This Bureau of Mines report summarizes State severance taxes imposed on minerals and mineral fuels, provides a hypothetical example of how a State severance tax affects selected components of a firm's income statement, and uses the Bureau's Minerals Availability System (MAS) to estimate the effect of assumed changes in State severance tax rates on copper recovery cost at given levels of potential copper availability. A reduction of the rates to zero or a doubling of them results in changes in costs that are of the same order of magnitude as the cost of transporting copper to the United States from major foreign producing countries.

MUCH attention has been directed to mine-air flow in recent years, more especially in Great Britian where there is frequent reference to a theory of fluid flow developed by English engineers. Briefly stated, this theory is that for similar passages of the same relative roughness, in which fluid flow occurs, the conditions of flow are exactly the same for equal values of the product W D V/ µ, where W = density of the fluid, D = diameter of the passage through which flow occurs, V = mean velocity of flow, and µ = absolute viscosity of the fluid flowing. This, the "Reynolds Criterion" of fluid flow, had its origin in the work of Prof. Osborne Reynolds' more than 40 years ago. Later, Lord Rayleigh amplified the theory2 which has been conclusively proved for small pipes by the experiments of Stanton and Pannel3 over a large flow range, and by Lacey4 over a somewhat more limited range. Concordant results on small pipes have also been obtained by numerous other investigators with single fluids over more or less limited ranges of flow. According to this theory results in one medium, such as water, are immediately applicable to another, such as air; and experimental results on models are (theoretically, at least) applicable to full-scale designs. This is of great importance in aeronautics and can be of considerable value in mine ventilation research. Hodgson, in a recent paper,5 has outlined the application of this theory to mine-air flow and recent English experiments" on the resistance of a timbered mine airway have been expressed in this form.

THE principle formulated by Grossmann1 for calculating hardenability of steel by multiplying the ideal diameter of "pure" iron-carbon alloys by factors for grain size and alloying elements has been confirmed on many steels and has proved useful in designing substitute alloy steels. Grossmann found that the typical behavior of the multiplying factors was to increase directly in proportion to the amount of the alloy present in a steel. However, the multiplying factor for the effect of silicon on hardenability was found by Grossmann to increase to a lesser degree as the amount of silicon was increased. In view of the in¬creasing use of silicon in heat-treating steels, the effect of silicon on hardenability is becoming more important. Calculation of the hardenability of high-silicon steels made at the Union Carbide and Carbon Research Laboratories, Inc., indicated that the multiplying factor for silicon increased directly in proportion to the amount of silicon present. A more extended study of high-silicon steels covering fairly wide ranges of grain size, carbon, manganese, and aluminum has confirmed that up to 2 per cent silicon the multiplying factor is directly proportional to the silicon content. Manganese and aluminum factors have also been determined. The results of the study offer strong confirmation of the general validity of Grossmann's multiplying principle. TESTING PROCEDURE Steels on which the study of the effect of silicon on hardenability was based were made in high-frequency induction furnaces using Armco iron and standard alloying materials. The ingots were forged to bars, and sections were normalized prior to machining Jominy hardenability test specimens. The Jominy test was carried out under standard conditions.2 The depth of hardness penetration for determination of ideal diameter at "half hardness" was taken at the hardness level indicated in Fig. 20 in Grossmann's paper by the solid line for 50 per cent martensite in plain carbon steel. The depth of penetration of hardness on the Jominy specimen was converted to ideal diameter by the relation given in Fig. 28 of Grossmann's paper. Chemical analysis was determined on a sample taken adjacent to the Jominy specimen. Aluminum was determined as "acid-soluble aluminum" rather than as total aluminum, as it is probably more representative of the aluminum that is effective as an alloying agent. In addition to the elements nominally present in the steels, analyses were made for residual phosphorus, sulphur, nickel, copper, molybdenum and chromium on one heat of those made with the same materials during the same period. Actual grain size was determined by microscopic examination of small samples quenched in water after receiving the same thermal cycle as the Jominy hardenability specimens. Chemical analyses, heat-treatment, grain size, and hardenability are shown in Table I representing three ranges of composition.

