This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.

Pyrrhotite (Po) is widely considered to be the most significant mineral in the self-heating of sulphides. It is therefore desirable to determine the amount of Po in mineral samples. This is commonly accomplished through x-ray diffraction (XRD) or quantitative evaluation of materials by scanning electron microscopy (QEM-SEM). This paper introduces another quantitative method based on Mossbauer analysis that requires limited sample preparation and has the additional potential to detect the sulphur/iron ratio within Po. The technique is explored using pentlandite/pyrrhotite mixtures.

Total suspended solids (TSS), generally referred to simply as sediment, is one of the four major parameters of water pollution associated with surface mining activities. The other three para¬meters are iron, manganese and pH. Currently the Environmental Protection Agency (EPA) is in the process of developing and implement¬ing effluent limitations for these pollutants pursuant to section 301 of the Federal Water Pollution Control Act Amendments of 1972, 33 USC 1811.1 To date, effluent guidelines for existing point sources have been published, and guidelines for new sources are forthcoming. The effluent limits which have already been developed for TSS have been subjected to some controversy.1 Some industry spokesmen have indicated that they may be unable to meet these effluent limitation guidelines for TSS. The industry claims that in certain areas the suggested limit is unattainable since high suspended solid loads already exist in streams due to numerous and various sources of nonpoint pollution which include agriculture, silviculture and urban construction for which no TSS effluent limits have been set. An opposite viewpoint asserts that the TSS limitations are too lenient since permit data from the Regions (U.S. EPA Regions) indicates present compliance for several companies under more stringent TSS limits. The experience at the Centralia mine in Washington is one example.2

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing, and grinding methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that in many instances publication of total production costs may cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The following report deals with the methods employed by the Malvern Clay Co., Malvern, Carroll County, Ohio. The author wishes to acknowledge the assistance of the following persons: H. C. Ross, vice-president and general manager, and H. C. Dormer, secretary and treasurer.

THE 1938 season was marked by a distinct lull in exploratory activity in the Province of Quebec. Quebec was not unique in this respect, but the condition appears to have been more acute here than in most other parts of the Dominion. Various causes may be suggested to account for this. The general disturbance in political and economic conditions throughout the world has certainly had an adverse influence. Uncertainty induced by changes in the mining laws of Quebec in 1937 contributed. A third cause was the belief, now held by many, that the easily accessible deposits in the main producing belt extending eastward from. the Rouyn district have now all been found and that new discoveries in this field will henceforth come more slowly and more expensively. A fourth is the lack of conspicuous success by companies and individuals who have interested themselves in less accessible areas to the north, notably the Chibougamau district. A fifth, the unattractive appearance, as viewed on published geological maps, of the vast area extending northward to Ungava bay and Hudson strait. A sixth, the attraction of such speculative funds as were available to the Northwest Territories, where spectacular finds were reported in the fall of 1937. Whatever may be the relative importance of these causes, languor in exploration will ultimately be reflected in production returns. This appears, therefore, to be an opportune time to take stock of the general position of the Industry in the Province and to consider ways and means of counter-acting those conditions which are now impeding, or will in the near future impede, its expansion. At the request of the Institute Secretary, Mr. Carlyle, I have prepared a brief summary of accomplishments to date and a discussion of some of the geological aspects of the problem.

"Mikhailovskoye Deposit is comprised of oxidized ferruginous quartzites among other minerals with the former widely spread across the ore field and mined along with unoxidized ferruginous quartzites. PJSC Mikhailovsky GOK strategic development is aimed at iron ore product output expansion. The most critical item of the strategic development road map is process design for separation and concentration of hematite contained in oxidized ferruginous quartzites mined as the by-product in the open pit. Laboratory and semi-industrial tests run to design cost-effective, reliable and environmentally friendly process for Mikhailovskoye deposit oxide quartzites processing included the following processes: - pilot tests of reverse anionic flotation which produced concentrate with Fe60.1-62.9% total iron content and 66-69%Fe recovery rate; - combined magnetic separation and flotation (Marubeni Company, 1982) including slime removal, reverse anionic and cationic flotation and high gradient magnetic separation resulting in 48.9% yield, Fe55-57.5%, up to Fe60.5% hematite concentration ( Fe64.1% being the best result achieved),76.2% recovery. - magnetic separation and flotation, including separation in low gradient (1400 Oe) and high gradient (up to 17000-18000 Oe) magnetic field. The results of these pilots tests were the following: 57-59%Fe concentrate, 70%Fe recovery (Mekhanobrchermet, MGOK, 1982-1988): - magnetic roasting in pilot plant of TSGOK (Krivoy Rog) which produced 61.1%Fe concentrate with 81.5% recovery. Major disadvantage of the method is high generation of dust equal to 20% of the initial feed. Based on third-party studies flotation of oxidized ferruginous quartzites process embracing best processing methods was designed by Metalloinvest Management Company LLC and PJSC Mikhailovsky GOK engineers. This paper discusses analysis of studies aimed at intensification of separation processes with application of mechanical slurry agitation (MSA), addition of alkali (NaOH) and elutriation of initial feed. The paper also provides a design solution to implement a lab-scale MSA plant. It includes feasibility evaluation of MSA inclusion in flotation of oxidized ferruginous quartzites process to enable higher yield and hematite recovery in resultant concentrate. Outcomes of the discussed work have significant value for prospective engineering of OFQ concentration process."

