Under the traditional environmental paradigm, industry, stakeholders, and government impact the environment through production, consumption, and regulation. For more than twenty years, this paradigm has survived more or less unchallenged. Environmental action has followed a typical pattern: industry pollutes, the public clamors, government enacts legislation, and industry expenditures for pollution-control equipment soar. In the 1990's, many groups realize that command-and-control techniques may not be the most effective method of dealing with environmental issues in the new millennium. The need for regulatory reform became apparent in the 1980's after an accident at the Union Carbide plant in Bhopal, India. In addition, the prospects of an integrated European market and increased global trade sparked a need for common standards regarding the production of goods and services, which led to the adoption of the International Standards Organization (ISO) 9000 Quality Standards. These factors, and others, triggered the development of the Environmental Management System (EMS). Over the past decade, country-and industry- specific EMSs were developed. However, the IS0 realized the need for a single, internationally recognized standard that would be workable for any type organization. The goal of this standard is to promote economic competitiveness, remove trade barriers, and promote environmental protection. To this end, the IS0 14000 Standards were developed to provide business with a structure for managing environmental impacts. This article argues that a new paradigm has begun to transcend the old. Protection of the environment if shifting from "government drivers" to "market drivers". This shift means that industry and stakeholders, instead of government, are taking the lead to develop ways to protect the environment. This article also argues that government can use this new paradigm, in a time of declining budgets and regulatory reform, to continue to protect the environment through increased compliance monitoring and rigorous enforcement. Specifically, the IS0 14000 Standards can allow the government to reduce compliance costs, streamline permit and reporting requirements, and provide business with regulatory flexibility. Finally, this article argues that IS0 14000 will be central to the regulatory reform effort, because it can be internally implemented with little need for legislative intervention.

The Outokumpu Oy flash smelting furnace was designed for a capacity of 69,5 mtph of concentrate. The history of developments on the flash furnace, from the original operating capacity of 55 mtph to a proven capacity of 115 mtph of concentrate, is summarised. The new feature of operation at BCL Limited is ?the use of screened lump coal reduction in the settler region of the furnace. This paper considers the effects of settler bath reduction on the furnace smelting capacity, the condition of the furnace ?lining and bath, and ,the slag losses generated from the flash furnace and ultimately to discard. By using the settler bath reduction technique the capacity of the furnace for smelting new concentrate has been increased by 15% and hearth accretion has been eliminated by direct reduction with coal, which has also allowed the generation of a substantial protective lining on the furnace walls and roofs. As a result of improved slag losses from lump coal charging the metal recoveries on the flash furnace have increased from 70% to 87% for nickel, 68% to 82% for copper, and 28% to 45% for cobalt.

The Trail smelter of Teck Metals Ltd. produces about 90,000 tonnes of lead per year through two stages of refining following KIVCETTM smelting. Bullion from the KIVCET furnace is first treated in a pyro-refining plant in preparation for Betts electrorefining which makes 99.99% pure lead. Pyro-refining consists of number of integrated unit operations to remove primarily copper, arsenic, antimony and tin. The operation of this plant to meet the specifications for electrorefining requires attention to bullion management and selective use of reagents. The processes used for pyro-refining are reviewed in terms of chemistry and control.

The identification and-develop¬ment of new construction aggregate resources, the most common mineral mined, is an essential need in this country's growing urban areas. In developing an aggregate exploration program, a thorough geological identification of all potential aggregate resources in an area is still of primary importance but other factors have also to be considered. These include physical properties, end product application, transportation and mining costs, and local government regulations including zoning. The present major aggregate producers are most likely to develop these future resources and are in the best position to initiate comprehensive exploration programs.

Though the first patent on a bucket wheel excavator was granted in 1881 in the U.S. this technology was developed in Germany to the high standards of today. However, this development was only possible in parallel with the development of shiftable belt conveyors and boom stackers. The combination of these three types of equipment in the open pits of the Federal Republic of Germany has made lignite the cheapest energy source for power generating, despite the low heating value of German lignite in the order of 8500 kJ/kg (3600 BTU/lb) only. Comparing the costs for fuels used in power generating on the basis of their heating value, the relation between lignite, high quality black coal, and imported crude oil is in the order of 1 to 1.5 to 2.5, hence highly in favour of lignite. These cost advantages for lignite in Germany are due mainly to the concentration of lignite mining in a few high-output open pit mines. The largest one, Fortuna Mine in the Cologne district, produced a, total of 45 000 000 t lignite in 1976. That equals the annual fuel need of a 5750 MW power plant running 7000 hours per year at full capacity. Altogether 95 200 000 bank m3 equal to 200 000 000 t overburden had to be removed to accomplish this lignite output. The largest BWE (Fig. 1) ever built is working in the Fortuna Mine, too. At a digging height of 51 m above crawler level, the total vertical reach in relation to the face conveyor level is 98 m by means of its conveying bridge and loading unit. The hourly output is 10 400 bank m3. Its weight in operation is 13 000 t, its wheel diameter 21.6 m, as high as a 7-storey building.

