While there could be as many directions on regulations as there are viewpoints surrounding the asbestos controversy, there are a few basic criteria that generally will influence government thinking, namely: - their definition of the problem to be regulated, - their interpretation of the scientific evidence available to them, and - their sensitivities to the views of, and the implications for, various interest groups in society. Clearly, different assessments of these criteria by various governments will lead to differing regulatory regimes. The consequence, of course, is a patchwork of non-conforming regulations among nations, with all that thin implies for the distortion of international trade and the unsettling of international relations. I would therefore argue that when governments are examining regulatory action, they should explicitly take into account their common interests in stable and cordial international relations, and when possible, efforts should be made to ensure that movement on regulation is at least, in principle, in accord with the general views of the international community.

The physical properties and related geological and petrographic data for 81 rock types obtained from operating mines or selected test sites are presented in this report. Most of these rock data were obtained to supplement structural studies in underground mines; however, the data may be equally applicable to other problems where the physical properties of rock are an important factor. Stress-strain curves are presented, where available, and free medium velocities from laboratory and field measurements are compared for several rock types. Rock-type, geographical, and geo-logical indexes are included for reference relative to physical property data in this and previously published Bureau of Mines physical property reports. INTRODUCTION This report presents the physical properties of 81 rock types from 16 different projects (sections 53-68). Three previous physical property reports2 3 4/ (herein after referred to as parts I, II, and III) presented data on 244 rock types from 52 project areas. (Part I included sections 1-25, part II sections 26-36, and part III sections 37-52).

The results presented here show quite definitely that in the system investigated the intensity of dispersion is enhanced by switching the flow entry from bottom to sides of the packed trough. Since there is no reason to suppose that this would not be true generally then it is not surprising that the blast furnace dispersion data of Standish and Polthier lie above the data for packed columns with bottom fluid entry. In fact, on the basis of the present results, blast furnace dispersion results can never equal standard packed column behaviour but must always be above these. The result that the intensity of dispersion in the trough model is higher closer to the side ports than away from them is at variance with that of Standish and Polthier blast furnace results. Aside from the obvious structural differences between these two systems, it is thought that the presence of raceways and the tortuous path of the gas flow in the furnace may provide an answer. Clearly this is an important difference in the behaviour of the two systems and further investigations designed to clarify the position would have significant practical value. This would also give an indication of how the furnace D/ud values may be decreased along the whole height - assuming of course that this result gives the best overall performance of the furnace. However, there is to date no knowledge whatsoever about this aspect of blast furnace Technology.

With the increasing trend to continuous smelting and converting, granulation of copper matte is gaining prominence as a means of decoupling the smelting and converting operations. Moreover, granulation is also being seen as a possible avenue to using higher grade oxygen in converters. By feeding cold solid matte, the oxygen concentration can be increased to compensate for the lower enthalpy feed. This leads to a higher grade of SO2 in the off gas and a lower total flow rate. Current granulation technology relies on the cooling of a falling matte film by water jets. This technology while effective has several drawbacks including those related to safety. Noranda and McGill University have developed a new process (patent pending) for solidifying copper matte (or slag). It overcomes many of the negatives of current technology. The system is based on an air cooled twin roll caster. This: new system uses no water and instead incorporates heat pipe technology to transfer the heat from the solidifying matte to the cooling air to produce a thin strip of 1 to 2 mm in thickness. Testing of a prototype unit demonstrated its viability. This paper describes this newly developed, twin roll casting system that is completely waterless. The advantages of this process as well as the findings from several tests are also detailed.