"At most operating mines, geostatistical are reserve estimation methods have been implemented by head office or consulting groups . With recent advances in small computer technology it is now possible for a remotely-located mine department to independently implement a geostatistical package.This paper describes the evolution of geostatistical routines to calculate the mineral inventory for porphyry type copper/ molybdenum or similar are bodies. The problems encountered in down sizing the geostatistical routines to run using limited minesite computing facilities are discussed. The high quality of the results, in spite of some compromises to geostatistical theory, is emphasized.The first stage entailed the development of a mineral inventory based on diamond drill data. The difficulties in fitting variogram models to two metals, copper and molybdenum, and the shortcomings of the mineral inventory due to the mixing of lesser quality exploration data with data from more recent diamond drilling are discussed.To improve the ore reserve estimates for short-term planning, a mineral inventory was produced using both the diamond drill and production blast hole drilling data. This inventory, when compared to actual grades, was found to be quite satisfactory for short-term planning. The inventory also provided a reliable data base for long range pit design and financial planning. Metal inventories are usually reported in financial statements of mining companies. However, the value of these inventories can be reliable only if the metals in stock are measured within acceptable tolerances. Reliable metal balancing requires accurate mass measurement, sampling, and chemical analysis. Many mining companies are usually unable to validate the accuracy of metals in inventories at the end of their financial year. This is mainly due to poor mass measurement, sampling, and chemical analysis practices. This has an adverse impact on metallurgical accounting and metal valuation. In addition, it puts a lot of stress on external auditors, who have the duty to recommend the approval of the financial statements to the board of directors. Although a full value chain of metal reconciliation includes the accuracy of Mineral Reserve definition and grade control at the mine, this paper discusses the implementation of best practices for mass measurement, sampling, and chemical analysis at processing plants. This is an important aspect of sampling and reconciliation that is required in order to improve the reporting of inventories in the financial statements of public mining companies. The Kidd Creek Copper Smelter has been expanded from its original design of 59,000 tonnes of copper per year to over 120,000 tonnes per year .. Modifications to the process gas handling system and acid plant have been made to accommodate this higher production rate and to .generally optimize the operation. The gas handling system associated with the continuous smelting process is discussed in terms of boiler accretions and modifications to minimize their impact on operations; design changes to effect reductions in high pressure drop duct configurations; material changes to overcome corrosion and plant additions to 'improve gas cleaning capability. "In the Introduction the author briefly discusses the company history as it relates to the development of its contracts with the Japanese steel mills. The main part of the text describes how Coleman Collieries Limited approached the problem of mining coal profitably in thick, steeply inclined seams. For many years a basic room-andpillar system was worked by conventional methods. Main roadways were driven on strike across the mineable area. These roadways acted as haulage routes for coal, materials and men. Rooms were developed to the rise of the main haulage route by pairs of men using air-operated hand picks. As these rooms advanced the miners would lay and extend a sheetiron chute down which mined coal would gravitate to a controlled loading point, where it was loaded into trains of mine cars. Connecting roadways or ""OFFS"" were driven at predetermined intervals between adjacent rooms, forming pil1ars or blocks. Extraction of the blocks followed on a line conducive to good strata control some distance behind the developing rooms. A need for higher productivity, expansion of the operations and a scarcity of qualified miners resulted in the company deciding to mechanize its underground mines. Joy 6 CM continuous miners and 10 SC shuttle cars were selected as being machines that could reasonably negotiate the problems associated with the pitching seam. The equipment, nonetheless, has definite limitations and Coleman therefore developed a modified version of the room-and-pi11ar system such that the miners and cars could work on cross pitch. In the area described, main roadways were driven to the rise on an average gradient of 12 degrees. Panels, which consisted of two parallel roads with interconnecting cross-cuts, were then developed on strike to a boundary point. Blocks formed in the development of the panels were subsequently extracted on retreat. Problems associated with each phase of the operation are thoroughly discussed, together with roadway support methods and equipment used for the conveyance of coal and materials."

