Earle Faig Along with other transportation modes, the barge industry will be greatly affected by trends in domestic coal production. Traditionally, coal has been one of the major commodities moved by barge. Now, because of events in the international energy market, coal is finally getting the recognition it deserves as a major component of the country's energy program. Perhaps even more significantly, a series of events has caused other countries to turn to the United States as a source of coal. Although the outlook for coal demand is optimistic, it will be greatly influenced by the ability of the transportation sector to handle the additional traffic. Because of its long experience in moving large quantities of coal, the barging industry is in an excellent position to capitalize on coal's increased popularity. A brief description of the barging industry should facilitate the discussion of coal as it relates to that industry. Barge companies operate on a river system that is over 40 Mm (25,000 miles) long. It includes the East and West Coasts and the Mississippi River System comprised by the Allegheny, Monongahela, Kanawha, Ohio, Illinois, Missouri, Tennessee, Cumberland, Arkansas, Warrior-Tombigbee, and Mobile Rivers, and some smaller tributaries. The Gulf Intracoastal Waterway stretching along the Gulf Coast from Brownsville, TX, to Apalachicola, FL, also is considered part of the inland waterway system. Approximately 1,800 companies operate on the inland river system and have a combined fleet of about 4,400 towboats and 28,000 barges. The fleet of towboats represents 4.8 GW (6.4 million hp) of power. The towboats comprising this fleet vary in size from a small harbor boat to a large line haul boat with 7.5 MW (10,000 hp) of power. The choice of size and power of the boat depends on a number of factors, including the size of the river and operational constraints, such as lock size, river-current rate, and water level. The choice also depends on the tow size. A single tow on a river capable of locking through 15 barges at a time handles up to almost 20 kt (22,000 st), whereas a tow on the lower Mississippi, which has no locks, can accommodate up to 41 kt (45,000 st) of cargo. Because the quality of coal is not typically damaged by exposure to the elements, it is usually moved in open hopper barges, although covered barges are used occasionally. The most frequently used size is the jumbo barge that measures 59 m (195 ft) long by 11 m (35 ft) wide by 4 m (12 ft) deep and can handle up to 1.4 kt (1,500 st) of coal. Advantages of Barge Transportation Barging offers several inherent advantages in transportation of bulk commodities like coal. First, barges can carry large quantities of product. A single jumbo hopper barge can handle 1.4 kt (1,500 st) of cargo while it takes 15 91-t (100-st) capacity rail cars or 57 trucks hauling 24 t (26 st) each to move an equivalent amount of cargo. Thus, barges can move more tonnage with less equipment than competing forms of transportation. Second, barging offers the most fuel efficient means of transportation. Less energy is required to push a load over water than to pull a similar load over land. The amount of pollution attributable to barge traffic is minimal because barges consume less fuel. Third, barging is an inexpensive form of transportation. The inland waterway industry transports about 12% of the nation's freight for about 2% of the total freight bill. This can be attributed to competition between the large number of companies on the river system and competition with other transportation modes. Fourth, barging is an environmentally safe method of transportation. Inland river routes expose fewer urban areas to hazardous substances than rail or truck. And barge spills occur less frequently than rail or truck spills. The industry does pose some disadvantages. The waterway system is constrained by the natural river network, so barges cannot travel on the most direct straight-line route. This means that barging is usually an incomplete form of transportation requiring interface with truck or rail. The industry's market is limited to those geographical areas that are located on or near the rivers. In addition, it is a time-consuming transportation mode, making it impractical for many types of commodities.

