"INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is located approximately 26 miles southeast of Carlsbad, New Mexico and is the nation’s first underground geologic repository for transuranic (TRU) and TRU-mixed waste (see Figure 1). The WIPP facility was opened for operation in 1999 when the first TRU waste shipment arrived at the WIPP facility for disposal.WIPP facility does not employ typical production aspects of a conventional mine. Instead, the mining focus is on the quality of the excavation to ensure safe disposal of TRU and TRU-mixed waste (Walls, 1991). GEOLOGY WIPP underground repository is mined within a 2,000 feet-thick bedded-halite formation (Salado Formation) (see Figure 2). The WIPP underground repository is located approximately 2,150 feet beneath the surface near the center of the Salado Formation. Geologic criterion and site-selection factors evaluated for the selection of the repository included topography, depth, thickness, lateral extent, lithology, stratigraphy, structure, erosion, dissolution, subsidence, surface water, aquifers, hydrologic transport, climatic fluctuations, manmade penetrations (U.S. Department of Energy, 1980).FACILITY DESIGN Profit did not play a major role in the WIPP’s conception like in a conventional mine. This was due to the extensive amount of additional regulations and safety controls that had to be built into the WIPP facility. Since it is nuclear and hazardous waste disposal facility, it must meet certain federal and state requirements for TRU-mixed waste. One of the major regulatory drivers for the WIPP facility is defined in the WIPP Land Withdrawal Act (LWA). One of the requirements in the WIPP LWA requires the DOE to submit documentation of continued compliance with Title 40 CFR Part 191, Subparts B, and C. These standards are regulated by the Environmental Protection Agency (EPA). The DOE must submit documentation of continued compliance (recertification) with these regulations every five years. In addition to the LWA, the Resource Conservation and Recovery Act (RCRA) is another major regulatory driver for the WIPP facility. Since the WIPP facility is categorized as a “Miscellaneous Unit” under 40 CFR, it must meet extensive environmental performance standards. These standards are defined in the WIPP Hazardous Waste Facility Permit (HWFP). The HWFP defines the terms and conditions that the Secretary of the New Mexico Environment Department has determined necessary to protect human health and the environment (U.S. Department of Energy and Nuclear Waste Partnership LLC, 2015)."

This paper, dealing with network planning in an industrial complex, discusses the type and size of project that can be handled on a manual basis. After a review of the fundamentals of network planning, and specifically of the Critical Path Method, the author analyses several different types of projects, each with its own characteristics. Some can be handled in conjunction with a computer, but others can be dealt with equally well without one. Among the projects discussed are a blast furnace reline, the installation of a billet mill flying shear, and routine maintenance-type operations.

This is a true story. Names have been changed to illustrate the importance and impact of carbon monoxide risk management in explosive blast projects and the community « Honey I’m not feeling good…” “What is going on Michael?” – – Michael was not answering so Julia, who was on the third level of the magnificent house, hurried down the stairs to check up on him in the basement. Today was day 2 of the construction work of the bathroom, yesterday they had excavated all the space for the shower. She started to breathe heavily as she was approaching the bathroom and saw Michael unconscious on the floor. “Michael!” – Julia immediately dialed 911. She opened a window since the air was heavy and went by Michael to hear him breathe and take his pulse. The paramedics took Michael on a stretcher and rushed him to the hospital. “I’m feeling dizzy” she thought to herself a couple of hours after the incident, and heard Matthew say: “Mom, I’m feeling sick”. Suddenly, she felt like she would pass out and felt in danger but couldn’t move. She desperately searched for her cellphone and dialed 911 but couldn’t speak. The dispatcher sent the firefighters and paramedics to the GPS location that was appearing on the screen and the emergency team was alerted that it was a second call in hours at the same address. When the firefighters arrived, they had to force the door to enter and found Julia in her bedroom on the third floor and Anette and Matthew also unconscious in their bedroom, lying on their respective bed. There was no smoke but on their multigas meter, carbon monoxide (CO) peaked at 1500 ppm on every level of the house, which is abnormally high.

