INTRODUCTION The decade from 1969 to 1979 saw the crest of a wave of investments by companies and investors, primarily from the major industrial nations, in the metals and minerals industries of the so-called lesser developed countries. This was brought about by two major considerations: 1). The higher ore grades and therefore the higher profit potential of the mineral deposits in the third world countries, and 2). The desire, particularly by the European countries and by Japan, to ensure a safe supply of raw materials not available in their own countries. The decade began with the start of the Toquepala mine in Peru and the major investments in the Bougainville mine in Papua New Guinea and the Ertsberg mine in Indonesia. It ended with the start-up of Southern Peru Copper Company (SPCC) Cuajone mine in Peru and Inco's Soroako mine in Indonesia and the investments in several major alumina or aluminum projects in Australia and Brazil. Concurrent with this huge flow of funds into the mineral resources industry of the developing world was the build-up of a psychological fear in the host countries of exploitation/domination by the foreign investors. This resulted in an increasing trend towards: 1). Nationalization of existing mineral ventures, and 2). Tougher legal/fiscal frameworks for new ones. NATIONALIZATION Nationalization appeared in its earliest form as "Mexicanization" of the petroleum industry in Mexico in the 1930's, followed later by Mexicanization of the mining industry in general. This was enacted with the Mexican Mining Law of 1961 which required that 51% of the equity be owned by Mexican nationals. Later in the decade the equity share for foreign investors was reduced to 33 1/3% for the developers of the Frasch sulphur operations in the Isthumus of Tehuantepec. However, the law was not fully implemented in the copper industry until late 1970 with the purchase of 51% of the ownership in the Cananea Mining Company. The trend toward nationalization of the copper industry progressed to Chile where in 1967 under the Government of Eduardo Frei the major North American copper companies were induced to sell a one-half interest in their Chilean mines to the State. Likewise, in 1970, "Zambianization" took place, when the two major operating companies Roan Selection Trust (Amax) and Zamanglo (Anglo American) were restructured into Roan Consolidated Mines (RCM) and Nchanga Consolidated Mines (NCCM) providing the government with 51% of the equity ownership. Whilst the earlier forms of nationalization in general constituted a fairly priced buy-out (El Teniente, Chile for US$80 million, RCM for US$117.8 million, NCCM for US$178.7 million), the total nationalization of the Chilean mining companies in 1970 under Salvador Allende did not. Later, "Western" countries joined this trend and on October 29, 1973, Mr. Gough Whitlam proclaimed that "overseas capital must continue... in partnership with Australian capital" and "in some special energy cases we have an objective of 100% Australian ownership". In 1974 Mr. Pierre Trudeau stated: "The Liberal Party of Canada sets as an objective that new resources projects in the natural resource field should have at least 50% and preferably 60% Canadian equity ownership". FOREIGN INVESTMENT The situation for the foreign investor in the worldwide resource industry rapidly deteriorated from then on. New features appeared in mineral exploitation and operating agreements, centering not only on local government/local companies ownership but also on increased taxation. The new tax rate (mineral tax, royalty, and income tax) for the semi-government companies NCCM and RCM in Zambia became an effective 73%. Likewise the much publicized and discussed renegotiated Bougainville agreement brought dramatic increases in the total "take" by the PNG Government. IN the study of the rare earths at the authors' laboratory, methods have been devised for preparing pure rare earths and many of their properties'- have been determined. Very little information is found in the literature on the properties of europium metal, which is the scarcest of the naturally occurring rare earths. Since we have recently prepared europium in appreciable quantities, we are in a position to describe the method of preparation and some of the properties of this metal. Metallic europium was first prepared by Klemm and Bommera who heated a mixture of potassium and EuC1, in vacuo, and obtained a mixture of europium metal and KC1. Trombe4 electrolyzed a molten salt bath containing NaC1, KC1 and EuC1, and collected the europium in a molten cadmium electrode as a cadmium alloy. The cadmium was subsequently removed by distillation but the properties of the residue indicate that pure europium was not obtained. McCoy attempted to prepare europium by distilling mercury from europium amalgam, but the stability of the Eu-Hg intermetallic compounds prevented a complete separation of the two elements. The preparation of very pure europium was suggested by previous work in this laboratory1,4 