Growing global concern over the impacts of climate change, attributable largely to fossil fuel energy sources, has led to the widely shared goal for a ‘just transition’ to cleaner energy and reduced dependence on carbon-based fuels. As the world’s 14th biggest CO2 emitter and being particularly vulnerable to the impacts of climate change, South Africa must embark on a just transition pathway. This paper reviews expected coal mine closures and associated community vulnerabilities and local governance challenges in South Africa. Decommissioning schedules for all coal-fired power stations and operating coal mines are plotted, and 69 mining host communities and 21 municipalities are mapped, classified, and described. Community socio-economic profiles are measured using a set of SDG indicators and census data and municipalities assessed through financial audits. Our research shows that five coal-fired power plants (8.9 GW) and 15 coal mines (29.5 Mt/a) will probably close by 2030, and a further four plants (14 GW) and 23 mines (106 Mt/a) by 2040. Thus, the shift to cleaner energy will likely occur without the premature closures implied by the just transition. The impact of mine closure on the 2.5 million residents of host communities will be significant, particularly as levels of income, employment, and education are already very low and many municipalities are in financial distress. The South African approach to the just transition needs to take local realities into account and the narrative must support an effective transition that does not undermine energy security and economic growth.

FOR the diffusion of copper in silver-rich alloys, there have been only two previous investigations, that of Seith and Peretti in 1936, and that of Sawatzky and Jaumot2 in 1957. Seith and Peretti obtained a value of 24.8 keal per g-atom for the activation energy of diffusion whereas Sawatzky and Jaumot obtained a value of 46.1 keal per g-atom. Admittedly, Seith and Peretti used relatively high concentrations of 2 at. pet Cu and polycrystalline diffusion couples, while Sawatzky and Jaumot investigated tracer diffusion in single crystals of silver. The difference in the results, however, seems too large to attribute solely to solute concentration, as a change of over 20 keal per g-atom in the activation energy suggests a change in the mechanism of diffusion. Therefore, in the present investigation the diffusion coefficient for copper in polycrystalline Ag-2 at, pet Cu alloy is re-established using conventional sandwich-type diffusion couples and electron-probe microanalyses, and the results are compared with those of the previous studies. The diffusion couples were prepared from high-purity silver (99.999 pet) and high-purity copper (99.999 pet). The silver disks, 1/4 in. long and 4 in. in diam, were machined from an ingot which had been solidified in a dynamic vacuum of 10-3 mm of Hg to eliminate oxygen absorption which otherwise would result in copper oxide precipitation in the weld zone. The alloy disks of similar dimensions were machined from an alloy ingot (nominal composition 2 at. pet Cu) which had been unidirectionally solidified to obtain a predictable solute concentration,3 and homogenized for 1 week at 800°C. Sandwich diffusion couples were made by pressure welding an alloy disk between two silver disks in an induction heating coil. The couples were diffusion-annealed at temperatures of 800°, 756°, 699°, and 630°C in tube furnaces in which the temperature was controlled to better than ± l°C. The diffusion couples were examined metallographically for weld defects, and couples showing even minute defects at the weld interfaces were rejected. Concentration penetration curves were established using an A.R.L. Microprobe analyzer. CuKO radiation was counted and converted to concentration using 0.5 and 1.0 wt pet Cu chemically analyzed standards. Initially, four continuous profiles were obtained, and averaged to obtain the final diffusion curve. The initial analysis was performed commercially and the welds were not located with respect to the profile. Therefore, the results were rechecked by the authors using the Mellon Institute A.R.L. probe. SMELTING of iron ore, manufacture of steel, and the fabrication of ferrous metal products are all processes that require energy. Charcoal was adequate, to supply this energy for the relatively simple processes of the early iron-masters. In the fourth decade of the nineteenth century, anthracite and bituminous coal and later coke supplanted charcoal for the smelting of iron. So far as the chemical phases of the process were concerned, charcoal was an ideal iron-furnace fuel. It had practically no sulphur, and its ash, besides being low in quantity, consisted chiefly of lime and alkalies, thus supplying a part of the flux required for smelting the ore. The ash of coal and coke on the other hand, being largely silica, had itself to be fluxed with bases added to the charge. Physically, however, coke proved to have many advantages over charcoal, which could not be used in the furnaces of today. The chief reason, however, for the change from charcoal to coke was the impossibility of maintaining an adequate wood supply.