"Flotation is regarded as the best available method of upgrading minerals and coal fines. However, its efficiency deteriorates rapidly with decreasing particle size. Further, ultrafine concentrates are difficult to be dewatered economically, forcing companies to discard part of the ultrafine materials to impoundments. To overcome these problems, a new method of separating and simultaneously dewatering ultrafine particles has been developed. Following extensive laboratory-scale test work, the process, known as hydrophobic-hydrophilic separation (HHS), has been tested successfully in continuous operations at proof-of-concept (POC)- and pilot-scale tests. The results show that the HHS process is capable of producing high quality clean coal with high recoveries and low moistures. INTRODUCTION Coal preparation plants are designed with up to four parallel processing circuits for treating coarse (> 12 mm), intermediate (12x1 mm) small (1x0.15 mm), and fine (<0.15 mm) particles. The plus 0.15 mm fractions can be effectively cleaned efficiently with gravity separation methods (Wills, 2006). At present, the only commercially viable option for cleaning the finest fraction is froth flotation (Yoon et al., 1999). In flotation, air is dispersed in the form of small air bubbles in a tank in which coal fines are suspended. The small air bubbles selectively collect the hydrophobic coal particles and float to the surface, forming a froth phase which overflows into a launder. As is well known, ultrafine coal particles of less than 30-50 µm are difficult to be collected by the air bubbles, resulting in low recoveries. Furthermore, fine particle flotation suffers from low carrying capacities and poor selectivity due to entrainment problems. (Bethell et al., 2005; Luttrell et al., 2014). In addition, the froth products containing ultrafine coal are difficult to dewater. Mechanical dewatering in general becomes inefficient with decreasing particle size due to small cake porosity and high surface area, resulting in high moistures (Hucko et al., 1988). The cost often becomes prohibitive with particles of smaller than ~45 µm (Bethell et al., 2005). Moreover, the high-moisture products are difficult to handle and incur high shipping costs and lower thermal efficiencies (Honaker et al., 2013)"

This paper discusses sustainability considerations in primary copper smelting using selected examples of practices at ASARCO LLC, an integrated U.S. primary copper producer. Using the classic Brundtland Commission definition of sustainable development, i.e., “development that meets the needs of the present without compromising the ability of future generations to meet their own needs,” the paper discusses how copper mining and smelting practices can be made sustainable. The examples used to illustrate sustainability considerations include: (1) adoption of flash smelting; (2) emission reduction and process improvement associated with anode refining of blister copper and the converter retrofit project, and (3) preliminary research findings on alkali treatment of copper smelting slags and copper mine tailings.

Cortez Gold Mines, the United States&apos; third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners. American Exploration & Mining Co. is the operating partner.

"IntroductionTHE HISTORY of Nova Scotia's gypsum industry goes back about two hundred years. The extensive deposits found in the Windsor formation, which is Lower Carboniferous, were the first discovered in North America and were known to the earliest .settlers. There has been a steady increase in production from these beds, except for minor setbacks in years of wars and depressions, but at the same time there has been a decrease in the number of operating quarries. This decrease reflects the change from the days of horse-and-cart recovery to the modern, large-scale, highly mechanized operations. In the beginning, almost any outcrop could •supply the tonnage requirements and the most •convenient were selected, but the millions of tons needed to meet present-day needs are not easily found.Despite the size and importance of the Nova Scotian deposits there has been little detailed geological work. Sir Charles Lyell, in 1843 ( 10), established that the beds are Lower Carboniferous and this was confirmed by Sir William Dawson (3) a .few years later. Both Lyell and Dawson agreed the calcium sulphate beds were an original part of a bedded series .but did not consider they resulted from a concentration of sea water. Lyell reached the conclusion that the gypsum was related to volcanic action in the form of heated vapours or hot springs. Dawson believed it was formed by the action •of sulphuric acid on calcium carbonate. The acid, derived from the oxidation •of iron pyrites which was abundant in the older formations, was carried by rivers into basins which were rich in shells."