in which ytterbium and samarium were prepared by heating the respective sesquioxides with lanthanum metal turnings to 1450°C in vacuo and distilling ytterbium and samarium from the mixtures. Subsequently, small test experiments showed that europium also could be prepared by this method. A more detailed version of this method was used in the work described in this paper. Klemm and Bommer3 found by X-ray analysis that the metal had a body-centered cubic (bcc) structure with a lattice constant a, = 4.582 ± 0.00A (converted from kX units), with a bulk density of 5.30 g per cu cm. They found europium to be weakly ferromagnetic. Spedding, et al,7 found a,, to be 4.606 ± 0.001A. Barrett' showed that the bcc structure persists throughout the temperature range 5 to 3000K with a, at 5, 78, and 300°K being 4.551 ± 0.003, 4.551 ± 0.004 and 4.577 ± 0.001A, respectively. Trombe1 described europium as being iron gray, malleable, about as hard as neodymium and not attacked by cold water. He estimated the melting point to be between 1100 and 1200°C. A study has been made of the effect of unidirectional solidification on the creep behavior, stress-rupture properties, and thermal shock resistance of four nickel-base superalloys. The alloys Mar-MZOO, B-1900, IN 100, and TRW 1900 show improved rupture ductility and thermal shock resistance when tested with the columnar grains parallel to the major stress axis during test. The relative improvement in creep-rupture properties depends on the intrinsic strength of the alloy, a property which depends on composition, heat-treatnient, and crystallographic orientation. The data clarifies some of the factors affecting the properlies of the cast nickel-base superalloy. COMPONENTS designed for high-temperature use have, in recent years, been fabricated by precision casting techniques using nickel-base alloys developed specifically for use in the conventionally cast condition. This development was a result of both the increasing complexity of the component and the recognition that high-temperature strength was incompatible with workability. The use of castings can be economically favorable, but, more important, the recent complex designs of air-cooled gas turbine blades and vanes in alloys which possess the necessary high-temperature strength cannot be forged. Common modes of failure of high-temperature components are excessive creep, creep rupture, and thermal fatigue. If rupture occurs then the mechanism is usually by inter crystalline cracking along those grain boundaries oriented transverse to the major stress axis. In the stronger alloys, rapid propagation of intercrystalline cracks result in apparent premature failure demonstrated by the absence of third stage creep in a creep-rupture test and low rupture ductility. Tensile ductility shows a similar trend, that is, decreasing ductility with increase in strength. It is not surprising, therefore, that increases in creep strength have only been obtained with a loss in resistance to thermal shock, a property which shows a dependence on tensile ductility. VerSnyder and ~uard' showed that the application of unidirectional solidification to a brittle Ni-Cr-A1 alloy both improved the rupture life of the alloy and increased rupture ductility. Since this casting method results in columnar grains, it appeared that the solution to the lack of ductility in nickel-base alloy components was the elimination of the source of failure, namely the transverse grain boundaries. This concept was recently developed2 to produce cast-to-size gas-turbine blades and vanes consisting entirely of columnar grains oriented parallel to the major stress axis of the component. Not only did the process impart increased rupture life and ductility to the components, but it also increased their resistance to thermal shock. During this development, the effect of unidirectional solidification on the properties of several alloys was investigated. The resulting data allows certain conclusions to be drawn regarding the factors affecting the creep and stress-rupture properties of the cast nickel-base superalloy and also its resistance to thermal shock. Detailed information was obtained on the alloys Mar-MZOO, B-1900, In 100, and TRW 1900. The composition of the alloys studied are shown in Table I. MATERIAL PREPARATION AND TESTING The conventionally cast alloys are cast as +-in.-diam bars in innoculated shell molds under conditions designed to maintain control of grain size. Unidirec-tionally solidified casting were produced in the form of 3-in.