Currently, the main carbonaceous material for Mn-alloys production is solid carbon, i.e. coke, charcoal and petroleum coke, which is produced with large CO2 emissions. Due to the simple purification, high carbon activity and low CO2 emissions, natural gas has some advantages compared with conventional reducing agents. The aim of the present project is to develop a new technology for production of Mn-alloys using natural gas as a source of carbon. Experimental results indicated that injection of CH4 gas directly into melted slag reduced slightly the MnO and SiO2. However, the metal yield was much less than the theoretical value due to a relative low residence time of CH4 in the slag. The alternative approach was to use carbon black as reductant, produced by CH4 decomposition. The preliminary experimental results showed a high reduction rate using carbon black.

Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. "Release analysis is independent of collector and frother dosage and type, but it is primarily influenced by the degree of liberation or “state of release of the sample”. The shape of release curve is an indication of the degree of liberation. This paper briefs about the effect of reagent combination, particle size and surface characteristics on the release analysis of difficult-to-clean LVC coal.Release analysis of three LVC coal fines obtained from two different coalfields of India was carried out at three different size levels such as -0.5mm, (-0.5+0.1) mm, and -0.1mm. The collectors used were n-dodecane and commercial diesel oil. Incomplete liberation of coal fines even at a size of -100µm, corroborated by photomicrographs of ROM and clean coal macerals, in a great measure reduced the flotation-based cleaning potential of the fines. FESEM images of fines reveals that the adherence of ultrafine onto the surface of relatively coarser particles reduced the clean coal recovery. The results obtained also appear to be coal, reagent combination and, particle size and particle surface specific. Only one coal indicated the liberation as is usually expected for -0.1mm particles with a reasonable yield of 65% at 18% ash. INTRODUCTION Froth flotation has a long history of being used to treat coal fines. Coal flotation is considered to be difficult, if the percentage of Near Gravity Material (NGM), i.e. essentially locked particles, in flotation feed is >10% [Aplan, 1993], which is usually the case with all the coking coal fines in India. The fines are rich in vitrinite, so valuable for coking coal. Unfortunately, there appears to be no standard procedures to determine the separation efficiency of froth floatation. Release analysis proposed by C.C. Dell in 1953 [Dell, 1953], aimed to determine the ultimate floatability of coal. Several other techniques had been proposed but release analysis technique has been considered to be a vast improvement over the batch flotation process [Forrest et al. 1994]."

This paper focuses on the dissolution of various Manganese based compact additions into liquid Magnesium. The experimental procedure employed cylindrical compacts with various Manganese compositions. The various temperatures of the additions and the Magnesium bath were measured simultaneously during the immersion of the additions into Magnesium bath. The exothermicity level of these additions during their dissolution into liquid Magnesium was determined. The relation of the exothermicity level with the dissolution kinetics was also examined. In addition, SEM and EDX work was conducted for additions, which were withdrawn from the Magnesium bath. Finally, the recovery of these additions was estimated by taking samples from the Magnesium bath and conducting ICP analyses.

Reduce the potential of haulage related injuries in underground mines by providing a method for quickly assessing the state of repair of mine haulage track. The Problem Currently, there are no established standards or procedures for inspection or cleaning of underground mine haulage track. Many track defects are hidden from an inspector because of layers of dirt and debris on the ballast, spikes, fishplates, etc. When a visual inspection can be performed, it may be highly subjective, except for a few items that can be categorized or counted, such as missing bolts or spikes. Track inspectors may even become tolerant of defects that can gradually worsen. For these reasons, mechanical inspection methods are needed to supplement visual inspections. Approach The Bureau investigated this problem and designed a towed vehicle to both mechanically clean and inspect underground coal mine haulage track. The vehicle was developed using a systems approach, paying particular attention to human factors issues such as operator field of view, operator ingress-egress, control positioning, and seating design. The prototype was built using simple fabrication techniques and off-the-shelf components.

For hot mines, the use of mechanical refrigeration machines has become an essential feature of ventilation and cooling systems. Over the last 30 years, considerable effort has been made in developing refrigeration strategies and equipment to provide cooling that is cost-effective, reliable and energy efficient. In addition to these general design requirements it is necessary to take into account project specific factors such as long term mine cooling needs, operating strategy and installation time. This paper examines a number of actual mine cooling installations which illustrate how these features have influenced the design and installations. For many mines, it is known how the cooling requirements will increase as the mine develops, based on the life of mine plan. The design of the cooling installation must cater for both short- and long-term needs. The initial installation (to meet short-term requirements) must form an integral part of the ultimate cooling installation and as additional equipment and refrigeration machines are installed, it is necessary to ensure that the system remains cost-effective, reliable and energy efficient at all stages. For many mines, refrigeration machines are installed on surface and either operated near-continuously, or for the summer months only. Different maintenance strategies and policies with regard to standby equipment are highlighted for three mine installations. In spite of developments in cooling strategy, the cost of providing refrigeration remains expensive and many mines delay the introduction of refrigeration, as long as possible. When it is finally accepted that refrigeration is absolutely necessary, it is frequently necessary to æfast trackÆ the installation. To minimise site erection time and meet installation deadlines, factory pre-assembly and standardised modular equipment are widely used.

