"In this study, rare earth elements were recovered from bastnasite concentrate and waste fluorescent lamp phosphors using supercritical carbon dioxide extraction with a nitric acid/tributyl phosphate adduct. Several pretreatment methods were used to alter the crystal structure of the source materials, and thus improve rare earth element recovery. Pretreatment methods included 1) dry roasting of the source material at 730oC, 2) decomposition with 50% sodium hydroxide solution at 150oC for 4 hours, and 3) decomposition with 12 M sulfuric acid at 300oC for 4 hours. Treated and untreated samples underwent supercritical extraction at 24 MPa and 65oC for 1 hour. Untreated bastnasite and phosphor samples showed <10% rare earth element recovery, but sodium hydroxide digestion resulted in >60% recovery for most rare earth elements. Dry roasting of the bastnasite concentrate was also effective, resulting in >60% recovery for cerium.INTRODUCTIONRare earth elements (REEs) consist of the 15 lanthanides, scandium, and yttrium. Scandium and yttrium are included because they are in the same group as lanthanum, appear in many of the same ore deposits as the rest of the lanthanides, and exhibit many similar chemical properties. REEs are used in a wide array of applications including electronics, magnets, catalysts, glass, and solid-state lighting (Xie, Zhang, Dreisinger, & Doyle, 2014). Because of China’s continued dominance of worldwide REE production, the United States Department of Energy has sought to diversify domestic supplies of REEs (United States Department of Energy, 2011). A key part of this strategy is the development of improved extraction methods for both ores and recycled sources.Supercritical fluid extraction (SFE) is a promising technology for extraction and separation of rare earth elements. Contact with an acid adduct dissolved in supercritical carbon dioxide allows for the rapid extraction of REEs from solid matrices. Supercritical CO2 has several potentially useful properties as a solvent, including high diffusivity and the ability to tune solvation properties by adjusting pressure. Such tunability may have applications in separating the REEs once they have been extracted from the solid phase. Tributyl phosphate/nitric acid adducts (TBP:HNO3) are a particularly promising class of adducts for SFE extraction of rare earth elements. Using TBP:HNO3 adducts in supercritical CO2, several researchers have successfully extracted REEs from their oxides (Wuhua, Pijia, & Yongjun, 2010; Zhu, Duan, Xu, & Zhu, 2009). However, there is a complication in applying this technique to many types of ores and recycled sources: REEs are often locked in refractory minerals which are resistant to acid attack, resulting in limited recovery in supercritical extraction."

Because of the adverse environmental effect of Chromate, Molybdate ions had been investigated as replacement for Chromate and the results had shown not to be encouraging. Film deposited from peroxopolymolybdate (from reaction of Molybdenum meta, with excess Hydrogen Peroxide), are more robust than that deposited from molybdate solutions. This was shown to be due to higher fraction of Mo (IV) and Mo (V) that form from Mo (VI) in the peroxopolymolybdate deposited film than the film deposited from Molybdate solutions. The peroxopolymolybdate film contains 40% un-hydrated molybdic acid, tetraperoxodimolybdate and tetra peroxo tetra molybdate. The protective properties of peroxopolymolybdate were shown to be due to the effectiveness of the un-hydrated molybdic acid.

After 32 years of operations beneficiating lateritic nickel ore in a fully integrated pyrometallurgical complex, Falconbridge Dominicana (FALCONDO), situated at Bonao and La Vega Provinces, Dominican Republic, has become profitable with one of the lowest nickel grade content processing plants in the world, and literally without any by-product (granulated slag, will be utilized in the future as a post-processing subproduct). To December 2002, mineral reserves were 64.1 million tonnes containing laterite grading as low as 1.15 % Ni when full dilution is applied. At a cut-off grade of 1.20% Ni, the reserves will provide 15-20 years of production. The mineralized thickness over the seven active deposits averages 6 m. Development of very selective and unique mining practices, together with improvements in the process plant, are key to achieving the production goal (30 kt Ni/yr) and to meet the quality standards for the ferronickel produced. MY endeavor in this paper will be to tell something of the accomplishments and current problems of the anthracite producer and to suggest some of the avenues for technical development that seem to me to be the most necessary and likely to bear fruitful results. The several subjects, that I find of most interest will be taken up individually with brief reference to the future trend. Underground Mining and Loading ?In this field great progress has been made in the last twenty years, beginning with the introduction of the scraper system. The electrical hoists for the operation of scrapers have been improved, and give little trouble, but there is an open field for the improvement of the auxiliary apparatus, particularly in the application of roller-hearing sheaves to the guiding of scraper ropes. Also notable in the last six or seven years is the introduction of shaker chutes, so that far more anthracite is now loaded over them than by scrapers. This trend should continue to be manifest, particularly if those who are looking ahead and who are charged with the development of this specialty continue constantly to study and improve the mechanical design of their shakers.

