I would like to discuss today several safety topics that we at Nobel feel are going to be particularly critical to all of us who are involved in the manufacturing, transportation, storage and use of commercial explosives during the '90s. My purpose is to identify these topics in order to allow those in the commercial explosives community to better understand the potential difficulties we face.

Introduction First, I should define more closely the vague term 'recent work' that appears in the title of this paper. Following the period of depression that was an aftermath of the first Great War, the Research Council of, Alberta carried on for ten years without a Council and without a financial yote by the Legislature. In November, 1942, a new Council was formed, under the chairmanship of the Hon. N. E. Tanner, Minister of Lands and Mines, and a vote was granted by the Legislature early in 1943. By 'recent work', I mean work during the present regime. The Council is now going full steam ahead, or would be if it could get suitable technical assistance and required apparatus and materials. Lack of these has so far made unnecessary my responsibility for seeing that we do not exceed our estimates. The Annual Meeting of the Research Council will be held in November (1945), and at that meeting the programme of work for next year will be discussed. The present time is therefore the correct time for any of you who may have ideas as to work which might profitably be undertaken by the Council, to submit these ideas for consideration. I propose to discuss my subject under several headings, and to give enough of these to show that the Council has wide interests.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

"The theoretical basis of ideal smelting reduction using coal as reductant in a process employing closed loop forced-circulation of hot metal is outlined. In the proposed process, an extensive area of relatively slag-free hot metal is available as a heat sink for absorbing the large amount of heat produced by complete combustion of CO within the furnace. Any slag that is formed within the oxidizing arm of the furnace loop is quickly swept away as a thin floating layer by the bulk movement of hot metal which is induced positively by forced melt circulation and sustained by causing the hot metal and the thin slag layer to overflow into a lower level hearth in which coal is carbonised and dissolved directly into the circulating melt.The proposed process is shown to offer very substantial cost savings over all other direct smelting technology. This is mainly because of its inherently low capital cost and its high energy efficiency. Furthermore, the favourable economics are not reliant on fuel gas credits as all the process gas is combusted within the reactor itself.IntroductionMetallurgical processes in the year 2000 will be compromise solutions to the metallurgical problems that already exist today. It is common knowledge that the mineralogical complexity of certain polymetallic sulphides, for example, precludes high degrees of separation and recovery by conventional mineral beneficiation. steps are therefore being taken towards the development of a truly polymetallic smelting process which will produce simultaneously zinc lead and copper as, metals from complex ores without prior beneficiation(l). In the ferrous extraction industry, the shortcomings of the highly efficient modern blast' furnace are well known and world-wide there is considerable effort being directed towards coal-based ironmaking without the requirement of metallurgical coke as a process intermediate. The current status 0f2Joal-based ironmaking has recently been reviewed by Smith and Corbett. (2)"

How many times have you said or heard someone say, 'What are you doing right now?" And how many times have you heard the reply, "Breathing air!" Probably never, or at most only a few times in a facetious vein. Breathing air is absolutely necessary to sustain human life, and yet most of us take it completely for granted. Beginning ten to fifteen years ago there was growing concern on the part of the general public that pollution of the air is a threat to man's health and welfare. Concurrently much thought and effort was devoted to the task of defining and resolving the problem of air pollution. In the course of this effort it has become quite clear that our National policy in this regard should be founded upon three basic axioms: (1) Action should not be postponed until emergency conditions make it compulsory; (2) The air cannot be purified after it is polluted, and (3) Air pollution control cannot be accomplished without close cooperation among all levels of government, industry, and the public.

Modern mechanized mining with high-speed machines, multiple-entry systems, multiple blasting, high-velocity air currents, and rapid haulage has brought many economic benefits and has on the whole enhanced safety in the coal-mining industry. It has, however, also introduced some added hazards, the control of which requires concerted effort and ingenuity. Mechanized mining has greatly increased the production and dissemination of fine coal seam or in mine entries. Use of high-speed machines has increased the probability of formation of incendive sparks, which are produced by frictional contact between moving metals and certain mineral substances in the coal seam or in the adjoining rock strata. In gassy seams rapid extraction of coal has increased the rate of gas evolution. These facts have made more urgent the need of preventing the ignition of coal dust and the development of widespread mine explosions. The ignition hazard can be controlled best by eliminating all potential igniting sources and by careful attention to ventilation designed to prevent accumulation of gas capable of triggering a coal-dust explosion. Frictional spark ignition by mining machines and suggested safeguards are discussed in a recent publication. Extensive research and long experience have shown conclusively that the propagation of coal-dust flames can be arrested and the development of widespread explosions prevented by properly applied, generalized rock dusting.

There is no universal standard for Standard Operating Procedures (SOP’s). Every blasting operation has its own unique circumstances, its own methodologies and its own unique demands. It would be nearly impossible to create a one-size-fits-all document that would be totally appropriate for every blasting scenario. But there are universal objectives that should be adopted in any set of blasting SOP’s.

