The philosophy, strategy and techniques of successful marketing of talc, differ sharply from those applied to most other mined products. Unlike non-ferrous metals, there are no commodity exchanges to facilitate the transfer of goods. Unlike iron ore and some non-metallics, assured markets by means of long term contracts are practically non-existent. Talc must be sold and sold and sold again. The normal channels of talc distribution are almost identical to those used, by the chemical industry. These consist of a blend of producer marketing staff, field technical service, and sales force; and independent chemical wholesalers. Like the term "chemicals", there is tremendous product diversity contained in the rather loose expression "commercial talc". Certain kinds of talc, processed in conventional ways, are regarded as commodities by the consumer. That is, that material from one source or supplier is considered to be effectively interchangeable with those available from a number of other areas and producers. Under such conditions, lowest delivered price, quickest delivery, and best, customer service, are the key factors in a successful sales effort.

Magnetite ore blending has yielded signifi cant performance improvements in OneSteel’s magnetite concentrator. The magnetite concentrator beneficiates magnetite ore from the Iron Magnet Deposit and produces concentrate, which is pelletised, then fed to the OneSteel Whyalla blast furnace. Concentrator feed variability severely detracts from the concentrator’s performance, affecting both concentrate yield and grade, which impacts on all downstream processing costs.A coordinated approach has integrated mine planning, geological modelling and grade control, to minimise concentrator feed variability, through effective ore blending throughout the mining and stockpiling process.Mine planning personnel design shots that extend the full width of the orebody and hence across the stratigraphic profi le. Based on geological information contained in block-outs and in consultation with Geology, the Grade Control team allocates material to each primary stockpile, potentially from every stratigraphic domane in the orebody. This ensures primary stockpiles are designed with maximum practical homogeneity and consistency.Using only primary movement, the allocated ore is stockpiled in a layer-cake fashion. The ore is pimple dumped across the width of the stockpile footprint and on completion of a layer, it is dozed flat with an access ramp that allows dumping to commence on the next lift. The primary stockpiles are reclaimed normal to build direction and the magnetite is crushed, all in, to a concentrator feed stockpile.The ore is sampled at the crusher from a falling stream cut. These assay data, are used for benchmarking and control charting the grade and variability of concentrator feed stockpiles. The concentrator feed stockpiles have demonstrated a statistically signifi cant reduction of within pile variation, between pile variation and pile to pile variation, primarily attributable to the development of ore blending. The concentrator has seen sustained, improved performance as a direct result, which translates into lower concentrate cost per tonne and improved yield and quality.

AN unusual thermal etching phenomenon has been observed on the surface of a Cu-Si alloy. The observations were made during studies of vacancy condensation pit formation which were reported in previous papers.1,2 Figs. 1 and 2 are photomicrographs of the surface of a Cu-4.8 pct Si alloy after heating in vacuo (3 x X mm Hg) to 525°C and subsequently holding at that temperature for 16 hr in an impure (air-contaminated) argon atmosphere. Under these conditions preferential removal of silicon from the matrix by oxidation results in a surface which is entirely a phase overlying an a plus y structure. The light areas of Fig. 1 are regions in which very little thermal etching has occurred, while the majority of the surface has experienced severe etching. Similar regions in Fig. 2 are seen as plateaus above contours produced by net transfer of material from the specimen surface. Twin boundaries are also visible in Fig. 2. The difference in matrix mi-crostructure between Figs. l and 2 reflects the par- ticular orientation of low-index planes with respect to the surface of observation. Thermal etching contours of this type have been studied in detail by Hondros and Moore Both of the photomicrographs show that one or more dark spots are located approximately at the center of every protected area; where two spots are in close proximity, the protected areas have merged. The microstructures indicate that the anomalous resistance to thermal etching is related to the presence of these spots. Williams and Hayfield have shown that local regions of unusually high oxidation resistance can be caused by a surface monolayer of atoms with a work function higher than that of the base material. The result is an inhibition of the rate of electron removal from the base material and a decrease in the oxidation rate. The source of the protected layer may be either surface diffusion from contaminants