On June 25, 1999, BHP Billiton (BHPB) announced the suspension of operations at the BHP Copper Inc.(BHP) San Manuel copper mine in Pinal County, Arizona. Subsequent to this announcement, BHPB aggressively pursued a number of alternatives for the underground mine and open pit facilities, including continued curtailed operations, sale to a qualified mining operator and closure of the property. After consideration of these various alternatives over a 2.5-year period, BHPB announced final closure of the mine site on January 15, 2002.This paper describes how the BHPB charter and HSEC policy apply during the closure process.

IT was but a few years ago that the mining engineer, and his confreres, the civil, mechanical and electrical engineer, were stigmatized by politicians of the parish? pump variety as advance agents of unprincipled exploiters of backward countries. Today he is recognized as a most important missionary of civilization in opening up new territory to contribute its mineral wealth and incidentally its other resources for the needs of mankind. An engineer, it is now conceded, is not only a benefactor of the world at large, but is a primary factor in the betterment of conditions of the inhabitants of those countries developed by his skill and indomitable courage-for courage is requisite in pioneering and his indefatigable industry. The engineer will, I believe, become a real "Ambassador of Good Will," when the slow-consenting academic mind realizes as it must that beneficent deeds are more enduring and more convincing than mere gestures of professed amity.

The disposition of world mineral resources is such that a vital need exists for both the most efficient development of existing resources and the rapid disclosure of as-yet undiscovered resources. The technological developments described in this report are directed primarily toward the acceleration and increased efficiency of mineral-resource exploration program. In the past decade the use of computers in the mineral industry has grown exponentially. Most computer applications in mineral exploration are designed to be implemented either before or after data collection. Few, if any, computer applications are designed to be used during the collection of data. One major reason for the lack of development of computer applications in this area is that comunications links do not exist between computing systems and the remote areas that host mineral-deposit exploration programs.

The classic criteria of the preparation of the charge for the smelting of copper concentrates in a flash furnace considers the mass and energy balance from the chemical and mineralogy composition of the concentrates. The operation parameters fixed with this method don't assure the stability of the operation and the critical problems of the slag quality and dust formation occurs very often. This paper presents the results of a laboratory test that allows the predicition of the behavior of concentrates blends in the view of the minimization of the dust formation and the magnetite control in the slag. The combustion of different copper concentrates and blends were done in a drop tube furnace. The results show that the magnetite and dust formation don't have a linear behavior with the weight proportion of the blend and some optimal blends of 2 or 3 types of concentrates can be identified. From the reasonable hypothesis that the qualitative behavior of blends in the drop tube represents the real behavior in the burner, the preparation of the charge with this approach could help to solve those operational problems.

The National Steel Pellet Project and the Butler Taconite Project are operated by The Hanna Mining Company in the vicinity of the towns of Keewatin and Nashwauk, on the western Mesabi Range. Production began in 1967, after seven years of exploratory and development diamond drilling and reconnaissance magnetic surveys, Previously, direct shipping hematitegoethite ores and gravity concentrates had been produced in the area from numerous open pits and several underground mines since the start of the century. Total shipments of these oxidized ores amounted to more than 200 million tons, but at the present time such reserves are nearly exhausted, and there are no mining operations in the Keewatin-Nashwauk area except at the two taconite projects. The locations of all of the present taconite operations on the Mesabi Range are shown in Figure 1, extending for a distance of about seventy miles from the Butler plant to the Dunka River area. The Butler and National plants have a combined rated capacity of 4.4 million tons of pellets. Their reserves cover a combined strike length of about eight miles on the Biwabik iron formation. All of the intervals between present taconite operations on the Mesabi are potential sources of additional magnetic taconite; in particular, exploration and economic studies have been carried out by Jones and Laughlin Steel Corporation in the Biwabik area between Aurora and Virginia, and by Pickands Mather and Company in the Hibbing area. However, west of the Henna and Butler holdings, it appears unlikely that magnetic taconite exists in commerical quantities at economic depths due to extensive oxidation of magnetite to hematite.

