The New York City Department of Environmental Protection (DEP) is currently building City Water Tunnel #3 beneath the city. The purpose of this tunnel is to improve water distribution to the city and to allow the DEP to inspect the older tunnels and make the necessary repairs. These older tunnels have been in continuous operation since the early 1900's. Construction on the Third Tunnel is planned in four stages. The Nelson Street Shaft, which is the focus of this paper, is part of the second stage.

"The subsea rock cavern project is an underground storage facility. For cost-effective and safe excavation, the risk caused by the groundwater seepage into the rock cavern must be addressed. As one of the essential steps of the assessment work, the hydraulic conductivities of the fractured rock masses should be reliably determined based on the limited measured data and geological information from the few boreholes. On the basis of site investigation data and monitored water flow and water pressure data during excavation, this paper presents an estimation method for hydraulic conductivities of the rock masses containing water bearing zones.INTRODUCTIONIn the development of underground rock caverns/tunnels, the uncertainty of hydro-geological conditions plays a critical role in terms of construction cost and construction safety. Excessive groundwater seepage has been identified as one of the key safety factors which always lead to vast loss, such as the Seikan Tunnel in Japan which encountered sudden water inflow and then catastrophic face collapsing, tunnel flood during excavation (Xu et al., 2013). As a key factor in the risk management associated with the groundwater leakage into rock cavern, the hydraulic conductivity determination is very important for cost estimation, reliable water control and construction management.The case presented in this paper is an underground project consisted of a cluster of rock caverns/tunnels for storage of hydrocarbon products. These caverns are located in heterogeneous sedimentary bedrock, at a depth of 130 m beneath a basin, and the crowns of caverns are located at about 100 m below the sea bottom. The caverns/tunnels are designed at two levels, the water curtain tunnels are at the upper level, and oil storage caverns are at the lower level, as shown in Figure 1. A number of horizontal and vertical water injection holes drilled from the upper water curtain gallery tunnel will establish continuous horizontal and vertical water curtains for providing a stable pressure distribution around the caverns, to keep oil/gas inside the lower storage caverns. As the hydrostatic pressure of groundwater around the storage caverns is higher than the pressure of stored oil and gas, the stored oil and gas will not leak out of the cavern (Lu, 2010; Xu et al., 2015). Groundwater pressure gauges are installed in the water curtain gallery tunnels, and water from the operational and access tunnels is injected continuously into the curtains to maintain the pressure. Some monitoring data are recorded at different construction stages. This paper proposes suitable methods to predict the hydraulic conductivity in rock mass and to determine the hydraulic conductivity in the water bearing zones."

In September 2009, Newmont began the commissioning of a 3 stage crushing and milling circuit at its Boddington Gold Operation in Western Australia. The Boddington ore has been recognized as one of the hardest and most abrasive ores treated to date and this played a pivotal role in the selection of crushing and HPGR technology for this operation as opposed to the more conventional SABC circuit. This paper will examine the scale up from laboratory to pilot plant and full scale operation of the crushing circuit. There have been many challenges to overcome in the first 18 months of operation; however, the HPGRs have in general met design expectations and performance is expected to improve further with ongoing design changes

"There seems to be some confusion between the terms carbon black and lamp black, although in American lampblack is generally understood to be a soot formed by the smudge process. In this process oil, coal tar, resin or some solid, or carbonaceous substance is burned in an insufficient quantity of air, while on the other hand carbon black is a product resulting from the incomplete combustion of gas and is deposited by actual contact of flame upon a metallic surface.The various carbons, such as gas retort coke, oil retort coke, graphite, carbon black, lampblack, vine black, wood-pulp,black, willow charcoal, and blacks made from refuse material such as leather have different characteristics as to flocculence strength of color, and physical structure. These blacks are made by one of the following methods:(1) Formation by direct contact of a flame upon a depositing surface.(2) Production by combustion of an oil, tar, etc., in an inadequate supply of air; the soot is allowed to slowly settle out on the floors and the walls of the collecting chambers.(3) Carbonization of solids and subsequent reduction to a state of small subdivision.(4) Production by heating carbonaceous vapors or gases to a decomposition temperature by external heating with or without air in the forming chamber. This is usually referred to as cracking or thermal decomposition."

