Resources and reserves are critical inputs into the determination of an operating mineÆs financial results and balance sheets, but how well understood is this fact. Do the investors, directors, accountants and geologists/engineers responsible for preparing or relying on relevant aspects of the end results properly understand the inputs and outputs and the associated risks that may be established. The first step is to understand how financial reports are impacted. The most obvious, and best known, impact is in the calculation of depreciation and amortisation charges against long term assets. In addition, however, there is a requirement to regularly determine whether asset book values are impaired û this is nearly always performed globally by the preparation of a discounted cashflow model for a mine which is usually based on a mine life as determined from the resource and reserve statement û the particular driver here is normally the short and long term production plans. A key aspect of the short term production plan is that it would normally not assume that the reserve and resource statement implies consistent grade, stripping ratios, etc. However, outside of the early years of a plan, more generic assumptions of these variables are often made in conjunction with the reserve and resource statement. Depending on the timeframe of the detailed production plans, this can have a large impact on a projectÆs net present value. Other financial balances that may also be impacted include restoration and rehabilitation provisions, retrenchment provisions and deferred or equalisation stripping accounts. The age old question of whether all reserves should be used or whether some or all of the resources should be included for financial reporting purposes has never been adequately resolved. It is our view that there should be no prescriptive answer to this question but judgement of all professionals involved in the process needs to be included. Furthermore, the company needs to be able to support their conclusions with well thought out and appropriate answers. This may not be in line with the approach that certain accounting standard setters may be proposing or taking, and this paper will outline the current status of global requirement and the likely future directions. Whether reserves or resources are utilised, does not change the key requirement that those preparing or using reserve and resource statements need to understand key aspects. For example: geologists/engineers do they know how reserves or resources will be used? have they imparted information on variability of key drivers such as grade or depth or dilution? do they know that major financial/business altering decisions may be made based on the analysis? accountants do they understand where the numbers have been derived from and the assumptions that may have been made in their determination? do they understand the degree of accuracy (or inaccuracy) that may exist particularly with resources)? do they understand the history of resource reconciliations and what it may mean for the future? directors do they understand the processes undertaken by the company to prepare the financial report and the interaction between the geologists/engineers and accountants? do they understand the potential sensitivity of results to the input variables? Financial reporting is extremely reliant on the use of the reserves and resources, however, the geologists/engineers, accountants and directors do not always understand the interactions between themselves which may lead to misleading public reporting. More education and communication between various parties is needed.

Air Pollution Control (APC) ashes from Municipal Solid Waste Incineration (MSWI) plants need to be treated prior to landfilling due mainly to their heavy metals content. This research evaluates the capacity of the APC residues to sequester carbon dioxide, while the ash becomes stabilized for storage. It has the benefit of using two wastes, with no addition of any raw material. APC samples from different MSWI plants were treated by gas/solid accelerated carbonation at different temperatures and carbon dioxide concentrations to evaluate the residue behaviour to the process. The extent of carbonation was evaluated by means of weight gain upon carbonation and by the measurement of the final carbonate content. The APC residues were analyzed before and after the treatment in order to know their composition and their leaching behaviour according to the criteria for the acceptance of wastes at landfills established by the European Council Decision 2003/33/EC.

The Society for Mining Metallurgy and Exploration (SME) has a long and proud history of being the world?s leading resource for the dissemination for technical information regarding the fields of mining and mineral extraction and processing. That reputation was met, and maybe even exceeded, with the programming for the Society?s 2014 Annual Meeting in Salt Lake City, UT Feb. 23-26. The meeting drew more than 6,700 attendees to the three-day conference that featured more than 90 technical sessions with 670 presentations. These sessions covered the breadth of the mining and minerals industry, but it was the so-called ?softer issues? that were discussed in the keynote session that kicked off the meeting. The keynote session, ?Community Engagement: Building Partnerships for Mining,? brought together some of the leading voices from the mining industry, as well as some of the top voices from nongovernmental organizations (NGOs) that work in the mining sector. The common ground between the panelists was their dedication to working to ensure a social, economic and environmental balance in the development of mines. ?We wanted to bring these NGOs in to begin a dialogue to see how we can work together,? said SME President Jessica Kogel. ?This is a space that SME has not typically operated in, but one in which SME can bring a technical, scientific voice to the discussion. SME wants to play a leadership role in creating partnerships between the technical, social and economic areas that are crucial to the success of any mining project.? In today?s environment, finding mineral deposits and extracting the minerals in an economically viable manner is just one piece of an increasingly complex puzzle. Earning and maintaining a social license to operate requires careful consideration of local and global impacts. The industry often comes under intense scrutiny when a new project is proposed and, therefore, it must strive to meet the highest ethical and environmental standards. Success requires cooperation and collaboration between the industry, community and NGOs.

