The presence of arsenic, even at trace levels, in copper processing leads to the risk of arsine gas where reducing conditions exist that can reduce any soluble arsenic present to its minus 3 valance state and generate hydrogen gas from the solutions. This risk is understood to be significant within the industry, particularly in the case of liberator cells where copper concentrations in solution are drawn down to remove the copper and impurities from the bleed stream. However, there are numerous other potential areas where the arsine gas risk exists including contact between active metal such as iron, zinc or aluminum and arsenic bearing solutions in pyrometallurgical dust treatment, refining and acid plant operations. In turn this breaks down to different mitigating strategies dependent on the risk scenarios considered; for example, how this risk interacts with Change Management, Confined Space Entry or Contractor Training. The ISO 45001 is an emerging standard meant to improve employee safety, reduce workplace risks and create safer working conditions all over the world. The paper shows a case study of how a framework consistent with the tenets of ISO 45001 has been used to provide a consistent assessment of this risk for a wide variety of copper operations and the expectations of how this may be used to effectively improve the effectiveness of barriers against future incidents. INTRODUCTION Arsine gas (AsH3), first identified in 1775, is a highly poisonous, colorless, non-irritating gas with a mild garlic odor that is heavier than air. Arsine gas is generated when reducing conditions are generated in the presence of hydrogen ions and arsenic compounds. Present permissible occupational exposure limit as defined by Occupational Safety and Health Administration (OSHA) as an 8-hour time-weighted average is ppm (0.2 mg/m3). Further increasing the risk, conventional respiratory protection utilizing half or full masks with gas filtering cartridges provide minimal protection against arsine. In copper processing plants, the risk of arsine generation is well understood in liberator cells, which are part of the electrolysis process. In this process, solutions containing copper are reduced in copper concentration removing not only the copper, but also arsenic, antimony and bismuth. The residual solution can be bled to control impurity build-up in the refinery. In this process, if the copper concentration is reduced to the point where As3- can form, arsine gas is generated via reaction with hydrogen ions generated during the plating process. The copper concentration at which arsine gas is generated depends on copper concentration at the cathode surface, the temperature and the acidity. As a result, there is always a risk of arsine gas generation in the liberator cell. Process measures to minimize or mitigate arsine evolution are tight control on final copper concentration, warm temperatures, fresh feed distribution and internal acid recirculation rates. Operator exposure protection measures are hooding, ventilation, arsine detection systems, restricted personnel access, automated shutdown controls and pre-defined evacuation plans.

"Four main and three minor rare-earth-element (REE)-bearing minerals were identified and quantified in the Kiirunavaara apatite iron ore tailings using optical microscopy, an electron probe microanalyzer (EPMA) and a mineral liberation analyzer, and their chemical compositions were analyzed by the EPMA and laser ablation inductively coupled plasmamass spectrometry. REEs are shown to be contained in the minerals apatite, monazite, allanite, titanite, zircon, thorite and synchysite. In zircon, thorite and synchysite, they occurred in only trace amounts and contributed limited amounts to the total REE budget, and these are consequently of minor importance. Monazite occurred as inclusions in apatite and as free particles, 90 percent liberated. Allanite occurred to some degree in mixed grains with magnetite but also as free particles. Monazite mainly reported to the apatite concentrate, while allanite and titanite largely went to the tailings, the latter preferably to those fractions smaller than 38 µm. The amount of titanite in the finest tailings fraction was 2.3 weight percent, containing close to 1 percent REEs, with heavy rare earth elements (HREEs) making up 28 percent of the total REEs. However, a texturally distinct group of titanite grains showed an HREE/REE ratio of up to 67 percent. Furthermore, titanum dioxide analyses indicate that titanite is preferentially released into the tailings from the secondary magnetic separation step in the concentrator. Our data therefore suggest that titanite, occasionally enriched in HREEs, can be extracted from the processing stream and might thus be considered a new source for REEs at Kiirunavaara and similar deposits.IntroductionDeposits of apatite iron ores are the major source for iron in the European Union and are exploited by Luossavaara-Kiirunavaara AB (LKAB) in several mines in the Kiruna-Malmberget area in northern Sweden. Kiirunavaara is the largest of the apatite iron orebodies in Sweden, comprising more than 2 Gt of iron ore with 60 to 68 percent iron (Fe). At the end of 2015, the total accumulated production of crude ore from openpit and underground mining since the start of mining was 1,566 Mt, with ore reserves of 644 Mt grading 46.3 percent Fe (LKAB, 2016). The deposit defines a steeply dipping tabular body, approximately 6 km long and up to 180 m thick, extending at least 1,500 m below the surface. It is situated in the middle part of the Palaeoproterozoic Kiirunavaara Group of volcanic rocks and follows the contact between a thick pile of trachyandesitic lava and overlying pyroclastics (Martinsson, 2004)."

