ABOUT two years ago some of my friends were discussing the amount of drill-steel breakage that was permissible or not excessive, per month, per rock ton, per ton of steel or any unit of measure or output that would give a comparison between different kinds of drill steel. No one seemed to know what life to expect of steel, or what percentage of breakage might be termed excessive. In fact there were no operating data available to guide one in selecting the best steel for our mines, nor could any ideas or information be secured from the steel manufacturers. One was merely told that so and so used their steel and it was very satisfactory; or else one was given a highly technical lecture on their specific heat-treatment. Any estimates on expected breakage were just guesses, ranging from a fraction of a per cent to as high as ten per cent per month.

"Mutmansky, J.M. and· Lijun Xu, 1989. Some observations on particulates collected in underground coal mines using diesel and non-diesel equipment. Min. Sci. Technol., 9: 207-218.The results obtained when sampling twenty underground coal mine sections, each in a different mine, are outlined. The sampling effort was oriented toward a detailed characterization of coal mine dusts and thus eight-stage Anderson Model 298 impactors were used as the primary collection instrument. This instrument allowed a fairly detailed size distribution for each of the particulates sampled. Because four of the mines used diesel outby equipment and/or diesel shuttle cars at the face, it is possible to make some comparisons of the particulate distributions in diesel versus non-diesel mines.One of the more interesting results is the pattern that exists in mines lising diesels only for outby utility haulage. Particulates in these mines seem to be consistently heavy in the fine size ranges, perhaps being of significant concern to the industry. While no definite conclusions can be drawn from the limited data, a more detailed study of particulates may provide a better picture of particulate loadings.IntroductionThe subject of particulate emiss1ons from underground diesel equipment is currently a very important topic as health concerns and regulation of diesel particulate emissions have created new environmental problems for mine operators. The amount of particulate matter originating from diesels has not been extensively measured and problems of differentiating coal and mineral dust from diesel particulates make existing data questionable.However, it is necessary to make an assessment of the problem in order to solve it. It is known that particulates from diesel engines are solid aerosols formed in the combustion process. Technically, this places the particles in the category of fumes. It is also known from tests where no mineral dust could be a factor in the measurements that about 90% of diesel particles are less than 1 µm in aerodynamic diameter [3]. To measure the diesel component of a coal/diesel particulate to measure, Johnson et al. [2] have developed procedures for utilizing laser Raman spectroscopy. The determination of diesel content in a coal/diesel mixture is difficult due to the chemical similarity of the two organic materials. However, laser Raman spectroscopy, which is often used for identification of organic materials, has potential if the Raman spectra for the two materials are different and unique. The study concluded that an accuracy of ±~% could be achieved for mixtures containing up to 55% diesel particulate. The method is relatively complex and would need further development for routine application."

The Sandbukta-Moss-Såstad (SMS) project is a part of the Intercity development project, which is part of the largest transport project in Norway, consisting of 270 km of new double-track rail. The SMS project consists of 10km of double-track railway including three open stretches and two tunnels. Soil conditions consist of quick clay underlain by Bedrock. Dry soil mixing (DSM) was considered as the main soil improvement method to allow for excavation of the quick clay and construction of the D-Wall panels. The preliminary design revealed around 25,000 ton of binder installation. Therefore, a test field has been conducted to evaluate binder alternatives in means of improved soil strength by considering CO2 emissions. Multicem and Standard cement (Standard FA) have been compared for that purpose. Multicem is a type of binder which mainly consists of Portland cement and cement kiln dust (CKD). CKD is a fined-grained, solid, highly alkaline material removed from the cement kiln exhaust gases. reverse column penetration test (FOPS) and pre-drilled column penetration test (FKPS), which are common tests to evaluate DSM strength have revealed comparable strength outcome for both binder types. Therefore, Multicem has been selected as the main binder type to be used further which provided a reduction in CO2 footprint of up to 40%.

Ombrotrophic Sphagnum peat bogs have a characteristic signature on both colour injrared film (750 nm to 3,000 nm response) and Daedalus injrared line-scanner images (thermal infrared 3 to 5 microns and 8 to 14 microns response). This remote sensing method was used to survey bogs in southeast Manitoba to delineate targets for surface exploration. Target bogs all have a surface growth of Sphagnum; underlying dead Sphagnum ranges from 1 to 6 m thick. Large Sphagnum reserves exist in the Caribou cluster of bogs, and in /979 a bog first identified by infrared sensing was brought into production.