This paper shows that if a drift has a brattice which is sufficiently leaky, changes in the operating point of the fan depend solely on the volumetric efficiency within the drift. Under this high leakage condition, an increase in the length of the drift causes very little shift in the fan operating point. For less leaky brattices, the operating point depends on both the fan characteristic curve and the volumetric efficiency. It is shown that for the fan curve and drift parameters used in this paper the fan operating point in a drift with a volumetric efficiency of 50% is essentially the same as a drift which has a zero efficiency. In this region of efficiency, an increase of 300% in the length of the drift causes only a 3% increase in fan operating pressure.

Recent developments in fine grinding by the means of mechanical impaction are the result of continuing improvements in modern machine construction. This is especially true when related to the bearings and mechanically operated parts of impact mills. These improvements allow manufacturers to increase the speeds of the impacting members Most of the more common forms of size reductions, such as percussion, pressure, friction and sectioning, or cutting were at one time accomplished by human hands. These actions were transferred to machinery. Originally of limited application, their use widened as industrial materials and construction became more sophisticated.

A surface expansion was found to occur sometime after etching in Ti-A1 alloys containing 9.5 to 12.5 wt pct Al. The structure formed, grew, and disappeared with tzrrze. The surface expansion was followed by microscope observations and interferometric and lattice parameter measurements. Activation energy measurements for the growth of the "expansion structure" and chemical analysis indicated that the phenomenon occurred as a result of hydrogen pzckup during etching. It is proposed that hydrogen initially enters octahedral sites of Ti3Al coherent with a Ti and later shifts to the tetrahedral sites. It is postulated that expansion occurs when hydrogen enters the tetrahedral sites. The expansion structure disappeared, it is proposed, because of diffusion of hydrogen from the surface into the body of the alloy and because of loss of coherency of Ti3Al. In examining Ti-A1 alloys, Ence and arolinl observed markings on the surface of specimens. These markings did not appear after electropolishing only, but rather appeared only after etching. The markings appeared to grow as a function of time after etching and later seemed to disappear. Although the markings had some similarity to precipitates, showing, frequently, a Widmanstatten type of arrangement, the observation that other microstructural markings continue to be seen within the new structure suggested that it was actually not a precipitate. The source of this structure was unknown and an attempt was made in the present investigation to develop some understanding of its nature. It has been labeled expansion structure. 1) EXPERIMENTAL PROCEDURE A) Alloys. Alloys in the range 6.5 to 14.5 wt. pct A1 were studied. Bars, 4 in. sq, forged from Bureau of Mines (73 Bhn) titanium consumably arc-melted 4-lb ingots,' as well as 50-g arc-melted buttons of desired aluminum contents were used. The 50-g buttons also used Bureau of Mines titanium (73 Bhn) and aluminum of 99.99 pct purity. Buttons containing up to 8.5 wt pct A1 were hot-rolled from a furnace at 900' . Those with higher aluminum contents were hand-forged on a titanium anvil, and heated with an oxygen-hydrogen torch in the region of 1200" to 1300°c. Frequent reheating kept the samples at the desired temperature range. After a reduction of about 30 pct, the samples were water-quenched. To eliminate any contamination picked up either during hot rolling or forging, at least 1 mil of the surface of the sample was taken off. B) Heat Treatment. Prior to heat treatment all alloys were vacuum-annealed to remove hydrogen. Samples were annealed at 900' until a vacuum of 10'5 mm Hg was established. After this treatment, the samples were wrapped in molybdenum sheet and heat-treated in argon-filled quartz capsules, which were broken under water or iced brine at the conclusion of the heat treatment. All heat treatments under dynamic vacuum were performed in a rapid-quench furnace. This consisted of a molybdenum-lined quartz tube attached to a vacuum system and through a stopcock to a beaker of water. At the completion of the heat treatment the vacuum stopcock was closed, the furnace shut off, and dropped below the quartz tube. Then immediately the inlet stopcock was opened and water admitted until the tube was filled. The steam formed was allowed to escape through the inlet stopcock. This method was used in heat treatments up to llOO°C. C) Metallography. Specimens for metallographic examination were ground, then electropolished using a Disa Electropol machine with a perchloric acid electr01te. Specimens were etched with R-etch.3 A standard etching time of 3 min was used, with the specimen being agitated during immersion. D) Sample Preparation for X-ray Analysis. Samples 0.2 to 0.5 mm in diam were produced from heat-treated rods which were turned to 2 mm diam on a lathe and then rotation-etched. An etchant consisting of 1 pt HF, 7 pt HN03, and 12 pt HzO was satisfactory. With the rod rotating in a vertical position at 50 to 100 rpm, a needle with uniform dimensions could be obtained. Care had to be taken to insure that the rod was at the center of rotation, otherwise cavitation developed. If a small unevenness developed, it was possible to grind it off with a fine emery paper. E) X-ray Diffraction. All X-ray work was done on a North American Phillips X-ray diffraction apparatus and a Jarrell Ash microfocus X-ray unit. The Phillips unit was used with a copper target and nickel filter. The Jarrell Ash unit was fitted with a cobalt target and iron filter. For the Phillips unit 35 kva and 20 ma were used, whereas for the microfocus unit with the 100-p fixed-focus gun 40 kv and 1.5 ma were used. It was found that alignment of cameras on the Jarre11 Ash unit was very critical. The X-ray beam contains an intense area which is not the beam center. The cameras were aligned with the intense region by monitoring the beam coming out of the camera with a Geiger counter. Adjustments were made until a maximum intensity was obtained. A Phillips diffractometer with a Brown chart recorder furnished some of the lattice parameter data. The divergence slit up to 80 deg 28 was I deg; above 80 deg, a 4-deg opening was used, while the scatter slit was1 deg and the receiving slit had a 0.003-in. opening. The general scanning rate was 1 deg per min, while peaks of special interest were rescanned at -j deg per min. The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

