This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.

"This paper explores the complex interrelationship between the resource cycle, recycling and metal production as a function of economics, environmental legislation, and product design. It is argued that central to optimising this resource cycle lies the control in particular of physical separation plants by the application of advanced sensor technology and sorting equipment, as well as suitable control and sampling algorithms supported by optimising mass balance models.Metals are produced through a long chain of processes. For primary resources, metals production goes through mining, mineral processing, ore smelting, conversion and refining steps or via low temperature hydrometallurgical processes, or a combination of both pyro- and hydrometallurgical operations. For the recycling of resources, metals are separated and recovered from metal scrap, which plays an increasingly important role in the world. Metals after being produced, either from primary or recycling resources, have to be further refined or manufactured into various types of alloys and finally shaped into different products for the end-users. Since the end-user discards products the contained materials find their way back into the resource cycle as scrap. Therefore, controlling the metallurgical reactors also controls, in a much broader sense, the material quality in the complete metals cycle, from the production phase, to the end-use phase, up to the recycling phase (Reuter et al., 2003). The recycling phase includes separation of materials into saleable intermediate products, which are reintroduced into the production phase as a recycling resource. Therefore, the metallurgical processes in each unit operation in the metals production and processing chain have to be controlled, so as to achieve optimal performance of high product quality, low energy and materials consumption, and low environmental impact."

This work dealt with the evaluation of engineering structural clay brick samples that were sintered at estimated temperatures of 700 and 800°C. They were collected in a red-brick plant in Campos dos Goytacazes, RJ, Brazil. From a lot, a sample already sintered in its kiln at 700°C were collected and also a sample from the same lot only dried by the air, which were then sintered at 800°C controlled temperature. The samples were subjected to Brazilian Standard tests (ABNT NBR 15270:2005) to determine their geometric, physical and mechanical properties. In order to be classified as structural clay brick it is required minimum 3.0 MPa for the characteristic compressive strength (fbk) to be suitable for up to five floors structural building applications. We also used the Weibull Probability Plot and Weibull Maximum Likelihood Estimation to evaluate distribution parameters in order to compare the results of compressive strength obtained in the tests.

ZEST in the search for new supplies of metallic ores and petroleum is difficult to maintain with stocks of raw materials accumulating and with over- production rightly or wrongly blamed for most of our industrial troubles. Enthusiasm over new methods of prospecting has consequently diminished and exploration programs in many fields have been drastically cur- tailed. Very naturally the effects have been felt with particular keeness in highly specialized phases of the work, such as geophysical prospecting, for the feverish scramble for new areas in which to drill beneath magnetic or electrical anomalies has abated, and there is even a lull in the firing in the battle over salt domes on the Gulf Coast. It is unquestionably an unhappy time for many of the organizations dependent on this work, but in certain respects the situation may be beneficial in correcting unsound practices that .have grown up through the necessity for haste and for quick decisions. With the restriction of the field to the more competent workers by the harsh rule of survival of the fittest, a general improvement, not only in technique but in business methods, can be expected which may go far in restoring public confidence. The social economy, or public interest, and national defense require wise development and efficient use of the oil and gas resources of the United States. In this development and use, and in the prevention of economic and physical waste of oil and gas, the objectives of the petroleum and natural-gas industries, the Government (Federal, State, and local), and the public are the same. Differences of viewpoint generally have originated in the failure of one of the triad to have a clear or complete understanding of the motives behind the activities of the other component groups or full knowledge of what each is trying to accomplish. The Unites States Bureau of Mines through its petroleum and natural-gas division makes technologic and scientific investigations pertaining to recovery,3 preparation, refining, and use of oil and natural gas with the view of reducing waste, increasing safety and efficiency and aiding economic development.

Since the late 19405, St. Joe has operated rubber-tired, trackless mining equipment underground in its Southeast Missouri Lead Belt operations. At first, the trackless equipment was operated in conjunction with rail haulage equipment in the room-and-pillar operations, but was to later replace rail haulage completely. The first pieces of equipment to travel on pneumatic rubber tires were short-haul shuttle cars of 12-ton capacity hauling rock from the heading to the mainline railroad. Early-model drill jumbos were the next pieces of production equipment to be carried on rubber, along with mobile slusher ramps. Mobile diesel equipment, in the form of conventional rear-dump trucks, made its appearance underground in the early 1950s, introducing the era of relatively high-speed mobile equipment as compared to the electrically powered shuttle cars. Haulage distances for rubber-tired vehicles were no longer dictated by trolley lines and trailing cables and tires were subjected to increasingly severe applications. St. Joe's first completely trackless mine, the Hayden Creek Mine, was opened in 1952, employing rubber-tired drill jumbos, electric shuttle cars, and for the first time, an articulated diesel truck consisting of the tractor unit of a conventional earthmoving scraper and a rear-dump rock wagon. Those machines rolled on the first true earthmover tires to be used underground by St. Joe. The articulated truck concept proved to be very successful, and constitutes an In- creasing portion of the underground haulage today.