In the process of making steel in the open-hearth furnace the refining of the metal during the working period of the heat is largely accomplished through the agency of the slag. From the birth of the process until the present day steelmakers have recognized the importance of the slag in determining the composition of the metal and the quality of the product. The general relationships between slag composition and metal analysis have long been known, at least in a qualitative or approximate fashion. For examples, the iron oxide content of the slag is higher on lower carbon heats; the more basic slags are higher in iron oxide for a given carbon content; certain amounts of iron oxide and lime arc required for phosphorus removal and a high lime-silica ratio is needed if the sulphur content of the metal is to be diminished. In recent years a number of quantitative relationships involving these and other variables have been developed through plant and laboratory studies by numerous investigators in this country and abroad. The direct comparison of laboratory and open-hearth data involves the question of the degree to which each approaches the conditions of chemical equilibrium, a question which, from the open-hearth standpoint, we are scarcely yet in position to answer. And, although a considerable body of dependable equilibrium data has been obtained in the laboratory, this work has not yet been extended to cover the ranges of slag composition encountered in basic open-hearth practice. In the present study we shall not attempt to draw comparisons between data from the two sources; nor do we attempt to draw conclusions as to the approach to chemical equilibrium in the open-hearth furnace. Many of the operating variables that are likely to be erratic or unrecorded during the earlier stages of the heat become more consistent and arc more readily subject to observation and control during later stages. For example, undigested lime or ore gradually goes into solution, the rate of carbon drop levels off, and the temperature of the metal is brought under control. For these and other reasons a greater degree of self-consistency is likely to be found among data obtained during the

Thus, sustainability of mining and mineral processing industry has a far reaching impact on sustainable economic development of our nation. While at a macro-economic level, we have to strike a balance between economic development vis-à-vis socio-economic & environmental impacts, Industries have to ensure judicious and frugal use of natural resources by making use of energy efficient plants & machineries and adopting befitting technology for reduction & recycling of waste. In the context of the above, it would be interesting to look into the sustainability measures taken up by National Aluminium company (Nalco) at its Crushing & conveying plant at Panchpatmali Bauxite Mine, which is incidentally Asia?s largest Bauxite Mine. In the backdrop of the above stated facts, in this paper the authors make an attempt to bring out the sustainability issues in areas of energy conservation, environmental impact/pollution vis-a-vis mitigation measures adopted in crusher & conveyor plant of Panchpatmali Bauxite Mine & CSR / peripheral developmental activities undertaken by Nalco to mitigate the socio- economic impacts. Background: A cross-sectional study was conducted in November2001 to establish the prevalence rates of Human Immunodeficiency Virus (HIV) and sexually transmitted infections (STIs) (Chlamydia trachomatis and Neisseria gonorrhoea) in a coalmining town in Mpumalanga. Methods: 155 adults were recruited (79 males and 76 females), by holding community meetings, and by door-to-door recruitment. Saliva and urine specimens were collected for the analysis of HIV and STI prevalence, respectively. Results: The mean age for males was 31.35 years (min = 19 yrs and max = 50 yrs) and the mean age of the female participants was31.90 years (min = 17 yrs, max = 49 yrs). The prevalence of HIV was found to be 22.78% [95% CI (14.09?33.59)] in the males vs. 47.37%[95% CI (35.79?55.16)] in the females, [p = 0.001, OR = 3.05, 95%CI(1.49?6.26)]. The prevalence of C. trachomatis was 7.90% [95% CI(2.95?16.39)] in the males vs. 12.86% [95% CI (6.05?23.00)] in the females, p = 0.324. The prevalence of N. gonorrhoea was 3.79%[95% CI (0.79?1.08)] in the males vs. 9.86% [95% CI (4.06?19.26)]in the females, p = 0.137. HIV was significantly associated with C. trachomatis, [p = 0.032, OR = 3.18, 95% CI (1.04?9.72)], but was not significant when stratified by gender. HIV was not significantly associated with N. gonorrhoea (p = 0.072) but it was significantly associated when stratified by gender, p = 0.001 for females. There were no significant associations between HIV and age (p = 0.408), even upon stratification by gender. Conclusions: HIV prevalence in this community is high, and corresponds to national figures. However, the prevalence of STIs is surprisingly low as it would be expected to be high in a migrant population. Although communities are exposed to expanding peer-education activities that encourage behaviour change, the prevalence of HIV in this group. A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

