First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.

THE profitable disposal and utilization of much of our slack coal, lignite, and other low-grade fuels is one of the major problems facing the coal mining industry of Canada today. It is my belief that the pulverization process applied to these fuels opens the door to greater efficiency and greater prosperity, and I wish to discuss briefly with you some features of its development and advantages to date. Indeed, the art of burning pulverized coal under stationary boilers is one of the romances of modern engineering. As a Nova Scotian, I feel some pride in the fact that at Chignecto Mines, N.S., was built in 1906 the first pit-mouth power plant on the North American continent. This was built to make effective for the first time Edison's dream of carrying coal for power by wire rather than by rail. This plant, built by the Maritime Coal, Railway and Power Company, Limited, success-fully utilized underfeed stokers for twenty years but in 1927 was replaced by a more modern plant equipped with machinery for burning pulverized coal, which is now operating very successfully. A further source of pride is the fact that the first boilers on this continent to be operated by pulverized coal were installed by the Dominion Coal Company at New Waterford, N.S., in 1912 and were satisfactorily operated during the lifetime of the plant. It is an acknowledged fact that average living conditions on a large part of the North American continent are far superior to those of any other people on earth. The reason is that we use so much more machinery per capita, and cheap power supply has been a large factor in bringing that about. Statistics show that where one horse-power was used one hundred years ago to assist man in his work, five hundred horse-power is used today. Truly a remarkable development and the key to our present high standard of living. Lack of coal in the chief industrial centres of Canada has forced the extra-ordinary development of the water powers which Providence has placed in those centres. How many of us realize that Canada stands second in the world in the per capita development of hydro power, Switzerland being first and the United States sixth? From this condition, we are reminded of the fact that the per capita foreign trade of Canada far exceeds that of our great neighbour to the South-but another illustration of the benefits accruing from our great power development.

The development in the perfection of mine-surveying instruments has been by no means rapid, as it has depended somewhat on the details of construction borrowed from astronomical and geodetic theodolites, largely on the restrictions laid down by mining companies and the prejudices of mine managers themselves, but more than all on the methods used in conducting surveys and the importance attached thereto. Mine-surveying, in some form or other, has been practiced from the very earliest times; but it has never kept pace with the other branches of surveying, or even with the art of mining itself, and cannot be recognized as an exact science until shortly before the beginning of this century. The works of Hero of Alexandria, who lived in the second century B.C., are still extant, and contain descriptions of a rectangular sighting-instrument, which he invented and called a diopter. His improvement upon this simple construction, which possibly he devised for use in the Greek mines for rough leveling-purposes and for laying out any angle, must be considered, says Hübner," as the origin of the highly perfected theodolite of to-day. Whether this instrument came into general use during the first centuries of the Christian era, is not recorded; in fact, no writer undertakes to tell how mine-surveying was conducted until 1556, in which year Agricola expounds the principles of mining and metallurgy in his De Re Metallica, devoting the entire fifth chapter to the practice of mine-surveying (see Fig. 1). In 1954, Falconbridge Nickel Mines Limited began the program of deepening the Falconbridge mine workings for 2,000 feet below the bottom, or 4025, level in order to provide twelve new levels for production. Involved in this program were a production-sized internal shaft, .crushing, pumping and hoisting installations, the integration of the new shaft operations with those of existing shafts, and considerations of ventilation requirements and ground support at depth. This paper describes the major items of equipment, and the depth development of No. 9 shaft as a whole, and also emphasize the planning phases of the program. The factors involved and reasons for the equipment and layouts chosen are given. Introduction and History THIS paper describes the planning and development of that portion of the Falconbridge mine between the 4025 and 6050 mining levels. This mine, the oldest of several being operated by Falcon-bridge Nickel Mines Limited in the Sudbury district, has been a continuous producer for over thirty years.

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. This U.S. Bureau of Mines report reviews the first 2 years of the agency's progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau's top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

Introduction Less than a hundred years ago the engineer was able to do his job without concern for the science that underlay his practices or for the men who operated his machines. But toward the end of the last century science began to be applied to industry, and its success was such that the plant which clung to empiricism was unable to compete with the plant that followed science. Even more recently, the engineer has been forced to consider the men who operate his machines, for modern large-scale industry has given these men education, social security, and power. Hence the engineer can get good, steady labour to operate his machines only if he can offer inducements. Wages are in general outside the control of the engineer, but he is able to control working conditions. This essay is concerned with one factor of good working conditions: safety. The writer became interested in this problem during three months' summer employment as a student at the Sullivan concentrator of the Consolidated Mining and Smelting Company and was surprised at the distance his investigations led him from the field of pure engineering into the fields of psychology, education, and publicity. Nevertheless, because safety has to do with machines and with men who operate machines, and because it profoundly affects plant efficiency, it is the job of an engineer, not of a psychologist or teacher, nor of the salesman publicity expert who is often so unfortunately employed in personnel relations. The size and complexity of the subject has limited the scope of this essay to the consideration of only a few aspects of industrial safety. Considerable attention has been given to the underlying principles, but the mechanical side of accident prevention, the design of equipment, erection of guards, etc., and the very important problems of organization and administration, have not been given attention proportionate to their importance.

