"Many used electronic and optical products contain cerium of rare earth oxides, but it is difficult to recover such rare earth compounds by traditional metallurgy methods. The proposed supercritical water metallurgy is a novel way, perhaps it will be very helpful for rare element recycling, but the thermodynamic properties at such special systems is not clear. In the paper the H20-CeO-CeO2 and H2O-CeO2-Ce2O3 ternary system phase diagram were produced under the pressure of30MPa with different temperature of350°C, 375°C and 400°C. The stability existing area of possible cerium compounds and different ions like Ce2+,Ce3+,Ce4+,W,HO2-,0ff ,CeOH2+,CeO+ and CeO2· were determined.IntroductionCerium is an extensively used metal element playing an important role in the rare earth elements. CeO2 is an apparently simple binary oxide with cubic fluorite structure [l]. Ce0O gives rise to a range of important technological applications because of its oxygen storage capacity at moderate temperatures as below: CeO2=CeO2.x+ X/2O2 [2]. The oxygen storage phenomenon gives ceria important technological uses in different fields as automobile exhaust purification catalyst [3-4], fluorescent powder, ultraviolet absorption material [5], polishing powder, fuel cell materials [ 6], and gas sensors, etc. The excellent properties of CeO2 nano powder make its synthesis and preparation become one of the hot spots of world scientists study."

The Kidd Creek base metal deposit near Timmins, Ontario contains around 0.15 wt% Sn, mainly as cassiterite. The cassiterite occurs largely as inclusions in sphalerite, with 85% being in grains smaller than 18.5 micrometres in diameter. Concentrates and tails from the company's Cu, Pb and Zn circuits were studied to determine the liberations and recoveries of cassiterite in the products. The ore had been ground to about 65.% minus 44 micranetres in diameter (-325 mesh); 55% of the cassiterite was liberated. About 92% of the liberated cassiterite and 70% of the unliberated cassiterite were in the concentrator tails, and 20% of the unliberated cassiterite in the zinc concentrate. The company had attempted to recover the cassiterite from the concentrator tails by gravitational methods but recoveries were low. The grain size of the cassiterite in the gravity Sn concentrate was similar to the grain size of the liberated cassiterite in the concentrator tails. This report is a review of current research being conducted in the United States which is intended to increase the utilization of coal ash. In order that this report be as timely as possible, the majority of information was obtained by direct comunication with the people listed in the references. Due to the magnitude of the flyash research program, some projects may be inadvertently omitted. Field research on flyash for use as an agricultural fertilizer is being monitored at Virginia Polytechnic Institute and State University.1 This research is directed at determining the plant nutrients that are available in flyash as well as the quantities of flyash that can be applied to agricultural soil without adversely affecting plant growth, Coal mine spoil and refuse bank reclamation with power plant flyash is being demonstrated by United States Bureau of Mines, Morgantown, West Virginia.2 Numerous highly visible coal refuse piles and strip mine spoil banks contribute to air, water, and land environmental problems. Revegetation of several experimental sites with flyash from bituminous coal-fired power plants was undertaken in West Virginia and Pennsylvania. Conventional farm equipment was used at some of the sites while large earthmovers were required at others. The flyash served as a neutralizing agent, dilutent, and soil amendment to provide some nutrients which enhanced vegetation of the barren areas, Estimated cost of reclamation by this method is $300.00 per acre of previously leveled area. This figure can vary considerably depending upon the topography of the site, haul distance, quality of the soil and quality of flyash.

This paper presents the implementation of the eXtended Finite Element Method (XFEM) in the general-purpose commercial software package COMSOL Multiphysics for multi-field thermo-hydromechanical problems in discontinuous porous media. To this end, an exclusive enrichment strategy is proposed in compliance with the COMSOL modelling structure. COMSOL modules and physics interfaces are adopted to take account of the relevant physical processes involved in thermo-hydromechanical coupling analysis, namely: the mechanical deformation, fluid flow in porous media and heat transfer. The model preprocessing, level-set-updates, coupling of the relevant physics and postprocessing procedures are performed adopting a coherent utilisation of the COMSOL’s built-in features along with the COMSOL’s LiveLink for MATLAB functions. The capabilities and performance of the proposed approach are investigated by examining several multi-field thermo-hydro-mechanical simulations with reference to the block caving process in mines.

