The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways, creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

"THE Canadian Advisory Committee on Coal Research, which is commonly known as CACCR, has been in existence for the past five years and has held annual meetings during that period. This Committee is comprised of representatives from: the Mines Branch, Fuels and Mining Practice Division, Ottawa; the Geological Survey of Canada; the Dominion Coal Board; and the Provincial Research Councils and Foundations. It embraces all coal research in Canada that is sponsored, for the most part, by Government funds.To bring the country's coal research activities to the notice of the Canadian coal industry, the Coal Research Committee of the Coal Division, C.I.M., passed a resolution at the 1964 business meeting in favour of recommending the publication of an annual research report prepared by the CACCR. The first such report was published in the September, 1964, issue of the C.I.M. Bulletin; the second appeared in the November, 1965, issue of the same publication."

Blasting represents the highest risk of any surface coal mining activity that could result in injury and/or property damage off the permit area. In addition, blasting related issues e.g. flyrock, vibrations, air blast, etc., are responsible for a large percentage of citizen complaints. Thorough and consistent regulation of individuals certified to conduct blasting by the Office of Surface Mining Reclamation and Enforcement in Federal Program states and on Indian Lands under Federal jurisdiction is vital, as it serves to: facilitate coal production to meet the nation’s energy needs; protect people and property on and adjacent to Federal mining permits; form a basis for states to grant reciprocity certificates to Federal blasters; and be a positive example to primacy states. OSM issues Federal blaster certificates for blasting on Federal surface coal mine permits. The certification program includes experience, training and testing components similar to many of the states. But where a state program may focus on the specific blasting applications within its boundary, the OSM certificate requires a very diverse test to cover all potential blasting applications and products across the nation. Therefore, the Federal certificate is a good surface mining credential for blasters anywhere in the United States.

"Diesel particulate matter (DPM) is an occupational health hazard in underground mines. It generally occurs in the submicron range, and is often present in the mine atmosphere with significant concentrations of dust particles that tend to occur in the supramicron range. Since dust can interfere with analytical methods to measure DPM, it is often removed from a sample stream using impactor-type size selector (diesel particulate matter impactor, DPMI). Because the DPMI physically removes oversized particles from the stream, its performance may be gradually reduced with aging. Sharp-cut cyclones (SCCs) represent an alternative size selector for DPM sampling applications, with a major advantage being that, by design, they should not be susceptible to rapid aging. This paper presents results of a field study designed to compare the performance of aged versus new/clean DPMIs and SCCs in an underground mine. DPMI aging resulted in clogging of the device, and eventually a reduction of its effective particle cut size – though, when sample flow rate was maintained, DPM sample mass collection was not affected until significant aging had occurred. Under the conditions present for this study, effects of SCC aging were observed to be minimal by the end of the study period. INTRODUCTION Submicron particles are increasingly recognized as significant respiratory health hazards (Cantrell and Watts, 1997; Kenny, et al., 2000; Ristovski, et al., 2012). Diesel particulate matter (DPM) represents a major source of submicron particles in both public and occupational environments (Kittleson, 1998; Abdul-Khalek et al., 1998). Due to their work around large equipment in confined spaces, underground miners have some of the highest exposures to DPM (EPA, 2002; Grau et al., 2004). DPM largely consists of solid elemental carbon (EC), commonly known as “soot”, and organic carbon (OC) that may be sorbed to EC particles (Kittleson, 1998; Abdul-Khalek et al., 1998). EC and OC can be measured by thermal-optical methods such as the NIOSH 5040 Standard Method (Birch, 2016), and their sum is referred to as total carbon (TC). While the complex nature of DPM does not allow for its direct measurement, both TC and EC have been accepted as suitable surrogates for monitoring occupational exposures to DPM (Noll et al., 2007 and Birch, 2016)."

Submerged combustion and inverse solubility methods were investigated as promising alternative means for crystallizing manganese sulfate from solutions produced by leaching manganese ores with either sulfuric acid or sulfur dioxide. Evaporation of water from typical manganese sulfate solutions by sub-merged combustion techniques enabled production of a slurry containing 32 to 39 pct MnSO4.H2O crystals suspended in a saturated solution of manganese sulfate. Such a slurry required further processing by thickening or filtration and drying to produce crystals of MnSO4.H2O. In a second approach, semicontinuous processing of manganese sulfate solu¬tions by thermal crystallization under pressure effected a recovery of 94.5 pct of the MnSO4.H2O as dry free-flowing crystals. Treatment of a solution containing about 100 grams manganese per liter at 189° C, produced a "barren" solution containing only 1.9 grams manganese per liter. Calculations made on comparable manganese sulfate solutions show that the heat requirement of the thermal crystallization method was about one-third to one-fourth that of the submerged combustion method.