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Because economic and geographic factors have focused particular attention on the use of anthrafines in blends containing Lower Kittanning coal as the low-volatile component, samples from this particular bed were selected for experimentation whenever practical. Carbonizing tests were carried out in accordance with standard procedures, using the Tuscaloosa and sole-heated ovens. Most of the results are in general agreement with those reported by previous investigators. Specific findings are as follows: (1) The effectiveness of anthrafines in reducing coal expansion is such that even highly expanding, low-volatile coals can be carbonized safely with suitable additions of anthrafines and careful control of charge density. (2) Increases in coke size, resistance to shatter, and apparent specific gravity appear to be characteristic for additions up to approximately 15 percent to a fixed base blend. When anthracite of minus-48-mesh size was used and the proportion of low-volatile coal simultaneously increased, these indexes increased only slightly or remained substantially constant. (3) No increase in breeze formation was noted for additions in amounts up to 15 percent. (4) Abradability of coke was increased by additions of anthracite of No. 5 Buckwheat size, but it either decreased or remained sub¬stantially constant when the inert was ground to pass a 48-mesh screen.

This paper is based on the formula that the petroleum industry is sick—find the cause, eliminate it, and the industry will get well. There is perhaps no difference of opinion that the cause is overproduction, actual or potential. But that, again, is a result rather than a cause. The problem is to study the influences that serve to keep production and consumption out of balance. Production control is a popular theme and a natural one at this time when the whole world is unstable; but production control in its popular sense means little more than the application of emergency measures while danger threatens. Economists differ as to the effectiveness of these, most of which are designed to alleviate and not to cure, but we assume there are none who question the wisdom of promoting conditions under which economic forces are permitted to operate freely in bringing about stable conditions. The petroleum industry suffers from two classes of economic ills that serve to promote overproduction; namely, those which are common to all industries and those which are peculiar to this industry. It is of the latter I wish to speak. Strange to say, government is responsible in large part for this latter class of ills that affect the petroleum industry and we are coming to recognize that only through the assistance of government can they be corrected. Instability of the petroleunl industry, in so far as human agency was involved, had its inception in 1875 when a Pennsylvania jurist, called upon to make a decision for which there was no precedent and fancying he noted some resemblance between the so-called fugitive nature of oil and gas and that of wild game, made mention of that resemblance. Other courts being impressed by the analogy enlarged upon it, and gradually fixed upon oil and gas a legal status in certain important respects similar to that of wild game. Although later the courts abandoned this analogy, certain practices that developed out of that early concept have continued to this day and are largely responsible for the industry's present plight. "This paper outlines some of the work associated with a research study into the relationship between the characteristics of coal mine dust and the incidence of coal workers' pneumoconiosis (CWP). The project involves study of the chemical, mineralogical, and morphological characteristics of the dust. Early stages of the study have dealt primarily with the size analysis and elemental composition of airborne dust in continuous miner sections. This paper outlines the procedures and findings of the elemental analysis portion of the study.Most of the previous elemental analyses of coal were made available in the quest for information on the combustibility of coal dust or on causal agents and prevalence of CWP. However, no extensive studies have been performed to date, primarily due to the limitations of the analytical methods. A review of the analytical methods for elemental characterization of coal and coal dust particles is presented. TI1e comparisons are made based on the sample mass required, the sample preparation required, the destructivity of the test, and the capability of providing an easy multi-element analysis. The reasons for selecting the proton-induced x-ray emission spectroscopy (PIXE) method are outlined.The PIXE method was applied to both the airborne coal mine dust and channel samples collected from seven continuous miner sections in six different mines. Channel samples of the coal, roof and floor were collected and analyzed. Airborne dust sampling was performed using multi-stage cascade impactors and permissible 2.0 I/min pumps. Sampler locations were fixed in the sections with respect to the continuous miner and roof bolter or with respect to the intake and return airways. Sampling times varied from 45 minutes to 6 hours, depending on the dust concentration.The statistical analysis of the resulting elemental data is presented. Of particular importance are the analyses of the variation of elemental composition with size and the variation in elemental composition over the working section. One interesting finding is outlined showing the multivariate statistical analysis of the trace elements and its implications in the identification of the dust sources. The paper concludes with an analysis of the ramifications of the elemental data to related medical studies."

