The Diavik Diamond Mine is located in one of the most remote and forbidding places in the world, 220 kilometres south of the Arctic Circle and on the bed of a vast northern lake, Lac de Gras. A single road, built out of ice and crossing frozen lakes, connects the mine with other operations and Yellowknife, the capital of the Canada's Northwest Territories. Diamonds were first discovered in the Lac de Gras region in the early 1990s, and construction of the Diavik Diamond Mine was completed in 2003. Diavik currently mines three kimberlite pipes. Open pit mining has now concluded and all three pipes are mined using underground mining methods. In early 2010, Diavik began mining and processing initial ore from its new underground mine; underground mining operations are expected to continue beyond 2020. The initial mine ventilation system was an exhausting (pull) system with fresh air supplied by a fresh air raise and a main ramp. Return air was exhausted via two raises and a secondary ramp. The system had a total flow capacity approximating 401-411 m3/s. With planned increased production and with changes in mining method, it has been proposed to change the mine ventilation system to a positive (forcing) ventilation system in order to meet projected increases in flow requirements of 566-708 m3/s. Extensive engineering work was developed in order to successfully achieve the changes in system configuration. In the proposed configuration, the main ramp is in an exhaust configuration and exhaust raises are converted to fresh air raise. A number of system implementation options were investigated and phased plans for system execution have been developed. The proposed changes to the ventilation system are substantial and involve extensive construction work. Work was commenced in 2011, each planned phase has been successfully completed to date, and system changes continue today in order to achieve complete system flow reversal and increased flow distribution. This paper details the design of the modified ventilation system and commissioning work which will allow the mine to meet its future production targets.

"There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016. "Hecla Limited has been investigating the potential benefits of using a Spendrup/Compact Filter Technic (CFT) diesel filtration system to remove diesel particulate matter (DPM) from the mine atmosphere to optimize use of the available air. The National Institute for Occupational Safety and Health (NIOSH) has evaluated the scrubber efficiency for dust and DPM which is to be presented in another report. This paper reports on a new mining application of a carbon particulate sensor’s ability to continuously monitor long-term mine DPM levels in conjunction with the scrubber evaluation. Magee Scientific is the manufacturer of the Aethalometer®, a continuous black carbon monitor which has been used extensively in worldwide ambient air quality monitoring networks. Two Aethalometers were used at the mine to assess their potential to continuously track underground DPM levels. In this first underground mine application, the Aethalometers were used to continually monitor black carbon (BC) in the intake and exhaust of the CFT scrubber system. Results showed that an off-the-shelf Model AE33 Aethalometer could continually track underground BC levels for extended periods of time over the course of the six-week trial. Data at the scrubber intake over 14 days of testing showed that DPM filtration would be required less than half of the time to maintain BC levels below 50 µg/m3. If the Aethalometer BC data output were “smart coupled” to control a 200-HP in-mine scrubber, significant electrical cost savings would be realized. INTRODUCTION Mine ventilation airflow quantities are calculated to maintain a safe and healthy environment for miners. Dilution of diesel particulate matter (DPM) is often a key factor used to determine the required quantities of ventilation air (Bugarski et al. 2011). DPM emissions and exposure levels are highly variable depending on mine schedules and activities (Janisko & Noll 2010); however, lacking technology to continuously monitor levels, mine ventilation systems are often over-designed in order to handle worst-case scenarios to ensure that DPM levels are maintained at or below regulatory limits. As mines go deeper it becomes more difficult to supply air, and the development of new shafts for air is not economically feasible (Basu et al. 2008). Cleaning and reuse of available air then becomes an attractive option to maintain good air quality."

The mine ventilation system of the Henderson Mine provides a case study of designing and maintaining high-quality respirable air in a large underground mine with over 200 units of diesel-powered equipment. This system was designed with concern for minimizing exposure to personnel of siliceous dust, diesel exhaust, smoke, and potential fire hazards while optimizing general environmental air quality throughout the multilevel/multiheading operation. As a relatively new operation, the Henderson Mine incorporates a modern ventilating plant and mine de- sign as well as state-of-the-art technology where appropriate. Two main ventilation shafts approximately 2,300 ft (701 m) in depth (one intake, one exhaust) will handle 1.8 million cfm (850 m3/s) of air circulated throughout 60 miles (97 km) of drifting, providing the ventilation requirements for more than 25,000 diesel horsepower (18,642 kw) underground.