Since 1993 Cyprus Amax has brought $2.5 billion dollars of greenfield and expansion projects into production, taking it from a mid-sized domestic minerals company into a major international minerals organization. The near simultaneous development of these multiple mineral projects in different locations around the world provided the opportunity for Cyprus Amax to develop a formal project management approach based, in large part, on an outsourcing philosophy. This formal project management system along with its outsourcing philosophy has served the growth agenda of Cyprus Amax extremely well. These preceding factors, coupled with the in-house retention of a core project group that fully understands the breadth of skills and abilities needed to undertake development of multiple large projects successfully, have been the cornerstone of Cyprus Amax’s project development success.

The first report of investigations5/ in this series pertaining to the investigation of stemming at the Mount Weather testing adit dealt with dust produced from blasting. The present report discusses the effect of stemming on eases generated by blasting, describes the test procedure, and analyzes the results from, blasting 61 standard rounds. Following care the types of stemming that -,re being investigated: 1, No stemming. 2. Sand in 2 paper cartridges. 3. Clay in 2 paper cartridges. 4. Commercial hydrated lime in 2 paper cartridges. 5. Combustible blasting plugs. 6. Ceramic is blasting plugs with clay in 2 paper cartridges.

The selection and preparation of activated carbon suitable for specific application can often involve exhaustive adsorbent preparation and testing. This work examined an emerging technique based on modelling the correlation of observed adsorption capacity to the carbon characteristics as a means of decoupling the roles of carbon textural and surface chemical properties. The insights to these specific roles are then used in tailor-making adsorbents and in establishing the optimal carbon properties for specific application. In this study, a series of activated carbons prepared from bagasse by physical and chemical techniques and commercially available carbons were used in developing the models. These carbons were tested for the adsorption of thiourea-gold (I) chloride complexes. Thiourea is an important alternative gold lixiviant with the potential to address current ecological and safety concerns in the extraction of gold. A four-component model, which correlated the adsorption gold capacity to carbon textural and surface chemical properties, was proposed. The model fit was assessed using multi-linear regression and a partial F-test. This was followed by goodness of fit test achieved through r2, adjusted?r2 and mean square error (MSE) values. The results suggest the adsorption of the gold-thiourea complex is strongly influenced by the internal surface area and pH of the carbon. Tailor-made activated carbon from bagasse showed adsorption gold capacities of up to 198 mgAu/g adsorbent, demonstrating the potential of bagasse as a precursor for gold adsorbents and of this empirical modelling approach in developing adsorbents for metal recovery.

The specifications for bridge-steel are usually not severe. The main difficulty is to secure a material which will roll easily, without showing signs of cracking on the corners of the blooms or on the flanges of the beams. In many mills sulphur has been deemed the most harmful constituent in this respect. It has been thought hazardous.to roll steel containing over 0.07 per cent. of sulphur. Yet, in making steel for the Phoenix Iron Company, I have produced from stock running as high as 0.13 per cent. of sulphur a material which rolled very satisfactorily. It is reasonable to infer that the injurious effect of sulphur can be neutralized, to a great extent, by proper treatment in the open-hearth furnace; and the following notes from my usual practice here may be of interest to those obliged to use high-sulphur stock. The steel made at Phoenixville in the 20-ton furnaces has about the following composition : Per cent. Carbon,...0.15 to 0.20 Manganese,.........0.50 to 0.60 Sulphur,..........0.11 to 0.13 Phosphorus,.: .0.04 to 0.06 Silicon,.......... 0.01 to 0.02 The best running heats were made with a small amount of pigiron. In using large proportions of pig the quantity of ore is also increased. This not only cuts the bottom, but also lengthens the time required to bring the charge down. Up to 50 per cent. of pig may be used, but 25 per cent. is much better. A 40,000-pound charge, containing 10,000 pounds of pig and 30,000 pounds of Bessemer butts or beam-scrap, works very well.