1 apologize for attempting to talk in a field in which 1 am by no means a specialist, but some of the problems brought up have much in common with other minerals. It touches the field in which we are all interested and it is a field in which our Mineral Inquiry has been giving special attention during the last two years. While it is the primary business, of course, of this Institute to consider the physical facts and technology of minerals, we now face the necessity of considering the minerd industry in its broader economic, social, and political relationships. We have run into a traffic jam—as though a load of hay had been spilled on the road. It makes no difference whether we are drivers or passengers, technical or nontechnical men, we have to get the load off the road before we can go farther. We are conscious of very many difficulties which are outside of the ordinary range of cost accounting or methods of mining or the usual thing with which we concern ourselves. We have extensive readjustments to make in our social and economic and political contacts. It is up to us to find out what is the matter. As a matter of fact, we do not know what is the matter in any comprehensive way. We have many suggestions as to difficulties here and there. Many people are working on the problem, but when the mineral industry as a whole is asked what is a reasonable course of procedure, what is its program, what would be a reasonable state or national policy, I think you will agree with me that we have no spokesman able to outline even a semblance of such a general policy. We sit back and criticize when somebody else steps in, as Governor Murray stepped in, and as many others of our state governors and legislators are stepping in, to do things which we do not think are reasonable. When they say, "What is a reasonable program? " we find ourselves caught napping. We have not agreed on a program. The topic of the relationships between energy and particle size has had two very active periods -the first in the early thirties, when the relative merits of Rittinger's and Kick's proposals were vigorously debated; the second in the early fifties, when Bond's Third Theory was published. This second stage has produced several contributions that have provided a clearer picture of energy /size correlations in comminution. Derivations of a general relationship have been made from single-fracture experiments and from the rate of comminution, and both methods arrive at an equation of the type E = AK-11? The constant A in the equation may be regarded as a grindability parameter. The Carbonate King zinc mine is on the west slope of Kokoweef Peak, Ivanpah Mountains, San Bernardino County, Calif. It has produced more-than 10,000 tons of ore with a 39-percent?zinc content since mining operations began in 1940. The ore, consisting principally of calamine and smithsonite, occurs in replacements of the YellowPine limestone. Milling, has been done from the surface to a depth of 275 feet. Eight holes, aggregating 2,121, feet were drilled by the Bureau of Mines in an endeavor to establish extensions of the worked-out ore bodies and to develop new ones. Although indication of mineralization was found in several of the holes, no new ore bodies were developed.

"The influences of citric acid (CA) on the flotation behavior of cassiterite using styrene phosphonic acid (SPA) as the collector were studied via single mineral flotation tests, contact angle measurements, zeta potential determinations and solution chemistry calculations in this paper. The results of single mineral flotation tests revealed under the conditions that pH=4 and the dosage of SPA 100 mg/L, the recovery of cassiterite reached 76.78%. The addition of 20 mg/L AC decreased the recovery by 12.42% at pH=4. Contact angle measurements demonstrated the adsorption of CA prior to SPA made the cassiterite more hydrophilic. The results of zeta potential determinations and solution chemistry calculations indicated the chemisorption of C6H7O7- and C6H6O72- filled parts of the Sn site on cassiterite surface and prevented the SPA from getting adsorbed. The hydrophilic effect of AC was stronger than the hydrophobic effect of SPA and the flotation of cassiterite was crippled. INTRODUCTION Tin is an important metal which is widely used in medical instruments, marine engineering materials, electronic and electrical devices, welding, weapon manufacturing and organotin compounds industries (Angadi et al., 2015). Cassiterite is the only mineral from which the tin can be extracted, thus it is of great importance to efficiently exploit the cassiterite mineral. Flotation is an indispensable method for the recovery of cassiterite (Li et al., 2015). However, cassiterite is usually in association with many other gangue minerals which are of similar floatability, such as quartz, calcite, fluorite, iron oxide, wolframite, scheelite and tourmaline (Sreevinas, 1997). So some modifiers are necessary in the cassiterite flotation process. The amounts of the modifiers used in the flotation must be judicious and the overmuch modifiers may cripple the recovery of cassiterite (Parsonage et al., 1987). Nevertheless, the research about the effects of the modifiers on the flotation behavior of cassiterite has been rarely reported. Recent catastrophic failures of tailings storage facilities (TSFs) continue to highlight the need for a detailed understanding of failure modes and the defences that are in place within the design to mitigate the failure modes. However, in many cases the instrumentation devices and monitoring approaches selected during operation do not link back to the design defences and inappropriate or redundant instrumentation is often installed. Candidate instruments and monitoring approaches (critical controls) are presented and matched to critical failure modes, with clear linkages to the intent of each instrument/monitoring approach. Commentary on where complementary measurements with independent technology types are recommended to provide greater assurance of trends to the design engineer or TSF owner is also presented. In response to the recent TSF failures, an increasing focus is being placed on instrumentation and monitoring relating to slope instability and safeguarding against the potential for static liquefaction, using a critical state soil mechanics framework. To support selection of appropriate zoning within a stability model, three complementary devices are recommended – vibrating wire piezometers to provide an indication of pore pressure and allow the phreatic surface to be inferred, tensiometers to confirm the presence of unsaturated conditions (and hence low potential for undrained failure) and moisture content sensors to provide an indication of void ratio, and hence state parameter, in saturated zones. The combination of VWPs and tensiometers will provide complementary measurements in the saturated and unsaturated zones, and also provide information on the extent of any near-saturated zones, provided that sufficient instruments are installed.