First response to large-scale water flooding in the fractured very low permeability Spraberry sand has led to a new unique cyclic operation. Capacity water injection is used to restore reservoir pressure. This is followed by marly months production without water irzjection and the cycle repeated. Expansion of the oil, rock and water during pressure decline expels part of the fluids but capillary forces hold much of the injected water in the rock. At least with reservoir pressure restored and with partial water flood development, field performance has proved this cyclic operation is capable of producing oil from the nzatrix rock at least 50 per cent faster and with lower water percentage than is imbibition of water at stable reservoir pressure. INTRODUCTION The Spraberry Field of West Texas presents unusual problems for both primary production and water flooding. Extensive interconnected vertical fractures in the fractional-md sandstone permitted recovery of oil on 160-acre well spacing, but they made capillary end effects dominant. Primary recovery by solution gas drive is less than 10 per cent of oil in place. The concept of displacement of oil from the sand matrix by capillary irnbibition of water has led to field techniques which promise greatly increased oil recovery. Free exchange of laboratory research, reservoir information and results of field pilot tests among the various companies has been very important in development of this technology. Five units covering a total of 170,000 acres have been formed for water flooding, and 10 other areas covering an additional 175,500 acres are in various stages of unitization. Part of the Driver Unit reaching fillup first has demonstrated very unusual waterflood behavior and indicated numerous operating problems that will develop within and among the various units. SPRABERRY ROCK AND PRIMARY PERFORMANCE The Spraberry, discovered in February, 1949, is a 1,000-ft section of sandstones, shales and limestones with two main oil productive members: a 10-15 ft sand near the top and a 10-15 ft sand near the base. In part of the field some thinner intermediate sands are oil productive, and others are water bearing. All sands have permeabilities of 1 md or less and porosities of 8-15 per cent. Ordinary core analysis and electric and radiation logs are ineffective in differentiating between oil productive and nonprcductive sands. Sands capable of containing producible oil are best identified by mercury injection capillary pressure measurement and, in some cases, by core water saturation. About 3,500 wells have been drilled in the 500,000-acre trend. Vertical fractures were observed in practically all Spraberry cores. Continuity and interconnection of fractures were confirmed by pressure interference among wells during early development.' Major fractures trend northeast-southwest as indicated by oriented cores and confirmed by five fluid injection tests, by analysis of the pressure transients observed during development,''' and by three interference tests in the Driver Unit Water Flood reported herein. Fracture spac- ing probably averages inches to a few feet. Spraberry wells typically produced 100-400 BOPD initially after hydrauLic fracture treatments. By 1962 oil production had declined to an average of 12 bbl/well/day, near the economic Limits of operation. Reservoir pressure had declined from 2,300 psi initially in the Upper Spraberry and 2,500 psi in the Lower Spraberry to 500-1,000 psi. Partial closing of the fractures with declining reservoir pressure is believed to be the cause of such low oil production rates at these relatively high reservoir pressures. Cumulative recovery of 208 million bbl of oil is 80 to 90 per cent of that recoverable by primary means. Performance of the entire reservoir is summarized in Fig. 1. IMBIBITION WATER FLOODING By 1952 reservoir performance indicated low primary recoveries. Most engineers, expecting serious channeling of injected fluids through the fractures, held little hope for secondary recovery. With its extensive background of research on the fundamentals of fluid flow within reservoir rocks, Atlantic's Research and Development Division on short notice in 1952 conceived that displacement of oil by capillary imbibition of water into the rock might significantly increase Spraberry recovery. Laboratory data reported by Brownscombe and Dyes scaled to probable reservoir conditions showed potential waterflood recovery equal to or greater than primary recovery with a 10-15 year flood life.= A pilot test using three 40-acre injection wells, one central producing well and 18 surrounding observation wells demonstrated technical feasibility of the process. MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

The purposes of this Bureau of Mines report are to review the history of the domestic offshore hydrocarbon production; to project offshore oil and lease condensate production from 1971 through 1985; and to show the impact of offshore development on the onshore segment of the petroleum industry. Since 1954, offshore production has provided an increasingly larger portion of the domestic oil production. Domestic offshore oil and lease condensate production has increased from about 2.0 pct of the U.S. total in 1954 to 16.7 pct in 1970. Likewise, marketed gas production has increased from 1.0 pct of the U.S. total in 1954 to 15.0 pct in 1970. The past performance of exploration, leasing, development, and production of the offshore petroleum industry was used to make projections of offshore oil production. A comparison between onshore and offshore operations was also made. Assuming a tentative Department of the Interior offshore leasing schedule is completed by 1980, the authors estimate that by 1985, about 30 pct of domestic crude oil and lease condensate production from the lower 48 States will come from offshore areas. Currently, leasing of Federal offshore areas has been delayed due to environmental considerations. The rate at which off-shore hydrocarbons will enter the energy market will depend, to a large extent, on how soon environmental considerations are resolved. Assuming that offshore leasing will resume in the near future, U.S. offshore production of crude oil and lease condensate should be about 934 million barrels in 1985.