Secondary or boulders blasting is a regular feature of quarrying operations in Pakistan, especially in cement and stone crushing industries. The main reason for secondary blasting is the production of a large number of boulders during the production blast. These boulders are larger than the feed hopper of crushers and require further breaking. The complex geometry of boulders, relative lack of restraining burdens, and the availability of number of free faces make this kind of blasting more hazardous than production blasting. Secondary blasts have generally unpredictable results and may cause flyrock, airblast, and over-crushing of rock material. Thus, it is essential to have an appropriate amount of explosive charge/powder factor, and for it to be properly distributed in the blast hole. The greater the amount of explosive over the required amount, the more violent is the blast, which will result in more flyrock, airblast, and excessive crushing of boulders.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

The roles of hydrocarbons and nitrogen oxides in smog formation were investigated by the Bureau of Mines. Samples of automobile exhaust with varying HC and NOx levels were irradiated in a smog chamber under conditions that resulted in smog levels similar to those observed in the atmosphere. Results were used to define the patterns that describe the dependence of a number of smog manifestations on HC and on NOx. Using these dependence data and some simplifying assumptions, estimates were made of the ranges within which HC and NOx must lie in order to obtain specified levels of air quality.

The design of belt conveyors is a well-known procedure and related formulae can be found in any handbook dealing with materials handling. Belting and conveying equipment manufacturer's catalogues and design manuals offer a wide range of detailed information which can be applied to most of our conveying problems. The aim of this paper, however, is to investigate the design of a specific type of belt conveyor, namely the long horizontal, or nearly horizontal, type. (The undulating type, with moderate lifts and drops, can also be included in this category.) Most of the long overland conveyors carrying ore from pit to processing plant, or those carrying over-burden to the disposal area, fit this description. A critical appraisal will show that reasonably accurate results can be obtained when tl1e familiar horse-power formulae are applied to this type of conveyor. The progress and new developments in the design of belt conveyors, which have resulted from the extensive research done in the past decade, will also be explored.

"The ventilation of underground coal mines plays an important role in minimizing the risk of methane and coal dust explosions. The ability of ventilation, with the use of line brattices (LBs), to remove methane and coal dust in empty headings is dependent on the amount of air leaving the LB and entering the heading. The quantity of this air depends on the associated system variables, namely heading dimensions, settings of the LB, and velocity of air in the last through road (LTR). However, the exact effect of these system variables on the flow rate at the exit of the LB in an empty heading is not known. The installation of LBs in South African coal mines is generally carried out based on experience. This can result in overor under-ventilation and may increase the cost of providing ventilation or cause accidents, respectively. In this paper, using computational fluid dynamics (CFD), the air flow rate at the exit of the LB in an empty heading was estimated using full-scale three-dimensional models. The CFD model used was validated using experimental results Firstly, the settings of these three system variables were varied, the flow rates at the exit of the LB were measured, and finally the results were used to calculate the effect of each system variable. The outcome is a mathematical formula that can be used to estimate air flow rate at the exit of the LB in empty headings for any practical scenario.This paper will help the coal mining sector in South Africa by providing estimation models based on scientific reasoning for the installation of LBs, and will also serve academia as part of the curriculum towards educating future mining engineers."

The Moanalua trestle spanned over Moanalua Stream, Honolulu, HI and was designed to accommodate construction of five 10 feet diameter cast in drilled hole (CIDH) piers as a part of Honolulu Authority for Rapid Transportation (HART) project. Due to the proximity of piers to the existing bridge, the trestle was elevated 20 feet above grade. Stratigraphy of the site consisted of shallow depth of fill and 150 feet of loose to very loose recent alluvium (soft clay) underlain with stiff to hard old alluvium (stiff clay). CIDH casings were installed by a rotator or oscillator depending on the diameter of the piers. The challenge was to design the trestle, not only for heavy gravity loads, but also to resist significant lateral loads from rotator and oscillator with minimal deflection. Series of piles, called reaction piles, were integrated into the trestle at each CIDH pier location to provide adequate lateral support for the rotator/oscillator. Due to the lack of information regarding soil Young’s modulus (E), a methodology was developed to calibrate and calculate E with two methods. Extensive analyses using LPILE and finite element analysis program, PLAXIS, were performed to model reaction piles and calculate lateral deflection. PROJECT SPECIFICATIONS The Honolulu Rail Transit includes 20-mile route and 21 stations to be built from East Kapolei to Ala Moana Center, with $1.55 billion construction budget. The project is divided into two phases as shown in Fig. 1: Phase 1 which connects East Kapolei to Aloha Stadium with expected operation in late 2020, and Phase 2 which connects Aloha Stadium to Ala Moana Center with expected operation in 2025.