Mining operations were in progress at the Shawangunk mine near Summitville, Sullivan County, N. Y. as early as 1843 and again as late as 1918. Difficulty in effecting mechanical separation of sphalerite and galena was the primary reason for abandonment by various operators. The Bureau of Mines investigated this mine by diamond drilling, sampling, and performing beneficiation tests. The investigation included the construction of 1.25 miles of access road and the completion of 6,526 feet of core drilling in 24 holes. In addition, 151 samples were taken in the mine. The investigation proved an extension of ore contiguous to the old mine workings and resulted in the discovery of another ore shoot at depth. The ore occurs as fissure filling in a fault zone and contains concentrations of zinc and lead sulfides with minor dissemination of chalcopyrite in a quartz gangue. Metallurgical tests indicate that the ore can be concentrated by selective flotation.

MANY investigations are reported in the literature on the age hardening of Al-Mg-Zn alloys but most of them are concerned mainly with mechanical property changes. The present investigation was started to determine the structural changes in an AlMgZn alloy. The alloy composition was chosen in the existing phase diagram" so as to lie on the quasi-binary section Al-(AlZn)Mg Actually, it was found that the diagram as published was inexact at the lower temperatures and that the phase in equilibrium with aluminum at the lower temperatures is not the ternary compound. Technique The alloy used for the investigation was prepared from high purity materials and the resulting composition as determined by chemical and spectro-graphic analysis was: Zn, 6.17 pct; Mg, 2.13 pct; CU, 0.03 pct; Si, 0.009 pct; Fe, 0.005 pct; and the remainder, aluminum. An ingot -in. thick was cast, homogenized, hot and cold-rolled to strip 0.064-in. thick for dilato-metric and powder work, and to foil 0.005-in. thick for single crystal work. Solution treatment temperature for all specimens was 475°±5°C for periods of at least 1 hr, either in air furnaces or lead baths. Aging was done in oil or Pb-Bi baths controlled to within ±3°C. The aging was investigated at the following temperatures: room (30°), 130°, ZOO0, 260°, and 300°C. For the dilatometric study, the length changes were measured continuously, at temperature, using strips of alloy 10 in. long, shaped as channels to eliminate undesirable deflection due to bending. To compensate for thermal expansion and contraction due to the variations in the temperature of the aging baths, the dilatometers were built of the same alloy as the one being tested, with the same shape and size, but with material fully annealed. Gages on which 0.0005 in. could be read and 0.0001 in. estimated were used to measure the dilation. Length changes were also measured at room temperature. Strips approximately 10 in. long were solution-treated, quenched, and measured in a supermicrome-ter in which 0.0001 in. could be read and 0.00001 in. estimated. The specimens were immediately aged for a given time, remeasured, and then the cycle was repeated, including the solution treatment. The error of measurement with this technique was somewhat larger, but the results confirmed those obtained by continuous measurements. The sheet used for the dilatometric work was checked to determine grain orientation. Both X-rays and etching methods revealed a rather coarse grain size but only a negligible amount of preferred orientation. Thus, volume changes calculated from length changes are not invalidated by preferential orientation effects. Pieces of the sheet used for the dilatometric work were also used for the metal -lographic work. Filings for the powder X-ray study were produced from a homogenized piece of sheet. These filings were magnetically purged of iron, screened to 200 mesh, sealed in a Pyrex tube containing an argon atmosphere, and solution-treated. When quenching, the glass tube was broken, so that the powder dropped directly into cold water. After drying with alcohol, the powder was sealed into capillary tubes containing an argon