Costs of producing lead from various known resources in the United States are developed by the Bureau of Mines to define the future availability of domestic lead at various price levels. It is estimated that 60 million tons of primary lead (75 percent of the total resource) is available at $0.20 or less per pound; 72 million tons (90 percent of the total) is available at $0.50 or less per pound; and the 79 mil- lion ton total estimated resource can be obtained at a price or $1.82 or less per pound. The supply available at $0.20 per pound or less will meet demand for over 78 years at the 1970 annual consumption rate of 763,000 tons.

Natural fibers presents interfacial characteristics with polymeric matrices that favor a high impact energy absorption by the composite structure. The objective of this work was then to assess the charpy impact resistance of polymeric composites reinforced with one or two layers of batt jute and malva fibers. The results showed a remarkable increase in the notch toughness with increasing layers of jute blankets and malva. This can be attributed to a preferential debonding of the fiber/matrix interface, which contributes to an elevated absorbed energy.

The report of work accomplished on the United States Bureau of Mines' bauxite project in Pulaski and Saline Counties, Ark., is presented in this volume and in a series of Reports of Investigations immediately following this volume. This first volume covers the project as a whole, whereas the subsequent volumes contain maps of local areas and deposits developed, together with logs of the drill holes and descriptions of the separate deposits. The Arkansas bauxite project was initiated in December 1941 and continued for 4 years. The first 5 months were spent in studying the problems presented and in geophysical exploration, Core drilling began in May 1942 and ended in May 1945. The project was one of the larger and more important of those undertaken by the Bureau of Mines for the purpose of developing domestic sources of supply of critical and strategic minerals necessary for National defense and for the successful waging of modern mechanized warfare. Some of the results of the Bureau's bauxite exploratory work have been made available to the public through the medium of press releases, transactions of technical societies, and government publications. More information has been supplied to government agencies upon request and to land owners and mine operators of the deposits concerned in the form of maps showing locations of all holes drilled on the property and logs with chemical analyses of' all cores recovered. In October 1946, the factual data were made avail-able to .the public in manuscript form in an-"open file" at the office of the State geologist, R. B. Foxhall, Little Rock, Ark., and at the office of the. Bureau of Mines in Washington. For the purpose of providing a background for the presentation of the factual data obtained, the history of bauxite is reviewed briefly. Information relative to past production and reserves of bauxite in Arkansas also is given. A resume of the development of the industry in Arkansas, the exploration and mining methods employed, the various uses to which the bauxite is put, and a brief outline of the geology of bauxite in Arkansas complete the -background.

Fresh coal refuse was sampled at 21 US mines. Five of the sites were drilled, sampled and tested more extensively. Field tests included Standard Penetration tests, and in-situ density determinations. Laboratory testing included specific gravity, gradation, maximum, and minimum density tests, as well as 9-inch) drained triaxial tests, 9 and 10-inch, permeability tests, slake-durability tests, and accelerated slaking tests. Some refuse sites had significantly lower shear strengths and permeabilities in old, slaked or weathered material than in fresh refuse. Testing did not show useful correlations between strength and permeability changes and other material properties which could serve as "predictors". Testing of refuse under "accelerated slaking" conditions showed promise as a comparative tool and as a potential means of preparing artificially aged samples for evaluations of long-term behavior. The state-of-the-art in slaking research, and the implications of slaking on coal refuse disposal, and on practical methods of managing slaking, were also studied.