"One of the most important environmental issues associated with contemporary openpit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following:• The water quality within the pit lake, plus surface water and ground water discharging from the pit lake, meets premining or other acceptable water quality conditions of the receiving environment. • The termination of all active treatment processes.• The return of the pit lake to the government for long-term care and maintenance.• The release of the mining company from all future liabilities associated with the pit lake.• The return of the environmental bond to the mining company.• The reuse of the pit lake for some post-closure, beneficial purpose.The achievement of these goals is known as walk away pit lake closure.Peer-reviewed publications of successful walk away, pit lake closure provide mining companies with the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). In North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources (Vandenberg, 2018; Crossman, 2019). The difficulty of finding these good examples in the literature makes it challenging for companies to respond to public and regulatory questions regarding pit lake closure and reuse. As such, there is a pressing need to document the motivations and approaches used in examples of successful, walk away, pit lake closure in North America so that the mining industry, at large, can learn from these examples and can better address public concerns."

In January, 1964, three years of laboratory and pilot plant test work reached its culmination. The San Manuel Div. of the Magma Copper Co. switched its molybdenite extraction circuit from the sodium hypochlorite-ferrocyanide process to the new process described in this paper. The San Manuel Div. Concentrator of the Magma Copper Co. is located near San Manuel, Ariz., approximately 45 miles northeast of Tucson. The concentrator treats approximately 35,000 tons of ore per day containing about 0.85% copper and 0.025% molybdenite. The San Manuel ore body is a disseminated copper deposit in quartz monzonite and quartz monzonite porphyry. The primary copper mineral is chalcopyrite; minor amounts of chalcocite, bornite and covellite are also present in varying degrees. Pyrite makes up somewhat more than half the sulfide content of the rock. The molybdenite is nearly always found on fracture faces or associated with quartz veinlets.' On January 9, 1964, the sodium hypochlorite-ferrocyanide process that had been used for molybdenite recovery was replaced by the following process: 1) A conditioning step with hydrogen peroxide, sulfuric acid, sodium cyanide and zinc sulfate. 2) A two stage rougher flotation step with stove oil and sodium ferrocyanide. 3) One cleaning step with sodium ferrocyanide. 4) One cleaning step with sodium hypochlorite and potassium ferricyanide. 5) Four cleaning steps with an anti-foam Exfoam 636 and potassium ferricyanide. COPPER CONCENTRATOR Since molybdenite recovery is closely allied with previous steps in the operation, the copper concentrator will be briefly described first. The ore is ground to approximately 5% plus 65-mesh and 65% minus 200-mesh in a two-step grinding circuit consisting of rod mills in open circuit and ball mills in closed circuit with rake classifiers. A straight forward rougher circuit producing only one concentrate is used. The rougher concentrate is combined with the discharge from the regrind ball mills and is then cycloned, with the overflow going directly to the cleaner circuit and the underflow going to the regrind mills. The feed to the cleaner circuit is approximately 90% to 94% minus 325 mesh. The cleaner circuit consists of two stages in which the tailing from the final cleaner stage is returned to the primary cleaner and the primary cleaner tailing is returned to the rod mill discharge at the head of the circuit. Approximately 0.013 lb of the allyl ester of amyl xanthate (S-3302) per ton of ore is added to the rod mills and approximately 0.006 lb of sodium isopropyl xanthate (2-11) per ton of ore is stage added down the rougher banks. The frother used is methyl iso-butyl carbinol (MIBC) and it is added at various points in the grinding and the rougher flotation circuits. Lime is added to the ball mills and/or to the rod mills to maintain the desired pH in the rougher flotation. The rougher flotation has been operated at various pH levels between 10.5 and 11.5. Fuel oil is added in the regrind mills at a loading of approximately 0.01 lb per ton of ore. Factors Which Directly Affect Molybdenite Recovery: It has been found at San Manuel that, to obtain maximum molybdenite recovery, an oily type flotation collector must be added in the grinding circuit. When molybdenite is crystallized in the characteristic platy form, which appears to be the case almost all of the time at San Manuel, its surface has a greater tendency to adhere to oils than water. 2 Of the several oily type collectors available on the market, the allyl ester of amyl xanthate seems to be the best molybdenite promoter. The floatability of San Manuel's molybdenite does not appear to be affected, at least up to a pH of 11.5, by lime. It has been reported that at several plant operations high lime alkaline circuits have adversely affected the molybdenite recovery.3,4 It has been found through microscopic studies that the bulk of the chalcopyrite will float before the molybdenite in both the rougher and cleaner circuits. Blasting at a granite quarry in eastern Maryland produces elevated air blast readings that can fall into the cautionary zone for the state of Maryland environmental regulations on a semi-regular basis. When designing blast patterns in this quarry, challenging geology creates rough and uneven blast faces that can be difficult to capture with 2D laser profiling fully. Utilizing several methods known to manage high air blast results like pattern adjustments, decking, and timing changes have not achieved consistent outcomes.