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many it is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the Portland Monson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In the Monson Maine Slate Co. quarry (the old Pond quarry),a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

The Marvel Loch Operations (MLO) plant was treating ores from up to six MLO sources and in addition needed to blend externally sourced ores with its own ores. This presented a metallurgical accounting dilemma, which was subsequently addressed by the design, implementation and testing of an automatic sampling system. The MLO automatic sampler was well designed and has been the subject of previous internal and external reviews. The sampling action is fully automated and the unit is essentially self cleaning particularly when sampling primary ores. The purpose of this paper is to document the rationale behind the design, the specific details of the sampling station, its use for ore purchase purposes and an assessment of the sampling system to meet the needs of the operator.

"SYNOPSISRecent developments in the use of the Bartles-Mozley table and the Bartles CTS screen are described for the gravity preconcentration of fine heavy mineral and metal particles present in low grade pulps. The B-M table is a relatively new device used for the recovery of particles of up to 100 micron size down to 5 microns or in the case of gold and platinum, down to 1 micron. The CTS screen is a wet screening device used for feed preparation ahead of the Bartles-Mozley table and will size effectively down to about 300 mesh. Results and operating data for a number of different materials are given including outline flowsheets; the effects of the major variables on the performance of the table are briefly discussed. The potential of the B-M table to treat a variety of different ores, coal, tailings, and waste products are considered. The utilization of the B-M table in association with other unit processes to improve overall results as well as to improve the economics of design and performance of plants are also mentioned.INTRODUCTIONA number of new gravity concentration devices have been developed in recent years for the recovery of fine heavy mineral and metal particles but for reasons which include low capacity, high capital or operating costs, competition from other and better processes, the absence of simplicity or reliability in operation etc., only a few which include the Bartles-Mozley table, have been proved to be of commercial application.The name of the machine is derived from the inventors name, Richard Mozley, who developed the B-M table at the University of Bristol in England. The table was subsequently taken up and patented, world-wide, by the National Research Development Corporation a British government agency. An exclusive license to manufacture the table was granted by NRDC to Bartles (Carn Brea) Ltd. in Cornwall, England."

The treatment of slime is of special interest to those engaged in cyaniding gold- and silver-ores. The usual practice is to make as small a percentage of slime as possible. In many instances the slime is given no treatment, but is impounded in dams in the hope that the future will develop some method of economically treating this product. The filter-press was the first step upward from ordinary decantation, but, on account of heavy labor-charge and high cost, its use has been limited to high-grade material. The slime at the Combination mill at Goldfield averages perhaps $20 per ton, and although the values are quickly dis solved the filter-press installation was not entirely satisfactory, resulting in the erection of the canvas-cell filter, developed by Chas. Butters and his staff. This filter is a great improvement over the filter-press, and the following description of it will be of interest to those engaged in treating slime produced in crushing ores, especially in view of the fact that, by the use of this filter, slime can be treated at a lesser cost and with a higher percentage of gold- or silver-extraction than in the ordinary treatment of sand; and, moreover, the initial outlay for an all-sliming plant is less than that for the ordinary sand- and slime-plant. The economy of construction of the Butters filter-plant is clearly shown in Figs. 1 and 2, which illustrate the 20-frame filter of 40 tons capacity, now being installed by the Nevada Goldfield Reduction Co. In this construction the slime-pump is so connected that it call pump to or from either tank or the filter by changing the valve-settinga—a combination which is necessary in this particular installation, since sufficient fall is not available for filling and discharging the filter by gravity. "Each and every flotation plant must produce daily/weekly/monthly production reports in which metal balances for payable and penalising elements are presented. Several factors including ore heterogeneity and harsh production environment affect the reproducibility of the reported data. Best practices of metal accounting thus prescribe that production reports be accompanied by measurement quality reports quantifying the reproducibility (a data quality metric often expressed as a relative standard deviation) of each data reported. Ignoring the irreproducibility of measurements may lead to the perception that random errors have been totally eliminated through statistical data reconciliation, which is wrong. This paper aims at explaining the full lifecycle management of reproducibility estimation from the outset at the measurement process to its reporting after having been through the statistical data reconciliation process. Indeed, the reproducibility of reported data can be obtained by performing a sensitivity analysis. Necessary conditions for obtaining a truly representative assessment of measurement reproducibility are stated. Typical levels of measurement reproducibility found in operating flotation plants are also reported. These numbers can be used as benchmarks for reproducibility levels that can be realistically expected.IntroductionEach and every flotation plant must produce daily/weekly/monthly production reports in which metal balances for payable and penalising elements are presented. RECENTLY a prominent Brazilian' doctor wrote to an American friend: "I feel that cultural relations between the American and Brazilian people could be promoted in a very speedy and effective way by establishing contacts between men of the same professions. . . . A Brazilian mechanical engineer could be immediately interested in relations with American colleagues, even if he had never heard of Longfellow and was not interested in Stokowski's orchestra. . . . A large number of cultural ties could be established between specific groups of men who have already some common interest, and who, whenever they meet, can do something that naturally brings them closer, that is, `talk shop."' In appointing a committee on Inter-American Engineering Relations to cooperate with the Department of State in its program of fostering cultural relations with the other republics of this hemisphere, the American Engineering Council has taken a step which should lead to a greater sense of unity and fraternity among engineers of the Americas. That such unity and fraternity are part and parcel of the moral defense of the hemisphere is obvious. For years engineers of the United States have been traveling South and South-east to construct roads and bridges, dam rivers, harness waterfalls, build ports, install and operate mining equipment, and erect buildings and plants, often at the risk of life. Those in the teaching profession in this country have had as pupils a growing number of students from our neighboring republics whom they have sent back home trained in the most efficient engineering methods. In a sense, however, these relations with the other nations on this side of the globe have been haphazard and left to chance. Personal acquaintance among engineers has played its role but no organized attempt appears to have been made to take advantage of the natural relationship which geographical and historical factors should encourage.