The number and the type of trucks and shovels are two important factors in determining the optimal design parameters of an open-pit mining system. Characteristics of trucks&apos; arrival and service-time distributions determine the performance measures of a truck-shovel system when it is modeled as a closed queuing network. In all of the previous analytical queuing studies of truck-shovel systems, trucks are assumed to be identical with respect to their arrival and service-time distributions. This assumption, although desirable for reducing computational difficulties, causes either underestimation or overestimation of the performance measures depending on the number and type of equipment used in the model. The relative error in performance measures could be significant when the number of different types of trucks and shovels is large. In this paper an analytical method is proposed to model the truck-shovel system as a multiple-chain closed queuing network. This approach would provide the capability of estimating system performance measures for planning purposes when the truck fleet is not necessarily composed of identical trucks. An example of truck-shovel systems is discussed to show how the incorporation of different types of trucks does affect performance measures.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the water spray patterns of automatic sprinkler heads. Experiments were performed in a rectangular tunnel with pendent, upright, pendent sidewall, and horizontal sidewall sprinkler heads at air velocities of 0, 150, 300, 500, and 800 ft/min. As the air velocities were increased, there were significant shifts in the total coverage areas, density distribution patterns, and the maximum coverage densities for all types of heads. The pendent and upright heads exhibited upstream shifts in total coverage in the direction of the air-flow ranging from 4 to 6 ft, while the downstream coverage distances were extended up to 14 ft at the 800 ft/min airflow. The shift in upstream coverage distance for the sidewall heads ranged from 6 to 12 ft, while the downstream coverage was extended up to 22 ft at 800 ft/min. The results showed that airflow can have a significant effect on the coverage characteristics of automatic sprinkler heads and needs to be considered in the design of effective sprinkler fire suppression systems for ventilated areas.

The Amazon region is characterized by the development of deep chemical weathering represented by widespread lateritic covers and soils. Two distinct periods of laterite formation can be distinguished: mature laterites from the Eocene-Oligocene (and locally from the end of the Cretaceous), and immature laterites from the Pleistocene. The older laterites occur on plateau landscapes,and the younger ones on widespread hilly to ?at lowlands. Both types show complete or truncated pro?les, generally covered by deep yellow to brown topsoils. The mature laterite pro?les contain high concentrations of gibbsite and/or aluminum phosphate, whereas the immature ones are poor in these minerals. The Amazon region is rich in mineral deposits related to lateritic pro?les. Some mineral deposits are of primary origin but were concentrated to economic grades by lateritic processes. The most important ore deposits are of iron, aluminum (bauxite), kaolin, manganese, gold, nickel, copper and phosphate. These are mainly related to mature pro?les. The wide spectrum of ore deposits and mineralogical and geochemical complexity of the Amazon laterites has been promoted by: (1) the prevalence of ideal conditions for laterite formation throughout much of the Tertiary; (2) the presence of varied basement lithologies due to contrasting geological environments; and (3) a variety of epi-genetic alteration types. The lateritic pro?les show a well-developed ore zonation which is related to speci?c lateritic horizons. Iron and gold deposits occur in the ferruginous horizon, which is nearest the surface; the central aluminous horizon hosts bauxites, aluminum phosphate, strontium and gold;and the lower clayey horizon contains deposits of manganese, nickel, copper and kaolin. Resistate phases which residually accumulate throughout entire pro?les include titanium (as ilmenite andanatase), chromium (as chromite), tin (as cassiterite), yttrium (as xenotime), and niobium (mainly asilmenorutile). Epigenetic alteration, caused by swamp environments developed above truncated lateritic pro?les, has led to the formation of high-grade kaolin and refractory bauxites. The laterites inthe Amazon region contain most of all known kinds of ore mineralization related to laterite processes.