THANKS to the excellent preliminary work of: the Division officers and the local committee the fall meeting of the Coal Division at Bluefields was a brilliant success. West Virginia was at its best with its beautiful mountains, good roads and foliage, just beginning to turn to autumn colors. The meeting began on time and was kept on time throughout. The papers were-well prepared and, being on subjects of live interest, provoked 'lively discussion. One factor in bringing this about was that they were not too numerous and that with one exception copies had been submitted in advance a sufficient time to permit of them having been studied. The Friday morning session was presided over by John .J. Lincoln of the Crozier Coal and Coke Co. and president of the Pocahontas Coal Operators Association. After brief announcements by Thomas H. Clagett, chairman of the local committee, regarding plans for the two day's involved, and by Howard N. Eavenson, chairman of the Division, the reading of papers was taken up.

"TBM cutter life evaluation in abrasive granitic rocks is a very important issue, especially in pressurized face tunneling with mixshield TBM for which the planning of costly interventions becomes crucial. This paper presents an overview of methodologies for cutter life evaluation in rock. A comparative study is performed to indicate the predictability of cutter life evaluation methods based on detail data from the NS3 tunnel project in Singapore. A new model is developed based upon the cutter wear information of eight TBM tunnels from around the world. New methods are proposed to evaluate the optimum intervention interval length and the number of worn-out disc cutters for a tunnel project. Finally, two new laboratory tests in the evaluation of disc cutter abrasion, including a full-scale and a small-scale test, are introduced, and their test results are discussed. INTRODUCTION The issue of wear evaluation for hard rocks has been extensively studied in drilling and pavement industry. In this regard, several tests and evaluation methods have been proposed to estimate or evaluate the state of tool life (e.g. bit life for drilling). In the case of TBM tunneling, tool wear may depend on several factors such as mineral composition, strength, or type of cutting, but as the abrasion is usually the major mechanism for the tool wear in hard rock, the developed methods for cutter wear or cutter life evaluation are mostly based on the abrasion indices such as Cerchar Abrasivity Index (CAI). This paper attempts to review the major methodologies for disc cutter wear and life evaluation and to propose new methods to evaluate cutter life and intervention interval evaluation based on detail information of a mixshield tunnel project in Singapore as well as general information of some other projects from Iran, Italy, South Africa, and France. As the laboratory tests are crucial in the process of evaluation, two new lab tests are developed and used to inspect suitability of the new proposed model for disc cutter wear evaluation."

Many coal beds that will be mined in southeastern Montana are aquifers that provide essential local water supplies. Mine cuts along aquifer outcrops create almost imperceptible piezometric changes. Monitoring near such operations at Colstrip has detected almost no water-level declines in observation wells. Mine cuts between outcrops induce rapid storage depletion and associated piezometric depressions. One such cut near Decker induced 1,250 m3/day of flow from storage and created a piezometric depression of 3 meters or more as far as 1,500 meters from the mine. No wells have yet become non-productive but losses of some are inevitable as operations expand. Alternative supplies are available from aquifers stratigraphically below the disturbed materials. Effluents from active mines are chemically similar to other area waters because they are mixtures or ground waters entering the mine cuts. Occasional high concentrations of nitrate do occur, however, as residuals from explosives. Spoils generally consist of confined aquifers of wasted coal and coarse rubble at their bases, overlain by finer-grained sand, silt, and clay. Hydraulic conductivities and storage coefficients are comparable with those of undisturbed confined aquifers. Water quality in mined lands is highly diverse because of diverse spoils lithologies and poorly-established ground-water circulation. Ground water in spoils is more mineralized than in the coal beds and chemically resembles waters from sandstone aquifers. Hydrologic effects of mining will not be catastrophic or widespread but may have local significance. Most notable changes will be in water quality; availability will not be permanently reduced.

Application of Computational Fluid Dynamics (CFD) modeling for simulation of fluid flow and combustion in industrial scale electric furnace is presented. Poor combustion efficiency, roof and/or side wall overheating, carry over to off-gas system and non-ideal radiative heat transfer to processes or cooling systems have been common limiting factors causing inadequate process performance of the furnace, operational problems, and safety hazards. This paper describes how CFD analysis can be used to obtain a better understanding of commonly observed problems associated with freeboard combustion. Examples are presented to describe using combustion CFD modeling to understand requirements to diagnose a problem with furnace design including required freeboard volume or possible roof/side wall overheating.

The Bureau of Mines sought to correlate the variation of structure-sensitive superconducting properties with microstructure in selected Cb-Hf alloys and to compare the experimental results with those predicted by the GLAG theory. Alloys in wire and rod form were evaluated by critical temperature, critical current, magnetization, resistivity measurements, and optical and electron microscopy. In the absence of an external magnetic field, the current carrying capacity of columbium was greatly reduced with addition of up to 85 wt pct Hf, but a large increase in Ic occurred for Cb-90 wt pct Hf. Favorable Ic-H behavior was observed in cold-drawn alloys containing 25 and 57 wt pct Hf. Correspondingly, a maximum in Tc occurred at 10-25 and 90 wt pct Hf. Four- or five-hour heat treatment at 600° C resulted in maximum Ic values and maximum hysteresis in magnetization. Dislocation pileup, polygonization, and fine precipitates, responsible for flux pinning, are listed in order of their effectiveness as pinning sites. Sites having an average separation of 1,500 to 3,000 A and a diameter of 1,000 A or less were most effective in influencing Ic-H and M-H behavior. The resistive critical fields increased smoothly to a maximum of 80 k0e between 60 and 65 wt pct Hf. Highfield, mixed state, reversible paramagnetism was observed in some alloys; however, the GLAG theory was in good agreement with experimental results for the majority of the composition range studied.