The profitability of miscible flooding in a hypothetical target oilfield is examined. The major costs, including Windfall Prof it Tax, are identified and their re1ative importance are discussed. The sensitivity of profit to important physical and economic variables is evaluated and discussed, including variance in oil recovery, oil price, injectant requirements, injectant cost, and capital requirements. Economic sensitivities to important development and operating decisions such as timing, Spacing, Slug size, and gas recycling are also analyzed. The Windfall Profit Tax (WPT) as it applies to gas miscible EOR projects is reviewed. The effect of WPT on each of the various project cases is analyzed and the effect of reduced WPT on remaining production from existing operations is evaluated. Tax implications are compared for integrated vs. "independent" controlled projects and the alternative of expensing vs. capitalizing tertiary injectants is also evaluated. The impact of the Net Income Limitation in reducing WPT. during early and late project life is determined and discussed.

Delivering liquid steel to a steel processing unit at right temperature is an important criterion for high production steel shops, but it is surprising how little attention has been paid in the past to manage this vital phase in the steelmaking process-the steel in transit. The ladle running costs, both directly and indirectly, contribute significantly to the cost of steelmaking and should be an area of concern to any high production steel plant. Here we are talking not only of refractory costs or preheating fuel costs, but also cost of extra heating in ladle furnace, additional process delays incurred in delivering steel at right temperature to downstream unit in case proper care is not exercised at upstream unit, and occasional costs of ladle breakout due to inability to judge the residual life of the ladle. This paper emphasizes the need of a comprehensive ladle management system, an aspect which has not been properly addressed in the operations of a steel plant, in improving the productivity of a steel melt shop. Starting with review of present status and the attempts at implementation of ladle tracking in steel melt shop automation system, it looks at components of an exhaustive Ladle Management System (LMS), and finally gives an idea of benefits that will accrue from implementation of such a system in a steel melt shop.

The Bureau of Mines studied toxic products produced by burning eight fire-resistant mines conveyor belts, a brattice cloth, and an electrical cable insulation obtained from laboratory-scale burning experiments under various air-flow conditions. Generally, CO product concentrations for most materials were noticeably higher then the NO2 and HC1 levels that were measured; also, no phosgene was detected. However, several of the fire-resistant belt samples yielded HC1 concentrations that were above the reported lethal level for 1/2 to 1-hour exposures, although these data were limited to flow conditions where air dilution effects were small; the belt materials that showed this behavior included samples of polyvinyl chloride, styrene butadiene, styrene butadiene blends, and a British neoprene which yielded the greatest amount of toxic vapor. In addition, some results are presented on the phosphoric acid concentrations that may be produced from the decomposition of ammonium dihydrogen phosphate when dispersed on a burning coalbed.