"Abstract-In recent years, several unsavory events in international mineral exploration, as well as several widely publicized project difficulties and failures have occurred. The report Setting New Standards has "raised the bar" and proclaimed a "commitment to continuous improvement... and change." We need to evolve from our "generally accepted" practices to more effective quality assurance policies, guidelines and standards. Several steps will be required to support the work of the "qualified persons" now wholly entrusted with technical and professional matters:• adopt a mineral development model and objectives appropriate to orient the selection of workmethods and verification procedures suitable to increase the profitability of these activities;• review the definitions and implications of the terms practice, guideline and standard;• review three quality assurance systems with emphasis on commitment of company management and complementary emphasis on systematic quality policies, plans and manuals (ISO 9000), continuous improvement through "profound knowledge" (Deming, 1986), and self-appraisal of continuous improvement and client satisfaction using the Qualimeter Guide (Québec Society for Quality);• determine, from the objectives of the mineral development model proposed and the problems often encountered, the requirements of resource/reserve estimation and the production feasibility study. To regain investors’ confidence and improve the returns from mineral development activities, an explicit commitment to quality by the board of directors and the management of every company is required.A number of mining companies have gained ISO 9002 certification for their operations but exploration companies should start by developing and implementing quality assurance guidelines and standards based on the ISO 9001 pattern, without achieving actual ISO certification in the short term. Both professional associations and industry organizations must be involved in the process of developing the required quality and continuous improvement guidelines and standards."

ArcelorMittal's pickling and cold rolling line has been demanded to increase production since the installation of equipments in 2015. In addition to the improvement in productivity related to these new equipment, one of them the automatic surface inspection system (SIAS), work has also been developed in other equipment seeking improvement of production indicators. The present article exposes the actions and gains that were achieved with actions on two equipments in the same section as the Side Trimmer. The first one deals with the optimization of time gains with sequencing adjustments without financial contribution, using only internal labor seeking reduction of unproductive times by adjustments of the side trimmer in the cold strip mill. The second item discussed demonstrates the actions and the gains generated due to the availability of new resources (installation of SIAS equipment), the optimization of these resources seeking a focus on the reduction of ruptures in the tandem cold mill, configuring the same in the aid of the identification of critical defects and also in the automatic speed reduction action of the tandem cold mill in defects considered serious. In both cases the intention was to improve production, seeking to improve the results of the section and the line.

As one of effective usages of wastes discharged in the non-ferrous metal industry, the syntheses of AlPO4-5 and hydrotalcite were carried out using aluminium dross as a raw material. AlPO4-5 is an aluminium phosphate condensate with properties of zeolitic materials and large pore size. Hydrotalcite is an inorganic anion exchanger and has a layered structure of complex hydroxide. They were synthesized in an autoclave at high temperature and pressure. Various physical properties such as crystal structure, surface texture, and specific surface area were measured. AlPO4-5 can be synthesized from aluminium dross under hydrothermal conditions at 180°C-200°C, and 3h. At the same time, AlPO4-34 and non-porous AlPO4 were also formed as by-products. The crystals of AlPO4-5 have a hexagonal structure. Lt is desirable to heat the reaction product at around 550 °C to remove tri-ethyl amine. The specific surface areas of the reaction product before and after heat treatment at 550°C were 17.9m2/g and 358m2/g, respectively. Hydrotalcite can be obtained by a co-precipitation method from the aluminium dross and waste MgCl2 solution discharged in the aluminium regeneration process. Small amounts of SiO2, Al2O3, and Fe2O3 remain in the reaction product as an impurity component. The interlayer distance of the obtained reaction product is about 0.3 nm. Hydrotalcite changes to Mg-Al oxide during calcination at 500 °C for 3h, and then hydrotalcite is formed again by a rehydration operation. The physical properties of the reaction products obtained from the wastes were very similar to those from fresh reagents.