After a brief description of the structure of these technologies? development under COMRO?s stewardship, the paper turns to an overview of the structure of innovation within which these hydraulic technologies were developed. A central focus of this paper is systematic review on whether similar technologies are likely to emerge in the present system of innovation and the role played by innovation policy.

THE decomposition on cooling of the high-temperature ß bcc phases in copper- or silver-based binary systems usually takes place by a martensitic. massive, bainitic, or pearlitic reaction depending upon the particular conditions of each system. The AgAl system is one of these systems in which a massive or a martensitic transformation can occur upon cooling from the 3 phase field. Recently Hawbolt and Brown1 observed both massive and martensitic transformation products in a 22.7 at. pct A1 alloy. In the present work the massive and the martensitic transformations were investigated in a number of alloys for the composition range between 23.2 and 27.9 at. pct Al. The alloys were prepared using high-purity silver, 99.999 pct, supplied by ASARCO and aluminum, 99.999 pct, supplied by ALCOA. The metals were melted using a graphite or a sintered alumina crucible which was sealed in quartz tubes under an argon atmosphere. The alloys Were remelted to reduce segregation and homogenized in the 13 phase field for 24 hr. The weight of the alloys after homo-genization compared with the initial weight indicating the alloy composition to be within k0.1 pct of the in- tended composition. Chemical analysis of several samples confirmed the estimated alloy composition. All metallographic observations were performed on samples electropolished with ac current using a 10 pct solution of KCN and a stainless-steel electrode. The samples were cut into -1-mm-thick slices, polished, heat-treated in the ß phase field, and quenched in air, ice water, or iced brine. Some heat treatments consisted of a 2-min anneal carried out in air to allow maximum quenching speeds. Other samples were heat-treated in a vacuum of 10"4 torr and quenched using a helium blast in a quenching apparatus described elsewhere.&apos; In both cases, no appreciable losses of silver or aluminum were noted at the sample surface by sectioning and electropolishing. Table I summarizes the microstructure resulting from the various quenching treatments. The composition of the alloys investigated is also indicated on the equilibrium diagram in Fig. 1. The <, hcp phase, typical of a massive ß — cm, transformation, was observed in all alloys. Since the early 1970s research has been ongoing to develop a cost-effective way of continuously mining the narrow reef, hard rock, typical of South African gold and platinum mines. In the late1980s it was shown that impact ripping was a practical solution for the deep gold mines. In March2001 Lonmin and Sandvik agreed to co-operate in an endeavour to design and manufacture a prototype narrow reef mining machine with the ultimate aim of producing such a machine on a commercial basis that would enable Lonmin to create a safer and more productive environment within its mines and for Sandvik to enhance its leading position as a supplier of a new generation hard rock cutting machine. This paper describes the developed technology, the current progress of the delivery of the required objectives and the optimum mining layout for the roll-out of the mining method.

