"The complete and successful closure of a mine in the South African environment remains problematic. Closure remains an elusive mining phase due to unclear roles and responsibilities, inaccurate closure management data, and the inability of stakeholders to conceptualize and integrate closure information into business processes. Currently there are no proven methods available to address the complexities encountered during a closure application, and to date no mine has been granted full closure. Many mines are left abandoned and unrehabilitated, resulting in risk to investors, surrounding communities, and regulators. This investigation aimed to determine, categorize, and rank reasons for unsuccessful mine closures. Focus groups consisting of public and private stakeholders were identified and surveyed through a structured, rank-order questionnaire to determine the relative importance of reasons why achieving formal and final mine closure remains elusive. Various requirements and aspects were identified and listed according to four categories: namely, primary, secondary, process drivers, and information sources. These aspects should be considered in the development of an integrated mine closure model.Background and rationalePrior to 1956, mine closures were not subject to legislative requirements, being merely governed by insufficient environmental regulations under the Mines and Works Act 27 (MWA) (Swart, 2003). In 1981 the Chamber of Mines (COM) published a document titled ‘The rehabilitation of land disturbed by surface coal mining’, which constituted the first notable contribution to environmental protection. This guideline was later referenced in the Minerals Act of 1991, which for the first time laid definite environmental burdens on the Mining Right Holder (MRH). The Minerals Act of 1991 was superseded by the current Mineral and Petroleum Resources Development Act (MPRDA) and the Mineral and Petroleum Resources Development Act Regulations (MPRDAR), which specify a regulatory process for mine closure applications and financial provisions."

CONDITIONS at the properties of the Consolidated Coal Co. had reached a point where improvements were almost impractical. The mines, sunk years ago, had shafts and entries so small as to preclude the use of large mine cars. A radical change was necessary in the type of mining and also in the type of mine to accommodate such haulage units. After due consideration, the company decided to enter the field of trackless mining, utilizing belt conveyors and chain-flight conveyors, the belt conveyors to take the long haul, and the chain-flight conveyors to be used for gathering. It was decided not to sink a shaft, but to drive a slope on an inclination of 17 1/2°, which the company believes to be about the limit on which coal can be carried on a belt without rolling back unduly.

This paper summarizes the Bureau of Reclamation's experience in the use of boring machines to excavate six major tunnels on the Bureau's water resources development projects in the western United States. The summary of experience is presented as a compilation of brief case studies for each of the six tunnels. Each compilation presents data on the tunnel dimensions, geological characteristics of the excavated rock, the tunneling machine used, machine operation, muck handling, method of tunnel support, ventilation system, and related information. The listing of the six tunnels in Table 1 reflects a diversity of tunnel lengths and diameters. However, despite this diversity of dimensions as well as the variety of rock encountered during excavation, the six tunnels have one major characteristic in common: their excavation was significantly expedited by the use of boring machines. Beginning with the 10,079-foot-long Tunnel No. 1 on the Navajo Indian Irrigation Project in New Mexico - the Bureau's first tunnel to be excavated by a boring machine - the boring machines, or "moles," have demonstrated their effectiveness in rapid and economical tunnel excavation. Tunnel No. 1, virtually 2 miles long, was bored through in 9 months, an unprecedented achievement in Bureau engineering experience, as compared with tunnels previously excavated by conventional means. As THE years go by, names of distinguished metallurgists will be added to the list of Henry Marion Howe lecturers, and now and then an illustrious one, for to be chosen to deliver the Howe lecture will be, I do not hesitate to predict, a highly coveted honor. I pray, therefore, your indulgence, if I confess to a feeling of gratification in having been appointed the first of these lecturers. It does not follow, however, that I am losing all sense of proportion and that I have an exaggerated idea of the little I have been able to contribute to our knowledge of iron and steel. Indeed, I fully realize how small were my claims to so great a distinction. I realize, also, that those entrusted with the task of selecting a lecturer were actuated, in coming to a decision, by their knowledge of the long and intimate friendship that had existed between the leader we have lost and myself. For their generous impulse, I thank them from the bottom of my heart; and with becoming modesty, I take up my task as the first Henry Marion Howe lecturer. It would be pleasant and indeed most appropriate to devote this entire lecture to a eulogy of Henry Marion Howe and his work, but how short the time for so large an undertaking and how inadequate my qualifications! On Aug. 28, Sept. 4, 11, and 18, 1875, a series of articles appeared in the Engineering & Mining Journal entitled "What is Steel?" With one exception, these constitute the first professional paper of Henry Marion Howe. That was nearly fifty years ago, three years after graduating from Harvard University. He was then but twenty-seven years old and already his keenly inquisitive mind was actively at work. There is a touch of romance in this young metallurgist who, on entering his. scientific career, destined to be so brilliant and so fruitful, on the very threshold of it, seems to have selected as his motto "What is Steel?" Like a knight-errant of science, he started on his quest for an answer to that question, a quest which was to last forty-seven years and which death only brought to an end. And while thus engaged how many wonderful messages we received from him, each one bringing us nearer to the goal! How illuminating, inspiring and encouraging were those messages! "In the fall of 1919, the U.S. Bureau of Mines began an inquiry as to the possibility of utilizing airplanes in conjunction with its rescue work, for quickly transporting engineers and oxygen rescue-apparatus to mine disasters.It was realised that this proposed use of airplanes has serious limitations, and if it were feasible, that the Bureau would have to rely on the cooperation of the established aviation fields of the U. S. Air Service for furnishing airplane service. Therefore Van. H. Manning, Director of the Bureau of Mines, under date of October 28, 1919, wrote the Director of Air Service outlining the rescue and first aid organization of the Bureau, the location of headquarters of district engineers, the distribution of safety cars and stations, and other essential details, and asking whether the Air Service could cooperate with the Bureau in the event of serious mine disasters. Major-General Charles T. Menoher, Director of Air Service, responded that the Air Service would be glad to cooperate insofar as possible, and designated those Air Service stations nearest the district engineers' headquarters, which might be best able to assist.The Bureau of Mines has ten mine rescue cars and eight mine safety stations distributed throughout the mining regions of the United States. The cars are each equipped with sets of oxygen mine-rescue breathing-apparatus and first-aid supplies. The car personnel consists of a mining engineer, surgeon, foreman, first-aid miner, clerk and cook. A foreman miner is in charge of each station and at five of the eight stations are mine safety trucks. The work of the cars and stations is two-fold; (1) Assisting in rescue and recovery work at mine disasters, and (2) training miners in mine rescue and first-aid methods, and in investigations looking to prevention of mine accidents. The country is divided into nine safety districts, with nine district engineers in charge."

