This paper offers an overview of local content policies and practice in the mining sector. Specifically, the paper aims to answer the question of how national and regional governments, industry and civil society can work together to seek an optimal outcome while pursuing their diverse objectives. The paper begins by defining local content and its scope at the subnational level. Specific recommendations for the design of local content policies to mitigate social, economic and governance risks are developed. The document then offers some recommendations regarding the role of partners in design, implementation, monitoring, and enforcement of local content policies.

In many quarries and construction sites visited by the authors over the last 50 years, the latter have observed muck piles from blasting with explosives, which included numerous large blocks, in some cases of dimensions larger than the input to the crusher. The names of these sites cannot be given in the article because the owners insist that data obtained on such visits be kept confidential. Often the blasters felt that the natural fissures in the rock would compensate for the use of a low powder factor, and they asked the authors to explain why such blocks were present. A detailed analysis of the situation often indicated that the cause of the blocks is that explained by figures such as 6 and 7 below in the article.

The solutions described in this paper, we will demonstrate how the implementation of Emerson Smart Wireless technology helps to optimize the leaching and electro winning processes. An effective monitoring of the variables involved in the operation of a heap leach, such as pressure, flow rate, pH, water level control and regulator valves can improve production and optimize the use of sulfuric acid, which results in a more effective management of resources and helps reducing input costs. Moreover, the constant monitoring of variables prevents the risk of landslides, reducing maintenance costs. In electro winning cells, the wireless solution measures variables such as pressure, flow rate, temperature and voltage provides a performance indicator for the entire operation, capable of detecting and predicting shorts, and monitoring the overall functioning of a cell or group of cells. As a result of the applications studied, users can monitor variables in real time, optimizing the use of resources, quickly detecting possible flaws in the process and reducing the risks in the operation. All these factors have a direct impact on company results."

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRLÆs Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRLÆs Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the sealÆs ultimate design strength. Size-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

In the marbel industry, ore reserves refer to the produced tonnage of orthogonal prismatic, defect-free blocks of commercial sizes and of marketable aesthetical quality. On the contrary, in the mining sector, ore reserves refer to the tonnage of ore with grade above some cut-off value. While in the mining sector ore reserves are reported according to existing standard guidelines, the marble industry has no standardmethod. The purpose of this paper is to present a method to estimate white marble reserves using drill coring or borehole wall logging and limited joint mapping on exposed marble surfaces. Data pertaining to fracture orientation, fracture frequency, size, and whiteness were collected. The primary phase of marble characterization is followed by the discretization of the orebody into a three-dimensional array of orthogonal prismatic blocks, where the marble whiteness and fracture intensity are attribute values. Both these variables are considered to obey continuous and not discrete probability distributions. The discretization is performed using computer aided design and the Block Kriging techniques. An outline to improve the description of a given marble ore deposit at the exploration stage is presented for the prediction of marble block size distribution from joint count measurements along diamond drill cores. An example case of a white dolomitic marble quarry is used to demonstrate these methods.

As an academic in the Department of Materials Science and Engineering of the University of Toronto, Torstein made solid contributions to the advancement of knowledge pertaining to production and refining of both nonferrous and light metals, and to the development of inquisitive and innovative young people in extractive metallurgy. In this profile, the authors highlight aspects of Torstein's rich personality and of his contributions to his field of expertise.