This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

Over the past few years the Cape Breton Coal Research Laboratory's staff designed, built, tested and proved the necessary hardware, software and methodology of tracer gas based surveying techniques applied in the field of mine ventilation. These methods are now used routinely in a variety of applications where traditional anemometric methods do not provide the required accuracies or cannot be effectively employed. Irregular or highly turbulent flows, leakages, geometrically complicated or highly obstructed airways are just a few examples where traditional anemometry can produce unacceptable errors in calculated ventilation parameters. Tracer gas based ventilation techniques have been used in many problematic situations where the standard ventilation methods are inadequate. One such problem, faced by many mine operators, is the emergency imposed by the ever present threat of a mine fire. An understanding of the propagation of smoke contaminants and the demonstrated integrity of appointed escape routes can save lives and property during a fire. That knowledge can be gained quickly and inexpensively by the application of tracer gas smoke simulation methods. The concept of controlled air recirculation has recently gained considerable attention in the mining industry. While mathematical models can be used to predict performance, the ultimate proof of a ventilation system's performance can best be provided by a tracer gas based simulation of contaminant levels. Fan performance tests and assessment of auxiliary ventilation systems are highly dependent on accurate definition of airflows; precise data can be easily obtained by tracer gas based volumetric surveys. "Rapid thermal treatment of materials using high energy, high flux, pulsed ion beams can produce modified surface layers with unique microstrutures and properties. High energy ions loose their energy during the slowing down process in the workpiece and thus deposit their energy continuously over a depth of a few microns. The deposition of energy can lead to melting and in some causes ablation of the heated layer. Because the pulse duration of the ion beams is typically only 50-200 ns, steep thermal gradients generated during heating facilitate rapid cooling (107K/sec-108K/sec) of the treated layer by thermal diffusion into the underlying material. Rapid heating and cooling of materials can generate surface layers with non-equilibrium amorphous or nano-crystalline microstructures that exhibit increased hardness, wear resistance, and corrosion resistance. Pulsed ion beam treatment can also lead to surface smoothening or can be used to mix thin « 1 11m thick) coatings into underlying substrates. Pulsed ion beams can be generated using existing ""flashover"" ion source technology which is capable of producing single shot, mixed C, H, and O ion beams with beam cross sections of approximately 100 cm2 and energy fluxes up to 100 J/ cm2. Recent advances in repetitive high energy pulsed power technology and development of magnetically confined anode plasma ion sources have facilitated the development of ion beam systems that generate single species beams that pulse continuously at 120 shots/second. These capabilities will allow rapid treatment of large surface area workpieces at low cost.IntroductionThe rapid solidification of liquid materials can create unique materials and material microstructures that often have properties that can lead to enhanced performance. Rapid solidification processing of the surfaces of materials using continuous and pulsed laser beams (laser glazing) has been explored for over 20 years (1-5). Advances in high energy, pulsed electron and ion beam technologies over the past decade have provided rapid thermal treatment techniques that may be less expensive to impliment than laser surface treatment for many surface modification applications (6). High energy pulsed ion beams have recently been used to harden aluminum(7), copper(8) and tool steel surfaces (6,9), increase corrosion resistance of Al alloys (6), mix coatings into underlying substrates (10), and create amorphous films (11,12)."

The mechanism of clay slime flocculation in coal washing circuits is considered and it is concluded that polymer flocculants are most suitable. It was found that the addition of sea water with a polymer flocculant improved flocculation and settling, and it was also found that dilution of a flocculated pulp increased floc size and hence settling rate.In predicting plant consumption of reagent it was found that cylinder tests, or even pilot plant tests, could give erroneous results, particularly on flocculated pulps. Different flocculants may, however, be compared in cylinder tests.For filtration, flocculation with Separan plus sea water was much more beneficial than flocculation with Separan alone.INTRODUCTIONDuring the mining of coal, and its subsequent beneficiation by washing, large quantities of minus 10 mesh material are produced. This fine material, which consists of broken down shales and fine coal, causes difficulties in water clarification circuits, in refuse disposal, and in filtration of fine coal.These difficulties can be largely overcome by flocculation, and this paper discusses the mechanism of flocculation, the methods by which a selection of flocculant may be made from the large number available, and the limitation of the prediction of plant performance from laboratory tests. This work applies particularly to the washeries of The Broken Hill Proprietary Co. Ltd. (B.H.P.) and Australian Iron and Steel Ltd. (A.I. & S.) .