"Because rock salt and pot ash formations contain particles capable of elastic deformation, the material has usually been compared with various rheological models containing elastic elements. Extensive laboratory testing of salt and potash samples resulted in various theoretical conclusions based on conditions quite different from those in a deep mine. It is felt that sufficient data have now been collected from underground measurements and observations to demonstrate the inelastic behaviour of salt masses in a deep mine. The conditions in deep salt strata can be defined as near hydrostatic, because the acting pressures are very high compared to the negligible elastic limit of the salt. The pressure field and creep around the single opening is a function of its shape, size and age. The same factors, together with extraction, determine the behaviour of the mining a rea. The application of the correct analytical method in mine design can significantly improve the excavation techniques and predetermine the long-term behaviour of openings."

THE president of a large smelting and refining company once telegraphed me that they had acquired extensive mining interests in northern Peru and requested me to inspect their properties as it would be necessary to install a system of aerial tramways between their mines and treatment plant. The concentrator was about 50 mi. from the coast, reached by a fairly good motor road. From the concentrator an aerial tramway would he required, about 6 mi. long, to their first property, a gold and silver mine. The lower terminal of the tramway was at an elevation of 4000 ft. and the mine at an elevation of 9500 ft.

"In coal and mineral processing, several numeric parameters are used to quantify the separation performance of unit operations. For density-based separations, the partition curve is used as the starting point for many stages of diagnostic analyses. The curve is often quantified by its midpoint slope sharpness, and this single value is subsequently used for technical evaluation, benchmarking, and comparison. While this analytical approach does depict misplacement by relative density class, it inherently prioritizes middling separation and does not consider process economics or the micro-price value of individual classes. Alternatively, the organic efficiency parameter does consider process economics; however, it does not reveal information on the root cause of lost revenue or misplacement. In this paper, a new analytical approach is introduced which reconciles the technical misplacement data derived from the partition curve with the economic data derived from micro-pricing. The result is a new analytical procedure which reflects a better use of performance data. INTRODUCTION Partition curves are commonly used in the characterization, evaluation, and simulation of various physical separators. In mineral processing, partition curve analysis is routinely applied to hydrocyclones, screens, and density separators. Graphically, the partition curve depicts the recovery of particles as a function of a physical property on which the separation is based (e.g. particle density, size, magnetic susceptibility, etc.). Given the probabilistic nature of many real separators, the partition curve often exhibits a characteristic “S” shape (Fig. 1), similar to a cumulative normal distribution. Other geometric features of the curve are also depicted in Fig. 1, including the high and low closeout (or bypass) values, the midpoint slope, and the separation cut point (property value with 50% recovery). Partition curve analysis was originally proposed to evaluate coal washability (Tromp, 1937). Given the limited computational resources at the time, the analytical methods relied heavily on graphical construction and interpretation of the curve. Owing to the simplicity of the calculation and interpretation, many of these graphical approaches are still widely used for performance analysis today. The most common calculations are based on the slope of the partition curve at the midpoint. Increased slopes correspond to enhanced separation performance, since a perfect separation exhibits a stepwise transition from 0 to 1 at the desired cut point (i.e. an infinitely large slope). One common formulation of this slope, the Ecart Probable (Ep), is derived by evaluating the slope between the 25% and 75% recovery points:"