Reserve Mining Company completed construction on a major process modification project in June of 1980. These modifications enabled Reserve to reduce and control its final iron ore pellet silica content from 9.0 20.77 percent to 5.0 50.26 percent. The paper outlines the implementation of neutron activation on-line analysis and associated computer control loops for measuring and closely controlling the silica content of the iron ore concentrate at Reserve Mining Company. It contains a general overview of Reserve&apos;s taconite processing facilities and a presentation of the theory and operation of the neutron activation analysis equipment coupled with the computer silica control loops.

The experience of Grey River Gold MiningLimited in pursuing these statutory approvals has identified weaknesses and strengths in the present system and problems which need to be resolved. The Company has learnt lessons, which if heeded, will assist future large scale alluvial mining projects.

Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman&apos;s (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation&apos;s largest utilities and users of domestic coal. Addison noted that America&apos;s electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman&apos;s bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill&apos;s future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project&apos;s ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

This paper presents an analytical solution of the problem of freezing of a semi-infinite slab with constant surface temperature; in this analysis accoz~nt is taken of the heat evolution during the solid-state transformations in the frozen skin. The regions where transformations occur are treated as plane isothermal heat sources; i.e., the rates of transformations are assumed to be infinite. In the model considered, three plane heat sources are assumed to be present in the frozen solid. The solution yields the temperature distribution in the solid, the rates of movement of the heat sources , and the rate of movement of the solidification front. It is shown that, although the sum of the heats of transformations in the solid is about 20 or 43 pct of the heat of fusion of iron or manganese, respectively, the effect of the heat evolution in solid-state transformations on the rate of solidification is insignzficant. IN several recent mathematical studies of solidification of liquid metals&apos;-3 no account was taken of the heat evolution accompanying the solid-state transformations. In the case of, for example, steel, there are several phase transformations 6 -y, y -a, and the magnetic transformation. Whether or not a significant error is introduced into the mathematical simulation of solidification processes by the omission of the heat effects associated with these phase transformations is not known. The purpose of the present study is to investigate the effect of these phase transformations on the temperature distribution and the rate of solidification based solely on the heat transfer point of view. That is, for the sake of simplicity, freezing of a pure metal with solid-state transformations will be considered. The mathematical model which represents the present problem includes four moving heat sources representing freezing and phase transformations, 6— y — a — ferromagnetic. The thermal properties such as conductivity and specific heat, and so forth, are different from one phase to the other. But they are considered to be uniform over any particular phase. The usual Fourier heat flow law is employed. The concept of conservation of energy is applied at every heat source in order to estimate their rate of movement. The temperature distribution in the solid and the positions where transformations occur are expressed analytically in terms of error function solutions and four coefficients which are determined from four nonlinear algebraic equations. These coefficients can be calculated either by trial and error or by any numerical method. THE development of the linear hot-wire anemometer has been chiefly clue to the efforts of L. V. Kings1 and A. E. Kennelly and H. S. Sanborn.2 The anemometers used by these investigators consisted essentially of a fine heating wire having attached leads for resistance measurements at distances of 10 or more centimeters from each other. In using such an anemometer, the current is measured that is necessary to maintain the resistance of the wire, between the two leads, constant for different air velocities. Thus resistance is always so chosen that the temperature of the heating wire will be sufficiently high to make the observations practically independent of small variations in the temperature of the gas in which the anemometer is placed. The measurement of the resistance of the anemometer wire requires a Kelvin bridge set up, which for commercial work is not altogether desirable. The cooling effect clue to different air velocities depends on the temperature difference between the wire and the gas and the total quantity or mass of gas passing the wire per unit tine. Since the temperature of the wire is maintained constant, the effect observed in the change in the heating currentfor a given change in air velocity is a measure of the difference between the gas flow in the two cases. Such an anemometer, therefore, measures the average gas flow for a length depending on the distance between the two resistance leads. Therefore the instrument in the form used thus far is not very satisfactory for measuring gas velocities in small tubes or in places where the velocity varies rapidly across the line of flow. For the purpose of measuring gas flow through relatively small tubes, where the velocity changes rather rapidly across the tube, the hot-wire anemometer has been modified in the manner shown diagrammatically in Fig. 1. It consists essentially of a platinum heating wire H about 0.007 in. (0.178 mm.) in diameter and ½ to 1 in. (12.7 to 25.4 mm.) long stretched across a suitable framework, say of glass. This wire has