Characterization of second phase particles is important with regard to their influence on mechanical properties of materials. Analytical electron microscopy offers the possibility to achieve complete characterization of inclusions. Complete characterization of inclusions means quantitative evaluation of their chemistry and the stereological parameters. A characterization technique based on integrated microscopy and involving scanning electron microscopy, image analysis and energy dispersive X-ray spectrometry is presented. A discussion of the use of transmission electron microscopy and electron energy loss spectroscopy is also presented for the characterization of very small particles and compounds (>100 nm).

THE removal and disposition of large quantities of slag from blast-furnaces is a question of great importance in the design of works, and various methods have been devised, from time to time, in order to take the best advantage of local conditions. In blast-furnaces treating copper-ores or lead-ores, it is necessary to use a fore-hearth, or matte-settler, in order to collect, if possible, every particle of valuable matte which, otherwise, would be carried away with the out-flowing slag. In all of these cases, the slag overflowing from the fore-hearth is caught in pots and then conveyed to the dump. If the slag is of no value and the necessary water-supply, grade and dumping-space be available, the disposal of the slag by granulation is by far the cheapest and best method. It involves a minimum of labor, both at the furnace and at the dump; and it permits a continuous outflow of slag from the furnace- or settling-pot, thereby avoiding frequent tapping and plugging. When the conditions of water-supply, grade and dump-area will not permit slag-granulation, there are three other methods in common use. Large steel or cast-iron pots, or ladles, supported by trunnions on heavy cars which are moved by steam-, air-, or electric locomotives; some type of mechanical conveyor; and small pots or buggies moved by hand. The pots on the slag-cars are generally circular or oval in shape, and each one contains from 15 to 40 or more en. ft. of molten material. The mechanism for tipping them is more or less elaborate; and, as a general rule, the slag is dumped alongside, and quite close to, the track. They are more or less costly to construct and to keep in repair, and, in order to use them to best advantage, it is necessary to have a good elevation of track above the dumping-ground; furthermore, the rails must be of heavy weight, and well-supported on heavy ties. The Coteau Properties Company's Freedom Mine is a surface lignite mining operation utilizing large draglines, trucks and shovels, tractor-scrapers, and bulldozers to uncover a single coal seam. In 1989, a work order system was instituted to record data by equipment type, cost, productivity, and distance, and to provide historical information for planning the most efficient and economic use of each equipment type in the mining operation. This report explains how the work order system was initiated, what data is tracked, and how the data is utilized for equipment and project scheduling.