This report describes the preparation characteristics of the significant coalbeds from which samples could be obtained in Webster County, W. Va. In 1964, approximately 825,000 tons of coal was produced in the county, of which 732,000 tons was mechanically cleaned in three preparation plants. The Sewell coal bed accounted for 94 percent of the coal produced. Twelve samples were collected from five coalbeds. Four of the samples would require upgrading to meet metallurgical requirements; two others of just over 8.0 percent ash would require some upgrading. In general the coalbed samples collected in the county were of medium-sulfur and medium-to low-ash content as received or after removal of the sink 1.58-specific-gravity material.

"Traditional alloy theory models have been applied relative to the three solid phases of uranium: alpha (orthorhombic), beta (tetragonal), and mainly gamma (body centered cubic)[l]. The Darken-Gurry and Miedema models, with modifications based on concepts of Waber, Gschneidner, and Brewer have been used to predict the behavior of four types of solutes: 1) Transition associated with alloying in and containment of the uranium fuel 2) Transuranic elements in the uranium 3) Rare earth fragmentation elements (lanthanides) 4) Transition metals and other fragmentation elements. Using these solute map criteria, elemental behavior have been predicted as highly soluble, marginally soluble, or immiscible (intermetallic phase formers) and have been used to compare solute effects during uranium phase transformations. The overlapping of these solute maps are convenient first approximation tools for predicting alloy behavior.IntroductionAn investigation is in progress to determine the role of various solute elements on size and shape of the 'Y phase field range for uranium to optimize the burning and material processing of nuclear fuel is in progress. Traditional alloy theory models based on correlations to elemental electronic and crystal properties are used to predict solubility and micro structural formation. The effectiveness of this model is based on microstructure property correlations. Darken and Gurry, and Miedema models, with modifications based on concepts of Waber, Gschneidner, and Brewer, models have been used to describe solute solubility with respect to uranium based the on correlation between elemental electronic structure and uranium phases. The alpha (orthorhombic), beta (tetragonal), and gamma (body centered cubic) phases have different solubilities for specific alloy additions as a function of temperature. Using the method of Waber, ellipse diagrams classified those solutes that should have broad solubility in the allotropes of uranium[2]. An integrated mine system must be capable of displaying and reporting valuable information that can be used to easily understand, manage and take action on the key parameters being reported.One of the key aspects of integration is the standardisation of the mine information up to a level capable of adapting the main characteristics of past projects at the mine and enforcing the same or higher standards for newer projects being developed.At the El Teniente mine, photogrammetry is used to map the advance of horizontal developments, and the constructed 3D representation of each face is then used by the geologists to obtain structural information about the areas being photographed.The mine realised that valuable mining information could also be extracted from the photogrammetry being applied, with three possible areas of development envisioned.The first area was creating a link between the developments being planned on a yearly and monthly basis and matching them with plan sections of the 3D developments of the system to account for any deviations.The second area was to use vertical sections of the 3D developments to estimate the overbreak of the excavations in different areas of the mine.The third area was the provision of a more detailed analysis of the sections so that they could provide information on the thickness of the shotcrete being applied.This paper presents the different alternatives being used and examines how the project is currently being developed and managed at the mine. Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

The Sunro Copper Mine is near the south coast of Vancouver Island about 35 miles west of Victoria. Failure of the roof of a large open stope let a good sized mountain stream into the mine. Broken are, boulders and sand were washed into the underground mill and out through a 7 800-foot adit. The adit became plugged; water burst out an a ridge above the adit, washing out the portal and o trestle by which it was reached, Rock and ore are strong but several systems of steep, pronounced but generally tight fractures are found on and parallel to the walls of the orebody. The stope was started from a slusher drift 390 feet below the bed of the River and brought up to an elevation 155 feet below the River by blasting vertical and horizontal rings of longholes in the nearly vertical orebody. Mining was stopped there and five months were given to grouting and bolting the pillar under the bed of the River, During this time and for several months thereafter sloughing increased the width, length and height of the stope. At the last known observation the stope was 77 to 96 feet wide, 185 feet long and the highest point of the domed back was only 55 feet below the River. The flooding took no lives. In other respects, however, it might be difficult to find in mining lore o more savage example of the application of "Murphy's Laws".

