in jobs of this type. They usually have working experience with their own equipment and methods which greatly exceeds that of persons whose interest has been casual or who have had no opportunity to study the subject in detail in actual practice. Many of the tools and methods are covered by letters patent for the protection that may be in developing and successfully applying these mechanical and chemical means of increasing the production of wells. Frequently several years have been required to perfect a given tool or technique, requiring relatively large investments to establish a service that is remunerative to those who have primary interest in a certain development and at the same time attractive enough to the operators of producing properties (because of greater quantities of oil delivered into the flow tanks) to warrant employment of or contractual agreements with a particular service group."

This paper discusses some of the advantages and problems associated with the selection of large unit equipment for a metallurgical plant. A given flowsheet and material balance for an iron ore concentrator is assumed. Then two plant designs are developed, one utilizing a number of smaller-size equipment units and one utilizing the largest available equipment units. The mechanical and electrical problems are discussed and a comparison of capital costs is made. Finally, brief consideration is given to a plant de-sign using units larger than those which are currently available.

"The mining and metallurgy industry is highly energy intensive and one of the largest energy users in Canada. Energy costs are also a major component of total production costs in this industry as described in the 1990 Report of The Canadian Industry Program for Energy Conservation (CIPEC). For some plants, energy costs are reported to be up to 30% of total production costs. Therefore, a reduction in energy costs provides an opportunity to improve industry profitability. The specific energy intensity and production costs can be reduced by using modem energy efficient natural gas technologies. In addition, these technologies often improve product quality and increase productivity. Natural gas not only offers economic benefits, but is also environmentally benign as compared to other major energy sources. Emissions of NO"", CO2 particulates and SO2 are lower with natural gas than other fossil fuels.This paper provides a brief overview of some state-of-the-art gas technologies for the mining and metallurgy industry including cogeneration, oxy-air-fuel burners, ceramic immersion tube heaters, direct gas contact process, low NOx burners, and energy efficient liquid heating systems.CogenerationCogeneration is defined as the simultaneous production of electricity or mechanical power and useful process heat from a single fuel source. One of the primary considerations in selecting a cogeneration system is the relative quantities of electrical and thermal energy which are to be produced. Two types of systems are discussed below."

During 1982 and 1983, the Bureau of Mines concentrated its fugitive dust control research on haulage road dust suppression by newer chemi-cals relatively unknown in the mineral industry, innovative dust control designs for haulage trucks, chemical tailing basin stabilization, and combined chemical and vegetation tailing basin stabilization. Relatively unknown dust suppression chemicals and innovative aerodynamic modifications to haulage truck fender designs were tested on a Minnesota sand and gravel operation haulage road. Magnesium chloride salt at 95-pct control efficiency and a petroleum derivative at 70-pct control efficiency were effective in suppressing dust generated by haulage vehicles; however, none of the fender modifications were successful. Commonly used dust suppressant chemicals were tested on a Minnesota taconite tailing basin to reduce the dust lift-off during the spring and fall dry seasons. The most successful chemical was lignin sulfonate with a seasonal cost of less than $200 per acre to achieve 90-pct dust control. When chemical treatments for immediate dust control were com-bined with revegetation for permanent control, the most promising chemical treatment based on vegetation response was lime-neutralized lignin sulfonate.

The Institute of Makers of Explosives (IME), a non-profit safety and security organization founded in 1913, is known for its industry best practices, Safety Library Publications (SLP), some of which have been incorporated into rules by regulatory agencies. The IME developed the first commercial storage, quantity distance (Q/D) table titled “The American Table of Distances” (ATD). It was developed by IME’s legacy association in 1910 and was originally based on observations of structural damage from 117 accidental explosions involving small to very large amounts of explosives, primarily dynamite and black powder. In 1930, the IME published a book, compiled by Ralph Assheton, called the “History of Explosions on Which the American Table of Distances was Based”. The distance in feet in the ATD were founded on the measurements at which inhabited buildings sustained substantial structural damage from the accidental detonation of explosives. For example, minor damage such as window glass breakage and the “shaking down” of plaster was not considered substantial structural damage. Other damage to property that was readily repairable was also not considered “substantial.” It was concluded that unless some integral portion of the building was damaged, the occupants would not be subjected to serious risks.