"Porosity neutron deflection scales can be derived more easily by cumulative correlation than by the conventional method of plotting corresponding points on a graph. The micro-log can be used as a porosity datum for the neutron log by transforming the permeability cut-off it shows to a porosity cut-off by a permeability-porosity function obtained from core analysis. Porosity footage values calculated in this manner from the neutron log are within 20 per cent of core analysis values."

The Tayoltita Unit of Minas de San Luis, S. A. is situated in an isolated corner of the state of Durango, Mexico. The ore deposits in the region were first worked by Indians, but by 1757 the Spaniards had discovered them, and the first systematic exploitation of the mines commenced. By the early 1900's most of the mines had been acquired by American interests, and the San Luis Mining Company was organized. The modern period of exploitation, uninterrupted for the last 74 years, began. In 1962 the company was fully "Mexicenized" in compliance with the modification of the mining law, and the name was changed to Minas de San Luis, S. A. Tayoltita continues as one of Mexico's most important silver and gold mines. The ore is extracted in en extensive underground operation, mining epithermal fissure veins by selective methods. The ore is milled and treated in an efficient counter-current cyanide plant, where 95 % of the silver and 96 % of the gold is recovered. Current annual bullion output is 55,000 kg (1.7 million troy oz) of silver and 1000 kg (31,000 troy oz) of gold from milling 165,000 try (181,900 stpy). Rough, 33-kg (1000-troy oz) bullion bars are smelted at the mine, shipped by air to Mazatlan, Sinaloa, and are thence sold to the Met- Mex Peñoles smelter in Torreon, Coahuila. Ore reserves, blocked by very conservative methods, are currently at 540,000 tons (595,000 st). Ore reserve grade is 425 g of silver and 6 g of gold per ton (12.4 troy oz Ag and 0.18 troy oz Au per st).

This paper describes in detail the cost of equipping and developing the Golden Belt mine, Yavapai County, Ariz. These costs should be typical of the average small gold mine in central Arizona which has been equipped with used machinery a, a minimum of capital expenditure. The conditions of remoteness, transportation, water, and power supply are about average for properties in the Bradshaw fountains and that vicinity. There are several mines in the district in the process of development and several dormant properties that might be opened in the future. The Golden Belt group of claims was taken over by the present management in May, 1931. Although some active development has been carried on in recent years, resumption of work at the old property required entire rehabilitation of the equipment and camp. As the water level had not been reached, there was no problem of dewatering. In the presentation of costs in this paper an evaluation of the cost of equipment and development work as taken over by the Golden Belt Mines, Inc., has been made. Enact data, however, on previous exploration and construction costs are lacking. The total cost of equipping and developing the mine to its present stage has been obtained by adding the disbursements of the present management to the above-mentioned evaluation. These costs do not include the cost of replacing camp, equipment destroyed by fires, of unsuccessful milling experiments, management, or obsolete equipment on the property.

"Conventional" coal dryers really do not exist. What we really mean to say is that there are many and varied kinds of coal dryers -- and the "air handling problem" is really the only portion of it which has been approached for solution by conventional methods. It now appears that these conventional methods need supplementing by some new, relatively unconventional apparatus. In order to approach this matter with mutual understanding, here is a quick survey of the coal drying art. Figure #1 shows a McNally Pittsburgh Pulso Dryer, In the McNally Pulso Dryer, the coal is fed-onto the screen by a rotary feeder assuring even distribution of the coal. As the coal travels forward due to the action of the screen, it is subjected to a controlled pulsating flow of hot gases. T ese originate below the deck and are directed up through the moving bed of coal. Fines sifting through the deck are dried in the hopper below the screen as they fall through the hot gases to an evacuation screw. The coal remaining on the screen is dried to the desired degree when it reaches the discharge end. At this point, it is directed down into the evacuation screw to combine with the fines, or it may be discharged as a separate product. As the coal travel down the screen, it is subjected to intermittent upward currents of hot gases. These first distend the bed allowing the gases to come into intimate contact with the coal particles for rapid and efficient heat transfer. Then, as the flow of gas is cut off, the bed settles and the extreme fines sift through the screen preventing their being carried away into the exhaust system.

Acid mine drainage (AMD) is difficult to treat due to its physicochemical characteristics, such as high pH and high heavy metal concentrations, so it causes great harm to the environment and human health. If acid mine drainage is discharged arbitrarily without treatment, it will lead to a series of environmental problems and cause long-term environmental pollution. In this paper, the source and hazards of acid mine drainage are introduced in detail. And the principle, the mechanism, the application, and basic information of the current primary technology of the treatment for acid mine drainage are comprehensively introduced and summarized. The summarized treatment technologies for acid mine drainage mainly include neutralization, sulfidization, constructed wetland method, adsorption method, microbiological method, ion exchange method, membrane technology, and microbial fuel cell technology. Also, the primary technology of treatment for acid mine drainage is systematically compared and evaluated. Moreover, some suggestions on the development direction of water treatment technology in the future are put forward. This paper provides a scientific reference for scientific and technical works to treat acid mine drainage.