Australia is the world's leading producer and exporter of mineral sands. Despite increased production from some other countries in recent years, Australia maintained its No.1 position in 1988 among world producers of mineral sands concentrates. Production of the titanium minerals -- ruffle, ilmenite and leucoxene, as well as synthetic ruffle -- by the seven companies currently comprising the Australian industry increased in 1988 in response to continuing strong demand for feedstock by the pigment industry. Production of co-product zircon remained at the 1987 level, reflecting declining zircon grades. Exports of mineral sands concentrates increased in 1988; export earnings exceeded $300million. Prices for mineral sands concentrates are now at a historical high and, assuming that the world economy remains strong, real prices should continue to trend upwards in the short term. Exploration in the Eneabba-Cooljarloo region and the Scott River area, both in WA, the Murray Basin, Vic, and the central Queensland coast area, has identified substantial resources of heavy mineral sands. These discoveries have reversed the trend of the early 1980s of falling resources of mineral sands. In 1988, BMR estimated that economic demonstrated resources (EDR) of ilmenite, rutile, zircon and monazite combined was about 72.8 million tonnes. However, a substantial portion of the resources on the east coast are frozen as a result of environmental considerations. The proportion of mineral sands concentrates processed in Australia increased with the commissioning of two new synthetic rutile plants; Australia is now the world's leading producer of synthetic rutile (total capacity 272000 tonnes), most of it for export. Australia's two TiO2 pigment producers have both increased capacity, lifting national capacity by some 70p ercent to over 120000 tonnes/yr. As part of the expansion one producer converted from the sulphate to the chloride process. Other new pigment plants are being proposed for the future.

Surface tension, density and viscosity coefficient of acidic copper sulfate solutions simulating electrolyte solution for electrolytic production of copper have been measured and are summarized as a function of the solution composition and temperature. Nickel sulfatc is taken to be a representative coexisting sulfate that affects the physical properties of the copper sulfate electrolyte solution. The sulfates in the solutions, including sulfuric acid, increase the physical properties under consideration. Gelatin, representing organic additives for electrolyte solution, was found to sensitively affect the surface tension of the solution at low concentration of up to 200mgIL. The surface tension was markedly lowered by the addition of gelatin and the increasing concentration of gelatin led to a more pronounced decrease in the observed values. The surface tension gradually increases with time after addition of gelatin and the increase is enhanced by higher acid concentration and higher temperature. The observed change in the surface tension is considered to reflect the preferential adsorption of gelatin to the bubble-solution interface and the decomposition of gelatin due to hydrolysis to form various molecules having smaller molecular weights.

Local community acceptance is a key aspect of planning and managing mining projects, whether through sustainability assessment and reporting or corporate social responsibility programs. However, there has been very little research to understand the determinants of community acceptance. This paper seeks to identify key mine characteristics and demographic factors that influence individual acceptance of mining projects. Six demographic factors and 16 mine characteristics were selected based on literature review. Four of the six demographics factors were confirmed to be significantly (p < 0.05) correlated with people?s attitude of the importance of the mine characteristics. All sixteen mine characteristics are identified as important factors. The most important mining factors are Job opportunities, water shortage or pollution, air pollution and land pollution. Both the mining and control groups have same opinion of 12 mining characteristics and differ on four (infrastructure improvement, labor shortage for other businesses, noise pollution, and mine life). During design and management of mines, this data can be used as a reference. This result will facilitate better choice experiment (survey) design for discrete choice modeling. Such discrete choice models can provide a viable framework for data-driven community engagement and sustainable mine management.

Noranda&apos;s Altonorte custom smelter, located in the 2nd region of Chile, 20 kilometres southeast of the city of Antofagasta, started operations in 1993. Presently, 1150 tonnes per day of new feed are smelted with an 85% sulphur capture. An oxy-fuel reverberatory furnace produces a 48%-55% copper matte that is treated in 13 ft. x 36 ft. (3..96m x 10.97m) Peirce-Smith converters (two hot and one blowing). Up to thirty percent of the new concentrate is smelted via dry concentrate injection into the converters. This paper reviews the development of the concentrate drying and injection system, and oxygen enrichment at Altonorte from start-up in 1995 to the present time. The relationship between oxygen enrichment and concentrate injection is reviewed from a theoretical and practical standpoint. Concentrate injection has improved the smelter&apos;s productivity and added flexibility to the operations. Due to the relatively high matte grades and the subsequent short converting times, maintaining consistent operations was difficult at times and the smelter has gone through a learning curve. Plant operating results and experiences are presented on the impact of concentrate injection in relation to: feed treatment, blowing times, revert generation, slag quality and refractory wear.