"The heat transfer conditions on the outer side of a Sirosmelt lance have been determined using experimental measurements in combination with a mathematical model. By measuring the temperature distribution along the wall of an operating Sirosmelt lance, as well as the thickness of the slag layer on it, it was possible to use the model to determine both the heat transfer coefficient between the vessel contents and the lance, as well as the effective thermal conductivity of the slag layer. The effective thermal conductivity of the slag layer was found to be within the range 0.7-1.3 W.m-1. ºCl, which was in good agreement with measured values for magnetite. The outside heat transfer coefficient varied from 80 to ISO W.m-2. ºC1, which was smaller than quoted in the literature for metal/slag systems. The discrepancy was attributed to the high thermal resistance experienced between the lance wall and the slag layer, as well as the large quantities of combustion gases that envelop the lance tip and reduce convection and conduction from the melt to the lance. INTRODUCTIONThe Sirosmelt submerged combustion smelting process [1] utilizes top injection lances to deliver fuel and air into a metallurgical melt. To help prevent lance failure from attack by liquid slag, helical vane swirlers are used within the annular lance to impart swirl to the flowing air and enhance the heat transfer from the lance wall to the air. The swirlers thus cool the wall, and enable a frozen layer of slag to form on its outer surface. This solid layer ensures liquid slag cannot reach the lance surface, and the lance is protected.A mathematical model of the heat transfer processes associated with the lance has been developed, which combines heat balance equations with engineering correlations to predict the wall and cooling air temperature of the lance, as well as the air pressure distribution. An account of the model was given by Rankin et al. [2]. To further enhance the model and enable it to predict the thickness of slag accumulating on the lance, a detailed analysis of the heat flow through the slag layer commenced in 1992. PROGRESS in the petroleum industry in 1929 has been characterized by outstanding accomplishments in the fields of new discovery of supply, economic control of production, increased efficiency and reduced costs of recovery, and lowered costs and greater flexibility in manufacture. Resources have been developed in an outstanding degree in the Kettleman Hills. California, the Oklahoma City field (which adds a large potential area in central Oklahoma), the discovery of Woodbine sand production in East Texas, and the discovery of Wilcox sand production in west-central Kansas. Engineering technique has progressed both along the lines of development and production, with a net result that costs have been reduced and extraction increased in notable degree, although it is impossible to give a close measure of either. In the field of re- fining crude oils variations to the end of promoting reduced cost and greater flexibility has been more important than genera! acceptance of innovations in practice.

Prior to 1995, the smelting process at the Kennecott Utah Copper Corporation (KUCC) smelter consisted of Noranda reactors and Pierce-Smith converters. In the consideration of expansion opportunities, the existing process did not lend itself to a program geared towards processing the total output of KUCC mining and milling operations. During 1989 and 1990, a number of smelting options were evaluated. The final selection was the Outokumpu flash smelting process, coupled with the new Kennecott-Outokumpu flash converting technology. Facilities were designed and installed to process 1.0 million tonnes per year of copper concentrate, with the ability to expand to 1.2 million tonnes per year. Following the shutdown of the smelter facility utilizing the Noranda technology in May 1995, the flash smelting furnace commenced operation in June with the flash converting furnace startup following a few weeks later. The smelter has achieved design production targets and environmental goals. Current operating rates are at or above design rates for concentrate and matte processing. Emissions are lower than the permit levels and equate to less than 3.5 kg of S02 per tonne of copper. This paper outlines the design, construction, startup and the first two years of operation of the modernized KUCC smelter.

CURTAILMENT of production was a matter of far more serious concern to the oil industry through 1933 than the search for new supplies of oil. The huge reserves of crude, built up during past years, instead of inspiring a feeling of security, were viewed apprehensively. The status of past laws and court decisions seemed to guarantee to operators the right to produce oil at will, and this entrenched privilege was so widely adhered to that the market was-in a constant state of chaos. The more modern idea of the ownership of oil in place and correlative rights gained headway slowly, since usually there were enough belligerent producers, staunch believers in the old established order, to defeat the efforts of the majority who sought to' introduce order and restraint. State regulatory commissions were unable to cope, with the rebellion among producers with the result that those who abided by proration rulings were penalized, while those who flouted the rulings and produced unrestrainedly were able to make profits on large volumes of flush oil even at low prices. This situation, known in the vernacular as the "hot 'oil" problem, became so acute that the industry was threatened with ruin. The low price for 36c A.P.I. in the Mid-Continent came in April. at 25c per barrel 'but gradually moved upward to the long-hoped for price of $1.00 per barrel in October, after the Federal Government had taken a hand in the matter and effectively allocated production among the oil producing states and materially curbed the "hot oil" runs.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. "Quartz Dust is a major health hazard in underground works, wherever the ground contains quartz and depending on the chosen method of excavation. A research project initiated by the Swiss Tunnelling Society and realized by the Swiss Federal Institut of Technology, Zurich, established a correlation between the potential of quartz dust generation during excavation and well known geotechnical characteristics – the Cerchar Abrasivity Index CAI and the Uniaxial Compressive Strength UCS - of ten typical Swiss rocks. The results are at the center of a new guideline by the Swiss Society of Engineers and Architects on the requirements for early project stages regarding ventilation and logistics in function of the quartz dust related risk of the expected ground type of the project. The approach presented could be applied worldwide, contributing to more effective health protection as well as to better cost stability in underground works. CONTEXT Respirable quartz dust (aerodynamic diameter of particles < 10 micron) is universally recognized as a major workplace health hazard. Chronic bronchitis, silicosis and lung cancer can be caused by excessive exposure to quartz dust, as has been proved by many medical studies. Therefore, the legislations of many nations specify a maximum workplace concentration (Maximale Arbeitsplatzkonzentration MAK, Occupational Exposure Level OEL). In Switzerland, for example, the Threshold Limit Value TLV for respirable Quartz or Crystalline Silica imposed by the Federal Committee on Exposure Levels (Grenzwertkommission) is 0.15mg/m3 air. Some nations refrain from establishing a OEL because of the carcinogenic nature of quartz."

