DESPITE the loss, by enemy conquest, of a high percentage of our normal sources of supply for tin, the position of this important metal is easier today than that of rubber and a long list of other strategic materials, many of which are produced in this country. Actually, there is no shortage of tin for essential war purposes, owing to a strict control of its use, to increasing considerably the amount of secondary tin available, and to the foresight of the Government in authorizing the Reconstruction Finance Corp., as early as June, 1940, to acquire and produce certain critical and strategic materials of which tin was one of the most important. The construction of the Longhorn Smelter on the Gulf Coast in Texas is an important part of this program.

A large opencast gold mining company in Africa had just completed a feasibility study for the expansion of the operations. A traditional net present value project valuation methodology had been used that showed a very positive net present value (NPV). The project team had conducted a qualitative risk assessment that identified and logged all potential project risks and had subjectively incorporated ?risk? via the discount rate and other assumption contingencies around gold price expectations, operating parameters etc. Management requested that an independent quantitative risk modelling approach be adopted to obtain a better understanding of the impact of risk on the overall project valuation and confidence level in the final valuation. A detailed project valuation model was configured in the Carbon Modelling Technology and the stochastic modelling module used to perform the Monte Carlo simulations. Analysis of historical operational performance data relating to actual achievements versus planned and budget determined the historical variability of the underlying parameters as well as variance to budget. This was done at a detailed level for mining rates and costs, processing rate, costs and recovery, and other operational efficiency measures. External market assumptions relating to gold price, exchange rate, and inflation were modelled and the dependency between them modelled using a copula. This case study will demonstrate the approach taken to building and populating the quantitative risk model and the overall results of the Monte Carlo simulation. The final valuation demonstrated that the project had a 44 percent probability of an NPV less than zero i.e. 44 percent chance of project finance loss.

The low-rank coals containing 10 to 50 pct natural bed moisture represent over half of the tonnage reserve of the available solid fuels of the United States, but only about 2 pct of United States coal production is derived from these fuels. Increased utilization of these large reserves will result if the bed moisture can be removed at the mine in high-speed low-cost processes. This paper presents a theoretical and experimental study of the factors affecting high-speed drying of coal dusts. The time required to heat particles of coal is proportional to the square of their diameter, and it is calculated that the probable time in minutes is equal to 6D2. In other words, a 1/16 in. coal particle should be heated to drying temperature in 1.5 to 2.0 sec. Likewise, 1/8 in. particles should be heated in about 6 sec. The net heat required to dry subbituminous coal and lignite varies from 240 to 375 Btu per pound, depending upon the moisture removed, and this heat can be obtained from 42 to 61 cu ft of hot gases at 600°F. The necessary heat also can be obtained from 7.5 to 11 cu ft of gas at 2000°F. A description of the design and operation of a pilot plant for flash drying coal dusts is presented. This plant dries 1/16 in. by 0 coal dust in suspension in 1.5 to 2 sec with 600°F gas at a rate of 1300 lb per hour per square foot of column area and operates continuously at an efficiency of about 85 pct. The design and operation of another pilot plant for drying 1/8 in. by 0 coal dusts Is also described. This unit dries coal in the fluidized state using the sensible heat of gases introduced at 2000°F and processes coal at a rate of about 1500 Ib per hour per square foot of grate area at 85 to 90 pct efficiency. Over 90 pct of the bed moisture of low-rank coal dusts can be removed by the methods described. The heating value of lignite can be increased 45 pet and that if subbituminous coal 25 pct in a few seconds. The physical and chemical properties of coal dusts before and after drying are presented in the report, and it is shown that the bulk density of the dried coal is equal to that of the raw coal. This phenomenon makes it possible to ship 25 to 45 pct more heat in a railroad car with consequent savings in freight costs. Introduction For several years the Subbituminous Coal and Lignite Section of the Coal Branch of the Bureau of Mines at Golden, Colo., has been concerned with upgrading low-rank coals by removal of natural bed moisture. These fuels contain 10 to 50 pct total moisture, which reduces their industrial value considerably. In 1938, investigations were initiated in cooperation with the University of North Dakota to study drying of lignite by the Fleissner process with heat derived from high-pressure saturated steam. "It is important to ensure that the basic mine hoist plant design fundamentals are incorporated into any new mine hoist plant project before detailed design engineering is commenced. Some of the basic design fundamentals to be considered are: hoist rope fleet and flight angles for good hoist rope coiling, hoist rope harmonic frequency study to ensure that the hoist rope does not run at full speed at a rope resonance frequency, head frame and shaft clearance diagrams to establish the optimum positions for the loading and dumping of the shaft conveyances, access in the head frame and shaft collar for hoist rope and shaft conveyance installation and removal. Failure to consider the hoist plant fundamentals before detailed engineering commences will result in extra costs for hoist plant redesign or a significant increase in operating and maintenance costs for the mine due to increased hoist plant downtime to perform tasks and a lower mine operating efficiency. INTRODUCTION The mine hoisting plant is the most critical single line component in the operation of a shaft sinking operation or a permanent installation. Bad decisions in the design and selection of the hoist plant equipment can significantly add to the operating costs and up-time in the operation of the mine. Mine hoisting plant equipment installed costs represent approximately 5 to 8 percent of the capital cost of a new mine, yet price sometimes becomes the deciding factor for procuring the hoist plant components, sometimes selecting used equipment that may compromise the design and maintainability of the mine hoist plant. Mine downtime can cost upwards of $100,000 per hour and it will not take a very long time to eat up all the so-called savings on hoist plant equipment purchases. This paper will provide guidelines for the design, selection, installation and maintenance of mine hoist plant equipment with the objective to having the right mine hoist plant with the highest operational availability and best maintainability. PRELIMINARY DESIGN INFORMATION Before any engineering commences, the following information needs to be obtained to allow the preliminary sizing of the hoist plant equipment: • Shaft depth: The shaft depth will influence the hoist rope selection based on the material and personnel loads anticipated for the mine design. The shaft depth will also influence the maximum speed of the shaft conveyances. • Annual production: The desired annual production will influence the required payload sizing with allowances for maintenance and inspections of the hoist plant equipment."

