This Code for the Valuation of Mineral Properties (the “CIMVAL Code”) is the result of a review more than a decade after the release in 2003 of the “Standards and Guidelines for Valuation of Mineral Properties” (the "2003 Standards"). The purpose of the review is to update the 2003 Standards to reflect domestic valuation, international valuation, and regulatory developments. The CIMVAL Code was adopted by the Canadian Institute of Mining, Metallurgy & Petroleum (the "CIM") Council on November 29, 2019. The CIMVAL Code supersedes the 2003 Standards. The 2003 Standards were dated February 2003 and were adopted by the CIM Council on March 9, 2003 as the first comprehensive set of standards for Valuation of Mineral Properties in the Canadian mining industry. The 2003 Standards followed recommendations of the Mining Standards Task Force of the Toronto Stock Exchange and the Ontario Securities Commission, where in its Final Report (January 1999), the CIM was specifically asked to form a committee of valuation practitioners to review and advise on standards for the Valuation of Mineral Properties. The Special Committee on Valuation of Mineral Properties ("CIMVAL") was created on May 5, 1999 with the mandate to recommend standards and guidelines for Valuation of Mineral Properties to be used by the mining industry in general. The CIMVAL Code is limited to the Valuation of Mineral Properties (including any interests therein) and does not cover valuation of corporations or other entities that hold Mineral Properties as assets. The CIMVAL Code does not cover petroleum and related assets. CIMVAL recommends that the CIMVAL Code be followed for all Valuations of Mineral Properties, including those required by securities administrators and stock exchanges. However, when a Valuation is required under the applicable rules of securities administrators or stock exchanges, such rules prevail to the extent of any inconsistency.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. In 1965 the Western phosphate industry ranked third after Florida and Tennessee in total mine and marketable production of phosphate rock and phosphate rock products. It has become an important regional industry and, since the close of World War II, it has become important in the national phosphate economy. This report includes an evaluation of the trends and outlook for the Western phosphate industry through 1975 as part of the Bureau's program to determine the rate at which the Nation's mineral resources are being utilized. The first part of this report is concerned with the relationship between the Western phosphate industry and that of the United States and the world. It describes the principal phosphate deposits and discusses production, export, and import of phosphate rock and marketable products. The second part of the report is concerned with the Western phosphate industry and discusses trends and outlook through 1975. Projections for the utilization of phosphate rock, phosphate fertilizers, and elemental phosphorus have been developed and extended through 1975 in an effort to provide data and information pertaining to the rate of depletion of the Nation's phosphate resources.

While the original purpose of the Bureau of Mines work on fluorine micas was to synthesize large single crystals or film suitable to replace natural muscovite or phlogopite, the objective was broadened to include development of the many possible fluorine micas as a class of new, unique materials. Several methods were developed for the synthesis of the fluorine micas at atmospheric pressure: Solid state reaction, melting in crucibles, internal resistance electric melting, and arc resistance electric melting. The latter two methods are now med commercially. A variety of fluoromicas were synthesized by isomorphic substitution including disilicic, trisilicic, and tetrasilicic. Fluorophlogopite, KMg3AlSi3O10F2, is the fluoromica most widely used. While most of the fluoromicas are completely stable to water, many water-swelling fluoromicas and fluoromontmorrilonoids were synthesized. Single crystals or film of the fluorine micas were grown to 2 inches or more by a number of methods, but none has as yet proved economical. In the report, detailed data and descriptions are given on compositions, syntheses, products, and uses, and on the properties including physical, dielectric, chemical, X-ray, optical, and structural.

Since the late 1970's, the Roof Control Division (RCD) of MSHA's Technical Support has been performing linear analyses for the enhancement of miners' safety. This remote sensing process uses Landsat data to predict areas of potentially hazardous ground conditions in underground mines. To date approximately 700 analyses have been completed by the RCD, with nearly 75 being performed with the current equipment, software and methodology which was updated in early 1995. While success is difficult to measure, requests for linear analyses continue to come from large and small mining companies which suggests the industry's acceptance of the process.