If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

A UTILITY that has a large consumption of coal must insure an adequate and sound supply of fuel. The Detroit Edison Co., which has an annual coal consumption of about four million tons and spends approximately $32 million a year for coal, including freight charges, has developed a program for fuel procurement and for evaluation and selection of fuel for reliable and efficient plant operation. Fuel Procurement Coal Purchasing Division: The Fuel Supply Div. of the Purchasing Dept. combines all of the procurement functions in one group, which must maintain adequate stocks of fuel. In addition to its usual purchasing duties, the division also governs transportation, follow-up, invoice and freight bill, in cooperation with the Accounting Dept. The Fuel Div. is comprised of the fuel agent, an assistant fuel agent, a coal buyer and five coal clerks, who follow the movement of each car, initially approve freight bills and invoices, and file claims whenever there is a shortage of one ton or more. The fuel agent reports directly to the purchasing agent of the Company, and all major programs are planned jointly with the chief purchasing officer. The apparent individuality of the fuel section is necessary because of the tremendous volume of coal cars handled each day, sometimes as many as 500, which must be handled promptly to complete the fastest possible move from the mines to the plants. Determining Annual Coal Volume: Through the combined studies of a Production Dept. Load Committee and the Controller&apos;s office, accurate predictions of coal requirements for any given year are provided the Fuel Dept. from 12 to 15 months in advance. This is divided into the requirements of all individual power plants and central heating plants. This in turn determines the quantity and quality for plants whose specific fuels vary with the type of equipment installed. In the Detroit area, which has a high industrial load, early estimates of annual coal consumption usually are resolved at the end of the year within 4 or 5 pct of the original plan. Operating in a highly developed industrial area eases the task of estimating primary output; and, with the residential demands increasing in a steady and fairly well-defined pattern, the overall coal schedules are not subject to radical changes during any given year. Selecting Suppliers: At any time, but especially during or before an emergency, the coal supply factor must be made secure. This is particularly true in the procurement of utility fuel. There are always extreme quantities of so-called "bargain" coal available during the buyers&apos; markets, such as recently prevailed. These opportunistic offerings may be considered a means of averaging down overall price, rather than as a steady and dependable supply source. Coal is purchased on contract from mine operators and sales agents who have proved reliable. They are not opportunists who desert for higher dollars in times of duress; they do not fail to fulfill contracts when markets rise or overship when markets dip. The progressive operator today who is willing to expend capital to improve quality and service deserves much more consideration than a matching of short-term pennies. When a company has a high volume of annual needs, all phases of the mine supply must be considered. The mine must be able to produce the quality required at a fair price and be able to sell oversizes of coal in enough volume to screen sufficient nut and slack. It must crush coal and sell mine run at prices in line with competitive nut and slack and be willing to do so when there is no demand for prepared sizes. Determining Price: The public utility is in direct competition with any of its customers who can, if savings are guaranteed, generate their own power. Today, to a greater extent than ever before, private industry must do a better overall job than Government-controlled operations. The price of coal must be realistically balanced with the price paid by almost all industries and the railroads as well. The supply-demand ratio in coal is not difficult to discern. The carbon steel casings of Heat Recovery Steam Generators (HRSGs) in a co¬generation plant were found to have developed cracks that originated on the inside surfaces. The HRSGs receive hot exhaust gases from the primary Gas Turbines (GTs), which are fuelled with pipeline natural gas. The GTs was initially operating without any suppression of nitrogen oxides (NOx). After being in service for about two years, some of the cracks were found to have penetrated right through the 1/4 in. thick casings. The casings are fitted with insulation on the inside (hot gas side). Examination of steel samples cut from the casing walls revealed (i) fine cracks propagating through the steel from the inside surfaces, and (ii) the presence of relatively large amounts of nitrate ion on the inside surfaces. It was concluded that the nitrate ions originated from nitric acid that was condensing on the relatively cool walls of the casings behind the insulation. Nitric acid was formed in the GT exhaust gases by the combination of water vapour (formed from combustion of the hydrocarbon fuel and from moisture in the combustion air) and nitrogen oxides (formed from nitrogen and oxygen in the combustion air).

Life Cycle Assessment (LCA) is a holistic environmental assessment tool that allows the compilation and evaluation of the inputs, outputs, and potential environmental impacts of a product or service throughout its life cycle, from cradle to grave (i.e., from resource extraction and transformation to final disposal, including production and use stages). The relevance of LCA for the mining industry is twofold. First, the mining industry has a role in providing the LCA community the data that allows subsequent evaluations of the life cycle environmental impacts of primary materials such as metals, as well as the environmental comparison of the downstream products of the mining industry with other competing materials for specific uses. Second, the mining industry can use LCA in order to evaluate the environmental impacts of its activities, identify their environmental hotspots and compare the impacts of available technical options. For example, the environmental impacts of different extractive and processing technology can be compared through the use of LCA. This latter use of LCA by the mining industry is less common. This paper discusses the use of LCA to compare sulphidic tailings management options. The paper also presents some of the LCA research challenges that still have to be addressed to increase the relevance of LCA results for the specific context of mining activities.