atmosphere and then aged for the required times. In spite of all these precautions the three strongest lines of a( Al2o) appeared in all patterns, and were used as internal standards. By the use of these standards, accurate corrections for film shrinkage were obtained. For the back reflection patterns, annealed nickel powder was mixed with the specimen to act as internal standard. In ilmenite smelting, the FeO content of the feed material (nominally FeO.TiO2) is decreased by reduction with carbon. In a parallel reaction, a significant amount of the TiO2 is reduced toTi2O3. One of the striking features of these reactions is a consistent relationship between the extents of FeO and TiO2 reduction; this relationship is independent of furnace size. It was recently proposed that this relationship follows from the solidification behaviour of the slag, where the final slag composition corresponds to the minimum melting point (?eutectic groove?) in the FeO-TiO2-Ti2O3 phase system; the hypothesis is that solidification equilibrium with the freeze lining stabilizes the slag composition. If this is the case, the system of slag and freeze lining must be capable of correcting two types of disturbances: thermal and compositional. Thermal disturbances result from incorrect power input, for the feed rates of ilmenite and reductant. For example, excessive power input will tend to overheat the slag, causing the freeze lining to melt partially, establishing a new steady-state heat loss from the furnace. Compositional disturbances result from an incorrect reductant input for the given power and ilmenite input. In this work, the dynamic response of the slag and freeze lining to different inputs (flow rates of ilmenite and reductant, and power input) is modelled. The model is based on solidification equilibria, and quantified heat loss through the freeze lining. The conclusion is that the solidification equilibrium cannot constrain the composition to the eutectic groove for typical operating conditions. INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

"In situ observation system for thermal oxidation using Raman spectroscopy' was constructed, and oxide films formed on liquid pure Al and Al-Mg alloys (Mg contents = 1 and 4 mass%) were analyzed at room temperature to 1273 K in dry oxygen. In situ Raman spectra of the surface of a liquid Al-:-4mass%Mg indicated the formation of MgO • AlP3 (spinel) as oxidation products, while a -AlP3 and MgO • Alz03 (spinel) were observed on a liquid Al-1mass%Mg alloy. It was suggested that the formation of MgO film affected oxidation behavior of these alloys.IntroductionLiquid aluminum alloys are cast to ingots mainly by the continuous casting process. It is well-.known that surface cracks could be caused by oxide films formed on the surface of melt during continuous casting and defects due to the film. With regard to oxidation behavior of liquid aluminum alloys, many investigations l -s have been carried out from the view point of formation of ceramic metal composites(CMC) which are expected as cutting tools and structural materials 1.2. It is very important for reasonable continuous casting and CMC formation processes to elucidate oxidation behavior of melts.Oxidation behavior of materials generally depends on compositions and properties of oxide films formed on the surface. If in situ observations of oxide films are available during oxidation, evaluation of oxide films and interpretation of oxidation mechanism could be expected. Laser Raman spectroscopy is one of the most appropriate techniques for in situ observation of oxide films under various atmosphere at high temperatures. The authors have discussed the effects of atmospheres and sample compositions on oxide film formation mechanism on Fe-Si alloy6 and SiC-B4C composite7 on basis of an in situ observation by Raman spectroscopy. In spite of many previous studies, systematic and clear explanations have never been gotten on oxidation behavior of liquid aluminum alloys. And no in situ observation has been made except for transmission electron microscopy(TEM) and X-ray diffraction(XRD)."