This document describes the development of a conventional mining equipment data base, and an approach for conducting industrial engineering studies of arbitrary mining systems employing network techniques. Data was acquired through underground time studies. Each member of a four-man field team was assigned to a specific machine during each shift for which observations were conducted. Using digital wrist watches and networks describing the man-machine interactions, all events occurring luring the course of each shift were recorded on cassette tapes. The tapes were transcribed, coded, keypunched, and validated using computerized editing techniques. The resulting data files were processed to provide statistics relating to activity durations and event frequencies. The results were used to evaluate operator, machine, and system performance for each section which was observed. Equipment, reliability, and maintainability analyses were conducted using the industrial engineering data files in conjunction with historical information collected at the mine site.

The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. This? Bureau of Mines paper discusses the corporate structure dynamics, methods of financing, and financial assessment approaches that should be utilized to evaluate the economic health of the coal industry. It suggests rates of return and other measures of corporate economies necessary to attract capital required to finance emerging coal demand, plus impact of coal sales to total revenues. The study illuminates the activities of 30 selected coal-producing companies, including their subsidiaries or affiliates, that were responsible for approximately 60 percent of the total U.S. production in 1974. The selected firms are not all primary coal producers; many of the larger producer's are classified by the financial institutions as petroleum, metal, and steel producers, public utilities, or chemical industries. The bituminous coal industry is highly competitive as to price, service, and quality of pronuct and is subject to competition from other noncoal energy sources. The top 15 bituminous coal-producing companies mined about 46.6 per-cent of the Nation's total production in 1974, and the balance of approximately 3,885 companies were responsible for the rest of the production. Thus, the U.S. bituminous coal industry is not an oligopoly. Today, about 65 percent of the Nation's total coal production is consumed by electric power utilities and 26 percent by steel, space heating, and other industries; the balance of 9 percent is exported.

THREE OF the gold mines in the Red Lake Camp operates fluid bed roasters in their milling circuits. The mines are Campbell Red Lake, Cochenour Willans, and Dickenson. The roasters are used for the autogenous roasting of a flotation concentrate for subsequent gold recovery by cyanidation. Cochenour and Dickenson operate single stage reactors, whilst Campbell use a two-stage system. Ore treated by the mines is similar in that the major part of the gold is associated with arsenopyrite. Other sulphides present are pyrite, pyrrhotite, stibnite and sphalerite. Gangue minerals are mainly quartz, with carbonates and talc. Mineralization is, for the most part, extremely fine, and there is intimate association between sulphides and quartz, so much so, th at a picked specimen of apparently massive arsenopyrite will frequently contain as much as 80 per cent gangue. Gold recovery by straight cyanidation on this type of ore would not be higher than 80 per cent and

Work practices involved in shaft construction can be aligned with current industry standard operating practices. However, the working environment during conventional shaft construction introduces unique conditions which can not always be overcome by hard engineering controls. To provide an improved working environment, future shaft diameters will generally be greater than has historically been the case for the Australian hard rock mining industry. This paper aims to explore both what can be constructed from the contractors perspective, and how does an owner extract maximum business efficiency from an asset that in many ways is likely to be larger, more complex and more expensive than initially envisaged.Newcrest Mining Limited, or an associated company, has constructed two major shafts over the last seven years. In both cases, Byrnecut Mining, or an associated company, was the contractor engaged for the shaft sinking activity. The first is the 1127 m deep, 7.0 m diameter production and intake airway at the Telfer Gold Mine, the second is a 295 m deep, 5.5 m diameter split shaft at the Gosowong Gold Project in Indonesia that was primarily designed as both an intake and exhaust airway. Importantly both shafts are designed to provide emergency egress from the respective underground operations.From an Australian shaft sinking perspective, the construction of these two shafts resulted in the following learnings: •constructability is of equal importance to desired functionality;•allow six months of interactive design between the owner/engineer/contractor/regulator to get it right;•shaft sinking and equipping are intimately entwined, therefore engineering of both needs to be complete prior to any activity commencing; and•the mobilisation of both equipment and experienced personnel to a new shaft sink takes up to eight months.Shaft sinking is not extinct in the Australian hard rock mining industry. But, if you are considering constructing a shaft, approach it as a long life asset, front end planning to a high level of detail is required to unlock its full value. Think – plan – think and remember it’s going to take 12 months to get from the whiteboard to firing the first cut.