Control of respirable dust produced by auger type continuous mining machines is normally attempted by water sprays from fixed nozzles mounted on the frame of the machine. In tests conducted under this contract, a &apos;wet auger&apos; system was used, where the spray nozzles were mounted on the rotating auger itself. The tests were conducted at the Hunter mine of Smith and Stover Coal Company using a Jeffrey 1.00L auger miner. Operating the mining machine in the wet auger mode, it was found to produce 47 pct less respirable dust than when the fixed conventional sprays were used. On section dust levels were reduced too 3.5 mg/m3 which is equivalent to approximately 2.0 mg/m3 for a full shift portal to portal sample. The major difficulty that had to be overcome was the development of a simple reliable water transfer mechanism to get the water into the rotating augers. This was successfully achieved by the development of a water-through-the-shaft water system. This system can be retrofitted to existing machines and is available in kit form.

A non-transferred arc thermal plasma assisted cyclone reactor has been designed, built and operated to evaluate its use in vitrification of wastes. Simulated waste (liquid, slurry or fine particulate) is injected near the plasma flame, where nearly instantaneous dehydration and calcination reactions happen. A non-transferred arc plasma torch was attached tangentially to the cyclone and is utilized as both an enthalpy source and to provide the gas velocities required to generate the cyclonic gas flow patterns. The closed top cyclone flow sends the solid particulates to the wall, where they are captured by a thin film of molten glass that is injected as a powder at a position lower in the reactor. The molten glass is then collected in a crucible. The feasibility of simulant injection directly into the flame zone and its effect on electrode lifetimes has been studied. Several candidate refractory systems have been evaluated for their suitability for extended use under the demanding conditions present in the cyclone reactor.

The ldaho Cobalt Belt represents a unique geologic environment containing some of the largest known reserves of cobalt in the United States. Stratabound cobalt-copper-gold deposits formed within a sedimentary basin that was generated by the rifting of an Archean cratonic block. Host rocks for these deposits are the Early to Middle Proterozoic Yellowjacket Formation comprising a suite of clastic sediments, volcaniclastics, and mafic tuffs that accumulated in the intracratonic rift basin about 1.7 b.y. ago. Rifting was probably initiated during a regional heating and doming event that may date back to 1.8 b.y. ago. During this time, other rift basins were likely to have formed in the region. They probably represent the precursors of a much larger depositional environment having characteristics of an Atlantic- type or passive continental margin where younger formations of the Belt Supergroup were deposited. The Yellowjacket Formation has been subdivided in the Idaho Cobalt Belt into three genetic units representing various subenvironments of a deepwater clastic fan complex. A northwest- trending deep-basin structural trough accumulated fine-grained muddy sediments that were periodically interrupted by distal turbidites of the subaqueous fans. Subsequent progradation caused the deposition of coarser-grained clastics of the more proximal portions of the fan complexes. Submarine fan lobes were built across northwest-trending tectonically active basin growth faults. These in-basin structures caused a great deal of penecontemporaneous deformation within the Yellowjacket sequence. Northeast-trending fault zones formed an orthogonal set of fractures that controlled the shape and size of sub-basins, and were also an influence on lateral migration of dominantly fine-grained clastic material. The eruption of mafic tuffs at about 1.7 b.y. ago added a new component to the Yellowjacket sedimentary sequence. Around the Blackbird mine area these tuffs commonly occur either near the base or within some of the sandier sequences. Since most of the sand influxes were largely controlled by basinal tectonism, the tuffs were probably erupted during tectonically active periods of basin development. The dynamic nature of the sedimentary environment probably caused much of the tuffaceous component to be mixed with other clastics and even resedimented as volcaniclastic material. In time, the change to a higher energy sedimentation regime resulted in such a dramatic clastic dilution of the tuffs that they could not survive in the areas of the vents, and, if present, they must have been distributed elsewhere in the basin.