One of our War Plants processed Bolivian concentrates as low as 17% Sn by the Arnhem process (pressure leach with HCL) and sent the waste acid down a ditch to Galveston Bay where the chlorides, mostly iron, hydrolyzed. Oyster men, and Texas, demandedimpoundment until a disposal process could be developed. A recycle process found by lab work was recommended, piloted and a plant built. This involved cementation of As Sb, Cu, Bi and Ag on light moving scrap iron and of Sn & Pb on Al turnings (then not recyclable), evaporation and crystallization of hydrous FeCl2, roasting crystals in a muffle furnace and absorbing HCI for reuse. The residue from leaching the low grade concentrates was floated to remove undissolved sulfides, classified and passed over sand and slimes tables to get a smeltable concentrate, a discardable sand tail and a slimes tail worth treating After desliming at 2 micro meters cassiterite, oxide flotation gave good, lab results; but commercial equipment wasn't adequate then. Chloride volatilization, with or without smelting gave high recoveries of Sn as SnCl2, whose marketing was questionable. I have heard this was finally fluxed and smelted.

IN the early stages of design it was not considered necessary that separate crushing plants be built for the new sulphide concentrator and smelter until sometime in the future. The plan was to use the existing crushing facilities for both oxide and sulphide ore. A few additions were contemplated for the existing plants, such as increased bin capacity, and possibly two new secondary crushing units. The more the problem was studied and discussed with the plant operators, the more it became evident that it was complex. It involved the classification of different kinds of ore from the open pit mine -sulphide, oxide and mixed-and how best to separate them so that each kind of ore was given the proper processing and treatment. It also involved the problem of keeping the different ores from being contaminated in bins, hoppers and chutes. Added to these, transportation became complicated and would involve additional handling and loading of ore from crushing plants to conveyors, to bins, and finally to railroad cars which were to be hauled to the concentrator and dumped into the fine ore bin. General In the early part of 1951 it was decided that the concentrator be constructed with ten grinding units instead of seven as originally authorized. The smelter was to be increased proportionally and naturally also the overall tonnages of ore to be handled by the new sulphide plant. Due to this increase in plant capacity and the larger tonnages involved, the difficulties which would arise by using the existing crushing plants were increased to a point where it became evident that the building of new crushing plants for sulphide ore exclusively was technically, as well as economically, advantageous. Authorization was, therefore, given by the company to construct new crushing plants to handle 30,000 tons of ore per day, and capable of reducing the run-of-open-pit ore to the proper size feed for the 10x14-ft rod mills in the concentrator. The ore, mined in the open pit, sometimes comes in pieces as large as 6 to 7 ft diam. The rod mills may call for ore crushed to 3/4 in. The large .size of ore delivered from the open pit determined that a 60-in. gyratory crusher be used as primary breaker. Such a crusher will have a capacity considerably in excess of 30,000 tons per day. The crusher will be a single discharge unit driven by a 500-hp electric motor through a tear coupling and a floating shaft. This type of drive has proven successful at a number of other crusher installations which our company has operating in the United States, Mexico and South America. The tear coupling will protect both the crusher and motor against damage in case of overload. No new features are incorporated in the design of the crusher itself, except that the, discharge chute is made the full width of the crusher with parallel sides instead of the usual converging sides. This change in detail should eliminate, a feature which has been a bottleneck in some of the operating plants and has caused loss of production due to ore hanging up and blocking the chute. The secondary crushing plants will have three 7-ft standard Symons cone crushers and six 7-ft short head Symons crushers. Between the primary and secondary crushing plants a coarse ore bin will be constructed with a nominal draw-off capacity of 30,000 tons of ore. The standard Symons and the short head Symons will be in separate buildings. All the crushing plants and the coarse ore bin are interconnected with conveyor belts for transporting the ore to the crushers at the tonnage rate desired. The final product of the new crushing plants is produced by the short head crushers. It will be delivered onto a conveyor belt leading to the top of the fines ore bin in the concentrator. A separate conveyor belt running the full length of the fines ore bin and provided with a movable tripper of rugged design will discharge the sulphide ore into the bin. The concentrator bin is planned and designed so that the installation of this additional conveyor will not interfere with the operation of the two railroad tracks on which crushed ore is brought from the existing oxide plant. Thus when completed the bin can be filled simultaneously by ore from the new crushing plant and by ore from the existing leaching plant.