A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

T0 determine the bulk of the phase diagram, techniques for melting, thermal analysis, heat treatment, metallography, and X-ray diffraction that have already been described were used.' It proved difficult to get definitive results for most of the alloy system because of the large number of compounds, their high melting points, and their extreme brittle-ness which made metallography difficult. The final phase diagram, essentially as shown in Fig. 1, was issued with considerable trepidation.' The phase relationships at the two ends of the system were defined with satisfactory accuracy. In the central region between U,Si, and USi, there was great uncertainty concerning the melting points and even the composition of the compounds. At the uranium end of the system, it is quite clear that a eutectic exists at about 985 °C and approximately 8 or 9 atomic pct Si. The a-to-8 transformation is not appreciably altered by silicon, but the 8-to-y transformation is raised to about 795°C. There is appreciable solid solubility in y-uranium, as demonstrated by the micrographs of Fig. 2. The occurrence of the E phase was not suspected at first, since the alloys as melted and furnace cooled gave no X-ray diffraction or thermal arrest indication of it. However, suitable metallography revealed a rim around each of the compound particles as shown in Fig. 3. Heat treatment above 600°C revealed that the rim was another phase which formed by peritectoid reaction between uranium and U,Si,. This reaction proceeds slowly and it is difficult to get it to go to completion. Consequently, there is some uncertainty concerning the exact composition of P and the exact peritectoid temperature. On the basis of various metallurgical studies, it was decided that the most probable composition for t was about 23 atomic pct Si. Metallographic examination shows the closest approach to a single phase at this composition. Likewise, density and hardness measurements of heat-treated alloys shown in Figs. 9 and 10 show a change in slope at 23 pct Si. This is revealed most clearly by plotting the difference in hardness or density between chill-cast and heat- treated alloys as shown in Fig. 4. Zachariasen2 was able to index the diffraction lines of P and to determine the arrangement of the atoms in the unit cell. He concluded that the composition must be US. However, it is felt that the metallurgical studies are reliable and that Zachariasen's X-ray work does not furnish positive proof that the P phase exists exactly at the stoichiometric composition U3Si. There are many instances in alloy systems where a phase does not occur at the composition dictated by the molecular structure. It is possible that the chemical analyses used in the present work were subject to some systematic error. This seems unlikely, however, since recent work in several laboratories seems to show excess compound at 25 atomic pct Si.