Reliability of the compressive strength of a coal seam determined in the laboratory is often subjected to debate. Effects of the coal seam's inherent characteristics, specimen preparation, testing procedure, testing condition, and a number of tests often result in drastic variation of the strength data. This paper deals with the development of a testing procedure for determination of coal seam compressive strength in the laboratory. Coal samples from two different coal seams were tested. First, the inherent characteristics of each coal seam such as coal structure, Hardgrove Orindability Index (HOI), Slake Durability Index, proximate analysis, and mechanical properties namely Young's modulus and Poisson's ratio were determined to categorize them in terms of their characteristic severity liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes namely; cylindrical and cubical, were tested to determine which shape produced the least variation of data and reproducible strength values. Third, four loading rates within the static testing range (Le. 0.007 MPa/s (1.0 psi/sec), 0.07 MPa/s (10 psi/sec), 0.34 MPa/s (50 psi/sec), and 0.7 MPa/s (100 psi/sec)) were used to determine an ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics were established.

Although some of the platinum(II/IV) and rhodium(III) chemistry is considered ?old? and well-known, the application of modern multinuclear NMR spectroscopic methods to this chemistry in solution reveals new details about their rich and relevant solution chemistry. In this paper we will briefly illustrate that the highly-sensitive 195Pt NMR shielding is an excellent probe to explore aspects such as solvation, ion-pairing, and the hydrolysis chemistry of inter alia [PtCl6-n(H2O)n]n-2 (n=0-5). Moreover the novel use of 35Cl/37Cl and 18O isotopes effects as unique NMR ?fingerprints? leading to a new and unambiguous method of chemical speciation of the numerous possible PtII/IV and RhIII complexes present in halide-rich aqueous solutions. In the case of Rh(III) chemistry a new, direct speciation distribution diagram has been established for [RhCln(H2O)6-n]3-n complexes (n = 3-6) in HCl solution at 292 K with these methods.

I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

The mechanical behaviour of Opalinus Clay, an indurated over-consolidated argillaceous rock, is heavily influenced by the presence of preferably oriented bedding planes. The objective of this study is to illustrate a new modeling approach aimed at capturing the bedding-induced anisotropy of Opalinus Clay as observed in the laboratory and in situ. The combined finite-discrete element method (FEM/DEM) is employed as the main simulation tool. FEM/DEM is a numerical method that models material damage processes by explicitly considering fracture nucleation and propagation. A transversely isotropic elastic constitutive law is used to account for different elastic property values in the direction parallel and perpendicular to the layering, while strength anisotropy is captured using a directional cohesive fracture model. Quantitative calibration and validation of the model is based on laboratory results of indirect tensile tests and uniaxial compression tests. Emergent strength and deformation properties, together with the simulated damage mechanisms, are shown to be in good agreement with experimental observations. Preliminary results relative to the analysis of a circular tunnel show that the approach is able to reproduce the main Excavation Damaged Zone (EDZ) formation mechanisms as observed in the field.

The geology, mining, beneficiating, types of products, and costs in terms of percent of total costs and of labor, power, and supplies of two crushed-limestone operations in Madison County, Iowa, are described in this paper. The operations are basically similar, differing in refinements in mining, product types, and markets. The operations are comparable as to personnel and as to weighted costs in terms of percent of total costs and in terms of man-hours, power, and sup-plies. The waste-to-stone stripping ratio is 1 to 0.8 at both operations, the powder factor is 0.29 pound of explosives per ton of stone, and daily production is 95 tons per man-shift. Both companies use crawler-mounted diesel shovels for loading, truck transportation, wagon drills, and dry screening.