-diam ingots. Specimens from the latter were machined such that the axes of the columnar grains were parallel with the axis of the test bar, except in certain cases where the transverse properties of the material were being evaluated. The specimens were tested in an axial loading creep machine.' Temperatures were measured with thermocouples, attached just outside each end of the gage length, to assure uniform temperature along the entire specimen. Chromel/alumel thermocouples were used up to 1800"F and Pt/Pt-10 pct Rh thermocouples above 1800"F. The specimen temperature was recorded and maintained within i2"F throughout the test. Creep extensions were measured automatically with extenso-meters attached to ridges on the specimen and recorded continuously using linear variable differential transformers and multipoint recording equipment. MICROSTRUCTURE The microstructures of transverse sections of the four alloys studied are shown in Figs. 1 and 2. Fig. 1 shows optical micrographs of the alloys, both in the conventionally cast and unidirectionally solidified conditions. Each alloy displays a cored dendritic structure, a distribution of MC carbide, and the presence of the y — y' eutectic constituent.~ In the case of IN 100 and B-1900, Fig. 1 indicates that in these specimens the eutectic is degenerate. That is, it consists only of y' pools indicating that the y constituent has been solutioned during the cooling period after solidification. The major effect of unidirectional solidification on the microstructures of the alloys is a tendency to promote a more dendritic form of MC carbide and an increase in dendrite arm spacing, both effects being a result of the slower solidification rate in the unidirectional solidification technique. THE properties of the metal molybdenum have been the subject of recent investigations1,2 = which have included studies of the changes that occur in the metal when it is annealed after having been cold worked. Most of the data which have been reported have pertained to only one aspect of annealing, that is, the conditions under which recrys-tallization has been observecl. The process of recovery which may precede recrystallization docs not appear to have been investigated, and it is the purpose of this note to report observations on the recovery process in cold-worked molybdenum as determined by changes ill the thermoelectric power which occur as the metal is annealed. The measurements were made on commercially pure molybdenum wires which, after annealing at 1035°C in dried hydrogen for 1 hr, were swaged to give a series of reductions up to a maximum of 84.5 pct. The variously cold-worked wires were then annea1c.d in dried hydrogen for periods of 16 hr at progrc:ssively highel. temperatures from 200" to 1000 c with a final annealing treatment of 70 hr at. 1100°C. After each annealing treatment the ther.ma1 emf's were determined against a length of original unwo~,ked material that had received the initial hydrogen anrit,aling treatment. The difference in temperature between the hot and cold junctions was maintained at about 75'C. and. the thermal emf's were measured with a potentiometer that could be read. to 0.01 microvolt. Fig. 1 shows the thermoelectric power. (dE/dT) in microvolts per C between annclalcd and cold-worked molybdenum as a function of the degree of cold work. The effect of annealing is shown in Fig. 2. The general shape of the curves in both figures is similar to results which have been obtained for copper." It was observed that after annealing at temperatures as low as 200°C recovery was well under way. The rapid changes irt thermoelectric power observed near 900 C are probably associated with recrystallization, since such a relation has been observed with copper. Beyond 900°C the thermal emf's changed in polarity. indicating that from this point or1 the specimens were more highly annealed than the standard. Annealing treatments could not be given at temperatures higher than 1100°C due to limitations of the furnace, and it is evident that, since equilibrium values of thermoelectric powers were far from having been attained, temperatures considerably higher are required to fully anneal molybdenum. The high speed conveyor type self unloading bulk carrier concept has been around for about 70 years. Although the design was developed, refined and steadily improved in the Great Lakes, to date limited numbers of such vessels have emerged in the bulk ocean trades, and these have tended to concentrate within specific mineral trades. For example, North American gypsum companies have embraced conveyor self unloaders to the point where such vessels almost exclusively carry the gypsum requirements of this part of the world. One major aluminum company has developed an impressive fleet capability in self unloaders. Application of other ships tends to be fragmented through several mineral trades. A few years ago a new phenomonen began to appear on the Great Lakes. Whereas it had historically been accepted in that region that self unloaders were effective vessels for the minor bulk trades including limestone, coal, salt, gravel and sand; they had seldom been employed heavily in the big volume iron ore trades. Suddenly, however, the new generation of 60,000 ton Lakers which emerged were all designed as high speed self unloaders. The new vessels intended to trade especially in ore, or alternatively especially in coal, have somewhat different internal features, but the important point is that all are self unloaders.