The following notes deal chiefly with changes from steam to electric drives, or, in the case of the Bellevue pumps, from air to electric. Where electric power can be purchased or generated cheaply it can be used to advantage and is generally more economical than steam, especially in places remote from the central power-plant. Nothing could be more simple than the operation of electrical gear. It does not require a competent engineer constantly on the alert, oiling and watching bearings, and maintenance is at a minimum. The ease with which the current is transmitted from its source to where it must do its work is one of its greatest advantages. Transmission losses are very low. Generally speaking, the smaller the plant the lower the loss and 90 per cent, and better, efficiency is easily attained. In and around Bellevue 2300-volt, three-phase, is the standard distributing pressure; our power requirements and the distances transmitted, for the present, do not require more than this. Most of the heavier motors are 2300-volt .machines, which eliminates the cost and possible troubles of step-down transformers, and makes for a cheaper and less bulky motor. This applies to two fan, two hoist, and two compressor motors, the smallest being 75 and the largest 520 horse power. The standard pressure on power lines to all inside pumps is 550 volts, and 220 volts is general for the the tipple. While 110 volts is used for house and office lighting service, it is not economical around and in the mine. No matter what kind of device is used to lock and protect the lamps, they are invariably missing.

Since the commencement of its activities in Huelva in 1970, Atlantic Copper has maintained a course of action that has been more demanding than the successive environmental legislations current at different times. As its primary objective it has sought compatibility between the protection of the environment and both its industrial activity and the social and economic development of the area in which its Metallurgical Complex is located. For this reason, since the seventies it has maintained a continuous programme of investments which have allowed it to attain its present environmental situation. As a consequence of the Environmental Policy of Atlantic Copper, in April 1998 it obtained certification for its Integrated System of Environmental Management (SIGMA) according to international standard IS0-14001, and under European Community Regulation 1836/93 (replaced by the 76112001) for the Eco-Management and Eco-Audit System (EMAS). The SIGMA formalises the environmental management practices of Atlantic Copper and engages it to have available a system that can be fully audited. Atlantic Copper was the first European Company in the non-ferrous metallurgical sector to obtain both the UNE-EN-ISO 14001 certification and the EMAS registration. The present paper reviews the actions by Atlantic Copper in environmental matters that have allowed it to achieve its present position. It also describes the coming stages of improvement planned and the modifications to be carried out in the near future, in particular the criteria for the selection of technologies on the basis of the concept of BAT (Best Available Techniques) introduced by the European Union, and always guided by the final objective of converting Atlantic Copper into a reference within the sector, comparable to the best designed and operated installations in the world.

I. INTRODUCTION. THE list of our past-Presidents comprises the names of runny who, in their official addresses, have sketched the current progress of the arts and professions with which they were familiar. Such addresses are, in my judgment., highly useful, setting forth the results of our own work as a. society, and recalling to our minds the particular lines in which discussion would prove most fruitful. . Following this course with some hesitation, I venture to offer an outline of the recent improvements and the present situation in minim and metallurgy in the Western United States. The wonderful advances in mechanics, chemistry, and electricity have all combined to aid these arts to such an extent that. progress during the last decade has undeniably been more rapid than ever before in the history of the profession.. In all mining countries improved transportation-facilities, in many instances called into existence by the traffic created by the mines themselves, have done much- to enlarge the. field of operations by the reduction of freight-, operating- and living-expenses, thereby bringing lower-grade properties into the producing class. Under normal' conditions, as the age of a district in¬creases, all these differentt factors should combine to off-set. the augmented costs attendant on deep mining, and greatly tend to prolong the profitable life of the mines. THE present truce in litigation between Western smelting and ranching interests gives opportunity for a summary of the results achieved by metallurgists in condensing fume and de-acidifying furnace-gases. In the absence of complete records of past experiments, there has been a good deal of unnecessary duplication of attempts and' failures. Yet, especially under the recent policy of our large corporations, looking to the economic recovery of the values of by- and waste products, original and, in some cases, effective measures have been developed by American metallurgists. In the case of Bliss vs. the Anaconda Copper Mining Co., the Montana Supreme Court, recognizing the progressive efforts made to render the flue-gases innocuous, and the value to the community of the smelting company's operations, refused to hamper its work, and returned a verdict in favor of the defendant. In the trial, the experimental firms of the company in the so-called "affected region" were proved to be thriving perfectly, showing that immunity was guaranteed to vegetation and stock by the wide distribution of the sulphurous acid gas in the dry air of Montana. Indeed, L. S. Austin has proved that by the time the fume is 4,000 ft.. distant from the stack, the percentage of sulphurous acid has been diminished from 2.28 to 0.00045; and Angus Smith has shown that rain must contain 40 parts per million of free acid before vegetation is affected. The arsenic in the stack-gases is but a very small part of the original content of the ore, of which 80 per cent. and over is rejected in the concentrator and furnace waste-products or recovered in the flues.