This Kaiser Engineers report on the feasibility of surface mining on the North Slope of Alaska has considered the quantity and quality of the North Slope deposits with attention paid to the economic, technical, and environmental constraints of the mining systems suggested for the three candidate minesites at Kukpowruk River, Elusive Creek, and Kuk River. Site selection, based on coal rank and quality as well as seam thickness and geometry, also considered demonstrated and hypothetical reserves relative to three mining systems (dragline, shovel, dragline and shovel), mining equipment requirements, infrastructure, and transportation relative to the Arctic environment and costed for potential markets. Throughout the report the delicate permafrost environment has received particular consideration. Recommendations based on the technical, economic, and environmental feasibility of mining the coal deposits of Northern Alaska by surface mining techniques have resulted in two conclusions: 1. The coal deposits can be mined with currently available technology; 2. It is uneconomic to mine these coals given current coal resource estimates, costs, and market conditions. "INTRODUCTION Byproduct-coke manufacture is one of our country's most essential in¬dustries; its importance was strikingly accentuated by the demands of World War II. This paper reviews recent progress in various phases of byproduct-coke operations for the production of metallurgical coke particularly that used as blast-furnace fuel.In the early days of the by-product-coke industry in the United States high-grade bituminous coking coals, both high-volatile or gas coal and low-volatile Pocahontas coal, were plentiful, and the selection and mixing of coals for coke-oven use were minor problems.The demands of World War I for the production of iron, steel, and coke aroused and stimulated new interest in the investigation of the reserves, characteristics, and properties of our coking coals. During that war the increased demand for coke reached a critical stage, and the shortage of high-grade coking coals necessitated the use of cols of inferior quality and of different coking characteristics than those previously used.The period of prosperity following World War I brought much progress and development in the by-product-coke industry. Methods of testing coal and coke were improved. The search for satisfactory coking coals was continued, and construction and design of byproduct ovens were improved."

HE State of Utah has an area of 84,990 sq. mi., and like other inland states in the West its population, although steadily increasing, is relatively small. The fact that it is a state possessing vast mineral resources is attested by a careful study of statistics which have been compiled by Federal and State investigators. Some idea of the extent of these resources and the degree of development of a particular state or region may be gained by such a study, but in the case of Utah statistics and other available information fail to portray completely the true extent and value of its existing metallic and non-metallic resources. The State is probably more widely known for its production of metallic ores which has placed it in an eminent position among the metal mining states of the Nation.

Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.

In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

"The Deep Mixing Methods (DMM), in their current forms, have been employed in the United States since 1986, although an earlier version had seen service from 1954. The earlier developments were strongly influenced by practices in the Nordic countries and Japan, while by the late 1980’s several DMM systems had been developed in the U.S. itself. Since then, DMM has continued its evolution, principally via the challenges of a series of large, landmark projects, but also via distinct, significant technological advances. This paper highlights the key points in the history of DMM in the U.S., and provides an overview of the different methods currently in use.IN THE BEGINNINGIt is a common misconception that the history of applications of the Deep Mixing Methods (DMM) in the United States dates from 1986 when SMW Seiko Inc. — a subsidiary of Japan’s Seiko Kogyo Company — was established in the Bay Area. However, the author believes that Intrusion Prepakt Co.’s patented MIP (Mixed in Place) system had been used, albeit sporadically (about 30 projects are recorded), since 1954 (FHWA 2000, 2001). Ironically, by 1961 this single auger method had been extensively used under license in Japan for excavation support and groundwater control — by the Seiko Kogyo Company. By 1972, the original MIP technique had been succeeded by more advanced Japanese methods, involving multiple augers. Intrusion Prepakt have long since become defunct.The first systematic studies of contemporary Deep Mixing Methods in Japan began in 1967 when the Port and Harbor Research Institute of the Ministry of Transportation began laboratory testing using granular and powdered lime for treating soft marine soils. Fundamental studies continued through the early 1970’s, by which time the development of industrial scale equipment was well advanced, having its first application on a marine trial near Haneda Airport. Coincidentally, laboratory and field research also began in 1967 in Sweden (“Swedish Lime Column Method”) for treating soft clays using unslaked lime. Reportedly the progenitor was a Norwegian, Kjeld Paus, who had made observations on fluid lime columns in the U.S. It would seem that developments in Japan and the Nordic countries proceeded independently until 1975 when the technology leaders from each group (Broms and Boman; and Okumura and Terashi, respectively) presented their — very similar — findings at a conference in Bangalore, India. Limited technical exchanges ensued thereafter.Whereas the Nordic developments continued to focus on the use of dry reagents (cement and lime) and relatively light equipment compatible with operating on and in very soft clays and organics, the Japanese progressed into the use of fluid reagents (cement-based grouts) and heavier equipment for both marine and land-based projects. Thus, by 1986, there were a large number of proprietary (wet and dry) DMM systems in Japan, and a rapidly growing market already by then accounting for over 12,000,000 m3 of ground treatment."