GREAT advances in the preparation of ores for reduction to ferro-alloys have been made, although standard methods of reduction have been continued at most plants. Efficiencies, yields per furnace, and energy requirements per ton are generally better than previously attained. The advantages of sizing and conditioning of ore, fluxing stone, and coke have been realized. Conditioning varies from drying the furnace burden to chemical rearrangements to facilitate reduction reactions and sometimes to furnish some of the energy required for the reaction before the burden reaches the furnace. During the war period it is impossible to discuss in detail many of the advances made. They are subjects for postwar papers. However, the new procedures mentioned in the following paragraphs are indicative of the work already done and in progress.

"Smelting of copper concentrates in the flash smelter generates a flue dust stream that contains a substantial amount of copper and accumulates more than half of the arsenic input to the smelter. In view of its high copper content flue dust recirculation to the flash smelter is common practice. Globally traded copper concentrates are affected by ever increasing arsenic contents and cause an increasing circulating arsenic load in flash smelter operation. Control of the arsenic level in the smelter slag becomes a challenge. This interaction of arsenic loaded copper feedstock, need for flue dust recirculation and slag quality control call for possibilities to reduce the arsenic load of the recirculated flue dust stream.The technology of partial roasting is known from pre-treatment of copper concentrates before smelting, and gold concentrates before cyanide leaching, to remove the harmful element arsenic. The partial roasting technology can be adapted for use in the purification of the flue dust. A major challenge for flue dust treatment is its extremely fine particle size compared to usual concentrates. For this reason Outotec developed a new process, which allows handling of such fine flue dust. This process solution provides an efficient possibility to reduce the arsenic burden in copper smelter operations.The suggested process aims at reducing the arsenic load to the smelter by treating the flue dust prior to recirculation to the smelter. The presented results are based on test work in the Outotec R&D-centre in Frankfurt. It is possible to remove 80-85% of the contained arsenic and to collect it in an arsenic trioxide residue with a concentration above 90%. The final off gas contains SO2 from decomposition of sulphates that are contained in the flue dust. The off gas stream is relatively small. We assume that it is possible to combine the off gas stream with other smelter process gas streams and to treat it in an existing sulphuric acid plant. Coal is used as fuel and as reductant to reduce pentavalent arsenate to trivalent arsenite. Arsenite can be kept in gas form at temperatures above 450°C. This permits separation of a calcine stream with arsenic levels of 0.2 – 0.3%, which is recirculated to the furnace.Outotec has a wide range of roasting testing facilities from lab-scale to pilot-scale. Outotec has both capability to modify and adapt technology to specific ore or concentrate requirements, but also the necessary infrastructure in its research centers in Frankfurt and Pori to do appropriate validation tests in lab and pilot scale size plants."

Geostatistical simulations are the best practice for uncertainty quantification in non-linear systems. Simulations are currently undertaken on an ad hoc basis in the mining industry due to high requirements in computing environments and advanced geostatistics. In contrast to the estimation process, multivariate simulations can be performed using different methods, tools, and computational environments, similar to data science. For large companies with multiple commodities it is important to have a standard framework to test, build, and run workflows using different methods, applications and computational environments. This work presents an auditable, modular and scalable framework to create geostatistical simulation workflows where the workflow is abstracted from the implementation. Key aspects: automation – workflows should be able to run automatically given updated data (if hands on modelling is not required); auditability – workflows should document key considerations and parameters; modularisation – workflows should permit swapping out components, for example substituting domaining in Leapfrog software with automated domaining using machine learning scripts; scalability – easy, repeatable, portable deployments on diverse infrastructure (for example, experimenting on a laptop, then moving to an on premise cluster or to the Cloud); reproducibility – parameters should be archived to permit re-running and reproduction of workflows in future years; and sensitivity analysis – any component of a workflow should be able to run with multiple scenarios of parameters and data to enable global uncertainty quantification and sensitivity analysis. The presented framework can be used to create different workflows for geostatistical simulations in multiple assets to quantify uncertainty in the value chain for resource categorisation, reserves uncertainty, value of information and robust mine planning amongst others.