Passive-treatment systems that mitigate acid-rock drainage (ARD) from coal mines have operating since the mid-1980s. Large systems at metal mines are being contemplated. A 95L/sec (1500-gpm) capacity system is planned this year at an underground lead mine in Missouri. Mine, process and environmental managers need to understand how and why passive-treatment systems work. They must understand what operational limitations to expect, as well as the economics of construction and operation compared to the alternatives, like lime precipitation. Wetlands have been recognized as nature's method of improving water quality. Contaminant reductions can occur through the precipitation of metal hydroxides, sulfides and carbonates and pH adjustments. Local conditions, oxidation state and water and soil chemistries dictate whether these natural reactions will occur under oxidizing (aerobic) or reducing (anaerobic) conditions.

The New Orient mine, owned and operated by the Chicago, Wilmington & Franklin Coal Co., has caused a great deal of comment and interest because of its unusual features and huge daily production. It is in Franklin County, Illinois, adjacent to the town of West Frankfort. The seam being mined is the Illinois No. 6 which in this locality is 9 to 12 ft. thick and lies approximately 500 ft. below the surface. Without fear of contradiction, it can be said that this is one of the largest coal mines in the world from a daily production standpoint. During 1928, New Orient produced 2,400,000 tons, which amounts to over 10,000 tons each day the mine operated that year. The mine is built for a capacity of 12,000 tons but has actually hoisted over 15,000 tons in one 8-hr, shift. This enormous production can perhaps be better visualized if it is realized that each day's operation depletes over two acres of coal. The general features of this mine have already been fully covered in a paper by George B. Harrington,' President of the Chicago, Wilmington & Franklin Coal Co. In a paper of the nature of Mr. Harrington's, it was unnecessary to stress any particular phase of mining conditions, consequently the ventilation problems were touched upon but lightly. In this paper an attempt has been made to describe some of the problems which have been encountered in providing adequate ventilation for the mine. Ventilating Conditions The acreage allotted to New Orient mine has a length, north and south, of approximately 6 miles, and a width, east and west, of 2 to 4 miles. A number of important considerations caused the hoist shaft, air shaft and surface plant to be located near the southeast corner of the property, instead of near the center, as is usual. During the initial phase of the mine development, the mine was ventilated through these shafts, although there was a full realization that at some future date other shafts would be required.

Nearly all of the sulphur produced in the world today is converted to sulphuric acid and 49 % is used in the manufacture of fertilizers. In the last few years we have seen the beginning of another chapter in the volatile history of sulphur as the severe shortage of 1963:-67 has been transformed into present-day surplus. Prospects for further aggravation of this situation in the years ahead seem assured. In 1970, western world production showed a rate of increase of 4 -5%, which 1S somewhat less than that of 8% for the period 1963-1967. The rate of growth of consumption dropped considerably in 1968 when the demands of the fertilizer industry fell. During the same period of time, wide-spread demands have been set in motion for a clean environment which indicates that a fundamental change in sulphur supply, demand, and even sources, is likely to result from this upheaval. The sale of sulphur by Poland to the western world has increased and for 1970 was estimated at over one million metric tons. The majority of surface tailings storage facilities continue to employ sub-aerial tailings slurry deposition. Surface TSFs are typically sized and operated in a way to minimise the initial capital cost of the facility, driven largely by the net present value approach to accounting. This generally leads to too small a storage, too fast a rate of rise of the tailings, and difficulties in managing supernatant water. In turn, this results in wet and soft tailings deposits of high moisture content and low density, and the need for frequent and costly tailings dam raises. Further, such tailings deposits often do not facilitate closure and rehabilitation of the facility. Globally, there are on average over two failures annually of such tailings dams, resulting in loss of life, damage to infrastructure and environmental impact downstream, and the loss of company shareholder value and reputation. Recent high profile tailings dam failures are threatening the mining industry’s financial and social licence to operate.Among the physical processes that tailings undergo on sub-aerial deposition are beaching, hydraulic sorting down the beach according to particle size and specific gravity, settling, consolidation, and desiccation on exposure to the sun and wind. Beaching and hydraulic sorting have proved difficult to test at laboratory scale and difficult to model, and are best assessed in the field. Settling, consolidation and desiccation may be assessed at laboratory scale, but to date there has been an absence of tests to form the basis for the design and management of tailings deposition, and ultimate closure and rehabilitation. The paper describes recent advances in tailings testing methods, including a purpose-built slurry consolidometer that tests the settling and consolidation of tailings from a slurry consistency, simulating increasing tailings depth to about 50 m; and a purpose-built instrumented column that tests the settling, self-weight consolidation and desiccation of a surface layer of tailings, also from a slurry consistency. Selected test results from these two apparatus are presented in the paper, together with brief descriptions of how they may be used to better design tailings slurry deposition. "Survival in today's business climate requires participation of all employees in a Total Quality Management Program encompassing everything - ""safety, quality of products, quality ofet1ch and every job done, and of course production "". We all know what needs to be accomplished, but struggle with how to do it, especially in an industry which has not always experienced management/union cooperation, and mistrust is still present.This paper describes a process to improve team work and employee involvement in Inco's nickel carbonyl refinery at Copper Cliff The process involves facilitatorship training for all employees, and a system for reinforcing and accomplishing the required behavioural change. The system is described in detail and a number of examples are presented. At the refinery, the staff is starting to understand as Max DePree recently wrote ""Without Quality Behaviour, you cannot have Quality Product"". IntroductionThe Copper Cliff Nickel Refinery (CCNR) is Inco's largest and most modern nickel refinery, which celebrated its twentieth year of successful operation in April 1993.The heart of the refinery is the Inco pressure carbonyl (IPq plant which produces high purity nickel pellets and specialty powders by refining an approximate 80% nickel granule feed. The carbonyl plant is a modem chemical plant with very special and demanding requirements for safety and environmental protection due to the toxic nature of the refining gas.Since 1987, there has been an emphasis at CCNR on a comprehensive Total Quality Improvement (TQI) Program which was designed based on recognizing customers' needs for improved systems for quality management. This program is customer oriented and comprises such elements as team organizational concepts, customer audits, process assessment and internal quality auditing.A detailed review of progress was made in early 1991 and it became apparent that the ""ownership"" of the TQI program was not broad based. In fact, the program was very much a staff driven effort and fell far short of total employee involvement and relentless continuous improvement that are now considered essential to remain competitive and stay in business.Inco staff has now come to regard that early phase of our TQI program as ""the technical aspects of total quality improvement"".The safety experience was also puzzling. Even though the safety statistics were good with an average lost time frequency of 1.6 for the last five years, the perfonnance improvement had plateaued and remained pretty much the same. Clearly a new approach was required if significant progress and continuous improvement was to be made."