on the specimen surface or pipe diffusion of solute atoms followed by migration across the surface. In the latter case the driving force is a difference in chemical potential resulting in a Gibbs adsorption phenomenon. In the present case, chemical polishing of the specimen surface precluded contaminants of a strictly surface nature. Consequently, diffusion of impurity atoms from within the lattice appears to be the most tenable explanation of the observed phenomena. The authors propose that the structures of Figs. 1 and 2 reflect the diffusion of impurity atoms along extended dislocations within the individual a phase grains prior to surface oxidation. The central spots within the protected regions are seen as sites of dislocation emergence which have become locally decorated with oxide in the manner discussed in Ref. 1. Williams and Hayfield observed protected regions adjacent to the grain boundaries of iron-contaminated copper which they attributed to the segregation of iron to the grain boundaries coupled with high dif-fusivity along the complex dislocation array at such boundaries. A new strain-based criteria is being adopted for rock blasting in New York City (NYC). This criteria is based on several years of research involving vibration measurements of tall structures during blasting within several feet from buildings designated historic and Landmarked. This research has demonstrated that tall, heavy structures show little upper-structure vibratory response during hard-rock, urban blasting carried out in NYC. The Fire Department of New York City (FDNY) permits rock blasting and regulated limits for ground vibrations using the U.S. Bureau of Mines (USBM) safe blasting criteria. However, these regulations are often superseded by a 0.5 in/s (12.7 mm/s) limit imposed by the New York City Department of Buildings for historic and Landmarked buildings that are adjacent to the majority of blasting projects in the City. This onerous limit is often exceeded resulting in frequent stop work orders that increase the cost and time of rock excavation projects. The

Mine ventilation can be broadly defined as the branch of mining engineering primarily concerned with the controlled flow of air through mine airways to maintain an acceptable atmospheric environment wherever men work or travel underground. Martinson (1976) has defined three elements of mine ventilation, 1) an engineering element concerned with establishing quality control (removal of dust and gases), quantity control (regula¬tion of air direction and magnitude) and climatic conditioning (temperature-humidity control), 2) a biological element in which an understanding of biological response is used in assessing the mine environment, and 3) a philosophical element requiring judgements as to the degree of risk or worker discomfort that is socially acceptable. Most texts on ventilation, such as Hartman (1961), limit themselves to a discussion of the engineering element. Although also limiting his text to engineering control, Weeks (1928) thoughtfully addresses the other elements in the preface of his book where he states: "Life is brief and happiness elusive under the best of conditions; so beside the commercial aspect must be placed the humanitarian. Is it not reasonable that the operator should give his men a chance to spend their working hours in a comfortable environment, with the danger of sudden death or disability reduced as much as possible?" The statutory requirements of ventilation are, in most countries, established on the basis of biological response as determined by basic research or are dictated by social awareness, often touched off by major disasters, resulting in demands on regulatory bodies for more stringent requirements. A mathematical model of a decision is represented by the table in Figure 4. The numbers in the matrix are a measure of the effectiveness of each alternate for an objective. In this case, it is the per cent of desired profit that is satisfied by each alternate for each objective. By adding all of the values in a row, we have a measure of which alternative is best for both objectives. However, if you think that alternate 1 is necessarily better than alternate 2, you are wrong. Why? Because the weight of the objectives may not be equal. It could just be that this plant can sell more than it can produce, so that the loss in profit represented by increased sales is more than twice as important as reductions in costs. (See Figure 5). In that case, let us weigh objective 1 as 30 per cent and objective 2 as 70 per cent. It must also be obvious that the sum of all the "objective weights" must equal 100 per cent. Diamond production from the reworked beach and river channel gravels along the west coasts of South Africa and Namibia is well known throughout the world, not only for the exceptional quality of the diamonds, but also for the sheer scope of the operations. To date an estimated 140 million carats have been produced from the resource worth some US$40 billion in today's money terms. It is therefore not surprising that it didn't take long before the attention turned towards the possible