Changes in copper extraction from 1960 till today are documented. The top ten changes have been: (a) replacement of reverberatory smelting by high intensity oxygen rich smelting (b) growth of the Outokumpu flash smelting to over 50% of the world's smelting capacity (c) successful development of single furnace coppermaking but only for low slag fall concentrates (d) replacement of the batch Peirce-Smith converter by continuous converting, but only in a few cases (e) increased SO2 capture throughout the industry, mainly-as sulfuric acid (f) development of low initiation temperature `big bight' Cs catalysts for treating the continuous high-SO2 strength gases from continuous smelting/converting (g) complete replacement of reverberatory anode scrap and cathode melting furnaces by the Asarco shaft furnace (h) adoption of stainless steel permanent cathodes and automated stripping technology for electrorefining and electrowinning (i) complete elimination of wire bar casting by continuous bar casting/rod rolling (j) development and adoption of extractants for turning weak impure leach solutions into strong pure electrolytes. It is postulated that the biggest possible change over the next 20 years would be complete replacement of smelting/converting by hydrometallurgical processing. However, this seems unlikely due to copper purity, precious metal recovery, and economic concerns. The increasing value of sulfuric acid to many copper companies gives chalcopyrite smelting/oxide-supergene leaching a nice synergy especially with the energy credits now coming from continuous smelters, and their acid plants.

An underground auger capable of augering into the right and left ribs without repositioning the machine ? A conventional mining system employing recently developed innovative machinery. The report is separated into two volumes to document the two studies separately. Volume I describes work performed and the recommended concept for a bidirectional auger. Volume II describes the studies of mining equipment performance and mining plans developed to determine a conventional mining plan offering improved productivity.

Increases in productivity and improvements in mining occupational safety and health are intrinsically linked. Over the past years, the German Hard Coal Mining Industry has been able to accomplish both: an increase in coal production and, at the same time, a significantly reduction of accidents. This success has been achieved by advances in technology, better organization and investment in people. Since 1990 productivity has more than doubled, while the total number of accidents has been reduced by more than 90%. Further development started initially with the mechanisation of the winning and drivage technology. Innovative technology and standardisation of the mining equipment were one reason for the increase in productivity and reduction of the accident rate. Therefore this technical development was not only one important pillar of the TOM model explicated later but also the requirement for the successful development of the other pillars. In addition to further developing this innovative technology it was possible to realise procedural and organisational improvements. As a result, the above achievement is based on implementing the three pillars of the so-called "TOM" model (technology, organization, ?Mensch? = human). To increase safety, improve performance, raise awareness and change of employees? attitude, the following technical and organizational requirements have been introduced: ??New innovative technology and procedures, standardized techniques and better equipment. ??Measures to revise or redefine the organizational structure, processes and systems of work, which were then integrated into the company policy and procedures as a company management tool. ??Personnel measures (investment in people). These include, improving motivation and behaviour, training, communication to raise and to change awareness of safety issues. Success in Occupational Health and Safety is not an automatic or self-regulating process. It needs hard work to make improvements and it must be treated as a recurring cyclic process. As a result of the above, occupational health and safety has become a natural part of daily work in the German Hard Coal Mining Industry. This could only be achieved by the unconditional "commitment" of all managers and employees to the issues, coupled with discipline and responsible action. Further improvements towards the ultimate aim of "zero" accidents are only possible by mutual involvement in implementing the ?TOM? (technology, organization and ?Mensch? human) model.

No single factor in modern civilization has played a more important part in the lives of our people than mechanization in industry and to it civilization owes much of its progress. In no industry has mechanization met more opposition than in coal mining, where ?the introduction of mechanical equipment has been opposed on many fronts for economic and social reasons. The term 'mechanization? as used in this report refers to the application of machinery to cutting, loading, and transporting coal from the face to the mine cars. During 1933, 84.7 per cent of the underground production of the bitu-minous-coal mines of the United States (1) was cut by machines, while in Washington only 17.6 per cent was machine-cut. Information in this report has been obtained from personal observations and from operating officials in the Roslyn-Cle Elum coal fields, especially D. R. Swem, manager of coal operations, and Thomas Murphy, superintendent, of the Northwestern Improvement Company, to whom the author is indebted for assistance. INTRODUCTION Although Washington coal-mining problems relating co mining methods, ventilation, drainage, and preparation of coal have been discussed in many publications, little has been published on mechanization in this region, principally because it has not been accepted generally that mining machines, mechanical loaders, and conveyors are necessary or economically adaptable to the variable and steeply inclined coal beds of Washington. Production of coal in Washington reached its maximum in 1918, when 4,128,424 short tons were produced; from that year, the trend was downward until 1934, when production was 1,383,103 short tons, the lowest since 1898; for the past two years, production has risen steadily.