"Zinc, which once enjoyed an unchallenged position in the field of decorative applications, has lost a substantial share of its markets to other materials, particularly plastics. This turn of events has led the zinc industry to explore new market areas, particularly those applications where the engineering properties of zinc can be utilized. This paper gives an overview of the zinc industry&apos;s efforts to develop the data base and product development technology which have enabled zinc alloys to emerge as engineering materials. It also indicates those areas in which the research facilities of the zinc industry must be employed to ensure that zinc alloys keep pace with developments in competitive materials and processes.The Materials RevolutionThe development and utilization of new materials and manufacturing processes progressed for centuries by evolution. Recently it erupted into a revolution, which may become as significant as the industrial revolution. The materials revolution has impacted upon many industries, but none has been affected more traumatically than the North American automotive industry. The plight of that industry is of great importance to us because their problems have, to a great degree, become problems to the zinc industry.Much of the impetus behind the automotive trauma came from the battery of motor vehicle regulations promulgated by the United States government in the 1970s. These regulations required that the efficiency of passenger cars, in terms of miles per gallon, be approximately doubled in ten years. In view of the fact that major changes in the automotive world require three years of lead time to implement, the industry was left with only seven years to perform the task. The automotive industry was simultaneously required to make progress in other areas, such as reduced emissions, reduced cost of repairs and increased levels of occupant safety. These added demands not only diverted some of the available resources away from efficiency goals, they often ran in direct conflict. For example, when you are required to provide a front bumper which will absorb the energy of a 5-mile -per-hour barrier collision, you must add both hardware and structure to the vehicle. This adds weight, and increased weight reduces miles per gallon."

At the Annual Meeting of this society, held in Halifax last year, a paper entitled "Closed System Breathing Apparatus" was read by I. C. Mackie, metallurgist, British Empire Steel Corporation. Coming from such an authority it was most instructive and illuminating. The purpose of the paper was to emphasize the necessity of a full supply of oxygen and the danger of oxygen shortage in the use of rescue breathing apparatus. In connection with this he pointed out: "In times of emergency, when life is at stake, rescue men cannot be restrained from using their utmost endeavor, and unless the apparatus is adequate to meet the heaviest load, the result may be fatal to the wearer. The body&apos;s demand for its oxygen requirement is absolutely imperative and must be granted at once. We can do without food for many days and without water for many hours, but we cannot do without full requirements of oxygen even for a few minutes. Furthermore, the victim of oxygen shortage gets practically no warning. He may fall helpless or unconscious before realizing that he is in a serious condition." Hence the necessity for expelling all the nitrogen from the breathing-bag and filling it with pure oxygen; also filling the lungs of the wearer with oxygen before he begins to use the breathing apparatus. This practice is general at all the collieries under the British Empire Steel Corporation.

"Measuring the blast pressure associated with an explosion suspended above the ground (Free Air Burst)is a common research objective in Explosive Engineering. Theoretically, the shockwave from a Free Air Burst (FAB) configuration expands radially and the shockwave is assumed to have a smooth (uniform) shock front. The way in which the FAB explosive charge is suspended, packed, and the charge geometry can affect the shockwave expansion. These factors can generate a non-uniform shock front. As the scaled distance between the pressure sensor and the FAB increases, the shockwave expansion averagesnon-uniformities into a uniform shock front, at which point the FAB suspension system becomes less critical than when the scaled distance is “close-in” (Z <3)."

The various facets of university-company cooperative activities and the opportunities for collaborative research for the mineral industries are presented in this paper. The advantages and disadvantages of various alternative research funding arrangements for the researcher, the university, and the sponsoring corporation are discussed. Examples of university-industry cooperative research programs are briefly outlined. The concept of a cooperative mining research program is presented. The improvement of performance through techno- logical developments and human skills may well be the greatest competitive edge available to the U.S. mining industry. In this regard, the need for new endeavors between industry and universities can hardly be overemphasized.