ALMOST every metallurgist who has given the Howe Memorial Lecture has had a personal contact with the distinguished gentleman to whose honor this hour is devoted. Unfortunately for me, such personal contacts were not possible. However, in the preparation of a thesis on the open-hearth process, one of my earliest tasks was to make a survey of the literature, and it was from Professor Howe's Metallurgy of Iron and Steel that I drew a number of references to previous work which formed the foundation for my reading. In his volume there is such a complete exposition of the then current thought on the subject of slags and on their role in the elimination of phosphorus from steel that I feel no hesitation in discussing in this Howe Lecture the subject of "Slag Control." In the present era of close specification, the drive for uniformity of product, and the close inspection of the product and of the cost sheet, the utmost efforts must be made to control the steelmaking variables to the best advantage of the steel producer. One of the major variables is the slag in the furnace and its effect upon the composition and quality of the metal. What advantages are to be gained from slag control? In the broad sense the advantages must be tremendous, because the very foundations of good steel melting are based on "shaping up" the slag to a point where, with proper temperature, the heat is ready for the final additions. Every melter works toward these ends through his experience with innumerable heats of steel. The elimination of undesirable constituents such as phosphorus and sulphur is entirely a matter of slag composition and physical nature, a point well known for over half a century. The role played by the slag in assisting in proper heat transfer from roof and flame to the steel has been equally well known. In more recent years there has come the problem of oxygen control in the more accurate gaug-ing of additions for making high-grade rimmed steel for the new strip mills, and in the deoxidizing additions for grain-size control and cleanli-ness of forging steels, both carbon and alloy. In this problem the oxidiz-ing characteristics of the slag are of prime importance.

The objective of this study was to achieve Zn activation control in an industrial Cu flotation circuit treating a complex Cu-Pb-Zn-Au-Ag sulphide ore at the LaRonde Division of Agnico-Eagle Mines Limited (Québec, Canada). In order to provide process relevant results, a laboratory testing methodology was developed to duplicate plant operational parameters. The action mechanisms of ZnSO4, TETA (triethylenetetramine) and NaHSO3used as depressants in order to limit ZnS activation were examined. Laboratory flotation tests with and without Cu2+ions (the ions responsible for ZnSactivation)were performed. All depressants showed equal or better flotation performance relative to baseline tests. For example, in the presence of Cu2+, the Zn recovery reduced from 32.2% to 17.5% in the copper rougher concentrate after adding ZnSO4(with a dosage of 50 g/t). TOF-SIMS analyses confirmed the relative decrease in surface Cu in the samples treated with ZnSO4and TETA. For the case with TETA, this indirectlyindicates the formation of a copper TETA complex in solution, thereby reducing available Cu for transfer. The TOF-SIMS and XPS data indicate that the addition of ZnSO4and NaHSO3resulted in an increase in surface metal hydroxides and SO3 on ZnS grains inhibiting both Cu and collector attachment.ZnSO4 was subsequently tested with success in the LaRonde concentrator. The addition of 40 g/t ZnSO4 at the conditioning (or cleaning) stage led to a 2% reduction in Zn content in the Cu and PM concentrate. Recently, improvements towards the control of copper sulfate addition in the downstream Zn flotation circuit resulted in the reduction of Cu2+ in process water. As this ?cleaner? water is recycled for Cu and PM flotation, the addition of ZnSO4 is now used only as required.

In many instances, blasting exerts the dominant control over the economics and safety of excavation, where the materials involved are too hard and tough to be fragmented efficiently by other means. However, associated with the fragmentation process other effects very often result that are not desirable and may even be hazardous, such as fly rock, air blast, excessive overbreak, and damaging ground virbrations. It has always been the desire of those concerned with blasting to better control the forces involved so as to improve the breakage of materials, but at the same time reduce, or eliminate if possible, the unwanted side effects. Until the last decade or two, little was known of the phenomena concerned with blasting. However, since that time many investigators have studied blast mechanisms produced from both chemical and nuclear explosions, with the result that general concepts of the principles have been developed. But, in general, it is assumed that the energy from the explosion would be propagated spherically throughout the material, the latter of which for convenience of analyses is considered homogeneous and isotropic, i.e., the properties are the same in all directions, However, rocks are not isotropic as a rule, and evidence clearly indicates blasting forces rarely function uniformly or in spherical form as theorized.