As part of the broad program to improve the safety of underground coal mines, the Pittsburgh Mining and Safety Research Center sponsored several detailed studies on the inhibition of coal dust-air explosions. The present study was one of these. The goal of the research was to advance the development of improved coal-dust explosion inhibiting agents by determining, on a laboratory scale, the basic chemical processes involved in the inhibition of coal-dust flames by dry-powder agents. B. Our Approach Neither the basic molecular processes involved in coal combustion, nor the molecular mode of action of dry-powder agents, are known with certainty. Our approach, therefore, involved the direct determination, by sampling techniques, of species behavior in small, aerodynamically simple flames. To further aid in separating behavior of coal and dry-powder inhibitors, the latter were studied in CH4-air flames.

"INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. Numerous changes proposed by mine operators and by State mining departments have been incorporated in these standards."

The science of soil mechanics is 100 years old, and rock mechanics is about 80 years old. While methods of analysis and design have been developed and have evolved over time, these are relatively young sciences. The rapid increases in computing power and new technologies have enabled more sophisticated modelling and monitoring. However, there are still many aspects of soil and rock mechanics that are not well understood. Geotechnical failures, which have major consequences, still occur. These consequences may include environmental damage, major production holdups and associated loss of revenue, damage to infrastructure, and loss of life. High-consequence events, which are rare, are more difficult to anticipate and to design for, because by their nature they involve extraordinary circumstances or conditions, often geological in nature. The risks are usually mitigated by conservative designs and monitoring. Detailed geotechnical investigations help us to understand the natural variability of soil and rock masses and identify unusual or unexpected conditions. Investigating and researching major geotechnical failures is essential to enable these unusual circumstances to be anticipated. In the past, severe unanticipated events may have been treated as natural events or ‘acts of God’. However, society now has much greater expectations and it is essential to have policies and procedures in place that enable appropriate management of these rare, high-consequence risks. A good example is the Global Industry Standard on Tailings Management (GISTM), which was introduced after the catastrophic dam collapse at Vale’s Corrego de Feijao mine in Brumadinho, Brazil. The address will explain the concepts of uncertainty and variability, and how they should be taken into account in geotechnical design. The challenges facing geotechnical engineers, mine owners, and managers will be discussed. referencing a number of real case studies.

This paper describes operating gains resulting from standardizing operating and maintenance practices to improve the performance of the pebble crushing circuit at he Empire Concentrator. Past efforts have led to improved operating time but no additional throughput gains. New Operating standards and checklists were developed and introduced. The content and frequency of the review process indicators was then changed to take advantage of the new practices resulting in an increased feed rate and availability through the pebble crushing circuit.

