To meet the business objectives of a metallurgical project, there is often a need for new and untried technology or equipment, whose very novelty can present serious risks to meeting those objectives. The key risk management approach is a rigorous stepwise progression from theoretical evaluations and laboratory tests to pilot plant trials. These must be followed by demonstration-scale trials before final construction of a commercial scale plant, paying particular attention to the magnitude of the scale-up between phases. Success depends on following a well-defined program, not eliminating any steps, and ensuring adequate resources are available to the development team. Chapter 6 discusses the nature of technology risks to metallurgical plant projects, and the rigorous management practices needed to identify, analyze, evaluate, and avoid or mitigate them.

Material loss by abrasion of contact surfaces of pipes, chutes, pumps, and other equipment in contact with ore is one of the main reasons for downtime of mining operations. Abrasion protection materials in use range from expensive tungsten carbide overlay to hardened steels, ceramics, as well as polymers, particularly polyurethanes (PUR). This paper describes abrasion protection products made from High Performance Polyurethane Elastomers. An interior pipe coating was developed that exhibited outstanding abrasion resistance and an extremely high adhesion to steel. Years of field testing in oil sands tailings as well as applications in slurry lines (e.g., phosphate slurries) have proven the performance of this material. A proprietary field joining process was developed and successfully applied in the field. This joining process requires only one field weld per joint very similar to the joining of uncoated pipe. No internal re-coating is necessary adding savings during pipe laying to the significant savings of reduced down time. Using the building-kit chemistry of polyurethane synthesis, similar high performance elastomers were used to extend the life time of ball mills. An intelligent system was developed in which wear parts contain sensors reporting the actual wear thereby optimizing maintenance interval leading to significant cost savings for the operator. Test data as well as field experience with High Performance PUR Elastomers for abrasion protection in mining are presented.

DESPITE the fact that, after oxygen and silicon, aluminum is the most abundant and widely distributed element in the earth's crust, it is, commercially, a modern metal. Attempts were made by Sir Humphrey Davy and other chemists to decompose alumina, the oxide, into its elements, but with unsatisfactory results, and it was not until 1827 that Wohler succeeded for the first time in isolating the metal in pure form. Some thirty years later, commercial production of aluminum was started in a plant near Alais, France, using a process developed by Deville which was a modification of that of Wohler. It was not, however, until around 1886 that possibilities of low-cost production were realized. Hall and Heroult discovered, independently, the now famous process for extraction of aluminum by the electrolysis of alumina (Al,O,) dissolved in fused cryolite. This discovery, with its subsequent effect in reducing the price of the metal, was perhaps the greatest single factor contributing to the remarkable growth of the aluminum industry. But only in the years following the Great War did aluminum begin to attain equal importance in many fields with other non-ferrous metals. Numerous factors, political and economic, in the past decade have had a profound effect on the industrial history of the metal. At present, systematic substitution of aluminum for other base-metals is proceeding at a rapid rate in such countries as Germany and Italy with a view towards 'economic self-sufficiency'. Quite naturally, ?the economic depression started extensive research and experiment in various industries in an attempt to improve efficiencies and lower costs. Partial answers have been found in the extended use of aluminum and its alloys. Even against the background of tremendous technological advance that has marked the past fifty years, the rise of the aluminum industry must necessarily stand out conspicuously.

Historically, as for most reagents used in flotation, the wide-spread use of dialkyl dithiophosphinates as collectors in practical applications has preceded a detailed scientific understanding of how they work. Dialkyl dithiophosphinates are a technologically and commercially important class of collectors used in the flotation processing of Cu-Au, complex polymetallic, and precious metal ores. Plant usage has demonstrated that dithiophosphinates exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive health, safety, and environmental (HSE) profile. Although dithiophosphinates received little attention in the past in the flotation research community, recently, there has been significant interest in this chemistry, and numerous studies have been conducted to understand the fundamental interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized and explained by drawing on concepts and insights from coordination chemistry. A comparison between the interactions with various minerals and metals of dithiophosphinate and dithiophosphate analogues brings out some of the subtleties that seemingly minor changes in collector chemistry can make. The critical overview and analysis given here is useful in identifying gaps in knowledge regarding this important class of compounds. This in turn can provide a basis for the design of studies to advance our understanding of dithiophosphinate flotation performance.