Gas flow and heat transfer phenomena in two industrial-scale waste-heat boilers of the Outokumpu copper flash smelting process were analyzed with a commercial computational fluid-dynamics (CFD) package Phoenics. Various operating conditions were simulated for the first boiler and particularly for the second boiler. The gas flow pattern was compared qualitatively with the physical laboratory models, and the general flow pattern was consistent with the laboratory visualization. The heat transfer simulation was validated with, temperature measurements for both boilers, and good agreement was reached between the computed temperature profiles and the measured data. The computational results indicate that gas flow in both boilers is of three-dimensional and recirculating nature. The numerical tracer experiments indicate that some dead volume is present in both boilers, and the boiler modification reduced the dead volume from 38% to 15% under basic operating conditions. Radiative heat transfer accounts for 65-90% of the total &apos;heat transported in the radiation sections of both boilers under different operating conditions. The modified boiler is very efficient for cooling the off-gases at almost doubled volume flow rate. The CFD modeling proved to be a useful tool for numerical experiments and analysis of boiler performance for process: optimization.

The Leeville underground mine has been in operation since 2006 and currently produces 3,300 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, the deposits are divided into several mining zones. The geotechnical properties of mining zones are also different from one zone to another. A successful geotechnical collection system is very important for the mining designs and operations in the Leeville underground mine.

Introduction During the last twenty years, science and industry have been strenuously endeavouring to discover new sources and new kinds of liquid fuels and to work out suitable chemical methods for their production. One of the new possibilities for the production of liquid fuel on a large scale is law-temperature carbonization of various grades of coal. The use of alcohol as motor spirit, in spite of its relatively low calorific value, is being widely investigated. Its production by fermentation of sugars, its recovery from the sulphite liquors of the paper industry, its production directly from wood and also from calcium carbide, have all been considered. At present the most promising line of investigation would appear to be the further development of those technical processes which yield liquid fuels from coal; since science has shown the possibility of preparing all kinds of liquid fuels and even the complete conversion of coal into oils. The present paper will consider briefly: 1. The production of primary tar by low temperature carbonization of coal. 2. The hydrogenation of coal. 3. The synthetic processes of Dr. Franz Fischer.