This Bureau of Mines report describes the development of load cells for measuring compressive loads in timber and lock-bolt support systems commonly used in. coal; metal, and nonmetal mines Design and evaluation is covered in detail to insure a reliable, accurate, and practical instrumentation scheme. The load cells are relatively inexpensive and adaptable to various size support systems. User-oriented procedures are emphasized, and design equations were reduced to a series of nomographs. Laboratory evaluation, destructive testing, environmental testing, and tests to determine the effect of extraneous loads were conducted. Field performance was evaluated in conjunction with ongoing Bureau projects at a metal mine in North Idaho and a coal mine in Utah. Load cells utilizing a titanium alloy as the cell body and weldable strain gages as the strain-sensing components satisfied the basic design and performance criteria, and with minor design modifications, the load cells can be adapted to many mining applications.

In 1953, Akita Plant, having a capacity of 560 tons per month, was built at Akita city by Mitsubishi Metal Mining Co., Ltd. for the purpose of treatment of the Ikuno and Akenobe Mines's zinc concentrates. Akita city, in whose neighborhood the black ore has been discovered, is located about 500 Km north of Tokyo and faced with the Japan Sea. This plant has been continuously expanded to have the capacity of 7,500 tons per month by the end of 1969. Efforts have been made to mechanize installations and to achieve continuous process. One of the characteristics of Akita Plant is the recent establishment of the residue treatment process. Many processes had been investigated, and finally commercial sulphate roasting of the residue has been carried out since 1965. At Akita Plant, special high grade electrolytic zinc, zinc alloy for die-casting (MAK brand), cadmium, cement copper and sulphur dioxide gas are produced. Sulphur dioxide gas is sent to the next door fertilizer plant to make acid. Table 1 shows production and the average assay of the electrolytic zinc and cadmium in 1969. Notwithstanding the growing importance of this subject, no work specially devoted to it has hitherto been published. Having had to inspect during the last twenty years nearly a million tons of iron and steel rails for various countries, I have obtained experience of what rail manufacturers can practically execute, as well as of what railway engineers practically require. Bearing these two points in mind, I have from time to time published observations with a view to unite both interests,—that of the producer and that of the consumer,—and to reduce the specifications and the forms of sections to standards, or types, in order to facilitate the execution of the works and to improve the construction of permanent way. The Swedish government railways, as well as private companies owning railways in Sweden, Norway, and Denmark,.have during the time above mentioned consulted with me and intrusted to me their rail inspection. I therefore owe to these countries much of the opportunity which I have enjoyed of gaining experience and position. Next to Sweden, America is the country which has most liberally favored me with its confidence in placing these matters in my hands. Through circumstances not under my control there has been little exportation to, and less work done by Europe for, America during the last six years; but the recent revival of the rail trade has been the more gratifying to mo, seeing that almost all the importers of American rails are still specifying for the Sandberg rail sections and inspection. THE effects of oxidation on the flotation behavior of sulphide minerals have been extensively studied 1-3 but no similar study has been made of coals. Coals of bituminous and lower rank undergo atmospheric oxidation during mining and storage, and their degree of oxidizing increases with temperature, 4,5 and time of exposure." The problem of recovering fine oxidized coal from culm piles, rivers, and streams by froth flotation has become increasingly important to the coal industry as well as to those concerned with air and stream pollution. This paper describes the flotation behavior of oxidized and unoxidized coals and carbons in the presence of oily collectors and presents the reagents found effective in the flotation of oxidized coals and carbons. Except where otherwise stated, flotation tests were performed in a 50-g Denver flotation cell. Solid feed for each test was 30 g, and the pulp dilution was kept at 8.5. The —65 mesh coal sample was wetted by agitation with water in the flotation cell for 6 min, then conditioned with a predetermined amount of collector for 2 min, and finally floated with pine oil as frother for 3 min. The oxidation of coals and carbons was performed in a vertical, electrically heated glass tube, shown in Fig. 1. One hundred grams of —65 mesh coal were fed into the glass tube and heated to 10° to 20 °C below the predetermined temperature of oxidation. Compressed air was admitted to the tube at a rate of 0.05 cu ft per min and the temperature was controlled by a variable voltage regulator. The oxi-