The ISO TC 226 (Materials for the production of primary aluminium) has presently issued more than one hundred standards on the materials: alumina, pitch, petroleum coke, carbon anodes, carbon cathodes, ramming paste, fluorides and refractory). The object of the standardization work is to find methods that both material producers and smelters will accept. Methods that are specific for the operational conditions have been developed in addition to more traditional room temperature methods. Examples of important properties under operational conditions are: Air and C02 reactivity of anodes, Equivalent temperature for baked anodes, Sodium expansion of cathode blocks, Shrinkage and Rammability of paste, Penetration of electrolyte into refractories.

The Ambatovy Joint Venture comprises an operating lateritic nickel mine, ore slurry pipeline, pressure acid leach plant and nickel refinery in Madagascar. The hydrometallurgical process selected by Sherritt for treatment of the Ambatovy ore is a long-term, sustainable approach to producing nickel. Sulphur, used to prepare hydrogen sulphide, which is used to produce mixed sulphide intermediate, is recovered in the refinery as ammonium sulphate fertilizer. Additional sulphur is used to generate sulphuric acid for treatment of the ore in the high pressure acid leach (HPAL) step; fossil fuel consumption is minimized by using the heat generated from the exothermic reaction between sulphur and oxygen in the acid plant to produce power and steam. Steam consumption is minimized by design of efficient flashing and preheat systems for HPAL, while the high temperature of the HPAL step serves to minimize acid consumption. Fossil fuel consumption by the operation as a whole is further minimized by locating the leach plant and refinery near the port of Toamasina and utilizing a 220 km slurry pipeline to transport ore from the mine to the leach plant. In addition, Ambatovy has demonstrated a strong commitment to sustainability programs such as the biodiversity management program at the mine and local procurement in Madagascar. In this paper, the hydrometallurgical process for nickel and cobalt recovery from Ambatovy ore is described, along with highlights of Ambatovy’s approach to sustainability in Madagascar.

Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Stabilization has been attained by physical, chemical, vegetative, and combination procedures. Vegetative reclamation is preferred to physical and chemical stabilization but is diffi¬cult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Methods now have been developed for attain¬ing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $120 to $650 per acre. The cost for stabilizing tail¬ings requiring more intensive treatment techniques may range upward to $1,750 per acre. This report summarizes procedures developed by the Bureau of Mines and industry for vegetating amenable tailings, lists costs for the various processes, and suggests procedures that may be applicable for stabilizing saline and pyrite-containing tailings. Ridged planting beds, drip irrigation, and deep-furrow planting techniques are suggested for stabilizing saline wastes. A combination of mill tailings and sewage sludge can be used for pro¬ducing synthetic soils, and layers of sewage sludge buried under a layer of tailings offer promise of inhibiting acid formation from oxidation of sulfides in mineral wastes.

THIS paper is a description of the milling practice and metallurgy at the Moneta Porcupine mine, Timmins, Ontario. The results obtained with an all-cyanide circuit and later with flotation followed by cyanidation are described. The ?investigation which prompted the various changes in milling practice have also been dealt with. Moneta ore is possibly the most refractory now being milled in the Porcupine district. This is due to the ultra fine state in which the gold occurs and to its intimate association with pyrite. No doubt there is ore of similar characteristics on the neighbouring properties but it probably forms only a small portion of the tonnage being mined, whereas at Moneta the bulk of the ore requires an extremely fine grind to liberate the gold. The fineness to which an ore can be ground economically has gone far beyond what was thought to be the limit only a few years ago. Formerly, a set of standard screens was all that was required to measure the fineness to which an ore was ground. At present, the Haultain infrasizer is practically indispensable, and the nominal micron has become a familiar unit of measurement to all those dealing with the problems of fine grinding.

Voyageurs National Park in northern Minnesota, and a 30-mile radius area of influence on the United States side of the International Border, was examined for hardrock (nonferrous metallic minerals and diamonds) mineral potential and environmental sensitivity by the U.S. Bureau of Mines. The investigation also included an analysis of current Metallic Minerals Leasing Rules of the State of Minnesota, and the probable effects of changes proposed to the current rules by the State of Minnesota in order to "encourage mineral exploration and development." The study has determined that the proposed changes to the Minnesota State Leasing rules will have minimal, if any, impact on the likely, foreseeable levels of mineral-related activities in the State as a whole, and particularly, in the area of influence to the Park. Voyageurs National Park management was advised on the extent and character of the proposed rules changes, and on those items of concern meriting a specific and timely response by the National Park Service.

The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.