Economics, Resources, Environment and Technology are the major driving forces in the base metals industry. However, these factors are intertwined and together will propel the industry in the future. The demand for metals has grown with economic expansion, between 2 to 4 % p.a. The current growth cycle has been driven by economic expansion in China where the demand for base metals has risen from - 7 % of the world demand in the 90's to - 25 % of world demand today, and rising. Base metals are commodities and their demand and price are cyclical. Historically metal prices have declined in constant dollars, forcing the industry to reduce costs, increase productivity and increase the scale of operation for economies of scale. Due to resource depletion and capacity expansion the industry is driven to expand its reserve and resource base. However, in the case of sulphide deposits of copper and nickel it appears to be a losing battle. For nickel the laterites represent a vast source at this time. Their development requires development of new technologies to make these resources economic. Emission reduction is being increasingly mandated in most jurisdictions with all governments enacting progressively more stringent regulations. The industry has been responding with technological innovation. With the Kyoto protocol there is a push to reduce energy intensity in metal production. Technological innovation is driven by all the other factors and is leading to novel ways of doing exploration, mining and processing, that would maximize resource delineation and utilization, reduce costs, increase productivity, reduce energy consumption, maximize asset utilization and reduce environmental affects. Development of alternative technologies such as Pressure Acid Leach of laterite for nickel, bio-leaching, heap leaching, SX-EW etc are being adopted to achieve the aims of the industry.

The Kalgoorlie Consolidated Gold Mines (KCGM) schedule model is used for short- to medium-term planning and scheduling at the Fimiston Open Pit Mine (the Superpit). The model bridges the gap between grade control models, which are generated one to seven days prior to mining, and the annual Resource and Reserve model update that is used for budget and life-of-mine plans. The schedule model uses close-spaced grade control data (up to 20 000 m drilled each month) as well as resource definition drilling to estimate production volumes three to six months ahead of current mining. From this, a rolling 12 week mining and processing schedule is generated on a monthly basis. As the KCGM operation is mill and sulfur constrained, the schedule model needs to be an accurate predictor of ounces as well as tonnes, gold and sulfur grades. The process must also be time efficient in order to meet monthly planning and reporting deadlines. Due to the large amount of new data generated each month, model updates using conventional interpretation and estimation techniques have proven to be impractical and too time consuming. The function of a preposition is to show the relation of one thing to another; it is necessary therefore for the writer to select the preposition that indicates the particular relation, otherwise he will fail to express himself clearly. Is it against common sense' to suggest that a Government is justified, morally as well as constitutionally, in preventing the decay of an industry by insisting upon the amalgamation of the prosperous with the needy? All these seven prepositions are used correctly. With the first dredge introduced in Russia, of Werf Conrad, Haarlem, make, this method of alluvial dining became important. Here the prepositions "with", "in", and "of" are used wrongly. He means: "This method of a1lu;ial mining sprang into importance shortly after the first dredge, made at the Werf Conrad, Haarlem, was introduced into ;Russia." The statement itself ii not true, but for that I am not responsible. Once, while I was serving with him, we were frozen in out of sight of land in the Gulf of Pichili in the North of China. Admiral Fisher wrote thus. He has used nine prepositions in making this brief statement. The sequence of three prepositions "in out of" is particularly awkward.

Defining the Risks The bad news is peak commodities, energy and economic crisis and stock markets collapsing are the issues that are already hitting everyone?s bottom line and draining the treasuries of every mining company around the world. Higher energy costs are affecting the bottom line more than ever before, which is creating more risk for companies. Mining companies have major land positions around the world and they have major energy needs. Uncontrollable increases in energy costs, increased regulations for diesel fuel emissions and energy intermittencies are costing mining companies more time, money, and man-power, which are cutting into profits and hitting the balance sheet. The good news is, there are practical energy solutions which are off the grid, tried and true methods which can be implemented in a cost-effective manner and will increase profitability and save shareholder values as well as energy security for these companies and their projects. To date, most of the mining resource industry has not yet considered or used other forms of power like clean, sustainable, or alternative energy for their own energy needs. The reasons have primarily been pushback from the mining industry due to beliefs of older technologies in alternative energy, a lack of understanding of the cost advantages long term, and perceptions of environmental relativity.

The study of geotechnical history is well-established. Most geotechnical practitioners, teachers, and graduate students have some grasp of the origins of the field. However, this understanding often consists of a jumble of names and anecdotes. This paper discusses how a deeper comprehension of geotechnical history can benefit academia and practice alike and describes how the authors have begun a wide-ranging study of the subject. The paper reviews the dual-track methodology the authors have generated for the study, which consists of written articles about different works in geotechnical history and a database tracking how often pieces have been cited in geotechnical literature. The first technique has shed light on aspects of geotechnical history such as the connection of the Darwin family to the origins of geotechnical engineering, the St. Francis Dam failure of 1928, and the rivalry between theoreticians and practitioners in the early days of the field. The second has helped quantify subjects such as the outstanding contributions of Karl Terzaghi, the disagreements between Terzaghi and Donald Taylor, and the specialization of the field over time. The paper concludes by discussing the authors’ planned future work on geotechnical history.