extension of this valuable diamond resource on similar submerged beaches in the adjacent territorial waters of South Africa and Namibia. This has proved to be a very successful move as the marine production in Namibia today constitutes 48% of that country's total diamond production. Although small scale recovery of diamonds from the sea commenced in the 1950's, the first large scale production came from the operations of the Texan entrepreneur, Sam Collins, in the 1960's. The De Beers Group, which took over Sam Collin's operations in 1969 had all the concession areas, as well as the financial and human resources to tackle the new mining frontier in the correct way by years of data gathering (ie diamond reserves and seafloor terrain studies) before commencing with large scale mining operations in the 1980's. Those who are familiar with the beach mining operations along the South African and Namibian west coasts will have appreciation for the daunting task of surgically removing the payable portion of diamond deposits from the non-payable material on the one hand, and the complex uneven fractured and gullied bed-rock floor of the deposits on the other hand. Not to mention the additional complexities of large boulders and hard calcretised diamond gravel layers (conglomerate) which are sometimes associated with the deposits. It was a natural development that the sea diamond mining operations were approached with the known information of the land operations, attempting to duplicate land mining operations in the sea, but taking cognisance of the variations of the terrain in the different areas. In February 1996, ATLANTIC, COPPER completed the construction of a Project for Expansion and Environmental Improvements in its Smelter and Electrolytic Refinery located in Huelva. Following the expansion, the new operating concept is based on the simultaneous blowing of two converters, while increasing throughput in the Flash Furnace up to the level required to deliver matte to both converters. While the production level planned with the Project.(270,000 MTPY of copper from concentrates) was reached the following June, work since then has been carried out to optimize the new equipment .and to develop a new operating shedule. This paper describes operational experiences from the start up of the Expansion Project, difficulties encountered and operating improvements introduced, which have allow an increase of production levels up to 300,000 MTPY of copper.

Transformational roasting involves the heating of a material along with specific additives to induce mineralogical changes in the starting material. By controlling the chemical composition, roasting atmosphere, temperature and time of reaction, the mineral transformations induced during roasting can be engineered to control the distribution of valuable, or harmful, metals and to produce new mineral assemblages that are more amenable to conventional methods of metals recovery or to environmentally safe disposal. To date, this type of process has only been applied to the recovery of a limited number of metals, but current research is looking to expand the application of these techniques to the recovery of metals from a wider range of materials. An introduction to these techniques is presented along with preliminary results from their application to metals recovery from zinc bearing wastes, such as zinc ferrite leach residues and carbon steel electric arc furnace dust.

"The application of hydroxamic acid as flotation collectors is fast becoming of significant interest for the selective flotation of oxide minerals along with upgrading oxidised based metal ores and minerals. In the hydroxamate molecule, both O and N atoms in the -CONHOH group are identified as coordination atoms in many complexes and their characteristic structure determines the strength of the chelation complex between the hydroxamate and metal ion. The chelating performance of hydroxamates with transition metals including Cu, Ni, Zn, Fe, Cr, Mn and Co, the alkaline-earth metals (Be, Ca) and heavy metal (Pb) has been studied. Cytec has developed and patented a range of alkyl hydroxamates as flotation collectors for oxidised base metal sulphides, metal oxide minerals and precious metals. This paper introduces two new structures of hydroxamate collectors (Cyclohexyl and 4-tert-butylbenzoyl hydroxamates) and evaluates their characteristics relative to alkyl and benzoyl hydroxamates. Laboratory small-scale flotation tests were conducted with ilmenite and wolframite. The use of 4-tert-butyl benzoyl hydroxamate resulted in a best flotation performance for ilmenite. A relatively low cyclohexyl hydroxamate dosage was required in the flotation of wolframite to obtain comparable results to the alkyl and benzoyl hydroxamates. It is also shown a significantly improved flotation performance with 4-tertbutyl benzoyl hydroxamate in the flotation of ilmenite plant ore in comparison to the oleic acid or fatty acid collectors typically used for ilmenite flotation.INTRODUCTIONHydroxamic acid has been reported as an effective collector in small-scale flotation tests for a wide variety of