"Since 1985, a comprehensive automation system has been installed at the Outokumpu Oy Zinc Plant, Kokkola, Finland. In leaching and solution purification special sample handling equipment, on-line analyzers and instruments, and a computer-based control system with duplicated supervisory stations have been installed. The system has enabled closer control of the process and more efficient use of labor. Since its installation recovery of zinc has improved, and use of zinc dust, steam, and water have decreased. The system has performed reliably. It includes optimizing programs and process study tools, which facilitate improving process performance. An expert system has been built-up to prompt process personnel to take appropriate action on the basis of process data. In electrolysis a similar system, based on extensive monitoring of the process and of production of zinc cathodes, is used to maximize- current efficiency by maintaining optimum conditions in the process. It is planned that in the future the control systems will be integrated and extended to cover the roasting plant and effluent control.IntroductionThe Zinc PlantThe Zinc Plant of Outokumpu Oy Metallurgical Division at Kokkola, on the West Coast of Finland, has grown from a 90,000 t/a plant founded in 1969 to become, with its present capacity of 170,000 t/a, one of the world's ten largest zinc plants. Especially since the completion in 1988 of a thorough modernization programme, it is also among the world's most modern.The Kokkola plant takes its raw materials from Outokumpu's own mines, Vihanti and Pyhasalmi in Finland, and Tara in Ireland, and from outside sources. Concentrates are roasted in two Lurgi fluid-bed furnaces, and the calcine is leached and iron removed by the Conversion process. Following this copper, cobalt, and cadmium are removed, and zinc is refined by electrowinning. The leaching and purification, and the cell-house are automated under computer-based control, and anode and cathode handling in the cell-house are mechanized and fully automatic."

Nuclear detonation data were accumulated, studied, and evaluated by the Bureau of Mines to visualize how nuclear explosives might be used in a shale?-oil industry, The evaluation shows that the Green River Formation at the semi-isolated locale of Piceance Creek Basin, in northwestern Colorado; is thick and widespread enough to warrant consideration of nuclear mining in lieu of conventional methods, Because cost data for nuclear explosions are limited; cost comparisons are made largely by assumptions. Also described are the history of the shale-oil industry, the geology and size of oil-shale resources; and conventional mining methods and processing technology.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. "With stricter limits globally being imposed on cyanide discharge levels in plant tailings, having a reliable and well designed cyanide detoxification circuit is critical for any operation. The INCO SO2/Air method is most commonly used for cyanide detoxification where sulfur dioxide and oxygen combine to oxidize cyanide to the much less toxic cyanate. This paper discusses the steps involved with the development, from laboratory through to design, of a robust cyanide detoxification circuit. The goal is to produce a cyanide detox circuit that reliably meets discharge target with the lowest operating and capital cost.Design begins in the laboratory where continuous tests simulate full scale operation of a detoxification circuit. Detailed design relies on several design parameters, based on theory and experience, to ensure the reactor can satisfy requirements of the cyanide destruction reaction. Selection of the correct reagents and their supply to the reactor is important to an operable process with minimal operator workload. The operability of the system relies on correct process control strategies to maintain optimal reagent addition and chemical conditions in the reactor. These design factors are critical to providing a robust plant that will consistently meet cyanide discharge levels, ensuring uninterrupted production and plant profitability."

"This paper suggests that with the settlement of long-term contracts of fifteen years' duration, with prospects of extension, the coal mining industry has, for the first time, a complete commercial justification for large-scale planning.The labour costs of coal production over past years are analyzed and, with the acceptance of the premise that the basic shift rates are certain to rise in the years to come, the paper suggests that forward planning should provide &r capital investment to make a traditionally labour-dense industry into a capital-dense industry.Automated methods of manpower deployment and timekeeping and the monitoring of all equipment back to a central control point are discussed as ail-important means of obtaining maximum utilization of high-cost capital investment.Principles of payment of the work-force, and the utilization of equipment 24 hours a day, seven days a week and the maximum number of days a year, are dealt with as means of achieving maximum capital utilization. Some of the new technical underground and coal preparation problems which will undoubtedly result from the concentration of workings and maximum machine utilization are discussed, and the author makes suggestions as to how these might be solved.In short, the author predicts that if the coal mining industry is prepared to recognize the problems and invest in modern equipment backed by highly trained staff. then the outcome will justify the high capital investment involved. He stresses the importance of human communications in achieving this end."

"Drilling and blasting are fundamental operations in the mining cycle and constitute an important component of the mining costs. Problems associated with improper drilling and blasting practices can create losses of several millions of dollars per year. For this reason, a Blasting Technology program was initiated in 1984 at the Noranda Technology Centre (NTC). In this paper, advances made at NTC in drill and blast technology are reviewed. Impacts of drilling and basting for Noranda are assessed in terms of dilution and ore losses. Future challenges are addressed.