This progress report summarizes operating results on the gasification of natural lignite from five runs of the commercial-scale pilot plant at Grand Forks, N. Dak., during December 1946 and calendar years 1947 and 1948, when the plant was operated for 1,996 hours. A primary specific objective was to determine the useful life of the outer metal retort tube as it is influenced by corrosion and other factors under a wide range of operating conditions. A secondary objective was to develop the technology of production when generating gas with a high ratio of hydrogen to carbon monoxide in both the divided and continuous annuli. Results are summarized in graphs and tables that show hydrogen-carbon monoxide ratios from 2.3 to 9 at gas-production rates from 6 to 12 M cu. St. per hr. (thousand cubic feet per hour), or approximately 30 to 60 cu, ft. per square foot of heated retort-wall surface per hour. Gas yields ranged from 36 to 54 M cu, ft. per ton of natural lignite or 63 to 91 M cu. ft. per ton of moisture- and ash-free lignite, Production rates were higher in the divided annulus, but these represent the maximum capacity of the plant only at high hydrogen-carbon monoxide ratios when the high concentration of excess steam and low furnace temperature limit gas production. A ratio of 6 was the highest produced in the continuous annulus because mechanical Limitations of the auxiliary equipment prevented attainment of higher ratios. The lignite feed rate appears to influence the production rate more than any other individual operating variable. Heat balances for four periods when gas with ratios from 2.3 to 7.2 was produced with a lignite feed rate of about 325 pounds per hour suggest that the potential heat in the gas is lower at higher ratios, owing to increased heat losses in the excess steam. Heat-transfer rates through the retort tube in these four tests were between 1,500 and 3,000 B.t.u. per square foot per hour. These rates are much lower than those reached in many earlier tests, but no attempt was made to achieve maximum rates of heat transfer.

Holbrook, dean of the Schools of Mines and Engineering, University of Pittsburgh, in the chair. STATISTICAL' STUDY OF STUDENTS IN MINING The first paper, a statistical study of the students enrolled in courses leading to a mining degree in 40 institutions, was presented by H. D. Keiser,, assistant editor of the Engineering and Mining Journal; who gave a brief outline of an article he was about to publish in ?that journal?. The complete article appears in the issue for March 30; 1929: To avoid repetition the results are summarized as follows: A request was sent to 42 institutions which give courses in mining' for the number of students enrolled as freshmen; sophomores; juniors, seniors and special students in mining for the years 1925-26, 1926-27, 1927-28, 1928-29. Two of these colleges replied that there were no students in mining. Students' enrolled in courses in metallurgy, geology and engineering, other than mining, were excluded from the statistics:. IN the study of the coals of Illinois now being carried on by the State Geological Survey, an attempt is being made to determine the most satisfactory basis of comparison between different coals. The following discussion is based upon work done for the survey in the laboratories of the State University and under the general direction of Prof. S. W. Parr. " Pure coal " has been defined by Mr. A. Bement1 as ash- and moisture-free coal, and the use of this " pure coal " as a basis for comparing different bituminous coals has lately been much discussed among engineers in the middle West. By some the B.t.u. of the pure coal is being used to check calorimetric results, and to calculate the calorific value of different coal-samples from the same seam, for which purposes it is necessary to assume-first, that the composition and calorific value of pure coal from different parts of the same coal-seam are uniform, and, second, that these values remain constant after the coal is mined, both of which assumptions there are reasons to believe are inconsistent with the facts. Certain variables are included in pure coal, as ordinarily defined, and disregard of them may lead to serious error. In any event, where delicate shades of difference are involved, no sure interpretation of results can be made, unless these variables be eliminated. As a basis of comparison between coals, ash- and moisture-free coal is much to be preferred to " dry coal," and still more is it to be preferred to " moist coal," as ordinarily reported in analyses. The potential benefits of implementing the Last Planner System (LPS) on mining infrastructure projects were explored through two case studies in the South African mining industry. The first part of the study involved measurement of the impact of LPS through earned value techniques on secondary project data. The second part sought to establish the lean construction success factors leading to improvements in construction performance. This was done by means of a research questionnaire distributed to the project owner’s teams, contracted parties, and the LPS facilitators. The results revealed a positive correlation between LPS application and planned percentage complete. However, the performance achieved during the LPS pilot was not sustained. The success factors and benefits considered most evident in the case study pilot differed among the three stakeholder groups. The findings are expected to guide construction stakeholders to better define performance measures and focus on factors required to make LPS implementation more effective in the South African mining sector.