MINE surveying and engineering at the various properties of the United States Smelting Refining and Mining Company has developed and increased in importance steadily as mining methods have changed and expanded, both in the development of ore bodies and in the methods and styles of stoping. Most important to satisfactory engineering practice, and secondary -only to accuracy and precision, is the preservation of all data relative to surveys and calculations so that it is readily available for use at all times and in -such form that it is permanent, easily found, and usable. The first consideration for a proper, accurate, and practical start for surveys and efficient engineering at any property is an accurate triangulation net and system of co-ordinates. This has been our practice and the first step seas to select a base line, readily accessible and easily measured, situated preferably on an even grade where the difference of elevation between the two -end monuments was not too great and -the distance was long enough for practical use. Permanent concrete monuments were built for these base-line points so constructed that they could be easily recognized and were visible. Precise levels were run on this base &apos;line and the elevation (sea level datum) if possible was established at each end monument. The distance was carefully measured many times, back and forward, by using a tape that had been standardized by the National Bureau of Standards. THE members arrived at Ticonderoga, N. Y., at noon, Tuesday, October 15th, and were received by Mr. Cyrus Butler, Chairman of the Local Committee of Arrangements. During the afternoon the works of the American Graphite Company and the Horicon Iron Company were visited under the guidance of Mr. Butler, President of both companies, and of Mr. William Hooper, Superintendent. An excursion was then made, in carriages, to old Fort Ticonderoga, on Lake Champlain, after which the party were driven to the Rogers Rock Hotel, on Lake George. The first session of the Institute was held in the parlor of time hotel on Tuesday evening. Mr. Eckley B. Coxe, President of the Institute, opened the proceedings with the following address: I shall ask your attention, this evening, to a few reflections upon the subject of mining engineering as a profession in the United States, its past, its present, and its future, and its duties and oppor¬tunities with reference to the proper development of our great min¬eral resources. Thirty years ago, there were scarcely any mining engineers in this country, and but few in England, and there were no institutions where young men could be educated for the profession in the Eng¬lish language. France and Germany have been able for about a century to boast of mining schools of a high character, that number among their graduates such men as Humboldt, Weisbach, Rittinger, Combes, and Gruner. Of the few we then had worthy of the name of "mining engi¬neer," some had studied in the continental academies, and others were graduates in the school of practical experience, and had learned their profession in mines and smelting-works. Their work con¬sisted principally in making surveys and maps of mines and mining properties, geological reports, and analyses of ores ; but the mining engineer whom we often meet with now, who has studied chemistry, physics, mineralogy, geology, mechanics, and drawing; who is more or less familiar with machinery and its construction, and with the practical management of mines or smelting-works, and who is an expert in some one branch of his profession, would have been very difficult if not impossible to find in the United States. Recent studies indicate that the United States halt substantial reserves of ilmenite, one of the major titanium minerals. However, the studies showed that sources of rutile, another important source of titanium are limited. This paper summarizes and evaluates results and conclusions reached by the various investigations initiated by the Bureau of Mines and others pertaining to the titanium mineral resources of the Nation. Domestic occurrences of ilmenite that are economically exploitable by present-day beneficiation methods are found in Florida, New Jersey, New York, South Carolina, and Virginia. These deposits are estimated to contain 50.3 million tons of titanium dioxide (TiO2). Occurrences of ilmenite that cannot be processed economically under present technological conditions are found in California, Colorado, Minnesota, Montana, Oklahoma, Oregon, Rhode Island, and Wyoming. These reserves amount to 51.1 million tons of TiO2. Reserves of rutile found in the United States are estimated to be 1.8 to 2.1 million tons of TiO2. Other than occurrences in Florida and South Carolina, rutile is found either in small scattered bodies or in deposits where the mineral cannot be recovered economically by present beneficiation methods.

This report details the testing and evaluation of a modular azimuth and positioning system (MAPS) to provide navigational information for a continuous mining machine. Vehicle navigation is part of the U.S. Bureau of Mines research program in computer-assisted mining serving as a tool to increase mining health, safety, and productivity. The Bureau is investigating other navigation systems, but MAPS seems to have the most promise. MAPS was installed on a continuous mining machine. An operator used the machine to cut coal while researchers collected machine and MAPS data. A comparison of MAPS data for xy position and data obtained with an electronic transit showed an increasing error for MAPS. After 30 min of operation, the easting position error was -0.02 m, and the northing position error was 0.019 m; after 60 min of operation, the easting position error was -0.19 m, and the northing position error was -0.26 m. Modifications to MAPS software and to the operational procedure of the machine significantly reduced this error by a factor of 3.7. Researchers continue to reduce these errors.

THE carbonizing properties of one medium- and and five low-volatile coals from West Virginia and one high-volatile A and two medium-volatile coals from Pennsylvania were determined by 800° and 900° C. BM-AGA carbonization tests and expansion tests in the sole-heated oven. Plastic properties of the coals and the yields and quality of their cokes and other carbonization products were determined. The low-volatile coals comprised a mine and a coke-plant sample of Pocahontas No. 6-bed coal from the. Black Eagle No. 1 mine, Wyoming County, W. Va.; a mine sample of Pocahontas No. 6 bed from the Louisville mine, Mercer County, W. Va. ; Davy Sewell bed was sampled at the Twin Branch mine, McDowell County, W. Va.; and Fire Creek bed was sampled at the Dunedin No. 1 mine, Raleigh County, W. Va. The medium-volatile coals were from the Fire Creek bed, Laurel Creek mine, Greenbrier County, W. Va.; Lower Kittanning bed, Springfield No. 4 mine, Cambria County, Pa.; and Upper Kittanning bed, Springfield No. 6 mine, Clearfield County, Pa. The high-volatile A coal represented the Upper and Lower Freeport beds, Kent Nos. 1 and 2 mines, Indiana County, Pa. In addition to the coals listed, high-volatile A coal from the Pittsburgh bed, Warden mine, Allegheny County, Pa., a standard blending coal, was used in blends in this investigation.