New information on possible resource value of sea floor manganese nodule deposits in the eastern North Pacific has been obtained by study of records and collections of the 1972 Sea Scope Expedition. Nodule abundance (percent of sea floor covered) varies greatly, to judge from bottom photographs from 8 stations and data from other sources. All estimates considered reliable are plotted on a map of the region. Similar maps show the average content of Ni, Cu, Mn, and Co at 89 stations from which 3 or more nodules were analyzed. Variations in nodule metal content at each station are shown graphically in an appendix, where data on nodule sizes are also given. Results of new analyses of 420 nodules from 93 stations, for Mn, Fe, Ni, Cu, Co, and Zn, are listed in another appendix. Relatively high Ni+Cu content is restricted chiefly to four groups of stations in the equatorial region, where group averages are 1.86, 1.99, 2.47, and 2255 weight percent. These and a few other areas may warrant more exploration. It is hoped that this report will stimulate new interest in North Pacific nodule deposits and that the maps and quantitative data will aid future exploration.

The strong temperature dependence of the flow stress of bcc metals has prompted considerable interest and controversy concerning the rate-controlling influence of the Peierls' mechanism upon deformation in metals.18"21 Dorn and Rajnak" recently offered a criterion for Peierls' deformation utilizing a line-energy model of a dislocation to estimate the saddle-point activation energy, for the nucleation of a pair of kinks as a function of applied stress and the height and shape of the peierls9- barrier. It was found that Un/2Uk, where 2Uk is the excess energy of a kink pair, was a unique function of where is the effective stress and 7p is the Peierls' stress as defined in Fig. 20. The relationship found by Dorn and Rajnak between is given by the solid line of Fig. 21. may be expressed in terms of the temperature of test, T, and the athermal temperature, T,, defined in Fig. 20. INTRODUCTION The classification system for German coal mining is the result of approximately 100 years of experience in roadway development and longwall mining. It is also based on different research projects covered by national and European research programs. Over the past 30 years, more then 600,000 m of road-ways have been driven and employed for mining activities. To properly describe the German rock mass classification system, therefore, it is useful to take a look at the main geomechanical preferences and common support systems. The decision about the most effective development technique and support system is based on a synthesis of rock mass classification and geomechanical analysis. The properties of surrounding rock, the in situ stress, and the influence of mining activities in several seams at each German mine must be considered for the evaluation of the expected deformation of the roadway. The mine layout, the requirements of ventilation and fire prevention, as well as the need to maintain emergency escape routes for the miners, require that the gate roads remain usable after the passage of the longwall face in most cases. Moreover, the gate roads must be maintained despite the high stresses that are applied during longwall retreat mining. Therefore, gate road design must address a broad spectrum of potential deformation environments. In the past, when gate roads were supported solely with yielding steel arches, lithologic descriptions of the surrounding strata conditions were adequate for the dimensioning of support and the prediction of the roadway deformation. The current conditions of multiple-seam mining at depths of up to 1,700 m require combined support systems, including pattern bolting and backfilled steel arches. Rock bolt support is used for development, after which (typically 50–100 m outby the face) the steel arches are installed and backfilled with building material (concrete) in order to achieve an optimized development rate. The rock mass classification system described below was developed especially for the conditions of German hard-coal mining. It includes the stress distribution caused by multiseam workings (including crossing goaf edges of former longwalls), as well as in situ stresses due to greatdepth and the presence of tectonic faults. It is based on the evaluation of four parameters: • Geotechnical analysis of drill cores • Geotechnical observation of the development face • Geotechnical classification of tectonic structures (faults) • Standard classification derived from geotechnical assessment and evaluation of stress conditions (using numerical modeling for stress calculation) ROCK STRENGTH One of the most important input parameters for describing strata conditions is the strength of the rock. The German classification system is based on a description of lithotypes. This method has been used successfully since the 1950s and is based mainly on the uniaxial compressive strength (UCS) of the material. An evaluation of the rock strength observed in a survey of approximately 82,500 samples of rock core yielded the results shown in Figure 1. The three most common coal measure rock types are mudstone, siltstone, and sandstone. Each shows a specific mean UCS level and a different spread between the minimum and maximum values. Sandstones, in particular, have a wide spectrum of compressive strength, ranging from approximately 40 MPa to greater than 130 MPa, with an average of 85 MPa. The causes of this wide range include different sedimento-logical preconditions, facies, and digenetic processes. [ ]

G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.