"Fracture mechanics plays an important role in studies of geologic materials such as rock and coal. Yet fracture data are scarce for rock and most limited or unreliable for coal. A testing system was developed which can apply mixed mode loads to a crack tip in many rocks and geologic materials. It is possible to subject the test specimen to pure mode I, various mixed modes and a nearly pure mode II fracture load. The system is currently used to study the mechanics of fine fragment formation in various coals. Experimental measurements include KI and KII' fracture velocity and acoustic emission.INTRODUCTIONA major research program at The Pennsylvania State University is directed to understanding the fundamental mechanics of fine fragment formation in various coals. The program represents an effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners. The principal source of the respirable coal fragments is the cutting operation which forms and liberates the particles by a fracture process. Present understanding of the mechanics of the events which form and liberate these particles is meager (Cook, 1982).Current knowledge of the fundamental mechanisms of coal dust generation and entrainment in terms of the underlying fracture mechanics is critically needed to improve and possibly control the processes involved. Whether the cutting operation is done with a 'continuous miner' cutting machine, a plow or a longwall shearer, it is fundamentally a problem of mixed-mode crack propagation. When a cutting tool interacts with coal, it causes numerous cracks to propagate through the intact material. Numerous larger fragments are broken free, but another quantity of undesirable fine fragments is also created. The formation of these respirable fragments may be a direct result of the crack propagation process; hence, a thorough understanding of the fracture mechanics of coal is required to minimize production of the unwanted fine fragments.In most rock engineering applications, the rock material properties are of secondary importance to the rock mass properties; however, for rock fragmentation and rock cutting problems, it is rock material properties such as fracture toughness which are of prime interest (Bieniawski, 1980). Several rock cutting and rock failure theories have been proposed, but it is only very recently that fracture mechanics concepts have been successfully applied to the study of rock cutting mechanics. All cutting models seek to predict the cutting forces and the cutter geometry necessary to cause rock breakage and chip formation given some fundamental mechanical properties ~f the rock. Such models have wide applications in drilling, tunnel boring and mining problems. Nelson et al., (1985, 1986) has provided a very useful correlation between the laboratory measured fracture mechanics properties of rock and the performance of the disk cutters on tunnel boring machines."

THE major operating costs in a cement plant are labor, power, and fuel. The opportunities and methods of savings in labor and power parallel other industries. Because our industry's use of fuel is large and its method of use is unique, the devices adapted for saving fuel are of interest. In normal practice the raw material in the form of a dry powder or a mud is fed to a rotating inclined cylinder where it is dried, calcined, and clinkered. In a Lepol kiln the raw material is rolled up into little balls with water in the nodulizer, fed to a traveling grate on which it is dried and partially calcined and tben to a short kiln where the process is finished. The more usual methods of saving heat have been the use of long kilns with chains in wet process plants and the use of waste heat boilers in dry plants (fig. 1). At the Santa Cruz plant we have used a Lepol system kiln and achieved a fuel 'economy of 4.7 gal per bbl of clinker or about 704,-000 Btu per bbl. This can be compared with our old kilns using the same fuel and raw material which consume 7.8 gal per bbl or 1,130,000 Btu per bbl. These are gross Btu and not the net figures usually used in reports of foreign companies. Our average consumption for 1948 was 708,000 Btu per bbl of Lepol clinker, based on cement sold, and oil purchased. The overall fuel consumption for 1948 was 6.61 gal per bbl. The Lepol system consists of a nodulizer, a grate, and a kiln. There is the usual accessory equipment which is similar to that used in other cement plants. The following description covers the equipment in operation at our plant. The nodulizer is a cylinder 8 ft 10 in. in diam by 18 ft long set on a slope of 1/2 in. per ft, and rotated at about 10 rpm. It is driven by a 50 hp wound rotor motor drawing about 9 kw. The inside of the shell is cleaned by a continuously operating scraper which draws 0.1 kw. The dry raw material is fed to the nodulizer where, being sprayed with water, it rolls into small spheres about 90 pct being between 1/2 and 1 in. in diam and containing about 15 pct water. The rapid depletion of known high-grade ore deposits of the Tri-State district and the recognized need for development of additional reserves, together with increased interest in open-pit mining of low-grade zinc-lead ores led to Bureau of Mines examination of several abandoned mining areas for possible deposits adapted to strip mining. Examination of the North Empire tract in Cherokee County, suggested that mineralized zones contiguous to previously mined 2e deposits presented probabilities of meeting the requirements for an open-pit mine - hence the tract was selected for further investigation by churn drilling. The zinc-lead deposit on the property is in a sink-hole structure that has been subjected to intense deformation and silicification. Numerous shafts, mine dumps, and surface caves are evidences of exploitation of an extensive area. The reported active mining period was 1895 to 1905. No production records are available, but it is generally stated locally that the value of the mill products exceeded $2,000,000 which represents considerable production, considering the low metal prices of that epoch.