Shotcrete is a practical and economical support system in many Canadian underground mines. Although shotcrete technology has gained acceptance in the mining industry, there are some problems that have emerged with respect to quality assessment and thickness measurement of the liner. This paper presents recent tests performed with a miniature seismic reflection device developed primarily for thickness measurement of this heterogeneous liner. Work was performed on site in an underground mine in Ontario, Canada. This paper also presents the results from laboratory tests performed on fibre reinforced and non-reinforced shotcrete panels that were used to assess the P-wave velocity in both materials. The results of these tests were used in a second on site investigation. The NDT thickness measurements showed good agreement with direct thickness measurement such as coring.

The mining and metallurgy industry is known to be of cyclical nature associated with price volatility. As such, some years are quite lucrative and other years require mining companies to tighten their belts. The field is a mix of junior, mid-tier, and major mining companies. One thing that is common to all of them is the time required and the cost to develop a flowsheet in accordance with best practices. Although a long list of factors can impact flowsheet development, this paper will include the impacts of: experienced metallurgical engineers and laboratories, representative samples for high quality and valuable testwork results, and following engineering development stages. The paper also provides typical time frames to complete selected engineering flowsheet development steps.

A fluid mining process has been developed by the writer whereby phosphate deposits are leached in place through the injection of a weak and recoverable acid solution much in the same manner as in the recovery of oil by water-flooding. The phosphate mineralization is dissolved In place, selectively treated in a surface plant and a high grade diacalcium phosphate substatially free of fluorine (hence of feed grade quality) is recovered. Because of its finely divided and powdery state, the plant product is highly desirable as stock material for the manufacture of triple-superphosphate and of high grade phosphatic chemicals. Details of well completion, fluid injection, areal sweep and solution efficiency, plant design and economics are presented The rate of return on investment is particularly attractive under conditions of shallow occurrence of the phosphate mineralization such as in the Bone Valley formation of Florida. The process may also be applied economically to the Phosphoria formation of wide- spread occurrence in the Northwest United States through the application of selective formation fracturing (or Hydrofrac) previous to fluid mining operations.

In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

WHEN the copper smelters were built, in Montana, all of the refractory products which were used in their construction were shipped in from Eastern factories. It was apparent that if a material suitable for the manufacture of these products could be found within the State, a saving of freight could be effected and a new industry built up. Prospecting for such materials was started and experiments were made with samples from numerous deposits. Considerable effort and funds were expended in an attempt to manufacture silica brick from Dillon quartz, a light colored sandstone that is found near Dillon, Mont., on the Oregon Shortline railroad. As a brick material the Dillon quartz was a failure, but it has proved very satisfactory as a silica cement. It is now being used in laying silica brick and for reverberatory furnace bottoms. A bed of quartzite that is particularly suited to the manufacture of high-grade silica brick -was finally discovered at Browns Spur, 6 miles west of Anaconda. The material from this deposit is now being used in the manufacture of the Anaconda silica brick, which have gained a wide reputation for heat-resisting and lasting qualities. The analysis of all average sample of this quartz is: SiO2,, 96.7; Fe203, 0.3; Al203, 2.5; CaO, 0.3 per cent. The very low percentage of fluxing ingredients makes this a most refractory material. All of the Anaconda silica brick are hand molded. Various types of brick machines have been tried, but the hand-mold process proved the best suited to the manufacture of silica brick from this material. The silica is first put through a jaw crusher and is then clumped into wet pans, where 4 per cent. of lime paste is added, to produce a bond. Without the lime the. material would not be plastic enough to mold. After a few minutes' grinding in the wet pans the material is conveyed to the molder, who forces it into the molds by hand. The brick are then dumped on pallets and placed in the drier, where they are left until dry enough to be set in the kilns. Some of the brick are re-pressed before being dried. They are burned about five days, in round down-draft kilns. It is not necessary to have as much heat in the kilns as the brick will be subjected

"Since 2008, the U.S. Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (MSHA, 2008). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force (2006) recommended an apparent temperature limit of 35 °C (95 °F) for RAs. In Title 30 Code of Federal Regulations Part 7.504, or 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 35 °C (95 °F) inside an occupied RA (MSHA, 2016). The apparent temperature is calculated using both air temperature and relative humidity (Steadman, 1979).Calculations can be used to deter-mine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, the mine temperature could be assumed to re-main constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. Re-search conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) shows that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (Yantek, 2014). Thus, calculations performed with the assumption that the mine temperature is constant would underpredict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, there has been no research to confirm that the mine air temperature is the appropriate basis."