[A survey of the literature relating to ignition temperatures of acetylene-air and acetylene-oxygen mixtures reveals rather wide disagreement in the reported results. In some instances the ignition temperatures of acetylene-air mixtures were reported to be lower then those of acetylene-oxygen mixtures, which is contrary to experience with other combustibles. To clear up some of the reported discrepancies, the authors have investigated the ignition temperatures of acetylene both in air and oxygen, and their results are presented in this report.]

OUR interest in the matter of pyrometers and pyrometry is primarily that of a user of considerable quantities of heat-measuring equipment; and while we play be somewhat critical on the subject we have aimed to make the nature of these comments constructive. The glass industry in America dates back to 1609, when Capt. John Smith started a small glass plant near Jamestown, Va., with a few Italian workmen, to manufacture glass beads for trading with the Indians. While the industry has expanded until it has reached a volume of over $200,000,000 per annum, the means of heat determination in Colonial days was the human eye, and in much of the industry the same means is used today. About 15 yr. ago the largest glass-house supply dealers began to sell platinum pyrometers, but as nearly all of these proved un-satisfactory, pyrometers met a temporary rebuff from the old-time glass manufacturers. As their ruggedness of construction, reliability, and stability have been improved, however, pyrometers have gradually won their way into more and more extensive use throughout the glass trade. But there are still many applications where pyrometers are not used, largely because of cost and upkeep considerations. There are two distinct fields in glass works for pyrometry. The first calls for accurate temperature measurement and the second only demands knowledge of relative comparative fluctuations of temperature, to know whether the work is becoming hotter or colder. For example, in a lehr for annealing glassware and removing strain we want accurate temperatures to know that the ware is heated to the critical temperature for rapid removal of strain. On the other hand, in a glass pot furnace nearly 120 ft. (36 m.) in circumference, where the pyrometer couples only project inside the furnace wall for less than 2 in. (50 mm.), it is inconceivable that these few inches represent the accurate temperature at every point of the 120-ft. circumference but the relative readings as to whether the pyrometer shows schedule temperature fluctuations are valuable indications for control. The Bureau of Mines conducted laboratory batch and pilot plant flotation tests to determine the technical feasibility of recovering commercial-grade mica from a California micaceous schist. Best results in the laboratory batch tests were obtained using sodium carbonate and sodium silicate for pH control and quartz depression, and a combination of fatty acid and cationic reagents as the mica collector. In continuous pilot plant flotation tests, an alkaline fatty acid-cationic method recovered about 70 percent of the mica in a concentrate analyzing 95.6 percent mica.

The paper deals with three case studies: (a) the handling of wet concentrates (5 to 8 per cent moisture) through feed bins; (b) the handling of the same product in rail cars; and (c) the handling of dry concentrates (less than 0.5 per cent moisture) through feed bins. In each case, the paper discusses the problems of rat-holing. In each of cases (a) and (c), there is a discussion on the consequent extreme variations of feed rates coming from the feeders, making automation of process control difficult to impossible. Currently available bin-flow theory and flow property tests are used as aids in redesigning the bins. The paper concludes with illustrations of the final results after the redesigned hoppers were installed and tested. There is also a discussion on the advantages of the new mass-flow bins on adjacent feeder performance.