The recycling of end-of-life concrete into new concrete is one of the most interesting options for reducing worldwide natural resources use and emissions associated with the building materials sector. The possibility to realize a larger re-use of silica aggregates from old concrete, strongly contributes to reduce environmental impact (reduced exploitation of natural resources, reduction of CO2 emissions, airborne dust production, etc.).To reach this goal, innovative processing techniques, as well as innovative sensing units and architectures have to be developed. In this perspective an analytical approach, based on hyperspectral sensing techniques, is proposed, discussed and critically evaluated in order to perform an automatic quality control assessment, finalized to maintain a high standard of concrete demolition waste, from the earliest stage of recycling to the further processing stages, according to the detected in-situ demolition waste characteristics. The paper deals with the analysis and the evaluation of the problems related to the integration of this approach with state-of-the-art demolition and building processes and procedures. The careful work of Gross and Zimmerleyl has established the fact that the energy actually used in grinding is proportional to the new surface produced. This confirmation of Rittinger's law was made by crushing quartz in a frictionless drop-weight machine and determining the surface of the quartz by its rate of solution in hydrofluoric acid. The details of this procedure have been described adequately elsewhere and need not be repeated here. The resultant data furnish the only available basis for comparing accurately the efficiency of grinding machines. This method is so cumbersome experimentally that it has been little used. As an alternative all sorts of approximations have been proposed. The best of these is complete size analysis by sieving and elutria-tion. Such procedure is very lengthy and difficult to carry out accurately. Furthermore, any sizing method becomes very inaccurate for determining surface with very fine sizes where the ratio of surface to volume becomes very large. To avoid the lengthy and difficult technique of elutriation it has been proposed to estimate the size distribution below 200 mesh from various probability formulas. Such a procedure is at best an engineering approximation; at worst it is a mere guess. Some time ago Dr. V. H. Gottschalk2 found that the coercive forces of magnetite powders were directly proportional to the surface area, regardless of size distribution. It was at once apparent that this furnished a method for determining grinding efficiency quickly and accurately. The only requirement was a single determination of the relation between the work input of the Gross-Zimmerley drop-weight machine and the coercive force of the resultant crushed magnetite. The flotation process may be considered an interactive system consisting of many chemical, operational, and equipment variables. Changing anyone of these variables causes an overall system response change. This study examines the effects of simultaneously changing the operating variables of: (1) frother concentration and air flow rate, and (2) frother concentration and collector concentration. It is part of a comprehensive study to look at how changes in several of the major variables may be used to produce interactions which will allow the rougher flotation process to be optimized. Ultimate recovery, flotation rate, concentrate grade and froth quality, are used as the major evaluative criteria.

Chatter is a widely studied vibration phenomenon that affects most cold mills around the world and its impact on these lines are tremendous: from productivity and quality losses to mechanical equipment damage. The investigation of its origins and how to minimize the occurrences and their impact on the equipment require special instrumentation and algorithms in order to have a detection of the vibrations as soon as they start. This paper presents three methods of identification of chatter on a Tandem Cold Mill and the actions to leave the vibration frequency range before its amplitude achieve catastrophic values.

Welding is playing an important role in the manufacture of construction equipment as used in the mining industry. It provides design possibilities which are unique to this method of manufacture, and normally makes possible lighter weight but stronger products, which can be a definite advantage to a user. Welding is an industry that has experienced major developments over the past decade, all of which have improved our capability to make better welds and make them more economically. International Harvester Company has been introducing these newer welding methods into its manufacturing plants, particularly those producing construction equipment, just as fast as their value has been proven. This paper discusses how modern welding methods are contributing to the manufacture of strip mining equipment.

In mechanized tunnelling operations performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequate/ suboptimally dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water and polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole job. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer´s point of view.

P.T. Inco has constructed a smelter to produce 45 000 tonnes (49 500 tons) of nickel per year as a nickel matte from the lateritic ores of Sulawesi, Indonesia. The facilities include mines, five screening stations, two dryers, three novel reduction kilns, three electric furnaces, three top blown rotary converters, and associated infrastructure of port, towns and a hydroelectric generating station. The screening stations and converters are unique in the industry. The problems encountered in the construction and operation of this complex facility in remote Indonesia are described.

QUEBEC CARTIER MINING COMPANY was incorporated in 1957 to explore and develop low grade iron are deposits in Northeastern Quebec. Four separate deposits were located and identified as being of ore quality and size to support commercial development. Said deposits were located at Lac Jeannine, Mount-Wright, Fire Lake and Mount-Reed. In 1970, in preparation for the replacement of the depleting Lac Jeannine are reserves, construction of an SS-mile railway extension was initiated, towards the newly selected mine site at Mount-Wright. This orebody was selected because the physical and chemical characteristics of the ore were very much similar to those of Lac Jeannine, as well as its huge reserves, estimated at more than one billion tons. In addition to the railroad extension, a mine, concentrator and related facilities were constructed and the new town of Fermont was created. Total investment for the Mount-Wright project exceeded $700 million and initial production commenced in 1976. Quebec Cartier is presently (1992) the leading producer and seller of iron ore in North America at 15,5 million tons and employs some 2,300 people.