This paper describes Cananea's successful implementation of the world's first mobile high angle conveyor (MHAC™) to achieve multiple-lift stacking of their primary crushed (2,500 mtph) low-grade ore. The mobile high angle conveyor answered Cananea's needs to stack a second lift, 30-meter high, on their Quebalix I pad. The mobile high angle conveyor is a custom unit that was designed by Terra Nova Technologies (TNT) in conjunction with Continental Conveyor and Equipment Company (CCE's 100th HAC). The stacking system expansion project also includes a rail mounted tripper on the existing overland conveyor and a custom designed "corridor conveyor" to build the corridor for the upper mobile HAC tracks and tail of the existing mobile stacking conveyor. Mexicana de Cananea, part of Grupo Mexico, is a large copper producer in Sonora Mexico and has been in operation continuously for over 100 years.

This paper presents the calibration of a real-time aerosol monitor, the TSI DustTrak?, to the NIOSH 5040 method being used by the Mine Safety and Health Administration (MSHA) for compliance enforcement evaluation. The standard NIOSH 5040 instrument for compliance evaluation of diesel particulate matter (DPM) has an inherent time lag of up to two weeks for laboratory processing of sample results. Therefore, providing the underground mines with a means of quantifying DPM conditions in real-time, will enable them to efficiently and effectively manage DPM levels to ensure compliance with the regulated limit.

The Construction of the Northeast Extension of the Baltimore Metro involved soft ground, compressed air tunneling. During the tunneling, gasoline and dry cleaning fluid contamination were encountered. Innovative approaches and solutions were developed to address these problems. Special emphasis was on the problem of compressed air pushing gasoline vapors into surrounding communities, resulting in an extremely dangerous situation and a public relations nightmare. Guidelines and standards were established for working in this contaminated environment. Also, through a proactive approach by all parties, all claims and disputes have been resolved.

"Mining operations can create a negative environmental impact, especially when considering the tailings that are produced through the processing of ores. Tailings are finely grained residues that form sludges. The tailings are deposited into giant basins, or sludge ponds, where they create a burden on the environmentby limiting the use of processed water.Tailings are one of the most important environmental liabilities for mining operations because of their large proportion in relation to the ore mined — generally 90 to 98 percent. To get to the valuable minerals, mining companies must move large amounts of rock. The rock is ground and then treated, usually with the addition of chemical solutions and large amounts of water. The lower the concentration of the valuable resources, the greater the proportion of accumulated excavated material sludge.Sustainable tailings management requires responsible handling, making it one of the mining industry’s greatest challenges. The proper technology should include consistent control of the environmental risks and impacts, as well as a proper relationship with the communities that surround the mining operations.The tailings, which can remain partly contaminated with chemicals, are pumped into the large sludge basins, which are secured by earthworks. During the mining operations, the basins must be stable enough to withstand the pressure of the stored excavated material. The storage option is still used, but it has failed on occasion. And when it does, it increases the risks to the environment and binds the unused process water. The more complex the availability of fresh water required for industrial use and for human consumption and their economic activities — for example, farming and agriculture — the more complex the conflicts that have the potential to shut down mining operations. With modern separation technology solutions, it’s possible to process the sludge and recover the processed water. However, the responsible use of the water is critical. Therefore, mining companies must rely on technologies that allow for proper reclamation of the water, whether re-using in their own processes or treating it to return it to the environment."