This circular, which is a revision and combination of two previous publications,3 4/ presents information on the different types of equipment that may be used to analyze mine atmospheres, with particular reference to the application and limitations of each type. Such information is frequently requested by mining companies, State mining departments, and other agencies concerned with safety in mining who wish advice regarding methods of analysis of mine atmospheres and the equipment necessary for establishing laboratories for that purpose. Since the Haldane-type apparatus is particularly applicable to the accurate determination of carbon dioxide, oxygen, and combustible gases such as methane in mine atmospheres, that apparatus and the method of operation are described in detail. The circular presents results of a critical study of the accuracy attainable with the Haldane-type apparatus in the determination of methane in concentrations of the order of 0.25 percent, by volume. Analytical procedures involved in the other methods discussed are presented in publications referenced in this circular. Information is given also on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres, and suggestions on laboratory design are included. The technologies of lead, zinc and tin extraction have made varying degrees of progress over the past twenty years. Producers of all metals have faced increasing demands for reduction of pollution and environmental degradation, and the level of public concern is rising rather than abating. New processing techniques must therefore be not only economically feasible, but politically acceptable, even when the demands of "conservationists" and ?environmentalists? are unreasonable. A new generation of processing techniques has come into being, which do not rely on an expensive sintering stage, nor use metallurgical coke, which is difficult to make without serious pollution. They utilise intense reactors, conveying materials from one stage to the next preferably within an enclosed space, obviating fume emissions, and avoiding heat losses as far as possible. The acceptability of the new techniques? is increased if lowgrade or complex materials can be treated, along with a variety of returns and wastes. In addition, a good selling and servicing organisation seems to be as important as good process technology in determining the spread of the new processes. In the field of pyrometallurgical refining the need is for more general application of several recently developed techniques rather than a search for alternatives to the existing process technologies. However, there is a need for fundamental work investigating the phenomenon of oxygen anode overvoltage in the electrolytic zinc process, in order to make progress in the further reduction of energy consumption. There is also scope for further development and application of vacuum distillation to up-grade thermally produced zinc. This report has appeared in the National Technical Information Service as bulletin number PB230 972/AS. 1.2 ANALYTICAL PREDICTIONS OF INDUCED VOLTAGES AND CURRENTS The basic building block in this analytical work is the development of an equivalent circuit. The equivalent circuit for the cable depends on all of the distributed parameters of the cable, although the series inductance and resistance are of primary importance. The cable resistances are generally available from handbooks or from cable manufacturers. On the other hand, the cable inductances are not usually available from either handbooks or the manufacturer's published data. Thus, it is useful to present the results of the derivation of the inductance matrix and a few intermediate steps.

This report documents the work performed and the results obtained during the field demonstration of the Remote Sealing System at the USBM's Jenny Mine near Inez, KY in the Fall of 1978. Although various portions of the Remote Sealing System had been used on a number of prior occasions, the field demonstration at Jenny Mine marked the first use of the complete upgraded system including the use of the inert gas generating system for seal placement and the first application of the new froth foam system. The objective of the field demonstration at Jenny Mine was to demonstrate the complete system by emplacing and evaluating several complete underground seals under conditions representing those of a mine fire situation. Several critical sealing conditions were identified including: ? High entry airflow ? Standing water (1 to 2 ft) in the entry ? Flowing water (150 gal/min) ? Irregular roof ? Sealing a 4-way intersection. Four seals were successfully placed under the conditions mentioned above. The demonstration served to verify proposed techniques to handle these conditions as well as to dispel any doubts about the system's capabilities. As a result of the successful field demonstration, the Remote Sealing Equipment is now under the jurisdiction of MSHA's Mine Emergency Operation ready for a mine fire emergency.

This two-part article reports the orientation of the renewed research efforts, beginning with an update on accident data analysis, the role of multiple causes in these accidents, and the search for practical methods for addressing the most important causes. Fatal haulage accidents most often involve loss of control or collisions caused by a variety of factors. Lost-time injuries most often involve sprains or strains to the back or multiple body areas, which can often be attributed to rough roads and the shocks of loading and unloading. Part II will describe research to reduce these accidents, including improved warning systems, shock isolation for drivers, encouraging seatbelt usage, and general improvements to system and task design.

This is one of a series of reports being published by the Bureau of Mines on mining methods and costs at various mines throughout the United States. Including the Holden mine in this series is particularly appropriate at this time. The mine was operated on a low-cost, large-scale production basis to compensate for low-grade ore. Even with the best conditions and the most efficient methods, the margin of profit was small. Under the present situation of rising costs and lowering metal prices, the profit margin vanished. On June 28, 1957, the mine operations ceased; therefore, this report can review the entire life span of the mine.

When an underground excavation is made, the rock surrounding the sides and top of the opening is deprived of its natural support and tends to fall. Whenever caving takes place, the time and extent of the caving depend on the character and condition of the rock. In strong homogenous rock, such as solid granite, even a large chamber may stand indefinitely, whereas a soft material, such as clay or a loose material like unconsolidated sand, falls immediately if not supported. Weaknesses in the rocks induced by structural features, such as joints, :fissures, bedding and cleavage planes, and fractures produced by blasting, will cause the falling of insecure blocks or slabs unless means are provided to support these in place. In an unsupported mine opening, as a tunnel, the first slight settling or adjusting movement of the rocks (the "initial creep" or "set") is caused by the great weight of overlying material pressing down the rock masses above and around the roof and sides of the opening until they key together in roughly the form of an arch. The rock, after it has adjusted itself to this shape, becomes. selfsupporting. Timbering is necessa.ry in all mining only to support, therefore, those comparatively small blocks or pieces of rock which tend to loosen from the top and sides of the opening during or after the formation 'of the natural rock arch, and which lie between this natural rock arch and the opening. This statement, of course, has its limitations. For example; a layer of strong rock, like limestone, may act as a beam; then only the material under the limestone will need support. Timbering is not, as is commonly supposed by the layman, used to supp!ort the huge mass of rock between the back (roof) of an underground opening and the surface. It would be impossible to place enough timbers in a:ny underground opening to support such a mass. This fact is not'·perceived by all miners.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad.