THE Piceance Creek Basin in northwestern Colorado is believed to contain the richest large deposit of oil shale in North America. The major portion, about 1650 sq miles, is bounded by the White River on the north, the Grand Hogback, which runs from Meeker to Rifle, on the east, the Colorado River to the south, and the drainage basin of Salt and Douglas Creeks on the west. The Basin is a plateau 7000 to 9000 ft high, composed of 3000 ft of the Green River series of Eocene age and surrounded by a steep escarpment of 1000 to 3000 ft. From the escarpment the beds dip gently toward the center. Although oil shale is found in all members of the Green River series, the rich thick beds are found chiefly in the Parachute Creek member. This is normally capped by 100 to 200 ft of the Evacuation Creek, the youngest member of the Green River series. Actually the Piceance Creek Basin oil shale is not a shale, nor does it contain oil. It is magnesium marlstone holding solid organic matter capable of being broken down by heat into gases, some of which can be condensed into oil. The marlstone is resilient nonporous rock, difficult to sample by pick or hammer and moil. Many companies and individuals prospected the Colorado oil shale shortly after the first World War,1 see Fig. 1, but because of the discovery of large quantities of petroleum in the late 1920's in California, Oklahoma, and East Texas, interest in oil shale development waned and did not revive until World War II. In 1944 the writer, employed by the Bureau of Mines, prospected the high grade oil shale in numerous places along the southern outcrop of the Piceance Creek Basin. Several channel samples about 100 ft in length were cut, see Fig. 2. An eightman crew needed a week to cut a satisfactory channel 80 ft long in the cliff face. The Phillips Petroleum Co., the Union Oil Co. of California and others also prospected the oil shale outcrop. In 1945 the Bureau of Mines initiated a core drilling program for the purpose of obtaining accurate samples from the Piceance Creek Basin. The U. S. Geological Survey set up a program for the geological study of the Basin that is still going on.2 Until the end of 1951 a total of 31 holes was drilled for core with diamond drills, and, in addition, cuttings through the oil shale have been obtained from 4 gas wells drilled by standard rotary oil well rigs. Hazardous waste has often very complicated chemical compositions in a variety of physical forms and is normally processed in rotary kiln incinerators. Due to large variations in waste types and difficulties in feed characterization, the complex transport processes within the incinerator are not well understood, and the incineration process meets challenges in a smooth operation, and expects various uncertainties in the process chemistry and emission control. For better understanding of the incineration process, simulation was carried out by using Computational Fluid-dynamics (CFD) to characterize temperature and species distribution in the incinerator. In order to catch certain aspects of thermal and chemical behavior, a novel approach is proposed to represent approximately the waste streams and the subsequent combustion process. Hazardous waste in various forms from an industrial-rotary-kiln waste incinerator is firstly converted to a hydrocarbon-based virtual fuel mixture with approximately the same HIC molar ratio and calorific value. The simulation of the combustion process of the simplified hazardous waste was proceeded with a combustion model. The distribution of temperature and chemical species especially the remaining CO in the system is preliminarily investigated. Distribution of CO concentration, as a good indicator of emission level for the incineration process, could be used to evaluate the emission control. The predicted temperature distribution has been compared with available measurement data from an operating rotary kiln waste incinerator at AVR-Chieme, in the Netherlands. Reasonable agreement has been reached between the measured and predicted temperature data. In the next step, measurement of species distribution in the system is planned to further validate the combustion model.

The object of this paper is to present an analysis of the major problems encountered both in the design and application of downhole drills. Particular reference is made to design features governed by: physical size limitations; metallurgical material standards; physical operating environment; range of commercial materials to be drilled; high power output required, coupled with simplicity from the operating and maintenance viewpoint; and bit design. The history of attempts to develop downhole drills is discussed, and representative mechanical configurations are illustrated. The general design and application aspects of the different types are commented on. The application of this drill type in various commercial fields, such as (a) oil-well drilling, (b) open-pit mining and (c) underground mining, is discussed, along with the limitations presently imposed by the commercial state of the art in the manufacture of accessory equipment; e.g., drill rods, air compressors, mountings, etc. Suggestions on the possible future direction of the development and application of this tool are put forth.

Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them.