This report describes exploration, development, and exploitation methods, and summarizes costs at the Stormy Day mine, which was discovered in 1941. Several shipments of tungsten ore were made in 1944 to the Metals Reserve Company, Salt Lake City, Utah. The purchase of tungsten by the Federal Government, which began in 1951, stimulated interest in tungsten, and a successful program of exploration with participation of the Defense Minerals Exploration Administration (DMEA) indicated enough ore to warrant development of the property. Development work comprised drifting, crosscutting, and raising. Shrinkage stoping was used for mining the ore. Operations were suspended in October 1956, when the Federal Government terminated its purchase program. Total production of the mine was approximately 20,000 tons of tungsten ore. INTRODUCTION This information circular is one of a series, prepared in cooperation with various mining companies and published by the Bureau of Mines, relating to methods and costs of equipping and developing mining properties in the United States.

At Namdeb, submerged beaches are earmarked for sampling and future mining and various sampling configurations are tested for optimality through the use of spatial simulations. For the creation of these virtual orebodies, basic statistics and variograms are needed, but in this specific instance no data exists from which the necessary parameters can be determined. The best that can be done is to use proxy data from onshore beaches, with adaptations where needed. The reworking of raised beaches during periods of rising and falling sea levels in some cases destroyed the internal beach structures, and it is very difficult to determine the variograms. A method is proposed whereby simulated annealing is used to adjust the sample locations to align the data pertaining to beach crests or cliff lines, thus improving the variogram structure along the shoreline in the direction of the highest geological continuity.

Work started on the building of the Amsterdam Concert Hall in 1880 by driving over 2000 wooden piles of 13 m on which foundation-beams out of wood and brickwork were made. During construction the design was changed. This was due to the latest German developments, requiring double walls instead of single, so that the space in between could be used for ventilation and heating. Therefore the pile load, originally designed at approximately 100 kN, increased even to 170 kN for some piles, causing settlements and unacceptable cracks in the brickwork. Settlements of up to 18 cm were measured. In 1985/1986 around 400 vibration-free Tubex-displacement-piles were installed under the Concert Hall, with a shaft of 0355 mm, a pile shoe of 0560 mm and a pile length of approximately 18 m. After these Tubex piles had been installed they took over the complete weight of the whole building, thus eliminating further settlements and damage. 95% of all the construction activities took place while the concerts went on. The chosen solution also made it possible to create a new basement under the Concert Hall as an extension for dressing-rooms etc.

The paper presents new advanced systems developed by the specialist contractor to bring, at all stages of the project, an efficient control of operations and presents a case history taken from the project at Tren Urbano, Rio Piedras Section, constructed beneath an historic commercial section of San Juan de Puerto Rico.

The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

This report investigated the dynamic recrystallization (DRX) phenomenon in magnesium alloy AZ31 billets to understand the deformation mechanisms and microstructure evolution during extrusion and other metal forming processes, Compression tests of coarse-grained as-cast magnesium alloy billets containing lamellar Mg17Al12 eutectic phase and (Al, Mn) particles suggest that temperatures higher than 300°C, strains greater than 0,25 and strain rates above 0,l/s lead to the formation of fine DRX grains in the deformed samples. Microstructural observations also indicate particle-stimulated DRX nucleation (PSN) during hot deformation of the AZ31 alloy, facilitated by the presence of Mg17Al12 and (Al, Mn) particles, While the Mg17Al12 is dissolved into the matrix at about 350°C, (Al, Mn) particles may remain effective for PSN at temperatures up to at least 400°C, This study suggests that alloy design with a proper distribution of second-phase particles can provide the desired microstructure for improved properties and formability in wrought magnesium alloys.

Vallourec was world pioneer in the deployment, development and consolidation of technology for the use of pulverized charcoal as the main energy source on the first Grate-kiln pelletizing plant in Brazil. The objective of this work was to delve into the subject and to bring more information about this innovative practice of Vallourec that has been attracting the attention of other companies in the steel industry. Industrial tests confirmed the technical feasibility, taking Vallourec ahead in the project of adaptation and investment. With consolidated data of two years and five months from the beginning of the implementation, the main benefits are the average reduction of CO₂e emissions by 50%, cost reduction higher than expected and return on investment in just 19 months.