There are presently in use many grinding mill control schemes and concepts. This paper presents one operating method of controlling the particle size of the cyclone overflows for proper metallurgical results and controlling the level of the cyclone feed sump and new feed rate to obtain lowest unit cost of finished (ground) material which is usually at the maximum grinding mill throughput. This system stresses simplicity of field instrumentation and control strategy. Both of these factors lead to better operator understanding and acceptance. The low capital investment of this system also makes it more attractive at the Buick Concentrator when compared to other more complicated systems utilizing mass flow measurement and a computer to calculate circulating load and infer particle size. Furthermore, it has the advantage of utilizing an actual measurement for control, rather than a difficult-to-maintain inferred value. There are several reasons for maximizing mill throughput at Buick. The milling rate before automatic control was too low when compared to mill throughput increases planned for the future. Through this new operating system, it appears Buick will not have to make major changes of mill motors and speeds to meet the increased? production rate. Also, since power costs continue to escalate, it is desirable to maximize the throughput to the grinding circuit and reduce overgrinding to achieve a reduction in power cost per ton of ore milled. Presently, 45% of the concentrators' total power is consumed in this grinding circuit.

The environmental impact assessment of the Imperial Smelting Process for metallic zinc and lead production in Shaoguan Smelter, China, was carried out by the life cycle assessment method. The detailed inventory analysis of the Input/Output in the process during 1998-2000 was conducted and the allocation was done among the main products of zinc, lead and sulfuric acid, according to the system expansion and substitution principle, The environmental impacts were assessed by using the following five Eco-indicators: Gross Energy Requirement (GER), Global Warming Potential (GWP), Acidification Potential (AP), Heavy Metal Toxicity (HMT) and Solid Waste Burden (SWB). The results from this study are useful to address the environmental situation of the technology practice in this smelter, and provide a scientific basis for the further improvement.

Introduction Until recently, there were many jobs for mineral engineering graduates. Traditionally, minerals-related career paths available to university graduates stem from rather standard offerings in the disciplines of mining, metallurgy, petroleum, geology, geophysical engineering, and mineral economics. Within each discipline, there exists many career opportunities. In fact, until fairly recently, the most difficult decision for most graduates was choosing among all the available alternatives. Unfortunately, this relative state of euphoria changed quickly and dramatically within the minerals sector. Within two or three years, graduates from minerals-related engineering disciplines found it exceedingly difficult - and then almost impossible - to secure employment in the minerals sector upon graduation. At the same time, there were dramatic reductions in production requirements and, ultimately, mine closings. This resulted in massive layoffs and often termination of professional personnel possessing significant and valuable industrial experience. Obviously, this worsened an already bad employment picture for those hoping to begin a career in minerals. Certainly, there is no universal agreement on what the future offers for the US minerals industry or the career opportunities associated with it. However, there are a number of considerations that deserve study by students, faculty, administrators, and industrial personnel before minerals-related career paths are chosen. Where Will the Jobs Be and How Many? Everyone is aware that the minerals industry is very cyclic. It is not surprising then that job opportunities for new graduates also fluctuate. Typically, there is a two-to-four year lag between industry's engineering manpower needs and the academic community's ability to produce this talent. Due to the response lag, there will necessarily be years when supply and demand do not match. Employment Projections It is extremely difficult to anticipate what the key career paths might be within the next few years. Considerable speculation remains with respect to whether activity in the US minerals sector over the short-, intermediate-, and long-term will improve, remain status quo, or further deteriorate. However, some information pertaining to the prospects for career opportunities in mining engineering was offered by Tingley and Ghose (ME, Sept. 1983, p. 1274) from a study performed by Fenvessy and Schwab. Results from this industry-sponsored survey suggest that the US will experience 700 more mining engineers than needed in 1985, 1300 in 1990, and 1800 in the year 2000. These conclusions were based on the assumptions that future graduate levels remain flat and demand increases 3.6% annually. Educators quickly argued that depressed job markets, coupled with university student mobility, would negate the assumption of flat mining graduate levels in the immediate future. Student Mobility Student mobility from one engineering discipline to another is high. This is perhaps best demonstrated by the tremendous growth in programs such as computer engineering and computer science at the expense of enrollments in the more traditional engineering programs. The ability and willingness of students to quickly change engineering disciplines in response to existing and perceived job market demands have created significant student, faculty, and resource dislocations within universities nationwide. Industry requires higher speed sheet stacking. High speed sheet stacking requires equipment and techniques to solve several inherent difficult problems, such as the tendency for sheets to sail, and the need for a means to absorb the kinetic energy of the sheet without damaging the sheet. Accurate alignment of the sheets on the stack is another problem difficult to solve. The paper first analyzes the process of sheet handling into its basic elemental steps. It then describes equipment and techniques presently used for moderate sheet handling speeds, with emphasis on how each step in the stacking process is accomplished by the present equipment. The limitations to speed-up of present equipment is discussed. New high speed equipment, either recently introduced to the market, or in the process of development, is described. Magnetic, air float and vacuum conveyor stackers are compared.