"INTRODUCTION In the investigation being conducted by the Bureau of Mines concerning the production and utilization of sponge iron, it soon became evident that more information was needed regarding methods for determining the degree of reduction attained in the manufacturing process. Sponge irons made by different processes vary in physical characteristics and chemical composition, and a method of analysis that is suitable for one type is not necessarily applicable to all others. For example, the hydrogen-evolution method, which measures the volume of hydrogen evolved upon treating the sample with acid, accurately determines the oxygen content of some types of sponge iron. However, when the sponge iron contains combined carbon, hydrocarbon gases are also-evolved and large errors may result. Probably no single method will give accurate results in all instances, and for this reason it is desirable to have several reliable procedures available and to know the limitations of each.For measuring the degree of reduction, determination of either metallic iron or oxygen should suffice, although for practical application of sponge iron to the production of steel the oxygen content is more significant. After consideration of proposed methods of analysis in regard to their suitability for routine use and the probable influence of other substances, four procedures were chosen for investigation:(1) Mercuric chloride method.(2) Copper sulfate method.(3) Hydrogen-reduction method.(4) Hydrogen-evolution methods."

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regarding methods by which the fuels of the country may be most efficiently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80,a and is written in plain and nontechnical language, as far as possible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions.

The Bureau of Mines has investigated the electrochemical reduction of lead chloride as a method for producing lead without the pollution problems associated with smelting. It was determined that high-purity metal (>99.9 pct Pb) could be obtained, using PbC12 prepared by ferric chloride leaching of galena concentrate: PbS + 2FeCl3?PbCl2 + 2FeC12 + S°. Optimum results in small-scale electrolytic tests were achieved with a bath consisting of 40 to 70 wt-pct PbCl2 dissolved in KC1-LiCl eutectic, an operating temperature of 450° C, a current density of 2.5 amp/in2, and an electrode spacing of 0.5 inch. In large-scale tests made to develop a cell design for commercial application, the optimum electrode arrangement proved to be a bipolar configuration with horizontal plates. This gave a current efficiency of 86 pct with an energy requirement of 0.52 kwhr/lb lead. To determine the effect of impurity buildup in the bath, 1,200 lb of PbC12 prepared by ferric chloride leaching of galena concentrate was electrolyzed over a period of 2 months. Little deterioration of the metal quality occurred in that time; all of the lead produced had a purity equal to or better than corroding grade (>99.94 pct Pb).

This circular deals primarily with the various methods of longwall mining used in some mines in certain districts of the Middle Western States. In some instances underground methods were considered comprehensively, and in others only the actual methods of mining and face advance were noted. Results obtained by the mines in output per man were compared only on the basis of an operating day, since idle time and number of men employed would not, be comparable due to the great difference between mines in different districts. Man-hours per ton per operating day are noted in a general way. Material and power costs are not included. ACKNOWLEDGMENT The information used in preparing this paper was obtained through the courtesy and cooperation of the presidents and other officials of the comparnies operating the mines described. The approval of the executive of each property was obtained for publishing this manuscript, and the accuracy was checked.