WHEN Germany invaded Poland in September, 1939, the only operating helium plant in the United States was that near Amarillo. Texas, supplied with helium-bearing natural gas from the near-by Cliffside gas field. Today the Bureau of Mines has five plants capable of producing more than 25 times the prewar helium output of the Amarillo plant. Two of the plants have received Army-Navy "E" flags for their part in the faraway "Battle of the Atlantic," where heliumfilled Navy blimps chased Adolf Hitler's submarines away from American shores. Meteorologists, watching balloons carried high into the stratosphere by helium, determined weather conditions that influenced the selection of D-day and dates for other military operation. Demand for helium doubled overnight when the Navy decided to expand its lighter-than-air activities; and as the blimp patrol proved effective, the helium demand became ever greater. A tribute to the success of the Bureau of Mines in meeting the demand for helium was paid by the late Secretary of the Navy, Frank Knox, in a letter to the Secretary of the Interior on April 10, 1944. Fatigue is it the newest buzz word or is fatigue a real phenomenon that is creating safety and organisational risk for you? There is no debate that fatigue is natural, and it affects us all, just like gravity; however, there has been much debate on the severity of its impact in the workplace. For many years the impact was not measurable, hidden out of sight and, quite frankly, written off as the infamous ‘operator error’. Over the last several years, advancements in technology have provided safety and health professionals, sleep scientists, fatigue experts and organisations with the ability to monitor and detect fatigue events in real time, as well as predict and monitor increased risk for fatigue events. Caterpillar Safety Services has assembled an extensive and exceptional set of technologies that will provide the best methods and data to measure the impact of fatigue. A revolutionary development in blasting materials has occurred in recent years. Ammonium nitrate, sensitized by the addition of a small percentage of No. (class) 2 diesel fuel or other suitable petroleum product, has been adopted as a low-cost, efficient blasting agent2 in a wide variety of mining, quarrying, and heavy construction operations. Moreover, the ready availability of the component supplies throughout the Nation, together with the ease of formulating them into effective blasting agents, has made it possible for the blaster himself to prepare the mixes at the site of use. Recently, most established explosives manufacturers have begun supplying premixed AN-FO (ammonium nitrate-fuel oil) or a comparable product to various mining operations. However, many individuals and small business establishments are marketing premixed products prepared in facilities that are often poorly constructed and poorly located. Although these blasting agents have partly or wholly displaced explosives such as dynamites in many applications, there are some blasting operations in which the fuel-sensitized ammonium nitrate agents do not appear to be well adapted. As long as the hazards they present are clearly understood and respected, ammonium nitrate-based blasting agents have important safety characteristics when prepared under competent factory control or field-mixed under equivalent close control. This publication attempts to summarize the knowledge of those hazards and to incorporate practical ways to cope with them.

In the process of wire rod production, the rolled wire products must be cooled from the red-hot state to the normal temperature state. How to cool the wire rod after rolling is one of the key links of product quality control in the whole wire rod production process. In this paper, combined with the closed-loop transformation project of controlled cooling temperature of Xuanhuan iron and steel group co., LTD., the closed-loop related controlled cooling equipment (including water cooler, valve table, etc.), nozzle layout and process layout of water tank, and closed-loop software control system of controlled cooling temperature of high-line are analyzed and designed. Closed-loop system design USES temperature of cooling water cooling and water cooling two temperature closed loop regulating circuit, through temperature feedback and feedforward to achieve the uniformity of temperature adjustment, in order to prevent occur due to temperature closed loop control function with the phenomenon of a steel before and after the temperature difference is bigger, system Settings have "absolute temperature regulation" and "relative temperature regulation" selection mode. The system has a self-learning mode, which can modify the temperature feed forward formula. In addition, this paper takes the hard wire 82B rod as the test object, and studies the process parameters and the comprehensive mechanical properties of the rod before and after the water cooling system reform. The research results show that the temperature closed loop system, can ensure the rolled piece temperature control precision of plus or minus 10℃, enhances the stability of wire rod cleaner performance. It can reduce water consumption by about 186m3/h and improve the utilization rate of cooling water.

DURING the war, the Navy undertook the construction, under my direction, of an experimental gun embodying features designed to lessen the cost and time of production. These experiments were initiated after representations as to their, desirability had been offered by myself, by the Naval Consulting Board, and by the National Research Council. The first drawings were made in June, 1917, and the experiment was completed in November, 1918. For the sake of clearness it will pay to recapitulate briefly the fundamental idea of gun construction. It is well known that if a hollow cylinder is subjected to internal fluid pressure, the maximum stress occurs in the inside layers, the outer parts carrying much less than their due share of the stress. This inequality of stress is more pronounced the thicker the walls of the cylinder. If such a cylinder is pushed to the elastic limit, failure in elasticity will take place long before the outer layers have reached the limit of their capacity. Economical use of the material would demand, however, that all parts of the cylinder reach the limits of their capacity simultaneously. This may be brought about, at least in cylinders of not too great thickness, by producing in. the inner layers an initial compression, and in the outer layers an initial tension. The effect of internal pressure is at, first to relieve the compression of the inside layers, while increasing the tension of the outside layers. If the initial stresses are properly distributed, all parts of the cylinder will reach their elastic limits simultaneously, thus giving a cylinder of maximum strength for its weight. In gun construction as hitherto practiced, this initial distribution of stress is produced either by winding the inner tube with wire, a common English practice, or by shrinking hoops over the inner tube, which has been the standard American practice. The Bureau of Mines utilizes special testing methods for the analysis of underground mine atmospheres for use during or after mine disasters and fires. These methods depend upon drawing sample gas to the surface through multiple tube bundles with the subsequent analysis of grab samples or the automatic analysis by often remotely located instruments on a continuous, 24-hour basis. During cold weather, low ambient temperature causes condensation and freezing of condensable vapors in the sample which can result in delayed response times or complete blockage of the sample line. This report covers research and resulting development conducted by the Bureau of Mines to produce a reliable method to selectively remove condensable vapors and particulate in the sample gas stream under worst-case field conditions. The effort resulted in two prototype systems which have greater field utility than originally anticipated. The innovative project resulted in two patent applications submitted through the Bureau of Mines.