Fatigue tests were conducted on 2017-T4 alumium in alloy in an u1lrcthig.h vacuum of 2 x 10-lo Torr and in air. Sotlze pvelivtlinary data were also obtained on the faligue life of the alumirnum alloy in a dvy-nitrogen atmosphere. A dark deposit observed on the fracture surfaces of the aiv-tested specimens was identified as oxides of tr~angarzese and magnesium This observalion, and the close correlalion betaveen results obtained in vaCuum and dry-nitrogen environtments, tend to confirm that air stvongly influences the fatigue mechanism by a covrosion process. THE fatigue life of certain metals is known to increase when the atmospheric pressure is reduced. Gough and Sopwith1-2 postulated that this is due to a joint chemical and mechanical process operating in air at the surface of the metal with oxygen and water vapor playing significant roles. Wadsworth and Hutchings3 observed that aluminum is mainly affected by the presence of water vapor. Very little information is available on the fatigue properties of structural aluminum alloys in a vacuum environment. This report describes work performed on 2017-T4 aluminum alloy in an ultrahigh vacuum (2 x 10-loTorr) and in air. Some preliminary data are also presented on the fatigue life of the alloy in a dry-nitrogen environment. 1) EXPERIMENT 1.1) Test Material. The material tested was commerciaT 2017-T4 aluminum alloy which, in addition to aluminum, has an approximate composition of 4 pct Cu, 1 pct Fe, 0.8 pct Si, 0.5 pct Mg, 0.5 pct Mn, plus smaller amounts of other elements.* Some typical naturally age to a substantially stable condition. Specimens were then machined from these rods and ground to a No. 8 microfinish. In order to minimize variation in material characteristics, specimens were made from rods procured from the same lot. 1.2) Apparatus. The apparatus and test specimen used in the fatigue tests are shown in Fig. 1. The device utilized a single-cantilever beam with rotating-bending loading. Impacted waters, often complex, are created in mining which at some point in the mine life cycle will need to be attended. The simplest and most cost effective method of handling impacted water is to reuse it as makeup water for operations. At the end of mine life, operational reuse will not be an option and the impacted water will require treatment to achieve alternative reuse goals. Conventional mine impacted water treatment is successful in removing unwanted constituents but create brine and sludge that may require special handling or additional treatment, resulting in additional liabilities and costs. Freeport-McMoRan Copper & Gold has taken an approach to water treatment that focuses on transformation not concentration. The Water Treatment Test Facility located at Sierrita Mine has three test plants that are piloting the mine impacted water transformation process. Two plants have been designed for the removal of calcium and sulfate with products of gypsum and sulfur. The third plant removes metals from process water and transforms them into marketable metal sulfides. The transformation, rather than concentration, of mine impacted water solutes greatly reduce long term risks.

Discussion of the paper of SAMUEL S. WYER, presented at the New York meeting February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 263 to 279. DAVID T. DAY, Washington, D. C.-I would like to ask whether the court decisions quoted in the paper are general, or do they represent one side of the case; if so, are there any decisions that represent more than one side of the case? Are they of general application, or do they affect only one side? Also, what is the difference between a pump and a compressor from the standpoint of the natural-gas industry? I notice stress is laid on the word "pump" in. connection with some of the legal decisions, and then it is stated. that they must not pump or compress above 300 lb. The question is, is a pump a compressor and a compressor a pump, under certain conditions? SAMUEL S. WYER, Columbus, Ohio.-Answering the first question, I will say that the decisions cover both sides of the case very thoroughly, and are uniformly on the side that a company is justified in the use of gas compressors; in other words, there are no decisions holding it to be illegal to use gas compressors, with the exception noted in Indiana, Kansas, and Oklahoma where you cannot go below atmospheric pressure. In regard to the second question, I think the engineers and the gas operators themselves are responsible for the confusion. It is because the use of the term "pump" is almost universal, and so many people have obtained the idea that the primary function of a gas compressor is to pump air into the gas, in order to increase the consumers&apos; gas bills. I appreciate that it is very hard to draw a clear line of demarcation. between a pump and a compressor. The distinction I have always made myself, and which I think is a logical one, is that you do not get the pumping action until you get below atmospheric pressure. As far as the compression end is concerned, there is only one State, namely, Indiana, that has any statutory limitation with regard to how high the pressure may be increased in order to put the gas into the transmission lines. The State law in Indiana limits the maximum pressure to 300 lb. per square inch.