oxide minerals and ores including copper (Lee et al., 1998, Lee et al., 2009), iron (Quast, 2000), tin (Sreenivas and Padmanabhan, 2002; Wu and Zhu, 2006), tungsten (Marinakis and Kelsall, 1987; Xia et al.,2004), and rare earth metal minerals (Ren et al., 1997; Pradip and Fuerstenau, 1991; Assis et al., 1996; Pavez et al., 1996; Zheng et al., 1996; Chen et al.,2005).As part of our previous research project, a selected suite of hydroxamic acid collectors including fatty, aromatic and modified hydroxamates (naphthoyl, cyclohexyl, benzoyl, octyl, 4-tert-butyl benzoyl, salicylic hydroxamates) were tested in order to examine their potential for recovery and selectivity of rare earth minerals. In these tests it was shown that the flotation performance with the hydroxamate collectors was significantly better than the phosphoric acid collectors on no slimes removed samples (Brian, et al., 2014; Liuyin, et al., 2014 and unpublished internal technical reports). Furthermore the tests revealed that for most of the hydroxamate reagents tested, their dosage requirements to achieve recoveries at the same levels was less than that for the phosphoric acid collectors. Recovery of both La and Ce was significantly better for the salicylic hydroxamate and that Nb, Y and Zr recovery were favoured by the octyl and benzoyl hydroxamates (Brian, et al., 2014; Liuyin, et al., 2014). Comparison among the hydroxamate collectors showed that the flotation and recovery performance of cyclohexyl (CHH) and 4-tert-butyl benzoyl (TBH) was not as good as the other hydroxamates for rare earth recovery."

Material used for flame safety lamp gauzes should possess the following qualities: (1) mechanical strength, (2) resistance to corrosion under service con- ditions, (3) a relatively high thermal conductivity, (4) a melting point above the ignition temperature of mine gas. Heretofore, three metals have been used for flame lamp gauzes, namely: steel, brass and copper. While each of these has the requisite qualities to some extent, none of them is an ideal gauze material. Copper gauzes lack mechanical strength, especiall, after they have been heated; brass and copper both have comparatively low melting points so that before the gas ignition is reached the gauze metal is attacked and oxidized under the action of the heat. Steel corrodes readily in damp atmos- pheres and if the lamp stands unused under these conditions for some time, the gauzes become unfit for service. Tests of these three materials have shown that steel offers the highest degree of safety. Manel metal, the natural alloy of nickel and copper, is practically noncor- rodible. Its relting point is approximately the same as that of steel. From time to time it has been suggested that this alloy might be a better gauze material than steel, since gauzes made of Monel metal should have all of the good qualities that steel gauzes possess and, in addition, would not corrode appreciably in ordinary mine atmospheres. One advocate of this use for Monel metal, the International Nickel Co., through their development engineer, Mr. Robert J. McKay, cooperated with the Interior Department, Bureau of ines, to the extent of supplying twelve sets of 30 mesh, Monel-metal gauzes for tests. Those gauzes were made up by the same lamp manufactur- er ho rade the steel gauzes used in the previous investigation. Being made by the same processes as the steel gauzes, these Manel-metal gauzes were needlessly given the same anti-rust coating that is always applied to steel gauzes to prevent any corrosion before the gauzes are used. In previous tests the Bureau of Mines had collected data as to the behavior of steel gauzes. In determining the value of Monel metal as a gauze material, it was planned to obtain similar data with Monel-metal gauzes, and thus make a direct comparison with the steel gauzes. "The energy required to plate pure zinc can be the most significant operating cost for an operator in the production of electrolytic zinc. This paper reports on developments on low energy Outotec coated titanium anode process technology with fully amorphous coatings, MSA®, and its application to brownfield zinc electrowinning operations around the world. This technology aims to reduce the operating cost and increase productivity for zinc producers.INTRODUCTIONZinc electrowinning is an energy-intensive process using more than 3,000 kWh/t of electric energy [1-4], and the reduction of the energy consumption is one of the key issues. The high energy consumption is due to a high cell voltage during electrolysis, which is mainly caused by a high overpotential of oxygen evolution reaction on lead alloy anodes which have been widely used in commercial zinc electrowinning processes. The overpotential of oxygen evolution is 0.6 V or more and which is approximately 4 times higher on average than that of the cathodic reaction (zinc deposition) [3,4]. Therefore, the reduction of oxygen overpotential is significant to reduce the electric energy consumption, and this will become more significant with increasing demand in metal production and rising energy costs.Oxide coated titanium anodes have