El deslizamiento superficial de tipo traslacional se encuentra al lado del pueblo Cercs, que pertenece a la región Berguedà de Cataluña; este deslizamiento tiene volumen aproximado de 250 m3, 12° de pendiente y la superficie de rotura se sitúa a 0.6 m de profundidad en roca altamente meteorizada. La caracterización geológica se realizó mediante mapeo superficial y tres sondajes manuales, las cuales permitieron identificar tres estratos; coluvial, argilita alterada y argilita inalterada; la superficie de falla del deslizamiento se ubica en estrato de argilita alterada. También, se efectúo la caracterización geotécnica mediante ensayos de laboratorio, donde se realizó 10 análisis granulométrico y límites de Atterberg, 3 ensayos de permeabilidad por carga variable, 5 ensayos de corte directo y 1 corte anular.

The exploration of Mount Isa Mines' new copper source will require the development of a five kilometre 4.7 x 5.5 metre blind decline commencing 1000m below the surface and extending to 1600m below the surface. With virgin rock temperatures approaching 60¦C, the ventilation strategy represents a complete departure from any previously used at this mine, in that refrigeration becomes essential. The use of direct water to air cooling techniques has become commonplace in mines throughout the world and their application is being adopted at Mount Isa Mines. A heat load simulation routine has been implemented to allow for the design of refrigeration requirements, as well as to aid in the selection of diesel or electric equipment. This enabled planners to determine the size of a surface based refrigeration plant. Future refrigeration demand for expansion into the ore production stage has also been investigated.

There is an underlying surge to mining in the Philippines." So said A. R. "Ham" Reed, general manager Itogon-Suyoc Mines, Inc., to this reporter last November. Itogon-Suyoc is a small company with a struggling gold mine, a mixed sulfide mine and some prospects. In the Republic of Philippines (ROP), politics, which have an effect on mining, create some uncertainties. By July 1974, no mining company may have more than 40% foreign ownership. The ownership provision is a matter of concern to such important companies as Atlas and Benguet Consolidated and is generally considered a deterrent to new foreign investment. Under these circumstances, Reed's comments are of interest. On foreign prospectors: Don't come in cold; find a Philippine partner or buy into a company already here. Physical conditions of exploration are tough-terrain, communications -but the mineral potential is excellent.

Agglomeration developments in the iron ore industry of North America are closely related to shifting patterns in commercially acceptable ore grades and even the definition of iron ores. These relationships have occurred mainly during the last 20 years. Many of these changes are an outgrowth of events which involved the history of the Mesabi Range. Although magnetic taconites had been discovered in the Lake Superior area about 1870, they remained unvrorked in part for lack of concentration methods and a generally unfavorable economic climate. Some 20 years later the rich Mesabi hematites were found beginning the era of direct shipping ores which continued through World War II. These Lake Superior iron ores included reserves of an estimated three billion tons. Following World War II, decreasing ore grades and rising costs began to force the closing of many underground iron mines. The early 50's saw the beginning of the decline in direct shipping ores and a spurt in produc- tion of natural iron concentrates. However, the market for unprocessed concentrates began to decline in the early 60's as agglomerated products and foreign ore s began to dominate the U. S. market.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

In this study, a process to separate manganese and iron from manganiferous iron ores by reductive acid leaching followed by magnetic separation was conceived and experimentally tested. In the leaching process, sulfuric acid was used as lixiviant and oxalic acid was used as reductant. The experimental results showed that the manganese and iron separation was optimum when the concentration of the sulfuric acid and oxalic acid were 0.75 M and 30 g/L, respectively, at a temperature of 80 °C, a solid/ liquid ratio of 67 g/L, stirring speed of 400 rpm, and leaching duration of 60 min. Under this condition, 90.49% and 6.78% of Mn and Fe were dissolved, respectively, from the ore sample with a size fraction of − 106 μm. It was determined that the leaching of manganese from the ores was a second-order reaction with an activation energy (Ea) of 53.38 kJ/mol. The leaching residues obtained under the optimum condition were subjected to high-intensity wet magnetic separation tests to recover the remaining iron content. This separation process produced a concentrate containing 56.20% Fe and 1.79% Mn with iron and manganese recoveries of 56.83% and 66.73%, respectively. A magnetic separation test from an unleached ore sample was also carried out as a benchmark. To the best of our knowledge, this is the first time that a magnetic separation process was used to a residue obtained from reductive acid leaching of manganiferous iron ores to recover iron.