Electrolytic studies were conducted to determine the transfer rates of the alloying constituents from molten titanium anodes to solid titanium cathodes in molten salt systems . The metals , nickel , tin , copper , bismuth , and manganese , were selected on the basis of thermodynamic data and the melting point of the alloy system . The transfer of nickel , tin , and bismuth was very low . The content of these elements in the cathode was in the range of less than 0.01 to 0.001 percent . The copper transfer was 0.6 to 0.8 weight - percent in electrolytes containing titanium chlorides and 0.12 weight - percent in titanium fluoride salt systems . The manganese transferred at rates comparable to that of titanium . Highpurity titanium and titanium- manganese alloys of uniform composition were produced by electrorefining molten titanium alloys in chloride electrolytes . Comparisons are made between the calculated and the actual quantities of metal transfer .

YELLOWKNIFE, the most northerly Canadian gold mining district, is once more in the throes of a boom. Touched off by spectacular and well-publicized diamond-drilling results on the property of Giant Yellowknife Gold Mines, Ltd., mining companies and the general public are competing for mining claims and for the shares of companies owning mining claims in the area, with little regard for values. Such a stock-market boom has various unfortunate consequences but undoubtedly one beneficial result is that considerable amounts of money are made available for serious development. The Yellowknife mining area lies on the north shore of Great Slave Lake, in the Northwest Territories, at a latitude of approximately 62°30' north. Federal and state regulations, in an effort to reduce acid rain, are becoming increasing more stringent regarding sulfur content of fossil fuels. Whereas coal from Illinois and Ohio contains between 1.5 and 37. sulfur, Wyoming has billions of tons of coal reserves containing less than O.5/% sulfur. However, much of Wyoming's coal is high in moisture, 25-30%, and low in energy, 8,200 to 8,900 BTU, vs. 10,500+ BTU for Illinois and Ohio Basin coals. Wyoming currently ships in excess of 130 million tons of coal to utilities as distant as Michigan, Wisconsin, Minnesota, Iowa, Nebraska, Louisiana, Oklahoma, and Texas. With freight charges ranging from $12.00-$20.00/ton, more than $1.5 billion a year is spent to transport water. A test shipment of more than 50,000 tons of Wyoming coal has recently been made from Mobil's Cabello Rojo Mine, south of Gillette, by Burlington Northern to the Robert's Bank British Columbia coal terminal for transloading and shipment to Taiwan Power Company. This coal assayed approximately 8,400 BTU/lb. and 277. moisture. Carbontec Energy Corporation feels the future availability of dried coal containing 11,000+ BTU could substantially enhance the potential export as well as the domestic market for Wyoming coal. Large and small utilities, along with industrial furnaces require tens of millions of tons of Wyoming, West Virginia, and other Eastern The federal government is encouraging the expenditure of hundreds of million of dollars by utilities to retrofit their boilers to allow them to burn higher sulfur coal. This program, if carried to completion, would cost many tens of billions of dollars, with the net result being high power costs sustained by the utilities. These costs will be passed on and paid for by the American consumer. A sensible alternative would be the burning of low sulfur coal by the utilities, without costly capital and operating expenditures. Carbontec Energy feels the successful operation of a Carbondry Coal Drying Plant in Wyoming will be the forerunner to other similar and larger operations in the State. CARBONTEC RESEARCH The activities of Carbontec's personnel to develop a viable process to dry sub-bituminous and lignite coal goes back some 14 years; in fact, for some of us it goes back to 1962 when we were involved in a program under which lignite coal from Truax Trayer's Velva mine was placed in low sulfur coal, which are burned alone or blended with high sulfur, Midwestern coal. Carbontec believes that a high BTU. reasonably priced, shippable coal fuel produced in Wyoming and delivered at costs competitive with Eastern low sulfur coal, could offer substantial benefits to Wyoming coal producers, utility customers, and to the State of Wyoming.

INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

In oil sands mining, tailings are voluminous unwanted by-products generated from extracting the desired mineral from the mined ore. Dyke construction and backfilling activities require well-managed techniques to facilitate progressive reclamation at the earliest opportunity. This directly affects the sustainability and profitability of the mining operation. This research introduces a goal programming framework that simultaneously optimizes the (1) production schedule with limited duration stockpiling and directional mining; (2) dyke construction schedule; (3) size, shape, and location of tailings-cells; and (4) mining and processing production targets. The results show that in creating in-pit tailings-cells designs, decreasing the mining-cells volume and increasing the number of mining-cells improve the net present value of the operation due to increased operational flexibility. The model generated a uniform schedule for ore and practical tailings-cells designs for backfilling activities. Integrating tailingscells optimization into oil sands mine planning and waste management ensures the efficient use of in-pit mined-out areas required for sustainable operations.

Spontaneous combustion presents a very serious hazard to both safety and economics of mining operations. Notwithstanding considerable research that has been done over the years to present and control spontaneous combustion the risk still exists. Consequently, this problem poses a major challenge to mine safety researchers; new and improved techniques are constantly being developed to deal with this major hazard. This paper reviews the current practices to prevent and control spontaneous combustion in coal mine operations highlighting new developments in this area. Research and development work presently being carried out in Canada to' deal with this problem is also discussed which includes monitoring, inertization and application of biotechnology.

Haul truck capacities have increased due to their economies of scale in large-scale surface mines. These high-capacity trucks impose dynamic loads on haul roads. A previous study estimated the dynamic forces imposed by ultra-large trucks on haul roads to be more than three times the static load. These dynamic forces exacerbate haul road stresses and deformation. Current haul road response models are 2D and use static truckloads for low-capacity trucks. No models capture the ultra-large truck dynamic effects on haul road structural response. This study uses 3D finite element (FE) modeling to compute the haul road response to ultra-large truck dynamic loading. The dynamic forces were modeled using multibody dynamics (MBD) in MSC.ADAMS. These forces were used in an FE model developed, verified, and validated in ABAQUS, to simulate the response of the haul road to the dynamic truck forces. The road was modeled using an elastoplastic Mohr-Coulomb model. The results showed that road deformation decreases with increasing layer modulus and increases with increasing payload. Increasing the base modulus from 100 MPa to 450 MPa reduced the maximum deformation from 258 mm to 62 mm. When the subbase elastic modulus increased from 100 MPa to 500 MPa, the maximum deformation decreased from 160 mm to 84 mm. Increasing the payload from 0 to 120% of the rated load increased the maximum wearing surface deformation from 131 mm to 216 mm. This study forms a basis for designing structurally competent haul roads for improving haulage efficiency and truck and operator health.

I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,

The Bureau of Mines sampled surface exposures of podiform chromite in the Caribou Mountain-Melozitna ultramafic belt in the Kokrines-Hodzana Highlands, central Alaska. Fieldwork began in 1979 as part of an assessment of the mineral potential of lands adjacent to the trans-Alaska pipeline corridor, for the Bureau of Land Management, and continued through 1981 as a Bureau of Mines investigation. The belt comprises six complexes of which the three closest to the pipeline corridor were investigated. Concentrations of chromite disseminated in dunite host rock make up mineralized intervals ranging in thickness from less than an inch to 5 ft and in grade from 3 to 23 pct chromium. The largest occurrence has an exposed strike length of 80 ft. Bulk surface samples were collected from 10 of these exposures, and beneficiation tests on the samples produced concentrates of metallurgical, refractory, and subindustrial grades. Swelling ground is one of the most feared problem in tunneling. Although usually not causing sudden failures during construction, the very large and long- lasting deformations give contractors and designers the impression of facing an inevitable phenomenon against which there is no technical defense. Examples are concrete liners of up to 1 m that have been cracked or crushed, tunnel inverts that are heaving at a rate of 0.1 m per week during construction and continue to heave during decades. This paper intends to show that tunnels in swelling rock can be built to perform satisfactorily. . For this purpose the tunnel builder needs to know how to determine the existence and specific behavior of swelling ground, how to select appropriate structural characteristics of the tunnel and predict its performance under the specific ground conditions, and finally how to construct the tunnel such that the anticipated performance will be achieved. This concept of a design-construction procedure is the same as that for tunneling in general; it is mentioned here for NO reasons: 1. To point out that design and construction cannot and should not be separated. The way in which the tunnel will be built has to be an integral part of the design. 2. This paper will be structured corresponding to the procedural concept.

DOUBT in anyone's mind that this is the age of metals, industrially speaking, could easily have been dispelled by attending the National Metal Congress in Chicago, Sept. 22 to 26. Iron, copper and aluminum; zinc, lead and nickel, often alloyed with each other or with some of a dozen minor metals, make the materials without which the modern world could not run. Science, pure and applied, is doing marvels in finding new mixtures, new alloys to meet new needs; in developing new means of rolling, fabricating, casting and welding metals cheaply-and effectively. These and related matters were the subject of 100 papers presented at 33 seperate sessions of the organizations that participated in the congress.