Artech Recovery Systems, Inc has developed a low pressure and temperature? leach process called the "Cashman Process" to extract metals from arsenical flue dusts and residues and fix the arsenic in an environmentally stable form as ferric arsenate (scorodite). The process was pilot tested at Hazen Research in an integrated plant including continuous recycle from August 1989 to October 1989 during which several tons of flue dust were processed. Based on this pilot program, the process was deemed technically feasible and produced commercially salable products. Residues from this pilot program were subjected to a long-term stability test jointly designed by PTI environmental services and the USEPA. The process, its versatility, and the nature of the products is discussed in some detail.

National income originating compared to physical production for an enterprise or an industry reflects its ability to strengthen the national economy. For a single industrial sector or for an industry this comparison can be useful to reflect changes that may occur in this ability to contribute because of changing supply-demand-income-investment equilibria. A favorable relationship can be postulated by specified economic incentive, and the accompanying technologic input required can be shown. The new index proposes the use of the Federal Reserve Board indexes of production divided by the constant dollar income originating in the petroleum industry which reflects increases or decreases in performance. When compared with other mineral industries and with, total industry, an approximation of relative strength is evident. By constructing three different hypothetical conditions for future petroleum imports, assuming a constant excess capacity requirement for domestic production, and providing an estimate for future domestic demand for petroleum, the impact on the performance index can be shown. Thus, a strong position for the petroleum and natural gas industry can be stated. If this is done, it becomes evident that because of restrictions on cost-price relationships, a drilling program that would provide enough domestic oil to meet demand may not be practicable. By difference, the amount of improvement in methods of production and processing through technologic advancements can be stated explicitly.

This new tool can be used for the proper assessment of the potential economic wealth of any risky capital project. It does provide an unambiguous recommendation of the type "go or no go" to the decision-maker simply by comparing two different ratios profit/investment. One ratio determines the minimum value required to at least break-even while the other measures a probable value based on the asymptotic theory of statistical extremes (weakest link concept). Its application is briefly illustrated by means of an underground gold mine project, an oil sands mine project and a poly-metallic open pit project.

3D-Measurements for slabs and heavy plate are now available and close the gap in the production chain. The measuring systems described in this presentation must be seen as high-tech solutions in the field of casting and rolling technology. The measuring systems were developed taking into consideration the harsh casting and rolling mill environment in which they are to be used, with the aim of achieving high operational reliability and eliminating disturbances. Interconnected quality management systems enable optimization across the complete production process. New limits are being defined constantly for all these developments. What is technically feasible today becomes normal practice tomorrow, and will probably be replaced by completely new technologies the day after.