THE Pacific Northwest's joint meeting of the Industrial Minerals and Metals Branch in Spokane, Wash., drew 260 members, 72 students, and 30 ladies. Theme of the meeting was to acquaint men in the industry with students and younger men. The special appeal to the students was coupled with an attempt to attract young technical men from the companies located in the northwestern area. The activities of the meeting were available without charge to students. Contributions were made by the industries in the area to assist student attendance. Following the special student and faculty trip to the Trentwood rolling mills and research laboratory on Friday afternoon everyone enjoyed a complimentary dinner. A. Y. Bethune of the Sullivan Mining Co., spoke to the group on the operations of Kellogg, Idaho electrolytic zinc plant. The Industrial Minerals Div. session was opened on Saturday morning by R. G. Vervaeke, Conference Chairman who introduced A. O. Bartell of the Raw Materials Survey, Portland, Ore. Mr. Bartell in turn introduced C. W. Sweetwood who discussed Open-Pit Phosphate Mining.

The distribution of lead between phases in the Ag-Sb-Te system was studied using microautoradio -graphy. Two compositions were investigated, both containing an intermediate phase Known as silver antimony telluride as the major phase, and one containing AgzTe and the other SbzTes as the minor phase. For both compositions, two thermal treatments were used: nonequilibrium solidification from the melt and long equilibration anneals of the as-solidified structure. For each composition, lead was segregated in the minor phase of the as-solidified structure, but was distributed in the matrix after anneal. The electrical resistivity and carrier type were insensitive to the distribution of lead in the two-phase structure. ThERE has been considerable interest in the Ag-Sb-Te system because of its thermoelectric properties. The major interest has been in compositions on the vertical section between AgzTe and SbzTes, particularly the 50 mole pct SbzTes composition AgSbTez (compositions are conveniently expressed as mole percent SbzTes along the AgzTe-SbzTes section). One of the major problems in the proper evaluation and utilization of this material is the inability to control the electrical properties through impurity additions: all alloys prepared to date have been p-type, even with the addition of large amounts of impurities. It has been shown Wit all the compositions previously studied contain an intermediate phase of the NaCl st'ructure as a major phase (denoted by b) and a second phase, either AgzTe or SbzTe3, as a minor phase.'-3 One explanation for the unusual electrical behavior of this material is that the impurity additions have a higher solubility in the second phase than in the matrix; the impurity would segregate to the second phase, leaving the bulk matrix essentially free of impurity.4 In order to investigate this mechanism with a specific impurity element, the distribution of lead between the two phases was determined using autoradiography. Lead 210 was chosen because of the suitability of its 0.029 mev 0 particle for autoradiography and also because of the interest in lead as an impurity in this system.5'6 EXPERIMENTAL PROCEDURE Two compositions were taken from the vertical section between AgzTe and SbzTes, 50 mole pet SbzTes (Viz. AgSbTez) and 75 mole pct SbzTes, in which AgzTe and SbzTes appear, respectively, as the minor phase. Lead containing radioactive lead (pb210) was added to the above compositions to provide a concentration of 0.1 wt pct Pb. The material was placed in a graphite crucible in a quartz tube which was then evacuated and sealed. The samples were melted and solidified by cooling at a rate of 8°C per min and then removed and prepared for microa~toradiography. After autoradiographic examination of these samples, they were again encapsulated and annealed in an isothermal bath at 300°C for a number of days and prepared for examination. An alternate method of preparation employed a zone-melting furnace; the molten zone traversed the sample at a rate of 1.2 cm per hr and the solid was maintained at a temperature of 500°C both before and after solidification. This treatment had the same effect as solidification at a slow rate followed by an anneal for several hours at 500°C. In order to obtain the best resolution, thin sections of the alloy were prepared by hand lapping to a thickness of approximately 20 p. Other samples were prepared for examination by lapping a flat surface on the bulk sample. The resolution, although somewhat better in the former procedure, was adequate in both instances and the majority of the samples were treated in the latter fashion. A piece of autoradiographic film (Kodak Experimental SP 764 Autoradiographic Permeable Base Safety Stripping Film) was stripped from its backing, care being taken to avoid fogging due to static-electrical discharge. A small amount of water was placed on the sample, the film applied emulsion side down on the surface of the sample, and the sample and the film dipped into water in order to assure smooth contact. After drying, the film was exposed for 2 to 5 days, the period of time selected to give the best resolution. The film was developed on the specimen and fixed and washed in place.