Concentrator plants intake the ore from the mine and produce concentrates by extracting valuable minerals in a succession of process steps. Controlling the extraction process and detecting changes in the process requires updated information on a minute basis. Moreover, due to economical reasons, one must also collect metallurgical samples on a daily basis for monthly reporting.In this paper, we present how slurry samplers were installed in a Cu-Ni flotation plant to accomplish the aforementioned tasks. An on-stream elemental analyser at the plant is used for flotation process control by taking samples from selected process streams. Two process streams, the flotation feed and tail, are also equipped with metallurgical samplers. The metallurgical samplers were designed to have low head loss, be robust and easy to maintain and to collect slurry samples in a reliable way for the metallurgical accounting.Samples were collected by different sampler types and we discuss the uncertainty arising from sampling in the assays. Variographic analysis was carried out on the process data in order to find periodic components in the process, and estimate the correct number of shift sample increments and measurement error components. The metallurgical samplers were proven to be reliable devices with zero downtime and no sanding issues in the main process flows. In addition, we show that the tail measurement is the most important one for the plant recovery calculation, which emphasises the importance of the sampling accuracy in the tail stream.CITATION:Lohilahti, J, Korpela, T, Minkkinen, P and McPherson, B, 2014. The time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit—on that basis it would utterly fail—but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require the same amount of endurance as does army work, and the lacing of men with physical limitations in the work for which they are capable permits a higher average of physical fitness for the work requiring physical excellence. Objects of Physical Examination The objects of physical examination are: The early detection of illness, particularly at a time when a full restoration of health is possible; the protection of employees from infection caused by working in contact with contagious diseases; the discovery of a man's physical limitations, in so far as his possibility for rendering good service is concerned; assistance to the safety movement by eliminating association in hazardous occupations with men whose physical condition renders them likely to accident to themselves and others; and the lessening of time lost by sickness. Statistics issued by the United States Department of Labor show that 22.54 per cent. of idleness is caused by sickness, with an average number of 7.71 weeks idle; whereas only 1.66 per cent. is caused by acci-

Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.

[This paper summarizes the more popular mineral valuation techniques being used by the dining industry, and attempts to demonstrate how they are Interrelated and where some are in error when compared to modern methods of financial analysis. The academic community and the larger and more sophisticated raining companies, have largely rejected the older valuation methods such as the, Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or ?safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest In numerous (often non-mining} alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice, all mitigate against the continued use of the older valuation methods, especially for the larger mining companies. Snail mining companies and Individuals still use these methods largely out of habit and familiarity. Objective To accurately measure very low air velocities (0-100 ft/min) in U.S. large-opening underground metal/nonmetal mines. Background Hundreds of metal/nonmetal underground mines operate throughout the United States. They extract commercial products from deposits such as limestone, salt, and gypsum. Mining generates a wide variety of gases and dusts, such as silica, diesel exhaust, radon, blasting byproducts, and perhaps even methane. If these substances become airborne, they can adversely affect the health and safety of underground workers. Many metal/nonmetal mines have large cross-sectional airways that could be 60 times larger than an average underground coal mine entry. These large airways require adequate volumes of fresh air to dilute, make harmless, and exhaust the toxic and, at times, explosive byproducts. However, in some underground mine sections, air movement is barely perceptible. The technology of measuring very low air velocities will become increasingly more important for operators of large-opening stone mines in order to monitor miner exposure to diesel particulate matter. Conventional anemometers (e.g., vane) are capable of accurately measuring air velocities only above 100 ft/min. Thus, it was necessary to investigate other anemometry technology to detect low air velocities in the range of 0-100 ft/min. Two different portable ultrasonic anemometers were tested. Actual testing was done in an underground limestone mine with openings about 51 ft wide by 29 ft high. Ultrasonic Anemometers Vane-type anemometers are commonly used by engineering personnel throughout the underground coal mine industry. They work well in measuring air velocities >100 ft/min. However, a separate technology, e.g., portable ultrasonics, is needed to measure air velocities much below 100 ft/min at various places within the large mine opening. Laser-doppler technology was also considered for this application, but was ruled out because of its high cost and other technical limitations. With no moving parts, the portable ultrasonic anemometers are claimed to be accurate down to about 1or 2 ft/min. The first type of ultrasonic anemometer that was examined underground is manufactured by Gill Instruments Ltd., Hampshire, U.K. The U.S. distributor is IN USA, Needham, MA. The Gill Instruments Solent Volometer (figure 1) is a battery-powered, single-axis anemometer meant for measuring low to medium air flows up to1,999 ft/min. It uses the ultrasonic "time of flight" principle where pulses of high-frequency sound are transmitted along the air flow path and the time taken to reach the receiver is measured. The faster the air speed, the quicker the pulses reach the receiver. The second ultrasonic anemometer that was examined under-ground is manufactured by Airflow Developments Ltd., Buckinghamshire, U.K. The U.S. distributor is Airflow Technical Products, Inc., Andover, NJ. The Anemosonic UA-6 (figure 2) is a battery-powered, handheld instrument with digital display. It measures air velocity (0 to 9,999 ft/min) or volume flow, flow turbulence intensity, and air temperature. Neither device is considered to be intrinsically safe for use in underground gassy coal mines. A comparison of salient specifications of both instruments is shown in table 1. The total suspended weight includes the instrument (Gill) or instrument probe (Airflow) plus about 35 ft of connecting cable attached to the pole. This combination of instrument plus cable length allows two operators to measure air velocities up to about 30 ft above the mine floor. Figures 1 and 2 show how each unit would be attached to an extensible, graduated fiberglass rod in order to position the sensor probe at a certain spatial point (centroid of the quadrate) within the underground large opening.