Interstitial compounds of iron, cobalt, and nickel, and their binary and ternary mixtures with silver, gold, palladium, and platinum were prepared and tested as fuel cell catalysts. The first step in the preparation of the interstitial compounds consisted of preparing finely divided metals. This was done either by the Raney method or by reduction of precipitated hydroxides of the metals. The finely divided reduced metals were then treated with carbon-and/or nitrogen-containing gases to prepare their carbides, nitrides, and nitrocarbides. The materials were tested for cathodic activity towards O2 and for anodic activity towards H2, C3H8, NH3, CO, and N2H4 in acid and alkaline electrolytes at 25° to 90° C in half-cell assemblies. Samples of carbided and nitrocarbided INi-lAg-1Au were about one fifth as active as Pt-black in the reduction of O2 in 35 percent KOH solution, whereas the activities of several interstitial preparations exceeded the activity of Pt-black in the reduction of O2 in 12M KOH containing N2H4. Nitrocarbides of x-Fe2C, 3Ni-1Au, and 1Ni-3Au were effective catalysts for oxidizing N2H4 in liquid NH3 containing NH4SCN. Corrosion of the catalysts by electrolytes was severe in many cases.

In the course of examinations by representatives of the Bureau of Mines of several compressed-air systems in which explosions had occurred, samples were obtained of the carbon deposits that are formed normally in various parts of the systems by decomposition of the compressor lubricating oil. Experimentation with these carbon deposits has demonstrated that they contain a "carbon-oxygen complex" similar to that formed on coal and on other carbonaceous materials and generally recognized as being the cause of spontaneous heating of coal. The exothermic properties exhibited by such a complex are considered significant in relation to the possible initiation of combustion reactions that may lead to explosions or formation of carbon monoxide in compressed-air systems. This report discusses the occurrence of explosions and formation of carbon monoxide in the use of compressed air and presents results of experimentation conducted with carbon deposits from air compressors.

The Bureau of Mines has conducted bench-scale investigations leading to the design of an integrated process for producing reactor-grade zir-conium oxide (Zr02) from zircon sand, which avoids the air pollution, water pollution, fire hazard, and odor problems associated with the hexone-thiocyanate process. The integrated process consists of three steps: production of crude zirconyl sulfate solution, solvent extraction, and production of Zr02 from strip liquor. This report describes the solvent extraction step. Multistage, countercurrent liquid-liquid extraction with a tertiary amine in kerosine was used to separate zirconium from a dilute H2S04 solution containing hafnium and other impurities. Process steps de-scribed include extraction from an aqueous feed solution to form a hafnium-contaminated, zirconium-bearing organic-phase solution, scrubbing to separate zirconium from coextracted hafnium, stripping to transfer hafnium-free zirconium into an aqueous strip liquor, chloride-loading to produce a chloride-bearing organic solution, scrubbing with the chloride-loaded organic solution to remove traces of uranium impur-ity from the zirconium-bearing strip liquor, and regeneration to pre-pare the organic solution for reuse. These steps were performed simul-taneously in steady-state, bench-scale experiments. Zirconium recovery of up to 93 pct was achieved. Results of an economic evaluation are included.

"As the influence of governments has become more widely felt, the use of research techniques to analyze policy has increased. Mineral economics, as one of the foundations of mineral policy research, has grown accordingly. Policy research and analysis has been carried out within governments, university departments and the private sector. Each of these institutional environments has characteristics which influence the topics of study, the approach, the methodology and the output of the research. A brief survey of recent research activities provides illustrations of trends and developments occurring within this organizational framework.A radically different organization, the independent research institute, has begun to make an impact on policy research in recent years, and will have an increasing importance in the future. Combining certain features of the traditional research organizations, it nevertheless has important differences which are essential to its effective functioning. An overview of the formation, goals, organization and operation of one such institute is presented."