been widely investigated for the oxygen evolution anodes in order to replace the lead alloy anodes [5-9], because it is known that the oxygen overpotential strongly depends on the material and structure of the anode. The most typical example of such anodes is an IrO2-Ta2O5 coated titanium anode, which is usually prepared at thermal decomposition of a precursor solution containing metal salts at 450 oC or more and obtained mixed oxide coating consists of crystalline IrO2 and amorphous Ta2O5. On the other hand, one of the authors of this paper, Professor Morimitsu, Doshisha University in Japan, has developed a novel oxide coated titanium anode, MSA® [10-25]. The most specialized point of MSA® is that the catalytic coatings are prepared at low thermal decomposition temperature and amorphous IrO2 or RuO2 is contained as the components in the coatings. Such amorphous coatings have high catalytic activity for oxygen evolution compared to lead alloy or crystalline coatings. Outotec acquired the international specialized MSA® patent licensing rights from Doshisha University and has produced and commercialized the amorphous oxide coated titanium anodes. These anodes have already been utilized mainly in copper electrowinning plants worldwide and have demonstrated a significant voltage reduction, a cost-efficiency, and a long lifetime. This novel technology is also effective to zinc electrowinning process, thus this paper presents the characterization and performance of amorphous IrO2-Ta2O5 coated titanium anodes and amorphous RuO2-Ta2O5 coated titanium anodes for oxygen evolution in zinc electrowinning."

It was found that Al-A13Ni could be readily cold rolled perpendicular to but not parallel to the whiskers. Reductions of more than 98 pct were achieved without cracking by rolling perpendicular to the whiskers, whereas extensive edge cracking was noted after only 15 pct reduction when rolling parallel to the whiskers. The longitudinal and transverse tensile strengths were nearly doubled, and the longitudinal yield strength more than tripled by cold rolling 50 pct in a direction perpendicular to the whiskers. The whiskers exhibited some waviness (elastic bending) as a result of cold rolling, but at very high reductions (greater than 75 pct) whisker fracture and misalignment became significant. A fine dislocation substructure in the matrix consisting of cells attached to the whiskers was pro -duced by cold rolling. Most of- the substructure was readily removed by a 1-hr anneal at 500°C. Cold rolling was found to substantially reduce the thermal stability of the microstructure at 610°C but did not affect the stability at 500°C. FIBER and whisker reinforced composite materials promise significant improvements in properties over conventional materials. Before they find wide use, however, it will be necessary to understand the response of these highly anisotropic materials to common metalworking processes. Most of the nonmetal-lic fiber reinforced materials have very low elongations (a few pct or less) in the direction of fiber alignment. Thus, metalworking techniques such as rolling and forging would not be as broadly applicable to these materials. This investigation was initiated to determine how a composite system consisting of Al3Ni whisker reinforced aluminum responded to rolling, what changes in the microstructure occurred, and the effect of deformation on the mechanical properties. The composite material studied was produced by unidirectional solidification of the A1-Al3Ni eutectic alloy'-7 and consisted of 10 pct by volume of aligned whiskers of Alai in a matrix of aluminum. It should be pointed out that this system is not representative of all composite materials, and the results will therefore not be universally applicable. The A1-Al3Ni system is characterized by: 1) A strong fiber-matrix interfacial bond 2) A ductile matrix 3) A sufficiently low fiber content to allow significant plastic flow between fibers 4) Strong, completely elastic whiskers (tensile strength 400,000 psi, elastic modulus = 20 X 106 psi.1 These factors allow the material to be readily rolled perpendicular to the fibers. If the fiber-matrix bond were not strong, such a weak interface could fail during rolling. A measure of the ability of a composite to be rolled in the transverse direction can be obtained from noting the transverse tensile behavior. In the case of Al-Al3Ni,2 there is considerable ductility (15 to 30 pct). In the case of boron filament reinforced aluminum, for example, the transverse elongation is less than 1 pct,8 and the material could probably not be cold rolled as readily in that direction. EXPERIMENTAL PROCEDURE 3-in. diam ingots of A1-A13Ni eutectic were unidi-rectionally solidified in graphite crucibles. The starting materials consisted of 99.99+ pct pure nickel and aluminum, and the pure eutectic ingots were made with 6.2 wt pct Ni. The unidirectional solidification process (described in detail elsewhere1-3) consists of preparing a master heat of eutectic composition, remelting, and withdrawing the ingot vertically downward through the heat source at a controlled rate so that