Lemington coal mine is operating in an environmentally sensitive area in the Hunter Valley, NSW, Australia. Late in 1999 the southern pit was developed using a series of box cut blasts. After the initial development the area would have been free dug due to the soft, well-jointed nature of the deposit. However, it was decided to trial drill and blast to determine if shovel productivity could be improved to enable an overall mining cost reduction. The initial trial blast results were less than satisfactory with both environmental issues occurring and the desired shovel productivity not being achieved. An audit of the blasts indicated that wet ground and the presence of soft clay inter-bedded with harder rock caused the poor blast results. Also, water-affected explosive product combined with explosive energy loss into soft ground led to flat spots and tight digging in the hard band areas, resulting in the lower dig rates. Lemington Mine and Orica Explosives developed a plan to match the rock with the appropriate explosive type and energy. This resulted in a number of blasts over a six-month period using a new non fuming explosive product, æNovaliteÆ. The results have been excellent with the environmental issues being totally resolved and dig rates improved, enabling reductions in mining costs. This has allowed the mine to continue with their exemplary record of environmental management whilst achieving operational efficiencies.

Direct sulphuric acid leaching of nickeliferous limonites is the process of choice to recover nickel and cobalt from equatorially located lateritic ores. These ores are rich-in-iron (-45 wt%) existing in the form of goethite enriched with nickel. The merit of this process is due to its high nickel selectivity because of simultaneous iron separation and acid regeneration. Under acid leaching conditions (-250 to 270°C) iron follows an acid dissolution-hydrolytic precipitation path yielding a very low concentration level depending on temperature and acidity of the final leach liquor. The primary precipitation product of iron is hematite which also forms as a scale on reactor internals along with co-existing aluminum. In this paper, an overview of the behaviour of iron solid products under process conditions is made. The evolution of goethite to hematite transformation, as well as the role of iron in reactor scale production, are studied using SEM/EDX characterization techniques.

Home appliance recycling law was put into force in April 2001 in Japan. Specified kinds of home appliances, such as air conditioners, television sets, refrigerators and washing machines, should be recycled according to the law. Mitsubishi Materials Corporation (MMC) in cooperation with home appliance manufacturers is operating five home appliance recycling plants in Japan. MMC established complete treatment system of recyclable materials generating from home appliance recycling plants, which is formed by unique collaboration among home appliance recycling plants, copper smelter and refinery, and cement plants. Recyclable materials containing copper and precious metals are only handled and treated within the MMC group. By using this lock-in system, safe treatment and traceability of materials are guaranteed as 100% materials recycle.

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

"A commercially available Through-the-Earth (TTE) communications system was evaluated at an underground coal mine in eastern Kentucky. This field study was conducted as part of a larger multi-site evaluation of available TTE systems to determine their operational sensitivity. Field testing is being performed along with simulation techniques developed for geophysical surveys. The results of the field test will additionally be used to determine the applicability of these simulation techniques to TTE communications. The mine detailed in this paper was idled at the time of the study, which provided the nearest practical representation of a post-event mine shutdown. For this study, the three following communication modes were tested: surface-to-underground, underground-to-surface and surface-to-surface. Standard deployments of the TTE system using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations. Other arrangements of the units yielded intriguing results, some of which were predicted by computer simulations, others were unexpected. Future experimentation is planned to further evaluate the observed phenomena. INTRODUCTION The ability to establish effective communication between surface and underground personnel after a mine event is essential for both mine evacuation and mine rescue efforts. Current communication technology is reliant on physical infrastructure, such as antennas, cables, and repeaters, located throughout the mine. Such systems are easily disabled during a mine event because of their vulnerability to physical damage. A true emergency communications system would have the ability to function regardless of a mine’s physical state. Through-the-Earth (TTE) wireless communications technology has the potential to provide such a tool. Wireless TTE communications are exceptionally challenging because electromagnetic (EM), or radio, signals are subject to drastic attenuation as they travel through solid strata. In addition to attenuation, EM wave propagation is directly affected by the physical and petrographic characteristics, mineral compositions, metamorphic properties, and the degree of water infiltrations in the strata [1-5]. These strata characteristics are unique to each mine thus making the design of an effective, universally deployable, and reliable TTE communications system very difficult. At present, TTE technology is in the preliminary stages of practical deployment with only a few permissible TTE systems commercially available."