Interwest Mining Company has been collecting geologic data within the last decade in preparation for underground mining of extensive coal reserves in its Bridger Coal property in southwestern Wyoming. During a preliminary data collection program in 2000, Interwest Mining completed geologic investigations, including surface mapping, drilling, aerial photography, rock testing, and limited groundwater investigations. Core from 12 exploration boreholes in the area of interest was tested to determine the mechanical properties of the coal seam and the immediate roof and floor for evaluation of the feasibility of underground mining. Geologic investigations identified the presence of one 7-to-17-ft-thick coal seam throughout the reserve under 1400 ft of cover. During a geotechnical feasibility study in 2002, the authors reviewed available data while completing comparative analyses identifying critical deficiencies in these data. The study projected moderate-to-difficult mining conditions, considering the weak nature of near-seam strata and depth of cover, and thus recommended limiting the longwall reserves to an overburden depth of less than 900 ft. These shallow remaining reserves were located at depths within regional mining experience to justify longwall mining methods. Based on a critical examination of available data, Bridger proceeded with more detailed data collection to improve understanding of the depositional and structural setting of the reserve, hydrogeologic conditions, overburden strength, and premining stress conditions. Additional data was collected during 2003 and 2004 field programs. Since 2003, Bridger has had the opportunity to observe ground behavior in a series of up to 1200-1600-ft- long rectangular openings created during highwall mining. These narrow unsupported openings remained stable in the short term in large areas but the overburden subsided locally in the long-term depending on geologic and panel layout designs. These localized subsidence events allowed an examination of in-situ coal strength based on back analyses of stress. The unextracted highwall areas near Ramp 17 provided an ideal location to access the underground reserves using a 6-entry set of mains. The existing north-south oriented longwall layout for the Bridger Coal was selected by Bridger to maximize resource recovery from the D41 reserves while considering operational and geotechnical constraints. At 45-degrees deviation from preexisting joints and mild horizontal stress field, this orientation was considered beneficial for overall stability while using both sets of joints for facilitating the caving process. The present layout utilizes pillars on 80- to 90- by 200-ft centers, 17-ft entry spans and 750-ft wide longwall panels (Figure 1). Gate pillars are on wide spacings and are intended to act as abutment-abutment pillars to limit strata deformation over the gateroads during longwall mining.

To monitor the quantity and quality of air in underground mines to assure safe working conditions. Approach Several mine air monitoring systems, consisting of sensing stations in the return airways and control stations on the surface, have been Installed and tested. How It Works Sensor stations are located at strategic places in the underground mine. At each station, the sensors measure air velocity, air temperature, methane concentration, and carbon monoxide concentration. In one system, differential air pressure between intake air and return air, is also measured. Output voltages of the sensors are converted to digital signals at the sensor stat ion; these signals are multiplexed so that data from all sensors can be trans-phone wire to a central station. There the data are displayed and alarms are triggered when the sensed values exceed (or in the case of air velocity, fall below) a preset value. In addition to receiving data automatically, the central station can poll individual sensors at any time.