TO my mind the National Bituminous Coal Act so far has proved one of the unhappiest experiences that has ever befallen the bituminous coal operators of the United States. Viewed in the light of its ugly consequences everyone should recognize this measure for what it is -a weird thing as unreal as a page from "Alice in Wonderland." Indeed it might be another stanza to the tale of the Walrus and the Carpenter, with the coal operators in the role of the unfortunate oysters who were taken on that memorable ramble. It is time that coal producers open their eyes, jerk themselves out of any lingering hypnotic optimism about the price-fixing provisions of this law, demand the repeal of these corroding clauses, and then set about remedying as best they can the disastrous effects of this retromingent scheme to regulate the coal business.

A number of improvements in the techniques of budgetary control have been developed in the 1970&apos;s. The most significant of these is zero-base budgeting. This procedure is a marked improvement, because it overcomes some of the key weaknesses inherent in most traditional approaches to budgeting. It incorporates techniques and disciplines which improve the quality of both the budgeting effort itself and the documents that most senior managers will need to evaluate. The end result is a budget that establishes and improves cost effectiveness. This budget is based on resource allocations using cost-benefit criteria and on a system of prioritization for making funding choices. Zero-base budgeting is applied only to costs and expenses that are not conducive to control using industrial engineered standards. Therefore, the benefits attributed to zero-base budgeting will only hold true for administrative, selling, exploration, safety, fire protection and overhead, and other indirect types of costs and expenses. It is in this context that the question of its attractiveness for the mining industry is dealt with.

Of the fossil fuels used for power generation coal is by far the most variable and complex in its properties. A thorough review of the characteristics of the coal to be fired is essential before boiler design can begin. Major parameters such as heating value, moisture content and ash properties will determine not only the boiler size and configuration, but also the performance of the unit with respect to the thermal efficiency, particulate and gaseous emissions, and unit availability and reliability. An example of a review completed on a large low-rank coal deposit for a power plant will be described.

Introduction In October of 1961 Texas Gulf Sulphur Company contacted the Asheville Minerals Research Laboratory, of the North Carolina State University, and requested assistance in the development of a phosphate ore body in Beaufort County. The main: objectives of the work at Asheville were defined as follows. The Laboratory should try to determine on the basis of drill core samples, submitted by Texas Gulf Sulphur Company, the highest grade of phosphate concentrate that could be obtained with high recoveries from North Carolina ore, the thickness of the ore body that could be treated economically in one section, and the quantity of concentrate that could be obtained per acre. The results should be compared with data obtained from the treatment of Florida ores. It was important to use mineral preparation methods during the initial laboratory work that could be verified later by continuous pilot plant operation and could be scaled-up for a commercial plant. The writer was in charge of the project at the Asheville Minerals Research Laboratory and participated in the development of one of North Carolina&apos;s greatest mineral resources from the first drill core examination to the production of the first poundage and tonnage quantities of flotation concentrates. The Lee Creek phosphate mine and mill was put in operation in early 1966 and can produce three million tons of phosphate concentrate a year. Sulfuric- acid, and phosphoric acid plant, diamonium phosphate plant and triple super phosphate plants came on stream in 1967; at that time they were the world&apos;s largest. The recent discovery of large amounts of helium-3, a valuable thermonuclear fuel, on the surface of the Moon has prompted engineers and scientists to examine the commercial attractiveness, thetechnological feasibility, and the environmental features of this important resource. The main feature of this fuel cycle is the low (˜ 1%) fraction of energy released in neutrons. Such low neutron fluxes result in important reductions in the amount of radioactivity, afterheat, and radiation damage in a fusion power plant. On the other hand, the high fraction of energy in charged particles and synchrotron radiation can be directly converted to electricity, resulting in very high efficiencies of electricity production (˜60.70%). It has been shown that there is 10 times more energy in He3 on the Moon than there ever was in fossil fuels (i.e., coal, oil, and gas) on the Earth. The techniques and equipment needed to extract the helium-3 have been examined and internationally acceptable mechanisms for the industrial development of this resource have been outlined. This paper expands on the financial, environmental, and technical aspects of the recovery of helium-3 for use in the 21st century.