This U.S. Bureau of Mines report reviews the state of the art in blind pneumatic stowing of backfill in voids in abandoned coal mines. It contains a short history of the development of pneumatic equipment in mining and four recent case histories of blind pneumatic stowing. Limitations of pneumatic stowing in terms of equipment wear, costs, backfill material, and methodology are discussed, and some new procedures and designs are reviewed. A bibliography covering pneumatics in mining is included also. This report provides background for the preparation of a Bureau test program in which the variables affecting the efficiency of pneumatic backfilling will be studied using a full-scale surface test facility.

The G2 real-time expert system, a commercial product since 1988, is widely deployed in process, manufacturing and other industries. A number of innovative applications are installed or under development in the mining and metallurgical industries. These include: ? A training system for equipment operators, at a steel mill; ? A scheduling system for furnaces at a hot rolling mill; ? A simulation system for mining operations; ? In addition certain applications installed or under development in other industries will be proposed as applicable in mining and metallurgy. For example, applications for the management of vehicular traffic may find use in mining and shipping.

In response to requests from its stakeholders, the International Standards Organisation is engaged in development of an international standard for Energy Management Systems (EnMS) which will become "ISO 50001". This new standard will build on the successes of both the EN16001 EnMS standard that has been used by dozens of European companies, as well as the ANSI/MSE 2000:2008 EnMS standard that is currently being used in several pilot projects in the USA and Ontario. This paper provides an overview of the key points of the EnMS standards, and describes how they can be used to drive sustainable energy reductions in the metallurgy industry.

"This paper traces briefly the historical development of coal handling systems to meet the needs of a rapidly developing thermal power generation technology. The wide range of operating requirements is demonstrated by comparing and contrasting the Wabamun GS of Calgary Power Ltd. and a typical modern Ontario-Hydro thermal plant. The problems of safe storage of large tonnages of coal in stockpiles are discussed, together with recommendations for stockpile management. The development of coal bunkers and their management is discussed in detail, together with future trends in the industry."

The financial performance of the mining industry, measured by return on equity and capital employed, has been inadequate for many years. Consequently, mining companies are not valued highly by stock markets. Among the more important causes for the decline in the sector are the conservative working practices and reluctance to adapt to change or to develop new technology, although some relatively recent developments such as SX-EW copper and heap leach gold have made a significant impact on the cost base of these metals. The subsidiary business of metals exploration suffers from the same problems as the rest of the industry. The rate of discovery of ore deposits has been falling over many years and since the late 1990s, there has been a sharp reduction in global exploration activity that, if it continues, will further reduce the global supply of new ore reserves. New technological developments, particularly in geophysics and different operational practices may help reverse this trend. Statistical methods for evaluating the risk of ore reserve estimates will also improve the economic return on new mining ventures. The science of ore geology has potential to reduce exploration risk, but modern ore genetic theory has not contributed greatly to recent discoveries. The junior exploration market has almost ceased, but a new style of technically specialized efficient small exploration company has emerged which, in alliances with major companies, may be the vehicle for future global exploration. Exploration in virgin terrains has a higher risk discounted potential for the discovery of very large orebodies than that in known mining districts but mining companies have little financial incentive for this high risk exploration because of the very long lead time to production. Alliances of two or more companies reduce the risk in both the exploration for and development of major new mining projects. If new orebodies are not found, then metal prices will inevitably rise in the long term. Governments of industrial countries, particularly those with a significant mining industry such as Canada, should therefore provide assistance to exploration in order to maintain their existing industry and prevent a metals shortage from developing in the future with its consequent impact on the world economy and increased environmental damage as large lowgrade orebodies are developed to supply an expanding market.

In currently used mining methods, blasting techniques often causes dilution of valuable ore and results in costly processing requirements. In the context of narrow vein mining of thin and highly concentrated orebodies there is a need of a mining method that can reduce dilution in order to remain economically viable. This research project explored the viability of a new mining technology, thermal fragmentation, in narrow vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation, as well as for an existing method used for narrow vein mining; comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs, as well as increased productivity and ore recovery, meant that the new method would improve the financial performance of any operation. These results identify that there is an opportunity to introduce the thermal fragmentation technology to narrow vein mines within Australia, in order to lower costs and increase profit.