EDITORIAL comments on the anthracite report of the Federal Fact-finding Coal Commission, which became public on July 5, together with an analysis of its more important conclusions, will be found on another page of this issue. In this place, only a few extracts from the report, bearing more directly on technical matters, can be quoted, for lack of space. COST OF MINING Mining cost, as it stands on the books of each mining company, represents the average cost of the total output, all sizes, of anthracite. Egg coal has at least five times the market value of barley, but these' sizes are mined together and their costs can not be separated. Mine costs directly reflect the conditions under which these deposits of coal are recovered. Even within the few counties in which anthracite is found there is a conspicuous range of natural conditions. The distinc-tion between the Northern, Middle, and Southern field, or, as they are also termed, the Wyoming, Lehigh, and Schuykill regions, is primarily geologic and topo-graphic, but the effects of the natural conditions largely control costs. The contrast is great between Some of the level-lying beds of moderate but fairly constant thickness under the broad Wyoming Valley, where mining and underground haulage present relatively simple problems to the engineer, and the steeply pitching or overturned and faulted beds of variable thickness in the Schuykill field, where crushed coal' and treacherous roof multiply the difficulties of mining; and increase the unavoidable waste. Even more direct is the connection between geologic processes and the, differences in the character of the coal as mined, the varying proportions of large and small sizes demanding differences in preparation and resulting in different average prices realized for the product of the mines.

This paper constitutes the third progress report on a national survey of the use of detachable bits in metal mines. It presents comparative costs of drilling with conventional and detachable bits and describes the operating practice in rock drilling and the reconditioning of drill steel and bits at 10 mines not discussed in previous reports.3/ ACKNOWLEDGMENTS This report has been prepared with the assistance and cooperation of the officials and staff members at the mines visited. The primary merit criteria used by the mining industry is internal rate of return (IRR) rather than net present value (NPV) although NPV is favored by academicians. This paper discusses the problems with IRR and NPV and compares the multi-goal nature of decision makers and their need for information with the characteristics of NPV and IRR. Conclusions are that both NPV and IRR are needed for investment ranking, that NPV suffers the same multiple root problem as does IR.R, and the determination of incremental IRR to reach NPV consistent project ranking is misguided in practice.

"Determining the deportment of economic and environmentally significant elements in sulfidic mine materials (eg ore, gangue and waste) requires the use of advanced microanalytical techniques, including electron microprobe analysis (EMPA) and laser ablation inductively coupled plasma mass spectrometry (LA-ICPMS). Sulfidic boulders were sampled from an acid rock drainage impacted ephemeral stream adjacent to historical copper-silver workings at Baal Gammon, northern Queensland. The abundance and deportment of a range of trace elements and precious metals were analysed in these samples. Whilst many of these elements represent a potential environmental risk if leached from sulfidic rocks into streams in the surficial environment, significantly some of these elements (eg In, Sb and Co) represent specialised metals that are currently considered to be in critical supply.Sulfidic waste rock material at Baal Gammon is dominated by chalcopyrite, arsenopyrite, pyrrhotite and pyrite. Microanalytical investigations revealed that chalcopyrite contains significant quantities of In, Sn, Ag and Zn either substituted directly into the crystal lattice or occurring as discrete sphalerite and stannite inclusions. Arsenopyrite, which may comprise more than 50 per cent of some boulders, is notably enriched in Sb, Co and Ni but also contains inclusions of sphalerite, chalcopyrite and stannite. In contrast, pyrrhotite contains no trace elements of economic significance, but instead represents a likely contributor to acid generation during oxidation in the surficial environment. Trace metals (eg In, Sb, Co, Ni, Zn) are liberated during sulfide oxidation of these boulders in the surficial environment, generating a metal-rich, low-pH leachate.Fe-oxides precipitated as rinds on the surface of these boulders under low pH conditions also contain abundant As, Bi, Sn, Cu and Zn. Abandoned or historical mines represent potential sources of metalliferous drainage that poses potential environmental risks to water and habitats. However, sulfide-rich historical waste rock, stockpiles and processed waste (eg tailings) at abandoned mines may also represent significant sources of critical (eg indium) or other significant metals (eg Sn) that if liberated economically could improve environmental conditions in and around abandoned and historical mines.CITATION:Fox, N, Parbhakar-Fox, A and Lottermoser, B G, 2016. [The Mining and Metallurgical Divisions of the Bureau of Mines, Region V, conducted an investigation in 1950-51 of the iron sulfide deposits in Aitkin and Carlton Counties, Minn. Twelve diamond-core-drill holes, aggregating 2,347 feet, were drilled in secs. 14 and 15, T. 46 N., R. 25 W., Aitkin County, to increase reserves of iron sulfides known to exist 2 miles southwest in secs. 28 and 29, T. 46 N., R. 25 W. Three diamond-core-drill hobs, totaling 561 feet, were drilled in Canton County, sec. 7, T. 46 N., R. 2 0 W., to check reports of the presence of a large sulfide deposit in that area. Mineral-dressing tests were made on cores from 10 holes drilled in Aitkin County. These included core from hole 21 drilled in sec. 28 and submitted by the Glen Development Co.]