plane front solidification proceeds upward at a constant velocity. The resulting microstructure consists of 10 pct by volume of whiskers of very high aspect (length to diameter) ratio. The fiber lengths have not been measured because of the difficulty of detecting fiber ends9 but exceeds 104. There is some possibility that the fibers may be continuous within one grain. Flat sheet specimens 2¾ in. sq and approximately 0.2 in. thick containing whiskers parallel to the plane of the sheet and to one edge were used for this study. A1-A13Ni exhibits either a rod-like (high solidification rates) or a blade-like (low solidification rates) whisker morphology,1,3 and both types were studied. Rolling was accomplished using a two-high rolling mill at a speed of approximately 10 fpm. The rolling direction was either parallel to or perpendicular to the direction of growth (direction of whisker alignment). Reductions of from 0.002 to 0.03 in. per pass were used with the most common value being 0.005 in. per pass. Cold rolling of Al-Al3Ni to more than 98 pct reduction in thickness was accomplished with no intermediate anneals. In addition. a series of speci-mens was cold rolled 97 pct with a 1-hr, 500°C anneal in air after each 50 pet reduction. Tensile testing was accomplished using a Tinius-lsen four screw testing machine. Despite the media's use of the mining industry as a whipping boy over its perceived attitude towards the environment, the facts remain that the only legislated requirement in the SA Statute Books for any form of environmental impact-assessment prior to development is to be found in the Minerals Act in the form of an EMPR. Not only is our industry complying with this requirement, but moves are afoot to set up environmental management systems for existing operations in preparation for seeking accreditation under ISO 14001 when published towards the end of this year. On how broad a front are we advancing? ? Is the industry equipped to handle these challenges? ? Does it have the determination to overcome its problems? ? Do we realise that failure may mean the loss of markets overseas to competitors who can meet the international standards? ? Where are the shortcomings and when must our efforts be focussed?

Recent disasters such as the failure of the Mount Polley tailings embankment remind us of the risks that tailings facilities pose. It is widely recognised that dam-break assessments are a vital tool in identifying the consequences of the failure of a facility, which in turn can be used to develop emergency action plans. A typical assessment includes an estimation of breach parameters and outflow volume, followed by the preparation of an inundation map to illustrate potential flow extents and downstream impacts. This paper focuses on the estimation of outflow volumes, which is an area that the authors feel can be improved. Presently, many types of analyses assume that the volume of tailings released is only a function of the storage volume and dam height. After a review of several documented tailings failures, it has been found that the extent and depth of the supernatant pond needs to be considered as it is just as important, if not more so, as the storage volume and dam height. Tailings facilities with excess water storage have a higher risk of failure as they are more susceptible to overtopping, piping and liquefaction failures. In addition, they pose greater failure consequences as the saturated conditions will lead to more material being mobilised.This paper has reviewed available information on a number of tailings dam failures and proposes an alternative estimation of potential tailings release volumes as a function of supernatant water stored on the facility for use in dam-break analyses. In a broader sense, the paper seeks to shift the current risk paradigm from tailings dam heights to volumes of water stored and provides a basis for continuing research and discussion.CITATION:Rourke, H and Luppnow, D, 2015. This study was prepared in response to the need for a series of data that reflect the basic flow pattern of energy resources in the United States. To effectively measure and analyze energy,2 it is necessary to prepare balances that reflect both production and consumption, and the various forms energy resources take at different stages of utilization. Before energy can be measured it must also be put into a common unit. In this study the common unit used is the British Thermal Unit (Btu). The ideal point to survey energy is at the stage of final ultimate use, representing the useful work derived from the interaction of energy inputs and the prime mover. Unfortunately this concept of efficient or useful work from energy output cannot readily be measured in the aggregate. With the present available official data, energy measurement can be carried to the point of calculation of net inputs of energy3 into the economy at various stages of utilization. However, preparation of energy balances, on a net basis is hampered by the fact that this can only be done for years when the censuses of Mineral Industries and Manufactures are taken, usually at 5-year interval.