Highwall mining is a mining method to extract coal from a final boundary in open cut mining, trench mining or contour mining. This boundary may have been reached because of economic constraints (economic strip limit) or geographic constraints (spoil heaps, rivers etc.). Coal is mined from visible, horizontal, or near horizontal coal seams by making rectangular, parallel, unsupported drives with an unmanned cutterhead and coal transport system. This is controlled from a mining unit, or launch frame, positioned outside the drive, in front of the highwall. Removal of overburden is not required or is limited to small quantities only. Highwall Mining originated in the 1940 in the Appalachian Coal Field. This paper describes the history of the various machines that have been designed for highwall mining. During the 1990 and later, there has been more emphasis on the safety in highwall mining. Many pillar strength formulae have been derived to determine the required width of pillars in highwall mining and, with that, the economic feasibility of highwall mining. The various pillar strength criteria will be discussed in this paper showing the countries where they are applied. In order to make highwall mining equipment safer and more productive, there have been quite some technological improvements applied to the machines. These technologies make highwall mining ready for the future as a serious mining method, also outside its traditional Appalachian mining area.

THE New Jersey Zinc Co.'s vertical retort plants are believed to have been in continuous operation through the whole year. At Palmerton metal purer than that made from the same ore in the old plant has been produced and has been able to compete successfully with very pure electrolytic metal in die castings and other special uses where extreme purity is worth money. A new plant using this process was put in production by the Grasselli Chemical Co. at Meadowbrook, W. Va., early in the summer. It is said to be working very satisfactorily. It is understood that this plant will not produce high-grade metal. Two patents issued to Bunce and Mahler (Nos. 1,749,126 and 1,749,127) describe a method of operating the vertical retort so that practically lead-free metal can be obtained from ores containing consider- able lead. The zinc vapors and other gases leaving the reaction zone are filtered through a column of material maintained at a temperature high enough to prevent much zinc from condensing. The filtering medium is either periodically or continuously changed.

"An experimental program was undertaken to investigate the effects of randomly distributed basalt fibre on the index and engineering properties of Dhanori clay and to compare its performance with the properties of soil reinforced with polypropylene fibre. In the present investigation, 7 groups of soil samples were prepared at four different percentages of basalt fibre and polypropylene fibre content and tests were done for measuring their consistency limits, compaction characteristics, unconfined compression strength and consolidation properties. The test results indicate that the inclusion of basalt fibre in Dhanori clay resulted in significant improvement in properties. The improved properties are not comparable with polypropylene fibres, nevertheless, the improvement by basalt fibres is able to meet the typical design target values and the cost is very much less than synthetic fibres. More importantly, basalt fibres are environment friendly.INTRODUCTIONConstruction of buildings in low lands with engineered filling, flexible and rigid pavements for highways/airfields, and embankments for highways/railways are also part of major infrastructural development in addition to construction of tall buildings, bridges/fly overs, major dams and underground structures. The later projects require different improvement techniques than that is adopted in the former projects. Ground improvement techniques such as use of reinforcement inclusions within soil found as an effective and reliable technique. Especially such modification by fibre reinforcement, is primarily possible in engineered filling, pavements subgrade and embankments, where surface mixing is easier; and may not be feasible when stabilization/modification is required for deeper depths. In comparison with conventional reinforcement using geosynthetics (strips, geotextile, geogrid, etc.), there are some advantages in using randomly distributed fibre as reinforcement. In past few decades, the discrete fibres are simply added and mixed randomly with soil, in much the same way as cement, lime, or other additives.There are several studies (Ziegler et al. 1998; Puppala et al. 2000; Bei-xing et al. 2004; Cai et al. 2006; Tang et al. 2007, 2012, 2016; Abdi et al. 2008; Viswanadham et al. 2009; Le et al. 2015) that investigated the behaviour of polypropylene fibre-reinforced soil and reported that an increase in fibre content caused an increase in strength and shrinkage potential but brought on the reduction of swelling potential. The length of fibres had an insignificant effect on soil characteristics, whereas fibre contents proved more influential and effective. A study on rubber fibre conducted by Hambirao and Rakaraddi (2014) mentions that tensile cracking of clays can be improved with the inclusion of short rubber fibres, optimum fibre content was about 15 % of weight of soil. Several experimental studies (Babu et al. 2008; Chaple and Dhatrak 2013; Vibhakar and Nahta 2014; Soundara and Senthilkumar 2015; Goyal et al. 2015; Jayasree et al. 2014, 2015) were conducted on coir fibre-reinforced soil and concluded that it helped in reducing the swell potential and 1% fibre by weight of the soil almost doubled the CBR value. Martins et al. (2015) found that 4% of sisal fibre by weight of the soil reduced the visibility of cracks. Pillai and Ayothiraman (2012), Ayothiraman et al. (2014) and Sahu et al. (2016) have demonstrated that human hair fibres can be used to improve the properties of both fine grained and coarse grained soils."