It deals mainly with the long tailing and concentrate lines. Subject matter is arranged under the following headings: pumps, lines, instrumentation, system design, operation.IntroductionThe Inco Metals Company is the mining and processing section of INCO LIMITED. In the Ontario Division, it operates 13 mines, 5 mills, a smelter, an iron ore plant and 3 refineries, all engaged in the mining and recovery of nickel and copper. This paper describes the slurry pumping practices in the mills of the Ontario Division.The PumpsWe have in our Sudbury area mills most of the available types of slurry pumps, in sizes from one inch up to twelve inches, a total of about 400 pumps. The rubber-lined, horizontal shaft pump is; most numerous. However, for certain applications, the hard-metal pump is essential, and is becoming more popular for general mill service. Two types of vertical shaft pumps are used. There are a few diaphragm pumps on small thickeners, but the larger thickeners have centrifugal pumps either directly connected to the under-flow or with one pump handling several gravity underflows. We have not used piston or plunger pumps in our mills."

Stowing has been successfully used in many countries as a means of controlling surface subsidence, minimi ing incidences of spontaneous combustion, maintaining gate road stability and maximising coal recovery.Australian experience in stowing is limited but in the future increased extraction of thicker and/or multiple seams by longwall operations and resolution of conflict of alternative land u&apos;ses may necessitate the use of stowing in coal mining. At present there is little incentive for mining companies to introduce and operate a stowing system because costs have to be borne by the individual companies and benefits spill over to society and the State. Cost sharing by the industry and State incentives may overcome the problem of cost disincentive.

"This paper will discuss the design analysis of sheet pile cofferdams for static and dynamic blast loads. Following construction of the new Willis Avenue Bridge across the East River between Brooklyn and Manhattan, in-river piers No. 9 and No. 10 from the former bridge were demolished, partially by explosive charges. The blast at Pier 10 was conducted first and though the demolition charge was relatively small, it gave confidence that the sheeting could be designed to resist the blast load. This paper primarily summarizes our analysis and performance of a sheet pile cofferdam at Pier 9 used to withstand the larger blast loads, contain the blast debris, and allow excavation of the pier below the existing river bed mudline. The program NLFlex was used to predict stresses and deformations of the cofferdams under dynamic blast loads, using simplified equations to estimate the underwater blast pressures. Specifically, the analysis focused on the stresses in the struts, waler beam, sheet pile interlocks and connection of the sheeting to the waler beam. Design included allowing plastic deformations and limited rupture of the sheet pile interlocks under the blast loading. Comparisons are made between stresses assessed by the dynamic finite element modeling and empirical relationships used within the industry. The performance of the system after the actual blast is discussed as well as details of the performance of welded vs. bolted connections within the system. IntroductionThe Willis Avenue Bridge is one of the major access ways from the Bronx into Manhattan. The location is shown on Figure 1. The original bridge constructed in 1901 was a swing bridge over the East River. The bridge was in disrepair and outdated with regards to its ability to handle the flow of traffic resulting in numerousaccidents.In 2007, Kiewit Constructors Inc./Weeks Marine, Inc., A Joint Venture was selected to construct a replacement bridge. The $612 million project included construction of a new bridge just to the south of the original bridge. The most notable aspect of the construction was floating and lifting the new 350 ft. long swing span in place as a single piece. However, another significant challenge was using blasting to demolish two of the abandoned piers which were within the East River. The blast would be near existing structures in both Manhattan and Brooklyn and would be within 30 ft. of the new bridge."

As a result of past developments, mainly at universities, the coal industry has had access for a decade or more to a number of computer programs for coal mine planning. Using some of these programs Bethlehem Steel&apos;s Research Department in 1969 launched jointly with Bethlehem Mines Corporation an extensive research and development program aimed at: (1) testing the capabilities of these programs through trial applications as the need and opportunity existed, (2) defining what additional capabilities were required to make mine planning computer systems fully useful in the hands of Bethlehem&apos;s mine-planning engineers in the field, and (3) developing and implementing in the field the mine-planning systems agreed on. This program is now nearing completion, and several of Bethlehem&apos;s operations routinely use the planning tools that were developed. The progress of this research program is discussed in terms of our initial trial applications of computer methods to mine planning and the incorporation of several innovative features into our new set of computer programs, in particular, the use of time sharing, data base management systems, and general-purpose simulation languages.

The decomposition of methane has been studied experimentally in contact with various oxides at elevated temperatures. For each oxide, the temperature at which the cracking starts has been determined. No correlation was found to exist between the temperature for the onset of cracking for a given oxide and the affinity for carbon of the oxide's metallic component. In terms of potential for using methane as a reducing agent, calculations are presented that indicate that the suitability of an oxide for such reduction depends on the desired methane+oxide reaction being more energetically favourable than the methane+methane=ethylene/acetylene reactions.