The Cadia mine is shifting from the open pit operation to the Cadia East underground block cave. The resulting increase in milled tonnes and the decrease in fines production through shifting to block caving require an increase of over 25% in installed power. This expansion is being accomplished via the installation of up-front crushing and HPGR milling of the ore, with the SAG mill receiving a secondary crushed feed. This design, criteria and rationale for selection is presented. Over the coming years, the mine will further expand capacity. The target is to accomplish this with minimal addition of installed power or use of fresh water. This presents a challenge that epitomizes the future constraints on our resource dependent and intensive industry. The approach and proposed options to this longer-term expansion are also presented.

In a flotation process of copper ore three factors were measured: copper grade in concentrate (β), copper grade in tailings (J) and recovery of copper in concentrate (e). The experiment was conducted by means of the Jameson cell. The factors influencing the quality of the process were particle size (d), time of separation (t), type of the collector (k) and dosage of the collector (s). The considered vector function was then [β(d, t, k, s), J(d, t, k, s), e(d, t, k, s)]. Optimisation achieved was based on determining the values of the adjustable factors (d, t, k, s). The goal was to obtain the highest possible values of functions β and e (maximum) and the lowest possible values of function J (minimum). To this purpose the taxonomic methods were applied. The objective of ergonomics is to enhance the effectiveness and efficiency with which human tasks are carried out. Furthermore, the objective is to improve desirable human values. This can be achieved by enhancing safety, reducing fatigue and stress, increasing comfort, increasing job satisfaction, having greater user acceptance and thereby improving the quality of life. Mechanization has influenced the prevalence of injury, mainly due to the application of human physical effort as the power source. With mechanization, the operator?s function is now essentially one of control rather than being an energy source, however, the risk of injury has not diminished. Mechanization in itself has introduced inefficiencies, health risks and physiological stress. The major objectives of ergonomics are discussed through examples of acceptable and less successful implementation of ergonomics within mechanized mining. The influence of the machine system on the human is addressed and practical solutions to improve and optimize the interaction of the human and the machine are outlined. Furthermore, practical examples of control and display integration, anthropometric and biomechanic influences on design, orientation, posture and stereotypes are used to accentuate the advantages of the application of sound ergonomics principles to the specialized area of mechanized mining.

The green production of the steelmaking process has urgent requirements for fluorine-free fluxes. In this article, a new solid waste-based slagging flux was applied in the external dephosphorisation test of low silicon hot metal to replace the traditional fluorite-lime dephosphorisation slag. The results showed that under laboratory conditions, the new flux was utilised for smelting low-silicon molten iron with a phosphorus content of 0.10~0.13 wt per cent, the temperature of the molten iron was 1350°C and the slag amount was controlled at 2 per cent. Within ten minutes of smelting, the dephosphorisation rate of the molten iron reached more than 50 per cent. When making slag with new flux, the slag melting time was about 40 seconds and the P2O5 content in the final slag was higher than 8 wt per cent. In the industrial test of a 150 t molten iron ladle, under the same molten iron conditions, an out-of-furnace dephosphorisation test was conducted in the Kambara Reactor (KR) process. The flux material consumption per ton of steel was 8~10 kg. Within 15 minutes of smelting, the dephosphorisation rate of the molten iron was about 30 per cent. During flux slag making, the slag melting time was about three minutes and the P2O5 content in the final slag was higher than 6 wt per cent. This new solid waste-based flux has significant cost advantages and outof- furnace dephosphorisation effects and is expected to become the benchmark for a new generation of fluorine-free steelmaking fluxes.

The Cadia mine has shifted from an open pit operation to the Cadia East underground panel cave. The resulting increase in milled tonnes, more competent ore and the decrease in fines production through shifting to panel caving were predicted to require an increase of over 25 per cent in installed power. This expansion was accomplished via the installation of secondary and high pressure grinding rolls (HPGR) crushing of the ore, with the semi-autogenous grinding (SAG) mill receiving a combination of primary, secondary and HPGR crushed feed. This design, criteria and rationale for selection was presented at the SAG Conference 2011.