"The purpose of the project is to convert current shuttle car utilization on an underground coal mine to best practice by focusing on change-out points and tramming routes, which have a major influence on shuttle car away times. Time studies were an integral part of the project as these enabled the determination of shuttle car away times. An indirect proportional relationship between shuttle car away times and productivity is established. Through the time studies, it is deduced that a third shuttle car will make an insignificant contribution to production when there is only one split open. During this time, maintenance on the third car can be optimized. In order to satisfy the mine’s key performance indicator of keeping shuttle car away times less than 75 seconds, a belt extension must be scheduled after the third split is open. It is established that at any given time, a minimum of two shuttle cars should be used. When cutting on the left-hand-side of the belt road with only two shuttle cars available, the centre and left (left of the feeder breaker) shuttle cars should be used for coal hauling. When cutting on the right-hand-side, the centre and the right-hand-side cars should be used. If only one shuttle car is available, the centre car is the most efficient to use. Alternative anchoring configurations can be employed so as to enable cars (left or right, especially) to reach the opposite extremities of the panel and hence minimize cable length restrictions. A commercially available Halon 1301 extinguisher has been evaluated as part of an explosion-suppression system for use in coal mines. Studies were made both of the dispersion pattern of the Halon 1301 at an initial pressure of 280 psig, and of the efficacy of this suppressant against 9.5 percent methane-air flames. These flames were quenched successfully only when the suppressant was applied before the fireball diameter exceeded 18 inches.

I was asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had not yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a 'air deal is all the man wants.

The Bureau of Mines made bench-scale laboratory tests on a sample of typical Florida phosphate slime to determine alumina and phosphate extractions obtainable by agitation leaching, by baking and curing, and by a leach-electrolysis scheme. Recovery of mineral values from leached slime pulps by resin-in-pulp ion exchange contact and the reaction of the leached pulps to filtration, flocculation, and settling were also investigated. The best extractions of alumina and phosphate were obtained by (l) agitation leaching with sulfuric, hydrochloric, or nitric acid at an elevated temperature or (2) curing or baking the slime with sulfuric acid. Alumina extractions ranged from 80.8 to 90.0 percent and phosphate extractions ranged from 93.3 to 98.4 percent when the slime was leached at 90° C with sulfuric, hydrochloric, or nitric acids. Baking the slime with sulfuric acid at 200° C for 4 hours yielded an alumina extraction of 92.3 percent and a phosphate extraction of 97.0 percent, whereas curing with sulfuric acid at 100° C for 24 hours gave slightly higher alumina and phosphate extractions. Flocculation and settling properties of the slime were virtually unaffected in all cases. Filter area requirements, although somewhat improved as compared to untreated slime, remained relatively high. The lowest filter area requirement obtained was 44 square feet per ton of dry solids treated per day. Contacting leached slime pulps with ion exchange resins depleted the leach pulps of solubilized values; however, the filtration and settling properties of the barren pulps were unaffected. A leach-electrolysis scheme resulted in some concentration of solubilized phosphorus, but the method showed little promise of being commercially feasible.

FEW of us who waded ashore on the Norman beaches realized the importance of coal to a successful invasion. General Eisenhower and his staff had been aware of the essential need for coal and an able Solid Fuels Section had been set up under the direction of Colonel Robert P. Koenig, of Indiana. This organization met the requirements of the invading armies on their march to the Rhine. East of the Siegfried Line enemy territory, the Army Engineers were called upon for assistance. When the Engineers were advised that, in addition to their normal duties, they were to occupy and place in operation the coal mines in the Twelfth Army group area, plans were drawn up overnight and action was initiated immediately. The Sixth Engineer Special Brigade, a versatile outfit which made a notable record D-Day on Omaha Beach, was selected to handle the operation. Within 48 hours of the new assignment an advance command post was set up cm the west bank of the Rhine at Homberg, just below German-held Duisburg. The 368th Engineer General Service Regiment was assigned to the Brigade, and the British 44th Pioneer Group, including specialist personnel, was also attached.