For deep block and panel caving mines, undercut or extraction level instability can have as much impact on overall recovery as underbreak or the premature ingress of waste. If the area of the mine affected by excessive convergence is small, recovery is usually possible. However, there are several examples of entire blocks that were abandoned prematurely due to footprint collapse. Clearly, such global instability has a major impact on recovery and must be avoided – this is one of the essential tasks for the design team.The design problem is complex. The planning engineer must ensure that the footprint has sufficient capacity to withstand the maturing loads in the cave, accounting for the effects of stress path, geological structures and the rock mass conditions. These are often uncertain and only sometimes quantified.The demand on the footprint will also be influenced by decisions and actions taken during production, especially related to draw, which can worsen a developing problem. Perhaps most importantly, the design decisions that favour stability and lead to lower deformation also negatively impact on idealised cave flow. Many engineers aim to minimise the size of extraction level pillars, to improve theoretical future resource recovery but in fact this can reduce recovery if widespread deformation ensues due to the undersized pillars.In 2014, PT Freeport Indonesia undertook detailed numerical analysis to quantify the effects of variability in rock mass conditions and geological structure on overall footprint performance. The analysis accounted for a range of stress paths and maturing cave loading scenarios sourced from a calibrated whole-of-cave deformation-flow model. The intent was to replicate some of the diversity and distribution of pillar deformation outcomes that may be seen in practice at Freeport.The discontinuum finite element analysis was able to replicate damage localisation around persistent structures, a realistic distribution of drive deformation and show how small areas of instability can evolve into major problems if poorly managed. The limits of pillar size and ground support as solutions to a number of different instability problems was also investigated, showing that pillar size alone was not a sufficient remedy for all adverse circumstances.In this paper, we describe the workflow for numerical analysis of footprint deformation. "HistoricalWHILE DIGGING caves and underground passages for living quarters, primitive man must have had some means of illumination. Most likely he used pieces of wood or slim bundles of reeds or grasses as torches, perhaps steeped in animal fats to give more light. If this is so, we may accept these as the first means of underground illumination. Very little was clone to improve lighting devices for many generations, but slowly there was developed a fount holding fatty oils, with a spout in which was inserted a form of wick.Actual mining. for metals first of all, was started about 3,000 B.C. Some of the old Greek and Roman records refer to the use of torches underground, and some evidence of clay lamps has been found. Candies came into use some time during the first century A.D. When coal mining began about the 14th Century in England, candles were used for illumination because of the ease of manufacturing and handling them. Open oil-lamps came into use early in the 16th century -Agricola, in his De Re .Metallica, written about 1540. pictures a miner with such a lamp. However, the expense of these was so great that candies still continued as the general means of underground lighting.Unfortunately, as miners went deeper underground, they encountered a mysterious gas which. upon coming in contact with open lights, flamed violently, resulting in explosions and accompanying loss of life. The first reference to the results of these gas explosions appeared in 1621. No help seemed to be available. The gas was given off when the coal was mined and the miners could not see without lamps. Attempts were made to use the phosphorescent glow from partly decayed fish, fish skins, and fungus, also to bring daylight clown into the workings by means of a series of • mirrors; •but these means of illumination proved to be impracticable."

(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer&apos;s standpoint and that practically no consideration is given to the employee&apos;s point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

UNTIL VERY RECENTLY the flotation process has not found much application in the treatment of gold ores. No appreciable improvement has been made lately in the technology of this application; but the possibilities of flotation have been more fully appreciated. Excellent results were obtained long ago, but few operators paid much attention to them. For instance, in 1915 extensive experiments were carried out by Mr. Beauchamp and Minerals Separation on ores from the Dutch-Sweeney mine near Jimtown, Calif. The ore contained gold-bearing pyrite and laboratory tests indicated a 10c. tailing on a $6 head. In 1918 a 300-ton flotation mill using Minerals Separation machines was built based on the results obtained. However, when the mill began full-scale operation, mill heads did not come up to expectation, being only $4; also the-tonnage was considerably less than had been expected. Flotation mill tailing assayed 15c., indicating a recovery of over 96 per cent, so that excellent metallurgical results were obtained. The operation was a success but the patient died.

As blast-furnace practice progressed, however, involving the use of hot blast and the development of power from the gas, blast-furnace construction was modified to conserve this gas for heating hot-blast stoves, raising steam under boilers, and various miscellaneous purposes.