The National Steel Pellet Company is owned by National Steel Corporation, managed by the M. A. Hanna Company and located near the town of Keewatin in northern Minnesota. Annually, the concentrator processes 15.24-Mt (15.0 million It) crude taconite with eight 8.2-m diameter by 5.5-m long (27 ft x 18 ft) wet semi-autogenous (SAG) mills to produce 4.57-Mt (4.50 million It) of iron ore pellets. To improve operating costs and primary mill grinding circuit efficiencies, a task force on liners was formed with the operation, maintenance and engineering staff at N.S.P.C. along with the local supplier of mill liners. Results of the task force recommendations since 1980 along with improvements made in the primary circuit operations, are presented. Mill Liner Design and Metallurgy Changes The primary mill liner task force was formed in 1977. Its function was to improve the operating costs and milling efficiencies of the ten 8.2-m x 5.5-m (27 ft x 18 ft) wet SAG mills that were operating at the time. The SAG mills are driven by two 3500 HP motors drawing a total of 5450 kW at 76% of critical speed.

US 4,181,520 - Direct reduction of iron oxide ore to sponge iron in a rotary kiln. Ore is fed into the kiln along with coal briquettes and passed through a preheating zone and then a reducing zone countercurrent to the flow of a kiln atmosphere which includes air or other oxygen-containing gas. The agglomerated coal is heated at such a rate that it disintegrates into fine particles in the preheating zone. "This paper will discuss the successful installation of seawalls for the first phase of a project in Long Beach in California known as the Naples Island Permanent Seawall Repair – Phase 1. How an unconventional method of pile driving resulted in the reduction of the duration of the project while using less space and maintaining minimal noise impacts to accommodate neighbors will also be discussed. Included in the paper will be how non-vibratory equipment used on this project also significantly minimized the risk of disturbances as well as settlement on residential properties; which in turn greatly reduced the risk of damage to existing structures. The first phase of a 6-phase project along a section of the canals with tight clearances and proximity to residents included the installation of a 1,912 linear-foot steel sheet pile wall system in front of the existing deteriorating walls from January until March 2015.INTRODUCTIONThis project was located in the Naples Island neighborhood of Long Beach in southern Los Angeles County, California. After 80 years of the same seawall structures lining the canals of this beautiful neighborhood, the City of Long Beach Department of Public Works decided that it was time to better protect the area’s multi-million dollar homes by repairing its crumbling seawalls. The City realized that the walls will only become worse due in part to several concerns, including bending failure for the already deflecting walls. According to the City, certain sections of the walls had a significant risk of global failure if the area experienced a “moderate” near-source earthquake (City of Long Beach, CA, 2014b). Although the seawalls were in need of major repair, this would not be simple. Due to the tight clearances of the seawalls between the homes and canals, installation would be difficult with heavy, conventional construction equipment.Phase 1 of the project involved installing sheet piles on the water side in front of existing and aging vertical concrete seawalls between the Ravenna and Toledo Bridges along the Rivo Alto Canal. See Figure 1 for the General Plan for Phase 1. Financing for this project by the City’s Tidelands Capital Improvement’s Division allowed the construction to begin in a timely manner. However, the challenges for the City included regulatory restraints that further complicated the construction in terms of the duration of the project due in part to numerous regulations from several regulatory agencies."

"Current interest in the distribution of mercury in the natural environment comes from quite different, though not unrelated, sources. Mercury has long been an important metal in many industries and has, therefore, been much sought after by mining interests. The presence of mercury traces in the various media of the natural environment, namely soil, rock, air, water and vegetation, is exploited by geochemists not only to find mercury and polymetallic ore deposits, but also to find most other types of economic metal mineralization. More recently, however, mercury has caught the attention of health authorities and environmental scientists who are becoming increasingly concerned over the hazards of mercury wastes and the danger these present to the environment and to man. It is now apparent that the trace quantities of mercury, considered so important and helpful to exploration geologists, can be concentrated in the biosphere to such levels as to present considerable problems for ecologists. This article summarizes most of the available data on mercury contents in materials of geological interest and presents average normal values for rocks, ores, minerals, soils, sediments, waters and plants. The geoch.emical cycle for mercury in nature is presented and the mechanisms of mercury migration around the cycle are discussed."