In the United States the state mining laws enacted in the late 1800s were the first laws to recognize that an employer had a responsibility to provide the employee a place to work that met at least some minimum safety standards. The coal mining industry was also the first major industry in the United States to be regulated in 1952 by federal safety laws, although federal inspectors had the right-of-entry as early as 1941. Within recent years, however, the Congress has enacted a number of federal safety regulations for a variety of industries, such as the Aviation Act (1958), National Traffic and Motor Vehicle Act (1966), National Gas Pipeline Act (1968), and Radiation Control for Health and Safety Act (1968). The fatality and injury experiences of the mining industry in the United States, while at a significantly higher rate than for industry as a whole, showed a continuous improvement until the last decade or two-at which time the rate leveled off. Although fatality and injury rates in foreign countries have been generally lower than in the United States, further improvement in those countries also has been difficult to achieve in recent years. It appears, therefore, that some major change in mining laws, combined with a radical improvement in mining technology and a more effective labor-management safety program, will be needed if further reductions are to be achieved in fatality and injury rates. At the same time, there is a growing awareness by society that an employee's place of work, where he spends nearly half of his waking hours, should be made as safe as possible. As increased consideration is given to means for achieving greater safety in all industrial situations, it is becoming apparent that more is required than merely providing physical safeguards on tools and machines. Rigorous, strictly enforced safety standards are useful, but more important is the desire of labor and management to make certain that industrial accidents are prevented. The pressure to achieve increased productivity, and thus receive higher wages, can be a significant deterrent to safe working practices. The temptation can be great to "take a chance" or "cut a corner" in order to speed up production. Public concern over all types of industrial safety in the United States was reflected by the introduction of a number of general occupational health and safety bills in Congress for the first time in 1968. While no legislation resulted, the hearings revealed that, although there were differences in how standards should be set and who should administer them, there was agreement on the need for adequate laws. Since the mining industry has been subject to safety standards longer than other industries, it is not surprising that advanced safety concepts for mining are being explored by the industry and the enforcing agencies. "Reduction of CO2 emission is necessary to remedy global warming, however, promising approaches of CO2 separation require a large amount of energy. Molten slag, which is generated as by-product of steel production, has high temperature, but its energy has not been harnessed. To recover the thermal energy from the slag and to apply to separation of CO2 are economical and environmental conscious ways. We propose a new heat recovery system, in which, molten slag is solidified continuously on water-cooled roll and the solidified slag plates are charged into counter-current heat recovery equipment. In laboratory scale experiments, heat recovery ratio of more than 30% was acchived by controlling the thickness of slag.IntroductionThe steel industry in Japan has been working on the projects of ""Environmentally Harmonized Steelmaking Process Technology Development (COURSE50)"". COURSE50 aims at developing technologies to reduce CO2 emissions by approximately 30%. One of the main technologies is to capture and recover CO2 from blast furnace gas using chemical absorbents to regenerate CO2-laden chemical absorbents by separating CO2 from the absorbents. As one of the solutions, JFE Steel Corporation has been developing sensible heat recovery process from steelmaking slag. It is effective to recover and use unutilized high temperature waste heat within a steel plant as the thermal energy required."