This bulletin reviews, in the light of recent experience, the use of production-decline curves in estimating the future production of oil from wells. It deals with the estimation of the reserves of recoverable oil in properties already producing or in those adjacent to them, takes cognizance of the physical laws governing expulsion of oil from oil sands, and shows how the production-decline curve can be made to utilize these laws in estimating reserves and rates of production. The valuation of oil properties should be based on the total amount of oil recoverable from a property by the methods in use, the rate of recovery, the cost of production, and the selling price. Numerous other curves besides those for reserves and rates of production may be formed from the production-decline curve and will present desired information in a convenient time-saving form. These curves also are described. Methods developed before the production-decline curve method was used are briefly discussed in order that the principles on which estimations of oil reserves are based may be made plain. The construction of curves and tables for estimating future production of individual wells and of average wells in most of the important oil districts of the United States is described and operating problems that may be solved by the use of production-decline curves are discussed. The bulletin does not deal with costs, oil prices, or the methods of evaluating oil properties. Many engineers have amply demonstrated the value of the production- decline curve method by forecasting within reasonable limits the production of many thousands of wells and tracts. The value of similar estimates depends however, on (1) the application of trustworthy methods; (2) the care and judgment of the estimator; and (3) the length and reliability of the records and the accuracy of ofher information used in estimating future production. When adequate records and information are available, experience has shown that It qualified engineer can forecast production far more accurately than has been deemed possible, except where the usual conditions governing the expulsion of oil from a sand have been radically changed by applying compressed air or by flooding with water, or, to a less degree, by using vacuum. In general, the production-decline curve method, though there are limits to its accuracy, is far more trustworthy than any other.

The most serious safety problems encountered in U. S. underground coal mines today are related to the roof bolting operation. Also, roof bolting is usually the operation which limits coal production of the section. The purpose of my paper is to review some of the research, developments, and new ideas related to roof bolting. Many of these ideas have originated at. coal mines or with manufacturers. Most of the research on fundamental improvements has been funded by, and is a part of, the excellent and broad plans of the Bureau of Mines.

Undercut-and-fill mining is a method developed by the International Nickel Company to deal with abnormal pillar mining conditions at one of its mines. Results have been such that its use has been extended to normal, pillar recovery operations in other mines of the Company as a replacement for conventional square-set pillar mining. It is anticipated that the method will also largely replace square-set stoping at INCo mines, especially for mining at deep horizons.

"1. The investigation shows that the Sewanee bed is the only bed of major importance in Marion County, 97 percent of the coal mined in the county having come :from this bed. There are coal reserves in minor quantity in the Battle Creek bed, and production from this bed depends on a few small truck mines. The Richland bed, or Lower Sevanee has been mined in the past, but no coal has been produced from it in late years. There are no production records of any other beds in the county, although some coal has been produced from them.2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on l,800 tons per acre-foot of coal in place, are estimated to be 61 million short tons as of January 1, 1953. Of this total, 55 million short tons is in beds 28 inches and more thick. Areas in each bed ·were omitted from the estimate where available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.3. Recoverable reserves of coal are estimated in beds 28 inches and more 'thick. This recovery is based on total thickness of coal in the bed (less partings 3/8-inch thick or more), rather than on the thickness of the coal actually mined. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian Region. The combined weighted average recovery for the Sewanee and Battle Creek beds in Marion County, as determined by this investigation, is 60.9 percent. Based on this, the recoverable reserves of coal in Marion County are estimated at 34 million tons."

This Information Circular brings together for consideration recommendations from U.S. Bureau of Mines research in the area of surface mine mobile equipment maintenance for the period 1982 through 1991. It updates the 1982 contract report by Baker and Alves that formed the basis for much of the work described in the present report. Recommendations for hazard abatement during work on mobile one equipment are presented and stem from the results and recommendations of the research in two areas: (1) equipment and workplace hazard reduction, and (2) management of maintenance information. Recommendations included in this report apply to both the operators and maintainers of mobile mining equipment as well as to the manufacturers of that equipment.