The problem of heat treating high-speed steel becomes more and more important as the design of cutters becomes more and more complicated in increasing the efficiency of mechanical operations. Hundreds of dollars' are spent in the design and manufacture-of milling cutters of special form ,for rapid production of duplicate or interchangeable parts, and then, as the heat treatment is faulty on the one hand, or scientifically executed on the other, the tool fails after a few operations, or its efficiency is greatly increased. The practical operation of giving these complicated tools the right temperature necessary to bring out the best cutting qualities, and at the same time bring the tool out "clean," is a difficult: one and calls for no small amount of skill. In order to be on the safe side, the average tool hardener uses a temperature much too low to give the best results with the high-speed steel he uses. In the case of cutters which are finished to a given diameter before hardening, it is impossible to grind the tool after hardening, so that it is essential that the surface be-protected from oxidizing or de-carbonizing. It is the aim of this paper to describe some experiments on hardening high-speed steel, in which metallographic means were used to determine the correct hardening temperatures. The accompanying table and plates show the results of hardening experiments on five different high-speed steels. The principal equipment in the catalyst plants at Ludwigshafen-Oppau was inspected and is presented in the form of flow sheets for the manufacture of four of the principal catalysts. The equipment is in many cases of special design rather than stock items that was built by the company and modified in the coarse of the growth of the high-pressure synthesis of hydrocarbons in Germany. It is believed that if the manufacture of catalysts were to be undertaken elsewhere, the selection of equipment for the operations involved could be made successfully from the guidance furnished by this rather general report. Five additional catalysts are described, also. II. CATALYST 5058 FROM FRESH TUNGSTIC ACID In a supply tank of about 2,000 liters capacity, 500 kg. of tungstic acid (W03.H2O) that contains about 92-93 percent of W03 is dissolved at 60-70° C. in 1,500 liters of mother liquor. The solution is-effected by stirring for about 1-1/2 hours. The mother liquor is obtained from a previous, lot of catalyst and is first adjusted to a concentration of 13 percent 1H3 by passing in gaseous ammonia. The solution is allowed to stand without stirring for 1 hour, then is pumped into the saturating vessel through a cloth filter (three-quarters hr. to one hr.). The saturator is purged with H2S and thereafter the solution, which has been cooled to about 75° C., is heated in an atmosphere of hydrogen sulfide with stirring to about 70° C. This charge is slowly cooled to 50°, and then more rapidly to about 20° C. (time of cooling 6-7 hours).

"Phytostabilisation with tolerant plant species has been advocated as a cost-effective solution for sustainable cover of tailings from metal mines and bauxite refinery. The development of sustainable plant ecosystems on such wastes requires not only tolerant plant species compatible with local climatic conditions, but also the formation of stable and functional root zones through systematic processes to develop functional soil matrix and horizons (eg A-B-C). However, the process requirements for reconstructing functional root zones in tailings are poorly understood. Based on a review of current literature and industry experience in tailings revegetation, the present paper conceptualises three key phases in the process of root zone development in amended tailings: hydro-geochemical stabilisation resulting from the interactions among tailings characteristics, amendment measures and local climatic conditions the rehabilitation of soil biological capacity the establishment of ecological (carbon and nutrient) linkages between the rehabilitated root zones and the above ground plant communities.Key research is required on: the relationship between hydro-geochemical stability and mineralogy and geochemistry of tailings, in response to rehabilitation treatments under local climatic conditions the relationship between soil biological capacity and hydro-geochemical stability in the root zone the transition of soil microbial communities specific to exogenous organic matters into those required for mineralising litters of in situ plant communities.CITATION:Huang, L, Baumgartl, T, Edraki, M and Mulligan, D R, 2012. A major domestic aluminum producer raised its price for primary aluminum metal from 44 cents per pound to 48 cents per pound, effective August 5, 1976. Other major producers have increased their list prices by equivalent amounts COAL: The strike which began July 19 in southern West Virginia enlarged by early August to involve approximately 80,000 miners in nine States. As of August 4, the aggregated loss of production is estimated to be 5.8 million tons. Reportedly, at this time, the railroads which serve the struck areas are feeling the largest impact with coke plants and electric utilities relying on stocks which are generally high.

This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.