For all mineral resource-based companies, it is important to reach the right balance of investment between acquisition and exploration to allow the best chance of achieving long-term corporate goals. The Broken Hill Proprietary Company Limited (BHP) provides an excellent example of success from generative exploration and supports the belief that exploration can be justified, not only in terms of investment criteria, but also because it is essential to a company wishing to build a dynamic profitable growth path based on world-class deposits as cheaply as possible. BHP was incorporated in 1885 to mine a lead/zinc/silver discovery at Broken Hill. The Company has since gone through a steel development phase (1911-1965) and is now in a major phase of growth partly based on exploration success. This third phase was marked by decisions taken in the 1950's to search actively for mineral and energy resources above and beyond the requirements of the steel industry. The commercial successes of this period have been Bass Strait oil and gas, Groote Eylandt manganese, Deepdale iron ore, Gregory coal and Carnilya East nickel. In total at least 22 new resource discoveries have been made in the last 25 years, of which 11 have been developed and several are undergoing feasibility studies. A financial analysis shows that the real value of the returns seeded by discovery covers the real exploration cost many times over. Moreover, the major discoveries have had a spectacular impact on the growth and development of the Company. BHP's present exploration effort is directed towards geological targets which most frequently meet attractive financial criteria and also promote diversification from steel-related earnings.

"Coal may be and has been hauled safely at approximately the same cost with permissible2 storage-battery locomotives as with trolley, cable-reel, crab-reel, or nonpermissible storage-battery locomotives. While in general, thinking mining men readily admit the relative safety of the permissible storage-battery locomotive there are some persons who question the safety of this type; however, the greatest opposition to the widespread use of storage-battery locomotives is from those who believe them to be more expensive to operate and to be more expensive in first cost than the trolley or cable-reel locomotive. Data collected during a comprehensive study- of storage-battery and wired transmission of power in some Pennsylvania and West Virginia coal mines indicate that there is but little difference between the cost of hauling with cable-reel or with storage-battery locomotives. It would appear that if this fact were mere generally known mine operators of the more progressive type would install such equipment and avail themselves of greater safety in hauling coal.The need for greater safety in haulage in coal mines is readily understood when it is considered that during the 12 month period, July 1, 1929 to June 30, 1930, trolley or cable reel gathering locomotives caused four explosions in which 407 lives were endangered, 11 persons were injured, and 30 lives were lost. Still another disaster was averted by the vigilance of a fire boss, who discovered a stratum of gas 3 feet thick at the top of an entry into which a gathering locomotive was about to enter. Other explosions not resulting in any fatality probably have not been reported. In addition numerous fires have been caused by trolley or cable-reel locomotives, and these fires probably would have been avoided had permissible storage-battery locomotives been used."

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

In the event of a sudden nuclear attack upon the United States, it is imperative that vital command and control centers have a high probability of survival. One such vital facility is the North American Air Defense Command Combat Operations Center at Colorado Springs, Colorado. Known briefly as NOW, this installation when completed will be housed in large chambers excavated out of granite beneath the eastern slope of Cheyenne Mountain (Figure 1). The NORAD COC, a U. S. Air Force sponsored project, will serve as the primary collection and evaluation center for data concerning unknown aircraft, missiles, or space vehicles, which might bring destruction to North America. The data will be fed into high-speed computers and electronic equipment from outpost sources - radar, ballistic missile early warning stations and picket ships throughout the world. Electronically controlled display boards will make it possible to evaluate the tracking data instantaneously and to take appropriate defensive action1.

This detector was devised primarily for examining the air of manholes and sewers for possible dangerous contamination with CO before workman enter those places, but dine to the simplicity of the device it may have a more general usage for examination of atmospheres which are known or suspected to be contaminated with CO. Some of the suggested uses are the examination of the air in garages, tunnels, mines, around blast furnaces, gas plants, and in the home.

IN every co al mine the hazard of fire in the underground workings is always present. This is a natural condition, because the mineral wrought and the supports normally used are themselves combustible and because underground fires may originate in many ways. The main causes of such fires are: (1) Open lights igniting gas, wood, or the coal itself. (2) Explosives igniting gas or coal. (3) Spontaneous combustion. (4) Electric sparks or short circuits igniting gas, wood, or coal. (5) Frictional heat igniting wood, coal, or oily material. (6) Explosions of gas or coal dust igniting wood or coal. The relative importance of these causes, and others less frequently met with, varies from district to district and depends to a great extent on the equipment and supplies used, on the training and discipline maintained among the workmen, and on the liability of the coal to heat spontaneously. It follows, therefore, that open lights should not be used and that, wherever there is the least possibility of methane being encountered, only locked safety lamps of an approved type should be allowed underground. It follows, also, that only 'permitted' explosives should be used and that the it use should be confined to conditions under which they are ?permitted?. Similarly, electric equipment should be of an approved type and all such stationary equipment should be housed in well-ventilated fireproof rooms. Such rooms, as well as entries to stables and oil houses, should be provided with doors which can be easily and tightly closed and which should be constructed of fireproof material.