Nickel base superalloy IN-738LC, strengthened mainly by the precipitation of y' phase, is extensively used in hot sections of land-based and aero gas turbine engines. Fusion welding, which is one of the most commonly used joining techniques for the repair and fabrication of superalloy components, however, finds a very limited application in case of IN-738LC components, as the alloy suffers from HAZ cracking during welding and during subsequent postweld heat treatment (PWHT). The present paper reports on the two methods studied to reduce the HAZ cracking in as-welded and postweld heat treated GTA welded IN-738LC, viz., the use of various fillers during welding, and the use of appropriate heat treatments prior to welding. The results of the microstructural analysis and crack measurements indicated that the HAZ cracking in GTA welds of IN-738LC was significantly reduced by using age-hardenable fillers with Al+Ti concentration less than that in the base metal in conjunction with a preweld heat treatment developed by the authors.

If it has been found difficult to treat an ore, the reasons for this action and indicated methods to overcome the difficulties may be ascertained by testing with a microscope. For example, failures in selective flotation have been traced to intimate mineral association and changes in mineral surfaces through incipient oxidation. The importance of surface stains or tarnishes and the presence of adhering slime particles have been found to be responsible for the difficulty experienced in the treatment of certain gold ores.

The European industrial minerals industry and its markets are largely self-sufficient. The companies who are members of the Industrial Minerals Association (IMA-Europe) number around 150 contributing 5 billion Euros to the EU?s GDP and range in size from global publicly quoted corporations to small family owned private companies. Their means and capability to implement sustainable development vary considerably. However the leading companies provide an excellent set of best practices, which IMA as a trade association with recognised core competencies in the field of sustainable development is ideally placed to promulgate throughout its membership. As an active participant in the EU Voluntary Scheme for SDI reporting IMA is not only working to increase the level of response to the SDI questionnaire but is also developing with its members a new sustainable development charter which its members will voluntarily adopt as a guiding principle for their implementation of sustainable development This work will be a consultative process involving all IMA?s section members as well as other trade associations, NGOs and MEPs. Public awareness of the benefits of minerals and their contribution to sustainable development has been raised by IMA?s awareness campaign now being followed by a more targeted programme aimed at MEPs. Further work in the future will consider product stewardship and life-cycle analysis. IMA is already positioning itself with the help of its members to assimilate the minerals industry of the accession territories in the sustainable development process.

Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. A joint effort by the U.S. Bureau of Mines and the U.S. Mine Safety and Health Administration (MSHA) was undertaken to determine how well self-contained self-rescuers (SCSR's), deployed in accordance with Federal regulations (30 CFR 75.1714), survived the underground environment with regard to both impact damage and aging. This report presents findings regarding laboratory-tested SCSR's from 1982 through 1990. The SCSR's were tested on human subjects and on a breathing and metabolic simulator (BMS). These results indicate that most of the apparatus, if they pass their inspection criteria, perform as expected except for units with manufacturing defects or design deficiencies. However, when the apparatus are carried in and out of the mine daily and stored at the working section, they may suffer abuse. Physical signs of abuse, unless extremely obvious, are frequently not detected by the miners or mine operators. This poses a potential danger to a user in an emergency. Recommendations include improved training in inspection procedures.

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. This report summarizes the findings of a 9-yr research program, sponsored by the U.S. Department of Energy and conducted by the Bureau of Mines, to evaluate refractory liner materials for coal gasifier reactors. Commercially available refractories were exposed to coal gasifier reactor environments, reproduced in the laboratory with a high-temperature, high-pressure test facility, followed by extensive postexposure evaluation. Thirty-six castable or gunnable refractories and cements and 24 refractory brick were evaluated. The behavior of castable refractories reinforced with stainless steel fibers was also examined. Gas environments that were evaluated included steam, H2, CO2, CO, and typical high-and low-Btu gas mixtures. Exposure pressures ranged from 100 to 1,000 psig, temperatures from 5000 to 1,1000 C, for periods from 50 h to 2,000 h. In some exposures, sodium and/or potassium hydroxide were introduced in order to simulate a high-alkali environment. It was found that intermediate-and low-alumina refractories produced from domestically available raw materials, rather than high-alumina refractories produced from imported raw materials, gave the best service as liner materials and that alkali attack was probably not a serious problem with most refractories. Based on the results of this program, good choices of refractory liner materials for gasifier reactors can be made.