MR. N. T. AVARD : I would like to congratulate Dr. Cameron on his presentation of some pertinent facts about the Coal Resources of Nova Scotia. There is no question but what there is something very definitely wrong about the coal mining situation in this Province. These are times when we can with profit look facts in the face and attempt to solve some riddles. Perhaps now is the time when we can bring some of these coal mining facts into the open and look them over. Co-operatively, we might evolve some helpful solutions. However, I would like, first, to make some specific reference to the Joggins coal field, not as a mining expert, but rather as an executive who has evolved some ideas after some years of practical contact with this field. Dr. Cameron states that existing operations in this area will probably continue for a few years. As a matter of fact, under normal conditions, these mines are good for another twelve years. With the installation of more powerful equipment for hoisting, pumping, and ventilation, an additional five years could be counted on. With one exception, that pretty well clears up mining from the outcrop, hitherto the only method of approach in this field. The chief reason for this present limitation is prolific 'bootlegging' operations. It is too bad that these should have been permitted to ruin a valuable coal field. Moreover, I am cold by competent authorities that this need not have been so. At one time shortly before war broke out there were 74 bootleg operations within an area of one square mile around Joggins. However, despite the fact that these operations were illegal, I could not find any means of stopping then and I believe the same conditions existed in many other coal areas in the Province. For some reason, the eyes of the law were closed. The result is that many outcrop possibilities have been permanently ruined. The exception noted in the so-called Queen seam, which has definite possibilities for approach through the outcrop. This is probably the best coal in the district.

"The land-pebble district, the larger of the two producing areas of Florida, is situated in Polk County and in the eastern part of Hillsborough County. About 80 per cent at the phosphate rock produced in the United States in recent years has been mined from this area. The phosphate ores, locally termed matrix. are beds of sands and clays containing the phosphate pebbles, considered to be Pliocene in age, derived by marine action from underlying Miocene phosphatic marls, and are covered by practically barren sands and clays that have been deposited more recently. Open-pit mining is practiced; hydraulic mining, which has been intensively developed in this district, is used exclusively for mining the matrix and, by some companies for removing the overburden, although drag-line excavators have become established and are proving economical for stripping operations. From the pits the matrix is pumped to adjacent washing plants for beneficiation. The product of the washers. after drying, enters the world markets as Florida pebble phosphate.In this district recovery of the phosphate pebbles by the washing plants has not been particularly effective in the past. The screening, designed to effect a seperation at about 20 mesh (0.033 inches), has not been well controlled. Washer rejects discarded to the waste dumps have contained appreciable amounts of material analyzing above the minimum commercial grade - 66 per cent B.P.L. (bone phosphate of lime). Such losses of commercial fractions should be considered avoidable, and have been discussed at length in a previous paper.3"

High stress underground mining poses a significant challenge to rock mechanics and rock engineering. To overcome theses challenges significative improvements in solutions and best practices of the design and operation of mines under high stress have been developed and implemented. This paper presents certain topics related to the management of high stress for sustainable underground mining. The topics include; the effect of preconditioning techniques (destress blasting and hydraulic fracturing) in the seismic rock mass response to underground mining and the dynamic behaviour of rock support systems. The opportunities associated with research in rock mechanics and practical rock engineering are discussed.