Aluminum alloys in particular, have certain limitations when subjected to welding process. This is mainly present because aluminum alloys have high thermal conductivity, high contraction in solidification and high hydrogen solubility. Taking this into account, the FSW process has great potential for this application, since it is autogenous, held without metal melting and without the use of slags or shielding gases. From this concept, the aim of this study is to evaluate the joining of thin sheets of aluminum alloy 3105 H26 with 0.7 mm of thickness. To performing of the tests, some parameters were analyzed, such as: tool penetration in the sheets, attack angle, the type of welding tool and penetration control mode (position or force). The results indicated that the force control mode is most suitable for thin sheets, and the transient state at the beginning of welding was the most critical part to control the welding quality.

Tectonic activity in northern New Mexico during late Oligocene and early Miocene time presaged events which led to the development of molybdenite deposits at Questa. East-northeast directed crustal extension produced north-northwest striking tensional fracture systems paralleling the early Rio Grande rift. A sequence of Oligocene andesite flows and breccias is overlain by a thick early Miocene rhyolite ash-flow tuff. Eruption of the tuff initiated collapse of the Questa cauldron: the south margin of which occurs as an east-northeast striking, north-dipping structurally weak zone. Continued east-northeast post-cauldron extension permitted the high level emplacement of granite stocks with coeval rotational deformation of fault blocks composed of cauldron fill and [ ] floor. The stocks occupy north-northwest fracture zones in the south margin of the cauldron, and porphyry dikes occupy east- northeast striking faults that define the south margin. These two fracture systems have played a dominant role in localizing the intrusive porphyries and associated mineral deposits at Questa. A molybdenite-bearing breccia matrix and related stockwork mineralization generally occur within volcanic rocks. Mineral deposits are spatially related to fault zones and the upper con- tact of their source intrusives. Deposits are localized in fault zones up to several thousand feet long and 100 to 500 feet in diameter. Magmatic-hydrothermal solutions from the source aplite porphyries have produced potash metasomatic alteration which is strongly centered on the mineral and ore zones. Alteration in ore is represented by orthoclase, quartz and secondary biotite. This pattern grades into secondary biotite and propylitic zones forming successively weaker alteration assemblages away from ore. Younger phyllic and argillic assemblages are particularly widespread only where strong north-northwest extensional fracture zones cross the south cauldron margin.

Commissioning a mineral processing plant has always been a challenging task. The process includes pre- operational verification, dry and wet commissioning, and a gradual ramp-up to full production, all of which must be executed within the shortest possible timeframe, requiring numerous highly interdependent tasks to be conducted concurrently. This phase is under scrutiny by shareholders, corporate management, and other stakeholders who are keen to see a return on investment as the operation starts yielding results. Despite extensive documentation in the literature highlighting its significance, the impact of the commissioning phase remains underestimated in contemporary mining projects. This paper provides an overview of the commissioning process and its associated challenges before focusing on a critical success factor: building a dedicated commissioning team with the required competencies and personality profiles. The roadmap to achieving an efficient plant start-up is outlined. Drawing on over 15 years of experience with more than 20 concentrator commissioning and start-ups, a general framework is presented to maximize success. This method emphasizes the crucial role of the operation and metallurgy team in supporting these projects. Finally, insights from Soutex’s involvement in multiple start-ups are shared, offering lessons learned that emphasize best practices and challenges encountered in expediting the ramp-up process while maintaining high Health, Safety, and Environment (HSE) standards.

Dynamic coal failure events remain a safety concern in underground coal mining due to their sudden nature and high fatality rate. Previous research utilized Principal Component Analysis on field samples revealing strong empirical correlations between positive failure history and low sulfur content (S) and high volatile matter (VM). Further studies indicated that bumping coals tend to be less mature and less well-cleated than non-failure coals. However, these in situ studies faced the challenge of distinguishing intrinsic coal properties from external geological and stress-related influences. This study augments previous findings through laboratory experimental testing of coal samples that included unconfined compressive strength, chemical composition analysis, and qualitative observations on cleating, combined with compositional data analysis and machine learning techniques, to isolate and understand coal’s inherent bursting capacity. These results further confirmed the relationship between coal chemistry and failure classification.