Numerous studies have shown the potential of air rate profiling to significantly improve the flotation performance of a bank of cells. To date many profiles have been implemented; balanced, increasing, decreasing and combinations of these. Previous work has typically shown using an increasing air rate profile, where the air rates are increased proportionally to each cell down the bank, yields a higher grade for a given recovery compared to other profiles. Air rate profiling can then be thought of as having two distinct components; determining the correct distribution of a given volume of air and, perhaps more importantly determining the correct total volume of air to add to the bank. To date no method for this second component has been established. In an alternative technique the air rate to each cell is adjusted in order to optimise the air recovery from that cell. Air recovery is the fraction of the inlet air which overflows the weir of a cell as unburst bubbles. The peak in air recovery (PAR) is a robust measurement that indicates optimal performance for the operating conditions in the cell, and sets the PAR air rate. By doing this for each cell in the bank, the optimal total air rate to the bank and the optimal distribution of that air can be simultaneously determined. In this study plant trials evaluated different air rate profiles, and profiling based on PAR. The total air rates to the bank for all profiles tested were approximately equal, allowing direct comparison. The results showed that the highest cumulative mineral recovery was achieved by operating at air rates which gave the PAR for each cell down the bank. Different distributions of the same total air rate to the bank gave the same cumulative upgrade ratio, but lower cumulative recoveries. In this study, the increase in cumulative mineral recovery, at the same upgrade ratio, was more than 33%. Peak in air recovery (PAR) based optimisation of air rates to banks of cells and to the individual cells has been shown to significantly improve flotation performance as it simultaneously determines the optimal air rate to the bank, and the optimal distribution of that air.

The present sampling procedure for evaluating the rock dusting conditions in a coal mine is time consuming. This study considers means by which this procedure could be simplified. Surveys were conducted in six coal mines in Pennsylvania to determine the in¬combustible content of the deposited dust. Some 2,000 samples were analyzed and statistically evaluated. It is suggested that the mean incombustible content could be obtained with fewer samples and smaller samples without greatly increasing the sampling error.

"This paper describes the engineering and construction activities of the ""design-build"" project awarded to the joint venture of Foundation-Comstock-Janin for the construction of the plant and wharf facilities, camp site, power plant and all supporting services. As a member of the Foundation Group of companies at that time, Fenco actecl as consulting and design engineers for the project. Particular emphasis is given to the problems which adversely affected design and construction activities due to prevailing arctic conditions and the remote location of the project. The paper also describes the approach taken in the investigation of the site and soil conditions as well as the selection of the special structures for the 225,000-toncapacity fibre storage building, the wharf structure for 50,000-dwt vessels, and the 1,000-tph-capacity reclaiming and ship-loading facilities . It further covers the logistics problems and the scheduling activities related to the short duration of the shipping season, and the transportation of equipment and mate1•ials by sea as well as by air."

Substantial efforts by the industry, as well as by process and equipment designers, have resulted in many innovative developments that provide cost effective reductions in water usage. This paper showcases four emerging best practices in industry including examples of recent installations. Belt press filters are a small fraction of the operating and capital cost of alternative ædryÆ tailings technologies. This gives operators who must ædryÆ their tailings a competitive advantage and makes such operations much more sustainable. The new generation of belt filter presses use less energy, produces lower cake moistures and better disposal stacking properties. The need for tailings storage facilities may be eliminated or in some cases high-grade tailings can be dewatered and sold as a low value product. Mining applications include sand tailings, sinter plant waste, coal tailings and power station fly ash. Flip-flow screening machines are proven worldwide in the dry classification of coal and other minerals, reducing the size of beneficiation plants, whilst reducing energy, water demand and media consumption. They also allow the screening of wet/sticky materials not able to be sized using conventional screens. Lamella separators are used for toxic water clarification and/or sludge thickening in many downstream metal industries with the underflow often dewatered in a belt filter press. Such low cost, high capacity thickeners could also be used instead of conventional thickeners at smaller mines. The simple and reliable continuous washing upward flow (CWUF) sand filters have been used for treatment of waste water from coal preparation plants and steel works as well as in the production of potable water. The filtered waste water from mining processes can then either be reused or discharged from site. Other installations include cleaning mine water to prevent the blocking of dust suppression spray nozzles.
